The paper will attempt to identify the threats, however obscure, that could confront the South African platinum industry. South Africa has the largest reserves of platinum group metals in the world, and is the largest producer of those metals. This situation is no different from that which existed in the gold sector fifty years ago. Since then South Africa?s share of world gold production has dwindled, and the gold mining industry has lost its dominance. Unlike gold, platinum has widespread use as an industrial commodity. Its investment value is a minor portion of its total value. It is therefore subject to different market forces. The sheer magnitude of the industry in South Africa obscures the fact that it is a wasting industry, and that South Africa exports almost all its production as a refined metal in the form of autocatalyst. Since Hotelling published his seminal work The economics of non-renewable resource in 1931,the science of mineral economics has developed exponentially. The paper will present a background of mineral economic theory and compare to this the development of the South African platinum industry. Of particular concern to a mineral exporting country is the question of mineral rent?its definition and employment. This will be the mail theme of the paper.

Following the Coalbrook disaster in 1960, research into coal pillar strength resulted in the adoption of the concept of a safety factor for the design of stable pillars in South African coal mining. At the time when the original statistical analysis was performed by Salamon and Munro in the early 1960s, 27 cases of failed pillar workings were considered suitable for inclusion in the database of failed pillars. Pillar failure did not stop after the introduction of the safety factor formula by Salamon and Munro (1967). In the ensuing years, pillars that were created before the application of the formula deteriorated and later failed, as did ones that were created after the introduction of the formula. This means that over time, the database of failed pillar cases increased in size, allowing ever more reliable analyses to be performed. The number of failed cases in the database had grown from the original 27 in the 1960s to 86 by 2011. All the failed cases are contained in the updated database. The database of stable pillars, which is also used in the derivation of strength formulae, has now been extended from 125 to 337 cases. The new database of intact pillar cases is more complete as it bridges the time gap between the Salamon and Munro (1967) and the Van der Merwe (2006) databases. The original requirements for inclusion into the database were satisfied in the compilation of this latest collection. The characteristics of the original database of intact pillars did not change in a meaningful way. The mining depth and pillar dimensions of the new database are largely as they were in the original database. Time-related trends with regard to pillar dimensions and depth of mining could not be found, indicating that the geometrical parameters of coal mining in South Africa have not changed meaningfully in approximately a century of mining. The characteristics of cases in the updated database of failed pillars does not differ substantially from the one published by Van der Merwe (2006). The same difference between that database and the original Salamon and Munro database, namely that the average safety factor of the failed cases had increased dramatically, from 1.0 to 1.5, is still apparent. This may be due to the inclusion of more failures from specific areas that exhibit a disproportionate number of failures at higher safety factors. These areas are the Vaal Basin, Klip River, and Free State coalfields. The new database confirms yet again that there is no correlation between the safety factors of failed pillars and their time of failure. The safety factor on its own is thus not a reliable predictor of longterm stability of pillars. Keywords coal pillar, stable pillar cases, pillar collapse, pillar data base.

Currency fluctuations affect the rand revenues of all exports of mineral commodities, as well as influencing their price on local markets. Of the more than 50 mineral commodities produced by South Africa, about 75 per cent derive 40 to 100 per cent of their revenues from exports. . Although supply and demand are largely beyond its control, management can maximize its revenues despite fluctuating overseas prices and exchange rates by using the right market at the right time. Management can operate in the futures markets, which involve a specific commitment to deliver a specific quantity of a standardized commodity at a set time in the future and at a price that is determined on a futures exchange in open auction; or management can use the options market, in which a producer can insure against the risk of a falling price by taking out a put-option, which gives the holder the right (but not the obligation) to sell the commodity at a stated price at an agreed time in the future. In the forward markets, management has three available tools; forward currency transactions, trading of currency options, and money market hedges. Revenues, currencies of exchange earnings, purchasing power of the rand, and world price trends are shown in over 40 diagrams and tables for the main mineral commodities produced in South Africa.

