Responsibility for the administration of mineral resources is divided between federal and provincial governments. The paper traces the evolution of mineral policies at both levels of government, from the end of World War II to the present. In the immediate post-World War II years, the emphasis was on supplying the raw material needs of a rapidly growing world economy. Policies favouring growth and development of the Canadian mining industry were instituted during this period. Two decades of uninterrupted expansion (the 1950s and 1960s) ensued. The decade of the 1970s was a turbulent one for Canadian mineral producers. Governments intervened more substantially than ever before. Moreover, the industry suffered from an intense period of competition for resource revenues by the two levels of government. At the same time, far reaching changes were taking place in the structure of world mineral markets. To date in the 1980s, the mineral industry has, perforce, adapted to existing mineral market structures. Mineral policies, too, have shown signs of adapting to the needs of the mineral industry. Whether the resulting mix of policies will permit the revitalization of the Canadian mining sector remains to be seen.

Mengzi Mining and Metallurgy Co, Ltd (MMMC) polymetallic ore contains recoverable amounts of tin, lead, zinc, pyrite and other valuable minerals. With the change in orebody, the run-of-mine (ROM) ore changed from lead zinc rich ore to tin rich ore, where the current ROM ore contains 0.45–1.25 per cent tin, 20–25 per cent sulfur, and 0.20–0.35 per cent copper. The previous processing flow sheet was designed to recover lead zinc rich ore and it is clearly not suitable for recovery of the current tin rich ore, where the tin was already overground and tin recovery was only 50.19 per cent. The Mengzi Mining Company has recently modified the concentrator circuit by incorporating rod mill and high efficient Derrick fine screen. As a result of the improved classification efficiency, the overgrinding of the tin ore was minimised and the recovery of tin was improved by 20.71 per cent, ie from 50.19–70.90 per cent. Chemical admixtures are not commonly included in the variety of backfill mixes used in the mining industry. This may be attributed to several reasons including, but not limited to: the perceived high added cost, 2. the lack of awareness about their proper use, and 3. the lack of knowledge about their features and benefits. In the construction industry today, however, chemical admixtures are used in the majority of the concrete produced, enabling concrete to become a more cost-effective building material. They also enable construction crews to meet demands for year-round construction, quicker completion of construction projects, and improved concrete properties. The high demand for chemical admixtures in the construction industry has led to numerous innovations in admixture technology in recent years. Some of these chemical admixtures have been found to enhance the production, transport, placement, and in situ properties of backfill mixes. Others have been found to reduce the cost of such mixes while maintaining, and in some cases improving, their physical properties. In this paper, a few of such innovative admixture technologies are discussed. The benefits, imparted by these technologies to backfill mixes as well as performance data on their use in several backfill applications at various mines, are presented.

Seeking to reduce the likelihood of uncontrolled personnel entry into the operating footprint of a dragline, Coronado Global Resources initiated a review of proximity detection systems currently available and equipment interactions in and around dragline operational areas. At the time of the assessment, there were no established personnel proximity detection systems in compliance with functional safety standards for large machinery in Australia. Our primary objective was to guarantee a functionally safe outcome, particularly by implementing a performance-level-rated system in accordance with AS4024 (Safety of Machinery series of Australian Standards). Applying appropriate detection technologies, the goal was to reduce the residual operating risk for machine-to-machine and machine-to-personnel interactions. A comprehensive analysis of available or in-development technologies was conducted, and a layered approach (demonstrated in Figure 1) was adopted to achieve the desired risk reduction by segregating the sensing zones into distinct areas using diverse and disparate technologies consisting of radar (short); light detection and ranging (LiDAR) (medium); and optical (long). To address the potential limitations of each technology, overlapping layered sensing zones were designed. With LIDAR and optical using two distinct artificial intelligence (AI) systems to classify detections, these were specifically trained to handle the unique environments of a mining operation.

The Rock Mass Rating (RMR) and Rock Mass Strength (RMS) classification systems for jointed rock masses are briefly reviewed, with particular reference to their use in slope stability studies. A correlation is provided between the results obtained from the two classifications and an equation is presented tentatively defining the RMR value for long-term stable slope angles. The validity of the equation is discussed in general terms in the context of slope stability problems commonly encountered in Western Australian open pit gold mines.

