A group of organic chemicals, known as wetting agents, has been developed, primarily for use in the textile industry. These chemicals have the property of reducing the surface tension of water when mixed with it in very dilute solutions. The advantage of lowered surface tension is recognized in dust-control work, and several wetting agents, have been tried by dust-control engineers with varying degrees of success. It is well-known that certain solids, coal for instance, are extremely hard to wet with plain water because of the high surface tension of water and the water-repellent action of coal. If the surface tension of the water is reduced, it can be demonstrated that the coal can be wetted easily. This is accomplished practical and at law cost by dissolving a very small percentage of wetting agent in the water that is to be used for wetting purposes. (Care should be exercised in using a wetting agent to be sure that it will not interfere with a subsequent process.) For some time, the comparative efficiency of various wetting agents has been the subject of considerable work by dust-control men at coal mines, as well as by members of the Bureau of Mines 3/, 4/, 5/, 6/. In this connection, a number of samples of air-borne dust have been collected in the mines. With the exception of dust-control measures conditions of dust generation and dissemination were maintained as, nearly uniform as possible. Samples were collected when water alone was sprayed on the cutter bar of a mining machine; various wetting agents were then successively added to the water and more samples of air-borne dust were-collected.

INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH) at its Pittsburgh Research Laboratory (PRC) is interested in the application of water mist sprays to extinguish diesel fie1 fires in underground mine diesel refueling areas. To this end experimental studies have been carried out on the extinguishment of diesel fuel fires at PRL's large enclosed fire suppression facility (FSP) at its Lake Lynn Laboratory (LLL). Two sizes of shallow fuel pans (3x3 ft and 5x7 ft) contained the fires, and a number of commercial mist spray nozzles (at roof locations) and spray/fire locations were tested (52 fires in all). Visual observations of the pool fire extinguishment process by the overhead sprays with an infra-red sensitive videocom suggests that there are two distinct actions involved in extinguishment due to two different transport mechanisms by which the water droplets can enter the fire plume. First, is a direct injection of water droplets into the plume from overhead. This is believed to involve larger water drops and leads to an extinguishment time of several minutes. Second, is an indirect injection process involving small water drops which are entrained in the sideways air flow that feeds oxygen to the fire. This second process apparently leads to relatively fast quenching of the fire in less than 1 minute - a highly useful attribute for a fire protection system. This paper describes a relatively simple parametric model for the indirect water injection process, and defines the critical spray conditions for achieving rapid quenching of the pool fire. While the model is consistent with the pool fire data obtained to date, the PRL studies are continuing with more complex pool fire scenarios. It remains to be seen if this simple parametric approach applies to these future fire tests. THEORETICAL Critical Drop Size In the two-dimensional representation of figure I, an oil pool fire is considered to be a cone whose base is the vaporizing liquid oil surface having an area n?, above which exists a fire plume diffusion flame) of height, L. The rising plume induces a horizontal air flow into the side of the plume supplying the oxygen necessary for propagating gas phase combustion reactions. Water droplets suspended in the air around the plume will tend to follow the horizontal air flows into the plume. "Adequate lighting for all mining operations would unquestionably tend to promote both safety and efficiency; this would be true not only for men but also for the animals that man impresses into service in mines. The Markeeta Coal Co. and the Alabama Fuel & Iron Co. both operating mines in Alabama, have found that equipping mine mules with portable electric lights is more efficient, much more humane, and far more safe for both men and animals then the more or less usual method of forcing the animal to do its work essentially in darkness.This report is intended to give the mining industry data, that will aid in trying to bring about safe and efficient operation of mines.The authors desire to thank Charles F. Last but not least of the advantages would be the more humane treatment of the animals.The nine mines are developed by slopes along the dip of the coal bed, with double-room entries on 200- to 300-foot centers turned right and left off the slopes and with approximately 1 per cent grade in favor of the loads. Rooms are driven up or diagonally up the pitch from these entries.A surface hoist delivers the empties from the surface to the entry sidetracks at the slope and pulls the loads to the surface. From these sidetracks, mules pull one to four wooden cars, each of which holds 1-1/2 to 2-1/2 tons of coal, deliver the empties to the rooms and entry faces, and pull the loads to the slope sidetracks. The mule haul varies from 100 to 3,000 feet; there are no locomotives or trolley wires in any of these nine mines, seven of which are rated as gassy and two as nongassy by the Alabama state Mining Department."

