This paper explores the structural/physical and policy based issues that have lead to the apparent resource conflict between Forestry and Mining on the West Coast. Both industries are important to the West Coast and bear many similarities, particularly at the corporate end of the mining scale. However there are very distinct structural differences which set the scene for friction at the boundaries. Examples of how mining impacts upon forestry illustrate where some of the friction arises and provides some insight as to where some solutions are or may be found.

An accurate knowledge of the chemical, mineralogical and physical characteristics of ores and mineral products that are mined, processed and traded is crucial to effective resource utilisation, plant design, process optimisation and finally quality control to ensure that contract specifications are met. However, all too often the responsibility for sampling is entrusted to managers and personnel who do not fully appreciate the significance and importance of collecting representative samples for analysis, and everyone seems satisfied as long as some material is collected and returned to the laboratory for analysis. Furthermore, sample stations incorporated into the design of new plants are often the first casualties when cost cutting exercises commence. This needs to change, because there is little point in accurately analysing samples if they are not representative in the first place. The resultant analyses can be next to meaningless and the effort taken to analyse such samples is to a large extent a waste of time and resources.Ultimately, a poor knowledge of the characteristics of ores and mineral products limits the ability of mining companies to optimise the life of ore resources and plant performance, and failure to meet final product specifications can have disastrous consequences, including price penalties and more seriously loss of sales contracts. This study explores two evolving 3D surveying technologies, photogrammetry and laser scanning, and applies them to deformation monitoring of rock faces and mine highwalls. A quantitative analysis focused on 3D coordinate determination is performed. Furthermore, a qualitative assessment directed at the practicality and viability of each system operating near a rock face or in a mining operation is undertaken to reveal one systemÆs deficiencies over the other. Two photogrammetric and four laser scanning surveys aimed at optimising accuracy and precision within a short period of data acquisition are conducted on the rock face at Organ Pipes National Park, Keilor, Victoria. The accuracy and repeatability of each survey is determined using a combination of iWitness photogrammetric, and Cyclone laser scanning software. The 3D coordinates of targets placed on the rock face are determined by triangulation and resection principles within a bundle adjustment. The coordinates determined by each system are then compared in a 3D transformation. Controlled deformation conditions are established to determine the precision to which each system can detect movement in the rock face. An object of known dimensions is placed on the rock face to simulate deformation. The relative orientation of images taken for the pre- and post-deformation photogrammetric surveys provide an overall 3D point accuracy of 1.255 mm and 1.804 mm respectively. A 3D transformation shows discrepancies of less than ¦22 mm (RMS) between the geometry of the photogrammetric and laser scanning models. Both systems are able to detect the simulated deformation to a precision of 50 mm. This work also identifies how to obtain millimetre accuracy for 3D coordinate determination of rock faces, thereby providing a quality data set for surveyors, geotechnical engineers and mine geologists. Photogrammetry is shown to be a mobile, time and cost-effective technique that is more amenable to mining operations than terrestrial laser scanning. However, both systems demonstrate that they are capable of detecting movements that may lead to failures in the rock face, and possibly endangering human life. The implications are significant for surveyors, geotechnical engineers and mine geologists working in mining operations where enhanced safety conditions, increased productivity and lower operational costs are important considerations.

At the first meeting in New Zealand in the year 1903, I understand that less than 20 persons were present, and now in the large concourse before me I believe there are not fewer than 140 persons, while if every member of the Institute to-day where here there would be over 500 with usagreat change from a membership of only 250 in 1903. I feel deeply appreciative of the honour you have conferred upon me by electing me your President for the year 1911. The Gippsland Basin, southeastern Australia, has an Upper Cainozoic history of episodic change of hydrology and the related environment, reflected in the geomorphology and surficial deposits of the onshore basin and the hydrodynamically controlled accumulations of petroleum of the offshore basin. Succeeding this episodic pattern, man through a number of activities, has had a sudden and major impact on the hydrology and the related environment. Activities include those directly affecting the groundwater system, such as extraction of fossil fuels with the consequent threat of land subsidence; irrigation and clearing of vegetation and the consequent effect of salinisation; change of land use and installation of septic tanks with resulting nitrate pollution; damming of streams and the consequent reduction in the frequency of floods with degradation of the biological Environment; de-snagging streams and construction of cutoffs with increased stream erosion, modifying wetlands including drainage, with the consequent degradation of their ecosystems; and increase in phosphate and nitrate inputs to the coastal lakes with the risk of their eutrophication.

