Surface mining drastically alters the ecological characteristics of the area disturbed and in some cases has a decided effect on surrounding areas. Vegetation is removed, topographic features and characteristics are changed, and the original geologic overburden profiles are destroyed. Spoil banks generally are a heterogeneous mixture of rock fragments, rock particles, and soil-sized material derived from the overburden strata. With proper mining techniques, the various strata can be partially or completely segregated. Segregation of over- burden material offers the opportunity to bury the toxic, acid, or salt-pro producing strata under growth supporting material. In some situations, lower strata may have more desirable characteristics than surface material and can be placed near or on the surface. For example, limestone strata appear in some lower overburden profiles that have shale and/or sandstone near the surface. Also, some lower strata have higher nutrient levels that have been leached from the surface. Experience has shown that natural revegetation is a very slow process on strip mined areas. Native vegetation may not be compatible with the environment on the mined areas, for example : 1. Low nutrients in the spoil. 2. Toxic spoils (very acid or highly alkaline ). 3. Surrounding vegetation may be of the climax type and may not have pioneer- or primary-invader-type species present. 4. The seed source may be to far away from the adjacent mined areas. Early attempts to revegetate strip-mined lands with trees also proved to be unsatisfactory as they did not provide the initial ground cover required to stabilize the spoil. Erosion control with trees only may take up to 10 years before the canopies close and an effective cover is established. They are slow to form soil profiles and do not provide effective chemical pollution control until long after planting. A quick growing cover of herbaceous species is necessary to obtain quick stabilization and initial protection against erosion by reducing runoff and rain-drop splash. It is with some diffidence that I venture to address the Montreal Section of the Society of Chemical industry on the subject of motor fuel from coal at a time when crude petroleum is produced in greater quantities than at any time in history, and at a time when the known reserves exceed all expectations, even the optimistic estimates of the Committee of Eleven of the American Petroleum Institute. Not only are new fields being discovered in America a -an embarrassing frequency but sources outside of the North American Continent show, unmistakable signs of adding materially to the world's sources of oil. Were it not for the tremendous scientific and technical importance of the work done in the past few years in transforming coal into liquid motor fuels, I should prefer to let this subject rest until a more propitious time, such as prevailed some years ago, when the gasoline consumption curve was rising rapidly and the production curve was slowing in its upward rise. That was the period which stimulated the researches which resulted in tetra ethyl lead and anti-knock gasolines on this side of the Atlantic and in methanol, synthetic gasoline and hydrogenation of coal on the other side. Some of you will recall a symposium on Motor Fuels and Oil Conservation held at the Chemists' Club n New York in September; 1925. Dr. R. L. Brown and I presented a paper at this meeting on "Complete Utilization of Coal and Motor, Fuel, in which we pointed out that coal was the most likely raw material source of gasoline substitutes if and when needed. The copper-nickel ore of the Duluth Gabbro Complex in northeastern Minnesota is a large potential domestic resource of cobalt and platinum-group metals. However, because of the low grade of the primary metal values (0.5 pct Cu, 0.15 pct Ni), the private sector has assigned a relatively low priority to the development of technology for processing this ore, anticipating that mining probably would not begin until the mid-1990's. Furthermore, preliminary processing flowsheets considered by the mining companies centered on the primary metal values. As part of an effort to help provide the basis for technology to recover critical and strategic minerals from domestic resources the Bureau of Mines is investigating methods to recover all of the mineral values, in the Duluth Gabbro material, with particular attention to the byproduct critical minerals. A key step in this process is the removal of a relatively large amount of iron present in the bulk sulfide flotation concentrate to permit subsequent extraction of mineral values. This report describes a direct smelting method that removes most of the iron and produces a copper-nickel-cobalt matte, an intermediate product from which the metal values subsequently are separated. Copper, nickel, and cobalt grade and recovery data are presented for the direct smelting method. Test results showed that under certain conditions some of the mineral values reported to the slag, requiring slag cleaning to recover them.