Gold extraction from double refractory ores using conventional cyanidation has proved challenging due to the presence of carbon within the ore. Carbon particles may adsorb leached gold resulting in gold losses to tailings, i.e. preg-robbing the gold. Some of the preg-robbed gold may be recovered by the application of the HiTeCC process on CIL tailings. The process developed by Metso Outotec involves caustic conditioning of the tailings followed by high temperature desorption and simultaneous adsorption onto virgin activated carbon of the aurodicyanide. The aim of this paper was to develop a model for the HiTeCC process which could be used to support design and optimisation of the process, based on the adsorption characteristics of the preg-robbing and activated carbons. It was found that accurate experimental isotherms can be used to predict the behaviour of preg-robbing adsorbents. Comparing the sorption isotherms for preg-robbing ores and activated carbon indicated similar dependencies on temperature and ionic composition. Applying boundary layer diffusion models coupled with experimentally determined isotherms for preg-robbing ore and activated carbon, the HiTeCC process was successfully simulated at experimental and plant scale. Gold recovery of the HiTeCC process is most sensitive to the temperature of desorption and gold loading of the activated carbon, with increased temperature improving recovery. The gold loading of the activated carbon in the process should always be maintained lower than that of the normalised pregrobbing carbon gold loading to ensure favourable conditions for adsorption onto the activated carbon. Caustic conditioning stabilises adsorption and is therefore not necessary during the desorption stages of the process, but potentially improves recovery during adsorption. Despite economic law and policy instruments with righteous intentions, the politics of resource nationalism could render these instruments unworkable. South Africa is a case in point. After the establishment of democracy, the country's outdated law and policy framework was replaced with a modern system, and in many respects an exemplary one. Converting the privately-owned mineral right system into a scheme of state custodianship allowed for several resource nationalism instruments, in addition to a resources royalty structure that first, compensates for the loss of a non-renewable resource; second, provides for optimal resource use through encouraging value addition to mineral production; and third, effectively targets economic rents. However, despite these improvements, the country went through a process of fierce debate on whether or not mines should be nationalized: the debate was fuelled by public anger with claims of political non-delivery. The result was considerable noise because of public unawareness of facts and distortion of the facts in political rhetoric. The purpose of this article is, first, to establish the status of resource nationalism in South Africa's mineral and fiscal frameworks; second, to give an opinion on the findings of the African National Congress's document on state intervention (Maximising the Developmental Impact of the People's Mineral Assets: State Intervention in the Minerals Sector (SIMS), 2012); and third, to fruitfully contribute to the fundamental discussion on how South Africans benefit from their mineral riches. The methodology is to start with explaining resource nationalism as an international issue for the extractive industries; then to offer an overview of existing resource nationalism instruments in South Africa-along with their effectiveness in attracting rents and investment. The major finding is that South Africa has resource nationalism firmly ingrained in its current suite of instruments. However, it is necessary to address the perceptions of bad governance, and above all, maintain the stability of the rules governing mineral development in South Africa.

To the members of The South African Institute of Mining and Metallurgy I have audited the annual financial statements of The South African Institute of Mining and Metallurgy set out on pages 641 to 644 for the year ended 30 June 2006. These annual financial statements are the responsibility of the Institute?s Council members. My responsibility is to express an opinion on these annual financial statements based on my audit. Scope I conducted my audit in accordance with International Standards on Auditing. Those standards require that I plan and perform the audit to obtain reasonable assurance about whether the annual financial statements are free of material misstatement. An audit includes: ?examining, on a test basis, evidence supporting the amounts and disclosures in the annual financial statements, ?assessing the accounting policies used and significant estimates made by management, and ?evaluating the overall financial statement presentation. I believe that my audit provides a reasonable basis for my opinion. Audit opinion In my opinion, the annual financial statements present fairly, in all material respects, the financial position of the Institute at 30 June 2006 and the results of its operations and cash flows for the year then ended in accordance with generally accepted accounting practice appropriate to the Institute. Supplementary information The supplementary schedule does not form part of the annual financial statements and is presented as additional information. The mechanical properties and microstructure of AlSi10Mg alloy samples that were printed by selective laser melting (SLM) were studied to determine the effect of processing parameters and building orientation. After printing, the alloy was stress relieved at 250°C for 2 hours. The microstructures were analysed by optical microscopy and scanning electron microscopy (SEM) to determine the alloy phases and distribution. Phase transformation characteristics of the material were evaluated using differential scanning calorimetry (DSC). Mechanical properties were determined by subjecting the XY- and Z-built samples to tensile and nano-indentation testing. The samples from the tensile tests were then used to perform fractographic analysis by SEM. The microstructural properties in each orientation revealed a non-homogeneous microstructure which was characterized by a semi-elliptical tract and fine silicon precipitates, which were found to be softer along the fusion zone. The DSC thermograms revealed that the material underwent two phase transformations during the first heating cycle. The mechanical properties revealed a higher UTS, higher yield strength, and a lower percentage elongation in the Z orientation than in the XY orientation. Fractographic analysis showed that crack initiation in both orientations started from the surface in a brittle manner due to surface flows, and then propagated via microvoid coalescence.

