The new mineral royalty regime for South Africa was signed into law in November 2008, with its main objective being to compensate the State for the depletion of public minerals through a royalty charge payable from 1 March 2010. The aims of this paper are to establish the potential impact of mining royalties on State revenues, industry affordability, and explore whether the dual formula system is likely to encourage miners to become refiners. It also measures the royalty dispensation against economists? tax standards in an attempt to make a judgement on the ?equity? of the new system. This paper argues that most stakeholders should be comfortable with most of the requirements of the Act for most of the time. However, the new regime is unlikely to motivate miners to become refiners, as the benefit of the reduced rate on refined minerals appears to be insufficient to justify the additional costs to refine the mineral resource to the prescribed states of beneficiation.

Pressure leach autoclave circuits are employed in the leaching of ores, concentrates, mattes, alloys and intermediates for the recovery of metals into solution. Once the metals are extracted into solution, the value metals can be recovered by hydrometallurgical means such as by purification followed by electrowinning, hydrogen reduction, pyrohydrolysis, crystallization and other unit operations. In many of these integrated flowsheets the pressure leach step is pivotal to the recovery of the value metals from the host material. Furthermore, the autoclave circuit invariably is a high capital cost component of the plant and an area that is carefully scrutinized when debottlenecking and capacity increases are being considered. This paper identifies a unique proven way of increasing the capacity of existing or new exothermic pressure oxidative leach autoclave circuits by as much as two or three times.

During the period October 2003 to June 2004, a containerized optical sorting pilot plant was operated at Kloof Gold Mine on a waste rock dump. In this paper, we describe the test work and its results leading to the decision to operate this pilot plant. This paper presents the operational data and financial figures achieved during this project, in particular, for the month of June 2004 when the plant was run at full capacity on three shifts, 24 hour operation. These results are also extrapolated and presented to show the profitability of such an operation at today?s gold price levels and cost structure.

Process and steel chemistry differences in hot rolled Al-killed low carbon strip steel between the hot charge route (HCR) as practised in a compact strip production (CSP) plant and the conventional cold charge route (CCR) have been studied. This was done with reference to differences in reheating practice, hot rolling practice and steel chemistry through emphasis on the effects of solubility and reprecipitation of AlN in the two process/product combinations and its effect on ferrite grain size development. An earlier modelling study on the evolution of the austenite grain size in both of the above hot rolling processes has also now been extended to include an estimate of the possible effects of retained strain after the last finishing pass on the ferrite grain size. As part of this study the equilibrium solubility trends of AlN in a number of boron-free low carbon Al-killed strip steels with low and high sulphur content from the two respective processes was investigated by the thermoelectric power (TEP) technique and differences in the effects through the derived solubility equation of Log[Al][N]=2.6?9710/T at typical slab reheating temperatures was demonstrated. Ferrite grain size modelling using the significantly lower Ar3 transformation temperatures generally found in hot rolled low carbon strip steel produced in the CSP plant using the HCR compared well to the larger grain size produced in the conventional CCR strip rolling plant. Most coal plants must run under conditions of varying feed conditions or are asked to produce qualities different from that used in the design. This can cause overloaded conditions as the ?bottlenecks? within the plant, depending on plant operation or as the feed changes. During plant design, geological information can be used to determine washability envelopes and blends that may be expected. Historical data can also be used to develop a size distribution envelope as well as to assign reasonable models for each of the unit processes. In operation, a plant can be sampled to determine changes and to refine process models. The information obtained can then be used in an accurate simulation to define how the plant can deal with the changing environment. This paper uses Limn: The Flowsheet Processor to simulate the coal plant in detail and will produce an accurate model, in terms of equipment sizing as well as water, medium, and solids balance, for each change in feed condition. It will show examples of running the simulation through complete density and size ranges and will determine the equipment required to address each part of the performance envelope.

Dual energy X-ray transmission (DE-XRT) sorting is a recent development in the range of sensor-based sorting technologies available today. DE-XRT is particularly suitable for dry coarse coal beneficiation in the size range -120 mm +12 mm. In this paper, we describe the technology and show the results of a number of test runs conducted on different types of coal from the USA and South Africa. The results have shown that DE-XRT is an effective technology not only for deshaling of coal and removing pyritic sulphur but also for separating coal and torbanite. The use of dry deshaling methods will be more important as water availability becomes a greater concern. DE-XRT is one such technology which will be incorporated in future dry coal processing plants.

