This study focusses on the production of micro-structured agglomerates with high porosity from iron (III)-hydroxide-containing materials as adsorbent. A fractal-like structure of the agglomerates was created through a two-stage agglomeration process. Developing porous structures was necessary to increase the adsorption capacity. Various materials were used for the agglomeration experiments: i) filter cake (dry matter content 23 to 27 wt.-%); ii) FerroSorp®DGµ, a product which is already being used commercially for various applications in water cleaning. These materials in the pristine state have different characteristics such as dry matter content and particle size distribution. The desired optimised agglomerates can be achieved with the help of additives or binders, respectively. Additionally, the agglomeration process parameters play a vital role. In order to produce agglomerates with high porosity, the process was carried out in two steps. Firstly, FerroSorp®DGµ (d90 < 30 µm) was agglomerated jointly with the aforementioned filter cake in an Eirich intensive mixer (particle size range 125 µm < d90 < 500 µm). The second agglomeration step post drying was carried out in a pelletisation disc or in an Eirich intensive mixer with the addition of polymeric binders (up to particle sizes ranging from 2 to 4 mm). Agglomerates were characterised both in short and long term loading tests using phosphate as model ion. Contact times were less than 10 min, similar to practical application in percolation columns, or more than 7 days, respectively. The results show that the agglomerates produced in the two-stage pelletisation process have more advantageous properties like better accessibility of the active sites obtained by specificly influencing the particle size distribution during the two-stage pelletisation process.

"The budget that was tabled by Finance Minister MacEachen on November 12, 1981 will result in a major tax reform of Canada&apos;s income and sales tax systems, the likes of which have not been witnessed by taxpayers since 1971. All segments of the economy will be affected one way or another by the far-reaching budget proposals; the mining industry did not escape untouched.Important changes will be introduced which will alter some of the fundamentals of structuring mineral resource ventures in Canada. This month, Tax Notes examines these changes, and also summarizes the other highlights of this key federal budget.IntroductionFinance Minister MacEachen&apos;s budget, with its lower personal tax rates, loophole plugging and tax shelter bashing, represents the biggest shakeup in our tax system since tax reform in 1971. In his budget, presented in the House of Commons on November 12, Mr. MacEachen proposed substantially lower tax rates for middle and upper income individuals, with the top federal and provincial tax rate dropping to about 50%, but in return he eliminated most of the opportunities for individuals, and corporations, to reduce or defer taxes through a wide variety of tax shelter and tax planning mechanisms.Although many of those budget proposals that dealt with the resource industries focused on the implementation of the September 1, 1981 agreement reached by the federal and Alberta governments concerning the National Energy Program (see Tax Notes in the December 1981 issue of the Bulletin), the budget also contained some proposed amendments that would have significant implications for investment in the mining industry.This month, Tax Notes examines these latter proposals, and also summarizes very briefly those budget proposals which are not unique to the resource sector."

"The 1980sfor the mining industry can be characterized as the survival of the fittest. High interest rates, low commodity prices, foreign subsidized competition and decreasing ore grades have contributed to a streamlining of the domestic mining industry in the United States, leading to the shutdown of operations or large cutback of work forces. The purpose of this paper is to look at the impact of a layoff on the employees of what was once a major uranium producer in south central Wyoming, twenty months after the final layoff and mine shutdown. INTRODUCTIONDecember 19, 1985, was the date of the final of three successive layoffs over a two-month period, leading to the complete shutdown of Petrotomics Company, a subsidiary of Getty Minerals Company. The final shutdown was due to a combination of depressed U3O8 prices and the takeover of Getty Oil Company by Texaco in January 1984.The layoffs affected 104 employees and included mine personnel, mill personnel and staff. Both hourly and salary workers were involved. The operation was considered non-union, however, a few mill hourly employees were unionized. At the completion of the layoffs. only a handful of employees remained for administrative and miscellaneous functions.For Getty employees, the terms of the merger agreement provided a generous level of separation benefits. The terms that were insisted upon by Mr. Petersen, Chairman of the Board for Getty Oil, stipulated that employees receive one month of severance pay, for each full calendar year of employment up to a maximum of two year&apos;s pay. This was the forerunner of what is now commonly known as the ""tin parachute”. All but the union employees of Petrotomics received these separation benefits. Union employees were covered by their separate, less generous, contract.Much of the literature that has been published in recent months has centred around the effects of layoffs on remaining employees, or the psychological effects on the severed employee. This study will emphasize the economic impact and ramifications due to a layoff, using the Petrotomics employees as a case example."