Mintek has been producing geological and semi processed ore references since the early 1970's and recently due to increase in demand other manufactures have entered the South African Market.This paper describes Analytical challenges from the customer's perspective. The customer being the metallurgist, mine geologist, environmental scientist and geologists from resource companies. Reference Materials and their appropriate use and good understanding of them can aid greatly in building confidence in the results, choosing the right Laboratory for a project, deciding which set of results arc correct and providing evidence to the customer's clients that the results obtained are the very best possible.Throughout the world there are hundreds of reference materials produced by over 80 organisations and these are mainly ores, rocks, semi processed ores, metals, and many more. Mintek is one of the top 10 producers with over 75 products. Many of these producers including Mintek and their respective standards organisations belong to the ISO REMCO committee and their respective work groups. This committee's main task is to draw up guide lines for the use, manufacturing and certifying reference materials. In South Africa a mirror committee has recently had its inaugural meeting the function is to give clear mandate to the South African representative on the main ISO REMCO committee, the South African delegate bas an opportunity to influence the contents of the guides.Tile SARM program has since the year 2000 increased its sale three fold, the question is why? There is more accountability needed in our world. That means Analytical results have to be the very best possible and risks associated to them must be well quantified. Consider that the risk of wrong results of wrong decisions made from a result is trivial to laboratory, in comparison to the laboratories customers. The consequence to a laboratory could be a loss of income or some one may lose their job. To the customer he may dig up 1000 of ton's of rock with nothing in it or worse still don't mine it when the grade is high enough. This is seriol1s money."

Lebowa Platinum Mines has been in operation since the late 1960s and is a relatively small producer compared to Anglo Platinum?s other operations. The mine has never had substantial capital investment to expand its production scale even though its resource base is estimated in excess of 100 years at current mining rates. It is forecast that the mine will become unprofitable after 2008 due to the workings of the ageing infrastructure, the Merensky Reef operations being further from the shafts, decrease in productivity and increase in operating costs. In order to reverse the forecast decline in operational inefficiencies and profitability the replacement of the Merensky Reef operations at Vertical and UM2 shafts with the development of a 120 Ktpm Brakfontein Merensky Reef Mines is in progress. This paper covers the operational readiness framework developed from the control budget estimate and outlines an integrated business process adopted to ensure that the requirements of the investment proposal are met. The operational readiness framework, which addresses the transition process, will ensure that at operational start-up, all appropriate operating systems, procedures, information and legal requirements are in place, whereas the business integration process will aim to develop and sustain an organization with the appropriate infrastructure and workforce equipped with the necessary skills to meet Brakfontein?s requirement, and where possible embark on an optimized accelerated production initiative to ensure that the objectives of the investment proposal are sustained. The calculation of resource volumes for large mineral sands deposits is the process of systematically compiling all known data in order to define the volume of ore contained and its intrinsic economic value. Traditionally, this process has been highly speculative in nature, as the variability of the layer thickness, even between closely spaced, boreholes can be highly variable. The issue of horizon continuity is of critical importance in mine modelling and resource definition. Accurate volume estimates are difficult to derive from drilling data alone, as the borehole spacing of an economically viable drilling programme is often greater than the spatial frequency of the variations in profile thickness. The limitations associated with this inferential approach to resource estimation can be mitigated through the use of newly developed ground penetrating radar (GPR) methods, thereby maximizing orebody optimization by reducing contamination and orebody loss. The use of GPR in the mining industry has historically been limited to shallow, high-resolution applications, such as the location of voids in limestone or the mapping of paleo channels for alluvial gold and diamonds (Francke and Yelf, 2003). These limitations have not been technology based, but rather market based, as the vast majority of GPR systems were originally designed for civil engineering applications. A new generation of GPR technology, designed specifically for maximum penetration in sand environments, is now being developed. This technology has been trialled extensively at the Richards Bay Minerals heavy mineral sand deposit in South Africa with optimistic results. The clay base of the mineral sands has been imaged to some 120 metres. Further equipment refinements are expected to yield even deeper profiling and higher resolution. The resolution offered by this technology is unique, allowing individual depositional sequences to be imaged and modelled in three dimensions. This paper will discuss the advances in GPR technology relevant to the mineral sands industry, as well as methods to optimize and integrate GPR data into existing mine models. Also addressed will be approaches to three-dimensional modelling of high-resolution GPR data and subsequent volume estimations.

