The Bush Administration is committed to reducing emissions from existing power plants Candidate George W. Bush said: The key to reducing emissions from older power plants on the federal level is to cap emissions on a level that makes sense?. And harness the power of the market place and provide economic incentives to produce better environmental results. I would want to make sure that any program we pursue does not result in excessive and unnecessary increases in electric bills.

Profiled below are the eight RMCMI 1999 Scholarship Award winners. Seven of the eight attended the 95th Regular Meeting and convention at Crested Butte, Colorado in late June. Each spoke during the Scholarship Awards Monday luncheon and shared their goals with attendees. In addition to receiving a $1,500 tuition credit, thanks to the Patrons of the Institute annual funding of scholarships, each received recognition at the luncheon with a brass plaque signifying this honor. The winners are guests of the Institute Sunday through Tuesday and have an incredible opportunity to meet many in the coal industry who could be potential employers. The state vice presidents host the winners and pay for their travel and hotel expenses. This is a continuing scholarship and may be renewed for tuition credit again in the senior year if they remain a full time student and if recommended by the dean of their college or university. A resident from each of the eight member RMCMI states is selected by the Scholarship committee from Board approved institutions. Criteria for these annual awards is that the recipient (1) is a full time sophomore student who will use the tuition credit the junior year. (2) Be both a U. S. citizen and a legal resident of the member stare. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in western coal as a possible career path. Contributions to this worthwhile project are tax deductible to each individual RMCMI member or his company. Through donations of $100 or more to the Patrons of the Institute, each Patron receives a plaque and a year bar for each additional year contributions are made. Jennifer belongs to the Association of Engineering Geologists, SME, Best Buddies, and enjoys running, painting and languages. [ ] COLORADO WINNER Alan S. Maste¬rs Colorado School of ties Alan is the son of Lee and Ellen Masters of Lakewood, Colorado. He graduated from Lakewood High School and has been on the Dean's List at CSM. He resides with his wife, Karen, and children Morgan, Nicole and Scott. Spending twelve years as a mechanic and semi-truck driver, Alan decided to return to school to pursue an engineering degree. Having maintained a 4.0 G.P.A. at Arapahoe Community College, he was accepted at CSM where he continues to excel. He firmly believes that the future of our country will be enhanced by our ability to utilize our natural resources. Alan enjoys time with his family, fishing, water skiing, bowling and reading Tom Clancy or John Grisham novels.

Meeting called to order at 11:30 A. M., February 23, by the President: Horace Moses, in the Chair. W. D. Brennan moved that the present Secretary continue, and he furnished an assistant. Before the question was put, he suggested that Frank Sandstrom, of the Colorado-New Mexico Coal Operators' Association, would be a satisfactory assistant, and his motion was extended to include the election of Frank Sandstrom as Corresponding Secretary, subject to confirmation after completion of reorganization, with the present Secretary as Executive Secretary, and that a Committee be appointed, one member from each of the four states, to devise and put into execution a permanent financing and operating policy for the Institute. Seconded and carried. The Chairman appointed W. D. Breunan, A. C. Watts, J. B. Marks, P. J. Quealy, with the President of the Institute as Ex-officio member and chairman.

