"Putting safety over , " using the accepted meaning of the word " Safety " as the elimination of personal injury , resolves itself into the prevention or disassociation of a combination of two distinct circumstances . Opportunity for accidents is afforded by conditions that are likely to cause injuries , but such injuries are effected only when the human body is placed in a position to be injured . As will be discussed later , in mining , as in most other industries , the degree of safety experienced depends upon the disassociation of these two circumstances , first , by making working conditions as free from hazards as possible , thus affording the minimum opportunity for accidents to occur , and secondly , the training of employees to recognize dangerous conditions and adopt measures to protect themselves and their fellow employees against injury . The responsibility for preventing accidents rests upon every person employed in an industry from the directing head down through the individual workers , and the safety of that industry will be proportionate to the extent that each member appreciates and accepts his individual responsibility . Hence , safety becomes decidedly a personal equation . Whether the personal equation will be so applied as to result in the greatest freedom from accidents , however , depends largely upon the initiative of those directing the industry . Putting safety over in a small mine presents the personal equation in a more intensified manner than the same endeavor in a large mine . Large mines , owing to their size and financial standing, can usually main ta in and support an effective safety organization with one or more directors who devote all their time to the supervision of safety work . Most small mines with a limited number of employees and limited capital can not afford and are not justified in supporting a paid safety organization , and must depend upon the close cooperation of their working force in maintaining safe working conditions . On the other hand , if proper supervision is exercised the small mine has in some respects advantages not afforded by the large mine . The limited workings in a small mine should afford less opportunities for dangerous conditions to arise and permits more frequent inspection of the entire mine . The small working force permits more latitude in the selection of employees known or believed to be either safe workers or amenable to safety educational work. Likewise , a small working force facilitates the carrying on of safety educational work and allows a closer personal contact between the superintendent and his employees .

Humphreys Gold Corporation of Denver, Colo., was conducting a successful placer operation in 1936 on North Clear Creek about 6 miles below Blackhawk in Gilpin County, Colo. About 3,000 cubic yards of gold-bearing gravel are dug daily (September. 1936) by two draglines and a power shovel. The gravel is screened in a portable washing plant; the trommel oversize is discarded, and the undersize is pumped to a gold-saving plant. The gold is caught in riffles in sluice boxes. The total cost of mining is about 20 cents per cubic yard. The mine is in a narrow canyon at an altitude of 7,200 feet. The Blackhawk-Central City branch of the Colorado & Southern RR. runs over the property. Freight platforms for receiving supplies were moved as the workings advanced. The workmen reached the mine on a speeder that ran on the railroad tracks from a point on the automobile highway (U. S. 40) on Clear Creek near the bottom of Floyd Hill, about 5 miles distant. The mine is 36 miles by road and speeder, or 30 miles by rail, from Denver.

Photometric instruments were designed and built for use with X- ray and spectrographic apparatus for the investigation and analysis of a variety of materials of hygienic interest . The instruments are simple in design , may be constructed economically , and have a number of features that make them stable and easy to operate . They are readily adaptable for measurement of either X - ray diffraction patterns or spectrographic films or plates . Because of these features and the interest shown in the instruments , they are described in detail , and reference is made to their application in the laboratory .

Bench-scale studies were made on a reductive hydrometallurgical procedure to convert chalcopyrite flotation concentrate to copper metal or a readily leachable sulfide. Reductive conversion of chalcopyrite and dissolution of iron and sulfur were accomplished in hydrochloric or sulfuric acid solution by the addition of metallic copper, iron, or lead. Use of metallic copper as the reductant enabled extraction of 95 and 46 percent of the iron and sulfur, respectively. The products were ferrous iron, hydrogen sulfide, and a copper sulfide. Use of metallic iron or lead as the reductant enabled extraction of 95 percent of both the iron and sulfur. The products obtained with metallic iron or lead were ferrous iron, hydrogen sulfide, and metallic copper.