Is there a relationship among the Sudbury nickel ores, the Cobalt deposits, and the Huronian, Athabascan and North Australian uranium provinces? All are within intracratonic basins, with ore near basal unconformities. There are similarities in the geochemical "fingerprints" pointing to basic igneous rock affiliations. Some show a time relationship to basic igneous activity and to great rift systems. Many basic dykes show radioactivity at their edges. A spatial relationship between the uranium-cobalt-nickel ore at Midwest Lake, Athabasca, and basic igneous rock is reported. These remarks are not meant to imply, necessarily, a direct genetic connection between the basic dykes, etc., and the ore. In some cases, the relationship may be similar to that noted between basic and ultrabasic intrusives and volcanic massive sulphide ore deposits. Crustal thinning in these areas, associated with graben, appears to have favoured volcanic activity, as well as basic intrusives. Probably, the potential of the Huronian should be re thought . Athabascan-type ore may be present . New data on mineralization in Turner Township, Ontario, suggest this. The mineral possibilities of other basins should be reconsidered. It is to be remembered that the Athabascan and Kombolgie basins were neglected for many years. Intracratonic sedimentary-igneous basins contain many of the greatest mineral fields of the world.

The preparation of poly(N-isopropylacrylamide)-monolayer-protected clusters (PNIPAM-MPC) of gold nanoparticles was carried out in a homogeneous phase using three ways, in which three types of PNIPAM ligands were employed. The first type comprised of PNIPAMs with narrow molar mass distributions, synthesized by reversible addition-fragmentation chain transfer (RAFT) polymerization and thus, bearing a dithiobenzoate at the chain end. These polymers were used directly to passivate the gold nanoparticles upon the Schiffrin reaction in a one-pot synthesis. The second type of ligands was derived from the first one through hydrazinolysis, and they therefore contained a thiol end group. The third type of ligands was PNIPAMs obtained through conventional radical polymerization, post-modified to contain thiol end groups. The PNIPAM-MPCs were characterized by high-resolution transmission electron microscopy, and by dynamic light scattering. The one-pot synthesis utilizing the ligands of the first type turned out to be a simple and facile method, compared with the other two ways, with which the size of the gold nanoparticles can be easily manipulated mainly by adjusting the molar ratios of PNIPAM / HAuCl4. PNIPAM is a more efficient ligand to stabilize the gold nanoparticles in water and in organic solvents than alkanethiols. The surface density of PNIPAM chains ranged from 1.8 to 3.6 chain/nm2, which is much lower than that typical for alkanethiols. The thickness of a PNIPAM monolayer bound to the gold core is somewhat larger than the size of the random coil of corresponding free PNIPAM in aqueous solution, which suggests that the conformation of a PNIPAM chain bound to the gold core is to extended.

"Although the April 19, 1983 federal budget appears to put greater emphasis on new or expanded government spending programs in an effort to get Canadians working again, the budget proposals contain a light sprinkling of tax changes which could be of some direct benefit to the mining industry.This month, Tax Notes examines some of the more important of these changes.IntroductionSome sectors of Canada&apos;s mining industry could benefit from the proposed income tax changes announced by Finance Minister Lalonde in delivering his budget address to the House of Commons on April 19, 1983. Improved depletion allowance rules, expanded investment tax credits, better use of business losses, and inflation proofing of personal capital gains on Canadian common shares are all part of the measures included in Mr. Lalonde&apos;s first budget to try to reinvigorate the battered Canadian economy.Improved DepletionUnder the Income Tax Regulations, a taxpayer who incurs Canadian exploration expense (and certain other eligible expenses) is permitted to deduct not only the full amount of the Canadian exploration expense (""CEE""), but also an additional allowance (the so-called earned depletion allowance) equal to one-third of the CEE. Thus, a taxpayer in certain circumstances can claim a deduction of $1.33 for each $1.00 of eligible expenditure, including CEE.Although CEE can be deducted from any source of the taxpayer&apos;s income (for example, from investment income, salary income, and so on), prior to budget date the earned depletion allowance was deductible only from the taxpayer&apos;s resource profits. This restriction on the deductibility of the earned depletion allowance substantially reduced the attraction of the allowance: few individual investors or investment companies, for example, have the required stream of resource profits, at least when the CEE or other eligible expenditure is made."