The history of zinc production in Australia is outlined including attempts to make zinc electrolytically at Cockle Creek, N.S.W. in the last century, the use of horizontal retorts at Cockle Creek and Port Pirie, South Australia, production by electrolysis at Risdon, Tasmania and at Port Pirie using zinc oxide fumed from lead blast furnace slag and production by the Imperial Smelting process at Cockle Creek. Developments in the electrolytic process are described including those in roasting, acid manufacture, leaching, purification, electrolysis, melting and casting. The Imperial Smelting process technology is also outlined. In both processes global technology is reviewed, including important Australian contributions.

The Reefton Goldfield has produced 67 t of gold from mesothermal vein gold deposits in metasedimentary rocks of the Greenland Group (Cambrian-Ordovician). The Globe-Progress deposit contributed 13.2 t (418,000 oz) of this total, predominantly from quartz veins. Recently a resource of 14 Mt at 1.96 g/t Au (27.5 t or 882,300 oz of contained gold) has been delineated at Globe-Progress in quartz vein remnants and disseminated within adjacent sedimentary rock, much of which has been locally brecciated. The breccias consist of quartz vein and sedimentary wall rock fragments set in a matrix of clay ærock flourÆ and sulphide (arsenopyrite plus minor pyrite and stibnite). Gold, closely associated with sulphide, is disseminated within the breccia. Disseminated gold also occurs in massive siltstone and sandstone adjacent to the quartz veins and breccias. Exploration drilling at Globe-Pogress, and several other Reefton prospects (e.g. Capleston, Merrijigs, Big River and Alexander River), has intersected zones of disseminated arsenopyrite carrying up to 20 g/t more gold. These mineralised sediments commonly have little or no megascopic quartz and or carbonate veining. There is little visible indication of former primary or secondary permeability for the passage of hydrothermal fluid and deposition of gold. However, porosity and permeability were formerly present in inter-granular pore spaces and microveinlets now filled with quartz, carbonate and K-mica. The Fosterville gold deposit in Victoria bears many similarities to the Globe-Progress deposit at Reefton, in terms of age, host rocks, hydrothermal alteration and mineralisation style. Many ofthe disseminated deposits in Nova Scotia, including deposits at North Brookfield and Moose River (Touquoy Zone), have similar characteristics to the Reefton disseminated mineralisation, but commonly have abundant pyrrhotite and some deposits have disseminated metal alloy grains of complex metallurgy.

International regulations exist to manage the concentrations of mycotoxins such as Ochratoxin A (OTA) and deoxynivalenol (DON) in grains and prevent health risks from excessive exposure to OTA and DON. Since the permitted levels of these mycotoxins are very low (existing maximum levels are in the range of 5 ppb for OTA and 1–2 ppm for DON), sampling for these mycotoxins is potentially challenging. Given that the distribution of infected kernels in a consignment of wheat can be highly heterogeneous, detection by current sampling methods is subject to a high variance. Furthermore, the concentrations of mycotoxins in individual kernels vary over orders of magnitude, intensifying the heterogeneity of the bulk grain.In these circumstances, there is much interest in developing sampling plans that inform regulatory agencies, and mitigate the risk of misclassifying grain shipments as compliant or non-compliant within the global grain trade, when correctly implemented.Experimental data from laboratory and field studies describing individual wheat kernel concentrations of OTA and DON were combined with experimental data describing the variance due to the analytical methods used for OTA and DON to calculate the sampling distribution for wheat having various levels of contamination. This work has focused on quantifying the heterogeneity of samples at the point of submission for analysis and within subsequent sample preparation to arrive at total sampling distributions that include uncertainties due to the intrinsic heterogeneity and the analytical uncertainties. In order to reveal the correlation between the fundamental sintering characteristics of iron ores and their real sintering behaviours, a comprehensive evaluation index is proposed based on the measurement of four high temperature indexes, ie assimilation temperature, liquid phase bonding strength, liquid fluidity and calcium ferrite formation percentage, and the sintering pot tests of single ore fines and their blends. The results show that both the lowest assimilation temperature and liquid fluidity of ore blends appear to be the linear superposition of those of single iron ores except for the liquid phase bonding strength and calcium ferrite formation percentage. Furthermore, the tumble index of the sinter product obtained from blended iron ores also corresponds to a linear superposition of that of single ores, but not for the solid fuel rate and productivity. The comprehensive strength index YT exhibits a credible linear positive correlation with the four high temperature reactivity indexes, whereas the comprehensive productivity index YP possesses a lower correlation with the four high temperature reactivity indexes. When it comes to structuring major mining contracts, the two most widely adopted formats are æmeasure and valueÆ and æcost-plusÆ. A problem with both of these formats is the difficultly of aligning the objectives of the mining company with those of the contractor to achieve mutually beneficial outcomes. An alternative contractual arrangement is for the mining company to enter into an Alliance arrangement with the contractor, linking remuneration to mine performance across a range of targets. These targets can change over time as operational requirements change.   The aims of this paper are to: +        outline alternative types of mining contracts, as well as their strengths and pitfalls; +        describe the philosophy behind the Alliance contract at Newmont Waihi GoldÆs Favona underground mine; and +        identify some of the keys to success and pitfalls to avoid when implementing an Alliance.

