The other South Pacific islands included in this chapter extend from Papua New Guinea, east of the Indonesian Province of Irian Jaya on the island of New Guinea, to Fiji, straddling the 180° meridian. A number of islands have been omitted from this chapter owing to the fact that their only mineral production remained insignificant to the economy of the respective country or territory. These islands include the French overseas territories of French Polynesia and Wallis and Futuna Islands; the independent states of Kiribati, Tonga, Tuvalu, and Vanuatu; the New Zealand freely associated state of the Cook Islands; and the New Zealand dependency of Niue. The mineral production that did exist in these islands was limited to construction materials such as coral reef limestone, crushed stone, and sand and gravel in minor quantities used solely for domestic consumption. FIJI Fiji, an archipelago in Melanesia consisting of 300 islands ranging from tiny coral atolls, cays, and rugged coral limestone islets to the larger mountainous, volcanic islands of Kadavu, Taveuni, Vanua Levu, and Viti Levu, straddles the 180° meridian about 1,800 kilometers south of the Equator. Fiji has been an independent member of the British Commonwealth of Nations since October 10, 1970.

"SUMMARYFollowing a magnetometer survey on the McCoy iron deposit, a trenching and drilling program was carried out by the Bureau of Mines in August 1944.This deposit is 32.3 miles southwest of Battle Mountain in the McCoy Mining District, Lander County, Nevada, and lies on the east flank of the Fish Creek Mountains at an altitude of 5,400 feet, about 1 1/2 miles south of the gold camp of McCoy.Total production from the deposit has been 400 tons of magnetite, mined by hand and shipped to the west coast for ship's ballast.Bureau drilled two holes to a total depth of 92 feet and excavated 12 feet of trenches. Both holes were drilled in the same ore body and engineered magnetite ore 14 and 11 feet thick. Trenching was used successfully to show the lateral limits of the ore.Magnetite ore bodies were found to occur as replacements of a limestone bed in quartzite. They outcrop near and parallel to the exposure of a diorite entrusting that forms a long westward-trending ridge. Although magnetic outcrops can be traced for 5,000 feet trenching definitely proved the ore bodies to be disconnected to have little or no lateral extent beyond their outcrops. Only two ore bodies more than 10 feet thick were found; one of these is the inaccessible to and the other was drilled by the Bureau."

To improve communications between mine workings and surface locations during emergency situations and for administrative purposes. The Approach: Development of a device for interconnecting phone systems which permits two-way communication between a public telephone and a mine pagerphone by authorized personnel. How It Works: The system, developed by personnel at the Bureau's Pittsburgh (Pa.) Mining and Safety Research Center, makes connections between the public phone line and mine pagerphone line. As shown in Fig. 1., incoming calls are sensed by the ring detector (4) and the system "answers" the call electronically. To reach the pagerphone system, the caller inserts an audible tone of fixed frequency through the microphone of his telephone. This tone is produced by a miniature, pocket-carried tone generator and is detected by a tone recognition circuit (5). When this hap-pens, relay, switching, and logic circuitry (6) closes the connections between the two phone systems. Simultaneously, a page activator (9) places a DC paging voltage on the mine phone line.

Kroemer(1-3) and Kroemer et al.(4) define the isoinertial technique of strength assessment as one in which mass properties of an object are held constant, as in lifting a given weight over a predetermined distance. Several strength assessment procedures possess this characteristic. Most commonly associated with the term is a specific test developed to provide a relatively quick assessment of a subject's maximal lifting capacity using a modified weight-lifting device.(1,5) The classic psychophysical methodology of assessing maximum acceptable weights of lift is also considered an isoinertial technique under this definition.(6) While the definition provided by Kroemer(1) and Kroemer et al.(4) has been most widely accepted in the literature, some have applied the term "isoinertial" to techniques that differ somewhat from the preceding definition, such as in a description of the Isotechnologies B-200 strength testing device.(7) Rather than lifting a constant mass the B-200 applies a constant force against which the subject performs an exertion. The isoinertial tests described here apply to situations in which the mass to be moved by a musculoskeletal effort is set to a constant. Is Isoinertial Testing Psychophysical or Is Psychophysical Testing Isoinertial? As various types of strength tests have evolved over the past few decades, some unfortunate developments in terminology have arisen to describe and classify different strength assessment procedures. This is particularly evident in sorting out various tests that have been labeled "isoinertial." One example was cited earlier. Another problem that has evolved is that the term "isoinertial strength" has two connotations. The first is the conceptual definition: isoinertial strength tests include any strength test in which a constant mass is handled. In practice, however, the term is often used to denote a specific strength test in which subjects' maximal lifting capacity is determined using a machine and a constant mass is lifted.(1,5) Partially as a result of this dual connotation, the literature contains references to both "isoinertial strength test" as a psychophysical variant(8) and the psychophysical method as an "isoinertial strength test" (4,9) To lay the framework for the next two chapters, the authors will briefly discuss some operational definitions of tests of isoinertial and psychophysical strength. In stating that the isoinertial strength test is a variant of the psychophysical method, Ayoub and Mital(8) refer to the specific strength test developed by Kroemer(1) and McDaniel et al.(5) Clearly, this isoinertial protocol has many similarities to the psychophysical method: both are dynamic; weight is adjusted in both; and both measure the load a subject is willing to endure under specified circumstances. However, while both deal with lifting and adjusting loads, there are significant differences between the psychophysical (isoinertial) technique and the Kroemer-McDaniel (isoinertial) protocol in their procedures and the use of the data collected in these tests. A refined ad improved self-sealing brattice for use in coal mine rescue and recovery operations for directing the flow of air has been developed and tested by Goodyear Aerospace Corporation for the U.S. Bureau of Mines. The brattice is made from a lightweight, low cost material that meets MSHA flammability requirements. The units can be erected using pins, spade or lightweight extensible poles. Tests here conducted to determine leakage rate from minimal to a maximum of 1.5" H20. The ability to handle reverse flows was demonstrated and a non-flammable foam was used as an auxiliary sealing agent.

