The Bureau of Mines developed a process using ion exchange to recover cobalt from spent copper leach solutions. A preliminary economic evaluation of the process indicated that about one-third of the capital cost was attributed to the total resin inventory, and one-third of the operating cost was required for reagents to remove iron from the ion-exchange eluates. An agitated Pachuca elution system was investigated in place of a fixed-bed elution system. The Pachuca system reduced the resin inventory by 27 pet when compared with the fixed-bed elution system. Processing fresh spent copper leach solution reduced the resin inventory by 20 pct and resin iron loading by 80 pct. Reagent requirements for removing iron from the eluates were decreased because less iron was extracted. The Pachuca system, along with processing fresh spent copper leach solution, reduced the total resin inventory by 47 pct. A revised cost evaluation of the cobalt recovery process was obtained to determine the effects of these process modifIcations. The estimated total capital cost for a plant processing 10,000 gpm of spent copper leach solution containing 26 ppm Co was $23.1 million. With credits for nickel, zinc, and copper byproducts, the estimated net operating cost was $5.10/lb of cobalt.

"Fatal accidents at coal mines throughout the United States killed 234 employees during January 1924, according to reports from State mine inspectors to the Bureau of Mines of the Department of the Interior, Included in the number of fatalities are 68 deaths caused by two explosions during the month, one explosion occurring in a mine at Johnson City, Ill., and causing 32 deaths, and the other in a mine at Shanktown, Pa., and causing 36 deaths. The fatality rate for the month was 3.94 per million tons, based on a production of 59,435,000 tons of coals In January 1923 the fatality rate was 3.52, based on 206 deaths and an output of 58,458,000 tons.Bituminous mines in all States reported 202 fatal accidents, the production being 51,170,000 tons., and the fatality rate being 3.92, as compared with 3.28 for January last year, For the anthracite mines in Pennsylvania, the reports covered 32 fatalities, which, on the month's output of 7,955,000 tons, indicated a fatality rate of 4.02 per million tons, as against 4.89 for January 1923.As compared with January 1923, the reports for January of the present year indicated lower fatality rates per million tons for all of the main causes of accidents except explosions. For falls of roof and coal, the fatality rate per million tons declined from 1.85 in January 1923 to 1,68 in January 1924; for haulage accidents the rate declined from 0.62 to 0.42; for explosives, from 0.19 to 0.12; for electricity, from 0.12 to 0.07. The U.S. Bureau of Mines has produced a generic in situ copper mine design manual, which contains a computerized cost model for in situ copper oxide mining. The model specifies (1) site-specific parameters, which must be quantified for mine design, (2) a method for minesite design based on those parameters, and (3) a procedure for assessing economic viability for the mine design. The menu-driven computer program performs calculations for developing commercial mine design specifications, as well as capital and operating costs. The default values are based on 1986 dollars, and indices for updating costs are included. The program also provides discounted-cash-flow rate of return (DCFROR) and allows for sensitivity analyses for an in situ mining operation at any specific undisturbed copper oxide deposit. This report is to be used with the 1990 version of the computer program, which has been made user friendly. It describes the flies, tutorial, input phase, help function, and monitor display of all calculated values and of the DCFROR table. The monitor-displayed discounted initial value of investment and annual operating costs are defined. The dual rate-of-return situation and sensitivity analyses are also briefly discussed. Information is provided on obtaining the computer program on diskette.

Develop a more efficient method of testing the integrity of in-situ leach mining operations. The Problems For economic and environ-mental reasons, in-situ leaching operations must be sure that wells do not leak. Loss of solution in large quantities can be expensive in itself, and if such losses result in pollution the costs can be even higher. Wells are usually tested for leaks by sealing them with packers, pressurizing them and monitoring the pressure drop. However, many commercially-available packers are designed to be used in steel-cased wells rather than the fiberglass-or plastic-cased wells used for in-situ mining. These packers are heavy, cumbersome, expensive, and often leak. In addition, commonly used well-integrity-test systems require lengthy test periods and drill rigs or hoist trucks with rigid pipes must be used to run the packers in and out of the well. The Bureau of Mines has developed a mobile, self-contained leak-testing system that is faster, uses trailer-mounted equipment that can be operated by one person, and features a new inflatable packer.

