This publication is an analysis of reports to the Bureau of Mines of 44 fatal accidents that occurred during the operation of rubber-tired, front-end loaders in the mineral industry. The causes of the accidents, the nature of the work being performed, and recommendations for preventing similar accidents are included.

Among underground coal miners, hearing loss remains one of the most common occupational illnesses. In response, the National Institute for Occupational Safety and Health (NIOSH) conducts research to reduce the noise emission of various underground coal mining equipment, an example of which is a roof bolting machine (RBM). After the removal of coal or rock, the remaining strata may be subject to fall, either from overhead (the roof) or from the side (the rib). One method used in underground coal-mines to prevent failures requires the installation of roof bolts. The roof bolting machine operator trams the machine to the required location, drills a hole into the strata, and then installs a roof bolt, supporting the roof or the rib, as the case may be. Field studies support the premise that, on average, drilling noise is the loudest noise that a roof bolting machine operator would be exposed to and contributes significantly to the operators? noise exposure. NIOSH has determined that the drill steel radiates a significant amount of noise during drilling. NIOSH is developing bit and chuck isolators to reduce vibration, and thus noise radiation of the drill steel, with the longer-term goal of reducing roof bolting machine operator noise exposure. Laboratory testing has shown that operator ear sound pressure levels may be reduced by 3 to 7 dB(A), depending upon the test configuration and drilling media.

The purpose of this investigation was to determine the effects of small amounts of cobalt in nickel on the tensile properties and hardness of representative types of austenitic stainless steels . Cobalt substitutions for nickel up to 2 weight - percent were made in types 302 and 309 stainless steels . Data were obtained at room temperature for tensile strength , yield strength , percentage elongation , percentage reduction in area , and hardness . In type 302 steels , tensile strength and hardness increased with increased percentages of cobalt , percentage elongation and reduction in area decreased , and yield strength showed little change . Property changes were largely due to the reduction of nickel content rather than to the addition of cobalt . In type 309 steels , only minor variations were observed for the properties investigated ; the effects of the relatively snall cobalt substitutions and nickel reductions were somewhat reduced by the higher total alloy content .

The use of shall electrically- driven fans , in conjunction with air- pipe of various diameters is becoming of increasing importance for the ventilation of working places in metal mines through which the general ventilating currents can not be coursed . It will probably continue to increase in importance since the concept that air motion is the most important factor in maintaining comfort in hot ( above 80° F . ) working places is more generally accepted , and as the inefficiency and greater expense of attempting to ventilate such places with compressed air is recognized . Managers of large properties can afford to experiment with fan- pipe installations until types are found that meet their conditions , but managers of shall properties , unless forced to it by extreme conditions , prefer to wait until they can obtain data sufficient to guarantee at least a measure of success from such installations . At present , such data , even in part , are available to only a few (mainly fan manufacturer's representatives , consulting ventilation engineers , and ventilatin engineers employed by large companies ) , and important recent developments are mostly of a confidential nature . One large metal - mining company cooperated with a fan manufacturer in some extensive experimental work on small blowers and found that instead of using stock fans , considerable power economy could be effected and equal quantities of air delivered by use of or 2/3 width fans with small motors rather than using stock fans and larger motors ; it was also found advisable to adopt certain sizes of tubing for certain lengths of run . In fact , many important facts were ascertained in this study , and it is now promised that they will soon be given to the public . It is true that a certain amount of data on industrial installations are available , but such data are only in part applicable to metal -mine conditions , because , until recently , little attention has been given to ventilation in metalmines , and the conditions encountered usually require a greater length of pipe , a more temporary type of construction , and closer attention to temperature control than the ordinary run of industrial installations demands ..

Electrolytic studies were conducted to determine the transfer rates of the alloying constituents from molten titanium anodes to solid titanium cathodes in molten salt systems . The metals , nickel , tin , copper , bismuth , and manganese , were selected on the basis of thermodynamic data and the melting point of the alloy system . The transfer of nickel , tin , and bismuth was very low . The content of these elements in the cathode was in the range of less than 0.01 to 0.001 percent . The copper transfer was 0.6 to 0.8 weight - percent in electrolytes containing titanium chlorides and 0.12 weight - percent in titanium fluoride salt systems . The manganese transferred at rates comparable to that of titanium . Highpurity titanium and titanium- manganese alloys of uniform composition were produced by electrorefining molten titanium alloys in chloride electrolytes . Comparisons are made between the calculated and the actual quantities of metal transfer .