Sediment is one of America's greatest pollutants. More than a billion tons of sediment reach the major streams of the United States annually(l). Damages are reflected in the reduced carrying capacity of streams, clogged reservoirs, destroyed habitat for fish and other aquatic life, filled navigation channels, increased flood crests, degraded facilities for water-based recreation, increased industrial and domestic water treatment costs, premature aging of lakes by enrichment of the water with silt-carried fertilizer that promotes algae growth, destroy crops, and reduce productivity of flood plain soils. Erosion and sedimentation are natural processes that are usually gentle actions releasing controlled amounts of silt from watersheds to receiving streams. Surface mining activities accelerate these natural processes and short duration, high intensity storms can become a violent force moving thousands of tons of soil in a brief period of time. Cover is a very important factor. With the removal of ground cover, water moves across the denuded area on its own terms picking up soil particles as it flows and leaving gullies behind. The susceptibility of strip-mined land to erosion depends on: 1.Physical characteristics of the overburden 2. Degree of slope 3. Length of slope 4. Climate 5. Amount and rate of rainfall 6. Type and percent of vegetative ground cover. By development of erosion and sedimentation control plans before disturbance of the area, many of the detrimental effects of strip mining can be prevented.

To find solutions for common safety problems encountered in the handling of trailing cables, based on observations at many different surface mining operations. Approach Practices in handling trailing cables were Investigated through personal visits to over 40 mines, supplemented by visits to cable manufacturers and cable repair service companies. The most effective solutions to the safety problems en-countered were noted and are described In the project final report. Examples are given in this Technology News. Accident Experience Most cable-related injuries occur as a result of workers lifting, pulling, tripping, or being struck by the cable. The Table gives the frequency of occurrence for injuries reported during a recent 3 1/2 year period.

A previous report4 has explained that pipe lines for the transmission of natural gas should be buried to minimize temperature fluctuations because when excessive the latter decrease accuracy in measuring gas volume and increase leakage of gas due to expansion and contraction in the pipe joints. These effects are governed by the rapidity of the temperature fluctuations and by the total variation over a period of time. The temperature of gas flowing through a pipe line depends to a large extent, upon the temperature of the ground adjacent to the pipe; hence, fluctuation of the ground temperatures at various depths determines the economic depth at which pipe lines should be buried. Scope and Purpose of Report This report covers a record of the daily atmospheric temperature fluctuations at Bartlesville, Okla., for 12 months and a-similar concurrent record of the temperature variation 1, 2, 3, and 4 feet below the surface of the ground.

"INTRODUCTION Oxygen, because of its vital relationship to man's physical well being, is the most important chemical_ element. It may be breathed, however, only in a rather limited range of concentrations and pressures without producing ill effects. An excess of oxygen may be equally as harmful as too little of it. Because of the importance of these effects, the study of the physiological action of oxygen has received attention for many years and by many investigators. Much of the investigative work has been directed toward determining the limits within which oxygen in abnormal concentrations and at abnormal pressures may be breathed with safety in such applica¬tions as deep-sea diving, work in comprossod-air, aviation, the wearing of apparatus designed to permit entrance into irrespirable atmospheres, and in the therapeutic applications of the medical profession.The Bureau of Mines frequently receives requests for information on the effects of breathing essentially pure oxygen, because of the Bureau's association with the use of self-contained oxygen breathing apparatus for entering irrespirable mine atmospheres, and the use of oxygen in conjunction with artificial respiration as a moans of resuscitation. The purpose of this paper is to summarize briefly the effects upon the human body of the inhalation of oxygen in various concentrations and at various pressures and to give reference to other published information that deals in greater detail with the diverse phases of the subject. The literature in this field is voluminous; therefore, a complete bibliography has not boon presented in this paper. No paper on this subject would be complete without reference to the classic pioneering work of Paul Bert (1) 3/ in this field. Articles such as those of Stadia, Riggs, and Haugaard (2), Bean (3), Specht (4), and others cited contain extensive lists of references that will leadthe reader to information in a degree of detail that is not within the scope of this publication."