This report presents results of the research and development work and operations performed during stage II of the gas combustion retorting research program conducted by the Colorado School of Mines Research Foundation and six major oil companies at the Bureau of Mines Anvil Points Research Facilities. The experimental program, including retort modification and air-gas distributor development, effects of shale quality and particle-size distribution, and other variables on the process, is discussed. Although operating problems are not fully resolved, it appears that the gas combustion retorting process can be successfully applied to achieve oil yields in excess of 85 percent of Fischer assay at mass shale feed rates of 500 pounds per hour per square foot of cross-sectional bed area, approximately twice the rate previously demonstrated to be reasonably practicable.

Sound experimental ingots of zinc alloys for use as rolling slabs were cast with a specially constructed, semicontinuous casting machine. Nominal alloy compositions of Zn-1.0 percent Cu, Zn-0.12 and 0.36 percent Ti, and Zn-1.0 percent Cu-0.03 to 0.36 percent Ti were cast. This Bureau of Mines study was conducted to evaluate the suitability of the casting procedure for providing stock for rolling into sheet. Microscopic examination of ingot sections revealed structures in which grain size varied from the outer to center ingot zones. Columnar grains present in the center zone of the Zn-1.0 percent Cu ingot were absent in the titanium-containing ingots. The ingots with titanium displayed a finer grain size and eutectic structure in the center ingot zone than in the outer zone; the transition in grain size between the two zones was quite abrupt in some ingots. The overall grain size of the titanium-containing ingots was finer than that of alloys cast by more conventional methods. Chemical analysis revealed that compositional segregation is not a significant factor in the formation of the ingot structure. Microstructural studies of small ingots of similar alloys solidified at slow, fast, and intermediate rates confirmed that the ingot structure in the semicontinuous-cast ingots is related to cooling rate, which is, in turn, related to the particular casting machine design and the influx of cooling water on the withdrawing ingots. Microstructures of thin sheet hot-rolled from slabs of the semicontinuous-cast ingots demonstrated that the ingot structure does not preclude the rolling of sheet having a uniform microstructure. Results of hardness surveys of the semicontinuous-cast ingots demonstrated that copper and titanium exert essentially additive hardening effects in these cast alloys.

The Bureau of mines evaluated the elution of uranyl carbonate from a strong base resin with a mixed carbonate eluant in a fluidized system. The system consisted of a multiple-compartment ion-exchange (MCIX) elution column with a continuous flow of solution, except for short periods when the resin increments were withdrawn. The exchange of uranyl carbonate from the mill-loaded strong base resin with an eluant composed of 1.0 [M] NaaCOs plus 1.0 [M] NH4HCO3 was studied. The effects of solution flow rate, aqueous-to-resin flow ratio, column diameter, compartment height, initial resin concentration, and column length were examined. The experimental data indicate that for the eluant examined, a resin residence time of 240 minutes is necessary to attain 90-percent elution efficiency. Also provided is a technique for sizing an elution MCIX column form pilot plant experimental data.

Nonoxide ceramic materials could substitute for high-temperature alloy steels containing imported critical and strategic materials such as cobalt, chromium, and nickel if their high-temperature properties can be improved. An important result of this substitution would be a reduction of the Nation&apos;s need for imports of critical and strategic materials. In this Bureau of Mines investigation, the primary objective was to produce high-purity u1trafine (particles <5 ~m equivalent spherical diameter (ESD)) alpha-silicon carbide (a-SiC) powders with improved high-temperature properties using the Bureau&apos;s patented turbo-milling process. A secondary objective was to determine the feasibility of using polymer mill construction materials as a means of eliminating metal contamination from the turbomill. U1trafine a-SiC powders with BET (Brunauer-Emmett-Te11er) surface areas from 30 to 35 m2/g (~0.06 ~m particle ESD) were produced in an all-polymer turbomi11. These high-purity powders (with I-pct Band I-pct C additions) hot-pressed to greater than 99 pct of their optimal density and exhibited properties commensurate with those of commercially available a-SiC. The most promising of the construction materials tested for the major wear surfaces of the turbomi11 was u1trahigh-mo1ecu1ar-weight (UHMW) polyethylene, a polymer thermoplastic.