Nuclear power reactors using zirconium alloy pressure tubes generate electricity in several countries. Such reactors are particularly important in Ontario, where CANDUs* generate about 30% of the total electricity produced in the Province. Starting with the commitment of NPD-2 in 1956, the pressure tubes of the first five CANDU reactors were made of coldworked Zircaloy-Z, an alloy of Zr and Sn. This alloy was developed by the US Navy, but the decision to use it in a cold-worked condition was based on AECL work. In 1958, the USSR published information on a new alloy, Zr-2.5 wt% Nb. The Nb promotes stabilization of the (3-phase in the material, thus presenting opportunities of exploiting metallurgically strong pressure tubes analogous to the heat-treatable cx-{3 titanium alloys. After construction of two reactors using Zr-2.5 wt% Nb in a quenched and aged condition, an extensive development program on cold-worked Zr-2.5 wt% Nb pressure tubes resulted in them becoming the reference tubes for all CANDU reactors committed since 1966. Anticipating the future needs of the domestic and export markets, AECL have pressure tubes of Zr-3.3 wt% Sn-0.8 wt% Nb-0.8 wt% Mo (Excel) in an advanced state of development. These tubes will be used in an annealed condition; our projections show that they will have improved dimensional stability over the lifetime of the reactors. These improvements result from experimental programs leading to an understanding of the relationship between microstructures and fabrication variables and effects of the environment during service in nuclear reactors.

"The auriferous mineralization at the Sigma-2 gold mine occurs in quartz-carbonate-tourmaline veins emplaced in a fractured granaphyre layer in the upper part of a differentiated gabbro-diorite sill. Kinematic indicators show that fracture planes were active as strike slip, dip-slip (reverse) and tensional faults.Measurements of attitudes of fractures and movement vectors indicate eight different sets that can be grouped into three systems: (I) an east-west oriented system includes a subvertical set and two other sets dipping north and south respectively; (2) a subhorizontal system of two conjugate sets bisected by a third tensional set; and (3)a system of sub vertical conjugate northeast and north-northwest trending sets.Kinematic analysis indicates that the subvertical set of the east west system was subjected to dextral strike-slip movement activated by a northwest-southeast compressive stress whereas the bulk deformation resulting from the remaining and subsequent seven sets can be explained by a protracted subhorizontal north-south compressive stress.The valuable gold mineralization is found principally in the fracture-filling veins of the subhorizontal system and subordinately in the other sets; among these other sets, the NE trending subvertical one is slightly more favourable.The over-all tectonic picture is that of an early mild dextral strike slip faulting in a ductile-brittle medium followed by a general flattening involving, first, a vertical and, later, a lateral extension by fracturing in a medium that had become brittle.The structural features are such that the differentiated sill could not be the source of the auriferous hydrothermal solutions."

"A full-scale demonstration unit of Tampella&apos;s LIFAC desulphurization process was tested at SaskPower&apos;s Poplar River Power Station Unit No. I. The test program included a series of parametric tests, followed by a 1500 hour operational evaluation. This paper summarizes the results of the test program, and SaskPower&apos;s economic evaluation which led to selection of the LlFAC process for SaskPower&apos;s 300 MW Shand power station. IntroductionOne of the major influences on the coal mining industry today is public and legislative response to acid rain. When sulphur-bearing fuels such as coal are burned, the sulphur oxidizes to sulphur dioxid e (S00 which, if uncontrolled, enters the atmosphere as one of the by-products of combustion. S02 then combines with water in the air to form an acid and acid rain results. Combustion also produces nitrogen oxides (N0J which can combine with water in the air forming nitrogen based acid , also contributing to acid rain.Acid rain has become a significant international concern. Newspapers have reported on dying forests, dead lakes and crumbling statues. Papers also include articles professing that the physical results of acid rain are vastly overstated. In the United States, a IO-year, Y2-billion dollar study called the National Acid Precipitation Assessment Program (NAPAP) was commissioned to evaluate the effects of acid rain. Even this extensive scientific study did not resolve the controversy. Despite disagreement over the quantitative effects of acid rain, there is no doubt that public concern over the issue is widespread and deeply felt.In response to this concern, legislators throughout the world have reacted with programs that restrict the emission s o f SO, and NO,. To industries involved in the supply and use of coal, the impact of these legislative programs has been extensive. United States power plants will be spending 10 billion dollars in the next decade for flue gas clean-up equipment. Even all this new equipment will not stem the tide of change to low sulphur coals and to “clean “natural gas. The following summarizes legislative actions taken for Canada and the United States."

