VOLUME I Volume I of this three-volume report is the result of development of a comprehensive, coordinated approach to site data-acquisition activities to produce key plans and reports during the evaluation and development of a surface coal mine. A logic diagram illustrates activities in the planning and decision-making process from exploration through post-mining monitoring. The report briefly discusses major elements, other than the site environment, which influence development of mining and reclamation plans and refers to other readily available literature for details outside the scope of this study. The essence of the rationale is shown to be the 1 employment of necessary skills at the proper time to evaluate specific data ' requirements and integrate them into a cost-effective program to produce initial and major feasibility reports, mining, and reclamation plans, and the environmental impact assessment.

MORE THAN 30 MILLION EMPLOYEES each year are exposed to hazardous occupational noise, and approximately one-third of them develop permanent hearing loss (NSC, 2000). Possible explanations for the latter statistic include worker regard for noise as a mere nuisance rather than as an occupational safety and health hazard, and consequent neglect of established protective measures (e.g., hearing protection); lack of knowledge concerning noise; improper use of hearing protection; worker indifference; and inadequate training (Bauer & Babich, 2004). Many drill rigs generate high sound levels, which vary according to the type of machine, its location with respect to the physical surroundings, and the location of the sound measured around the rig. A NIOSH study measured noise output from several types of drill rigs during field investigations (Ingram & Matetic, 2003). Two types of data were recorded the actual noise generated by the drill rig at various positions around the rig and the noise to which the drill operator was exposed during the drilling cycle. For the latter, sound level measurements up to 120 dBA were recorded while hammering casing (metal on metal) in drilling a water well (Photo 1). Several types of administrative controls exist to address worker exposure to loud drill rig noise. Rotating duties to decrease exposure time and posting warning signs in high-noise work areas are two such controls. Another is the use of hearing protection. Worker use of hearing protection has been disappointing, however. One study by the University of Michigan found that construction workers used earplugs and earmuffs only between 36% and 61% of the time that they were necessary (Lusk & Kerr, 1998). In a 2001 study, OSHA reported a relatively low rate of 30.4% for use of earplugs among construction workers (Walker, 2001). Why are rates for hearing protection use so low? One explanation may be workers' lack of concern for noise in the workplace. They expect workplace noise to be a loud and in¬ evitable nuisance and, therefore, accept it as part of the job. As a result, they disregard proven measures that can protect their hearing. Other workers may use hearing protection, but do so improperly. They may misguidedly remain in high-noise areas for extended periods thinking they are protected when in fact they are not. Other reasons for low use and/or misuse of hearing protection include poor education, lack of awareness and inadequate training (Nash, 2003). To address the training issue, NIOSH developed two exercises from which drillers can learn about noise, hearing loss and hearing protection. The National Safety Competition was inaugurated in 1925 by the Bureau of Mines, U.S. Department of the Interior, in cooperation with the Explosives Engineer. The basic purpose of the competition is to stimulate employees to work safely and too give impetus to the building of better accident-prevention programs. A well-designed and efficient safety program helps a company economically by cutting costs, preventing damage to equipment and materials, and reducing nonproductive delays. An effective safety program benefits the employee more directly because his injuries cause personal suffering, lost time, and lower living standards for his family. Since both have much to gain, management and workers should cooperate closely to eliminate disabling work injuries. The greater contest participation and the larger number of perfect safety records indicate increasing safety consciousness on the part of management and employees.

In deposits of the John Muir Wilderness, tungsten is the principal metallic element. Gold, silver, copper, and molybdenum could be recovered as by-products from most of the tungsten deposits. More than 1 million tons (0.9 million t) of tungsten resources are estimated to be along the fringes of metasedimentary roof pendants. Gold-silver deposits and silver-copper-lead-zinc deposits with small resources are found at several localities. The association of metal deposits with the intrusive-metasedimentary rock contacts and the widespread existence of these contacts, suggests additional resources exist. The area has no known potential for coal, oil, gas, or geothermal energy.