In the 1990s round flotation tanks were introduced as a result of the lower fabrication costs for larger cells. It was soon observed that round tanks held a number of further advantages over the traditional rectangular cells, such as better hydrodynamics, lower costs and reduced footprint per unit volume.In the last twenty years flotation cell sizes have increased almost exponentially and designs of 250 to 300m3 are a well established standard with plans for full scale pilot installations of 500m3. The option to install these large cells gives flexibility in circuit arrangements and allows efficient and economic matching of flotation lines with modern mill designs. The benefits of scale up are well known with reduced numbers of cells required, lower power costs per unit volume, etc. These benefits will be briefly reviewed with specific reference to the installation of 300m3 to 350m3 flotation cells at the Copperton Concentrator of Kennecott Copper in Utah, USA.The sophisticated techniques required to model these ‘supercells’ have led to a critical review of the fundamentals of flotation science and engineering. In addition to outlining the advantages of large flotation cells, this paper will review the science which supports, and occasionally challenges, the ongoing trend to larger flotation cells.

Approximately 2.4 million ounces of gold and 11.3 million ounces of silver have been produced from the Umuna Lode by Misima Mines Pty Limited between June 1989 and the end of Decemeber 1996. Reserves remaining at the end of December were 32.1 million tonnes at 1.0 gram per tonne gold and 9.7 grams per tonne silver. To attain precious metal production of this volume, an estimated K60,000,000 (1996 Kina) was spent on exploration alone. from the 1940s to the present day. Exploration expenditure for the 1996 calendar year was approximately K4,400,000. With such a large investment in exploration, large quantities of data were generated and stored in various forms. To make best use of this data, it was necessary to organise and systematically store this data in a form compatible with a modern Geographical Information System (GIS). The Umuna Lode on Misima Island is a low sulphidation gold- silver deposit dated at 3.5 ¦ 0.2 Ma. The deposit is controlled by the 50 to 100 metre wide Umuna Fault- a moderate dipping, brecciated clay- chlorite- carbonate altered, normal fault zone. There is approximately 230 metres of mostly dip slip offset on this fault, which is measurable by the offset of the Cretaceous schist, marble and greenstone host sequence. Late Miocene microdiorite spatially related to the Umuna Lode does not appear to be genetically related to the gold- silver mineralisation. GIS was introduced to Misima at the end of 1995 and until recently has been mostly used for data storage and retrieval, the over- laying of various data sets to assist in targeting prospective areas, and as a drafting tool. The use of data-driven, predictive data analysis is the most recent effort in maximising the use of the extensive Misima database. By characterising the key controls and properties of the Umuna- type mineralisation, a Weights of Evidence, data-driven analysis produced a prospectivity map of Misima Island. The purpose of this map was to identify prospective areas yet to be explored and to assess the effectiveness of exploration to date.

A projected image is not always a true representation of a situation, or indeed an industry. This is often the case of the mining and minerals industry, which has frequently been portrayed in a negative light with a male dominance stigma attached. However, these issues can be combated for both the industry and its future, current undergraduate students, through undergraduate industry experience. In particular, vacation work enables female students to dispel many myths surrounding the industry and realise that the mining and minerals field offers career development for both genders. This paper will discuss how vacation work enables students to make important career decisions even before they have graduated. Industry experience provides undergraduates with the opportunity to gain practical knowledge relevant to their field of study. Additionally it allows students to observe the nature of the industry and the sacrifices necessary to advance careers. The prior insights into an industry are relevant to all students, but particularly female students, who might otherwise be dissuaded from a career in mining. This paper is written from the perspective of two female undergraduate students studying Mining and Minerals Processing Engineering.

The building is a lofty, well-ventilated one of hardwood frame, with galvanized-iron walls and roof, and consists of five spans running north and south, covering a total length of 236 ft. Each span is composed of nine bays of 1:3-ft. centres, making the total width of the building 117 ft. The refinery is situated conveniently at a distance of 100 yds from the smelters. Through the third span of the building runs a 5-ton electric overhead travelling crane, of a 3-motor type, with a span of 29 ft. The crane runway extends over a railway line, which connects the smelters to the refinery. This crane is llsed for handling bullion, coal, melting kettles, lead pumps, &c. A 3-ton crane of similar type, but with a 50-ft. span, runs through the fifth span of the building and also extends over the railwav line alreadv mentioned. This crane is used to load the soft lead into railway trucks, or to stack lead awaiting shipment in the area covered by the crane's operations.

