"All ten Canadian provinces have now tabled their 1981 /82 budgets . Only the provinces of Ontario, Quebec and British Columbia made more than minor modifications to their tax structures, with both Ontario and Quebec imposing major tax increases. In the past year, the federal budget was also released in the spring. Not so this year: we have that to look forward to in the fall!This month, Tax Notes presents a brief summary of the more significant tax changes introduced at the provinciallevels in the last months.Summary of provincial tax rate changesThe tax changes in this year's provincial budgets were both up and down- but there were far more tax increases than tax cuts.At the corporate tax level, two provinces, New Brunswick and British Columbia, increased their general corporate income tax rate; the former by two percentage points and the latter by one percentage point. Quebec, rather unexpectedly, sharply cut its corporate tax rate on business income, but increased some of its other business taxes at the same time. British Columbia reduced its corporate tax rate on small business income by two percentage points and Saskatchewan by one percentage point."

"The Underground Test Facility (UTF) project operated by the Alberta Oil Sands Technology and Research Authority (AOSTRA) north of Fort McMurray has achieved marked success in field testing mining access and horizontal well in situ recovery of bitumen from the Athabasca oil sands.Mine access has provided for effective placing and operation of horizontal wells in the oil sands from a tunnel system in the underlying limestone. Performance of the in situ recovery process, Steam Assisted Gravity Drainage, has substantially exceeded forecasts made at the start of the project. Over-all results of the program to date show great promise for horizontal well in situ technology as a competitive source of bitumen from Alberta's vast oil sands deposits. The potential economics of a commercial expansion at the site are reviewed in this paper.IntroductionIn situ recovery o f bitumen from the Athabasca oil sands has puzzled the oil industry for many year s, but a breakthrough appears close at hand. The Underground Test Facility (UTF) project initiated by the Alberta Oil Sands Technology and Research Authority (AOSTRA) has had notable success in the piloting of horizontal well processes, which offer prospects for commercial development even under the highly competitive situation facing the Canadian industry . "Computers have been used extensively in the mineral industry in exploration, reserves calculation, mining technology, mineral processing, etc. With respect to coal mining, there are also various applications for evaluating rock slope stability of open pits, design of open pits, underground operations, mine ventilation, ground control, data processing and management information, operations control and certain technological applications. Mine ventilation appears to be the field in underground coal mining touched on most; on the other hand, underground coal mining methods evaluation is represented only sparingly.It is therefore essential to review the status of the computer in underground coal mining methods evaluation in order to define its scope for further application. The paper discusses the roles of the mining engineer, programmer, computer operator and analyst as well as that of the computer. The important parameters will be identified and discussed along with their application for different underground coal mining methods, with their individual unit processes. Mainly, longwall face operations have been covered. Although many models have been of academic interest, they can be considered as important steps in a transition stage which will be followed by more practical applications for computers for underground coal mining method evaluations in the future. This calls for a coordinated effort from all concerned."

