The Lake Superior iron-mining district includes parts of the States of Michigan, Minnesota, and Wisconsin. The laws of each State provide for an industrial commission and for inspection of mines. The following extract from the General Orders on Mines, effective October 25, 1937, issued by the Industrial Commission of Wisconsin, is the only reference to the use of safety catches on mine cages or skips found in the laws and regulations in the Lake Superior iron-mining district: Order 316 - Cages for Hoisting Men. (c) Sides, Gates, and Safety Catches. ***Every cage shall be provided with safety catches of sufficient strength to hold the cage with its maximum load at any point in the event the hoisting cable should break. (d) Testing Safety Catches. The safety catches of cages and skips used to hoist men shall be kept well oiled and in good working order. They shall be tested at least once each month by tying up the cage or skip with hemp rope, lowering a few feet of hoisting cable on top of cage, then cutting the hemp rope, provided that any other system of testing, which is equally effective, may be used.

This circular summarizes the research and technologic activities and publications of the Federal Bureau of Mines Division of Explosives Technology4/ during fiscal year 1959 (July I) 1958-June 30, 1959). Part I briefly describes the programs that were active during the report period and presents a summary of some of the information not published elsewhere. In many instances the results are only preliminary and are subject to revision on the basis of continuing investigations. Detailed reports of all programs not security classified will be made later. Part II lists and describes briefly the publications of the Division during fiscal year 1959. If the published material has some bearing on activities still current during the report period, this is indicated by references in Part I.

The Federal Bureau of Mines provided five test materials--amosite, short-and long-fiber chrysotile, crocidolite, and nonfibrous tremo1ite--to the National Institute of Environmental Health Sciences (NIEHS) for studies on the biological effects of orally ingested asbestos-related materials. An inter-agency agreement between the Bureau and NIEHS made possible this program to characterize these test materials. The Bureau in turn received support through contracts with the Ontario Research Foundation for the milling of amosite and crocidolite, and with the University of Maryland for microscopic measurements. The five test materials, which were supplied in quantities of 960 to 1,200 pounds each, were characterized by chemical-instrumental analysis for elemental composition, surface area, density, X-ray diffraction, infrared spectroscopy, thermogravimetric analysis, mineralogy, and particle size analyses. Particle size distributions were emphasized because of the current theories relating adverse biological effects to length-width characteristics of durable elongated particles.

"During the past several years a great deal of discussion has centered around the question of the permissible limit of sulphur content in fuels for automotive and aviation motors. Under certain conditions of operation, sulphur in motor fuels causes the formation of corrosive substances which attack bearings, wrist pins, and other parts of engines. On the other hand, in making gasoline from certain stocks, the gasoline fraction normally contains a relatively large proportion of sulphur compounds. By the generally used processes of reducing the sulphur content, a significant part of the gasoline fraction is lost as motor fuel, and added expenses are entailed for chemicals, labor, and other process costs. This condition has been an economic burden to some refiners of high-sulphur crudes. In some instances the treating losses have been rather severe and the treating costs relatively high, but the data presented in this paper indicate that the reduction of sulphur content of motor fuel is a problem to a relatively small number of refiners and of little or no concern to the remainder; in fact, more than 90 per cent of the 153 samples analyzed passed the Federal specification requirement, Which limits the sulphur content to 0.10 per cent. 3This report is based upon the results of an examination for sulphur content, Doctor test, copper strip corrosion, and color of the samples collected during January, 1930, for the twenty-first semiannual gasoline survey of the Bureau of Mines. The results of the gravity ad distillation tests of the survey were published as Report of Investigations 2995. The numbering of the samples given in this report is the same as in Report of Investigations 2995; for example, No. 25 of this report is the same sample as No. 25 of Report of Investigations 2995."