At your request, am submitting to you several suggestions for the amendment of our safety code which you felt should be kept up to date. These suggestions are the individual opinions of the several members of the Committee who have expressed (heir wishes to me in the form of letters. I am particularly indebted to Mr. Daniel Harrington, Mr. Wm. Littlejohn, Mr. Warren Bracewell, Mr. James Dalrymple and Mr. Hugh McLeod. Would recommend the following amendments Section 1. Wherever practical trolley wires should be securely hung to roof or timbers at a distance of not less than five feet and not more than six and one-half feet above rail and six inches to one side. Spacing of hangers should be from 20 to 25 feet apart. (Adopted.) Section 2. 500 volts D. C. should not be allowed in any installations. Trolley wires should not carry a voltage of more than 250 D. C. nominal voltage. (Referred back.) Pumps, mining machines and other small machinery units where A. C. power is used should not carry a voltage of more than 220. Large units, such as pumps, motor generator sets and hoists, may use a volt- age of 2,200. When power cables to operate same are of armored construction, cables should be securely buried at all crossings, on haulage-ways or where men travel. (Adopted.) Section. 4. Where power lines pass through door frames or stop- pings they should be properly insulated with porcelain compound or rubber tubing. Wherever men get on or off man-trips in vicinity of trolley wires same should be secure1y guarded and should also be protected with a cut- out switch, same to be pulled before men are allowed to get on or off trips. A symposium concerning "The Image of the Coal Industry" was presented at 2:00 p.m. in the Conference center and chaired by Charles W. Margolf, RMCMl Program Chairman and Vice President, Western Coal Development, W. R. Grace & Co. MR. McKEEVER: I'd like to do one thing and that's to introduce our Program Chairman, Charlie Margolf, who will be handling this portion of the program. Charlie and I have been acquainted since late 1973. He has worked together with me on several projects at W. R. Grace here in the west; a dear friend and one that I just want to say thanks to again. I think I have a little token of that appreciation here for Charlie. Here you are Charlie. (present given) I turn the command over to you. Mr. Margolf, a native of State College, Pennsylvania, received a Bachelor of Science Degree in Industrial Engineering from Pennsylvania State University in 1950 and a Juris Doctor Degree from University of Pittsburgh School of Law in 1953. His professional experience has beem as an attorney in the Law Department of Reynolds Metals Company, Richmond, Virginia, where he served as legal counsel to the Geological Department the mining subsidiaries of the parent company both foreign and domestic, the Power Department and the Oil and Gas Division. He was closely associated with Reynolds Mining Corporation's project at Lake DeSmet, Wyoming, from its inception in 1954 and became Manager of the Wyoming Division of Reynolds Mining Corporation when it was established in 1966, holding that position until September 1972 when he joined Cameron Engineers, Inc. of Denver, Colorado as Vice President in charge of its coal, water and environmental activities. Mr. Margolf joined W. R. Grace & Co. in January 1974 as Director of Western Coal Operations. Memberships are held in the Virginia Bar Association, the Wyoming Bar Association, the American Bar Association and its Section of Natural Resources Law, the Wyoming Engineering Society, the Colorado Mining Association, the Rocky Mountain Coal Mining Institute which he has served as vice president for Wyoming, the Society of Mining Engineers of the American Institute of Mining, Metallurgical and Petroleum Engineers, the Minerals Information Committee of the Denver Chapter of AIME and the Denver Coal Club which he has served as Chairman of its Board of Directors. He has also been a member of the Montana Coal Council and served as a director, the Wyoming Water Development Association which he has served as a director for industry and as first vice president and the Wyoming Mining Association. He has been reappointed by Governor Lamm to the Governor's Scientific Advisory Council. He was appointed by the Federal Power Commission, Gas Policy Advisory Council, to its Supply- Technical Advisory Task Force - Synthesized Gaseous Hydrocarbon Fuels and served as Vice Chairman of that Task Force. He has been reappointed by the Secretary of the Interior to the Solid Fuels Unit, Department of the Interior, National Defense Executive Reserve. He also serves on the Advisory Council to the Industrial Ecology Institute of the Colorado School of Mines and was recently elected a member of the Board of Directors of ROMCOE (Center for Environmental Problem Solving). The thirty-first regular meeting of the Rocky Mountain Coal Mining Institute was called to order at 11: 10 o'clock A. M., Wednesday, June 22nd, 1932, President T. H. Butler presiding. The Honorable Louis Marcus, Mayor of Salt Lake City, delivered the address of welcome. On motion of W. H. Bachman and seconded by D. J. Parker, it was voted that, inasmuch as the Minutes are printed in the annual bulletin, the reading of them be dispensed with. The President made his annual report. The Secretary-Treasurer made his annual report of the financial condition of the Institute. R. Dawson Hall addressed the meeting. The following committees were appointed by the President: Auditing-L. The Fortieth Regular Meeting of the Rocky Mountain Coal Mining Institute was called to order in the Hotel Utah, Salt Lake City, Utah, Wednesday, June 10, 1942, at 11:30 a.m., by President, Wetzel, who presented Mr. William A. Fealey who, in turn, introduced Mr. Bracken Lee, Mayor of Price, Utah, who made the address of welcome. President Wetzel then made a few remarks. The Secretary announced with regret that, due to the critical illness of Mr. Sidney Hale, he would be unable to at- tend the meeting. On motion of Charles M. Schloss, duly seconded and carried, the reading of the minutes of the Thirty-ninth Regular Meeting was dispensed with. Mr. Schloss also moved that the Chair appoint the usual committees, which motion was seconded and carried. President Wetzel then announced that the committees would be appointed during the afternoon session. Following routine announcements, the meeting recessed at 12 o'clock noon to reconvene at 1:30 p.m.