"Mine management now recognizes the value of computer-based truck-shovel dispatching in open pit mines. The key tangible benefits are substantial productivity increases with a given fleet of equipment or, alternately, significant reductions in equipment required to meet production quotas. In this paper, the authors review the literature, report on efficient, optimal algorithms for haul truck dispatching in real-time, and briefly discuss methods used by various mines to evaluate productivity improvements over manual methods. Actual results obtained at thirteen mining operations around the world are also presented.IntroductionModular Mining Systems manufactures, installs, and supports its computer-based DISPATCH system at mines worldwide. DISPATCH is a large scale, computer-based mine management system which controls the dispatching of all haul trucks in any open pit mine (Fig. 1). "Cable TV networks are extensively used throughout Canada for TV signal distribution. Mobile/portable radio communications are also used extensively throughout all sectors of industry. There are numerous manufacturer supplying these industries with a wide variety of equipment and accessories.IAL's underground radio communications system combines the techniques of cable TV and mobile radio to produce a flexible communications system with most of the advantages of both systems. Standard off-the-shelf mobile, portable, base-station and repeater equipment can be used. The equipment may need modification to be customized to particular end user requirements, but does not require a complete new unit redesign. Likewise, the cable TV distribution equipment is off the-shelf, with some items requiring modification for underground system application.Radio communications can be provided wherever the cable system is extended. Where traffic or type of activity warrants it, multiple radio channels can be provided on the same cable. Certain radio channels could also be used with data channels for control or supervision of remote equipment or environmental conditions. In addition, the same cable can be used to distribute or monitor signals from remote TV cameras in selected or dangerous areas. The system can be interfaced to a telephone system, if required, to provide extended communications to above-ground workshops, offices, medical stations or even hospitals and other emergency services.IntroductionReliable communications among personnel throughout an underground mine area have long been the dream and goal of various mine operations personnel. "This paper outlines a management philosophy aimed at promoting employee involvement, quality and process improvement at Inco 's Thompson operations. It describes the use of statistical process control techniques, lessons learned and examples of progress.IntroductionThis paper provides an overview of the Manitoba Division's performance through the promotion of greater employee involvement, quality and process improvement. Having learned from other practitioners o f quality management, the Manitoba Division believes its experiences are applicable to all mining and other businesses.The Thompson operation consists of two underground mines, an open pit, a mill, a smelter and an electrolytic refinery. The workforce consists of 2000 members. The main products are electrolytic nickel slab and proprietary nickel rounds. Production levels are currently at capacity in response to heavy market demand.Paralleling much of the mining industry the corporation was faced with six years of decreasing nickel prices (Fig. I). Inco Limited survived by focusing on productivity and cost improvement. Manitoba Division productivity improved 32070 over three years beginning in 1982-the worst financial year in the company's history (Fig. 2). A real unit cost reduction of 20%, net of inflation, was also achieved (Fig . 3)."

"In 1988a decision was taken to design and install a computerized mine monitoring and control system. This system had to monitor and control all pumping and ventilation underground. The operation of the mine air heating, using waste heat from the mine water and compressors, was to be part of the system. It ultimately also had to interface with the four existing Canadian General Electric Series 3 PLC's which controlled the No .3 shaft loading pockets. Beside operational control and trouble shooting, the system is a valuable tool in energy management and ultimate savings are estimated at $50,000 per year.The final equipment selection was a General Electric Series Six PLC on surface with a total of 17 Series One Plus and Juniors PLC located underground. Data is transferred through a two-pair shielded cable using modems. Both analog and digital functions are being utilized.The basic monitoring and control system was commissioned during 1989and, due to a higher level of technology today, further improvements have been planned for the future. The system was designed by Walter Dow together with Gordon Champion of D.G. Champion Engineering Ltd. of Toronto. Advice for the ventilation part of the project was obtained from Maurice White, Independent Ventilation Consultant.The Ministry of Energy, Mines and Resources and the Ministry of Energy of Ontario approved this project together with the waste heat recovery project to qualify for a grant of$135,000 under the Enerdemo-Canada program.IntroductionThe Macassa mine is a narrow vein gold mine situated about 2 km west of the town of Kirkland Lake in northeast Ontario. The mine has been in continuous operation since 1933 and a total of about 3.0 million ounces have been recovered out of 6.6 million tons of ore ."

"New permanent magnetic alloys have recently opened up possibilities for development of unique mineral separators. These are now making several new applications feasible. In many cases where conventional electromagnetic-induced roll separators have traditionally been used, the new permanent magnetic roll separators may reduce both over-all capital costs and operation costs.The development of the next generation of extremely powerful permanent magnets, i.e. neodymium-iron alloys, is progressing rapidly and will affect the roll separator as well as another type of magnetic separator. Permanent Magnet Roll SeparatorDesign and FeaturesDiscs of permanent magnets interleaved with soft iron discs constitute the basic magnetic roll design (Fig. I). By enveloping the magnetic roll with a thin abrasive resistant belt (Fig. 2), even highly magnetic particles are removed.The first prototype roll utilizing the new magnets was shown to have approximately equal strength as induced magnetic roll (IMR) separators. Since the initial test roll, the new separator, called the PERMROLL® , has been made twice as strong with regard to magnetic force, that is, the magnetic flux density is determined to exceed 1.7 tesla (17 kilogauss), while the magnetic field gradient is more than twice the gradient than can be practically achieved with IMR."

