Alliancing is a contractual relationship in which organisations with an interest in a project are brought together in an atmosphere of co-operation to produce superior results to benefit all of the participants. Fundamental to the concept is the management of the risks associated with the project. The traditional risk management strategy adopted by clients has been to transfer this risk to others in the belief that this will result in the lowest overall project cost. It is assumed that competition in the market place will allow these risks to be transferred without paying a premium. However, this approach often results in the development of an adversarial climate, a high level of litigation, time and cost overruns and an overall poor project outcome. Under an alliancing arrangement the parties (client, designer and contractor) are aligned through shared interests in the projectÆs success by linking profitability to performance. Under such an arrangement, an atmosphere is created whereby the participants are motivated to focus on cost-savings, pursue best value and to innovate. Successful alliancing can result in highly motivated project teams and realisation of extraordinary productivity and cost-savings flowing from increased efficiencies. The situations in which alliancing can be successful are discussed with particular reference to the Wandoo Alliance which successfully completed the $375 million Wandoo B offshore oil platform in record time and with considerable savings to the project budget.

The 1980's has seen a revolution in gold mine developments in Australasia. We are witnessing a near ten fold increase in all phases of gold mine development ranging from exploration through to production. Ounces produced have yet to mirror this activity but have increased from a low point of 600,000 in 1980 to 1,800,000 ounces in 1985 in Australia alone. In 1980 the region had less than 10 gold mines, yet 14 new mines started production in 1985 and as many as 28 might start up in the next 18 months. Developing gold mines in the 1980's in Australasia has not been the easiest of jobs, yet the great number of new developments suggest that we have entered a new era that will rank in history along with the 1850's, 1890's and 1930's as high points.Within- our Australasian region two very distinctive styles of gold deposits are being discovered and developed. On the Australian mainland the new mines are in geologically old rocks and are mostly the low grade haloes surrounding worked out high grade deposits. Most are limited life open pit operations depending on recent innovative carbon-in-pulp or heap leach technology. In the Pacific Islands region the style of discoveries are geologically recent, large bulk-low-grade deposits often geologically analogous to porphyry copper deposits. These deposits are typically 10 to 20 times larger than those being proved up on the Australian mainland.

The Lihir gold operation, located in the New Ireland Province of Papua New Guinea (PNG), approximately 900 km north of Port Moresby, was commissioned in 1997 under the management of the Lihir Management Company, a subsidiary of Rio Tinto. This management period ended in 2005 with Lihir Gold Limited (LGL) becoming self-managed. LGL is now the largest listed company in PNG and a top tier mining company in Australia. The focus of the operation since 2005 has been to take advantage of strong market conditions to increase cash flow while driving operating costs into the lowest quartile of gold producers. During this period production has increased through capital expansions, most notably with the addition of a flotation circuit, and through culture change and efficiency improvements. The next step forward for the Lihir operation is a major plant upgrade to increase production to an average of around one million ounces per annum by matching the ore processing rate to the ore mining rate. The key benefits of this project will be the addition of approximately 240 000 ounces per annum of gold production, the access to an additional one million ounces of gold and the ability to meet all stockpiling requirements. The Lihir operation has come out of the boom period in a strong position, is undertaking a major upgrade at a time when prices are low and labour is available, and will be positioned to take advantage of future opportunities as they arise.

In the course of reviewing grade control practices at the Marvel Loch gold mine in Western Australia in 1992, FSSI Consultants developed and implemented a novel approach to ore selection using a method to maximise financial return (the MP method*). The approach was based on improved grade control sampling and an ore selection method which directly incorporates both a measure of the uncertainty in knowing the true grade of selection units in the definition of ore, as well as the operating cost and revenue parameters of the mining operation. During the past four years, FSSI Consultants have evaluated and refined the use of this approach and have implemented customised variations of the MP method at seven gold mines and a gold-copper mine in Australia. The previous methods of ore selection at most of these operations were based mainly on polygonal - sectional methods of grade estimation. At all of the sites where grade control optimisation has been given a fair trial over several months of production, the use of the MP method has been consistently rewarding to the mining operations. The benefits include increased run of mine ore stockpiles and low-grade stockpiles and decreased fluctuation in the production grade. Most operations have also benefited from a consistent ability to improve production grade through high-grading of the increased ore production. The increase in ore production has the logical benefit of reducing stripping ratios, increasing mine profitability and mine life.