Labour-intensive narrow reef stoping, as traditionally practised in South African gold and platinum mines, is almost unique in the modern first-world mechanized mining environment. Shortcomings of the system include the ever increasing cost of labour, a cap on achievable productivity and a poor safety record, particularly in the field of rock-related accidents. In the absence of sustainable alternative technologies, the South African mining industry has spent millions of rands improving the present system, focusing on improving workplace safety. This paper details the changes to stope support at Impala Platinum?s Rustenburg operations, and the impact on rock-related safety performance. Sodium silicate (Na2SiO3) is one of the most common reagents used in the froth flotation process, in which it is an efficient dispersant as well as a powerful gangue minerals depressant. Due to its high affinity with a lot of minerals, mostly silicates, it adsorbs on their surfaces and prevents the adsorption of the collectors, maintaining them hydrophilic. Hence, Na2SiO3 is widely used in the flotation separation of rare earth minerals, zinc minerals, iron minerals, scheelite, fluorite, apatite, and many other minerals. For decades, authors have demonstrated higher efficiency of Na2SiO3 when it is used in combination with sodium carbonate (Na2CO3), a common pH regulator. Among many well-known depressants, this system presented the best efficiency for many ores, including the Tabuaço scheelitebearing skarn studied herein. However, the mechanisms resulting in these strong positive synergistic effects are not well understood at the moment. Hence, the response surface methodology (RSM) was applied to this ore, considered as a case study, to optimize the depressing conditions and to study deeply the flotation behavior of this system. Strong synergistic effects between the two reagents were exhibited by the RSM, mostly affecting the scheelite, fluorite, and calcium-bearing silicates recoveries. This was attributed to surface carbonation of the minerals by Na2CO3, subsequently leading to a better depression by Na2SiO3. Overall, a 1:1 ratio between the two reagents displayed the best results in terms of WO3 grade and recovery. To gain understanding in the molecular mechanisms responsible for the aforementioned synergistic effects, FTIR studies were combined with state-of-the-art molecular modelling (Ab Initio Molecular Dynamics at 300 K) on fluorite, an archetype of calcium minerals. One of the main bottlenecks in the carbon-in pulp process for the recovery qf gold is the elution procedure, which typically requires the heading of caustic cyanide eluants to high temperatures for 16 to 24 hours. The present work demonstrates that sodium sulphide solution as an alternative eluant can effect complete elution in about 4 hours at ambient temperatures. Elution efficiencies of around 100 per cent were obtained in 4 hours with a single pass of eluant containing 0,2 M Na2S and 0,4 NaOH about 10 bed-volumes of eluant The initial rate was slow over the first hour of elution, probably because the activated carbon catalysed the oxidation of sulphide to polysulphide. Elution efficiencies of around 100 per cent were also obtained in less than 4 hours during the batch elution of carbon at liquid-to-solid ratio of about 100. Lower liquid to solid ratio resulted in the re-adsorption of gold, probably owing to the oxidation of sulphide to polysulphide, with the resultant formation of gold complexes that were eluted less readily. Improved rates of elution were obtained at higher sulphide concentrations and pH values greater than about 13. Higher temperatures increased the initial elution rate, but lowered the overall extraction efficiency, probably because of the deposition of elemental gold on the carbon. Variation of the ionic strength by the addition of NaCl had no defect on the elution, which confirms that the elution mechanism in the case of sulphide is different from that when cyanide or I1)1droxide is used as the eluant. It is proposed that the elution of gold by sulphide solutions proceeds by means of an initial step that involves the reaction of polysulphide ions with the adsorbed aurocyanide speeds, forming AuCN on the carbon and thiocyanate in solution. This step is followed by the formation of poorly adsorbed complexes with sulphide ions, such as [AUS3-2]-The presence of polysulphides, whether generated in situ by the catalytic oxidation effect of activated carbon or by the addition of elemental sulphur, reduces the elution rate and efficiency dramatically. This is probably due to the formation of complexes such as AUS-3 and AUS-2 , which have a high adsorption affinity.