In Northland, New Zealand, localised large deposits of halloysite clay have been produced by in-situ alteration of rhyolite volcanics of Pliocene or Pleistocene age, which were erupted through pre-Pliocene sedimentary strata and locally through Pleistocene basalt; and which were subsequently onlapped by further basalt flows. Alteration to clay has been a result of both hydrothermal and of meteoric processes, and decreases in intensity of alteration with increasing depth. The raw material is crushed and fractionated to produce a product of less than two micron particle size, which is of exceptional whiteness and brightness. The unique properties of the clays render them highly desirable for specialised ceramic purposes.

Bulk sampling programs are typically applied in coarse gold mineralised systems to verify resource/reserve grades. In recent years, there have been controversies surrounding some results of underground bulk sampling exercises compared to the predictions using diamond drill data. Just how realistic is it to predict 100 t lots from drilling that was designed to model blocks of several thousand tonnes? This study looks at the variation of relatively small units within larger planned mining units and compares some of the geostatistical techniques which purport to provide tools for such studies. Relative difficulty of application, computer timings and summaries of results will be used to illustrate the likely variation in bulk sampling units as opposed to mining units and large-scale planning units. A case study based on publicly available data from a gold project in North America is presented. A simplistic and unconditional geostatistical simulation model demonstrated that up to 50 per cent of a relatively high-grade mining block could show as uneconomic low-grade subblocks. A subsequent study will consider a similar demonstration using uniform conditioning. Erroneous impressions of early sampling results can lead to unsupported prejudgements of the final results. Bulk sampling programs require detailed planning based on ore characteristics, where protocols must fit the mineralisation type. Arrium (previously OneSteel) initiated a desktop study into the performance of its hematite ore beneficiation plant in early 2010. The beneficiation plant utilises jig concentrators and spirals to upgrade low-grade hematite recovered during mining at the Iron Duke (ID) mine site located 60 km south-west of Whyalla. The study, conducted in conjunction with Mineral Technologies, identified a number of opportunities for improvement, which were validated by a series of sampling campaigns and a pilot plant trial. One of the major recommendations was to upgrade the ultra-fines processing circuit from a single-stage spiral circuit to a three-stage circuit. The upgrade of the ultra-fines circuit was estimated to provide a significant increase in fines production and grade.In order to capitalise on the strong iron price at the time of the project, Arrium decided to utilise a fast-tracked approach to design, construct and commission the processing equipment required to achieve the improvements identified. This decision introduced the risk of missing critical steps in the project development process, which could have potentially resulted in major issues in latter stages of the project. In addition to the challenges introduced due to the expedited time line for project completion, this project presented unique challenges due to its brownfield nature. One such challenge faced was the integration of the new equipment and control system software.Furthermore, the importance of the ID ore beneficiation plant (OBP) contribution to the companyÆs export commitments meant the upgrade work had to occur while minimising disruption to normal operation. This decision presented a set of new challenges to an already complex project. A thermal neutron irradiation technique using a mCf neutron source has been developed and applied to thp.simultaneous determination of iron and aluminium (expressed as AI2O3) in iron ore fines (-6 mm particle size) on a moving rubber conveyor belt.While the determination of iron with this technique is based on the use of a NaI(TI) detector to monitor the characteristic prompt gamma rays (7.64 MeV) emitted by thermal neutron capture reactions in the iron, the etermination of AI2O3 is based on the use of a second Nal(Tl) detector to monitor the characteristic gamma rays (1.78 MeV) emitted after thermal neutron activation of the aluminium. The second detector is located downstream from the first. Although the speed of the conveyor belt has no direct effect on the iron measurements, it must not exceed about 3 m/min if good accuracy is required for the AI2O3 measurements. Consequently an auxiliary conveyor belt is required in order to avoid interference with normal ore processing.Dynamic trials of the technique, using 1500 kg samples of ore on a 460 mm-wide rubber conveyor belt moving at 1.7 m/min, have demonstrated that the method can achieve accuracies of 0.7% Fe and 0.1% AI2O3. At the present stage of development, it is recommended that lump ore be crushed to a particle size of 6 mm before analysis.In addition to iron and AI2O3 determinations, measurements of total moisture content and bulk density are possible. The determination of Si02 is also feasible, but a separate fast neutron source (e.g., Am-Be) and a separate gamma ray detector are required.