"The two tubes of tunnel Hirschhagen along the highway A44 in Germany, underpass the federal road B7, a railway line and the valley of the river Losse close to the city of Hessisch Lichtenau. The ground in the area consists of Triassic sand- and siltstones (""Buntsandstein"") as well as tertiary clays. Prior to tunneling, the groundwater in the area is planned to be lowered by means of a gallery of deep wells. As a basis for the design of this dewatering gallery, two large pumping tests have been carried out. The results of these tests have been evaluated by means of 3D-Finite Element analyses. By means of the large-scale model, the influence of the anisotropy resulting from jointing and bedding and the influence of fault zones in the area have been taken into account, which lead to a thorough basis for the design of the dewatering gallery.INTRODUCTIONThe 4.2 km long Tunnel Hirschhagen of the highway A 44 crosses below the federal road B7, a railway line and the river Losse close to the city of Hessisch-Lichtenau in central Germany. Both tunnel tubes are located in a subrosion depression in which Triassic sandstone and tertiary clay prevail. It is planned to lower the groundwater table in the area of the meadow of the Losse prior to tunnel heading [1]. Groundwater lowering is planned to be achieved by means of a series of large pumping wells. The bottom of the river Losse will be sealed in order to avoid direct inflow of water from the river into the ground (Fig. 1 and 2)."

"This paper covers the planning, development, and mining of an underground pillar complex using a bulk mining method. To achieve the long-term goal of continually improving our operating processes, all cut-and-fill and undercut-and-fill workplaces at Thompson Mine have been evaluated for their conversion potential to the bulk method referred to as VerticalBlock Mining (V.B.M.).Since December 1979, conversion has occurred to the extent where 80% of the ore hoisted is mined using Vertical Block Mining (V.B.M.).Productivity and profitability have been substantially improved by converting to this bulk method, especially in pillar areas.IntroductionThompson Mine is a 6000 ton per day underground nickel mine located 3 miles outside the City of Thompson, 400 air miles north of Winnipeg . The mine has two shafts, T-l and T-3 (Fig. 1). The T-l shaft is 4427 feet deep with the deepest mining taking place on 4000 level. The T-3 shaft, which is the area of this presentation, extends to a depth of 2607 ft with the deepest operating level at 2400 ft. The two shafts, some 10 000 ft apart, are connected underground on numerous levels. The ore mined at T-3 is trammed on 2400 level to the T-I main ore pass and hoisted through the T-l shaft. Eight hundred and fifty thousand cubic feet of fresh air per minute ventilates the mine.The 1400 level 310 pillar complex is located in the T-3 mine area. There are six rib pillars, two crown pillars and one main pillar (boundary pillar between cut-and-fill stopes) within the complex (Fig. 2). The majority of the ore in this area has been mined using mechanized cut-and-fill techniques .Undercut-and-fill mining was the method originally planned to recover these pillars. It is slow, labour-intensive, and requires extensive use of timber during the mining cycle. The extraction drifts in the area are heavily timbered due to their proximity to the ore and the age of the facilities. Increasing drift maintenance costs and the successful mining of two main pillars with V.8.M. techniques provided the stimulus to review the mining plans for this area."