Tar produced as a byproduct from low-temperature carbonization of coal contains only small amounts of valuable lower boiling tar acids but relatively high percentages of high-boiling tar acids. These high-boiling tar acids are characterized by a high degree of alkylation and can be converted into the lower boiling homologs by catalytic treatment to remove the alkyl groups or decrease their chain lengths.

The U.S. Bureau of Mines conducted a mineral investigation, and the U.S. Geological Survey did a geological appraisal of an east portion of the Bear-Marshall-Scapegoat-Swan (BMSS) RARE II area (No. A1485) to provide mineral resource information for land use planning. The Bureau of Mines' investigation consisted of a library and field search for all mineral properties and occurrences, and included a review of Teton County mining claim records. Those records showed two placer claims, the only mining-related activity known in the area. Six reconnaissance pan samples were taken in the vicinity of the two placer claims, the Lone Star and Spotted Horse, located on Hannan Gulch in 1900 and 1901. One sample contained a trace of gold, but there are no identified resources. However, the study area is in the Rocky Mountain Overthrust Belt, which is productive for oil and gas elsewhere. The entire study area is blanketed by oil and gas leases and is currently being explored.

Subsidence was monitored by the U.S. Bureau of Mines over the ends of longwall panels operating in the Pittsburgh, Kittanning, and No. 2 Gas Coalbeds of the northern Appalachian Coal Basin. The final subsidence over the finishing ends of three panels in the Pittsburgh Coalbed are compared with the subsidence measured over the rib at these panels. The characteristics of subsidence are different. At Mine A, data over the start of a longwall panel shows similar characteristics to the subsidence measured over the rib. Subsidence over the fmishing ends of panels in the Kittanning and No.2 Gas Coalbeds are also different from the subsidence over the rib. The use of a subsidence prediction model based on data gathered over the rib of a panel will not yield accurate results if it is applied to the finishing end of a longwall panel. Acceptable results may be obtained along the centerline over the starting end of a panel.

"Among the surplus explosives left on band with the War Department was a quantity of that styled Trojan Grenade Powder, which was especially designed during the war for use as a bursting charge in grenades and for which naturally there would be very little military use in time of peace. With a view to its disposal through use in civil projects a quantity was sent to the Bureau of Minas explosives experiment station, where analysis showed that its characteristic explosive ingredient was nitrostarcn and that the powder bad the following composition:Trojan Grenade Powder appears as a dark gray granular substance, part of which is slightly pulverulent. The granules fairly hard. The explosive is not at all dusty, and has the consistency of granulated sugar.Nitrostarch is a substance produced by treating starch with nitric and sulphuric acids and in appearance it looks very little different from powdered starch. It resembles nitrocellulose and nitroglycerin in its constitution and explosive properties and has been longer known than either, it having been prepared by Braconnet in 1833. Nitrostarch explosives have in recent years been developed for industrial use in this country, they having been used to an extent in blasting in the Canal Zone, yet as this grenade powder was a special composition it seemed desirable that a complete series of tests should be run upon it. This was done, and the results are reported in the following table in comparison with those previously obtained in testing ammonia dynamite."

"INTRODUCTION The property of the Silver Spot Mines Co. is in the Boston Hill area within and adjacent to the southwest corner of Silver City, N. Mex. The area was visited by Bureau of Mines engineers 3/ in 1941 and 1942 during the investigation of possible sources of manganese. The area was visited again in November 1944 4/ to study the possibilities of geophysical exploration of the manganiferous-iron deposits. This geophysical work was performed in 1945 5/, confirmed the existence of known deposits of manganiferous-iron ores, and indicated the probable extent and situation of others.The Silver Spot property was churn-drilled from 1926 to 1929 during exploration for manganiferous-iron ores. The sludges from a number of the holes indicated low-grade lead-zinc mineralization. Lead and zinc minerals also were found on the dumps of some of the old shafts when the property was visited by D. H. Mullen, an engineer of the Bureau of Mines late in 1946. A diamond-drilling project was proposed. It was started in April 1947 with the intention of investigating the best of the known ore indications as shown by the old churn-drill holes and thus gathering new data upon which to base future work. Only one hole was drilled before the project was terminated because of lack of funds and time."