The mining law of May 16, 1884, is still the basic mining legislation in Smeden. To satisfy a demand for a revision of the entire mining law, special commissions have been at work for a number of years; but present indications are that the work will require several more years for its completion. The changes contemplated would affect mainly the relations between the nine operator and the landemer, as the present law, according to general opinion, tends unduly to jeopardize the landowner's right in favor of the miner. The socialist party desires additional changes, especially in the direction of giving more direct control of the industry to the State, a control that it now seems to exercise through individual agreements with mining companies. Its control of the Lapland iron mines comes through its sharing the ownership with the Luossavaara-iirunavaara Altb. In this instance, the Government should be Considered as a private commercial body, since the agreement with the company

"while investigating the presence of heavy strata gases* in certain mines of the East Tintic mining district of Utah, a small, local body of light, very hot gas of high-nitrogen composition was noted in one of the mines. Observations and analyses indicate that this light gas was resulting from very rapid oxidation of finely disseminated pyrite, in lead-silver sulphide ore. The gas was actually mine air which had lost a large proportion of its oxygen content by reaction with the pyrite. This body of gas was hanging in a local high spot about 5 by 5 by 5 feet in size, caused by caving, at the end of a crosscut. Fifty feet from this spot, an air current of 6000 cubic feet per minute was entering the 5 by 7 foot cross-cat from a raise from below.On account of the vapor contained in the gas, the bottom level of the gas could be plainly seen and was practically a horizontal plane, but of slightly wavy appearance, coinciding with the point where an acetylene light was extinguished. This body of gas was visited on three occasions and samples obtained by means of evacaated bulbs and by water displacement. The temperature of the gas was ap¬proximately 175 degrees P. on all three occasions, so that sampling required thick gloves and quick action. Air three feet below the vapor line had a temperature of only 120 degrees F., and a relative humidity of 27 per cent. The stratification of the air and gas mixtures was so sharply defined that the sampler could hold his head a few inches below the vapor level for an appreciable period of time without any noticeable effect other than that due to the high temperature. At one foot below vapor level, it was 135 degrees F., and the relative humidity was 30 per cent. When a candle and an acetylene light were raised into the gas from below, the candle flame was extinguished at a point two inches lower than the acetylene flume, indicating a drop in oxygen content from about 16 per cent to 12 per cent (oxygen content of normal dry air 20.05 per cent) in the distance of two inches."

Field Demonstration of the Remote Mine Sealing System in a Coal Mine 8. 1 Selection of Field Test Site Eastern Associated Coal Corporation (EACC) offered its Federal No. 1 coal mine in Grant Town, West Virginia as the site for field testing of the remote sealing system. The choice of Federal No. 1 mine was particularly appropriate as the first attempt at fire control by remote sealing was done in this mine in 1963. EACC provided the men and equipment required for much of the initial preparation. Considerable assistance, advice, and background on coal mining technology was given by Mr. William Laird, Vice President for Research and Development, EACC, and by Mr. Lawrence Jackson, Resident Engineer at the Federal No. 1 mine. District 3 USBM office, the West Virginia Bureau of Mines, the Technical Support Group of the USBM, and Local 4047 of the United Mine Workers of America also cooperated. 8.2 Preparation of Field Test Site 8.2. 1 Underground Site Preparation The underground site chosen for the field testing was in a non-working portion of the mine within a few hundred feet of the main haulage road, as shown in Figure 80. Known as "Seven Switch, " this area was a 20 minute walk or 5 minute "jeep" trip from the man-trip shaft. Ten years having passed since this area was actively worked, considerable effort was required for gob clearing, roof bolting, rock dusting, and rejuvenating the track from the haulage road to the test area. Excellent gold recovery was demonstrated in a laboratory-scale leaching test on waste material from an open-pit mine in northeastern Nevada. An injection system of leaching was applied in which the sodium cyanide solution was introduced into the interior of the dump at selected points. Dissolution of gold from the waste material, which assayed 0.06 ounce gold per ton, was readily achieved because the gold occurred as submicroscopic particles in a porous host rock. Gold recovery of 80 percent was obtained in 11 days from material crushed to 1 inch in size, and recovery was 90 percent after 21 days.