Background. There is currently little information regarding factors associated with specific modes of motion segment failure using a fatigue failure model. Methods. Thirty-six human lumbar motion segments were fatigue tested using spinal compressive and shear loads that simulated lifting a 9 kg weight in three torso flexion angles (0, 22.5, and 45). Twenty-five segments failed via fatigue prior to the 10,000 cycle maximum. These specimens were visually inspected and dissected so that the mode(s) of failure could be determined.Failure modes included endplate fractures (classified into nine varieties), vertebral body fractures, and/or zygapophysial joint disruption. Logistic regression analyses were performed to determine whether certain morphometric variables, amount of motion segment flexion, disk degeneration scores, and/or loading characteristics were associated with the occurrence of specific failure modes. Findings. Results indicated that stellate endplate fractures were associated with increased posterior shear forces (P < 0.05) and less degenerated discs (P < 0.01). Fractures running laterally across the endplate were associated with motion segments having larger volumes (P < 0.01). Endplate depression was more common in smaller specimens (P < 0.01), as well as those experiencing increased posterior shear force (P < 0.05). Zygapophysial joint damage was more likely to occur in a neutral posture (P < 0.01).Interpretation. These results suggest that prediction of failure modes (e.g., specific endplate fracture patterns) may be possible (atleast for older specimens)

Twelve subjects participated in an investigation of the biomechanical stresses of asymmetric lifting in stooped and kneeling postures. Three factors were manipulated in this study: Posture (stooped or kneeling), height of lift (35 or 70 cm), and weight of lift (15, 20, or 25 kg). Subjects were required to lift or lower a box every 10 seconds for a period of 2 minutes. Electromyography (PIG) of eight trunk muscles was collected during a lift in this period. The PIG data, normalized to maximum extension and flexion exertions in each posture, were input to a biomechanical model and used to predict compression and shear forces at the L, level of the lumbar spine. Results from the EMG-driven biomechanical model indicated that compression was greater when lifting to a higher shelf (p < 0.001), and indicated a significant interaction between posture and the weight of the lifting box (p < 0.01). Peak lateral shear was not significantly affected by any main effects or interactions (p < 0.05). Anterior shear was increased with increasing height of lift (p < 0.001), and also by the posture x weight interaction (p c 0.01). A multivariate analysis of variance (MANOVA) indicated a complex relationship for recruitment of the eight trunk muscles, with the triple interaction being significant (p < 0.001). The results of this investigation will be used to evaluate safe loads for lifting in these restricted postures.

Seven samples were analyzed from the major reserves of the Bottom Red Ash bed, Northern anthracite field. The data show variations in thickness and geo-logic structure and in the amount of coal that can be recovered. Recovery of market-grade (less than 17 percent ash) coal is high for all samples, ranging from 76 tp 95 percent in the 3-1/4-by 9/16-inch sizes. The occurrence of coal containing less than 5 percent ash varies from 19.5 to as much as 57.5 percent. Crushing the coarse sizes to minus 9/16 inch increased recovery of market-grade coal in six of seven bed samples. Crushing released sufficient impurities to cause substantial increases in yield of coal containing less than 5 percent ash for all samples. Analyses of the float coal indicate that the quality of coal is comparable for all samples.

Experimental data were obtained from two medium-duty diesel engines derated to qualify for use in underground mines. Gaseous and particulate emissions from these engines were measured and results provide information on the effect of exhaust treatment devices on the emissions. The devices in the study were a catalyst, a particulate trap, and an exhaust gas cooler of the water scrubber type. Emission levels of carbon monoxide and hydrocarbons were observed to be very low in comparison with emission levels of comparable engines in full-rated operation. Oxides of nitrogen and benzo(a)pyrene content of the exhaust also were found to be somewhat low in comparison with previous findings. For particulate reduction, the combination of a particulate trap and a scrubber was observed to be the most effective combination tried; in some cases, over 60 pct particulate reduction was effected by the trap-scrubber combination.

This research was conducted with the objective of suppressing the respirable dust in coal mines by foam application. A formulation was developed for making a water-based, high-expansion, and limited stability foam. A horizontal boring machine was used as a laboratory coal mining model for generating coal dust. A modified laboratory foam generator was built. Foam was applied directly to the point at which dust was being formed by the cutter of the boring machine working against a block of coal. Coal dust was sampled with an impinger and analyzed for the particle count and particle size distribution. Coal dust suppression test results on freshly generated dust have demonstrated very clearly that in laboratory scale experiments over 90% of the respirable coal dust can be suppressed by foam. These tests were run when initial coal du t concentrations were 10 and 70 million particles per cubic foot (mppcf).