"SynopsisSlime coating is one of the most common ways for serpentines to contaminate metallic mineral concentrates during traditional flotation of coarse sulphide particles. This could pose quite a complicated and challenging problem in the case of some types of low-grade and finely disseminated Cu-Ni ores bearing high serpentine contents. This is the case for the copper and nickel sulphides from the Yunnan Mine, China. Previous batch flotation tests of this ore resulted in satisfactory recoveries of 86.92% Cu, 54.92% Ni, and 74.73% Pt+Pd, and concentrate grades of 4.02% Cu, 3.24% Ni, and 76.61 g/t Pt+Pd. However, the MgO content in these concentrates was more than 19%. In the current study, microflotation tests and settling rate tests were introduced to investigate the effects of a combination of strong collectors (a 2:1 weight ratio of butyl xanthate and butyl ammonium dithophosphate) on entrainment of serpentines in metallic mineral concentrate, as well as visual observations of the concentrates in suspension using still photography. All test results indicated the presence of serpentines entrapped in the hydrophobic flocs that resulted from these collectors, even with the use of effective gangue depressants. These strong collectors are used to flocculate the ultra-fine sulphides by forming loose and ‘fluffy’ hydrophobic flocs. However, these hydrophobic flocs may also be able to load or entrap some serpentine slimes into the concentrate, and this entrained serpentine could be harder to remove by using depressants or intensified conditioning than serpentine slime coating on the particle surfaces.IntroductionSerpentine minerals, which have the generalized composition (Mg,Fe)3Si2O5(OH)4, can be easy to crush and grind due to their convoluted and bent layered structures. These serpentines can hinder the enrichment of some metallic minerals and dilute their concentrates by entrainment during flotation. The resulting high pulp viscosities, slime coatings, and high content of dissolved ions adversely affect the flotation recoveries of copper and nickel sulphides, and high levels of MgO entrained in the concentrates lead to heavy penalties from smelters. Since the quality of nickel flotation concentrate depends heavily on its MgO content (generally less than 6–7% for No.1 or 2 grade nickel concentrate according to the standard requirement from National Nonferrous Industry), reducing the entrainment of serpentine during flotation is becoming more and more pressing. Previous research has focused on the collectors and depressants that are commonly used in copper-nickel flotation, as well as their interaction mechanisms."

Considerable practical knowledge and effective use of empirical evidence is required in the design of tunnel support systems. In many instances, it is unclear how individual support elements interact with fractured rock and which elements of the support system are critical in controlling and containing the movement of material proximate to the excavation. The present paper outlines a displacement discontinuity approach that allows the coupling of surface constraints, in the form of liner or mesh material, to an explicit representation of time-dependent rock discontinuity creep movements. The method is illustrated for a simple square-shaped tunnel profile in which the fracture zone is mobilized by an imposed stress field. A crucial aspect of the model is the computational treatment of the coupling between the liner material and there presentation of the fractured rock mass. This allows the response of the liner material to be assessed quantitatively in terms of the possible reduction of movement in the rock mass. The importance of installing the liner timeously after the excavation is formed is illustrated in a specific example. A number of computational difficulties in simulating liner-rock interaction mechanisms are identified.

In 2002 the commissioning of an ilmenite smelter on the North Coast of South Africa was extended by three months due to the failure and subsequent replacement of the magnesia-based refractory lining. The lining failed due to the hydration of magnesia caused by an unexpected source of water. The incident resulted in significant financial losses and a prolonged insurance claim which was settled in 2009. As magnesia-based refractories are used extensively in both ferrous and non-ferrous applications, the authors of the paper want to share the experience gained from this incident with others. The paper reviews the literature available on furnace start-up practices and explains the hydration of magnesia using available sources. The incident is studied in more detail, both technically and economically, and the costs incurred are quantified in terms of the cost of the original lining. The paper concludes with lessons learned and recommendations made for future work. The intention of the paper is to stimulate open debate regarding best practices in preheating of furnaces lined primarily with magnesia. Keywords Commissioning, hydration, start-up, magnesia.

"Investment in diamond exploration has been declining over the past decade, in spite of positive long-term industry fundamentals and a growing interest in diamonds as an investment category. The lack of new significant discoveries in recent years has eroded investor confidence, yet no new discoveries are possible without investment in exploration. Junior ‘mine finders’ have been the hardest hit. Their agility, tenacity, and appetite for risk are not sufficient to attract the funding required, even at the greenfield stage. Developing new discoveries into mineral resources can be crippling without solid financial support. Junior incubators could play a crucial role, especially at the project evaluation stage – but where are they? Alternatives to traditional funding mechanisms have become available, many still untested in the junior diamond exploration space. Valuable lessons can be drawn from the past and used to inform emerging new strategies. IntroductionDiamonds are the ultimate expression of love. Their ancient and timeless allure continues to influence consumer emotions and behaviours across continents, cultures and age groups. Analysts are predicting a sustained supplydemand shortfall in the years ahead which will trend diamond prices generally upwards. With positive long-term industry fundamentals, one cannot help but wonder why funding for diamond exploration and development projects is so scarce.Investment in exploration across commodities – including diamonds – has been declining for a number of years, reaching a historic eleven-year low early in 2017. The lack of major diamond discoveries in recent years has done little to strengthen the case for investing in diamond projects, yet no new discoveries can be made without investment in exploration.Global estimates of known carats in the ground stand currently at 2.5 billion carats, which equates to around 18 years of production at current levels of 140 million carats (mct) per annum. Sustainable replenishment of depleting diamond resources is possible only through the development of new discoveries. This is what junior explorers are best at – but they need investors to fund their evaluation activities from early in the project development continuum."