The Wonawinta silver project near Cobar in NSW is under development by Cobar Consolidated Resources Limited (CCR). RMDSTEM Limited is part of the owner’s team for feasibility, design, engineering, construction and commissioning.With a 51Moz resource CCR is one of the largest pure silver players in Australia. A probable reserve of 14.3Moz has been defined for a mine life of approximately five years. The silver mineralization is contained in host rock composed of clays and oxidized limestone. The ore also contains on average 1.3% lead as cerussite, and other minerals. A simple circuit consisting of slurrying of the ore, gravity treatment of the coarse fraction to recover lead, silver extraction using CIL, elution and the Merrill Crowe silver recovery process, has been developed.The “value engineering” approach to this development pioneered over the past decade by RMDSTEM has meant that RMDSTEM has delivered the bankable feasibility study at a cost of $0.07 per resource ounce. It is highly cost effective making efficient use of shareholders funds as well as being very time efficient. This paper describes the application of the value engineering approach to the development of the Wonawinta project.

Field studies have shown that the concentration of common gases released during detonation is considerably lower than with conventional nitro-compound type of explosives.

The Mount Isa silver-lead-,zinc deposit possesses a number of features which sets it apart from usual occurrences of ores containing those metals. The deposit has been described in vario:us papers, but development upon deeper levels during the past two years has, yielded much information not hitherto published. Purpose of the present paper is to furnish a unified and coherent perspective by tracing briefly the full rock deformational and mineralization processes responsible for the ore deposition. The paper represents the outcome of ten years' organized geological effort at Mount Isa. Information contained in it supersedes that previously published.A bibliography of published articles relating to Mount Isa ore deposition is appended. In preparing the present paper previously published data have been drawn upon freely wherever applicable. The authors are especially indebted to the papers by Grondijs and Schouten, and by O'Malley and McGhie, which present results of systematic microscope studies of thin and polished sections from comprehensive suites of Mount Isa ore.

The results of full-scale tests on precast segment made at University of Roma are presented. The segments were cast using fibre-reinforced concrete produced without any traditional reinforcement, by using fiber made in high-strength steel and a new type of anchorage.Bending tests were performed in order to check the bearing capacity of the segments under the flexural actions; these occur during de-moulding, handling, storage phases as well as in the in situ condition (due to asymmetric soil pressure). Furthermore, point load tests simulating the TBM thrust were performed, in order to study the construction phase (excavation).The results show that the segment response largely respects the material testing and design advice according to the Fib Model Code 2010. Anglo American Metallurgical Coal (AAMC) manages five open cut coal mines in Queensland and New South Wales, producing approximately 30 million tonnes per annum. The size and complexity of these mines require efforts by a large and diverse number of personnel to minimise adverse geotechnical events from occurring. To achieve this, the AAMC coal mines in Australia are developing a concept of managing the geotechnical risks associated with open cut coal mines. The overall system utilises a combination of internal training, a management system (operational management systems) and standards, numerical modelling, monitoring, inspections and audits. The development of the standards as well as training and mentoring of exploration personnel, geotechnical engineers, engineering geologists and mining engineers with an interest in the geotechnical aspects of mining, training of the production workforce, mentoring and training of the technical staff create the basis for achieving a pro-active rather than a reactive system. Audits are used to assure that personnel are maintaining the standards and to facilitate cross-mine leanings so that best practices are developed across all sites.

Accurate geometric models of orebodies establish the framework for reliable mineral resource estimates that provide a basis for further exploration and mine planning, as well as for financial models that ultimately determine the economic viability of a deposit. Traditional, explicit geometric modelling techniques that are utilised for resource modelling by the general mining software packages, such as MineSight«, involve manually digitising interpreted ore outlines that must be carefully linked to create valid geometric solid models. An alternative, implicit modelling method, employed by LeapfrogTM software relies on a fast method of global interpolation, which offers several advantages over traditional modelling techniques. Although previous case studies have documented the relative efficiencies of the two approaches, the accuracy of the two methods has not been previously quantified and compared. This study quantifies the accuracy of solid models created using explicit and implicit methods, and compares the differences between the models. Solid models of the Doris Hinge vein gold deposit (located in the Hope Bay district, Nunavut, Canada) are constructed from preliminary and follow-up drilling data using both modelling techniques. The accuracies of the solid models generated using preliminary drilling data are determined by measuring the 3D distance between the surface of the models and the actual contact location defined by the follow-up drilling data. Additional comparisons based on volume, cross-sectional area and surface differences were made between both phase 1 solid models and solid models constructed from phase 2 drilling information. The overall results of this study find that the MineSight« and LeapfrogTM solid model accuracies are virtually the same, and that their volume, cross-sectional area, and surface differences are comparable. This study concludes that the implicit modelling technique generates accurate solid models that can be used in place of explicit models as ore shells for resource estimation in certain circumstances.