The ever-increasing need to guard against stream pollution has intensified interest in the problems of handling and disposing of flotation tailing. Therefore, the Bureau of Mines investigated the possibility of using crushed washery refuse to adsorb the free water in thickened flotation tailings on a bench scale and then in a pilot plant because the conventional methods of disposing of coal flotation tailings--impounding them or filtering them so they are dry enough to be conveyed to the refuse dump--are sometimes either impractical because of space limitations or costly because of low filter capacity. Most of the refuse samples tested were of similar mineralogical composition and exhibited similar water retention capability. The amount of crushed refuse required to adsorb the water in a particular tailing was influenced greatly by the fineness of the solids in the tailing and hence the percentage of solids to which it could be thickened. The ratio of crushed refuse to tailing solids required to provide a mixture dry enough to be carried on an inclined conveyor belt varied from 2.4 to 6.4. Several chemical agents that were tested were very effective in turning the free water in tailings into a stable gel. Fly ash also was very effective in adsorbing water.

Topics include light measuring techniques and instruments, illumination regulations for underground coal mine environments and equipment, lamps and ballasts, available mine lighting hardware, design and evaluation of coal mine illumination systems, and installation and maintenance of a mine lighting system.

"INTRODUCTION The Sullivan Mine was examined by Thomas L. Chapman, an engineer of the Bureau of Mines, in March 1943. Samples taken from the few mineralized exposures justified further investigation of the property. To determine whether extensive exploration of the property would be warranted, the Bureau did a small amount of trenching and underground work during April 1943, 3/ under Bureau project 1462.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its, primary objective the, more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. This Bureau of Mines investigation determined the effects of so-called annealing at high temperatures on radon-222 emanation from domestic uranium ores. Concurrently, a method was developed for closely estimating the emanation coefficients of hot samples from measurements of their gamma activity after cooling. Emanation coefficients of 102 samples from 14 domestic areas of past, present, and possible future uranium production were investigated using modifications of the closed-can, gamma-only assay method at and after cooling from 100° to 1,000° C. True annealing probably does not occur below 500° C. In limited investigations at 500° C and above, effects of annealing are masked by the effects of other parameters. Emanation is commonly less at one or more of the steps investigated in the 100° to 500° C range than before heating. This decrease is tentatively attributed to water loss at temperatures dependent upon the minerals present. The average sample emanates least at 300° C; emanation increases with higher temperatures to at least 900° C. Emanation decreases sharply on cooling, but it is partially restored by prolonged exposure to the atmosphere at room temperature. Higher than average emanation of coffinite ores at 500° C and above may be related to destruction of the coffinite crystal structure.

"Electron spin resonance (ESR) measurements provide evidence for the formation of Cr(V) intermediates in the enzymatic reduction of Cr(VI) by glutathione reductase (GSSG-R) in the presence of NADPH, indicating an initial single-electron transfer step in the reduction mechanism. Depending on the pH, at least two different Cr(V) species are generated which are relatively long-lived. In addition, we have detected the hydroxyl (·OH) radical formation during the GSSG-R catalyzed reduction of Cr(VI) by spin trapping, employing 5,5-dimethyl-1-pyrroline-N-oxide (DMPO) and a-(4-pyridyl-1-oxide)-N-tert-butylnitrone (4-POBN) as spin traps. Superoxide dismutase (SOD) causes only a minor effect on the ·OH radical and Cr(V) formation, indicating that the ~ - is not significantly involved in the reaction mechanism. Catalase enhances the Cr(V) formation and substantially inhibits the ·OH radical formation, indicating the involvement of hydrogen peroxide (H20 2) in the reaction mechanism. Addition of H20i suppresses Cr(V) and enhances the ·OH radical fonnation. Measurements involving N-ethylmaleimide show that the Cr(V) species, produced enzymatically by the reduction of Cr(VI) by GSSG-R, react with H2O2 to generate ·OH radicals, which might participate in the initiation of Cr(VI) carcinogenicity.INTRODUCTIONC(VI) compounds have been found to exert serious toxic and carcinogenic effects on humans and animals [1-4) and to cause mutations in bacteria and transformation of mammalian cells [5-8). In contrast, most Cr(lll) compounds are relatively nontoxic, noncarcinogenic, and nonmutagenic [9, 10]. Cr(VI) and Cr(lll) oxidation states are different in their metabolic pathways: Cr(VI) ions are rapidly transported across cellular membranes [2, 11-13), while Cr(lll) moieties do not easily penetrate cells and are not oxidized by cellular constituents [3]. Since it is known that the reduction of Cr(Vl) is required for its reaction with DNA [2], the molecular mechanisms for the intracellular Cr(VI) reduction have been the focus of studies during the past decade but the details are still not understood."