"INTRODUCTION This circular contains the story of a stubborn mine fire of electrical origin that started on the main haulage road of No. 59 mine of the Peabody Coal Co. and illustrates that sometimes serious fires can be fought by direct attack. The story also points out that the cost of such procedure can be extremely high, and it is better, therefore, to minimize the possibility of a fire of electrical origin by suitable over-current and line-fault protection. The lives of 163 men were saved by utilizing a recently sunk air shaft near active workings as an escapeway. These men could not have reached the older openings. Also described are the rescue of 75 additional men through another air shaft, sealing of the fire, attempted extin¬guishment with carbon dioxide, and the difficulties of fighting the fire and recovering the mine.A fire occurred shortly before 12 o'clock noon, August 15, 1949, in the No. 59 mine, Peabody Coal Co., Springfield, Ill. All 257 men underground escaped to the surface. One group of 75 men was delayed from escaping for several hours after the alarm was given because smoke and fire gases were circulating in a main return airway, which intervened between their working section and one air shaft, and also in the stairway compartment of the shaft. After being supplied with universal-type gas masks, or self-rescuers, these men were conducted from the mine by members of a State mine-rescue team and other mine employees. Six nine officials were hospitalized because of exposure to carbon monoxide during fire-fighting activities; all were discharged a few days afterward. Later, while doing work incident to fighting the fire, two men were killed, and several were injured by falls of roof and rib.The fire broke out after a collision of a loaded trip with four empty mine cars on the main east haulage entry. The mine cars were jammed against the trolley wire causing a sustained electric arc that ignited the wooden mine cars and the fire spread to the timbers and coal."

Coal mining is more widely distributed throughout the United States than is generally known, as 30 States are credited with having coal mines. In 1919 twenty-three of these States each produced at least a million tons of bituminous coal, and all the States produced about 560,000,000 tons. In addition, Pennsylvania produced about 85,000,000 tons of anthracite. Twenty-eight States have regulations prepared by commissions or have enacted laws governing the operation of coal mines. Pennsyl¬vania has separate codes for the anthracite and bituminous fields. The codes may be classified as follows: Twelve distinctly coal¬mining codes; eight codes that are essentially coal mining, but also apply to other mines; five codes that are subdivided, referring partly to coal mines and partly to other mines; and four codes that are essentially metal mining, but apply in part or in whole to coal mining. The first State to have a coal-mining law was Pennsylvania, which enacted a law, for Schuylkill County only, in 1869. The first State to enact a coal-mining law governing all the coal mines in the State was Illinois in 1872, followed by Ohio in 1873. Pennsylvania in 1879 enacted a law for anthracite mines only, but did not enact similar laws for bituminous mines until 1577. At least 10 other States enacted coal-mining laws between the years 1870 and 1890. Before 1890 electricity was little used in coal-ruining operations and therefore practically no provisions governing the installation, inspection, or maintenance of electrical equipment were made in any of the laws enacted up to 1890. In the law of Colorado, approved April 8, 1885, there is a reference to the use of telephones, probably the first reference to electrical equipment of any kind in a State-mining code. Most of the mining codes have been changed from their original form by amendment or by complete revision. In laboratory tests using reconstructed soil columns, rubber latex showed good sealing efficiency when applied at a rate equivalent to 4000-5000 pounds per acre. Results of field testing, however, were inconclusive. The ideal situation in which latex would coagulate in a narrow zone two to three feet below the surface by reacting with acidic or metallic constituents of the soil was not attained. Rather, the latex was deposited progressively as it passed through the soil (most of it remained in the top foot), the rate of deposition being dependent on soil structure and composition as well as on properties of the latex such as particle size and emulsion stability. Latex stability appears to be a more critical property than latex particle size in controlling penetration. Addition of excess anionic or nonionic surfactants to latex improved its penetration into the soil. A styrene-butadiene (SBR) rubber latex of 2400 Å average particle size with high mechanical stability gave the best balance of penetrating ability and sealing capacity in laboratory tests and this was confirmed in tests on a 5 x 5 foot test plot at Lanse, Pennsylvania. This latex was subsequently applied to three one-quarter-acre plots at Lanse by sprinkler irrigation, and compared to adjacent areas that were sprinkled with water only. Soil moisture measurements did not enable us to judge the effectiveness of the seal because differences between sampling positions were greater than differences between treated and untreated sections, but permeability tests showed that water flow was much slower (90-99% reduction) within the top ten inches of soil in the latex- treated sections. This sealing effectiveness was reduced after wintering. There was no deleterious effect on the vegetation as a result of sprinkling the areas with latex. A laboratory study conducted in a 5 x 5 x 5 foot box containing uniform reconstructed soil from a New Jersey source suggests that latex penetration into the soil in the field occurs mainly through natural macro openings and not through the capillaries of the soil structure. Dilute solutions of ammonium hydroxide or sodium carbonate (with no latex present) were found to seal effectively in laboratory soil columns as well as in field applications. However, since these chemicals are water soluble, the seal is temporary. Raw material costs of latex at the application rates used in the field testing are in the order of $1000 per acre. Studies were conducted by the Bureau of Mines to determine the positive ions and neutral species produced in glow discharges of gas streams containing 1.0 percent NO in helium, 29 percent dry air in helium, and 1.06 percent NO in N2, Mass spectrographic measurements were conducted for gas pressures from 2.3 to 10.0 torr and dc currents from 10 to 20 mAo Ion species observed included NO+, N2 +, O2 +, N+, and 0+ with lesser amounts of He+, He2+, and N02+. Variations in various ionic and neutral species with discharge duration were interpreted to be consistent with an electrically induced dissociation of NO to produce N2 and O2. No nitrogen oxides were observed to form in glow discharges of the helium-air mixture.