With their commitment to sustainable development in an increasingly carbon-constrained world, many resources companies are focused on reducing the energy required to create their final products. In particular, the comminution and smelting of metal-bearing ores are both highly energy-intensive processes. If resource companies can optimise the energy efficiency across these two processing stages, they can directly reduce their overall energy consumption per unit mass of metal produced and thus reduce their greenhouse gas footprint. Traditional grinding and flotation models seek to improve the efficiency of mineral processing, but they do not consider the energy used by downstream metal production, eg smelting and refining. Concentrators and smelters individually may be running efficiently, but are they optimising energy consumption of the overall system? A key step towards answering this question is to understand whether it takes less energy to remove an impurity in the concentrator or the smelter. Analysis of the complete concentrator û smelter process chain may show that there are times when the concentrator should use more energy to reduce the overall energy requirements across the mill and smelter. The new methodology discussed here will integrate downstream processing energy with mineral processing energy, to find the overall most energy efficient circuit design and operating strategy. The proposed methodology includes: determining what grade and recovery positions can be achieved in the concentrator by using different combinations and amounts of grinding and regrinding, thermodynamic calculations of the energy used to process the different concentrate grades to metal, and integrating the concentrating and smelting models to find the lowest total energy for the system. A case study which investigates the effect of increasing regrinding energy on the overall mineral processing û smelting energy consumption is presented. For the copper-nickel sulfide ore investigated the addition of regrinding results in 11 per cent less energy being used in the overall concentrator û smelter process chain per tonne of metal produced. Although regrinding is often seen as an energy-intensive process, in this case study the use of 1 kWh of energy for regrinding reduces the overall energy consumption by 12 kWh. The new mill to melt methodology will allow companies to model energy consumption from mill to smelter with a view to reducing the energy-intensity and greenhouse gas footprint of their processing and smelting operations.

With the progress of modern mining engineering, one of the features of which is the mining from greater depths and the hoisting of greatly increased loads, it becomes a matter of increasing importance that the engineer should be able to determinewith some degree of precision the character of the strains on the hauling rope. But a wire rope is a complex structure; it is made up of spirally-twisted strands, which in turn are composed of spirally-twisted wires, and it is not particularly easy to say exactly what happens when this "doubly-twisted structure is wound round a drum or over a pulley.. The difficulty has been generally evaded in ordinary practice by the simple device of adopting a large factor of safety for the rope-usually from 8 to 10-a factor which experience has shown is sufficiently large to cover the bending strains set "up when the rope is passed over pulleys of the sizes commonly considered appropriate.When, however, we add the stress due to the bending of the rope to the stress produced by" the direct pull, we find that the actual factor of safety is usually more nearly 4 than 10, and frequently the bending stresses in the rope are so large compared with the simple tensile stresses that their neglect may easily lead to disastrous results when dealing with problems a little out of the common run. Escalating energy and electricity costs have become one of the biggest expenditure drivers in mining operations. During the last eight years, energy costs have trebled when expressed as a percentage of total running cost in South African mines. Power consumption on mines is controlled by three main strategies, namely load clipping where energy use is reduced for parts of the day, load shifting where energy use is shifted to other parts of the day, and energy efficiency where energy use is reduced permanently.To reduce the operating costs of ventilating and cooling underground mines continuously, system optimisation studies must be completed. A part of this paper describes methods that can be used to reduce energy usage by optimising cooling and ventilation systems during planning and in existing operations using network simulation models that accurately reflect the current and planned ventilation conditions. These models are used to examine various options for improving the overall ventilation and cooling efficiency. Furthermore, an overview of refrigeration and cooling practices, and ventilation strategies is presented.Ventilation-on-demand and cooling-on-demand strategies have the potential to reduce both the capital and operating costs associated with mine ventilation and cooling systems. In addition, it has been proven that modern strategies and energy-efficient tactics are technically feasible.It is also important that the correct equipment selection is made. This must be based on the best technology with the highest energy efficiency. Where equipment replacement is being considered, energy efficiency must be one of the key decision drivers.In this paper a number of studies were presented and from the experience and the data presented it is clear that a large financial benefit is possible through optimising ventilation and cooling during the planning of mines or within an existing operating mine.CITATION:du Plessis, J J L, 2015.