"Records of individual wells form the basis for the successful operation of any company engaged in the production of petroleum. The expense attached to the compilation of records is negligible in comparison with the benefits resulting from their use. There a company has not a complete system of records, immediate attention should be given to the preparation of forms upon which to collect data, and, to the collection of data for these forms. The records needed vary with each district, but for each field a set should be adopted that will best meet the needs of each property. Practically all operators, and particularly all successful operators, agree on the necessity of good records, shopping what the wells have done, are doing, and may be expected to do in the future. Any operator realizes the value of records of sales of oil and should place almost equal emphasis on the records of well logs and histories showing the east and present performances of wells. Indeed, trustworthy records are absolutely necessary for the proper operation of any oil or gas property.Complete records should be kept on each well from the time the location and elevation are determined until the well is abandoned, and the engineer should review old records often enough to be familiar with the past performance of the various wells and with the conditions that affect production. The Bureau of Mines conducted drag cutting experiments in hard, abrasive rock in an effort to extend the capabilities of an experimental kerf-core mining machine. The basic kerf-core mining machine cannot be used in hard, abrasive rocks because of the high wear experienced by the kerf cutters. These experiments were conducted in an effort to develop a method of preweakening the rock ahead of the kerf cutters in order to reduce the high cutting loads and hence the higher wear rates experienced by the cutters. The two "preweakening" techniques studied were indenting with mechanical wedges and single and double slotting with diamond saws. The best cutter force reduction achieved with mechanical indenting as 70 pct, whereas double slotting achieved force reductions of up to 99 pct. Conceptual designs of preweakening systems that could be retrofitted onto the basic kerfing cutterhead were developed for both the indenting and the slotting techniques. A high-energy impactor with wedge bit was used for the indenting method, and high-pressure water jets were used for the slotting method. A preliminary technical and economic analysis was performed for both of these full-scale systems to illustrate the methodology and to point out the important technical and economic factors that must be considered.

The Greenburg-Smith impinger was developed at the Bureau of Mines in cooperation with the United States Public Health Service in 1922 in the course of an investigation of dust-sampling instruments available at that time. Although it is not used extensively outside of the United States, it is now soused in this country to collect samples for the determination of any dustiness, and most of the information correlating degree of dustiness with physiological effect has been obtained by the impinger method. The chief disadvantages in the use of the regular impinger, especially in mines and other places accessible with difficulty, are its bulk weight, and power requirements. It requires a source either of electricity or of compressed air, which necessitates connections and extension of existing supply lines to each sampling point; the only alternative is the use of a relatively large pump hand-operated with considerable effort.

A cell concept adaptable to large-scale electrowinning of zirconium metal from zirconium tetrachloride was investigated by the Federal Bureau of Mines. Tests were made in twin cells, each 12 inches in diameter by 33 inches long. Electrowinning was performed in one chamber from which the electrolyte was transferred after electrolysis to the other chamber where it was renewed by the introduction of ZrC14 by direct sublimation. The formation of a salt plug in the connecting pipe provided a seal between the chambers. Optimum electrolyte composition, with respect to quality of the metal product (91 pct meeting ASTM standards except for the oxygen content) and current-carrying capability (about 350 amp) was determined to be 16.7 wt-pct NaF-83.3 wt-pct NaCl mixture plus ZrC14 equal to about 3 wt-pct zirconium. A twin-cell design incorporating the unit operations covered by this investigation is proposed.

The Federal Bureau of Mines conducted a demonstration project to reclaim 125 acres of abandoned strip-mined land in Lackawanna County, Pa., for public recreational, historical, and educational use as a park. The Bureau was involved in the development of the general site plan, and engineered and supervised the basic land rehabilitation. The park&apos;s Facilities include outdoor recreational activities, picnic grounds, children&apos;s play areas, primitive overnight camping, and winter sports. A major attraction is the Anthracite Museum constructed by the Pennsylvania Historical and Museum Commission The project may serve as a prototype for reclaiming existing and future surface-mined lands.

This U.S. Bureau of Mines report provides a detailed description of the Bureau-designed modified shearer clearer system. Engineering drawings are provided for all major components of this system. The modified shearer clearer system is a revised version of the original system and is intended to improve the ventilation around both cutting drums. The original shearer clearer technique was solely a dust control technique that has been effective in lowering shearer operators&apos; dust exposures. The technique uses a series of water sprays that not only knock down a portion of the dust cloud but also act as small fans that move a substantial amount of air and keep the dust cloud from dispersing over the shearer body. The modified version is composed of two additional spray blocks for improved air movement around both cutting drums, thus lowering methane levels and the likelihood of an ignition. A laboratory study performed with the modified version in a full-scale longwall gallery resulted in a 73-pet reduction in methane concentrations at the shearer machine for both cut directions. The air-moving capabilities of the system provide more turbulence at the cutting drums and reduce methane levels.