Upgrading of commercial red cake and recovery of vanadium oxide from uranium-vanadium mill solutions were investigated by the Bureau of Mines. Alternative procedures potentially useful for manufacture of high-quality vanadium oxide at the mill site were explored and developed. The simplest and best procedure for converting commercial red cake containing about 10 percent combined sodium and potassium oxides (Na20) (K20) into a 98- to 99-percent vanadium pentoxide (V205 product appeared to be a metathesis in an ammoniacal solution of ammonium sulfate. Molybdenum, as well as the alkali metal oxides, was removed from the red cake by this procedure at a modest expenditure of labor and reagents. When preparing vanadium oxide of higher grade, it was necessary to dissolve the red cake and reprecipitate the vanadium as ammonium metavanadate. Calcination at 450° C, decomposed the metavanadate and yielded oxide of about 99.5 percent V205. By recyrstallizing the metavanadate before decomposition, an oxide product approaching 99.9-percent purity was obtained.

THE ABRASIVES INDUSTRY throughout the world enjoyed a profitable year. With the exception of tripoli, the quantity of each kind of abrasive produced in the United States was greater than for any of the past 5 years and value of each was greater than for many years. Production of silicon carbide both in the United States and in Canada was the largest since 1960. Abrasive machining, which offers great potential for the increased Use of aluminum oxide, contributed to increased industrial productivity. Diamonds from the sea off the coast of South-West Africa attracted wide interest. Much of the production from this source has been gem diamond, and there is little likelihood of significant quantities of industrial diamond from that source. Manufactured diamond from all free-world sources was sold in the United States in 1964.

Technological advances in underground coal mining have reduced fatalities but may not have reduced worker exposure to cumulative injury risk factors. The objective of this study was to evaluate the prevalence of cumulative injuries before and after the implementation of technological advances in underground coal mining and to make a general cost estimate for these injuries. A previously published algorithm was utilized to identify cumulative injuries within the Mine Safety Health Administration (MSHA) database for two data sets: 1983-1984 and 2003-2004. For both, the following were determined: the number and percentage of cumulative injuries, the average days lost, the average age at the time of injury, the average years of experience and the general cost estimate by body part. The percentage of cumulative injuries remained largely unchanged (37 percent in the 1983-1984 period and 33 percent in the 2003-2004 period). The average number of lost days due to cumulative injuries increased (36±55 days and 62±82 days, respectively), which may have been due to the increased worker age (seven years older in the 2003-2004 period), increased length of employment (seven years longer in the 2003-2004 period) or other factors such as changes in medical practices. Cumulative injuries to the back decreased by 10 percent, while cumulative injuries to the knee increased by 8 percent. The reduction in back injuries may be due to the implementation of assist devices, while the increase in knee injuries may be related to kneeling/crawling in low-seam mines. Cumulative injuries were found to remain a major financial burden on the industry. Recently, National Institute for Occupational Safety and Health (NIOSH) developed tools to assist mining companies with incorporating an ergonomics process into their existing health and safety programs. The participating companies have reported tremendous success. Therefore, it is recommended that ergonomics processes be implemented as a means to systematically identify and address the root causes to cumulative injuries and ultimately reduce costs.

