The potential usefulnuss of reclaimed surface-mined land has received much attention in recent times. This attention is partially due to the establishment of federal environmental reclamation standards but concern for achieving better land uses has also been shown by interested members of the mining industry. In an effort to develop a procedure for evaluating postmining land use potentials, specific mines in various regions of the U. S. were studied to determine the extent of current mined-land planning and to discover characteristics that are regional in nature. As part of this investigation, a 430-acre surface mine in Clear-field County, Pennsylvania has been studied. Established site planning principles have been applied to the case study site including formation of a data base, development of alternate land use plans, and evaluation of the economic, environmental, and social impacts of the land use alternatives. Key factors affecting site realization have been identified along with positive suggestions for applying land use planning processes to mined-land planning.

Underground coal mining continues to evolve in the U.S., and more reserves are being mined under deeper cover, with worse roof, or with interactions from previous workings. At the same time, the mining community is responding to higher safety standards and intense competitive pressures. The need for effective ground control design has never been greater. Ground control safety issues that have been addressed by recent the National Institute for Occupational Safety and Health (NIOSH) research include: Improving roof support performance; Maintaining safe tailgate escapeways from longwalls; Optimizing pillar design for retreat mining; Controlling multiple seam interactions; Predicting roof conditions during extended cuts, and; Preventing massive pillar collapses. As funding from both government and the private sector has diminished, the emphasis in research has focused on providing the mining community with practical techniques for improved ground control design. Many projects have successfully employed empirical methods that emphasize the statistical analysis of case histories from underground mines. Other projects have employed numerical models and large-scale laboratory testing of roof support elements. Using these data, NIOSH has developed an entire toolbox of computer programs that have been effectively transferred to the mining community.

This Bureau of Mines report is devoted to descriptions of investigations pertaining to underground mine trailing cables, their handling, splicing, and the use of couplers.

The Bureau of Mines analyzed the cycle of secondary gold to determine the quantity of gold not being recovered from scrap, and to identify areas for research to increase the supply of gold from scrap. Secondary gold in 1967 was estimated to be 2.4 million troy ounces; this excludes secondary gold which is recycled within consuming plants. Firms contacted included consumers using about 41 percent of the gold in 1967, And refiners that recovered about 90 percent of the secondary gold. Results of the study indicate that loss of gold is small, and refiners and consumers are accelerating programs designed to reduce recovery costs. With the increasing generation of low-grade industrial scrap, research is needed to improve present recovery techniques and to develop methods to accelerate the flow of secondary gold back to supply.

The Bureau of Mines presents an economic evaluation of its leach- electrolysis process for recovering lead from galena concentrate. In this process, galena concentrate is leached at 200° F with a ferric chloride-brine solution to extract lead while leaving sulfur in the residue, which is discarded. The solution after leaching is concentrated and cooled to 100° F by vacuum evaporation to crystallize lead chloride from which metallic lead and chlorine are produced by fused-salt electrolysis. Chlorine is used to regenerate the spent leach solution before it is recycled. A cost estimate was prepared for a plant capable of producing 300 tons per day of lead, 330 days per year. The fixed capital cost on a third-quarter 1977 basis Fs $27,500,000, and the estimated operating cost without a charge for the concentrate is 4.9 cents per pound of lead product. Assuming a selling price for corroding-grade lead of 31 cents per pound and a charge for the concentrate of $332 per ton, the interest rate of return on investment after taxes is 16 percent. The leach-electrolysis process, therefore, appears to be economically attractive under the assumed market conditions.

A series of experiments were undertaken by the Bureau of Mines to determine the emission products of several types of conveyor belting and other combustible materials found in mines. These experiments were conducted under intermediate-scale, simulated mine conditions to determine smoke characteristics and gas concentrations. From these determinations, heat-release rates, particle sizes, obscuration rates, combustion yields, and production constants were calculated. Three types of belts were investigated: chloroprene, also known as neoprene (NP); polyvinyl chloride (PVC); and styrene-butadiene rubber (SBR). The belts were designated as ignitable or self-extinguishing depending on the length of the burning time and the subsequent combustion products. Under these experimental conditions, the SBR belts were the easiest to ignite. The PVC and NP belts tended to self- extinguish within a few minutes after ignition, but were still capable of maintaining a brief flaming period. These conveyor belt combustion results are compared with previous analyses of wood, transformer fluid, and coal fires. Together they form a data base by which findings from future experiments with other mine combustibles can be compared.

The U.S. Bureau of Mines has developed ultrasonic measurement instrumentation capable of measuring strains and elongations on tensioned and untensioned mine roof bolting systems. This report evaluates the pulsed-phase-lock-loop and pulse-echo systems. The pulse-echo systems measure time of flight of a signal through the bolt. The ultrasonic instrument converts the measurement into elongations or stress. The most recent Bureau instrument development converts travel-time measurements directly into elongation, load, stress, and torque by simple data manipulation from the keyboard. Bolt preparation and instrument calibration are described in detail.