"This paper tells the story of how the Dome Mine in South Porcupine increased its maintenance effectiveness and reduced its maintenance costs in two phases. In the first phase, a maintenance audit was conducted, and the results led to some changes that improved maintenance, especially in the underground equipment area. The audit methods, and the changes made will be reviewed. In the second phase, management made changes in the maintenance organization and methods, following a prolonged strike during which management operated the mine. These changes were in part the result of insights learned from their hands-on operating experience. IntroductionEarly in 1989 the Dome Mine of Placer Dome Inc. in South Porcupine, Ontario, decided to improve the effectiveness of the Plant Department. The Plant Department was centralized, except for a mill mechanical crew, and serviced all operations, a townsite of 120 houses, a curling rink, and an arena. The department also operated the powerhouse, the hoists, the mine dry and provided mechanical/ electrical engineer services.At that time the Dome Mine, located in the east end of the city of Timmins and Canada's first large gold mine originally discovered in 1909, was producing about 3500 tons of ore per day with about 742 employees. Over the 83 years of continuous operation of Dome over 50 million short tons of gold ore have been processed. The Plant Department consisted of 156 hourly and 24 staff employees. At present, the mine is producing 4000 tons of ore per day with a total of 341 employees on the payroll. The Plant Department consists of 80 hourly-rated and 18 staff employees."

"It is difficult to know how much environmental information is absorbed by those in a position to put it to use. The following information may seem like ""old stuff"" to those whose companies are taking steps to improve their environmental performance. This paper is directed in particular to those people who are interested in determining what further changes are required to make improvements as concerned environment citizens.IntroductionUntil recently, the author was comfortable with the fact that none of the operations for which he was responsible had any environmental charges against them. It was not until one of his operations was charged with non-compliance that the author discovered due diligence as a way to avoid a second charge, and when an unfortunate spill occurred at another operation, the meaning of risk prevention was learned. Knowledge was gained step by step to the point where finally environmental information is being heeded, rather than waiting to learn from sad experience. With the appreciation of what it takes to do a good environmental job, comes an understanding of the challenge that lies ahead, and the fact that there is a lot to learn.At a recent environmental gathering, comments from the participants varied considerably. Some just didn't understand why government was being so unreasonable, while at the other end of the spectrum one individual whose company was well along the path to becoming a good environmental citizen remarked that it was all very basic. What was immediately understandable to one went right over the heads of others, indicating the different stages that have been attained in the acceptance of environmental responsibilities."

"Washwater 'Finger' sprays were installed and tested in the copper/nickel separation circuit at Strathcona Mill to improve flotation capacities and related metallurgical performances. The new spray design features submerged sideways introduction of wash water into the flotation froth through nozzles at the end of vertical pipes which are suspended from a header above the froth. This maximizes the effective cross sectional area of flotation vessels while maintaining effective froth cleaning and a desirably high density of the concentrate slurry. The plant tests gave increases of copper concentrate production rates of 17% to 20% for conventional cells and 16% to 20% in column flotation at target grades of 29% to 30% copper and of less than 0.5% nickel. Basic considerations and concepts of tests and evaluation procedures are described.IntroductionMeeting flotation concentrate grade targets at maximum production rates and recoveries is a challenge all too familiar to operators of base metal ore concentrators. Frothwashing is an option to improve grade/recovery performance by minimizing entrainment of impurities into the concentrate, which is commonly known since the sixties (Kaya & Laplante, 1989). It has been recommended for the flotation of sulphides and industrial minerals alike (Kaya & Laplante, 1989; Miller, 1969; Heinrich, 1989) and has found its ultimate application in flotation columns (Finch & Dobby, 1990). The washwater addition in a flotation column is most evenly distributed over the column's cross-sectional area thus ensuring almost complete displacement of feed water from the froth by a countercurrent washwater flow -provided, a positive bias is maintained. Therefore, flotation columns are ideal for cleaning flotation. However, there is usually less room for boosting the concentrate production capacity by increasing airflow or slurry level then with conventional cells because of the smaller cross-sectional area available."

