The integration of environmental and permitting strategies into development has become a routine part of doing business for the international minerals industry. Paralleling the development schedule with the environmental and permitting schedule is critical to ensuring that design recognises environmental constraints and that the environmental and permitting program has the right focus and achieves the objective of obtaining workable permits that reflect the project design. Regulatory issues including the law of and controls established by the country the project is situated in, the requirements of international financing institutions, international politics and the role of environmental groups and the particular precedents and processes established are all important issues that must be recognised and incorporated into the permitting program by the developer. Technical issues including collecting early environmental data during exploration, establishing hydro-meteorology equipment, baseline data gathering, and getting good environmental engineering information as a part of feasibility and design are also critical issues to the success of a project which are under the direct control of the developer. Finally tying all of these issues into a single integrated strategy under the direction and control of a nominated team is necessary to maintain focus and achieve results.

The introduction of legal certification of mine managers is a matter of history. It was introduced as part of legislation for mine safety. It has been said that such legislat- ion was written in blood. Like all legislation this legislation is divided into three sections; commands, obligations and sanctions. While legislation in all States on this subject is similar, the differences are great enough to have prompted the preparation of a Uniform Code by the Annual Conference of Chief Inspectors of Mines. This Uniform Code has not been adopted fully by any State to date. Legal certification of mine managers has made managers more aware of the requirements of the legislation covering their industry, legislation that reads as a summary on past accidents and methods of preventing them. While budding managers spend considerable' time in their early years in the preparation for certification, history has shown that the industry has benefited from their efforts. A better knowledge of the safety acts by the managers has produced safer operations, and a higher standard of management has raised the technical standards of mining operations to a stage where Australia can be proud.

Stress measurement is at the core of most stability design analyses. It is demonstrated that contrary to accepted practice, it is the field measurement, and not the calculated prediction, of stress that requires most examination and review. Since it is not really possible to quantify rockmass properties, the stiffness values used in reduction of stress measurements and in subsequent design analyses (either empirical or numerical modelling) must consider an appropriate range of values.

Mine management has a responsibility under the various acts of state parliaments for the adequate ventilation of existing workings. It also has a need to plan adequately for the ventilation of proposed workings. Future workings alternatives have become progressively more complex and ventilation planning of the various possibilities must be undertaken within an atmosphere of rapidly changing market circumstances, etc. Any non-optimal solution will prove more expensive than necessary on both capital and cost bases. Clearly these increasing and alternative ventilation demands of coal mines in Australia have multiplied the work load of ventilation engineers. Management in general has for some time been aware of the advantages of using computers for commercial applications such as payroll and stores inventory. Employing gravity recovery for coarsely liberated gold and sulfide ores has potential to lead to a signifi cant reduction in the energy required for comminution and ultimately can have a significant impact on gold processing. Most of the recognised metallurgical tools at our disposal currently have been designed around recovery of relatively finely ground minerals. In order to change the paradigm of fine grind for liberation, a new set of tools need to be recognised that are capable of separations in the coarser size fractions. Some of these tools already exist and some need to be developed but the key is the way in which the fl ow sheets are arranged. A very strong understanding is required in the existing tools and their capabilities before these new flow sheets can be optimised. Only when we understand the existing gaps in technology can we start to fill these positions with new candidates. Many ores when crushed liberate their gold bearing minerals at coarser sizes than current practice would suggest (Figure 1). In order to characterise this response in ores it is necessary to utilise some new techniques in the lab such as gravity separation and ore sorting at the sizes greater than 15 mm followed by gravity recovery on fractions from 15 mm down to 150 ¦m. The most difficult range has been the mid-sized fraction from 4.0 mm down to around 150 ¦m. This is the size range in which many ores show economic liberation starting to occur and coincidentally this is the range in which many commonly used metallurgical processes reach their operational limits due to physical constraints. Examples of these processes are flotation, hydrocyclones and whole ore leach in agitated tanks which are currently the mainstays of the processing fraternity. This is an ABSTRACT ONLY. The Mineral Resources Act 1989 was assented to on 25th October, 1989 after more than two years of consultation and negotiation between Government, the mining industry and other affected parties particularly the major rural organisations.The legislation proposes major conceptual changes in a number of areas and adopts a totally new approach to the definition of land and the mechanisms available to the mining industry for accessing such land.Unfortunately the passage of the legislation through Parliament coincided with the lead-up to the State election. Ultimately it became an election issue generating much adverse comment in the media particularly from rural and landholder groups. It was obvious that much of this anti-mining propaganda resulted from a lack of understanding of the legislation and the benefits that flow to the majority of landholders as well as the mining industry.It is essential that the contents of the Mineral Resources Act be thoroughly understood by all parties. Only then will all the State's resources be able to be developed in a multiple land use environment.This paper outlines the philosophy behind the new Act and the more important provisions contained therein.

