The Methane Generator program is a part of the Internal Environ¬mental Sub-system of the Master Design Simulator (MDS). All the sub¬systems of the MDS are controlled and activated by the main program as required. The data requirements for the Methane Generator are supplied by the Geology and Reserves sub-system through common storage. Figure 6 shows the information flow between the Methane Generator and other systems of the MDS. It should be noted that the Methane Generator can also function independently as was described under model application. AREAS OF MISSING INFORMATION In any numerical analysis, the accuracy of the solution depends entirely upon the data available. In gas flow problems, parameters that constitute basic model input data are rock porosity, medium permeability, reservoir pressure and initial reservoir pressure dis¬tribution. Unfortunately, however, most of these characteristics are not available for a lot of coal seams. The need for actual field data cannot, therefore, be adequately emphasized here.

This surveillance report summarizes data on work-related fatal and nonfatal injuries, illnesses, and hazardous exposures in the mining industry for the 10-year period 1986-1995. The term "surveillance," as used in public health, may be new to many readers of this report. With regard to occupational safety and health, the goal of surveillance is to describe the occurrence of work-related injuries, illnesses, and known hazardous exposures; to identify new hazards that may occur due to the introduction of new technology or other factors; and to assess the effects of preventive measures designed to improve worker safety and health. Surveillance provides an overall picture, which can be used to focus resources on areas most in need of prevention programs or further research. Surveillance generally requires the use of multiple sources of data, all of which have their own strengths and limitations. Surveillance in the U. S. mining industry is complicated by the fact that U.S. national data systems that provide information on mining are based on two different definitions of the mining industry. One is established by the Mine Safety and Health Administration (MSHA), the other by the Standard Industrial Classification (SIC) System [Office of Management and Budget 1987] and the 1980 U. S. Bureau of the Census (BOC) Classification System [U.S. Bureau of the Census 1982]. The mining industry as defined by MSHA is based on the regulatory jurisdiction of that agency. Reporting requirements for injuries, illnesses, and workplace exposures are stipulated under the Federal Coal Mine Health and Safety Act of 1969 and the Federal Mine Safety and Health Amendments Act of 1977. Of note is that the oil and gas extraction industry falls outside of MSHA jurisdiction. The Occupational Safety and Health Administration (OSHA) was charged with enforcement in the oil and gas industry under the Occupational Safety and Health Act of 1970. Under the SIC, the definition of mining covers the extraction of naturally occurring minerals, including liquids (petroleum), gases (natural gas) and solids (coal, metal, and nonmetallic minerals). Exploration and development of mineral properties are also included in the SIC definition of the mining industry. The SIC was developed by the Office of Management and Budget for use in classifying establishments based on the type of economic activity in which they are engaged and serves as the industry classification standard for all establishment based Federal economic statistics. This classification is important for occupational safety and health surveillance because it also serves as the industry classification system for all data on work-related injuries and illnesses collected by the U.S. Bureau of Labor Statistics (BLS). The U.S. Bureau of the Census uses an industry coding scheme similar to that used by the SIC. For the mining industry, the categorization is identical in both systems. Death certificate data made available by the National Center for Health Statistics (NCHS) are categorized under this system. Death certificate data are particularly important for surveillance of mortality from work-related illnesses. Key differences between the SIC/BOC categorization system and the MSHA system can be summarized as follows: • MSHA excludes the oil and gas industry, which is classified as part of the mining industry under SIC/BOC. • MSHA excludes work that is done off of mine property; work off of mine property is included under SIC/BOC if it is performed by an establishment falling into one of the SIC/BOC mining industry codes. • MSHA includes mine-associated mills and processing plants; these are classified under the manufacturing industry, rather than mining, according to the SIC/BOC coding structure. Since the data collected by MSHA and the data collected by BLS and NCHS using the SIC/BOC classification system are both important sources of information on the mining industry and in many cases serve different purposes, data from both systems are presented in this report. In general, data using the SIC/BOC system are comparable across U.S. industries and should be used when comparing mining to other U.S. industries. Much of the data in this report are presented in the form of frequencies or rates. A frequency provides only a count of the number of cases without providing any information about the risk of occurrence. Rates provide an estimate of the risk of injury or illness. The reader is cautioned, however, that rates based on small numbers can be unstable; thus, any inferences should be drawn with care. In this report, no rates are presented for groups in which there were fewer than three cases. The incidence of most injury and illness conditions differs by age, sex, and race. For this reason, data in many surveillance reports are adjusted for these demographic factors. It was not possible to do this for most of the rates in this report because information on demographics was not available. With the exception of the proportionate mortality ratios (PMRs), all data presented are unadjusted. A detailed account of the sources of data is in appendix A. The methods used in data selection and analysis are described in appendix B.