Men and institutions are what they are largely because of inheritance. Out of the past comes experience that enables men to build more wisely than did preceding generations. The field of possibilities has widened as the horizon of men's vision has been extended. The realization of these possibilities has depended largely on the application of men's natural endowments, brain and brawn, to the problems at hand. In the field of mechanized mining, Wyoming has a greater percentage of men with vision, who have a realization of the possibilities of mechanized mining, than any other state in proportion to tonnage production. With the introduction of mechanized mining systems have come problems that have caused the men who are connected with the safety work much thought. Discussions on mechanical drilling, cutting, loading, conveying, haulage, etc., have come in for their share of the debate. There have been a few attempts made to show that mechanical mining is safer than are the more primitive ways of doing underground work by man power. We also have a number of places in the coal producing States of the United States, where the mechanized systems have been abandoned chiefly on account of the safety element involved bringing about condemnation of the system by State inspection forces. Certain types of scraper systems have been condemned, and some have voiced opposition to long faces. This would lead us to believe that the question is still a debatable one as far as the safety element is concerned. It is only fair that we discuss the operations of mechanical systems and from the results obtained take analysis of conditions as they exist, basing our conclusions from the results obtained.

The 66th Regular Meeting of the Rocky Mountain Coal Mining Institute convened in the Opticon Theatre, Snowmass-at-Aspen, Colorado, and was in session at 10:00 a.m. The meeting was called to order by Past President, Stanley C. Shubart, Secretary-Treasurer, Schloss & Shubart, Inc., Denver, Colorado. Mr. Shubart welcomed the guests and was pleased at the large attendance, in view of the fact, that the site for the convention had to be changed at the last minute from the Stanley Hotel in Estes Park to Snowmass-at-Aspen. He stated that Joe Ward, our General Chairman, could not be present due to the serious illness of his wife, Thelma. He called on Bob Wilson, Chairman of the Registration and Hotel Committee, to give his report on applicants for membership since the last meeting. Mr. Wilson stated that there were 89 applicants and 242 registrations, an all-time record. A list of new members follows.

Session 1 - 1 :45 p.m. June 27,1983 Session Chairman: Robert Diederich, RMCMl New Mexico Vice President MR. DIEDERICH: My name is Bob Diederich. I'm the Vice President of the Rocky Mountain Coal Mining Insitute from the state of New Mexico. I'm manager for the Navajo Mine down in Farmington, New Mexico and also project manager for a new mine that we're starling out called the LaPlata Mine in the same area. I'd like to introduce our first speaker, Tom Lien, who is the Director of Engineering, Western Division of AMAX Coal Company. He is responsible for mine engineering, environmental engineering, permitting, reclamation, planning, design and construction plant engineering, geology exploration, quality control and real estate for the western division. He joined AMAX Coal in 1980 as manager of preparation and quality control and was promoted to the present position in August of 1980. He has a BS in geological engineering from the University of Mines. He previously worked for Kennecott Copper Corporation in Hayden, Arizona from 1965 to 1970. He worked as a mine geologist, mill metallurgist, mine production and quality control engineer. Then he also worked for Kaiser Steel Corporation, Eagle Mountain Iron Ore Mine in California, 1970 to 1977. Worked as a process engineer and plant superintendent at that place. Then he was employed by Mountain States Research and Development, Tucson, Arizona, 1977 to 1980. Worked as a senior process engineer and operation superintendent. So without further ado, I'd like to introduce Tom Lien who will talk to us about in-pit coal crushing. MR. LIEN: Thank you. The official title of my paper is actually: "The Potential for In-pit Crushing and Conveying in the Powder River Basin." The Powder River Basin is one of the world's greatest coal fields and will be an important source of energy for centuries to come. About one-eighth of the total coal producing in the United States comes from the Powder River Basin, and 80% of that production came out of Campbell County, Wyoming last year. The growth potential for this region is projected to be enormous. New technology as well as existing technology will make this region competitive in the decades ahead. Understanding the current status of the Powder River Basin, both the mines and the possible methods for changing the means