This paper deals principally with the retreating method of mining as applied in the Calumet & Hecla Consolidated Copper Co.'s deep Conglomerate mine, pointing cut some of the difficulties encountered in deep mining and describing the particular methods used at Calumet to carry on a large-scale operation at great depth with a minimum hazard factor. The circular is one of a series dealing with mining methods and costs which is being prepared for and published by the United States Bureau of Mines. The placing of much, sometimes practically all, of the burden of the expense of mine accidents on the shoulders of the mine operator by compensation laws, and the fact that the problem of protecting the life end limb of workers is now by public opinion largely if not wholly passed to each industry to solve (and present-day thought strongly supports the justice of both of these propositions), are forcing industrial organizations into accident-prevention. Work. This policy is being adopted not alone to protect the companies; in addition, executives alert to their opportunities and obligations are taking part in this work personally to protect themselves. The functions of industrial executives in accident-prevention work are becoming numerous and complex. Executives who are logical in their reasoning, quickly see that before a company can constantly ask or expect the workers to heed safety suggestions, the company and its officials must "put their house in order" by laying down a concrete, definite safety program. For mines this includes primarily adoption of a to a logical mining method, the installation of safe miming equipment and practice the netting forth in definite form (preferably do a printed pamphlet) of the company's minimum safety requirements, and the organization of its operating officials into an accident-prevention body. After the company has its own affairs so arranged that it can go to its workers with "clear, hands" in promoting a safety program, the real work begins; and this is especially applicable in mining.

Pumpable roof supports provide an alternative longwall tailgate roof support and have grown in usage during the past few years. Heintzmann Corporation has been installing pumpable roof supports at the RAG Resources Emerald Mine in western PA since 1998, where they have provided effective roof control in their longwall tailgates. Despite the success of these supports in this application, questions remain regarding critical design issues for optimizing the use of this support technology. The support loading profile is characterized by a high initial stiffness with peak loading occurring at less than one inch of convergence, followed by significant load shedding with a post failure capacity comparable to that of wood cribbing. Therefore, the key to optimizing the support utilization is to provide sufficient load density to prevent convergence from occurring beyond the peak loading capacity. This requires an understanding of how the supports interact with the ground conditions, hence measurement of the ground reaction curve. In order to obtain this information, pumpable roof supports were instrumented to measure support loading. Roof deformation and roof-to-floor convergence measurements in the vicinity of the instrumented supports were also made. The experimental parameters for the installation were the support spacing and water-to-solids ratio of the grout, which controls the grout strength and ultimately the maximum capacity of the support. The study clearly shows that at this mine a 24-inch diameter support is fully capable of providing adequate ground control under depths of cover of 750 ft as only 50 pct of the available support capacity was utilized outby the longwall face. It was also shown that the 2.00 to 1 water-solids ratio, despite providing a slightly softer support response, is sufficient for maintaining the same degree of roof control provided by the traditional 1.75 to 1 grout mix. The 10-ft spacing of the supports did not cause any ground control problems outby the face. However, inby the face the performance of the support is degraded once the peak capacity of the supports is exceeded. It appears that the large load shedding behavior, which is characteristic of this support following peak loading, allows the immediate roof to separate. When this happens, the support is unable to regain control of the roof in time to prevent failure of the immediate roof beam.

This report describes a computer program that is used for the calculation of the coordinates and elevations of subsidence survey pins located by intersection. This program was developed for the Federal Bureau of Mines by the Numerical Analysis Laboratory, University of Arizona. These calculations, although relatively simple, are both tedious and time-consuming when computed with a desk calculator and trigonometric tables. In this survey, a large number of pins were surveyed repeatedly, and it was evident that both time and money could be saved by using a digital computer.

A series of engine/dynamometer tests was conducted to assess the effects of three types of uncatalyzed diesel particulate filters (DPFs), a diesel oxidation catalytic converter (DOC) and three types of high temperature disposable filter elements (HT DFEs) on the concentrations and size distribution of diesel aerosols and concentration of nitric oxides in underground mine air. Tests were conducted in the NIOSH Diesel Laboratory at the Lake Lynn Laboratory experimental mine, a facility developed to allow evaluation of these and other control technologies directly in an underground environment. The aforementioned technologies are evaluated by comparing the aerosol and gas measurements in the mine air 60 m downstream of the exhaust from a naturally aspirated, mechanically controlled engine fitted with the tested systems or muffler and operated at four steady-state engine speed and power modes. The tested DPF and HT DFE systems caused a 10-fold reduction in total mass concentrations of aerosols. The size distribution and number concentration measurements showed that all tested DPF systems and HT DFE elements effectively removed accumulation mode aerosols (D50>30 nm) for all test modes. An increase in peak number concentrations of nucleation mode (D50>30 nm) diesel aerosols is evident for some of tested DPF systems when engine was operated at high-load modes. The effects of uncatalyzed DPFs on nitric oxide (NO) and nitrogen dioxide (NO2) concentrations are found to be minor. A four-fold increase in percentages of NO2 in total nitrogen oxides (NOx) over baseline case was observed for the DOC when the engine was operated at high-load modes. The findings from this study should contribute to better understanding the potential for various control technologies to reduce exposure of underground miners to nano and ultrafine aerosols. In addition, detailed physical characterization of diesel aerosols made directly in occupational setting should foster a better understanding of the health risks associated with exposure to nano and ultrafine diesel aerosols.