The U.S. Bureau of Mines investigated the synthesis of advanced ceramics (SiC+AlN, SiAlON, SiC+A1203, and Si3N4+AlN) from natural clays (kaolin, halloysite, or montmorillonite) by an intercalation and heat treatment method. This process includes the steps of refining a clay, intercalating organic chemicals into its layered structure, drying the intercalated mixture, firing the treated structure at certain temperature ranges in controlled atmospheres to form desired compounds, and grinding the loosely agglomerated structure. Focus of this research is to economically process advanced ceramic structures from abundant natural resources. The advanced ceramic phases produced in this simple treatment are homogeneously distributed at the nanostructure level, and may potentially lead to cost effective manufacturing processes. The intercalation of clay was confirmed by X-ray and BET analyses. The evolution of chemical compositions during carbonization reactions and carbothermal reduction was investigated. The characteristics of refined clays and synthesized powders were studied. Advanced ceramic composites/solid solution have been produced from intercalated clays, without the presence of other compounds.

"An electro-optical method was used to quantify superoxide (SO) release from single rat pulmonary alveolar macrophages (PAM) exposed in vitro to respirable quartz and kaolin dusts and in vivo to quartz. Release was determined by measuring the reduction of nitroblue tdrazolium (NBT) to a diformazan precipitate at 550 nm from video-recorded images of individual cells. In vitro exposure to 0.025 or 0.05 mg/ml kaolin for 40 minutes resulted in no significant differences in either the total diformazan produced (max) or the maximum rate of diformazan production (R)./n vitro exposure to 0.025 mg/ml c1uartz decreased max 38 percent while no significant change was found using 0.05 mg/ml. However, R was decreased 31 percent and 24 percent for the low and high dose, respectively. In contrast, PAM obtained from animals exposed in vivo to quartz dust for two or four weeks in inhalation chambers exhibited increased production of diformazan. However, only PAM analyzed three days post-exposure showed significant increases, while PAM from animals sacrificed ten or 31 days post-exposure were not significantly different from control. The combined in vitro and in vivo quartz results might suggest that there is an initital acute response to exposure that decreases the ability of PAM to produce SO, followed by recruitment of production of PAM with increased SO producing capability. It appears that removal of animals from the source of exposure permits PAM to return to control levels of SO production by31 days. Whether this would be true for chronic exposure remains to be elucidated.IntroductionPulmonary alveolar macrophages (PAM) protect the lungs by phagocytizing foreign debris and bacteria.(1) This process involves ingestion as well as destruction of foreign matter. Phagocytosis usually is accompanied by a respiratory burst which increases cellular oxygen consumption leading to the release of highly reactive oxygen metabolites.(2) These agents have been implicated in the killing of bacteria by phagocytes, but they have also been shown to be toxic and,have been linked to cancer, emphysema, arthritis, diabetes, and other diseases.(3) Toxic effects may be a result of 1) an abnormally low production of metabolites, resulting in damage to lung tissue by the respired bacteria and/or dusts; or 2) an abnormally high production resulting in direct damage to lung tissue by metabolites themselves."

Forty years have elapsed since the Bureau of Mines was established on July 1, 1910, by Act of Congress. The convocation of this Sixth International Conference of Safety in Mines Research Directors, 24 days after our 40th birthday, seems to be an appropriate time for reviewing our contributions to mine safety research and the problems yet to be solved from the American point of view. Actually research on safety in coal mines was started by the United States Government in the Technologic Branch of the U. S. Geological Survey of the Department of the Interior in 1908, as a result of a succession of disastrous coal mine explosions in which many lives were lost. In 1910 this work was transferred to the newly created Bureau of Mines. 394 lives were lost annually per 100,000 men employed in the coal mines of the United States in the 5-year period ended in 1910, as compared to 203 lives lost annually in the 5-year period ended with 1949. In 1908 no safe, permissible types of explosives and no certified permissible equipment of any kind were used in American coal mines. Black powder was in universal use and open oil or acetylene lights were common in all but mines known to be gassy. Rock dusting was not practiced to limit propagation of explosions, nor was ventilation in many mines adequate, Our safety practice lagged behind that of foreign coal- mining countries and therefore one of the first steps in carrying out the Congressional Authorization of 1908 to investigate the causes of mine explosions was to obtain assistance from the leaders of mine safety research in foreign countries. At the request of Dr. Joseph H. Holmes, director of the Technologic Branch of the Geological Survey, James R. Garfield, Secretary of the Interior, obtained the cooperation of the Governments of England, Belgium and Germany in sending Captain Arthur Desborough, Inspector of Explosives in England, Mr. Victor Watteyne, Inspector-General of Mines in Belgium, and Mr. Carl Meissner, Counselor for Mines in Germany, to visit American mines and make recommendations for increasing safety and efficiency in mining coal in the United States.