The Bureau of Mines air-sealed a 77-acre) above-drainage coal mine to evaluate sealing as a means of reducing the acid and metallic salt contents in drainage from abandoned mines. An approximate reduction in acidity of 150 ppm (equivalent to 193 pounds per day) and in iron of 98 ppm were directly attributed to sealing. The topographical, hydrological, and other factors involved in air-sealing are discussed, and the construction used to seal the mine is described.

Capture airborne coal dust generated by a continuous mining machine to reduce workers? dust exposure and to improve face visibility. Approach Develop a low-profile dust collector system which can be mounted on the boom of a continuous miner. How It Works When coal is mined with a milling head continuous miner, a substantial amount of coal dust (respirable and non-respirable) escapes the dust suppression sprays at the cutter head. This can cause poor visibility around the cutting head and can expose the workers to high levels of respirable dust. A practical means of removing this dust is with a scrubber mounted directly on the mining machine. As part of the Bureau of Mines program to broaden utilization of abundant low-quality mineral materials, the Tuscaloosa Metallurgy Research Laboratory conducted beneficiation studies on two Alabama clays. The main purpose of these studies was to develop improved plasticity and green strength in both clays and compare these improved properties with those of a typical ball clay. Whiteness of the clays was also considered. The results indicated that by adjusting the pH of the kaolin to approximately 9, a substitute for ball clay could be obtained. The investigation also showed that by a combination of attrition grinding and sodium dithionite leaching to remove iron, the underclay could be upgraded to a ball clay material.

Concentration of the kerogen (organic material) in oil shale was accomplished by centrifuging after pretreating the oil shale with carbonic acid to remove the carbonates and pretreatment with sodium hydroxide (pH 11.5) to remove the claylike minerals. Analysis of the materials obtained showed that the concentrations of organic sulfur and organic nitrogen compounds were not affected by centrifuging. These compounds are evenly distributed in the kerogen and are not strongly bound to the mineral constituents. Organic oxygen compounds, however, were concentrated in the light fraction. These compounds are more closely associated with the kerogen and are not bound to the mineral constituents. Iron compounds other than pyrite apparently are closely associated with the organic material.

Gas occurs in coalbeds in an adsorbed and a free gas state. Adsorbed gas is stored in the micropore structure and its transport is governed by Fick's law. The free gas occurs in the fracture system and flows according to Darcy's law. These two modes of mass transport are interdependent. Production decline curves of coal-gas wells are of the constant percentage decline type and, thus, show no indications of flow characteristics peculiar to coal-gas reservoirs. The effectiveness of surface boreholes as a degasification scheme depends upon both good fracture permeability and a high fracture density. The growing importance of halide metallurgy for preparing high-purity metals has stimulated research to extend halogenation reactions to the direct extraction of metals from low-grade sources. This Bureau of Mines investigation involves a pioneering study of chlorination reactions in the presence of a fluorine donor. Tin slags containing tantalum and columbium and a zircon concentrate containing a relatively high ratio of hafnium to zirconium were studied. Direct chlorination of these materials at 500° C. yields only a 5-percent conversion of tantalum and columbium or zirconium and hafnium to anhydrous chlorides. This investigation showed that small additions of calcium fluoride to the reaction increased the recovery of tantalum and columbium to 95 percent and the recovery of zirconium and hafnium to 27 percent. These results were achieved with ratios of calcium fluoride to mineral or slag of only 0.2. Silica, the major impurity in the materials studied, was found to be converted to silicon tetrafluoride during chlorination in direct proportion to the quantity calcium fluoride added to the charge. However, large additions of calcium fluoride decreased the volatility of the resulting halides of tantalum, zirconium, and hafnium. Smaller amounts of calcium fluoride also favored recovering minor metal constituents in the zircon concentrate (uranium, thorium, and rare earths).