"Haulage accidents usually are responsible for about 17 or 18 percent of all coal-mine fatalities and about 21 percent of all non-fatal coal-mine accidents. When the relatively small number of employees continuously exposed to haulage hazards is considered, it would appear that haulage is more hazardous than any other phase of coal-mine operation.Haulage accidents have increased from year to year, doubtless due to the increase in electrical haulage, and particularly to the use of larger cars, heavier locomotives, longer hauls, and greater speed. Unless very definite steps are taken to eliminate the causes of these accidents, they will continue to increase rather than be reduced, as they can and should be.Underground haulage in many of the large modern mines of today is similar in many respects to railroad practice. In recent years the railroads have made wonderful strides in reducing accidents, and instead. of being one of the most hazardous occupations, as it once was, railroading is now one of the safest. Doubtless, if thought and action, similar to that given to reducing accidents among railroad passengers and employees, were given to safety in mine haulage, under¬ground haulage accidents could be reduced in about the same ratio.Haulage accidents may be classified, according to responsibility, into two groups - those for which management is largely responsible and those for which the employee is largely to blame; there is, however, an overlapping of responsibility from one group to the other. If, therefore, haulage accidents are to be reduced, it is absolutely essential that both management and employees cooperate to this end.In the first group, for which management is largely responsible, may be included accidents due to faulty equipment, moor track, a poorly arranged system of haulage, lack of clearance or of overhead protection, and dirty roadways; even in these features, however, the employee is not without a measure of responsibility, as failure of haulage equipment possibly may be due to lack of care on his part, failure to report when equipment is out of order, or failure to do a good workmanlike job of installing or repairing or operating.To the second group of accidents for which the employee may be largely responsible, belong those caused by such careless practices as jumping on and off fast-moving trips, coupling on the ""fly"", running at excessive speeds, failure to properly block cars, and similar hazardous and unnecessary acts of omission or commission. If, however, management condones such practices, or, as in some instances, insists upon them, it must accept its share of responsibility for the accidents that inevitably result.Some of the most prolific sources of haulage accidents will be discussed briefly, together with the steps that may be taken to minimize their occurrence."

Use instantaneous sampling to pinpoint dust sources and to Improve dust control on longwalls. Approach Use a dust monitor developed under a Bureau contract. How It Works Sampling can be done by either a moving or a stationary method. In the "moving' method, the dust monitor is carried by a survey engineer walking at the midpoint of the shearer Dust levels and face position (support number) are taken during all phases of the mining cycle while the shearer is cutting. These measurements can show how changes in airflow along the face, face specific; (rock partings) and cutting sequence (cutting the wedge) variables affect dust levels. In the "stationary sampling" method, the survey engineer stands with the RAM at a fixed location on the face. As the shearer approaches, the dust level and the distance to the shearer are recorded at 10-second intervals. Typically measurements start when the shearer is 20 feet from the sampling position and continue as the shearer passes the position until it is 20 feet away on the other side. Dust profiles around the machine are obtained at several fixed locations along the face only while the shearer is cutting.

This Bureau of Mines report describes the results of a laboratory evaluation of a mechanical dust collector (scrubber) suitable for underground coal mine applications. The scrubber was developed by the Mining Research and Development Establishment (MRDE), Burton-On-Trent, England, and tested at the Federal Bureau of Mines Pittsburgh Mining and Safety Research Center (PMSRC) as part of a technical exchange program. The 2,000-to 8,000-cfm scrubber consists of an electrically driven vane-axial fan, water sprays, a 2-inch-thick, loosely knit stainless steel wire filter panel, and a water droplet eliminator. The dust-laden airstream travels axially through the water sprays, filter panel, fan, and eliminator. Slurry water drains into a sump where a belt-driven pump recycles it back to the sprays. Fractional breakdown tests showed a maximum dust collection efficiency of 96 pct of respirable-size (less than 7 µm) coal dust at 2,000 cfm. Efficiency decreased with increasing airflow; for example, to 91 pct at 6,000 cfm. Following these tests the original wire panel was replaced with a similar but smaller panel developed at PMSRC; a marked improvement in dust collection occurred at all flow rates tested.

Promote safer and more efficient mine operations by providing communications between personnel located anywhere in the mine. Approach A radio communications system was designed which takes advantage of existing mine wiring such as telephone lines or electric power cables. The existing wiring distributes radio signals throughout the mine, making communications possible between roving miners, vehicle operators, dispatchers, and other personnel. How It Works Research has shown that medium frequency (MF) signals (300 KHZ-3 MHZ) can couple onto and re-radiate from nearby conductors. This effect is known as parasitic coupling and re-radiation. In a mine, these conductors include electric power cables, control lines, telephone lines, trolley lines, as well as metal water and air pipes Since all underground mines require these conductors for normal operations, the necessary network already exists and expands automatically as the mine is developed. A radio communication system has been developed that uses the parasitic coupling and re-radiation characteristic of MF. Using this system, whole mine radio coverage can be achieved without the need to install or maintain communication lines. The system consists of mobile transceivers for roving personnel and vehicles, and fixed-location base radio stations and repeaters.