Exploring for deep shallow dipping orebodies can be very expensive and very difficult. Surface exploration is often not an option and obtaining the best location for underground drilling can cause production delays if drilling is carried out from development headings. The Otter/Juan mine has been in production for approximately 34 years. All of the production is now sourced from more than 1000 metres below the surface from an area known as the Edwards Lode. The orebody is shallow dipping and open at depth. Exploration drilling has been performed from decline stockpiles and from hangingwall drill drives. Drilling from footwall positions (eg decline stockpiles) into shallow dipping orebodies can often produce intersections which are unusually thick thus leading to optimistic resource figures. The decision to develop a dedicated hangingwall drilling position can vastly improve the quality of the data used to generate an orebody model. In 1997 a new extension to the Edwards Lode was discovered and named the æFÆ surface. In 1999 a resource calculation was performed using data obtained from drilling that was carried out from decline stockpiles. In 2002 a dedicated drill drive was developed into the hangingwall of the æFÆ surface to obtain better data to verify the previous resource calculation. For this case study obtaining more representative data reduced the resource estimate by 66 per cent. This information was obtained early enough to allow for alteration to the mine plan and without loss of capital.

An overview of flotation reagents used in sulfide and non-sulfide separations, from an industrial perspective, is given in this presentation to highlight the current applications knowledge. The historical and theoretical aspects, which are well documented in numerous books and reviews, will only be highlighted, when necessary, to support the theme of this paper, viz critical analysis of reagent research, design, selection and optimisation with an emphasis on relevance to plant needs and practice. The three types of flotation reagents; viz collectors, frothers and modifiers, used currently in the industry are briefly reviewed; pitfalls and gaps, arising from somewhat arbitrary and reductionistic practice in reagent applications, are identified; and the impact of environmental regulations on current and future reagent development is discussed. The importance of frothers and modifiers, which have received less overall attention than collectors, is highlighted. The need for a rational, holistic (or ætotal systemÆ, ætop-downÆ) approach for reagent design, selection and optimisation is discussed with a view to provide remedies for pitfalls and a platform for filling gaps in reagent chemistry and applications, and to develop reagent technology that can deliver robust solutions to plant needs. Geotechnical practice combines the site engineering geological model with engineering design and operations to control risk. The responsibility of the geotechnical professional is to present relevant engineering geological information to an engineer to effectively impact an outcome. Return is enhanced by understanding expected operating and capital cost due to ground conditions.   Risk is effectively communicated by a successful geotechnical practitioner. In a mining environment the need is to assess ground conditions accurately and quickly, and to effectively communicate expected ground response due to mining. A good engineering geological model includes a description of geotechnical engineering parameters to design assuming reasonable expected soil, rock and water conditions. Pit slopes are steepened, stope spans widened and waste foundations and land forms are constructed all under geotechnical control.   The responsibility of the geotechnical professional is to collect, assess and disseminate relative engineering geological information. The geotechnical professional is a person advising on ground related engineering, and generally operates within geology and engineering end members.   Return is better assessed on an understanding of ground cost. In operations the goal is to meet production at lower cost. In evaluation, regional and exploration geology, mine design and expected operational factors influence expected cost and project return. Return allows companies to meet shareholder expectations, attract equity to develop and add value to the community.   This paper presents a discussion with some examples to present an approach and design philosophy for geotechnical practice in the mining industry.