As a member of an emergency response team, you and your team members are at risk of experiencing what psychologists refer to as a traumatic incident—an incident that may Involve exposure to catastrophic events, severely injured children or adults, dead bodies or body parts, or the loss of colleagues, for instance. Traumatic incidents can produce unusually strong emotional reactions that may interfere with your ability to function at the scene or later: You may experience any of the physical, cognitive, emotional, or behavioral symptoms listed below in Table 1. Some people experience emotional aftershocks weeks or months after they have passed through a traumatic event. Others may experience these reactions while still at the scene, where they must stay clearly focused on constantly changing hazards to maintain their own safety and to rescue injured victims.

After a long series of laboratory and in-mine tests, a cost- effective, mineworthy, reduced-noise auger miner cutting head was de signed, fabricated, and field-tested by Wyle Laboratories under contract to the Bureau of Mines. Compared with standard auger cutting heads, the new heads reduced noise by 10 dBA at the jacksetter's position and by 6 dBA at the operator's position. This report contains detailed fabrication instructions, including engineering drawings, that show how a standard auger cutting head can be modified to produce a reduced-noise auger.

The facts are generally accepted that an atmosphere containing large quantities of any dust is objectionable to breathe and that some dusts are more dangerous than others. Therefore, knowledge of the composition of dusts is important in evaluating the hazard entailed on exposure. At present, free silica, of which quartz is the most abundant form, is considered one of the most significant dusts, from the standpoint of pneumoconiosis, and one State5/ has established permissible limits of air dustiness on the basis of the free-silica content of rock. The amount of free silica in materials used for rock dusting also has been limited.6/ Determination of free silica or quartz, therefore, is important.

Preliminary studies by the Bureau of Mines were conducted to determine the feasibility of a multiple-compartment, ion-exchange (MCIX) column simulator for examining the effect of multiple-orifice plates in the column. A rectangular, five-orifice, three-compartment, MCIX simulator with a cross-sectional plate area of 0.66 ft2 was used for the investigation. Orifices with open areas of 1, 3, and 5 percent were used with various operating conditions. The study was separated into three separate sections: (1) solution flow effect, (2) fluidization effect, and (3) resin transfer effect. The solution flow and fluidization studies showed that for solution flow rates of about 3 gpm/ft2, a I-percent open area plate functioned best, while at solution flow rates of 9 and 15 gpm/ft2, the best open areas were 3 and 5 percent, respectively.

This Bureau of Mines report presents a continuation of statistics pertaining to distribution of petroleum reservoirs (or fields), wells, and production by depth and producing rate classification in the United States. These statistics show the change that has occurred since results of a similar study were published by the Bureau of Mines in 1967. Data are presented in tabular form by State for the 18 principal oil-producing States and by subdivision for the two larges t oil-producing States, Texas and Louisiana, Tabular summations and graphical illustrations are presented for the Nation. The data are classified by 4-barrel-of-oil-per-day rate increments up to 36 barrels and one increment of greater than 36 barrels of oil per day and by 2,000-foot depth increments up to 8,000 feet and one depth increment of greater than 8,000 feet. The overall average producing rates for States and the Nation have been published for many years; although such rates are useful, they are very general descriptions of producibility. A breakdown of production, wells, and reservoirs by various depths and rates and by State or by State subdivision provides a more detailed description of producibility.

The Bureau of Mines conducted a study of production costs for the secondary lead industry and determined costs for present, pending, and proposed environmental legislation. Operating costs for smelters by capacity groups range from 16.8 to 19.6 ¢!lb of refined lead. Present regulatory compliance costs for these groups range from 2.2 to 2.4 ¢!lb. Pending compliance costs could add 3.5 ¢!lb of refined lead, and proposed regulations could add another 1.3 ¢!lb. The individual capital costs necessary to comply with pending environmental regulations are estimated to be $1.8 million for small smelters and $10.4 million for large smelters. Proposed regulations could require additional expenditures from $1.9 million for small smelters to $4.9 million for large smelters. These cost estimates, based on average 1985 dollars, indicate that pending and proposed legislation could add significantly to capital and operating costs of the secondary lead industry. These regulatory compliance costs may result in a loss of up to 40 pet of secondary lead production capacity.