The mining. operations of Bougainville Copper Pty Limited are located at Panguna on the Island of Bougainville which is part of the Territory of Papua and New Guinea. Mineralisation in the Panguna area was first established by C.R.A. Exploration Pty Ltd in 1964. Exploration work since then has established ore reserves estimated to be 760,000,000 tons of.0.47% copper and 0.4 dwt./ton gold. An economic feasibility study completed in July of this year has enabled a decision to be made to proceed with a major mining operation. The ore will be mined by open cut methods and will be treated in a conventional concentrator with a nominal capacity of 90,000 short tons per day. The concentrate will be pumped as a slurry through a 15 mile long pipeline to a port established on the east coast where it will be filtered and dried ready for export. Other supporting facilities for the mine include two towns, a 135 megawatt steam power station, and access roads.

The evaluation of historical goldfields is currently topical, reflecting a high gold price, improvements in knowledge and technology. and lack of greenfield sites. Many goldfields comprise narrow gold-quartz veins which are structurally complex with an irregular distribution of gold; variable geometry and architecture; and display late deformational effects. The study of historical mine records can be an important tool during early and advanced project evaluation since it contributes to understanding the orebody, exploration target size and setting expectations. The historic Engineer Mine property is located 32 km west of Atlin, British Columbia on the east side of Tagish Lake. The economically important Engineer and Double Decker veins belong to a NNE-SSW vein set. These are narrow, commonly <2 m dilational veins with a minor sinistral strike component and of an epithermal type. Documented ore production between 1910 - 1952 is recorded as approximately 14 263 t at 39.4 g/t Au and 19.5 g/t Ag (for 18 000 oz Au and 8950 oz Ag). The underground workings consist of about 5500 m of tunnels, shafts, raises and stopes over eight levels. The mine is currently being re-evaluated. In 2011, an Inferred Mineral Resource of 41 000 t at 19 g/t Au for 25 000 oz Au (at a 5 g/t Au cut-off) was defined from historical data supported by modern drilling into the Engineer and Double Decker veins. In older to improve efficiency of surface pre--grouting in sealing off water in heavily water-bearing strata, such as sandstone,siltstone and limestone, several methods have been used in China, they are ; intermittent pre-grouting, adjusting pre-grouting parameters and stepwise repeated pre-grouting methods. The paper describes effect of deviation on water sealing in pre-grouting. Deviation correction measures, like mechanical, technological and changing hole position methods have been introduced with satisfactory results in practical engineering projects without increasing the volume of engineering project and without causing delay.

An experimental study of the packing of a coal heap has been carried out. The bulk density of a coal heap is considered as a function of a number of variables, viz flow rate, conveyor belt speed, the height of the disengagement point of the conveyor belt, coal particle density, moisture content, the size of the heap and coal particle size distribution. The effects of the dimensionless numbers resulting from dimensional analysis on the packing density of a coal heap have been experimentally examined and analysed. Based on the experimental results, equations have been formulated for the estimation of the bulk density of a coal stockpile. The validity of these equations are checked by comparing the predictions with measurements of real industrial Stockpiles.