A fundamental error of sampling occurs when a sample is extracted from a larger mass of ore or lot. The act of sampling requires that all particles belonging to the lot have an equal chance of being extracted. This type of sampling is called unbiased sampling. The sampling equipment (herein referred to as the sampler) should be constructed with some additional mechanical characteristics to guarantee that the samples will be unbiased. Samplers, extracting increments from a continuous flow, such as a conveyor belt, collect aliquots at regular time intervals. These time intervals relate to the number of aliquots extracted from a given mass of lot, whilst passing through the continuous flow. The frequency of extractions will influence the precision or the error of the sample (integration error). Further, the ore variability influences the amount collected from the continuous flow. Normally, the sampling protocol utilised is designed for the extractions obtained from the conveyor belt, omitting any error committed during this operation, ie the error of extracting from the continuous flow. This study aims to analyse the error of sampling a continuous flow by using a variogram with added on auxiliary functions. Each different piece of material passing through the flow will exhibit a distinct temporal variogram, which should influence the frequency of the samples being extracted for each chosen sampling error. The methodology used is presented in the form of a case study from a coal processing plant.

Australia is the dominant iron ore supplier to the Asian market, a position that began to emerge with the development of the Pilbara in the 1960s. Iron ore is now one of AustraliaÆs main commodity exports and is likely to remain so well into the future. The annual price negotiations are the focus of widespread comment and speculation by financial analysts, journalists and mining professionals. Much is written on the subject, but how much is understood? What is the process all about and what can mine managers learn from understanding the pricing mechanism? Every one of the major regional iron ore markets has its own characteristics. The focus here is Australian supply specifically to Asia, far and away the biggest and fastest-growing of these regional markets. The core of the paper reviews and explains the key elements and procedures that contribute to pricing iron ore in Asia, a market that has long been dominated by the Japanese steel mills (JSMs) and that is now feeling the full force generated by the rapid industrialisation of China. First, however, it is important to understand how this market has evolved over the past 40 years, and the key relationships that have shaped and continue to shape the iron ore price. A description of the essential technical and commercial factors follows. Each area is explained in some detail to provide an overall demonstration of the linkages and the importance of understanding the various influences on the pricing process.

During the last two decades, restrictions on access to land for mineral exploration and development in Australia have intensified. State and Federal legislation relating to Aboriginal land rights, national parks, marine parks, wilderness areas and other conservation areas, the surface rights of farmers in New South Wales and Western Australia, national, State and world heritage, urban developments and acquisition of land by governments for other purposes have all placed limits on mineral exploration and mine development activity. More than 20% of Australia's land area is now either unavailable for mineral exploration or available only under severe constraints. Access to this land is denied at a significant economic cost to the Australian community. There have been few attempts to quantify this cost. More importantly these restrictions have developed on an ad hoc basis promoted by single interest government departments often with little regard for rational land use planning. The mining industry has embraced the community's conservation ethic and accepted that conservation areas should be set aside and that within those areas mineral activity should be restricted. In some cases the restrictions on exploration near areas of outstanding scientific, historical, archeological or scenic importance may amount to an effective prohibition. The industry has vigorously opposed the exclusion of mineral activity in conservation areas on purely emotive grounds, unsupported by scientific evidence and in disregard of land use potential, consideration of multiple use potential or consultation with existing or potential land users likely to be effected.

In terms of tunnelling the mining industry is generally thought of as the crude cousin of the civil construction industry. Mining has tended to concentrate on speed and flexibility rather than the high standards required in civil tunnelling. Historically this difference has been based on the belief that such high standards were not required by the mining industry, they would slow down the development of the project and as a result increase the costs and extend the time period between start up and a positive cashflow.For civil works the construction of a tunnel is the project, for mining the construction of declines, crosscuts and drives are merely the means of accessing the orebody so that the real work can begin û MINING. Extraction of ore is the core business of most mining companies û it is what pays the bills.Though most mining companies have the equipment, the people, the knowledge and the ability to excavate tunnels, in the past mining companies did not appear to put the same energy into their tunnelling operations as they put into improving their ore extraction operations. In the past decade this appears to have changed, many mining companies now realise how important the correct excavation of a decline is to the success of the overall mining operation. They began to recognise that there were cost benefits to be gained in using the correct development techniques without overly sacrificing the benefits of speed and flexibility.This recognition also coincided with the growth of underground contractors whose predominant work was primary development (declines and ore access crosscuts and drives). The contractors again had the same knowledge, the same people, and similar equipment but their focus was different from that of the mining company û the contractors were focused on the development of the mine, the excavation of declines, crosscuts and drives. These deliverables were the contractorsÆ core business û itÆs what paid the bills.