"The Monkman Coal Property is located in the Northeast Coal Block of British Columbia. It is divided into the Duke Mountain Block on the north east and the Dip Slope on the west. Together, these areas cover 39,503 ha of coal licences.The property is underlain by Jurassic and Lower Cretaceous marine and continental sedimentary rocks. Economic coal measures are contained within the Gates Formation. Exploration of the property began in the early I970s, with drilling commencing in 1975. To date, 255 holes have been drilled and nine adits have been driven to recover unoxidized coal samples.The property has a geological resource potential of 2.8 billion tonnes of medium and high-volatile bituminous coal. Medium-volatile bituminous reserves, totalling 68.9 million ROM tonnes at an over-all strip ratio of 6.3:1, have been identified in three pit areas in the Duke Mountain Block.Construction start-up will commence when sales contracts are arranged. The clean coal will be exported via the Ridley Island Terminal at Prince Rupert.IntroductionThe Monkman Coal Property is located in the Northeast Coal Block of British Columbia in the southern port ion of the Peace River Coalfield. The coal field encompasses a strike length of 250 km of Lower Cretaceous coal-bearing strata in which 13 companies have identified several billion tonnes of resources and several hundred million tonnes of reserves. Currently, two companies with contracts are in the construction phase, and are scheduled to produce coal by early 1984. Quintette Coal Ltd. has a contract with Japanese steel mills to supply annually 5.0 million tonnes of metallurgical and 1.5 million tonnes of thermal coal. Teck Corporation (Bullmoose property) has a contract to supply 1.7 million tonnes of metallurgical coal annually."

"Major rock slides in open-pit mines are rare, but they can develop in spite of sophisticated slope engineering design practice. Experience has shown that, except under high seismic load conditions, the serious slope instability condition is almost always accompanied by the gradual development of one or more tension cracks behind the slope crest, allowing for time-displacement monitoring. Continuous surface displacement measurements with attendant prompt analyses are usually adequate for the prediction of slope behaviour.This paper describes efforts that have been made to quantify parameters associated with slide movement, and compares the displacement records of several large-scale open-pit porphyry copper mine slope failures. Two principal failure stages are recognized in the typical slope failure leading to total collapse: (a) REGRESSIVE STAGE, during which the failure will re-stabilize if some disturbance external to the rock and structure is removed; and (b) PROGRESSIVE STAGE. during which the failure will gradually displace at an accelerating rate to the point of total collapse unless active control measures are taken. Over-all displacement records in both failure stages are apparently of simple exponential form. with a definite break occurring at the onset-of-failure point.Certain common empirical relationships are suggested for the large-scale slope failures analyzed in this study. Based on plots of displacement rate vs time prior to collapse, a semi quantitative empirical relationship is presented for failure collapse prediction. The comparison of historical slide displacement records furnishes the operating engineer with practical guidelines to estimate the characteristics of future large-scale slope failures."

"A recent information sheet from the Mining Health and Safety Branch of the Ontario Ministry of Labour was sent to all Ministry inspectors and engineers. The subject title was' 'Two Brakes on a Hoist Carrying Persons"" and it quotes mining regulation 699, sub-section 206(i):No hoist shall be used for the transporting of persons unless it has a braking system consisting of at least two sets of mechanical brakes to stop and hold the drum for the shaft conveyance transporting the persons.The intent of the regulation is that each of these brakes is to be set so that, individually, they can safely stop the drum carrying persons and also hold the drum without movement with the maximum manload.This can be achieved in the following ways: Single Drum Hoist-one brake on each side of the drum, one brake on the drum, one brake on the pinion shaft, where disc brakes are used two separate disc brake assemblies on the disc. Double Drum Hoist, brakes on companion drum can serve as backup brake only pinion brake with one drum unclutched.Friction Hoist, one brake on each side of drum As new hoists can be manufactured easily with a two-brake system, attention will be focused on retrofitting pinion brakes to older hoists.A brake mounted on a pinion shaft is designed purely as an emergency brake in the event of main brake failure , controls malfunction, and power loss."