"Zircon is a naturally occurring radioactive material (NORM) and as such is subject to a variety of regulations around the world. The regulatory processes and their implementation are summarized and the key issues affecting zircon and zirconia highlighted. Having absorbed the activities of the former Zircon Minerals Committee, the strategy of the Zircon Industry Association (ZIA) is to be the ‘go-to place’ for information on these matters, and its activities in the NORM space are described. Chemical industry regulations such as REACH are spreading around the world, and the paper provides an update of their status in the key jurisdictions. As mineral sands are transported to market in oceangoing vessels, they are subject to the regulations of the International Maritime Organization, which are summarized in the paper. IntroductionFrom a global perspective, zircon is generally not found in high concentrations other than in placer and dune deposits where it has been deposited along with other heavy minerals such as ilmenite, rutile, and monazite. Such deposits have been sorted and concentrated over geological time by the action of tides, waves, and wind to form concentrated deposits of heavy minerals along old coastlines and in river beds and deltas. Consequently, zircon is mostly found in association with the principal titanium minerals ilmenite and rutile. These secondary concentrations in placer deposits provide the commercial sources of zircon.All geological materials contain natural radioactivity, although the term NORM (naturally occurring radioactive material) is mostly used for minerals and other materials with above-average uranium and thorium concentrations. Importantly, the radioactive nature of zircon has not changed, but the way in which radioactivity is viewed by regulators has, affecting the zircon industry throughout the value chain."

The land disposal of voluminous fine-grained tailings from the processing of mined ore bodies poses a long-term risk to the surrounding environment and local communities, while also representing a loss of valuable natural resources; including water, land and mined minerals. To date, the development and practical implementation of alternative approaches and technologies for removing risk and reducing the burden associated with these wastes, particularly in South Africa, remains limited, and value recovery is largely limited to the extraction of precious metals. To this end, researchers at the University of Cape Town have developed a programmatic multi-phased approach to explore and develop opportunities for the valorisation of large-volume mine wastes, based on the innovation value chain. This paper outlines this conceptual approach and presents key outcomes from its application for the specific case of sulfide-bearing coal processing wastes from South African collieries. Through the application of a combination of qualitative and quantitative tools and methodologies, a number of potentially viable opportunities and processing routes for value recovery and bulk re-purposing of these wastes have been identified and tested on a laboratory scale. Studies have, however, also shown that there are several technical and non-technical factors currently constraining commercial application of these opportunities. Overcoming these constraints will require a commitment to innovative waste management approaches and effective multi-sectoral collaboration. The Great Dyke of Zimbabwe constitutes the world&apos;s second largest reserve of platinum group elements (PGE) after the Bushveld Complex in neighbouring South Africa. Within the Great Dyke, economic concentrations of PGE are restricted to sulphide disseminations of the Main Sulphide Zone (MSZ), which are currently mined at the Ngezi, Unki, and Mimosa mines. Near-surface oxidized MSZ ores have a large potential. Their total resources are in the range of 160-250 Mt; however, all previous attempts to extract the PGE from this ore type have proved uneconomic due to low PGE recoveries (<< 50 per cent) achieved by conventional metallurgical methods. Within the ores of pristine, sulphide-bearing MSZ, the PGE are bimodally distributed. Platinum occurs mainly in the form of discrete platinum group mineral (PGM) grains (mainly bismuthotellurides, sulphides, and arsenides), whereas approximately 80 per cent of the Pd (and some Rh) is hosted in pentlandite. Within the oxidized MSZ ores, the PGE are polymodally distributed. Whereas the arsenide- and sulphide-PGMs that make up approximately 25 per cent of the original Pt content of the ore largely remain stable (relict PGMs), the remaining PGMs are disintegrated. The base metal sulphides are destroyed, partly releasing their base metal and PGE contents, and are replaced by iron oxides or hydroxides. Unspecified amounts of the PGE are redistributed and either form secondary PGMs, are found in chemically and mineralogically ill-defined (Pt/Pd) -oxides or hydroxides, or in iron-hydroxides, Mn-Co-hydroxides, and in secondary silicates. The problematic processing of oxidized MSZ ores is attributable to their complex nature and polymodal distribution of the PGE, prohibiting a significant upgrading of the ores by conventional metallurgical methods. Therefore, only bulk leaching methods are viable for ore treatment, and novel metallurgical methods have to be developed for the processing of these ores. Our ongoing work aims at locating the PGE in their mineralogical form in order to understand the mineralogical balance of the PGE in the ores and thereby facilitate the evaluation of metallurgical options for their recovery. A short overview on options and recent advances regarding the recovery of the PGE from oxidized ores is given.