Respirable quartz duet and a kaolin clay dust have been found to be of comparable cytotoxic potential in vitro on a specific surface area basis (Wallace, et a1,1985), despite the distinctly different potentials of quartz and clay for causing pneumoconiosis or pulmonary fibrosis (Sheers, 1984). A respired particle depositing in a respiratory bronchiole or alveolus will contact a pulmonary surfactant hypophase, of which a primary component is diacyl glycerophosphorylcholine, or diacyl lecithin (DPL) (Clements, et al, 1970). Several studies have found that adsorption of such surfactant suppresses in vitro cytotoxic effects of quartz dust (Marks, 1957). Subsequent phagocytosis and digestion by a macrophage may remove the coating, restoring cytotoxic potential and initiating disease processes (Iles, 1979). Adsorption of dipalmitoyl lecithin (DPL) from emulsion in physiologic saline by respirable sized quartz dust and kaolin dusts, and consequent diminution of the dusts' hemolytic and macrophage cytotoxic potential have been reported (Wallace, et al, 1985). This report presents additional data on the cell-free in vitro phospholipase A2 enzymatic digestion of dipalmitoyl lecithin adsorbed on a quartz and a kaolin respirable sized dust (Wallace, et al, 1988) to investigate mineral specific differences in the rates of digestion and of consequent restoration of dust membranolytic potential. Respirable crystalline alpha quarts used was eighty percent smaller than 5 micorometer aerodynamic diameter with a nitrogen adsorption specific surface area of 3.97 m2/g. Respirable kaolin dust was ninety percent smaller than 5 micrometer diameter and had a specific surface area of 13.25 m2/g.

[Frequent accidents in the transportation and. handling off petroleum and its more volatile products, serve as a reminder that this is indeed a hazardous undertaking and should always be conducted with due caution. On October 4, 1920, vapors in the held of the British tanks steamer G. R, Crowe became ignited and, caused an explosion which, it is reported, killed 5 men, injured. 40 others and endangered the lives of some 300 more. On November 10, 1920 the Morgan, Line freighter El Mundo was almost totally sot destroyed in New York harbor by fire caused by an explosion of gases in a fuel-oil tank. These two disastrous explosions emu emphasize the ever- present danger attending the use of petroleum products. This is also shown by the frequent occurrence of minor fires and explosions, caused by careless handling of baseline, which result in loss of life or serious injury to railroad employees, to oil-tank drivers, and to individuals in various walls of life. Statistics indicate that the lighter cuts of petroleum products, because of fire hazards, are dangerous, and are so considered by the railroad and other transportation companies. According o the Bureau of Explosives (Bar-eau of Explosives Report No. 13 p. 7) during 1919 transportation of gasoline in the United States resulted in 172 accidents, causing 2 deaths and 31 injuries, and a property loss to the extent of $687,966. Among the causes of ignition, an open light in the vicinity of the container stands out most prominently.]

This report presents the concept, design, and testing of a sonic velocity monitoring system for the early detection of slope failure in open pit mines. The heart of the system is a device for producing reproducible sonic signals in rock. Because changes in the velocity of sound through rock near the top of the pit wall are a measure of extent and rate of fracturing of the rock, velocity histories obtained from periodic, automatic sonic velocity surveys provide positive information about developing slope instability.

The recession that took hold of the domes-tic mining industry in 1981-82 finally abated somewhat in 1987, resulting from increases in many commodity prices, especially in the metals sector, and from continuing success in lowering operating costs. By no means was the work finished; the mining industry was in a sense entering a new era. The struggle for survival was still very evident for many companies and various commodities, but increasing productivity and profits were accompanied by indications that these trends were more long term than short term. Raw nonfuel minerals produced in the United States during 1987 had an estimated value of $26.3 billion, an increase of $2.9 billion over the 1986 value. This is the fifth consecutive year that the value has increased. Except for a decrease in 1982, the value each year has increased since 1971, or 15 of 16 years. The value of raw metals production increased by an estimated 28%, an impressive improvement since the drastic fall in 1982. Industrial minerals growth was comparatively flat, with an estimated in-crease in value of 0.1 %, continuing a trend of the previous 2 years. Metal mine production dropped considerably in 1982 and maintained its resultant lower level until 1987, when production significantly recovered.