The object of this paper . is to make known the superior classification accomplished in a hydraulic classifier designed to make use of principles determined by recent research ... The details of the design , the results of preliminary research , and the final testing are given . The classifier of the new design shown in figure 1 and another one like it are in operation as concentration classifiers in a Birmingham iron- ore mill recovering 4 tons per hour of concentrates from table middling that ` otherwise would require regrinding and retabling . The four factors that contribute to the successful operation of these classifiers are ( 1 ) a teeter column of small diameter , ( 2 ) use of an open - bottom tooter column classifier with a periodic pincer instead of the usual type , which terminates in a vortex, ( 3 ) a sorting chamber under separate hydraulic control , and ( 4 ) a teeter column of more than the usual depth . · At the outset it must be stated positively what the authors mean by hydraulic classification : They mean the reconstruction of a multimineral ground product into fractions graded with respect to size , so that cach fraction has the heavy mineral segregated in the fine sizes and the light mineral segregated in the coarse sizes . This definition presupposes that in multiplespigot classification the low specific gravity minerals are carried beyond the first cells to the later ones . The reader must take into account that , from the standpoint of classification , " ores " may be divided into two types , represented - by the following : ( 1 ) Joplin flint - blende ores , which , because of the hardness of the flint and the softness of the blonde , yield upon comminution a product that already has the essence of classification ; and ( 2 ) Birmingham Big Seam iron oros , which contain " easily shelled - out " sca sand and , upon reduction to about 10 mesh , yield a heterogeneous mixture in which the size analyses of the respective " floats " and " sinks " arc almost identical .

"INTRODUCTION During the early 1920's world-wide attention was attracted to a group of oil fields (Mexia, Wortham, Currie, Richard, and Powell) later known as Mexia-Powell fault-line fields in Limestone, Freestonne, and Navarro Counties, Tex. Enormous yields of high-gravity oil from the wells in these fields resulted in drilling campaigns that quickly surpassed all previous records for rapid, intensive development of productive areas. The discovery of oil in the Mexia filed in September 1921 was followed quickly by the finding of oil in the Currie field in October. In January 1923 oil was discovered in the Powell field; in February 1924 the Richland field, midway between Currie and Powell fields, was brought in; and in November 1924 oil was discovered in the Wortham field, situated between Mexia and Currie fields. Each of the fileds was developed rapidly: wells were spaced closely and had high initial production; production peaks were reached early in the producing lives of the fields; subsequent decline was rapid, and there was early and rapid encroachment of edge water.In 1927 Bureau of Mines engineers, in their investigations a engineering conditions in oil,completed a preliminary study and published a mimeographed report 4/ on underground conditions in the Wortham field, and in 1928 they reported on production and development problems in the Powell Field. 5/ field."

As part of the research effort of investigating the effects of microwave energy upon the chemical and physical properties of different minerals and ores, the Bureau of Mines has conducted basic research into identifying those properties of minerals that are affected by microwave energy, namely, the dielectric constant and loss tangent. These properties were determined utilizing the theory of microwave propagation in a coaxial waveguide filled with a dielectric material and measuring the input impedance with an RF impedance analyzer that operates from 1 MHz to 1 GHz. By knowing the microwave frequency and filling the waveguide with a powdered mineral, the dielectric properties of the mineral sample were determined. From these dielectric properties, theoretical microwave heating characteristics of each mineral could be calculated. These same mineral samples were then irradiated by a 915 MHz 30 kW variable power microwave oven and dielectric heating studies were performed. A comparison of the theoretical heating characteristics and the results from actual dielectric heating studies was conducted to evaluate the dielectric property measurements on each mineral. This report presents the results of the Bureau's research in identifying the dielectric properties of low-loss minerals according to the mineralogical classification scheme along with their irradiation studies. Though far from complete, this study represents some of the more frequently encountered low-loss minerals.

The Bureau of Mines investigated the influence of a free gas saturation on oil recovery by water drive. A digital computer was used to calculate the combined oil recovery from solution-gas drive to various states of depletion. Results of these calculations are compared and optimum conditions for the maximum oil recovery are found for various fluid-rock systems. For most of the fluid-rock systems, the calculations show an optimum gas saturation other than zero. Using fluid and rock properties as parameters, graphs are plotted showing the optimum gas saturation and increase in oil recovery brought about by the gas saturation. The effects of fluid properties and relative permeability on the optimum gas saturation are seen in these graphs. The graphs can be used as guides in connection with other considerations in determining the optimum time to start a waterflood. They should also be helpful in determining the MER of a water-drive reservoir. The effects of compressibility and solubility of the trapped gas saturation are investigated for select cases using a backward difference scheme to solve the partial differential equation of three-phase flow. From these calculations, it is observed that some benefit of a gas saturation remains for injection pressures up to 1.5 times the original bubble-point pressure.