Critical and strategic metals are often present in small quantities in low-grade domestic ores. When these ores are leached, the resulting solution usually contains the metals in very dilute quantities. Selective electrowinning from dilute electrolytes was investigated by the Bureau of Mines. A metal deposit containing 84 pct nickel was electrowon from the leach solution of a complex domestic ore bulk flotation concentrate originally containing approximately 2 wt-pct nickel. Key to achieving accelerated deposition rates, in the case of dilute solutions, is the rapid movement of the electrolyte through the electrowinning cell. Pure, synthetic nickel electrolytes were used to establish deposition parameters, and to optimize electrolyte velocity or mass transfer rates. Hydrodynamic and electrodeposition parameters for both the synthetic and leach electrolytes are presented and the experimental research described. Selective electrowinning appears to offer a viable alternative to physical separation methods to obtain separate metal "concentrates" from low-grade ores.

"The O'Jack Mining Co.'s zinc and lead deposits in Jasper County, Missouri, have been worked intermittently since the early nineties; production from these deposits was greatest during World War I and II - 4,668 tons of zinc and lead concentrates. The deposits are in a sink-hole structure in which intense deformation has taken place and in areas of disturbance in the sheet-ground horizon.While high-grade ore was being mined, the operators sank seven churn-drill holes for the purpose of extending reserves. They then asked the Bureau of Mines to explore the deposit with the object of developing a reserve of lower-grade ore that could be mined by open-pit methods. Twenty-two holes were sunk. The methods of drilling and sampling and the logs of the holes, as of those drilled by the operators, are given later in this report.INTRODUCTION AND ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mined has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Details are given of a Hydride Fuel System to provide 5 kg of HZ to fuel a Caterpillar 3304 engine previously modified to operate on hydrogen fuel and intended to power an underground mining vehicle. The Fuel System was installed onto the engine and the Engine/Fuel System tested under cold start conditions and a full range of engine loads and speeds. Refueling tests were also performed. The fuel system tested will support full engine power and allow delivery of at least 3/4-power on a continuous basis, from cold start conditions.

Direct current electrical systems are used in most coal mines primarily to power the main haulage trains and secondarily to feed other equipment and passageway lighting. Electrical power is supplied from rotary machines or static rectifier equipment and is distributed through the mine by open trolley wires and feeder cables. The rails of the haulageway are used as a current return path. This exposed power distribution system is very vulnerable to conditions which lead to undesired leakage currents and short circuits and, consequently, the possibility of fires or other hazards to personnel. Present techniques and equipment have been utilized in so far as practical to improve the safety of the dc electrical system; however, there still appears a need for further improvement. Because of this need, this program was sponsored by the Bureau of Mines to investigate two specific technical areas related to improvement of dc electrical system safety. One area included the determination of the characteristics of mine electrical systems and their protection requirements and the verification of the adequacy of available protective devices for mine service. Despite the widespread application of industrial protective equipment in mines, there was little detailed technical information available related specifically to the performance of this equipment in service. Our task was not only to develop useful information regarding mine system protection, but also to define and verify the adequacy of the protective devices available. Several years ago investigations were begun by the United States Government to determine the most efficient methods of utilizing the coals of the United States. These investigations, which were continued along several different lines, are now being carried on by the Bureau of Mines, in accordance with the provisions of the act creating this bureau . . It was because of the need for more complete information concerning the conditions under which coal could be economically burned in boiler furnaces without objectionable smoke that tests were made at the Government fuel-testing plants at St. Louis, Mo., and Norfolk, Va. In addition to this experimental work a number of commercial plants in the larger cities were inspected to ascertain what were the best methods then in use for abating smoke. The results of these investigations were reported in Bulletins 334 and 373 of the United States Geological Survey. Because of the continued demand for the information contained in these bulletins, the original editions of which are exhausted, they are reprinted by the Bureau of Mines. The text of this bulletin, particularly the information relating to smoke ordinances, was revised in the latter part of 1910 and the early part of 1911 by S. B. Flagg, engineer, who has charge of the steaming tests being conducted by this bureau.

An instrumented spherical vessel has been used for many years to study laminar combustion waves. Concurrent measurements of flame speed and pressure-rise rates have led to evaluations of burning velocities, the pressure dependence of the burning velocity, and the expansion ratios of the gases passing through the combustion wave. For the most part, these studies have involved flames initially at atmospheric or subatmospheric pressure. The old spherical vessel used by the Bureau of Mines was not designed for use at elevated pressures. Moreover, being made of wrought iron, it was susceptible enough to corrosion to prohibit its use with many combustible mixtures that figure in industrial research. In mid-1956, under sponsorship of the Office of Naval Research, the Bureau undertook the development of a stainless steel spherical vessel capable of withstanding explosions of gaseous mixtures at initial pressures as high as 20 atm. and initial temperatures as high as 250° C. The design called for a double array (cross) of closely spaced small windows for observation of the flame as it traversed the vessel and a piezoelectric transducer to measure concurrently pressure-rise rates. Because no commercial contractor was willing to bid on the construction of such a vessel, it was built at the Bureau's Bruceton machine shop.7

