The basic mining law of French Morocco is the Edict of 1914, "Danir of Jamary 19, 1914, for the Regulation of Mineral Prospecting and Exploitation in the Zone of the French Protectorate of the Cherifien Empire," which, as the preamble states, was promulgated at the instance of the Director General of Public Works, in consideration of the fact that mines constitute one of the sources of wealth of the Empire. According to a consular report, dated May 18, 1923, by Bradford, men- tioned above, the mining industry of that country, aside from the exploitation of the extensive phosphate deposits, can scarcely be said to exist, but the potential field for mining is promising. However, no large-scale exploitation of the mineral wealth of French Morocco can be hoped for until there is complete pacification of large areas that are still in an unsubdued state or until adequate transportation facilities, scientific prospecting, and large investments of cap- ital are assured. An edict in 1920 (Dahir of January 27, 1920) modified the law mentioned above by declaring the prospecting for and the exploitation of phosphates to be exclusively reserved to the Government. The Dahir o. August 7, 1920, announced the creation of the Cherifien Phosphate Office (Office. Cherifien des Phosphates), a State monopoly charged with the exploration, management, and exploitation of the phosphates of Morocco.

The Bureau of Mines has constructed a miniature oxygen deficiency alarm system using an electrochemical cell as the sensor. Distinct audible signals are produced at either of two preselectable oxygen levels which can be varied from approximately 10 to 20.9 percent oxygen. The high or cautionary range produces a 500-cycle-per-second tone pulsed at about a 1-cycle-per-second rate, whereas the lower or more dangerous oxygen level produces a continuous 500-cycle-per-second tone.

To furnish the information frequently requested by producers and suppliers as to the fuel requirements of the Federal Government , the Bureau of Mines , with the cooperation of the consuming departments and establishments , has collected the data herein , showing the Government's fuel consumption during the fiscal year ended June 30 , 1930. The following tables show the quantities and kinds of fuels consumed by the Federal Government in each of its departments and their principal branches , in each State , and in Alaska , Hawaii , Panama Canal Zone , Porto Rico , and the Virgin Islands . The separate departments and establishments were asked to supply information for each Federal building or other plant and , as to vessel fuel , the amount loaded at each port of supply . Fuels consumed in internal combustion engines are not included . The report does not include fuels used by Post Offices of the fourth class , since their fuels are not purchased by the Federal Government but are covered by an allowance in each case for light and heat . In some cases the data supplied represent receipts , which are approximately equivalent to consumption . The present study is believed to be the first effort to bring together the data representing the Government's requirements for the various fuels which it consumes . Figures showing the coal consumed by the Federal Government were gathered for the year 1922. These data are shown in an article by O. P. Hood and R. H. Kudlich of the Bureau of Mines , contributed as a chapter to " Industrial Coal ; Purchase , Delivery and Storage , " published by the American Engineering Council . The figures of coal consumption presented herewith are approximately comparable with those published for 1922 , a relatively small difference being due to the fact that the 1922 figures include the Philippine Islands and all other territory in which any coal was consumed by the Government . At the present time , the only data on Government fuel consumption that are published regularly are those compiled by E. B. Swanson , chief economist of the petroleum economics division of the Bureau of Mines . These are published annually by the Bureau of Mines in " Sources and Distribution of Major Petroleum Products , Atlantic Coast States , " and by the bureau in cooperation with the American Petroleum Institute in the annual " National Survey of Fuel Oil Distribution . " It is believed that the data herewith will prove of interest and value to the fuel industries as well as to Government consumers and that it will also afford a basis for measuring future trends in the use of the various fuels by the Federal Government . Figures showing the quantities of the various kinds of fuels consumed by each of the executive departments and independent establishments , are given in Table 1. The Bureau of Mines has tested a dewatering technique for phosphatic clay waste. The technique utilizes a flocculant, polyethylene oxide (PEO), that forms strong, stable flocs that can be dewatered on a static screen followed by further dewatering on a rotary screen or trommel. In field tests conducted in central Florida, clay wastes containing approximately 4 pct solids have been consolidated to greater than 20 pct solids. The rate at which PEO-treated material continues to dewater in a mine cut also was monitored. Preliminary results indicate that PEO-treated material will dewater to 30 pct solids in 80 days. Pretreatment of phosphatic clay waste with lime lowers the PEO dosage required for dewatering.