This report is one of a series being prepared by the Bureau of Mines on exploration, development, mining methods, and costs at various mines in the United States. It describes operations at the Black Rock mine, Wah Chang Mining Corp., Mono County, Calif. The purpose of these reports is to promote development and conservation of our mineral resources by disseminating technologic information on mining methods, practices, and costs. The Black Rock tungsten mine of the Wah Chang Mining Corp. is 33 miles north of Bishop, Calif., in the Benton Range, Mono County, Calif. The property was acquired in August 1950 and a well-planned program of exploration, development, and exploitation resulted in a good production record with low costs. Operations were halted in July 1957, about 6 months after suspension of the tungsten purchase program by the Federal Government.

The Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important non fuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Information and Analysis activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

Table 1 and figure 1 show the number of fires and fire in¬juries that occurred in underground coal mines by state during 1990-1999. Table 1 also shows by state the risk rates, employ¬ees' working hours, lost workdays, and coal production. Over¬all, 87 fires occurred in 12 states. Twenty-seven of those fires caused 34 injuries (the yearly average was 8.7 fires and 3.4 injuries). One fire and one injury involved a contractor. The underground mine fires required 25 mine rescue team interventions and 30 mine/section evacuations followed by 13 mine/section sealing/flooding/CO2/N2, gas injections. The Ewhr value was 1,003 x 106 hr (In = 0.007), the CP value was 4,008 x 106 st (Frr = 0.022), and the LWD value was 208. Virginia had the most fires (15 fires and 7 injuries). Pennsyl¬vania had the most fire injuries (12 fires and 9 injuries), fol¬lowed by Kentucky (12 fires and 6 injuries), and Alabama (12 fires and 4 injuries). Among these states, Alabama had the highest fire risk rate value (Frr = 0.073), whereas Pennsylvania had the highest injury risk rate value (In = 0.016). Table 2, partly illustrated in figure 2, shows by time period the number of fires, fire injuries, risk rates, employees' working hours, lost workdays, and coal production. The number of fires and fire injuries show a decrease followed by an increase during the five time periods (see table 2 and figure 2). This was ac¬companied by a decline in employees' working hours throughout the periods and an overall small decrease in coal production. The In and Frr values follow patterns similar to those shown by the fire and injury values. By comparison, data from Pomroy and Carigiet [1995] show that during 1978-1992 a total of 11 states were involved in 164 underground coal mine fires (yearly average, 10.8) with 43 injuries (yearly average, 2.9) and 27 fatalities (yearly average, 2; however, the 27 deaths occurred during a single fire caused by an overheated air compressor [MSHA 1984]). The CP value was 5,340 x 106 st (yearly average, 356 x 106 st) (Fn = 0.031). Data on employees' working hours and injury risk rates were not available. Tables 3-8 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 3 shows the major variables during 1990-1999. Table 9 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

The tests described herein were made in the course of a series of experiments on coal-mine ventilation factors which the Bureau of Mines has beep; conducting for the past two years at its experimental mine near Bruceton, Pa. The object of the present tests was to determine the leakage of two air locks which had been placed in the experimental mine as hart of the equipment for tests on friction factors. Position of the Doors. The first or inner lock gas across the aircourse between No. 1 and No. 2 left butt entries, and forced the air through these butts. An air-measuring suction in No. 1 butt determined tae volume passing at tent point.

Syria is a federation of States under French mandate , comprising the Republic of Syria , the Lebanese Republic or Great Lebanon ( Grand Liban ) , the State of the Alouites , and the Djebel Druse Territory . Beirut is the center of government for the whole area , about 60,000 square miles . Syria is essentially an agricultural country . There is little manufacturing ; and with the exception of the production of asphalt and salt , the mineral industries have not yet risen to commercial importance . Whether this condition is due to a dearth of workable deposits or merely to insufficient exploration is not apparent . The mineral resources , as reported by various authorities , include asbestos , asphalt rock , bitumen , chromite , coal , copper , gold , gypsum , iron , lead , magnesite , manganese , marble and other building stones , nickel , ocher , pandermite ( a hydrous borate of calcium) , petroleum , phosphate rock , pyrite , salt , silver , sulphur , tin , and titanium ( ilmenitic beach sands ) .