One of the earliest records of metal recovery by solution leaching is described by Agricola as 'juice of rock' in the 1550s. In these early years of hydrometallurgy and civil engineering, few controls and systems were employed to enhance recovery and protect the environment. Since that time, leaching (dump or heap) operations have made significant strides in increasing metal and solution recovery while protecting the environment, all goals of a sustainable operation. It is now recognized that the design and operation of modern heap leach facilities requires contributions from many fields of study, including hydrometallurgy, civil engineering, geotechnical engineering, unsaturated-flow hydrology, mine planning, geosynthetics engineering, geochemistry, process engineering, mechanical engineering, and electrical engineering. While advancements in these fields have resulted in more sustainable heap leach operations, challenges in the industry still exist. A number of heap leach operations exhibit poor or lower-than-predicted metal recovery, loss of solution flow and control within the ore heap, loss of ore heap stability under leach, failure of liner and/or solution recovery systems, and overtopping of process water ponds. A number of these issues may be the result of several compounding conditions. For example, poor metal recovery may be due to an inadequate scale-up assumption (scaling laboratory tests to field-size heaps), lack of control of the in-heap geochemical environment, changes in ore mineralogy from the original design, changes in mechanical and hydraulic properties of the ore from the original design, ore handling and pre-treatment, inadequate solution management system, and inadequate solution application. The purpose of this paper is to present and discuss issues that may affect the sustainability of a heap leach operation. Since sustainability encompasses a broad range of topics and issues, the focus of this paper will be on issues affecting metal and solution recovery, solution flow and containment, and stability of the ore heap.

The School, which dealt with the management and economics of the subject, attracted 75 delegates from all sectors of the South African mining industry, in addition to two delegates from Germany and one from Zambia.

An oolitic iron ore from Gara Djebilet, Algeria was characterized by X-ray diffraction, scanning electron microscopy, and energy dispersive spectrosopy and the phosphorus distribution between various phases studied. Two ore types were identified – a haematite-dominated, oolitic type and a more massive, magnetite-dominated type. The haematite-dominated ore had a higher phosphorus content, up to 0.6% in the iron oxide minerals, than the magnetite-dominated type (0.3% P). Owing to the very fine-grained texture of the gangue minerals, reducing the phosphorus content to levels suitable for steelmaking (below 0.05% P) by conventiobal means would entail an energyintensive process with a high carbon footprint. Preliminary leaching test work using a sulphurous geothermal water as lixiviant, assisted by solar thermal acceleration, gave very promising results, removing 0.13% of the residual P (or 21.7% removal of total P) from the high-phosphorus oolitic ore.

Ten Council meetings were held during the year with an average attendance of seventeen and the standing committees held 45 meetings. FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R4,608 compared with R2,124 last year. This deterioration can be attributed largely to two important factors, namely an increase in secretarial fees of RI, 789 and an increase in the loss on the Journal from R2,343 to R3,508. In addition, our contribution to the expenses of the Federation of Societies of Professional Engineers increased by R607 from R549 to R1,156. The increase in secretarial fees is partly due to our increased demand for services and partly to increased salaries. In order to maintain its essential services it has been necessary for the A.S. & T.S. to increase salaries in order to keep pace with commerce and industry. With regard to the Journal, we did not expect immediate dramatic results from the changes that were effected as from the beginning of last year in the arrangements for publication. However, the improvement has been even slower in materialising than we expected. This situation is being watched carefully and we will not hesitate to make further changes if necessary. It became clear early in the year that the financial position was deteriorating and your Council decided that it was essential to meet the situation by raising subscriptions and entrance fees. At the same time it was decided that there are no grounds for a distinction between Town and Country members and that in future the scale for the compounding of subscriptions should be based on anticipated future membership, rather than past membership. These changes have had only a minor effect on the accounts under consideration. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R132 and the total fund was, therefore, increased by this amount to R4,338. The balance sheet shows that the market value of quoted shares and debentures decreased during the year from R13,059 to R6,567, while accumulated funds now amount to R17,959 compared with R22,567 last year. It will also be noted that we are holding R25,844 on behalf of the Symposium on Opencast Mining. MEMBERSHIP Twenty-eight Fellows, twenty-four Members, seventeen Graduates, twenty-five Associates and twenty-seven Students were elected during the year. Four Members were admitted to Life Membership; Five Members were transferred to the grade of Fellow; one Student was transferred to the grade of Member; two Graduates and one Student were transferred to the grade of Member; six Students were transferred to the grade of Graduate; One Associate was transferred to the grade of Fellow; One Associate was transferred to the grade of Graduate. MEMBERSHIP DRIVE A committee was established to organise a drive for membership as it was felt that there are numbers of persons in our mining and metallurgical industries who are not yet members but who qualify for membership. Members of the committee were allocated responsibility for campaigning in sections of industry and for publicising the aims, objectives and advantages of belonging to the Institute.
