The cement industry requires large quan- tities of limestone, its main raw material. It is the major consumer of this mineral. Limestone is widely distributed throughout Australia but location in relation to major markets, and transport considerations render most deposits of no economic value. Of those which are sufficiently close to the major me- tropolitan markets many are rejected as being unsuitable on grounds of quality, inadequate size for major development, or other reasons such as environmental considerations. Detailed geological investigations are necessary, not only to prove raw material sources prior to establishment of a cement works but also to permit planned extraction programmes and satisfactory grade control during subsequent development. Conventional field techniques have generally proved adequate for raw material exploration. Data assessment and reserves estimation also are by conventional methods although the specific requirements of the industry relating to raw material and cement quality, the type of manufacturing process and fuel used are relevant. SASOL Synthetic Fuels has recently completed the design of sampling systems for raw and blended coal feeding the gasifiers at Secunda, South Africa. The new systems will replace manual, stopped belt sampling and have been designed to achieve specific accuracy targets on a daily basis. The sampling system is unusual in the coal industry in that the fines content (-5.5 mm nominal) of the coal is very critical and is to be determined with high accuracy.The sampling system was designed to meet carefully considered target accuracies using methods of modern sampling theory. The heterogeneity of the coal streams involved with respect to the critical analytes was determined by appropriate sampling and sample analysis. The statistical characterisation of the time variation of analytes in the process streams was based on variograms derived from on-line ash gauges. From this point, the design was completed using fundamental statistical sampling theory and some simulation studies. The paper discusses the development of the sampling system design in detail as well as the plans to use the data stream to provide timely alarms when the coal quality deviates from the target specification.

FINANCE FOR EXPLORATION Two factors have basic importance in relation to the availability of finance: the apparent success of continuing exploration activity and tax concessions. It is not proposed to discuss the effect of existing tax incentives, as these have already been outlined and are generally accepted as being reasonably attractive; certainly not a deterrent to possible investors. However, it is obvious that the greater the tax incentives, the greater the amount of money that will be attracted, and the wider the number of people who can be brought into the pool. If, as is suggested, the chance of discovery is related to expenditure and effort, then the more money attracted, the better the prospects of significant finds. It is probably correct to assume that the largest expenditure in mining will come from, or be induced by, people expert in the field, people who are fully aware of the risks and benefits and perhaps making conservative decisions because of this awareness. Insofar as the general public is concerned, while in the first burst of enthusiasm it will frequently follow any promoter, in the long run it too will become more sophisticated and will strongly support only those promoters and companies of good repute and proven record.

The low potential hydrophobic state of pyrite in amyl xanthate (PAX) flotation with nitrogen is of particular interest with regard to the N2TEC flotation technology currently being used for the recovery of auriferous pyrite at NewmontÆs Lone Tree Plant in Nevada. Initially, the N2TEC system had been found to operate satisfactorily, but cyanide in the flotation mill water appeared to be responsible for a loss in pyrite recovery. This supposition was confirmed with laboratory experiments, and a program was initiated to study flotation chemistry variables by electrochemically controlled contact angle measurements. Experimental results show that activation of pyrite in such cyanide solutions can be achieved more effectively with lead than with copper. Subsequently, based on these fundamental studies, significant improvement at the Lone Tree Plant was achieved by lead activation, in which case the recovery increased to expected levels. The effect of activator is particularly significant not only with respect to pyrite depression by residual cyanide, but also with respect to collector (PAX) consumption and the initial state of the pyrite surface. Experimental results show the importance of the pyrite surface state and the rather interesting features of the activation process.