Drilling is one of the most, significant cost components of any stoping or develop- ment operation. Two of the factors contri- buting to the drilling cost are the supply and servicing of consumable items such as drill rods and bits. The purchase cost of consumable items can be controlled to a large extent by using the correct balance of quality and price. However, the service cost is a less easily controlled factor and it is in this area where potential savings are significant. In June, 1976 a six month trial period was commenced at The Zinc Corporation, Limited and at New Broken Hill Consolidated Limited with two separate suppliers supplying and ser- vicing all longhole drilling parties (one supplier for each mine) at a guaranteed cost per metre. As a result of this six month trial period a new contract was commenced in December, 1976 with one supplier supplying and servicing all longhole drilling parties at both ZC and NBHC for a twelve month period. This concept has now been in operation for over twelve months and has proved to be a significant means of slowing down the increas- ing cost associated with drilling operations.

In six deep hard coal mines situated in the coal district of the Saar and Lorraine, Saarbergwerke AG produce annually 9 to 10 million tons of coal. The coal is either coked or fired in power plants. Comprehensive planning work is done for the producing coal faces, 15 stone drifts and 60 seam headings. The computer can assist in drawing up the short- and medium-term planning by taking over, on the one hand, work done so far by hand and by supplying, on the other, additional information. The computer can draw up time schedules, can do quantitative calculations, can draw up plans for the em- ployment of manpower, machines and other equipment, and can calculate cost and earnings. It is ensured that all part plans are always adjusted to each other. Because of the volume of work involved, planning in this form and extent becomes possible only by the computer. Especially with the periodical continuation of planning, the new system facilitates the work to be done. The ideas of the planning engineer are and remain the basis of all planning work and the computer gives him an aid to assist him with calculations, report writing and feasibility studies.

Engineering availability of the 120/200 tonne Wabco haulpak fleet at Mt. Whaleback was in the mid fifties and unstable. The project to achieve a reliable 66% during 1980 highlighted "plannable" maintenance, short cycle scheduling, condition monitoring, backlog control, and, above all, the importance of involving all affected people. It is not sufficient for consultants to design systems and make them work. The people who use the system must understand it, support it and "own" it. Newman Mining fleet of 70 Wabco haulpak trucks of which 53 were 120 tonne and 17 were 200 tonne units. (Subsequently five 200 tonne trucks from Hamersley Iron were added to the fleet). Patterns of successful metallic mineral discoveries in Australia are analysed for the last three decades. A trend towards more discoveries of poorly expressed and blind ore- bodies is evident and can be expected to continue. Discoveries using traditional and conceptual geological techniques have proportionally declined but are expected to continue at a significant level for a decade or so. Improvements in the quality and numbers of geological exploration models and in the quality of available basic geoscience data have aided successful discovery in recent years. Although some orebodies for the Year 2001 have already been found maintenance of a strong mineral inventory demands that more and better geological models are applied. Empirical models need to be improved by critical multi- disciplinary integrated studies of mineral occurrence at all scales. New models can and will be developed by various means. If application of these models is made with all the innovation, initiative and unorthodoxy that can be mustered then new discoveries will result. Greater attention to the surface expression of orebodies will also lead to new discoveries. Review and follow-up of old data in the light of new concepts will provide yet another discovery route.

Metal-rich slurries discharged from excess-enthalpy geothermal wells at Kawerau (NZ) indicate that an efficient ore precipitation mechanism operates in some feedzones. In our conceptual model, which takes into account the relative permeabilities of liquid and gas phases in boiling fluids, a metal-precipitating liquid phase is effectively immobilised along boiling fronts, leading to the formation of highly concentrated ore. Chemical equilibrium and heat/mass transport modeling demonstrate the general applicability of this conceptual model to hydrothermal eruption environments.