The development of Western Mining Corporation's first commercial gold heap leaching operation is described. The laboratory testwork requirements for determining the amenability of ore to heap leaching techniques is discussed. Heap construction and operating practices are described; and production statistics and operating parameters are presented. It is shown that for a specific low grade gold ore a treatment cost optimization can be performed. Taking cognizance of the ore grade, percentage gold recovery, operating costs, and the gold sale price, it can be determined whether Carbon-In-Pulp (C-I-P) or Heap Leaching should be employed as the extraction process. The examples presented in this paper refer specifically to Kambalda and should not be used in themselves as generalities.

Ground support performance is critical to the safe and economical extraction of ore. This is particularly important for mass mining extractions at great depth, which are currently being considered by a large number of mining companies worldwide. As the in situ stresses concentrate around critical excavations, failure occurs at the excavation boundaries and ground support is required for the excavations to remain safe and accessible for their intended lifespan. Ground support consists of reinforcing elements that are installed within the rock mass to modify its internal behaviour (generally to within one excavation radius) and surface support elements that are installed at the exposed boundaries to retain the failed pieces of rock. For surface support to be effective, the loadings need to be transferred to the reinforcing elements; however, the combined performance of rock bolts and mesh is poorly understood in terms of the energy dissipation capacity available for a typical ground support scheme implemented at most mass mining operations.Over the last 15 years or so, a large number of large-scale laboratory experiments have been completed at the Western Australian School of Mines (WASM) Dynamic Test Facility for reinforcement systems and surface support systems loaded separately. The objective of more recent testing has been to establish the combined energy dissipation capacity of typical and enhanced reinforcement systems combined with mesh surface support. Total energy dissipation has been separated into energy dissipation attributable to the reinforcement and to the mesh. Three large deposits of good quality lignite were located and delineated in the Central Otago region between October 1978 and July 1979. The program was initiated and funded by Mines Division of the Ministry of Energy as part of the national Coal Resource Survey. The exploration work was carried out by Lime and Marble Limited on a contract basis (Bowman, 1980). The three deposits were all potentially mineable by open cast methods and possessed combined indicated and, inferred reserves in the order of 1000 x 106 tonnes. They ranked with the previously discovered Eastern Southland 1ignites and as such constituted an important national energy resource. Fifteen months later a second more detailed investigation of similar duration was undertaken by the Liquid Fuels Trust Board (LFTB). The objective was to upgrade and refine the geological data base of all of the nine South Island 1ignite deposits in order to make preliminary economic assessments of their potential. Again Lime and Marble Limited acted as the exploration operator (Bowman, 1981a, 1981b, 1981c).