Many minerals processing operations result in crushed rock being mixed with a liquid. Sometimes, the rock particles have to be dried before the next process begins and there may be a considerable distance between the equipment carrying out these processes. Bateman Engineered Technologies (BET) developed, patented and commercialized a method of simultaneous pneumatic conveying and drying. A joint project to assist with optimizing the process is under-way. Part of it is a numerical simulation of the process. The simulation is done using a dedicated program written in MATLAB, (commercial software which is widely used in engineering). It accounts for heat and mass transfer as well as particle transport. The main part of the program consists of a loop containing a series of equations which are evaluated sequentially. During any particular iteration, the properties are changed one at a time. Since the properties are changing relatively slowly, this method gives good results. The outputs of the simulation are consistent with the operational experience of BET’s engineers. The output is very comprehensive and all numerical. Since the program is currently being used for research purposes, flexibility is very important. Thus the output is converted into a spreadsheet file. Variations in the output quantities are displayed graphically using MS Excel. Some simulation could have been done using computational fluid dynamics (CFD) software. The advantages and disadvantages (technical, financial and skills requirements) of the two approaches for this particular type of simulation are compared briefly. "Gravitational sedimentation of suspensions in various precipitation processes is hindered by colloidal stability. This is due to the high surface charge of the suspension and results in strong attraction/interaction between the ions on the particle surface and counter-ions in solution. Moreover, this strong interaction results in a charge build-up that renders the suspension stable. In order to induce gravitational sedimentation of these particles, a redistribution of ions close to the particle surface is required. We therefore sought to redistribute ions close to the particle surface by applying a magnetic field. This results in the reduction of interparticle electrostatic repulsive forces and a subsequent increase in the zeta potential of a suspension. For the purpose of this study, a copper sulphide suspension was used. Copper sulphide particles were exposed to a range of field strengths for set exposure times and their zeta potential was measured before and after exposure. All particles had an initial zeta potential value equal to or less than –40 mV prior to magnetic field exposure. A significant increase in zeta potential was observed, with values reaching a maximum of –16.5 mV when exposed to a 2 T field strength for 40 minutes. This is due to Lorentz ion shifts resulting from the Lorentz force exerted by the magnetic field on the particle surface. IntroductionMetal sulphide precipitation is a process for treating industrial waste streams with high residual concentration of mixed metal ions and acid mine drainage. This process has been reported to achieve higher metal removal compared with the industrially prevalent lime precipitation, due to the sparingly soluble nature of the metal sulphide precipitates formed. However, precipitation is governed by high levels of supersaturation which favour the formation of fine particles (Lewis, 2010). Consequently, some of the metal sulphide fines formed exhibit slow settling dynamics and thus tend to remain suspended in solution."