Multiple-charged beams originating from a 300-kv ion accelerator are important tools in the study of metal surfaces and thin films. A knowledge of the particle range is necessary for an understanding of the interaction processes of the ions with the targets. Utilizing a theory developed by Lindhard for determining the range of low-energy ions in solids, the ranges of H, He, C, N, 0, and Ar ions in A1203, Al, Fe203, Fe304, CuO, Cu20, Fe, Cu, Sn, and W were calculated for the energy range 60 to 400 kev using a computer program written in BASIC. The range, presented in graphical form, is given in both µg/cm2 and angstroms. In addition, heavy ion ranges were calculated for comparison with published experimental values. For ions with Z > 5, the discrepancy between the calculated values and published experimental values generally ranged from 2 to 40 percent; the largest deviations were probably due to experimental error.

In the group of minerals used in making this study, the cyanite is associated with quartz, mica, and feldspar in the schist. The amount of quartz is variable, but it is always an abundant mineral. Both large and small crystals of quartz occur in irregular masses, rarely ever showing crystal outline. Mica Is of the clear and dark varieties, the larger crystals being dark as a rule, and the finer crystals of light color. The present mineralogical composition of the mina is rather variable, as most of the original biotite and muscovite have suffered alteration, and much secondary mica is present as a result of alteration of the original mica and other minerals present, especially the larger cyanite crystals. A large part of the mica now found in the ore is chlorite, with varying amounts of Jefferisite and others, especially sericite. These are in the form of aggregates, or felt-like intergrowths filling the spaces between the quartz, cyanite, and feldspar. The feldspar is plagioclase probably mostly albite. It is white, possesses good cleavage, and is one of the hard brittle minerals of the rock. It alters to kaolin, and sericite, and more or less of these alteration minerals are present within the feldspar crystals but not separated from them. The cyanite is of two varieties, distinguished by their colors as blue and white cyanite. The blue color varies in intensity, being a pronounced blue in some crystals and paler in shade in others. Some crystals have been seen which posses the blue color in one-half of their mass and are pure white or clear in the other half. The purity of the cyanite is probably not affected by the color, but it is difficult to detect the white cyanite in the ore by macroscopic examination, so that great care has to be exercised in the selection of the ore in the field. Of the above minerals, cyanite is the heaviest, having a specific gravity of 3.6; none of the others approach it in specific gravity. The usual as opiates of cyanite in the mica schists are garnet, magnetite, and tourmaline, but these have not been noted in the group of minerals treated, and their absence is a point of great value in favor of this ore, as they possess high specific gravities and interfere in separation processes, and if not separated they are detrimental because of their easily fusible character. Small amounts of apatite and titanite have been noted, but not enough to cause trouble.

