From statistics on general and electrical fatalities in the Australian mineral industry, it could be said that the present approach to industrial safety is irrational. Deaths are few and decreasing in number, yet spend- ing on occupational safety is large and increasing. State mine safety inspec- torates are being expanded and a National Occupational Health and Safety Commission was recently established. Recent data are analysed in the paper and mining industry fatalities placed in perspective with deaths in other areas. Cost effectiveness of different strategies is discussed along with social implications. Strategies found successful are described and others suggested.,

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in both Australia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.

Because of the mineralogical complexity of nickeliferous laterites, most commercial and laboratory extractive processes require the ore to be blended to a feed of "constant" chemical composition. Even using the "constant" feed there are significant variations in processing behaviour within and between different feed lots. Chemical and mineralogical analyses of lumps of ore taken from the Yabulu stockpile of Queensland Nickel have highlighted the complex- ity of the ore making up the blended feed material. Each sample has been subjected to acid leaching and reduction/ammonia leaching tests and the results correlated with the mineralogical location of the nickel. The consequences of the variability in ease of leaching of the nickel are indicated.

A zone of northwest trending dykes extends for over 600 km in the hinterland from Cairns to Mackay. In sate regions the zone is up to 120 km wide. Figure 1 shows their approximate extent, compiled from published regional maps and from specific studies in more limited areas : Palm Islands, Cardwell Ranges, Jourama Falls, Townsville area and Burdekin Delta. The context of the dyke swarm is the Tasman Orogenic Zone, the region of Eastern Australia conprised of Palaeozoic metamorphic, sedimentary, volcanic and plutonic rocks which has experienced a complex history and evolution. In the Whitsunday region, the Tam-an Zone also involves Cretaceous volcanism and plutonism. Geological relationships indicated a wide span of ages for the intrusions in the dyke, swarm zone. They intrude a range of volcanic and sedimentary rocks, and in some areas plutonic rocks. Older dykes, apparently part of the same regional swarm are intruded by sate of the granites.

The Deep Mill Level Zone (DMLZ) skarn Cu-Au deposit is the deepest explored part of the Ertsberg East Skarn System extending from the surface at 4200 m elevation to the DMLZ at 2900 to 2600 m. The DMLZ is hosted in an upper Cretaceous to lower Tertiary siliciclastic and carbonate succession adjacent to the 3 Ma Ertsberg pluton. Much of the DMLZ ore is hosted by mixed assemblages of siliciclastic and dolomitised carbonate strata that have been altered to Mg-rich skarn assemblages. Unaltered equivalent strata from a 300 m cored interval in the Yellow Valley Syncline were characterised petrographically and representative samples were analysed for major element compositions. These stratigraphic and chemical units are interpreted to be responsible for the varying skarn lithologies within the DMLZ. The dominant prograde skarn assemblages are controlled by protolith composition, notably the relative abundance of quartz, dolomite, and calcite within the protolith. Models based on isochemical metamorphism of mixed assemblages of quartz and dolomite suggest that the formation of the forsterite-diopside dominant skarn assemblages resulted in the greatest amount of pore space increase. DMLZ Cu-Au concentrations were locally controlled by host lithology, with structural features providing fluid pathways that focused the mineralising fluids. In considering the architectural design of the group of buildings which make the surface workings of a mine, the variety of function of the buildings is the most outstanding feature. It falls to the architect to unify the group in a manner which still expresses the function of the individual buildings. In achieving this, many perspective studies were made at an early stage and as the area was developed, a scale model was produced initially for design study purposes and later completed as a model of the final development.

The results of iron ore exploration in Western Australia between '1961 and 1964 are outlined, with particular.reference to the Hamersley Iron Province. Exploration during: these three years has increased the known resources of the-,Statle from 275 million tons to almost 9,000 million tons of high- grade hematite ore. During recent years the iron ore industry has experienced a continuous consolidation trend following increased merger and acquisition activities. Analysing and evaluating these mergers is important in order to establish potential effects. The purpose of this paper is to analyse the price effects caused by the merger between Rio Tinto and North Ltd in 2000. The merger was cleared by the European Commission, as well as the Australian Competition and Consumer Commission, shortly after its announcement. The analysis will be conducted using a simulation model based on a proportionality calibrated almost ideal demand system, which uses the premerger situation in order to estimate the post-merger outcome. The relevant market is defined using shipments data. This is followed by the simulation model applied to the defined relevant market. The results show that the concentration on the market, given by the HHI, increases approximately 15 per cent, and that the market share of the new companyÆs reaches almost 20 per cent. Compared to the CommissionÆs assessment the results indicate a more concentrated market and thus a higher concern for possible competitive effects. Furthermore, the results suggest that the predicted average market price increase from the merger is 1.6 per cent. However, the merged firm is able to increase their average price by 5.1 per cent.

The last decade has seen a dramatic change in the. size and complexity of mining and mineral processing projects in Austral- asia. Major projects of today are vastly different from major projects of the 19.50's. This change has in turn resulted in a change in the role-of consultants whose contributions have been increasingly in the provision of specialist services and less in the form of overall project design and construction supervision. It is anticipated that, the specialist function will continue to represent the principle mode for consultant participation in major, projects. However, by means' of international affiliation, the development of comprehensive engineering and project management capabilities and possibly as a result of Government intervention, it is expected ,that local consultants will assume an increasing degree of participation in.the overall project design and supervision Function.