"This paper describes: how Falconbridge&apos;s fire protection system meets the needs of the Lockerby Mine; why the system was chosen over other alternatives; how it is unique, but can be applied to any underground situation; details of the system; how it was installed; the role of a fire protection company; and general considerations when choosing afire-suppresant system.IntroductionIn May 1981, after about three years of searching for the best fire protection system for the re-opened Lockerby nickel mine at Whitefish, near Sudbury, Ontario, Falconbridge Nickel Mines Ltd. installed an AFFF type of fire suppression system. It was designed and supplied by the Fire Protection Systems Division of Levitt -Safety Ltd.The system protects against loss of life, equipment and/or production, and it complies with legislation should fire occur in a fuel storage area and/or scooptram garage and service bay at any or all of the three levels near Shaft No.2.About 18 months after Levitt-Safety began working with Falconbridge, the system was designed and installed at a cost considerably less than that which would be incurred if fire damage caused the loss of two days of production.The fire protection system, which overcomes a limited water supply, is a self-contained balanced pressure proportioning system. It senses the flow and automatically determines the correct concentration of foam to water. It is triggered by a release mechanism which operates a bank of nitrogen cylinders, which in turn pressurize a pressure vessel to expel the foam concentrate and water from the tanks. This solution is piped to sprinkler heads in the specific area."

"On the north shore of the St. Lawrence River, in Quebec, are located orebodies of low-grade titaniferous magnetite. The Quebec Mining Exploration Company (SOQUEM), who have an interest in the deposits, believed that beneficiation of the could generate sufficient revenue to defray the mining costs and the costs of transporting the ore to a steel production facility. A joint research project of SOQUEM and CANMET investigated alkaline roasting of a magnetic concentrate, followed by leaching of the calcine and separation and recovery of Cr and V by solvent extraction. Aluminum was recovered by precipitation.The present paper describes the roast-leach bench-scale and pilot-plant work leading to the development of the optimum conditions f or the integrated process.A plant flowsheet was developed for the treatment of 5 x 106 tons of magnetic concentrate per annum. Estimates of capital and operating costs were made.Based on a recovery of approximately 90% V, 85% Cr and 75% AI, the total hydrometallurgical plant fixed capital costs, including mining, concentration and shipping, are estimated at $1.021 x 109; the operating costs are estimated at $131.92/ton concentrate. Annual revenue from the Na2CrO4.H2O, V2O5 and A12O3 produced is calculated to be $421 x 106.IntroductionThe Quebec Mining Exploration Company (SOQUEM) acquired in 1968 an interest in four titaniferous magnetite orebodies located in Eastern Quebec. 85 miles north of Mingan on the north shore of the St. Lawrence River. The Mingan deposit, with an estimated tonnage of one billion tons, has a reported average grade of 43% Fe, 6.3% Ti , 1.60% Cr, 0.19% V and 6.1% Al with minor amounts of nickel. SOQUEM, on the basis of previous bench-scale data, believed that the recovery of chromium, vanadium and alumina by alkaline roasting would generate sufficient revenue to defray the mining costs and the costs of transporting the ore to a steel production facility on the coast. One of the approaches selected by SOQUEM for beneficiation of the ore consisted of a combination of magnetic concentration followed by alkaline roasting of the calcine."

"Plastic Filled Valley (PFV) wire rope represents a significant development over the design of conventional wire rope. A sealing thermoplastic is impregnated under controlled conditions of temperature and pressure into a conventional lubricated wire rope to produce a lattice of plastic which surrounds and separates the strands from each other and from the core. Metal-to-metal contact is thereby alleviated and the lubricant is sealed in. The wear resistance, rope breaking load, fatigue resistance and crushing resistance are all increased. The result is a rope which offers exceptional service life.Laboratory tests carried out in Canada and at the University of Stuttgart, in West Germany, confirm the increase in fatigue life. The field trials conducted so far have indicated that the results obtained in the laboratory can be duplicated in the field.IntroductionIn times of double -digit inflation, the consideration given to operating costs throughout industry commands considerable attention. The same can be said of the mining industry. A set of large-diameter wire ropes used on the huge draglines in strip mining can cost in excess of $100,000. Because a machine may use three sets of rope s each year, it is clear that the costs of wire rope can contribute a considerable percentage to any operating budget. As wire rope is a product which is used extensively throughout the mining industry, it would appear timely to turn our attention to any ""Method of Extending Wire Rope Service Life"" in order that wire rope life can be optimized and wire rope costs can be minimized."