SUMMARY Tyres account for 25-30% of the operating costs of large capacity haul units as used in open-cut mines. Tyre operating costs can be substanti- ally reduced and often contained in real terms by applying knowledge that is now available. This paper describes certain specific advances in tyre management, namely batching, bias adjustment, cumulative plotting and the so-called "pressure-temperature" system of tyre pressure control, originated on the Mt. Newman Mining Company's Newman minesite, and discusses the contribution that each has made to improving tyre management and reducing costs. INTRODUCTION Tyres are a significant cost in mining. Qualitative measurement of respirable dust in metal mines is limited and an example of this is demonstrated at Northparkes Mine, where operational experience was sought for measuring dust standards and identifying exposure limits. However, relying on operational experience has limited value due to variation in observations from person to person and is based on visible dust (which is larger in size than respirable dust). However, with sophisticated dust measuring equipment, like the real-time aerosol monitor, dust concentrations can be accurately measured and recorded concisely. Research conducted as part of a collaborative agreement on behalf of Northparkes to launch an occupational dust monitoring program was implemented on the mine site. To form the basis of this research, it was hypothesised that no proper dust measuring testing at the mine site had been adequately identified. In addition, existing occupational hygiene monitoring programs did not adequately quantify employee exposures to these hazards. This project will outline the results of an occupational dust monitoring program, hence greatly improving the capacity to quantify the health risks posed to employees.

We are undergoing a transformation from a compulsory arbitration and an award based system to one which is fundamentally rooted in the concepts of enterprise bargaining. This is true both at the State and Federal level. The structural changes which facilitate the movement away from the predominance of Awards to enterprise agreements has been fostered by both sides of the political spectrum and is a cornerstone of their respective industrial relations platforms.In determining what form or combination of forms of industrial instrument(s) should apply to the individual enterprise, employers must have regard to the viability and sustainability of each form in the changing industrial climate. In particular employers should have regard to the needs and agendas of their employees and unions which may purport to represent Them.

INTRODUCTIONDuring the past few years there has been considerable interest in developing the so-called direct reduction processes for treating iron oxides. The various methods proposed were recently reviewed by Scortecci and Palazzi (1960).In particular the application of fluidized bed techniques received considerable attention and, on first examination, this seems to be the ideal method 'of dealing with fine iron oxides. Several difficulties (e.g. product agglomeration) require the method to be investigated further before its potentialities can be fully assessed.PROPOSED FLUIDIZED BED REDUCTION PROCESSESBrassert and De Jahn (1951) were among the earliest to suggest the use of fluidized beds for the reduction of iron ore to metallic iron. Their patent was followed by many others proposing similar concepts, mainly from Lewis (1955), Ogorzaly (19.56), Shipley (1956), Agarwal (1960'), Osborn (1958), Texaco Development Corporation (1956) and Stelling (1957).The H-iron process (Squires and J ohnson, 1957; Lubker and Bruland, 1960) is the only scheme that has been an economic success. The liquid products of low-temperature carbonisation of coal are of variable composition, very much influenced by the rank and type of coal, and process parameters. In general the tar contains a high proportion of phenols and a low proportion of bases. The neutral oil is more analogous to a thermally cracked petroleum oil than to a high temperature tar. Present practice and possible future trends in the production of chemicals and liquid fuels from low temperature tar are reviewed in the light of recent work on the detailed composition of the tar The phenols and aromatics will probably continue to be of most value, with the bases a useful source of spec- ialty products. However the high aliphatic content of the neutral oil (particularly 1-olefins and n-paraffins) is bound to receive more attention for chemicals as well as for liquid Fuels.

In recent years a number of explosive blends including ANFO, emulsion and watergel products have been used in a variety of ground types and applications. These `standard' explosives' technologies are not new, but out of the uses and applications, have sprung a new generation of tailored explosives that match the ground type and the operating environment. This is in stark contrast to the norm, where various patterns and loading configurations have traditionally been designed to accommodate the explosive. This paper discusses these tailored explosives and the explosives' technology behind why they work. Active tailoring of explosive formulations can save mining dollars while essentially leaving the explosive price unchanged. Tailoring explosives may lead to increased rock breakage, heave, digging rates; lower digging maintenance costs and in some cases replacing earth moving machinery altogether. Tailored explosives may have other benefits such as reduced over pressure compared with standard alternatives. The tailoring of explosive performance generally involves three major methods (other than changing the bulk density and sensitivity): (i) replacing fast burning reactants with slower burning reactants or vice versa; or (ii) leaving the explosive intact and diluting the entire explosive with slow burning or `inert' material; or (iii) changing the concentration of the fuel/oxidiser mix. When tailoring explosives for particular applications, authorising, testing, costing, manufacturing, and delivery systems must also be taken into account.