Reduce injury to people or damage to equipment when a scheduled production blast is detonated. Approach The essential elements of an effective blast area security system were identified through case studies of five mining operations where the blast area guarding practices were considered to be superior to those generally found in the industry. These elements were used in making recommendations for improved blast area safeguarding practices. Background The blast area security system is a means by which the mine operator prevents injury to people or damage to equipment when blasting is performed. Analysis of blasting accidents showed that most blasting accidents occur during scheduled blasting and are due to inadequate blast-site security. Factors contributing to the system's breakdown are failure to clear the blast zone, inadequate guarding. and failure of personnel to follow instructions, retreat to a safe location, and/or take adequate cover. Mine personnel, visitors and even trespassers can inadvertently wander into a blasting zone unless proper procedures exist to ensure that all personnel are cleared from the blast zone and kept safely away until after blasting IS completed. Statistics show that the blaster is the miner most frequently injured In these accidents.

The Government's ban on all commercial mining operations, except for small-scale artisan exploitation of alluvial gold deposits, continued throughout 1985. Minerals produced were kaolin and lime for agricultural uses, and experimental peat harvesting for energy applications. The total value of the minerals produced during the year was estimated at $1.1 million .2 In early 1985, an agreement between the Government and Amoco International Oil Co. was ratified for a petroleum exploration concession covering 248,000 hectares of Lake Tanganyika. Onshore exploration in the Ruzizi Plain was already under way the last half of 1985. By yearend, enough seismic information was available that Amoco hoped to complete data analyses, determine onshore drilling sites, and begin drilling operations before the end of 1986. Also to begin in the latter part of 1986 were seismic studies of Lake Tanganyika. Throughout 1985, Amoco officials were negotiating with the Government of Zaire for expanding the exploration acreage into that country's portion of northern Lake Tanganyika and the Ruzizi Plain. An agreement between Amoco and Zaire could have important beneficial economic implications for both Zaire and Burundi, and onshore seismic work in Zaire logistically supported from Bujumburi could begin almost immediately.

To improve efficiency in producing clarified water from mineral and metallurgical processing streams containing suspended particles. Approach Particles suspended in mineral and metallurgical processing streams are filtered out by granular magnesium oxide (MgO) used as the medium in deep bed filters. How It Works MgO is substituted for the silica sand or garnet sand currently used in conventional deep bed filters. These filters presently consist of a 24- to-48-inch-deep layer of either silica sand or mixed media, consisting of a stratified combination of anthracite coal, silica sand, and garnet sand. As waste water containing fine solids is percolated through the granular bed, the suspended particles become attached to the filter grains. When MgO replaces sand as a filter medium, the overall filter capacity is generally increased 50 to 80 percent, and no equipment modifications are necessary for filter operation. MgO is unique because it has a positive surface charge in water while most suspended materials are negative. The attraction of these negatively charged suspended particles to MgO enhances filtering performance. As is necessary for all good media, MgO is insoluble and nontoxic.

Bowie Resources maintains one of the most pro-active ground control programs in the U.S. mining industry today. Its guiding philosophy is that everyone in the organization, from the miners at the face all the way through the top management, are involved in ground control. Some of the unique elements of the Bowie ground control program include: • Roof bolt operators log the stratigraphy of test holes in nearly every cut. These “lith-graphs” are used by section foremen to determine the need for additional roof support, and they are entered into the geologic data base for use in geologic modeling and mapping. • Underground core drilling is conducted to obtain data for CMRR and stability maps. • Weekly “Quality” meetings, involving mine management and technical staff, are held to ensure that ground control information is integrated into production operations. The paper will describe the program in detail, discussing the involvement of roof bolters, section foremen, surveyors, technical staff, and production managers. It will also show how the program has contributed to the mine planning process. Case histories of successful ground control interventions will be discussed.