"As movement or transportation of coal is second only in importance to actual mining, and as the latter is wholly dependent on the former, the efficiency of the haulage system often determines the efficiency of the entire plant. Safe or accident-free transportation is essential, also, because no attempt is made to divorce safety and efficiency, it being realized that they are inseparable.Most of the Ruhr mines were opened decades ago, and many features that were considered up-to-date then are now obsolete. Progress in developing haulage systems has been slow, chiefly because it would be very costly to change many to accomodate more modern equipment. These systems are being altered or modernized slowly, as capital permits. The only revolutionary changes that have been made in mine haulage are the use of larger locomo¬tives and cars, in the movement of shuttle cars, and in the adoption of skip hoisting. Most Ruhr shafts, however, will not accomodate large cars, the secondary roadways are too narrow for large locomotives, and the coal is too soft to permit skip hoisting because degradation would be too great. Therefore, notable advances have been made only at newer plants, where allowances have been made for modern equipment.The shafts are deep (average 2,300 feet) and of comparatively small diameter. The small bore was designed to reduce costs of sinking and lining. Generally, the shafts are lined throughout with masonry; however, most of the buntons and guides are wooden.The hoisting engines arc installed in masonry structures, and where more than one hoist is used they are placed on opposite sides of the shaft to eliminate as much noise as possible (fig. 1). This arrangement also prevents an engineer from acting on any signals except those transmitted to him. A few hoisting engines are mounted in the headframes (fig. 2). The hoisting engines are equipped with overwind, overspeed, and auxiliary braking devices, which are tested frequently and kept operative at all times. The signal code is displayed in view of the engineer, and a light or dial indicator informs him of the cage's position in the shaft. Many hoists are equipped with re¬cording devices, which show on a continuous chart the speed of hoisting as well as any delays throughout the 24-hour period.A Koepe system of winding is in general use because of the depth of shafts (fig. 3). With this system, a single rope passes over a single-groove, large-diameter sheave attached to the motive power, and the ends of the rope, after passing over the head sheaves, are attached to the cages. A flat tail rope suspended in the shaft and connected to the bottom of the cages serves to balance the system. Both steam and electric engines are used to activate the hoisting system, end the engines are capable of moving at least a 50-percent overload.The ropes are necessarily of large diameter (2-1/2 inches and greater), and flexibility decreases as rope diameter increases. To overcome the unwieldiness .of large-diameter ropes as shafts become deeper, a four-rope system is being tried at one mine (fig.4). In this system the load is equalized between four ropes which permits much smaller ropes to be used. All hoist ropes are inspected daily and discarded after 2 years service unless special permission for longer service is granted by the Mine Inspectorate, and then only after thorough visual and electromagnetic inspection."

This is the third of a series of reports on a survey of petroleum prod- ucts manufactured on the Pacific Coast from California crude oils. California crudes differ in many characteristics from the petroleum produced in the other parts of the United States, and the claim has been made that some of the present Federal Specifications for petroleum products tend to discriminate against Cali- fomia products. The purposes of the present survey are to determine what par- ticular specification requirements Califomia petroleum products characteristical ly fail to meet, how widely the products deviate from these requirements, and if possible to show whether the fault lies with the specifications or the products, or along what lines investigation to determine this question should proceed. The first report of the series gave the physical and chemical properties of the samples of gasoline and mineral spirits. A second report**, gave the physical and chemical properties of samples of lubricating oils. The present report deals entirely with burning and fuel oils. The refin ing companies have continued their very cordial and helpful cooperation. Seven samples of kerosene, four samples of Diesel fuel and eight samples of fuel oil were obtained. The methods of analysis used are those adopted by the Interdepartmental Petroleum Specifications Committee, published by the Bureau of Mines in Technical Paper No. 323. The specifications used for corparison are those officially adopted by the Federal Specifications Board for the use of the various Depart- ments and Independent Establishments of the Government, effective February 3, 1923, and published by the Bureau of Mines in Technical Paper No. 323, Part 1. Specific gravity, degrees A.P.I., viscosity and other special tests al- though not required by the specifications have been given for comparison. All temperatures are recorded in degrees Fahrenheit. Tables have been prepared giving data on physical and chemical propertios of the individual samples. Before each table the classification and specifica- tions for the particular class of oil considered in the table are given. Follow- ing each table, brief notes show wherein samples deviate from specification re- quirements.

Time and motion studies were made by the Federal Bureau of Mines on the hand and machine dismantling of scrapped auto starter motors, generators, and alternators for recovery of copper, aluminum, and iron. The studies showed that an individual with power handtools and convenient access to a hydraulic press, power bandsaw, acetylene torch, and power lathe could, in an 8-hour day, disassemble about 100 starters, or 150 generators, or 30 alternators. The scrap copper yield would be 280, 390, and 45 pounds, respectively, and the iron yield would be about seven times the copper weight. About 100 pounds of aluminum would be obtained from the alternators.