"The Generic Mineral Technology Center for Respirable Dust (GTCRD) was created at The Pennsylvania State University and West Virginia University by a congressional initiative in 1983 responding to recommendations in the 1980 National Academy of Sciences study on the Measurement and Control of Dust in Mines. Many of these recommendations dealt with the need to initiate focused fundamental research for further professional progress in dust control. Long-term, sustained support was emphasized to develop expertise in respirable dust research. In creating this Center, Penn State and West Virginia University were specifically recognized for their expertise in and facilities for research on coal mining and medicine. Today, the Center includes the Massachusetts Institute of Technology, the University of Minnesota, and the Michigan Technology University. The Respirable Dust Center is the only organization that coordinates and integrates the medical, scientific, and engineering aspects of respirable dust disease. The Center works with the U.S. Bureau of Mines (USBM), Mine Safety and Health Administration (MSHA), the National Institute for Occupational Safety and Health (NIOSH), the United Mine Workers of America (UMWA), and the U.S. coal industry in defining the research priorities for the programs of the Center to enhance research synergism.The Center's mission is to enhance the health, safety and productivity of miners by advancing the fundamental understanding of all aspects of respirable dust associated with mining and milling and the interaction of dust and lungs to reduce the incidence and severity of respirable dust disease.All Dust Center activities are focused to be responsive to this mission, which is shared by the several federal agencies closely associated with the GTCRD. While significant progress has made mine atmospheres cleaner and healthier, respirable dust-related disease remains the nation's most pernicious industrial hazard.The goals of the GTCRD were formulated with recognition of the diverse scientific, engineering, and medical aspects of respirable dust, in addition to a need to enhance researcher interaction, as well as education and technology transfer efforts, in the respirable dust area. These goals reflect the needs of the mining industry as determined by the National Academy of Sciences Committee on Measurement and Control of Respirable Dust study done in 1980. The report of this committee encouraged the Bureau of Mines to redirect its research efforts ""...toward obtaining fundamental understanding of the origin, transport and characteristics of respirable coal mine dust."" The GTCRD's goals, detailed in chapter three of this document, were formulated to mesh with NAS recommendations."

The Convertol process, recently developed in western Germany, is a new method of cleaning and dewatering coal-washery slurries. It is a modified bulk-oil process, in which a very small quantity of heavy oil is dispersed over the surfaces of the coal particles, followed by a screen centrifuge operation in which the water and dirt (clay, shale, and pyrite particles) are thrown out through the screen perforations and the clean coal particles are retained on the screen and discharged as a dewatered, clean coal product of 8- to l0-percent surface moisture. It is reported, also, that the process oil, all of which is retained in the clean-coal product, adds to the coking power of the coal and facilitates the production of briquets, reducing the proportions of binding material required.

"Ferrograde manganese ore or its equivalent is essential to the manufacture of every ton of steel produced; although it is well known that there are large deposits of low-grade ore in the United States, the production of substantial amounts of ferrograde material from domestic sources presents a problem that becomes more and more critical as the stockpiled ore is depleted through inability to procure adequate supplies from foreign sources. Consequently, a program of laboratory and pilot-plant investigation designed to solve the problem of obtaining a domestic supply of manganese has been undertaken by the Metallurgical Division, Bureau of Mines.This paper is one of a new series that will include reports of results obtained in the various investigations conducted under the manganese program. The scope of the program and the organization that woo set up to direct and supervise the work were discussed in the foreword of the first paper of this series, Report of Investigations 3606, Manganese Investigations. 1. This paper dealing with the mining methods used in producing iron ore from an underground operation located in the central-western part of the Mesabi Range in Minnesota is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts in the United States. The mine here discussed was laid out in accordance with a plan adapted to a rather unusual type of ore body, the nature of which is such that the mining method necessarily differs in certain respects from the method used at most of the mines in this district. A description of it may therefore be of interest.

The Bureau of Mines investigated the availability of barite (BaSO4) from 35 U.S. and 41 non-U.S. mines and deposits in 17 market economy countries (MEC's). This evaluation assesses the availability of mud-grade barite, and concentrates consumed by the chemicals and fillers industries. The demonstrated resources defined in this analysis totaled 130 million metric tons (Mmt) of barite (contained BaSO4), yielding a potential 115 Mmt of recoverable barite concentrates. At the 1984 MEC production rate, the evaluated resources would last about 30 yr; however, this would include production costs of up to $100/mt concentrate. An average price needed to cover all costs of production over the life of each operation was determined for both mud-grade and chemical- and filler-grade barite products. Including a 0-pct discounted-cash-flow rate of return (DCFROR), regional weighted- average total production cost ranged from $38/mt for barite concentrates in Asia to $71/mt for U.S. operations. Transportation costs have the greatest impact, contributing up to 60 pct of the total cost of production. Rail transportation costs from the mines to U.S. markets are generally significantly higher than ocean shipping rates on imports.