"Boiling respirable quartz dust in water for 10 to 40 minutes decreases the cytotoxicity for both erythrocyte hemolytic potential and pulmonary macrophage release of lactate dehydrogenase in vitro. The potential is reduced to near zero in the boiling concentration range of 1 to 10 mg quartz per ml water in boiling times of 20 to 40 minutes. Below this range the detoxification occurs over a longer boiling time. Above this range the hemolytic potential remaining after 40 minutes of boiling approaches native quartz potential with increasing concentration up to 30 mg quartz per ml water. Replacing the media with fresh at the midpoint of boiling results in full detoxification through 20 mg per ml. Pre—boiling the medium with quartz or silica gel reduces the effect of subsequently boiling test samples. Detoxification persists after mild drying at 110 C for 8 hours, and persists after three days of resuspension in water at room temperature. Additional data on persistence of the effect, on the use of acidic and basic media treatment, and on surface analyses are presented, with a discussion of a working hypothesis and research needs.IntroductionResearch underway to determine interactions of quarts and other mineral dust surfaces with pulmonary fluids and alveolar macrophages in culture led to the observation that when dusts were autoclaved in aqueous suspension, their cytotoxic effects on macrophages wore suppressed, in some cases fully and even after several days incubation with the cells. This finding was in direct contradiction to earlier results from both short term macrophage lysosaal enzyme release assays, as well as longer term cytotoxicity assays from macrophages in culture; in those studies, dusts were steam autoclaved at 121 121 ºC with no liquid water but with steam present. (1,2) However detoxification under boiling conditions has been reported in other research.(3). It was decided to use the hemolysis assay to further investigate these findings, because of its sensitivity, simplicity and cost."

This paper is one of a series of digests of foreign mining legislation and court decisions that is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to can and ore rate mines in various foreign countries. This interpretation of the mining laws of the Irish Free State has been prepared from the best available material in Washington and is released subject to amplification and correction, if necessary, by American foreign-service officials. INTRODUCTION This paper is based upon the mines and minerals act, 1931, enacted by the Legislature (Oireachtas) of the Irish Free State (Saorstát Eireann), December 22, 1931, the lull title of which is "An act to establish a board to perform functions in relation to mines and minerals, to authorize the making of lenses of mines and minerals belonging to or vested in Saorstát Eireann, to name provider for facilitating the working of other mines and minerals and, for imposing restrictions on the working of minerals required for the support of buildings and works, to amend the law with respect to mines, and for other purposes incidental to the matters aforesaid.'

During 1946 several limestone deposits near Fortson, Snohomish County, Wash., were examined by the Bureau of Mines. These examinations were part of a long-range investigative program of regional mineral supplies required by the anticipated industrial development of the Pacific Northwest. The .study outlined in the following paper was specifically undertaken to disclose new sources of high-purity limestone and to appraise, their economic aspects. The deposits examined -namely the Galbraith, Climax, and Hi, Hi -are somewhat similar in physical features and geologic environment. They are lenticular and belong to the same formation of metamorphosed sediments that underlies the prominent Whitehorse Ridge.

The Bureau of Mines conducted ignition, flammability, and decomposition experiments on gas mixtures containing ethylene to determine its flammability characteristics at elevated pressures and ambient temperatures. Pure ethylene was found to propagate a decomposition reaction at 1,000 psig and ambient temperatures when ignited with 1 gram or more of guncotton in a 2-inch-id bomb. The decomposition products were primarily carbon, methane, and hydrogen.

This paper describes the mining methods and operating costs for 1938 at the South Burns shaft, situated in the Cripple Creek district, Colorado. The shaft is operated by Golden Conqueror Mines, Inc., through which portions of the properties of the Acacia Cold Mining Co., The Free Coinage Gold Mining Co., and The United Gold Mines Co. are worked under lease. During 1938, 30,773.61 dry tons of ore averaging $9.59 in gold per ton was mined. Of this, 10,138.439 tons averaging $10.65 per ton was produced on company account, and 20,635.171 tons averaging $9.05 per ton was produced by "split-check" lessees.