of material movements within the mines is the subject of this paper. Each mine is unique and must be addressed specifically with respect to the application of new and innovative technology. There have been many articles written in the recent mining journals on in-pit crushing and conveying applications, including costs which are very interesting, enlightening and I recommend it to any company considering such installations. To give a general setting, coal production in the United States for 1982 was about 800,000.000 tons. This production came principally from six regions, the Applachian fields of the eastern states where bituminous and anthracite coals have been mined for almost three centuries, the Midwest located in the upper Mississippi Valley are often typified by huge dragline operations of which AMAX Coal has three right now, the Gulf Coast lignites. feeding mine-mouth power plants, the vast bituminous and sub-bituminous departments of the four-comer states of Arizona, New Mexico, Colorado, and Utah and finally the Northern Great Plains lignite fields currently being developed and the sub-bituminous fields of Wyoming and Montana including the Powder River Basin. The Powder River Basin is located in northeastern Wyoming and southeastern Montana. It is the darker brown right in the center of the photograph. It covers about 18,000 square miles. It's about 200 miles north to south and 90 miles east to west. The shallowest coal beds are on the east, north and northwest edges of the basin with deeper coal beds toward the center in the same kind of relationship. There are about one trillion tons of coal in the Powder River Basin, that's the one with 12 zeros after it. A little bit there. It's distributed in many, many seams at varying depths to the current topography. In 1982 about 100,000,000 tons of coal were mined from this basin and 81,000,000 tons came out of Campbell County, Wyoming. The mines that are shown in this picture are basically the mines around the basin edge. The principal area that I'll be talking about is the eastern edge down where it shows Gillette and Campbell County. Geologically the Powder River Basin is the Fort Union formation. The most productive seam is called the Wyodak or Smith-Roland or the Anderson-Canyon, depending upon where you're located. There is about 75 billion tons of coal in the Wyodak of which about 23 billion are considered surface minable today. the coal is Paleocene in age, about 40,000,000 years old. It was once an old Delta region very much like the Mississippi River delta is today. During the 100,000 years that this deposit was formed peat accumulated to a thickness of about 365 feet. It was later buried and turned into sub-bituminous coal. All of the coal mined in the basin is for the electric utility industry. This coal has a typical BTU content of about 8,300 plus or minus about 4,500 BTUs. Sulfur coal is generally less than'/ %, thereby making this coal compliance coal in terms of sulfur dioxide emissions, 1.2 pounds of sulfur dioxide per million

MR. ENZI: hank you very much. I'm sure there?s a lot of you out there just realizing that Rock Springs and Gillette is not one city. I'm sure there's a lot of you wondering why a person from a town who has the image in the national media that the town of Gillette has is talking to you about image. I had a person this morning ask me if Gillette wasn't the end of the world. The only response I can give is "no, but you can see it from there." We have been researched a lot and, I realize, we've been very lucky because I've observed that researchers cause cancer in rats. In fact a wonder drug is one that has no effect on mice. In fact I've been thinking of posting a sign in my office that would read "due to the large number of interviews by journalists who already have their articles written, we would most respectfully request that anyone wishing to insult the city of Gillette, please limit themselves to 3,000 words or 15 insults, whichever is shorter." I don't know if any of you saw the article in Playboy about three months ago on the city of Gillette. What you probably don't realize about that article is that that was an attempt by Playboy magazine to see if they couldn't change their image to a national municipal magazine. I think it's important to know Gillette is the frontier city, a pioneer city, it's a shopping center for northeast Wyoming and most importantly, we're the energy capital of the nation. We're on the threshold of the Powder River Basin and we will be the nation's energy solution. Besides coal, we're, already the heart of the state's leading oil producing area and we have vast uranium resources. But I, want to tell you the biggest resource that we have is, the people who have come to live in Gillette. You will find Gillette a busy, young, pulsating community. We're experiencing the excitement of growth. We're welcoming a higher percentage of newcomers