South Australia's economic development has relied heavily on the mineral industry. In the late 1840s the rich copper deposits at Kapunda and Burra saved the Colony's economy when South Australia became a world copper producer. Copper lodes developed at Moonta-Wallaroo during the 1860s brought further prosperity when mining activities at Kapunda and Burra were in decline. In addition to those large mines there were many smaller workings scattered through the Flinders and Mount Lofty Ranges producing copper, gold, silver, lead and zinc. Most of the mines of this period were worked by Cornish immigrants who brought their own technology and mining methods with them. These people have left a cultural legacy unique in Aus- tralia. In this Jubilee 150 year (1986) the Department of Mines and Energy, working in conjunction with the Department of Environment and Planning, is helping to preserve and interpret selected historic mining sites, most of which have been neglected since their closure. This work is designed to draw people's interest to mining history by providing interpreted sites for them to visit and to demon- strate the importance of the mining industry in South Australia's cultural and economic develop- Ment.

The early period of South Australia's mining history was dominated by Cornishmen as large numbers of miners and their families migrated to escape closure of the Cornish copper mines. Records show that Carthew families migrated from Kent and Cornwall to South Australia. Those from Redruth, Cornwall, were miners and their family history provides an insight into the condi- tions under which early miners lived and worked. Carthews are one of the oldest surviving mining families in South Australia and their movement pattern has been typical of many other early Cor- nish mining families.

Cannington mine is a silver lead zinc operation located in north west Queensland. The operation has been in production since 1997. Ore is primarily moved through an underground material handling system comprising of a crusher, conveyor and hoist. The underground crusher and conveyor system were sited in lower grade ore when the mine was first commissioned. As Cannington is now a mature operation, this ore is considered run of mine and stoping progressed into the crusher exclusion zone. As the stoping fronts advanced there was increased damage on the crusher chamber and infrastructure. In response to monitoring data, the crusher monitoring system was significantly upgraded in 2016. The monitoring system included rock mass and infrastructure instrumentation. It improved the understanding of stress impacts and mechanisms driving the damage within the chamber. It allowed the site geotechnical team to respond to changes utilising ground support, mining sequences and increased levels of monitoring. As stoping and damage to the rock mass continued, so did the process of responding to monitoring data. Ultimately, the monitoring system enabled a safe and controlled closure of the chamber. Coal mining in the Bulli seam in the Southern Coalfield in New South Wales has experienced the dangers of outbursts of coal and gas. These incidents present a major risk to the safety of mine workers and consequently a threat to the overall viability of the mining operations. Since the occurrence of a major outburst incident in the South Bulli Colliery in 1991 involving three fatalities, the primary contributory factors associated with coal/gas outbursts in the Bulli coal seam have been identified and a strategy for the management of the outburst risk has been formulated by the cooperation of mine operators, mine workers and the Department of Mineral Resources. Utilisation of risk management techniques in combination with modern gas drainage technologies and geological control methods have led to the formation of this effective outburst management plan. Clause 15 of the Coal Mines (Underground) Regulation 1999 in NSW has made it mandatory in an area of outburst to carry out mining in accordance with a code or guidelines developed for mining in outburst prone areas (DMR, 1999). In this paper an outburst management system is discussed which was developed for collieries in the Southern Coalfield that brings together all the available information including past experiences and risk management techniques in a documented form in order to maximise safety of mine workers. It is concluded that since the introduction of the outburst risk management systems in the Southern Coalfield in 1994 considerable reduction in outburst incidences have been experienced.

