This paper traces the co-operative initiative undertaken by South Africa?s gold mining companies through the Chamber of Mines Research Organization (COMRO) in development of hydraulic technologies. After a brief description of the structure of these technologies? development under COMRO?s stewardship, the paper turns to an overview of the structure of innovation within which these hydraulic technologies were developed. A central focus of this paper is systematic review on whether similar technologies are likely to emerge in the present system of innovation and the role played by innovation policy.

The practice of pumping gases which inhibit combustion for purposes of controlling or extinguishing mine fires is now universally accepted. The practice has been used many times in coal mines in India and the experiences are reviewed. The procedures relating to a membrane based nitrogen generator and to a combustion gases generator are described. The physical properties, practical requirements and economic implications of using different gases is briefly reviewed. Some aspects of the practice as related to mine fires in certain collieries in other countries are dealt with.

In this study, the general case of semi-batch precipitation of nickel hydroxide, Ni(OH)2, is modelled. In practical terms, this precipitation may occur at high ionic strengths, and therefore the model for solution chemistry requires a thermodynamic model that is applicable for these non-ideal systems. The activity coefficient model used is the ELEC-NRTL. The simulation of the solution chemistry is performed using AspenPlusTM, which is a steady-state process simulation program. This allows for rigorous evaluation of the solution speciation, and hence the degree of supersaturation which dictates the precipitation kinetics. The solution chemistry provides the basis for predicting the formation of solids. The model consists of a solution chemistry part and a solids formation part. The inputs to the model include the initial concentrations of the streams entering the reactor, kinetic parameters for the precipitation processes, and a particle size distribution obtained from experiments. The solids formation part of the model employs the method of moments for the evaluation of the population balance. The population balance accounts for total particle number, and the formation and increase in size of particles across the entire particle size range. This balance requires kinetic parameters for the processes of nucleation, growth and agglomeration. Using optimization routines inherent in AspenPlusTM, parameters for the rate of nucleation, growth and agglomeration may be extracted from experimental particle size distributions. These are then used in the model to extrapolate to other conditions. Once an understanding of the kinetics of the precipitation processes is gained, the model provides a predictive tool for optimization of these kinetics, in order to increase the overall particle size and therefore improve solid-liquid separation. The work is deemed to be significant as it sheds some light on solids formation processes involved in precipitation?including nucleation, growth and aggregation?and develops a predictive modelling tool applicable to solutions of high ionic strength. We argue that this dewatering of suspensions is affected significantly by particle size distribution and surface properties of the solids formed by precipitation. This modelling tool should facilitate the design of solids formation processes where downstream dewatering is enhanced.

On scheduled commissioning and effective operation of a solvent extraction circuit relies on getting the design of both the core contact equipment and the peripheral plant right. Experience has shown that poor performance of new plants is frequently a result of ?utility? systems that do not match the requirements of the circuit, rather than the mass transfer equipment itself. Both the operator/owner and designer need to understand the ?complete requirements? for the circuit to get the balance of the design right. This paper reviews generic issues, frequently overlooked or altered during cost-cutting exercises, which have a significant impact on plant performance.

The separation of nickel and cobalt from calcium, magnesium and manganese by solvent extraction using synergistic mixtures of carboxylic acids was studied. Addition of certain viable synergists to commercially available tertiary branched carboxylic acids, such as Versatic 10 (Shell) or Neodecanoic acid (Exxon), produced large synergistic shifts (?pH50) in the pH50values for nickel, and small antagonistic shifts (negative ?pH50values) in the extraction of calcium. Under the initial test conditions used (0.50 M each of Neodecanoic acid and the Mintek synergist, in xylene) a large separation (pH50Ca? pH50Ni= 3.09 pH units) between nickel and calcium in their extraction from 1.00 M sodium nitrate solutions was obtained, compared with only 1.11 pH units in the absence of the synergist. The selectivity series for the extraction of divalent base metals from 0.333 M sodium sulphate solutions by 0.50 M Neodecanoic acid and 0.25 M of the Mintek synergist in C12-C13aliphatic diluent was found to lie in the order (with pH50values in parentheses): Cu(3.42) > Ni (5.08) > Zn (5.58) > Co (5.73) > Mn (6.62) > Ca (7.48) >Mg (8.25). In batch counter current experiments, a simulated leach liquor containing (in gL-1): Ni 5, Mg 5, Mn 2, Co 0.5, Ca 0.5, Cu 0.1and Zn 0.1 was contacted with the mixed extractant in three stages at unit phase ratio and an equilibrium pH of 5.9. The recovery of nickel was 99.9 per cent and that of cobalt was 84.7 per cent, whilst the co-extractions of manganese, calcium and magnesium were 2.7,1.5 and 0.04 per cent, respectively. The recovery of cobalt can be enhanced by employing a slightly higher pH, although this will also increase the extraction of manganese, calcium and magnesium somewhat. Nearly quantitative stripping (99 per cent) of nickel from the loaded organic phase was achieved in a single contact at an organic-to-aqueous phase ratio of 4 using a simulated spent electrolyte containing 39 gL-1sulphuric acid and 33 gL-1nickel,thereby producing an ?advance electrolyte? containing 57 gL-1nickelat pH 3.5. Loading of acid into the organic phase was very slight, amounting to only 0.002 M H+in contact with the above-mentioned spent electrolyte. A procedure for optimizing the secondary cooling zone of continuous casters is proposed and illustrated by a billet caster example. The procedure consists of quantifying deviations from the required conditions of the secondary cooling zone?as far as temperatures, metallurgical length and reheating are concerned?by means of a ?cost function?. The optimal spray settings are then found by minimizing the total ?cost?. The billet caster examples serve to emphasize the importance of specifying the required conditions in a consistent manner. Some envisaged practical limitations of this approach are discussed.