Laboratory batch flotation tests were conducted to determine the viability of the Bureau of Mines coal-pyrite flotation process in desulfurizing various coals from the midwestern coalfields. Nine coals obtained from western Kentucky and Illinois were used in the study. In addition to the Bureau's coal-pyrite flotation process, some of the coals were subjected to two-stage rougher-cleaner coal flotation for comparison. The results of this work showed that up to a 70-percent pyritic sulfur reduction could be obtained by flotation and that the Bureau's coal-pyrite flotation was superior to rougher-cleaner coal flotation. Because many of the coals retained far too much sulfur even after second-stage flotation treatment, it was concluded that these midwestern coals are more difficult to desulfurize by flotation than are the Appalachian coals tested in earlier Bureau experiments.

To develop effective noise controls for continuous min-ing machines (CMMs) to reduce worker noise exposure. Background Noise-induced hearing loss (NIHL) is an occupational illness caused by chronic exposure to excessive sound levels. For underground coal mine workers, NIHL continues to be a serious health issue. Analysis of hearing loss data suggests that by retirement age, 70%?90% of U.S. coal mine workers will have a hearing impairment. Operated in the confined spaces of underground mines, large industrial mining equipment often produces sound levels that can be harmful to workers. Of all equipment used in underground coal mining operations, CMMs account for the most noise overexposures. To reduce the occurrence of noise over-exposures, engineering noise controls must be developed for the CMM.

Miners at noncoal surface mining operations are often exposed to high levels of respirable dust. In an effort to lower the respirable dust exposure of these surface miners, the National Institute for Occupational Safety and Health (NIOSH) has been conducting research to address this problem in a practical and economically viable manner. One successful effort deals with lowering the dust exposure of equipment operators in enclosed cabs. Many types of surface mining equipment utilize enclosed cabs to protect equipment operators from dust exposure. Normally when the equipment is new, the cabs are fairly airtight. These tightly sealed cabs, combined with good filtration systems, generally provide the operator with good dust protection. However, most mining equipment is older, and as aging occurs, many components of the enclosure deteriorate. The structural integrity of the cab diminishes and the effectiveness of the air filtration system fails. NIOSH has been successfully researching costs-effective methods to improve both filtration effectiveness and cab integrity of these older cabs in order to provide a healthier work environment for equipment operators. Dust sampling records indicate that drill operators and helpers have the highest dust exposure of all workers at surface mining operations. Since much of the overburden contains a high percentage of silica, the health hazard associated with this dust can be even more serious. NIOSH research is addressing techniques to lower respirable dust levels at surface drilling operations. INTRODUCTION NIOSH's mission is to assure a safe and healthy work environment for the working men and women of this nation. An economic analysis of underground gasification of coal, based on experimental results obtained by the Bureau of Mines, indicates that a gas suitable for use in a power plant might be produced for approximately $.62 to $.77 per million British thermal units. This estimate does not include cost of land purchase. The gasification experiments were conducted in a 3-ft. seam of high volatile A bituminous coal. The major factors which can influence a change in operating costs are height of overburden, power costs, thermal efficiency, and the gasification air inlet pressure. In this Bureau of Mines investigation, production was monitored for 1 year at over 30 coalbed gas-drainage boreholes located in Alabama, Pennsylvania, and West Virginia. Major water-monitoring problems include solids buildup, freezing, the presence of gas in surface waterlines, and improper pumping interval settings. Such problems may be avoided by incorporating in the original well design waterline filters, sand screens, separator tanks, and systems to automatically control pumping intervals. Problems related to measurement of coalbed gas flow include large quantities of water vapor contained in the gas, especially during winter months; freezing and subsequent obstruction of flow; sudden, uncontrolled release of gas pressure; and solids buildup in metering equipment. The installation of commercially available items, such as filters, separators, and insulation, and the thoughtful application of a basic knowledge of coalbed gas reservoir characteristics will prevent most production-monitoring problems.