Significant effects of in-the-mill drying on the pulverization of lignite have been demonstrated in an experimental impact-type pulverizer by tests in which the primary variable was temperature of the sweeping gas. Reduced power requirements and increased product fineness were observed as the extent of drying was increased. Pulverization with in-the-mill drying was studied in comparative tests made on lignites from five mine sources. All of the lignites responded in a similar manner; however, differences in the pulverizing characteristics of the individual lignites were significant. For one lignite, the electrical input to the pulverizer driving motor with minimum sweeping-gas temperature was 33.9 kw.-hr. per ton, decreasing to 14.0 kw.-hr. per ton with a sweeping-gas temperature of 658° F.; for another lignite, at comparable operating conditions, the electrical input decreased from 59.1 to 19.0 kw.-hr. per ton. In the first case, the product fineness increased with increasing temperature of sweeping gas from 65.2 to 79.2 percent through a 200-mesh sieve, and in the second case, from b2.7 to 86.9 percent through a 200-mesh sieve.

Although the Stamler feeder/breaker has been used for coal crushing in underground mines for many years, it has only recently been applied to other crushing operations. Two companies presently using Stamler feeder/breakers for rock crushing were contacted regarding their experiences with the units in actual field use. In both cases information was obtained directly from the individuals responsible for field operation and maintenance of the units. White Pine Copper Co. has been using Stamler feeder/breakers for over two years to crush copper ore. They now have fourteen 450-ton-per-hour units on line. The ore has a compressive strength of from 18,000 to 28,000 psi and is extremely abrasive. Maintenance is performed on a tonnage basis. The breaker shaft is replaced every 250,000 tons (requiring about 4 hrs) and picks are replaced about every 1500 tons by the operator (requiring about 2 min per pick). Very little unscheduled maintenance has been required. Crushing costs are fairly high (estimated at 13 to 15t per ton including maintenance and operation) because of tale extreme abrasiveness of the material. A new Stamler feeder/breaker with Ultramet wear surfaces was put or line in June 1976. Ultramet was found to increase the life of belt transfer station surfaces by up to 400 percent and it is hoped that it will do the same for the feeder/breaker. At this time it is still too early to evaluate the performance of the Ultramet unit. If it does improve abrasion resistance, crushing costs could be greatly reduced. White Pine is very pleased with the units and the service provided by Stamler.

The impact of mining activities on the economy in both 1983 and 1984 was minimal. The most recent available data on the gross domestic product (GDP) indicated a level of $1.6 billion in 1983.2 The estimated value for the production of cement, aragonite, and salt was about $17 million in that year, down from the estimated $20 million in 1982. No data are available on the economic impact of the large petroleum refinery at Freeport on Grand Bahama Island, but it represents the major mineral-related activity. Cement production remained at only a fraction of the 800,000 tons per year of plant capacity. The offshore search for hydrocarbons continued in 1984, and some companies were about to enter the third year of seismic and geological surveying around Andros and Grand Bahamas Islands. Getty Oil (Bahamas) Co. Inc.; Breoco Ltd., a subsidiary of REO Development Corp. of Tulsa, Oklahoma; and Natomas Petroleum (Bahamas) Ltd. were the first companies to be awarded exploration licenses. These companies were committed to drilling at least one well before the end of the third exploration year. Other companies actively engaged in exploration included Exxon Corp., Atlantic Richfield Co. (ARCO), Chevron Oil Bahamas Ltd., and Esso Oil Bahamas Ltd. Geophysical Services Inc. (GSI) of Dallas, Texas, and Petroleum Services (Bahamas) Ltd. of Englewood, Colorado, ran another seismic survey line during 1984. This 1,533-mile line was in the Great Bahama Bank and Cay Sal Bank areas off the southeast Florida coast, and tied in with a 4,530-mile program GSI ran in 1981-82. These surveys were nonexclusive and publicly available through GSI.