"Pellet quality has taken on a new dimension during the last ten years. Quality in the seventies was generally defined as adherence to certain physical and chemical specifications. Today, the talk is in terms of how the business is managed, how customer&apos;s expectations can be exceeded, not only in product quality, but in service responsiveness.Coke breeze and flux additions, lower silica levels, and improved furnace control practices have all contributed to the improvement of pellet physical and metallurgical properties. Statistical process control has provided additional insight into the parameters that affect pellet quality.Increased customer contact and product quality surveys have heightened our awareness of customer needs and also provide direction for quality improvement test work. Current work is focussed on improving reducibility and understanding the relationship between tumble, fired compression and metallurgical properties.This paper will review the Iron Ore Company of Canada&apos;s efforts during the past decade and describe some of its initiatives for the future.IntroductionThe Carol Pellet PlantThe Iron Ore Company of Canada&apos;s Carol Project is located in Labrador City in the southwestern portion of Newfoundland and Labrador , approximately 965 Ian northeast of Montreal. The project consists of mining facilities, beneficiation complex and a pellet plant, which began operations in 1962. The pellet plant consists of six Dravo-Lurgi straight grate machines, regrinding, filtering and balling facilities. The current capacity of the Carol pellet plant is approximately 10.5 million tonnes , while the concentrator has the capacity to produce about 18 million tonnes of concentrate.The orebody consists of specular hematite, magnetite and small quantities of limonite and goethite. The average grade of the orebody is approximately 39% iron."

"This paper reviews the development of new designs in extensible and high angle conveyor systems. These aim to overcome the limitations of prior alternative concepts in design. The application of such systems in strip, terrace, open pit and mountain mining is reviewed. IntroductionTruck haulage costs have tended to escalate in recent years. This has been primarily due to operations generally moving to greater depths with associated increases in haul distances . Periods of high inflation rates have also been experienced for diesel fuel oil, tires and other petroleum based products. Recent international political events have tended to regenerate concerns over future oil supply and price stability. For such reasons, conveyor based transport is becoming increasingly attractive. Truck haulage maintains an inherent flexibility and improvements continue to be made in performance and capacity. Doubts must exist, however, over the extent to which further economies of scale may be made. Conversely, belt conveyor systems do not suffer this constraint and have the following advantages:• Electrical power is used and the specific energy consumption is at least half that required for truck haulage.• Operating costs and skilled labour requirements are lower.• Equipment has superior longevity and is ""inflation proof"" .• Access roads can be steeper and narrower in most mine environments, reducing construction and maintenance costs.• They are less prone to breakdown and bad weather delays .• In long haul, high capacity operations conveyors can save substantially on capital cost.• Environmental impact is improved with reduced noise level, dust and atmospheric pollution. Although conveyor systems are less flexible in operation than truck haulage and although a breakdown in any part of the system can immobilize the total system, mechanical availabilities of + 80% are constantly reported by large operators. There would appear in the past to have been some prejudice against conveyor systems in hard rock mines due to lack of experience. Apparent reservations would apply equally 10 underground coal mines, yet practically all of these mines (and some underground hard rock mines) find conveyor systems more economical than other transport systems."

"In 1957, the Department of Mines and Technical Surveys (now Energy, Mines and Resources Canada) issued their first certificate for a fire-resistant conveyor belt. The testing procedure used was a combination of those used in the U.S.A. and the U.K. Subsequently, certification was granted to fire resistant electric cables (1974), fire-resistant mine duct material (1976) and fire-resistant hydraulic fluids (1978).Until recently, the testing procedures were copied from either the U.S. or the U.K. However, since the founding of the new Canadian Standards Association (CSA) Steering Committee for Electrical/Mechanical Mine Safety in 1981, these requirements have come under the close scrutiny of new CSA technical committees who will attempt to adopt or change the existing procedures to meet Canadian needs. This paper outlines the existing test requirements and attempts to predict how they will appear after ""Canadianization"" by the CSA committees.IntroductionFires in underground mines have always been considered more serious than in other locations because of the confined space and limited atmosphere. A fire can make escape difficult or impossible if it is blocking all of the routes to the surface. Also, the products of combustion from an underground fire can asphyxiate anyone not having self-contained breathing apparatus.In an underground coal mine, the consequences of a fire can be even more serious because of the presence of methane and coal dust in the atmosphere (which can explode) and because the coal itself is combustible.For these reasons, the inspection authorities having jurisdiction over underground mine s in Canada are quite concerned about the flammability of any materials that are used in quantity in the underground environmentAs early as 1957, the Canadian Explosive Atmospheres Laboratory (CEAL) was asked to certify conveyor belting as fire-resistant. This is because many miles of this material are used in underground mines in Canada and, as it generally travels through the mine, it is a perfect vehicle for spreading a fire."