Trucks are the primary means of bulk material transport in Open Pit hard rock mines worldwide. They are considered to be the most- flexible system available. The large number of trucks used in some mines provides flexibility. Spare units allow for the reduced availability of the single units. Trucks have however very poor energy efficiency. Only 40% of the consumed energy is for transport of the payload, the remaining energy is required to move the dead load of the trucks. With the increase in cost, pressure, mine operators are now looking for alternative methods to make their operation more economical. Energy conservation and increasing haulage distances and uphill haulage are major factors in many well established operations. New methods have already proven themselves as more economical alternatives. Belt conveyors are an alternative means of transport with much higher energy efficiency. They use up to 80% of the consumed energy for transportation of the payload. Energy costs for conveyors are 30% of the energy costs for trucks on level transport and as little as 15% for elevating payloads. Belt conveyors require much fear spare parts and wear components than trucks. A factor of one to two times applies for level transport and ten to twenty times for uphill transport.

Risk and uncertainty are attached to mining projects, and making decisions, hedging, future investment and evaluation of mining projects depend on forecasting the future price. The future technologic developments in mining will be primarily influenced by the future commodity prices. A few approaches, with different confidences are proposed to predict price movement in the future. This research introduces a new comprehensive version of the mean reverting jump diffusion model for natural-resource commodity prices. The novel model proposes that the historical data of mineral commodities have three terms to demonstrate fluctuation of prices: mean reversion component, diffusion component and jump component. The model calculates each term individually to compute the future prices of mineral commodities. Subsequently, in the second section of the paper, the model is implemented for monthly historical data of gold price from January 1968 to May 2008. This research is investigating the relationship between the historical oil price and inflation with the gold price. This is followed by a future estimation of gold price fluctuations up to 2018. The results from the application of this new method are discussed in the context of how they accurately replicate the historical gold price and how they can predict the future gold price.

The Australian mining industry isstill labouring under the impression. created by the Fitzgerald Report that it does not pay suffic- ient tax. This would appear to be the raison d'etre of the resource rent tax debate. The authors quantitatively compare the cash flows to the mine and government resulting from a large strip coal mine in central Queensland under a number of Australian and international taxation policies. The Liberal government policies are found to be internationally competitive while the Labor 1975 policy is excessively punitive. The present value of the returns to the public from the Liberal 1977 policy vary between three and six times the net present value to the mine, which belies the necessity for the imposition of a super tax. The levelling of a special royalty, excess rail freight, by Queensland could severely re- strict the development of new mines in the Bowen Basin. The impact of excessive freight rates is analysed on a combined strip-deep mine typical of the new projects nearing development in the region. Otherwise economic mines can be made marginal or even sub economic by this tax. Even with moderate rail freights, the mining tax laws of New South Wales are more favourable to the industry than are Queensland's.

Since the introduction of the pocket calculator, electronic measuring equipment, lasers and computers, the mine surveyor's approach to his work has changed. Where he once used steel bands he now uses infra-red, visible light or radio waves. The reading and storing of angles is done automatically and he now has to be familiar with the facilities that a computer can offer, instead of plotting and calculating manually. This highly sophisticated equipment is continually being upgraded, modified and fine tuned. This paper will attempt to highlight some of the equipment at present in use by the surveying profession and research currently being conducted by the WA School of Mines. The various options in EDM will be considered including the latest unit capable of measuring distance without the benefit of a reflector, thus enabling the surveyor to co-ordinate points that were previously thought inaccessible. The School is currently working on changes to the GAK1 Gyro Theodolite which may improve results and enable the operator to have more control and confidence in his observations. Areas under consideration are improved lighting, binocular viewing and interfacing the instrument to a stopwatch. In the last few years the computer is being used not only for surface pickups and control but also for underground work. We will highlight the underground options in this area and the software available.