The methane content of virgin bituminous coalbed can now be measured accurately in the field with exploration core samples from vertical boreholes. The gas content of the coal per unit weight can be used either to design a mine ventilation system or to determine if degasification of the coalbed will be necessary before mining, and to determine the gas resources in the coalbed. The equipment necessary to conduct the test costs less than $50. The gas con-tent of the coal in place in the ground is determined by summing the gas lost from coring, gas measured during desorption, and the residual gas in the coal. Upon removal from the borehole, the core sample is placed in an airtight container and des orbed for several weeks until the desorption rate is below 0.05 cm3/g for 5 consecutive days. The gas lost from the core while it was being cored and the residual gas are estimated by a new graphical method. The amount of gas remaining depends upon whether the coal is friable or blocky. Friability appears to relate to the depth of the sample below the surface, fixed carbon percentage, Hardgrove grindability index, and proximity to tectonic disturbance. Friable coals emit nearly 96 pct of the total gas during desorption whereas a blocky coal emits only 60 pct of its total gas. Coalbeds that are ill defined as to their blocky or friable nature must be tested in the laboratory for unambiguous analysis.

The grinding characteristics of lignite in a ball mill were investigated. The variables studied were initial lignite moisture content, degree of in-the-mill drying, and lignite source. The mill tested was a pilot-p1ant-size conical ball mill which had a maximum output of from 80 to 180 lb/hr pulverized product depending on the lignite and test conditions. The capacity of the test mill ranged from 82 to 103 lb/hr depending upon mine source, in pulverization of as-mined lignite with minimum drying, The capabilities of the ball mill could not be correlated to Hardgrove index of the individual lignites or other observed physical properties. Predrying lignite from its 35 to 40 percent raw moisture content to about 10 percent moisture before grinding improved the mill capacity 87 percent, compared to an increase in capacity of 74 percent with in-the-mi11 drying to the same product moisture.

This study presents the results of core-log analyses from the exploration boreholes, the analyses of face advance rates, and the results of downhole monitoring studies performed in gob gas ventholes for calculation of changes in hydraulic properties in the longwall overburden at a mine site in southwestern (SW) Pennsylvania section of Northern Appalachian Basin. In the ?rst part of the study, coal measure rocks in overburden strata were analyzed and the locations where possible fractures and bedding plane separations would occur were evaluated. In the second part, the hydraulic conductivities were computed by two different slug test analyses methods using the water level changes measured in gob gas ventholes as longwall face approached. Hydraulic conductivities were analyzed with respect to the changes in overburden depth, the locations of the borehole, and mine face advance rates. These data were used to interpret the potential productivities of the gob gas ventholes as a result of fracturing and changes in hydraulic conductivities. The general results showed that the probability of fracturing and bedding plane separations in the overburden increase between strong and weak rock interfaces. Also, the probability of bedding plane separations increases as the interface is close to the extracted coal seam. Evaluation of slug tests showed that the hydraulic conductivity developments in the boreholes and their potential production performances are affected by the underground strata and the roof materials. In situations where the roof material is stiff and thick, the development of high permeability fractures around the borehole will be less. Results also indicated that borehole location with respect to face position affects the fracturing time and permeability evolution as well. Greater overburden depths generally cause earlier fracturing as longwall face approaches, but eventually result in lower hydraulic conductivities and potentially less effective boreholes. Increasing mining rates also resulted in generally lower hydraulic conductivities in the overburden. The results of this study were intended to improve the interpretation of gob gas venthole performance and to provide better siting of these boreholes.

Through the courtesy of the State Department, the Bureau of Mines has received a compreensive report on the jede industry of Burma, pre- pared by American Consul Winfield H. Scott, Rangoon, Burza. This mater- ial is the main basis for the present circular, although free use also has been made of reports on the jede industry in China and Germany by consular officers in those countries, to whom footnote credit is given. The word "jade" is said to be derived from the Spanish "piedra de ijada" (hijada) meaning, literally, "stone of the side," as jade was supposed to cure pains in the side; nephrite (a jade mineral) was named from the Greek word meaning kidney, because it was formerly warn as a re- medy for kidney diseases. To the Burmeso, jade is known as "Kyauksein," or green stone, and to the Chinese, all varieties of the material are referred to as "Yu" or "Yu-chi", According to Confucius, jade was symbolical of. justice, harmony, intelligence, and humanity, and the Chinese of today believe that by using ornaments made of this stone, the wearer is. protected from the "evil eye" as well as from diser.se. Ornaments of carved jade were known to the ancient civilizations of Mexico and Peru and to the peoples of other sections. of Central and South America, Jade ornaments also have been found in the lake dwellings of Switzerland and in Crete; thile in China, as far back as the Chou dynasty (B. C. 1122 B. C. 255) it was used in the production of various classes of precious vessels and as insignia of rank.