During the 7-1/2 years (January 1945-June 1952), immediately preceding enactment of the Federal Coal Mine Safety Act, 26 major disasters3/ in the coal mines of the United States caused the deaths of 491 persons. In the next 7-1/2 years under the act (July 1952-December 1959), only 12 major disasters occurred. The total killed was 148. This improvement is commendable. However, the continuing frequency of minor fires and gas and/or dust ignitions in the Nation's coal mines, many of which could have been of major consequence, are cause for serious concern to the coal-mining industry and those affiliated agencies engaged in promoting safety in the industry. The data presented in this report have been prepared to make available to the coal-mining industry and related groups an overall perspective of the disaster potential from mine fires and gas and/or dust ignitions in coal mines after 7-1/2 years under the Federal Coal Mine Safety Act. This act, effective July 16, 1952, which amended the original Federal coal-mine investigative act of May 1941, provides under Title II certain enforcible mine-safety provisions designed to prevent major disasters caused by explosions, fires, inundations, and man-trip and man-hoist accidents in coal mines that employ 15 or more individuals underground.

The prevention of accidents from falls of roof and coal requires a considerable amount of personal judgment , for conditions are different even in adjoining working places in the same mine , and conditions may change from hour to hour even in the same working place as the coal is shot down and loaded . Experience has shown that many men can not or do not exercise enough care to protect themselves from injuries ; moreover , where the foremen have been made directly responsible for the safety of the men under them , accidents from falls of roof and coal have , in many instances , been reduced as much as 50 per cent . There is now no question that careful , constant , and intensive supervision is essential in preventing acci- { dents and more especially accidents of this class . Falls of roof and of coal account for approximately 50 per cent of all coal mine accidents and annually result in the death of approximately 1,000 men and cause lost - time injury to approximately 50,000 men . These and other accidents are recurring with little or no diminution , usually not because of the lack of knowledge of safe and dangerous practices , or of the technique of safety , but largely because of the lukewarm interest of major executives in safety or the failure of mine officials to formulate and to enforce common - sense rules and regulations . When failure is the outcome of a sincere attempt of the managing officials to teach safety to the miner , the fault may usually be attributed to misguided effort . Various solutions for the problem of eliminating accidents from falls of roof or coal have been suggested , some of which are : Standard system of timbering for the specified mining districts ; departure from the room-and - pillar system to a more concentrated system of mining ; more intensive supervision - that is , 1 section foreman for every 25 loaders instead of 1 section foreman for 75 , 80 , or even more loaders the practice in most mining districts . - However , investigations conducted by the writer at numerous mines operated by a number of mining companies in several districts show that employees and officials alike are inclined to work under loose and unsupported roof , relying solely on the " drummy " sound and on their judgment and experience as to whether the roof will stay in place for one hour or for several hours . With but few exceptions , men who had been injured by falls of roof or ccal or were found working under loose and unsupported roof , admitted that they knew of the possibly unsafe condition , but it was their opinion that the roof or coal was not loose enough to fall for some time .

Wires leading to or from underground facilities can develop hazardous voltages because of lightning exposure. The locations of many mine portals are particularly susceptible to lightning effects. The application of protective devices to limit this potential danger is necessary.