University education in Australia is changing, driven by greater market orientation, reduced funding available per student, especially in the higher-cost minerals industry disciplines, and the call for more flexible delivery of subjects and courses to meet changing lifestyles and expectations. The opportunity exists for a true partnership to develop between industry, government and academia that will reshape minerals education in Australia and secure the future supply of the specialists industry needs to maintain international competitiveness. If this partnership does not emerge, it is anticipated that AustraliaÆs somewhat fragmented and unstable higher education system, especially in the disciplines of particular relevance to the minerals industry, will be put under further pressure so decreasing its effectiveness to produce quality graduates. The Minerals Council of Australia in 1998 published æBack from the BrinkÆ, a discussion paper which proposed strategies to build a world class minerals tertiary education system in Australia. Those strategies are now being implemented collaboratively with principal emphasis on the disciplines of mining engineering, metallurgy and earth science and as far as process is concerned, on the necessity to æcooperate to competeÆ. For metallurgy, the challenge is to integrate more closely undergraduate teaching with the existing world-class research centres and to link the tertiary institutions in such a manner that the strengths of all components are harnessed and then made available nationally in major population centres and at remote sites where appropriate. For industry the challenge is to build effective partnerships with the academic community that will enable and assist the agreed course of action to take place.

Scientific drilling and blasting techniques are currently being presented to the mining industry as an aid in the overall optimisation process. The degree of success in the development of these techniques over the last ten years has prompted statements that generally relate to blasting becoming a science rather than an art. Many of the techniques are currently operated or at least analysed by scientists. As such, their use has been restricted to project type activities while the more routine activities associated with day to day mining has continued to be carried out by engineering rather than scientific staff. Some of the scientific techniques will remain legitimately as a project or an occasional use facility. Generally speaking a cost/benefit analysis at a particular mine will decide the level of use. This should logically highlight a number of techniques with potential of regular mine site use. Regular mine site use implies mine site analysis and hence the gulf between the scientist and mine operator/engineer must be addressed. There are all sorts of solutions and they are not mutually exclusive. One alternative could be to increase specialisation at the mines. With "career paths" becoming more formalised the trend would seem to be away from mine site specialists unless, for instance, this specialisation was provided by term secondment from research establishments. Another alternative could be the scientists themselves applying their developmental skills to "humanise" and "package" the projects in such a manner that they can be routinely used at mines.

Significant developments in future mining systems, technology and best practices are emerging that are driven by issues relating to human resources, competitiveness, environmental and social responsibility, within the dynamics of globalisation. It is proposed that the definition of the role and attributes of the mining engineer in the mine life cycle needs to be viewed more holistically in the face of increasingly more diverse and complex responsibilities. These developments are motivating the need to consider a fresh approach to mining education and training at all levels for industry. A growing diversity and complexity of professional responsibilities is extending the mining engineerÆs broadly based skill set and reinforcing the need to play a central role within increasingly interdisciplinary teams. On the other hand, the imminent new technologies that will transform the mining process are prompting the assumption that more focused and specialised skill sets will be needed. A way forward is suggested that would first define a blueprint for the future mine, as an attempt to characterise the systems architecture, processes and organisation of the next generation mine. This can be the basis for assessing the nature of the workforce and distribution of responsibilities, from which can be inferred the skills and training requirements. In the context of the mining engineer, the paper explores how understanding such future requirements will enable more proactive development of a strategy for educational development. The paper then concludes by considering issues and lessons learned from some recent mining educational development initiatives underway in Australia and Canada that are shaping significant change.

A practical field method for determining the maximum value of the intrinsic oxidation rate, Smax , of sulfidic materials in waste rock dumps is proposed. Knowledge of the intrinsic oxidation rate of sulfidic materials distributed in a dump is necessary for predictive modelling of oxidation and pollutant generation over time. The suggested method uses the fact that drilling waste rock dumps to install probes for monitoring temperature and oxygen concentration causes large volumes of air to be injected into a dump by the drill rig. By measuring the rate of decrease of oxygen concentration along the length of a borehole immediately after installation, it is proposed that Smax can be calculated at different depths. The aims of this work were: to derive a simple, practical formula for the estimation of Smax from the oxygen concentrations measured over time, based on some simplifying assumptions; to use a two-dimensional numerical model that incorporates all the necessary physical processes to model the behaviour of an aerated dump over time for a reasonable range of dump and material parameters; and to compare the results of the two approaches to assess the validity of the simple formula as a method for estimating Smax. It has been found that the technique can provide reliable estimates of Smax when the value is of the order of 10-7 kg(O2) m-3 s-1 or greater. At the lower end of the range however the radius of the zone aerated during drilling becomes an important parameter and further work has been recommended to investigate this aspect of the method.