Fugitive dust from mineral extraction and processing activities can significantly influence air quality, the environment, and the health and quality of life of workers and surrounding communities. Poor engagement and communication between experts and lay persons, disciplinary silos and polarised viewpoints have made it difficult to develop a holistic understanding of the complex health issues associated with environmental emissions of mine dusts, and consequently to design meaningful and integrated approaches to address such issues. The collaborative Global Challenges Research Fund (GCRF) Mine Dust and Health Network, hosted by Minerals to Metals at the University of Cape Town, serves as a collaborative think-tank to inform research directions within and across disciplines, government policy and regulations, health monitoring programmes at public clinics, industry best practice, community healthcare and impact prevention programmes. It focuses initially on the southern African region, but with the intention to expand to mining-intensive developing countries within the rest of Africa, South America and Asia. This paper outlines the approach and activities of this global transdisciplinary and intersectoral network and presents some of the key outputs and achievements to date. ?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!

Risk assessment consists of a search for the answers to: ?What can happen? ?How likely it is that it can happen? ?What are the consequences if it does happen? Perhaps the most important aim of risk analysis is to predict the likelihood that a planned profit will be achieved over a given period of time. A typical risk model employed for this purpose includes a stochastic connection between the dependent variable of an expression that describes a process and independent variables represented as random quantities. The output will be a probabilistic distribution. The uncertainties in a planned mining operation include: ?Commodity market characteristics, particularly price ?Ore reserves and mineralogical composition ?Mining method ?Process performance ?Capital and operating costs ?Schedule duration ?Economic environment effects. The processes employed in the probabilistic estimation of a project?s outcome include both Monte Carlo simulations and simulations where variable correlation is considered important. The risk model, once developed and tested, provides a framework for a rational approach to risk analysis and the testing of alternatives.

The mining industry worldwide is currently facing a significant restructuring process. In most underground mines, widespread mechanization of the mining processes increases production while reducing staff numbers. At the same time, mining depths as well as the lateral spread of the mine workings are increasing. This ever-changing mining environment requires sophisticated solutions for the design and operation of underground mines. In fact, a reduced number of mining engineers is taking responsibility for everincreasing mine operations. This applies not only to the excavation of the minerals, but also to all other aspects of the mining operation, including health and safety, disaster management, and mine rescue organization. Most mining engineering graduates entering the industry lack experience in mine emergency management. Young engineer trainees must learn mine emergency management and rescue work in addition to their normal training experience on the job. Often, and unfortunately, emergency and rescue training at different mining companies is not carried out to the highest level and standard and with the best possible training outcomes. The tasks and challenges a young engineer faces while being trained in a new position do not leave much room for additional training in mine rescue and emergency management. At the same time, experienced, ?old hands? are retiring and cannot easily be replaced due to limited graduation numbers. Strategies are being developed at mining universities worldwide to train mining engineering students in handling mine emergency situations and to provide hands-on experience for managing potential accident and disaster scenarios underground. Two of these strategies, from the USA and from Central Europe, are presented in this paper. These specific strategies have to be seen under special consideration of the local and regional boundary conditions, but might serve as case studies for mining schools and universities in other countries.

The equilibrium nitrogen solubility in the CaO-SiO2system was studied by a slag-gas equilibration technique, in graphite crucibles at 1823K under a CO-N2 atmosphere. The nitrogen content of the slags was determined by the Kjeldahl method. A reliable technique was used to obtain an initial nitrogen content in the master slags, from the addition and pre-melting of silicon nitride. Reduction of silica by graphite was found to occur during the equilibration experiments, resulting in compositional changes of the slags. The results were extrapolated to equilibrium by kinetic evaluation of the data. The nitrogen solubility showed good agreement with the result of Suito and Sano, while Fruehan?s results were lower. However, the results of the present study do not support the maximum nitrogen solubility values found by Sano.