"Full-scale sections of three different types of Grade 483 line pipe have been evaluated extensively. The variations in chemical composition, optical microstructure, tensile properties, hardness and Charpy impact toughness with specimen orientation and location were determined. Significant variations in several properties, notably Charpy shelf energy, impact transition temperature, inclusion content and ferrite grain size, were observed for different locations in the pipes. The results indicate that current specifications call for test samples for the most conservative locations, except for impact tests. Minimum Charpy impact values generally occur at the II2-width location, which may be a more appropriate specified test location than the present I/4-width location. The anisotropy of impact toughness, and the importance of low sulphur content and inclusion shape control for adequate toughness in the transverse/rolling-direction orientation were demonstrated. The orientation of impact specimens is critical for spiral-weld pipe, and the current specification test is non-conservative in that it can give results which are two to three times higher than the minimum value for the steel.IntroductionThis report presents the results of an extensive metallurgical evaluation of three different Grade 483 line-pipe steels. The sample material came from full-scale sections of line pipe, which represented current commercial practice at the time of manufacture (1975-1977). Since then, significant improvements have been made in the manufacturers' procedures for producing skelp and pipe, and the line-pipe specifications have been revised. Hence, the information in this report is dated in terms of current design, but it is unique and significant in several respects:"

"The rates. J. at which materials emit radon are of interest in studies of the sources of radon in mines. buildings. soils overburden and other places where it may indicate the location of ore or be a health hazard. Here J values were determined by measuring the radon concentrations by means of scintillation counters or alpha-particle track detectors in chambers in which specimens were sealed. Errors in the measurements due to leakage from the chambers. lack of secular equilibrium in the decay series of the radon measured, or the limited rate of diffusion of radon from powders or within the chambers were shown to be insignificant or could be corrected. Scintillation counter measurements are highly reproducible; track detector measurements also appear useable and may be made on many small samples using small, simple chambers. J measurements were made for uranium ores, drill cores, standard CANMET pulps. concrete and gypsum board. Powdering of ores had little effect on their J values.IntroductionIn the mining and mineral sciences, radon (222Rn) is of interest chiefly for two reasons: in geochemical exploration for mineral deposits its presence in soil. overburden and water in more than background concentrations may indicate the existence and locations of uranium deposits and, if present in sufficient concentrations, it is a possible health hazard in mines, mills and other places where people live and work. The latter aspect of radon's role has received considerable attention recently(1,2,3,4,5), and surveys of soil-gas radon concentrations have been used for some time in searches for uranium deposits(6,7,8,9,)."

"The tailings disposal system at Les Mines Selbaie includes dewatering of tailings in a high-capacity thickener, followed by point discharge of the thickened solids to form a stable conical pile. Tailings water drains to ponds formed behind engineered dams, prior to either recycling f or process use or discharge to the environment. Design and economic considerations of the system are discussed. Construction, start-up and operating experiences are also presented.Introduction Les Mines Selbaie is located in the Abitibi region of northwestern Quebec, approximately 700 km north of Toronto and 150km south of James Bay. More locally, the Detour gold mine is 60 km to the west while the Noranda smelter is 220 km to the south.The deposit was discovered as a result of a Questor INPUT Mark VI geophysical survey in 1973, followed by diamond drill programs from 1974 to 1976. Three mineralized zones were delineated and underground exploration was carried out on all three. A production decision for the 'B-zone' copper-gold-silver orebody was made in July 1979. The underground operation started in July 1981, with full production of 1500 t/d being achieved in May 1982.During the planning phase, every effort was made to ensure that the operation would be environmentally sound . The design included the provisions of the then newly proposed provincial environmental guidelines. The tailings disposal system formed the most significant part of the environmental program due to the large volumes of solids and water effluent. In addition, the design allowed for future expansion of the system to accommodate mining of the other zones, thus minimizing future costs and disruptions."