During the present war emergency, under the urge of the Federal Government to store coal, the following; questions are arising n the minds of coal users: (a) Will the coal lose any of its heating value in storage? (b) Will it slack and give a smaller-size coal? (c) Will its burning characteristics change in any way? (d) Will it catch fire from spontaneous combustion? (e) What precautions should be taken when storing coal? In regard to the loss of heating value of coal in storage, tests made by the Bureau of Mines show that the loss commonly has been overestimated. Various types of storage tests were made on New River, Pocahontas, Pittsburgh Gas, and Sheridan Wyoming coals. Combustible materials, when burned, produce toxic gases and smoke, which may vary dramatically from one material to another, with resultant different total toxicity and smoke obscuration levels. This U.S. Bureau of Mines report presents smoke property data acquired for a variety of mine combustibles and shows that there exists a correlation between the smoke properties, the relative toxicity, and the smoke obscuration levels of those combustibles tested. These correlations can be used to devise simple, standard tests for determining the toxic and smoke obscuration hazards of mine materials during fire.

2. Preliminary Study - Initial Probing 2. 1 Introduction Initial probing of the mine passage is required prior to the emplacement of the sealant material or deployment of the seal checker system. Factors which are of interest in sealing and checking include a. size and condition of the mine passage b. location of the borehole with respect to the ribs c. the presence of water flows d. the proximity to an intersection The importance of each of these factors depends strongly on the sealant material. Because the sealant material had not been selected at the time of the initial probing study, a broad survey of probing techniques was conducted. The capabilities and limitations of each technique as they applied to probing through the borehole were identified. To facilitate this comparitive evaluation, Table I was prepared which lists all passage conditions which might affect the emplacement of sealant material in the passage. The most satisfactory techniques for observing each condition of interest are listed together with the effects of the observation on the sealing operation. This study is one of a number conducted to determine the concentration of dust in the air during the complete cycle of operation in wet drilling information as to various factors connected with drilling in mining operations is considered to be of definite value in the control and prevention of air dustiness, and it is particularly desirable to ascertain What features of present-day wet-drilling operations in mine work contribute to dust disease and to remedy deficiencies when they are found. ACKNOWLEDGMENTS A testing alit through rock strata is being developed by the Mining Division of the United States bureau of Mines at Mount Weather, Va., and the tests discussed in this report were conducted there. This experimental alit in rock, constitutes a typo of laboratory where mine conditions can be closely simulated and where many of the variables likely to occur in an actual mine can be eliminated or at least controlled with reasonable effort, thus affording maximum opportunities to secure fundamental data uncomplicated by extraneous conditions. The authors wish to acknowledge the valuable assistance and cooperation of several members of the Mining Division, particularly C. F. Bureau of Mines planer mining tests on the phosphate bed of the Douglas mine, near Drummond, Mont., indicated that a competent bed with a Mohs' scale hardness of 3 to 4 cannot be mined economically with the planer. Although planer mining was feasible where the bed was fractured enough for a 4-inch depth of cut to be consistently maintained, the depth of cut in the competent beds at the Douglas mine did not exceed 0.5 inch. Average production rates were 0.15 ton per minute and 9 tons per man-shift.

This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." The Bureau of Mines has investigated the surface charge of amphibole asbestos fibers and nonasbestiform cleavage fragments, as part of the Bureau's fundamental studies to provide new knowledge on the physical and chemical properties of the amphibole minerals. Microelectrophoresis was used to measure the electrophoretic mobilities, in water, of particles from six asbesti-from amphiboles and seven nonasbestiform amphiboles over the pH range of 5 through 9. The particles generally ranged in size from 2 to 5 µm wide by 10 to 30 µm long. The isoelectric point was determined for four of the minerals, and values were found to be between pH 3.5 and pH 5. The minerals studied had zeta potentials that generally ranged from -25 to -so mv in neutral solution. Attachment of colloidal positively charged AgI was also studied as a means of determining surface charge. Scanning electron microscopy of amphibole particles that had been in contact with aqueous AgI showed equal attachment of AgI to asbestos fibers and to cleavage fragments; the extent of AgI coating was the same for both. The electrophoretic mobilities of asbestos fibers were essentially the same as those of elongated cleavage fragments of the same aspect ratio (particle length divided by width). Blocky particles from both asbestiform and nonasbestiform specimens had lower mobilities.