No mineral resources were delineated during our investigation of the Antelope Wilderness Study Area (WSA). Only a few claims have been located in the area and only four workings were found. There has been, however, considerable exploration and mining activity in and near the south end of the study area. The Morey mining district, just southeast of the WSA, produced silver, and lesser amounts of gold and lead, sporadically from the mid-1860&apos;s through the mid-1960&apos;s. Long Lac Mineral Exploration (Texas), Inc. is actively exploring a large block of claims for hot-spring type, low-grade, large-tonnage gold deposits. Their claim block extends into the study area. The WSA, located midway between Tonopah and Eureka, encompasses approximately 87,400 acres. It is underlain by Tertiary rhyolitic and latitic volcanic rocks and by Paleozoic sedimentary rocks. At least three areas in the Paleozoic rocks have many of the favorable criterion for hot-spring type gold deposits; they have been faulted, silicified, brecciated, and hydrothermally altered, and have anomalous concentrations of precious metals and pathfinder elements. With additional exploration in the south part of the Antelope WSA, gold resources may be discovered.

This report describes field investigations conducted in 1953 of two occurrences of manganese and a separate magnetic anomaly in the Southern manganese district of Aroostook County, vicinity of Houlton, Maine -the Pierce deposits, in Hammond Plantation Township; the Burnham anomaly, also in Hammond Plantation; and the Nickerson-Farm prospect in Hodgdon Township. The manganese occurs in a thinly laminated sedimentary rock containing manganiferous carbonate interlayered with fine-grained metamorphosed sediment, rich in chlorite or hematite. The surrounding rocks are mostly dark gray-green slates. Samples composited for metallurgical testing from the Pierce deposits and the Nickerson-Farm prospect assayed 9.0 to 12.3 percent of manganese. More than 90 percent of the manganese could be extracted with sulfuric acid, but in most instances 30 to 40 percent of the iron was also extracted. Leaching tests indicated that, after being reduced in a hydrogen stmosphere at 600° C., about 85 percent of the manganese could be selectively extracted by a solution of ammonia-ammonium carbonate with iron extraction of only 14 percent.

This publication provides an historical overview of research undertaken by the U.S. federal government over the last 100 years to improve the health and safety of our nation?s miners. Federal research efforts began with the establishment of the U.S. Bureau of Mines (USBM, or the Bureau) in 1910. They have continued over the past century, even after the Bureau?s closure in 1996. It is hoped that this publication will give the reader an appreciation for the work of mining health and safety researchers over the past century, and of the miners served by this research. Although not a comprehensive history, this report highlights the key organizational changes made within the Bureau and the federal government that affected mining safety and health research. Some mention is also made of Bureau research not directly related to mining health and safety. Note that the work classified as safety and health research has varied over the last century. For example, before 1970 the Bureau separated mining research and safety and health research. At that time, mining research included ground control and methane drainage because they had direct implications for mine safety. Explosives research was also reported separately from health and safety, even though permissible explosives research was obviously related to safety. Therefore, where budget figures from the Bureau are mentioned in this report, it is often not possible to separate safety and health research from other types of research. This history is generally chronological, with a few exceptions. Because of their prominence and direct links to Bureau research, most of the Public Health Service mining studies completed before 1970, when NIOSH was established, will be discussed in a single section, even though the work spanned many decades. Likewise, for convenience, the brief histories of the Bureau?s mining research centers are located in one section.