This paper is based on the assumption of some knowledge of the National Water Act. It will consider the question of how that Act fits in with: a) existing laws which overlap on the subject matter b) new laws either in draft or in the process of being compiled c) policies which will eventually find their provisions included in new legislation (e.g. minerals policy) d) international practices. The focus will be specifically on the interaction of legislation relating to water use and water pollution in the mining sector as well as the role of the Department of Water Affairs in mining matters. Hence the title of the presentation.

Ground behaviour in the vicinity of a roadway has been investigated using a physical model and in situ tests during a roof fall. It was discovered that behaviour of the ground is governed by irreversible displacements of adjacent rock clusters. The cluster is a short-living sector of a rock mass that moves as a solid body. For the lack of degree of freedom, the rock mass must be divided into clusters that are forced to move one after another in space and in time. These clusters permanently rearrange and reform during irreversible (inelastic) ground deformation. The crowded clusters have to yield to each other and alter their velocity and direction of movement to accommodate their motion into the excavation. Such behaviour involves uneven and irregular vertical deflection and the movement of adjacent rock blocks in the roof, sides and floor of an opening. Such movement destroys the symmetry of horizontal displacements with respect to the centre line of the opening. A set of indicators that a roof fall is imminent has been identified. Horizontal displacements and dilation must be controlled in order to maintain the stability of an underground opening. Such a state retains the self-supporting effect of the roof and contributes to rock bolts bearing capacity.

This paper gives an account of the development of a technique whereby the vertical limits of geological horizons may be identified by the use of vertical variograms on the mineral of economic interest. This information may supplement or guide the correct subdivision of the individual horizons into meaning full data sets by diligent geological observation. This process then improves the quality of the variance modelling of the gold distribution in the plane of the individual layers and therefore enables better estimates to be made into the grids or blocks of the mine model. The technique is explained by an account of the development work, which was performed, on duplicate superimposed reef horizons in the Kimberley formations. The paper then shows how the correct approach was developed to evaluate the mineralized layers in a multiple stacked conglomerate layer sequence in the Elsburg reefs of the Witwatersrand Rand System at the Target deposit. The method of categorization of resources according to confidence in the estimate is also explained. The feasibility processes carried out on the three-dimensional model, in accordance with the SAMREC code are also described. An example of the development of a reconciliation process utilizing chip sampling is also explained.

A bubble population balance model is proposed for the prediction of Sauter mean bubble diameters in mechanical flotation cells. In the model, the flotation cell is treated as two separate, statistically homogeneous zones?the impeller zone, and the bulk tank zone. Balance functions for the rates of bubble breakage, coalescence, recirculation and inlet-outlet events are proposed based on classical chemical engineering research in two- and three-phase fluid mixing systems. An initial simulation of the population balance model shows trends in bubble size distributions comparable to measured distributions in industrial mechanical flotation cells.

Metal powder compaction offers unique advantages in the manufacture of net-shape components using techniques such as laser sintering, conventional press and sintering, metal injection moulding, direct rolling, direct forging, and hot isostatic pressing. If the output from the primary metal production process is in powder form, then considerable cost and energy savings can be realized by direct conversion to semi-finished or final shapes. This possibility exists for titanium and possibly also for Ta, Zr, Hf, and Nb metals. However, these attractive benefits are associated with some significant risks. The high surface-to-volume ratio of powder particles coupled with the reactive nature of these metals means that special care must be taken when handling them. Powder explosions are unfortunately still a regular occurrence internationally and these often result in serious injury and loss of life. Even seemingly 'safe' compounds such as sugar, flour, and grain can be extremely hazardous when handled or milled and dust clouds are produced. In addition, exposure to airborne particles can have adverse effects on the human body, especially when particles are inhaled on a regular basis. Furthermore, the medical consequences of these are not fully understood, especially in the case of nanoparticles. The impact is often not observed immediately and debilitating illnesses may emerge only years or decades later. As far as is known, there are no South African guidelines for handling of metal powders. This paper attempts to provide an awareness of the risks associated with metal powders (including those produced indirectly by other metalworking/finishing operations) as well as some guidelines for their safe handling, based on international best practices.

This paper considers potential risks to the health of workers in ultra-deep mines, including barotrauma, physiological effects and toxicity of airborne pollutants. Relevant previous research is reviewed, including work by the Chamber of Mines Research Organization and the Deep Mine Cooperative Research Programme, and recommendations are offered for prospectively limiting pressure-related health risks.