A computer model of an existing mine ventilation system can be executed using data developed from ventilation survey results. This model can then be used to analyze and evaluate proposed modifications to the system. The acquisition of field measurements during a ventilation survey and the corresponding development of this information into computer input data have been discussed in detail in the preceding chapters. In this chapter, the data are used in computer-oriented analysis of the mine ventilation system. The PSU/MVS was selected for use because of its advanced capabilities. MINE DESCRIPTION The mine chosen for this application is located in Western Pennsylvania. The Pittsburgh coal seam, having an average height of 5-1/4 to 6-1/2 ft, is mined under approximately 300 to 500 ft of cover. The mine preparation plant and shipping facilities are located at the seam outcrop along a river; mining has progressed from the outcrop to an area about 10 miles from the pit mouth so that there are extensive worked-out areas through which access is maintained to the current mining area. Coal haulage is by conveyor to an underground transfer point, located four miles from the pit mouth, and then by high speed rail haulage to the preparation plant. The rail haulage link is scheduled for replacement by a conveyor in the near future. Mining at the present time is limited to the room and pillar method using continuous miners. Longwall mining had been attempted in the past with only limited success; as a result, several panels originally laid out for longwall mining are currently being extracted by room and pillar work. The empirical nature of this investigation required measurements of variables under operating conditions in underground coal mines. The variables to be measured were based on the postulated character¬istics of the loading function, as described in the previous chapter. One class of variables presumed to influence the loading function are geological variables. Accordingly, the sites for data collection were selected in different bituminous coal seams at dispersed locations in order that variation in geological conditions would exist. Seven mines in central and western Pennsylvania and one mine in northern West Virginia were selected as data collection sites. Five different coal seams were represented by these mines. The remaining classes of variables - geometric, mechanical, and procedural - were measured as they occurred in the mines. A description of the measurements, and the conversion of these measurements to forms which could be-analyzed for effect on the loading function is given. Mining Dimensions At the underground working face, the following dimensions were measured: a. Thickness of coal excavated. b. Thickness of shale excavated. c. Total height excavated. d. 6.1 Summary This report deals with the investigation carried out to select, test, and implement a method of evaluating coal deposits and reserves. Cognizance is taken of the inherent characteristics of coal and the legislation covering aspects of health, safety, environment, and ecology applicable to the coal mining industry. Further, the method is computerized and provides information that is meaningful and readily available to other programs and sub¬systems within the concept of the Master Design Simulator. The Geology and Reserves Sub-system interface with the total system is provided by a geological data library which is structured to hold and make accessible all the data required by the system. The output from the program is accurate and useful to users with a wide variety of computer experience, knowledge, hardware and storage capacity. The sub-system is designed to function as a separate unit or an integral part of the total system and, there¬fore, an interface to or with the system has been established. In the three years to June 2005, 959 injuries associated with continuous miners (CMs), shuttle cars (SCs), load-haul-dump and personnel transport (PT) were reported by NSW underground coal mines, comprising 23% of all injuries reported. The present paper reports an analysis of the narrative field accompanying these reports to determine opportunities for controlling injury risks. The most common combinations of activity and mechanism were: strain while handling CM cable (96 injuries); caught between or struck by moving parts while bolting on a CM (86 injuries); strains while bolting on CM (54 injuries); and slipping off a CM during access, egress or other activity (60 injuries). For the other equipment considered, the common injury mechanism was the vehicle running over a pothole or other roadway abnormality causing the driver or passengers to be injured (169 injuries). Potential control measures include: monorails for CM services; hydraulic cable reefers; handrails on CM platforms; redesign of CM platforms and bolting rigs to reduce reach distances during drilling and bolting; improvements to guarding of bolting controls; standardisation and shape coding of bolting controls; two handed fast feed; improvements in underground roadway maintenance, vehicle suspension, visibility and seating; and pedestrian proximity warning devices.

A major focus of ground control research presently being conducted by the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) is to incorporate weak rock masses (such as are associated with operations in the Carlin Trend in Nevada) into existing design relationships. The original database that led to most of the empirical design relationships presently employed in hard-rock mining was derived from fair-to-good-quality rock. In this study, the relationship between weak rock quality and opening design (non-entry/entry methods) is being investigated. The common factor in all mines is a weak back or wall. This work attempts to provide tools that will enable a mine operator to make economic decisions that will also ensure a safe working environment. Investigate and demonstrate the possible use of low-density (45-lb/ft3) foam concrete for sealing abandoned mine openings. Although foam concrete has been used in the construction and geotechnical industries for some decades, it has not previously been used in abandoned mint shaft reclamation. Approach A structurally engineered permanent mine seal for an abandoned coal mine shaft, using low-density foam concrete and other appropriate structural materials, was designed by the Bureau and installed at a field site, the No. 22 Shall in Logan County, West Virginia. The field work was conducted by a private contractor under the supervision of the West Virginia AML Section (WV AML). The No. 22 Shaft is situated immediately adjacent to a frequently traveled county road. A few feet away from the shaft is a branch of Pine Creek. On the other side of the road is a railroad line that serves an active mining operation located several miles away. The shaft measures 9.5 by 9 feet in cross section and is about 300 feet deep. It was used at one time as a dewatering shaft and still contains two large-diameter dewatering pipes with steel drive shafts inside them. Before the beginning of the reclamation, the shaft included a concrete cap a few inches thick, with a 4 - by 5-foot access opening covered by a steel grate. The interior of the shaft was quite humid, and considerable flow of water at the bottom of the shaft could clearly be heard from the surface. Methane tests were conducted that showed the shaft to be clear of this gas.