Fatal accidents at coal mines throughout the United States numbered 170 during May , 1923 , according to reports received by the Bureau of Mines of the Department of the Interior from State mine inspectors . The production of coal during the month was 54,649,000 tons ; hence , the fatality rate was 3.11 per million tons . In May last year the fatality rate was 4.22 , based upon an output of 20,636,000 tons , including 35,000 tons of anthracite . Because of the miners ' suspension of work last year, the production of fresh-mined anthracite in May 1922 was completely stopped ; in May 1923 the anthracite output was 9,573,000 tons . For bituminous mines alone , the fatality rate in May 1923 was 2.67 per million tons as compared with 4.17 in May a year ago . During the first five months of the present year , the fatality rate for bituminous mines was 3.55 per million tons , based on 809 deaths , as against a rate of 3.70 for the corresponding months last year, based on 611 deaths . The rate for 1923 represents a reduction of 4 per cent . For anthracite mines alone the five-month fatality rate for 1923 was 5.36 per million tons , based on 228 fatalities , as against a rate of 6.72 for the first five months of 1922 based on 147 fatalities . The rate for 1923 represents a reduction of 20 per cent . The average fatality rate for May during the past ten years ( 1913-1922 ) is 3.37 per million tons for bituminous coal mines and 6.02 per million tons for anthracite mines . A gas explosion , due to open light , occurred on May 6 at Aguila , Colorado , and resulted in the death of ten men . This explosion brought the number of "major disasters " in 1923 to 4 , with a loss of 145 lives . During the first five months of last year, there were 7 similar disasters with a loss of 82 lives . The year's record to date for all fatalities from all causes shows a reduction in the fatality rates per million tons from haulage accidents and from falls of roof and coal , an increase in explosions of gas and dust and in accidents due to electricity , and no change in the fatality rate from explosives . The reductions in haulage accidents and in falls of roof and coal are particularly gratifying, because these two classes of accidents usually cause about 65 per cent of all fatalities in the coal-mining industry . 1. PURPOSE The Temporary Face Support System (TFSS) consisting of beams, posts and carrying-emplacing equipment was developed to provide temporary supports between the working face and the permanent roof supports. 2. GENERAL DESCRIPTION The system consists of: ? A Beam And Post Carrier And Deployer (BAPCAD), a self-propelled machine that carries as well as emplaces the beam-and-post sets. ? Lightweight mechanically self-deploying posts designed to safely support a load of 10,000 pounds each. ? Lightweight constant strength beams (bars) capable of sustaining an approximate equally distributed load of 8500 pounds. Note. 1. Potential groundwater pollution resulting from large-scale surface mining in western states should be evaluated. 2. Criteria should be developed for the design, construction, operation, and abandonment of sediment ponds for maximum removal of suspended solids. 3. Methods should be developed for reducing suspended solids discharges from surface mines to less than 30 milligrams per liter. 4. A manual should be developed in the form of guidelines for sediment and erosion control planning and implementation. These guidelines must be designed to cover all phases of the coal surface mining operation (i.e., before, during and after mining). 5. A mine road manual should be developed for use by surface mine operators and State and Federal Agencies. Erosion, water control, and dust control should be covered in detail. 6. The block-cut, head-of-hollow fill, and mountain-top removal methods and techniques of contour mining should be evaluated, designed, and ultimately demonstrated in steep, mountainous terrain. Designs should be prepared for single and multiple seam applications. The demonstrations must show that these mining systems will secure rapid achievement of reclamation require¬ments and provide maximum, safe, economic coal recovery in an environmentally safe manner. 7. A Blasting Manual should be developed for use by industry and enforcement agencies. Stress should be placed on how to keep vibration levels and air blast pressures well below accepted safe criteria. Also, methods that can be used to control noise should be listed. 8. Investigations should be conducted on the effect of continued vibrations from blasting on structures that are near quarries. 9. Additional guidelines need to be developed for sampling and analysis of overburden material and associated coals for trace elements and noxious strata. Samples are extremely sensitive, and the source and manner of their collection, handling, storage, and treatment, as well as the techniques of analysis, need to be developed and described. This information can be used to predict possible future problems.