Six tests were made by the Alaska Station of the Bureau of Mines on a sample of black sand delivered to the station by Messrs. James, Eagan & Griffen from Fairbanks Creek, Fairbanks mining district, Territory of Alaska, to devise a method of recovering the gold content. More than 90 per cent of this black sand consisted of magnetite and garnet which can be separated magnetically. The Station has no equipment for magnetic separation other than an electromagnet similar to the one used by Day and Richards, (Day, D.T., and Richards, R.H., Investigations of Black Sands from Placer Mines, U. S. Geol. Survey, Bull. 285, 1906, pp. 150-163), which can only be used satisfactorily on small samples. To treat the entire lot of black sand with this machine would have been impracticable. Therefore only a small part of the sand was so treated, the rest being divided into five lots in order to obtain comparative results from other methods of treatment.

The year 1916 broke all previous records of mineral production in the Territory. As a consequence, there has been a noteworthy increase in the number of mines in active operation or under development, though the greater part of the increased output is the result of greater activity at mines already producing rather than of opening new mines. Owing to available funds not being sufficient to meet the cost of travel in the interior of the Territory during the winter months, the Federal mine inspector was unable during the spring to visit the placer mines of the interior as has been his custom in the past. However, by working in close cooperation with the Territorial in- spector, who left Juneau in June to take the first boat down the Yukon to Fairbanks after the spring break-up, it was possible to visit hurriedly all the larger mining centers of the Territory. The Territorial inspector covered the districts from Fairbanks to Nome and the Federal inspector covered those of southeastern and south- western Alaska. A number of applicants have begun mining coal on ground held under free-use 10-acre permits, and have furnished coal for local use. The larger leasing units in the Bering River and Matanuska coal fields have been advertised and applications for leases have been submitted. These applications came too late in the fall for active development to begin before the end of the year. The Government railroad has been built from Anchorage to the center of the Matanuska coal field, and private interests have under- taken the building of a standard-gage road from a point known as Goose City on Controller Bay to Canyon Creek, in the Bering River field. Capital has become interested in the oil fields on Controller Bay, and plans have been made for more active exploration and production. The work of the Federal mine inspector is still handicapped by the lack of funds for additional field assistants and of the office ac- commodations necessary for carrying on the work with the efficiency that its importance warrants.