The concept of underground grinding is not new, but to a metallurgist and a mining engineer this could be considered unconventional. The idea of pumping a ground slurry several hundred metres from underground in a single lift could also be considered to present a daunting engineering challenge. Using a practical example of a mine in Australia where the owners have requested not to be identified, this paper challenges the conventional thoughts on these concepts and shows that with basic sound engineering practices the production of a ground slurry from underground could potentially provide significant operating cost savings. The supply of ore from the underground mine is currently drawn from depths approaching 800 m below the surface. The cost of hauling the ore to the existing underground crushing station located 500 m below surface has been steadily increasing. A number of alternatives to reduce the mining and processing unit operating costs were examined by Sinclair Knight Merz (SKM) and the mining company. The most radical of these is the use of hydraulic hoisting of ore at an increased production rate. Numerous questions were asked, such as: How does one get a SAG mill or an HPGR crusher underground? Where does one locate a grinding mill underground? Does the technology exist to pump the slurry to surface in a single lift? What will be the cost benefits? What are the risks involved? The study covered the two main technical issues underlying the potential benefits. Firstly, technical evaluations were undertaken on the pumping technology currently available for single and multiple lifts to surface. Secondly, the issues relating to the feasibility of delivering and locating a SAG mill underground were reviewed. Although the capital costs for this project are significant, the operating cost savings showed a potential payback period of less than two years, and furthermore provide the basis for an increased mine life, especially at lower metal prices.

Coal mining operations can impact on various types of surface infrastructure or natural features, including cliff-lines, steep slopes and natural watercourses. Longwall mining leads to a subsidence depression due to the changing geometry of the mined out area. The current regulatory process for managing subsidence in New South Wales (NSW) involves the preparation of a Subsidence Management Plan (SMP). This paper demonstrates the use of a Weights of Evidence (WofE) technique applied within a Geographical Information Systems (GIS) environment to predict potential areas for rockfalls along cliff-lines in the NSW Southern Coalfield. The WofE is a ædata-drivenÆ method that can be used to predict subsidence impacts prior to mining. The WofE method was applied to ten known rockfalls along the Cataract River to evaluate the reduced impact of not mining within 50 m of cliff-lines along the Nepean River. There is significant reduction of probabilities of rockfall occurrence when mining is avoided within 50 m of cliffs.

The aim of this paper is to present a concept or model regarding a particular geological environment where gold orebodies occur in the Pine Creek Geosyncline and indeed in many other pans of the world. The name GIGIACS (an acronym for Gold In Greywacke In Anticlinal CrestS) is proposed to label this concept or model. The name Saddle Reefs (which has been in use for many years) is used for gold-bearing quartz veins which often occur in conjunction with Gigiacs. Simple patterns formed by this type of mineralisation at the surface due to different configurations are illustrated. Some examples of Gigiacs and associated saddle reefs are presented from the Pine Creek Geosyncline together with examples from other parts of the world. This concept has been used successfully as an exploration tool and five examples are given. The terms Gicsiacs (for Gold In Carbonaceous Shale In Anticlinal CrestS) and Giliacs (for Gold In Limestone In Anticlinal CrestS) are also used.

This paper describes some research attempts to isolate factors associated with lost time accidents and attitudes to safety. Some results of these investigations are presented and their implications discussed. Proposed future research is outlined. Error analysis and the importance of organisational variables are briefly mentioned.

Although investigations into treatment of Mt. Keast (a hill of tailing) began as early as 1940, it was not until the Imperial Smelting Furnace (I.S.F.) was installed at Cockle Creek by Sulphide Corporation that its treatment became eooncmically feasible. Early investigations and milling operations which began in mid-1976, with their developments are described. Metal recovery involves sulphide flotation, oxide flotation and gravity techniques.

This investigation involves laboratory testing and stability analysis of paste fill at the Golden Giant Mine. Site-cast samples are tested in unconfined, confined, and consolidated-undrained triaxial compression. Pore pressures during shear and consolidation characteristics are measured to determine both drained and undrained shear strength parameters and assess the potential for undrained loading. Liquefaction potential is also considered. A limit equilibrium solution is used to obtain factors of safety against failure of the fill during mining of adjacent stopes.

The paper reviews winder rope inspection procedures at the Non Destructive Testing (NDT) Unit of Western Australian School of Mines (WASM) and outlines measures taken to adopt the world's best practice. The measures include acquisition of a new type of rope tester, adoption of comprehensive rope rejection criteria, adoption of a standard rope inspection procedure and formal training of the wire rope inspectors.

Coal mining safety and health legislation is more than typical of safety legislation which has been born of adversity. Indeed, in the main it has been the child of disaster. Requirements which now appear obvious were indeed only occasioned by either social injustice or more commonly by great disasters. Even then changes were often made only after months or years of deliberation by committees. Early mining legislation in New South Wales benefited from the experience in Great Britain. The pioneers of our industry were miners from there and brought with them the basic British legislation, so we started with knowledge gained the hard way. A review of accidents statistics provides a measure of the effectiveness of mine safety legislation, but unfortunately rules cannot control human nature. Miners, managers and inspectors must work as a team to make mines safe and new legislation in New South Wales is planned to this end.