"This month, Tax Notes focuses on two features which can potentially ""dress up"" a new issue of common shares to make the shares more attractive to investors. Attaching warrants to a share issue is a relatively common practice, and recent years have seen an imaginative variety of different kinds of warrants, some of which can be subject to somewhat different tax treatment . A less common financing strategy which certainly deserves some consideration involves the possibility of utilizing ""Share Purchase Tax Credits "" in conjunction with a new share issue.IntroductionPrevious subjects covered in Tax Notes have dealt with flow-through shares and other tax angles which can make equity issues more appealing to potential investor s. Two other techniques which can add zest to a new stock issue involve the utilization of warrants and ""share purchase tax credits"" (or SPTCs). This article takes a brief look at the better known subject of warrants and the lesser known matter of SPTCs.Of course, this paper presents only a relatively general summary of the income tax implications of warrants and SPTCs, and is not intended to be a definitive commentary on all of the detailed and complex tax issues that might be relevant in the circumstances."

After more than 93% of the uranium is extracted from Elliot Lake uranium ores by a sulphuric acid leaching process, the leach residue (tailings) contains small amounts of uranium and radioactive isotopes, particularly radium-226, which is the most serious health hazard. Heavy metal components and pyrite are also present, along with the gangue minerals. Currently, over /000 acres of the Elliot Lake area are covered with these tailings, which contain over five million tons of pyrite. Because of constant oxidation of the pyrite by bacteria (thiobacillus) and the presence of moisture, pyrite slowly generates sulphuric acid, which steadily leaches the metal-bearing constituents from the tailings. The seepage-flows of the dissolved contaminants, although often quite low in volume, have an environmental impact on the Elliot Lake area. Although these seepages are treated and most of the contaminants removed and impounded, a small amount of the radioactive contaminants reaches Lake Huron via the Serpent River. This paper describes a flotation approach for treatment of the Elliot Lake uranium tailings to produce new, decontaminated tailings practically free of pyrite, with radium, thorium and uranium contents considerably reduced. The decontaminated tailing produced, which comprises about 75% by weight of the current uranium tailings, appears to be suitable for mine backfill. Because mine backfilling normally uses about 50% of the plant tailings, the surface storage of about half of the uranium tailings, therefore, would be eliminated by this process. Mine backfilling would also increase the mine production and thus enlarge the over-all uranium resources due to recovery of the ore from pillars. The pyrite concentrate produced from the current uranium tailings would be suitable for sulphuric acid production. The possibility of uranium recovery, and disposal of radium and thorium from the concentrates produced, is now being studied at CANMET.

"The Coal Research Laboratory (CRL) of CANMET along with other research organizations in coal-producing countries envisage major benefits from computer applications in coal preparation, Some of these benefits are greater system flexibility, improved coal preparation plant performance efficiency and efficient utilization of manpower, all of which result in economic benefits. Computers can be applied for both on-line and off-line purposes; this paper focuses on the on-line applications from the process control point of view.A critical discussion of the different analog and digital process control systems is presented. Recent developments in Great Britain, West Germany, Poland and Australia on automation and instrumentation using on-line measurements of coal ash and moisture contents are identified.The CRL research and development strategy aimed at achieving on-line computer control of an automated coal preparation plant is presented.IntroductionIn the past twenty years an enormous progress in the area of computer technology has been noticed. Computer applications in industrial processes offer greater system flexibility, improved plant performance efficiency and efficient utilization of manpower. Significant computer control development in mineral processing has already been achieved. Although progress has been made in the area of computer applications in coal preparation, more effort is needed to utilize the full potential.The computer applications in coal preparation can be viewed as off-line and on-line. Considerable progress has been reported in the area of off-line computer applications, especially in the areas of modelling, performance evaluation/prediction and statistical analysis. However, only modest progress in on-line applications has been reported(1-7). This paper will focus on: online instrumentation and process control applications, different analog and/or digital control systems, on-line automation and instrumentation in other countries and CRL strategy toward pilot plant automation."