The rate of the steam-carbon reaction, which is of fundamental importance to coal gasification, was determined by passing steam over graphite specimens suspended in an electrically heated tube. The measurements were made at 1,900° to 2,400° F. and at steam-feed rates of 0.1 to 2.0 moles of steam per mole of carbon per minute. At the maximum steam-feed rate, the reaction rate of carbon ranged from 0.4 percent per minute at 1,900° F. to 7 percent per minute at 2,400° F. Up to about 2,200° F., the steam-feed rate had only a slight effect; above this temperature, it limited the reaction velocity when the final mole fraction of steam in the reaction products was much less than 1.

This paper is one of a series being prepared by the Bureau of Mines on methods, practices, and costs in various mining districts in the United States. The paper describes mining and ore recovery methods common to the Batesville manganese district, Independence County, Ark., and gives the costs of producing merchantable ore by three operators whose methods were more or less typical of those of many other local manganese producers. The operating costs reported were those of Leonard Baxter at mines on Brooks Hill for the calendar year 1958 and Arkansas Mining and Exploration Corp. at Section 16 mine and the Searcy group of mines and Miller-McGee Corp. at the Diener mine during the first 6 months of 1959. Manganese are was mined in the district as early as 1849 and almost continuously thereafter until August 1959, when termination of the Government's domestic manganese purchase program resulted in complete cessation of mining activity. During those years, production came from more than 189 mines and properties, of which only a few produced as much as 30,000 tons of merchantable ore.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. The Bureau of Mines is developing melting data for binary combinations of the alkaline earth fluorides and yttria to facilitate the formulation of slag composition. Liquidus and solidus temperatures and solid solubilities were determined for the BaF2-Y203 system, and the information is presented as the phase diagram. The phase diagram was constructed from data obtained by ceramography, X-ray diffraction, and thermal analysis of specimens encapsulated in small molybdenum ampoules. The data indicate a simple eutectic system with maximum terminal solid solubilities of less than 1 mole pct. The eutectic temperature is 1,343° C, and the composition of the eutectic is less than 1 mole pct Y203.

"INTRODUCTION Knowledge of the Phase relations of fluids produced from combination wells 4/ at the pressures and temperatures characteristic of production from natural reservoirs is essential to efficient recovery and refining practice. An accurate sample of the fluid from such wells may be prepared by mixing (in the proportions of the measured gas:liquid ratio) gas and liquid taken from the separator conditions of steady flow; and physical properties of the sample, at significant pressures and temperatures, may be determined with suitable laboratory apparatus for use in the solution of engineering problems. The results of study of sample so obtained and of mixtures of gas and liquid from the separator combined in other proportions are presented in this report. Attention was given in the study to the relationship between the physical properties of what may be regarded as the constituent materials - the gas and liquid taken from the separator - and the properties of mixtures of these constituents. Data obtained for the complete range of mixture Proportions are expected to provide a reference scale for the study of other combination-well fluids produced at different liquid:gas ratios."

[THIS PAPER, tine of a series on placer ml n in iii Alaska, describes mining methods and gives unit costs at operations where hydraulic and mechanical excavation equipment is used with nonfloating washing plants. The mining methods described were developed during the last 30 years to copy with conditions peculiar to arctic and subarctic regions arid are now used by a large segment of the placer mining industry in Alaska. The operations described have been classified if m ii into three main categories: Those having sluices at a bedrock level, those having sluices above bedrock and those having mobile nonfloating washing plants (dryland dredges). Diesel-powered bulldozers and draglines convey or clevate gold-bearing gravel to the sluices, remove tailings, and strip waste gravel and other overburden. Diesel-powered centrifugal pumps supply water foe sluicing and hydraulic stripping. Detailed descriptions and unit cost arc presented for 14 operations to illustrate the numerous arrangements udder the first 2 categories.]

This report describes a microcomputer-based instrumentation system for structural monitoring of the circular, concrete-lined Silver Shaft in northern Idaho, The 1-ft-thick concrete lining and surrounding rock mass were instrumented with a total of 12 multiple-point borehole extensometers, 16 pressure cells, 22 concrete embedment strain gauges, and 12 thermistors. The instruments were distributed among four test sites and installed immediately above the shaft bottom during sinking at the 2,414, 4,063, 5,191, and 5,955 levels. Limited access to the instruments prompted the development of a microcomputer-based remote data acquisition system that could be operated from the surface. The system scanned the instruments on a programmed schedule, printed out reduced data, and stored the data for plotting and recall. Data acquisition from off-site and uploading of data to mainframe computers were accomplished by the addition of modems to the basic system. The system is suitable for use in monitoring the structural behavior of any deep mine opening, especially in harsh operating environments and where access is limited.