The Bureau of Mines used a statistical approach to evaluate the effects of temperature, current density, and composition of the electrolyte on the purity of boron prepared by electrolysis of a fused mixture of boric oxide in potassium fluoborate. The quadratic equation which best fits the data was calculated for a temperature of 650° to 850° C, a cathode current density of 40 to 1,150 amp/ft2,and a boric oxide content of 0.3 to 7.1 molal. The best products, better than 95 percent boron, were obtained when the current density was less than 2 amp/ft2 and the boric oxide content was less than 2 molal.

The contractor examined L.T. White's Patent No. 3524680 and, finding it in need of engineering refinements, proceeded with a conceptual design of a variable wall mining machine. The contractor then proceeded to assess the feasibility of the variable wall mining machine measured against the criteria specified by the U.S. Bureau of Mines. The feasibility was judged from a physical aspect, a health and safety aspect, and an economic aspect. The Variable Wall Mining Machine was judged to be feasible on all three aspects provided that certain specified practices were adopted. Description The specifications and design and performance parameters of the Variable Wall Mining System as conceptualized are summarized in Tables I and II. The system consists of a side-cutting auger operating in a string of identical 12 ft. sections, along a 500 ft. retreating longwall face. In addition to the 41 identical sections, there is a special drive and discharge section at the head gate.

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. "The pressures produced by dust explosions are frequently so great and are developed so rapidly that widespread destruction of manufacturing equipment and buildings results. Experimental data on maximum pressures and rates of pressure rise produced in a closed vessel by numerous metal powders and by dusts used in the plastics industry were published in two previous Bureau of Mines papers.4/5/One means for reducing structural damage is provision in the enclosing walls and/or roof of rapidly opening explosion-relieving devices or relief vents through which the pressure of an incipient dust explosion can be quickly dissipated. The vents can be simply unrestricted or free openings: hinged or pivoted sash which swing outward at a predetermined internal pressure; fixed sash, with light wall anchorages; scored glass panes; light wall panels; monitors or skylights; poppet-type vent closures; paper, metal foil, or other diaphragms that burst at low pressures; pull-out diaphragms, or other similar arrangements.The use of pressure-relief vents is recommended in the dust-explosion codes of the rational Fire Protection Association,6/ and recently a special committee on explosion venting has been organized. However, technical data on which the design and distribution of relief vents can be based are meager. An experimental study on venting grain-dust and cornstarch explosions was made by the Bureau of Chemistry and Soils, United States Department of Agriculture.7/ Tests on cork fines, cinnamon, starch, barley dust, and a phenolic plastic were made in a laboratory-scale (0.1-cubic-foot) apparatus by the engineering department of the Factory Insurance Association.8/ A study on the venting of explosions of acetone-air mixtures was made by the Bureau of Mines.9/The object of the present investigation is to extend the limited knowledge on the effectiveness of pressure-relief vents of different types, shapes, and sizes. The aim is to determine the venting requirements in equipment and structures of various dimensions and shapes for dusts of widely different explosive properties. On the basis of such accumulated information, together with theoretical considerations, it is hoped that ultimately it will be possible to recommend correct venting for most operations in which a dust-explosion hazard exists."

As a part of a comprehensive survey of the Adirondack region, the Bureau of Mines, 1944 and 1945, conducted investigation of magnetic deposits at Dennemora, Russia Station, Redford-Clayburg, Standish, and the Ausable river region. Later in 1945, the Federal Geological Survey, started an aeromagnetic survey of the area and completed it in .1946. The Bureau of Mines extended its magnetic surveys in 1946 in the Redford-Clayburg area. In 1947 the Bureau of Mines .diamond-drilled throe holes in the Redford-Clayburg district. Clinton County has one active magnetite mine at Lyon Mountain and inactive mines at Palmer Hill and Arnold Hill, as well as along the Saranac River.