METRICATION In order to bring South Africa into line with metric countries the world over and in view of the indisputable advantages of using the comma as a decimal sign, the Metrication Advisory Board has decided to recommend that the comma be used consistently as decimal sign as from April 1, 1971. Numbers consisting of more than three figures are separated by spaces into groups of three to the left and right of the comma, and not by commas, e.g... 2 734 671,512 73 A quantity such as 12,41 kg is read as "twelve comma four one kilograms" and 31,34 km as "thirty-one comma three four kilometres." A motor-car previously described as a 3.8 litre model now becomes a 3,8 litre model. THE BRITISH COUNCIL AWARDS 1972-1973 The British Council invites applications from permanent residents of all races in the Republic of South Africa and South West Africa, for the following awards:- SCHOLARSHIPS Scholarships are available to such residents who hold University degrees or comparable professional qualifications. The scholarships are tenable for post-graduate study at Universities and other educational establishments in Britain for the academic year of approximately ten months beginning 1st October 1972. All arrangements will be made by the British Council and the scholarships will include tuition fees, a maintenance allowance, approved travel in Britain, return fares to Britain, a books grant and a clothing grant. The closing date for applications is 31st July, 1971. BURSARIES Bursaries are available to such permanent residents who hold University degrees or who, being already established in their professions or trades, hold other qualifications. The bursaries are tenable at British educational in-institutions or other suitable establishments in Britain for a course of training, study or research lasting not less than two months or more than six. The British Council will arrange full programmes and professional contacts, and the bursaries will include a maintenance grant, a books grant, authorised course fees and certain other expenses. The British Council may, at its discretion, bear the cost of single or return fares to Britain. The closing date for application is 31st July, 1971. TRAVEL GRANTS Travel grants each of £300 are available in respect of journeys to Britain undertaken between 1st April, 1972, and 31st March, 1973, and are provided to facilitate visits to British Universities by persons holding staff appointments or graduate research posts at South African Universities. Visits must normally be of at least six months duration though grants are occasionally made for visits lasting for one complete term. Grant holders will make their own arrangements with the universities which they wish to visit and will be responsible for finding their own accommodation. Chalcopyrite represents the most important copper resource and is currently mainly exploited using pyrometallurgy. Bioleaching is an environmental-friendly and economic alternative to conventional mineral processing technologies. The technical feasibility of stirred tank reactor bioleaching of copper ore concentrates using acidophilic iron-/sulfur-oxidising bacteria is proven, however, often incomplete due to inefficient chalcopyrite dissolution. A decoupling of bacterial growth from bioleaching activity in one bioreactor by adjusting appropriate temperatures for both process steps allows for almost complete chalcopyrite dissolution. Separation of copper and recovery of other metals from the PLS was possible by implementation of different biological and chemical techniques. The Ferredox process has been proposed to treat limonitic laterite ores for cobalt and nickel recovery by means of anaerobic reductive dissolution with autotrophic, acidophilic bacteria. As a modification, aerobic reductive dissolution of laterites with acidophilic bacteria has shown economic and environmental advantages over anaerobic reductive dissolution. We show that the prioritization of business improvement and performance management decisions may be significantly improved by taking into account the systemic effects of changes made in a single process area. To do so we build a model of a mining value chain, taking into account consequential downtime that arises from downstream and upstream starvation and choking effects of each activity. Introducing the concept of internal capacity, this approach yields insight into the relative importance of key metrics such as loading and hauling rates. We suggest that a holistic view of this type should be a core component of business improvement and performance management decisions.

This paper outlines the process of improvement utilizing performance monitors and GPS systems on an opencast strip mine. Its primary focus is to maximize coal exposure by draglines and secondly to improve on those processes impacting directly on the dragline operation. The Aquila (DM2/5 system) navigation and monitoring systems were installed on the overburden drills. Their main function is to eliminate manual staking and positioning thereby ensuring a regular pattern being drilled. Holes drilled to planned depth reduce drill metres and it minimizes coal losses and contamination at the coal interfaces. The CAES (Computer Aided Electronic System) will be installed and evaluated on the Caterpillar D11 dozers at Optimum. This system ensures a correct dragline pad elevation through the use of planned elevations and GPS technology to achieve the optimal pad elevations for draglines consistently. The draglines are equipped with a Dragline & Operators Performance Monitor. This monitor allows the operator to control his own performance. It reports on all productivity, method and poor operating techniques. These monitoring systems send critical operational information back to the office. This source data resides in central databases from where it is converted and integrated into management information. To manage an operation means that you as a manager must be able to set objectives and targets and to achieve your goals the activities involved must be measurable.

Historically the insurance industry&apos;s involvement in any project has been relatively late in the process. Often it was a case of the last item to be ticked off the checklist has been to ensure that the insurance is in place. However, in more recent times insurers have imposed more restrictions on the cover they are prepared to provide, which has in some cases necessitated a change in the contracting structure to accommodate the insurance policy(ies). In addition, changing contractual practices have changed the allocation of risk between the various parties involved. This calls for a more proactive approach to the design and implementation of an insurance program for both the construction and operational phases of any resource project. This paper explores how a risk managed approach to the design and implementation of an insurance program for a resource project can align itself with current management approaches to project development. From the authors&apos; experience, this approach is best adopted early on in the project (often in conjunction with the bankable feasibility study) and follows AZ/NZS4360 to objectively examine and compare a wide range of risk exposures of the project in a time-effective manner across the following areas: ? personnel; ? environment; ? general management; ? compliance - legislation, systems, protocols; ? asset management; ? change management; ? financial impacts to the organisation; ? products/services; ? service delivery; and ? technology. Having identified and then analysed the risk exposures according to common consequence and likelihood ratings the next step is to develop a risk map of all considered exposures. The true value of this approach lies in the development and implementation of a risk treatment plan for identified exposures where the exposure is unacceptable. The plans will lead to the optimal solution to the appropriate risk prevention, risk mitigation and risk transfer options available. This paper also examines other benefits to the project that may arise from adopting a risk managed approach in addition to the ability to design an insurance program which recognises the exposures and the ability of the organisation (and other project parties) to retain risk.