"IntroductionThe Central Mine Planning and Design Institute (CMPDI) of India, started planning the extraction of thick seams highly susceptible to heating in 1977by the French method of sub-level caving and/or multi-slicing. Nitrogen flushing was proposed for inhibition of heating by the author in one such project - the Kotadih colliery.Inhibition of heating was unheard of in the Indian coal industry before 1977-78. The usual practice was to seal off a district or a part of the mine or the entire mine when spontaneous heating occurred. With very little equipment in a normal bord and pillar district and a low production rate, the financial loss in capital assets and in production did not warrant any serious thought for inhibition of spontaneous combustion. With the planned advent of longwall mining, particularly sub-level caving, with heavy capital investment as well as high production potential, the sealing of a longwall face due to spontaneous heating could not be considered an appropriate solution.Principle of Inhibition of SpontaneousCombustionFrench engineers have established that a fire will not break out when oxygen is 15% or lower in the general body of the air. However, once a fire starts, the percentage of oxygen has to be reduced to 2% - 4% to extinguish it. It is this principle which has been used at Blanzy Coalfield in France to inhibit heating and it is claimed that this has retrieved the integral sub level method of mining. Nitrogen infusion has been used in Frence since 1978 to keep the oxygen content below 14% in the goaf."

"IntroductionThe SALA Caravan Mill system represents a proven concept for the design and operation of mobile and semi-mobile ore dressing plants.The Caravan Mill has been developed to meet the demand for a flexible processing plant to be used for small and medium-sized orebodies or for pilot investigations of deposits directly at the mine site e •The first Caravan Mill installation was put into operation in 1970 and a number of plants have been delivered world-wide since then.The Caravan Mill system has great flexibility both in capacity, ranging from 50 to 1000 tons per day, and in process combinations. The process modules available are:• crushing by jaw and cone crushers;• pre-concentration by the Dyna Whirl Pool dense media system;• grinding by wet rod or ball mills;• separation by gravity, magnetic, flotation or leaching-CVP adsorption methods;• dewatering by lamella or conventional thickeners and vacuum filters.To form complete plants, auxiliary equipment is also available, such as:• bins, feeders and conveying systems;• power generator units;• water tank and pump for process water;• interconnecting piping and cables;• erection and service tool kits;• set of spare and wear parts.For mine sites with rainy or winter conditions, a plastic tent with air heater can be supplied to cover the ore dressing equipment. Each module is workshop assembled complete with slurry pumps, internal pipe work, electric wiring with plug-in connections, hoses, etc., all arranged for quick and simple connection between the units. Before delivery, each unit is tested in the workshop."

"The pendulum in Ottawa has swung dramatically from fiscal policy to monetary policy over the last several years. International trends indicate that the pendulum has to start its swing the other way, if Canada's mining industry is to maintain its preeminent position in the global mining arena. This article, which is based on a paper presented by the author at the 37th Annual Meeting of the Newfoundland Branch of CIM, identifies these trends and how they could interact with Canadian policy.IntroductionThe title of this paper is not a very imaginative or catchy one, but it states the topic quite succinctly, if not tersely. This paper looks into a crystal ball to see what might be in store for mine financing over the balance of the current decade.In the event that the reader feels some trepidation about the prospect that such a paper could seek to be the definitive work on the subject, it should be made clear at the outset that this is not the case. The author is, after all, not an economist, a scholar, a financial analyst, or a soothsayer, but is rather a simple accountant who has been closely involved with the mining industry, and the financing thereof, for some twenty years.The paper recognizes that, while a mine may be born when production begins, the mine is conceived when exploration starts.