The Bureau of Mines investigated the factors that cause agglomeration of lignite by freezing during winter shipment and sought methods to avoid it. Tests showed that lignite may be freezeproofed by removal of the relatively small quantity of moisture involved in forming the frost crystals which cement particles together, or by controlling the crystal characteristics. Adding dried lignite fines proved to be an effective and superior freezeproofing method. Commercial adoption of this method has been successful.

The design and field testing of a seismic miner detection and location system arc described. This work was carried out over a period of three years. The first two and one-half years were sponsored by Continental Oil Company, while the last period of tests were done as the first part of a one-year contract with the U.S. Bureau of Mines. Laboratory and field experimentation in three different nines under simulated emergency conditions have led to three important results: (1) Taps on roof bolts with normally available objects can usually be detected up to horizontal distances of 1,000 ft. (2) The origin of the tans can be located by on-site processing with a small computer. (3) Some predetermination of the approximate location is necessary for a quick and successful rescue. This report also includes preliminary specifications an,d cost guidelines for construction of a transportable field system capable of matching the performance characteristics of the one used during the field tests.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. A survey of the literature on ELF and VLF atmospheric noise has been made. Most measurements have concentrated on the vertical electric field and the horizontal magnetic field rather than the vertical magnetic field which is of interest in transmission between horizontal loops. The limited vertical magnetic field data indicates that the vertical component is generally 10 to 20 dB below the horizontal component. Three laterally inhomogeneous earth models have been analyzed for conversion of horizontal to vertical magnetic field. The rough surface model examines surface effects, the inhomogeneous thin sheet model treats volume effects, and the buried cylinder model treats localized man-made effects. All three models predict the possibility of significant conversion from horizontal to vertical magnetic field. A thin sheet model has also been used to examine transmission from a buried magnetic dipole source. It is found that the predicted fields more nearly model the measured data than does the homogeneous half-space model.

This U.S. Bureau of Mines report considers, from a psychological perspective, the perceptual process by which miners recognize and respond to mining hazards. It proposes that if the hazard recognition skills of miners can be improved, mining accidents may be reduced to a significant degree. Prior studies of hazard perception in mining are considered, as are relevant studies from investigations of military target identification, pilot and gunnery officer training, transportation safety, automobile operator behavior, research into sensory functioning and visual information processing. A general model of perception is introduced, and selected concepts from the psychology of perception that are applicable to the detection of mining hazards are reviewed. Hazard recognition is discussed as a function of the perceptual cues available to the miner as well as the cognitive resources and strategies employed by the miner. The development of expertise in responding to hazards is related to individual differences in the experience, aptitude, and personality of the worker. Potential applications to miner safety and training are presented.

The prevention of fires and explosions involving the combustibles and oxidants likely to be found in flight vehicles requires a knowledge of the flammability and related characteristics of these materials. This circular is a compilation of the available charactersilics data for a series of combustibles and oxidants of current interest. Vapor pressure data are presented for fluorine, oxygen, chlorine trifluoride, nitrogen tetroxide, nitric acid, hydrogen peroxide, ethylene oxide, hydrogen, ammonia, pentaborane, unsymmetrical dimethylhydrazine, monomethylhydrazine, hydrazine, and a series of hydro-carbons including decalin, tetralin, bicyclohexyl and other high-density fuels. In addition, flammability characteristics diagrams are included for each of the fuels in contact with air and, where available, other oxidants (for example, oxygen and nitrogen tetroxide). To assist in understanding these data, sections on definitions and theory and applications have been included. Each section is complete in itself and can be used separately. For example, a reader who is familiar with the general theory of combustion and detonation may find the data sections more useful than the definitions and theory and the application sections. However, since pertinent data are included in these sections, they should also prove useful to the experienced engineer interested in preventing fires and explosions.