than any other town in the nation. Yes, growth to us is exciting. Where else can you get ten years of experience in two years? We realize you can't maintain the status quo. Growth can be painful but not as painful as the alternative, recession and depression. For a little bit of background, we are now at 16,000 people and we have another 4,000 people who live on the outside but look like they live on the inside. The Census Bureau says that we have, 11,225 people but we have that many people in a traffic jam on the Douglas Highway in one day. I?ll , tell you about a few things happening in Gillette. I think it's very important to emphasize that I didn't , do these things; it's the youth and the energy of the community that has done these things. Right now the city of Gillette has 32 major projects underway. We have water for 50,000 people and we're seeking more water. The city in 1975 was 1 .8 square miles. Last year alone we annexed I square mile. We build 10 miles of paved streets a year. For the last 8 years we've doubled our parks' budget. I

CHAIRMAN LITTLEJOHN: We have with us this afternoon, Mr. D. W. Rockey, of the Industrial Educational Organization, who would like to occupy a few minutes of our time. There is still an hour left, and there is a lot more talking to be done, and when the time is up you can go. D. W. ROC'KEY (U. S. Vocational Training Bureau, N. M.) : Mr. Chairman and Gentlemen: I am sorry to say I am not more closely connected with the coal mining game. I am interested in it because I am interested in a great deal of educational work being done in New Mexico. Two years ago, this Institute appointed an Educational Committee to investigate the opportunity for education in coal mining, and you have the report of that committee; it was issued in May 1924. Mr. Littlejohn, Mr. Moorhead of the Phelps-Dodge Corporation, Mr. Dickinson, and Mr. Miller, I think, of the C. F. C I., and Mr. Pryde, were members of that committee. They investigated the work being done in Safety, Training, First- Aid, and other topics, and made a general survey of the educational problems that might be said to be of benefit to the coal operators and to the coal miners. I believe, if I understood Mr. Moorhead correctly, while this report was accepted the committee was not discharged; but everyone seemed to be a little in doubt as to whether this activity should continue. My plea here directly is, of course, to ask that they be made a permanent committee, and asked to report to you at the next meeting in February on what has been accomplished in carrying out the program that was advised by the various companies, and what success, from a standpoint of improved work and financial return to the company, has been had. I believe that the whole trend of your discussion here has shown the need or the opportunity for improved production through education. For instance your mechanical loader the need of men who are experienced along mechanical lines, rather than the old pick and shovel methods, and the need of better understanding of your problems, just as in your safety lamp discussion that came up in the report of your Safety Committee. We have also developed a new phase, a new may of getting at some of your problems at Dawson this year, that has not been covered previously. I want to ask Mr. Holman here to tell you what is being done as a starter. Remember, we have not worked this out. He will tell yon how we are making a preliminary start in training inexperienced miners with the idea of cutting the accident record and keeping the production of inexperienced men at a higher level. If you are interested in that, I would like to suggest that this committee be requested to investigate some of these things very carefully. The State of New Mexico was willing to put five hundred or a thousand dollars into this training program as an experiment. We are willing that the Institute should have the credit for it, but we want it carefully surveyed so at your next meeting or some subsequent meeting, they can say this has been a feasible project and worthy of consideration. Mr. Holman, will yon tell us a little about this? (Applause.) MR. HOLMAN: We had an idea that by putting a green man in the mine with an experienced miner, the green man would probably learn something, and not get into trouble, etc. We decided to take a certain portion of one of our best mines, cross entry room work, and establish an underground school. We picked one of the assistant foremen who was well trained in our particular mining methods, and any green man who was employed was put into this school. He was paid a salary and he trained each and every man. Each man or two men world be working in a room and we paid them the regular contract price; they were trained how to shovel coal, pick waste and various other things. Some would stay in there a month and be transferred to other portions of the mine or other