The tests and studies begun by the United States Geological Survey in the fall of 1908 with a view to lessening the accidents attending the use of explosives in coal mining are being continued by the Bureau of Mines at the Pittsburgh experiment station and in the field. One hundred and six applications for the testing of 209 different explo- sives had been received at the Pittsburgh station prior to March 1, 1913, and on that date 97 explosives that had passed the required tests were on the "permissible" list issued by the bureau. This bul- letin gives the results of tests of all permissible explosives tested between May 15, 1909, and March 1, 1913. Bulletin 15 entitled "Investigations of Explosives used in Coal Mines" contains the results of tests of 17 permissible explosives tested prior to May 15, 1909. A copy of the test requirements and the names of explosives on the per- missible list dated March 1, 1913, are appended to this bulletin. An explosive is considered permissible for use in coal mines when it is similar in all respects to the sample that passed the tests required by the bureau, and when it is used in accordance with the conditions prescribed. The physical tests reported in this bulletin were conducted by Messrs. H. F. Braddock, A. J. Strane, J. W. Koster, A. S. Crossfield, A. J. Hazlewood, A. B. Coates, and J. E. Tiffany at the Pittsburgh experiment station of the bureau. The act of Congress making appropriations for sundry civil ex- penses of the Government for the fiscal year ending June 30, 1912, authorized the Secretary of the Interior to charge a fee covering the actual necessary expenses involved in making such tests by the Bureau of Mines as might be approved by him. After careful consideration had been given to the actual necessary expenses involved in the test- ing of explosives to determine their permissibility for use in coal mines, the sum of $150 was approved by the Secretary of the Interior as a reasonable charge for each complete official test. During the first year this law was in effect the fees collected amounted to more than $6,000.

Miners' nystagmus is the result of a peculiar form of eyestrain, which often results in impairment of vision and a consequent diminu- tion of the wage-earning capacity of the workman. Historically it has been pointed out by Shufflebotham that "This disease was first recognized by Gillett, of Sheffield, about 1854, although no case was mentioned in medical literature until 1861, when the symptoms were described by De Conde, a Belgian physician. Cases were reported by Pepp Müller as early as 1860, by Von Graefe in 1873, and by Bell Taylor, of Nottingham, and by Nieden in 1874. In this country (England) we are indebted to a very large extent to the observations and writings of the late Simeon Snell and for his pioneer work on this many-sided disease; in France Dransart occupies a similar position." In the treatise on "The Effects of Arts, Trades, and Professions," by C. Turner Thackrah, published in London in 1832, it is stated that- The complexion of the colliers, even after the removal of the dirt, is generally sallow and unhealthy. Their eyes, from the swelling of the lids, appear small, are affected with chronic inflammation and intolerant of full light. * Sickness and vomiting sometimes affect persons at their commencing the employ; and many, after a few years' trial, are obliged, by the injury which their health has sustained, and especially by the weakness of their eyes, to leave the mine. According to Greer, an authority on industrial diseases and acci- dents, miners' nystagmus occurs in 5 per cent of all miners, but it is quite probable that the reference is to European coal miners rather than to men employed in all branches of the mineral industry. According to the same authority, miners' nystagmus "is associated with a twitching of the eyelids and with considerable diminution of the range of movement of the eyes, and is particularly liable to occur in patients whose vision is subnormal owing to errors of refraction, especially astigmatism. It causes much inconvenience to those suf- fering from it and prevents them from following their usual occupa- tion as, owing to the movements of the eyes, everything at which they look appears to be in a state of perpetual motion, and in conse-