Underground coal mine tracked vehicles have been studied to determine the state of the art and how brakes might be added to the coal haulage cars. Specific areas of interest are: brake sys terns, couplers, car trucks and car handling procedures. Problems related to adding brakes to the haulage cars appear to be: the limited amount of room to mount the brakes on the cars, brake line connection between rotary dump cars, achieving desirable braking characteristics without over complicating the system and keeping the installation cost to a reasonable figure. This document combines the information contained in the first issue of the "State-of -the-Art of Underground Coal Mine Tracked Vehicle Brake Systems," BRL Report No. 6080, with that contained in a subsequent monthly report.

This paper, which describes the milling practice at the Montana mine concentrator of the Eagle-Picher Lead Co., is one of a series being prepared by the United Slates Bureau of Mines. LOCATION The Montana mine is situated on the eastern edge of the Oro Blanco mountains at an elevation of 4,300 feet. It is in the Oro Blanco mining district, Santa Cruz County, in the southern part of Arizona, about 4 miles north of the Mexican border, 30 miles northwest of Nogales and 80 miles southwest of Tucson. Amado, a station on the Southern Pacific Railroad, midway between Tucson and Nogales, and about 40 miles northeast of the mine, is the shipping point and is reached over an excellent highway.

The report of work accomplished on the United States Bureau of Mines' bauxite project in Pulaski and Saline Counties, Ark., is presented in this volume and in a series of Reports of Investigations immediately following this volume. This first volume covers the project as a whole, whereas the subsequent volumes contain maps of local areas and deposits developed, together with logs of the drill holes and descriptions of the separate deposits. The Arkansas bauxite project was initiated in December 1941 and continued for 4 years. The first 5 months were spent in studying the problems presented and in geophysical exploration, Core drilling began in May 1942 and ended in May 1945. The project was one of the larger and more important of those undertaken by the Bureau of Mines for the purpose of developing domestic sources of supply of critical and strategic minerals necessary for National defense and for the successful waging of modern mechanized warfare. Some of the results of the Bureau's bauxite exploratory work have been made available to the public through the medium of press releases, transactions of technical societies, and government publications. More information has been supplied to government agencies upon request and to land owners and mine operators of the deposits concerned in the form of maps showing locations of all holes drilled on the property and logs with chemical analyses of' all cores recovered. In October 1946, the factual data were made avail-able to .the public in manuscript form in an-"open file" at the office of the State geologist, R. B. Foxhall, Little Rock, Ark., and at the office of the. Bureau of Mines in Washington. For the purpose of providing a background for the presentation of the factual data obtained, the history of bauxite is reviewed briefly. Information relative to past production and reserves of bauxite in Arkansas also is given. A resume of the development of the industry in Arkansas, the exploration and mining methods employed, the various uses to which the bauxite is put, and a brief outline of the geology of bauxite in Arkansas complete the -background.

The problems caused by interaction in multi-horizon mining are world wide and are not limited to the coal industry. These problems will continue to increase as mining of new seams multiplies and replaces production from mined out horizons. Interaction problems are particularly evident in the Appalachian coal fields which contain many mineable, contiguously placed coal seams. Selection of the mining sequence of these seams, historically and currently, is based primarily on considerations of seam ownership, availability, and economics. Experience has shown, however, that mining any seam can seriously affect subsequent operations in coal seams both above and below the one being mined. This interaction effect is often detrimental to the recovery cost and safety of mining the subsequent seams. Designing to avoid or minimize interaction effects represents a major challenge to the modern coal mining industry and therefore is the focus of this research. In an effort to evaluate past interaction effects and provide guidelines for future mine design, interactive ground control problems were categorized into four areas. These are pillar load transfer, massive interseam shearing, subsidence and pressure arching effects. To facilitate research, each of these areas was studied separately although in reality these subdivisions are arbitrary and have considerable overlap.

On Thursday, March 18, 1937, the country was shocked by news of a terrific explosion at the New London, Tex., school, which caused the death of 280 pupils avid 14 teachers. The explosion occurred at about 3:05 p.m. in the largest of the 11 school buildings on the campus. Fire 1 shows this building, marked "Main high school building", with respect to other buildings, pipe lines, oil wells, and gas lines or the property.