Mineral processing is at the hub of the exploration-mining-metals production system. Because of the large volumes of material processed, incremental technology investments can pay off better than for other parts of the system. However, much of mineral processing remains a 'black art', because we are behind in investing in modem technologies. Consequently, we have one of the best opportunities to improve efficiency and competitiveness through the application and transfer of technologies that have already been developed for other industries. The reluctance of minerals companies to place priority in our area is not because we lack new ideas; our senior management has not been convinced, based on our previous results, that such investments will pay off as well as other investment opportunities competing for the same resources. The key is the proper establishment of technology strategy and more effective transfer of technology. The presentation will identify the failure mechanisms of technology transfer and will present a model for improving the success rate, a prerequisite for raising the priority of mineral processing investment. Topics emphasised include strategy formulation, human resources planning, and total quality management principles applied to improving technology transfer.

The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

Uranium minerals were found in Australia as early as 1869, but it was not until the 1940's that a search specifically for uranium was begun. Instrument types and techniques used in early exploration are still used today, but have been developed into more sophisticated and portable types. Recent improvements in exploration have been the introduction of the gamma ray spectrometer, radon sampling and geochemical surveys. The environments of presently defined uranium deposits are predominantly sedimentary. Known deposits in igneous environments are usually small. The size of targets which are likely to provide economic deposits is of the order of 10,000 tons U308, producible at a cost of less than $10 per pound. Such targets are most likely to be in Precambrian sediments or in granitic masses. Recent exploration in Australia has included investigation of Precambrian sediments, Precambrian and Palaeozoic granites, Mesozoic and Tertiary sediments, Precambrian volcanic rocks and brecciated masses of unknown age. The origin and method of emplacement of uranium in these environments is not well known but there are indications that syngenetic sedimentary processes are important, and volcanic rocks may make a major contribution to the supply of uranium.

High productivity mining is the key to the financial success and stability of modern mines. This can be achieved through the use of new technologies, the development of innovative work practices andoptimisation of the mining method to suit the mining environment.Big Bell Mine is a 1.7 Mtpa longitudinal sublevel caving operation at a head grade of 3.14 g/t. Annual production is 170 000 ounces of gold. The selection and implementation of bulk emulsion explosives was seen as the logical progression from blow loaded ANFO for the high tonnage rate required from the longitudinal sublevel cave.Prior to the implementation of bulk emulsions an investigation wasrequired to examine the technical and financial benefits available with the introduction of bulk emulsion. This paper examines the review process and the successful implementation of bulk emulsion explosives at Big Bell.

Nuclear power stations to be installed in Australia will be fuelled from Australian resources of raw materials.This will require the establishment of new manufacturing industries and the eventual expansion of established activities, especially in uranium mining and the preparation of precision metal products.This paper presents some predictions of the possible growth of nuclear power installations in Australia.These might amount to 4000 MWE by 1985 and 11,500 MWE by 1990 and towards the end of the century, about 50 per cent of new generating plant might be nuclear.Predictions are given of the demands for materials (uranium and zirconium) and fuel manufacturing services for four reactor systems which might be considered in the programme.The availability of raw materials and technical capability place Australia in a particularly good position to undertake the manufacture of nuclear fuel; in addition to satisfying the domestic demand we should actively seek export markets for these products.

Over the last five years Solid Energy New Zealand (SENZ) has gone through a series of changes in response to both external and internal factors. These changes have included corporate reorganisation and funding restructure, as well as modifications to medium and long term business objectives. The nature and size of its coal reserves and markets requires SENZ to continue developing new mines as existing mines are depleted. As well, there are opportunities to develop new mines as coal markets change or to realise value from existing coal resources. To assist in this process, a set of mine project assessment guidelines which are relevant to the size and scale of anticipated mine developments have been developed for SENZ. These project guidelines are structured to operate from the early stages of project or resource review through to final feasibility study stage. The guidelines provide both a basis for planning and budgeting, and a control mechanism within the company. They also enable clear understanding of the status of individual projects and provide a framework for comparison between projects. SENZ now has a defined method to plan, monitor and control this important aspect of its business. The paper explains the development and structure of the guidelines, as well as providing examples of their application. and use. It demonstrates how SENZ integrates its long term planning, five year planning, annual planning, project planning and risk management to maximise the value of individual projects, business units and the company overall in a consistent manner.
