Urban development to the south of Sydney is approaching areas of current and proposed coal mining. Already some structures and residential areas are affected by mining subsidence.Subsidence resulting from either conventional pillar extraction methods or longwall mining has been monitored for 15 years to enable the characteristics of the surface deformation to be determined.The vertical and horizontal displacements of survey stations on the surface are monitored and the results arc used to calculate subsidence, changes in slope of the surface, curvatures along the subsidence profile, and the ensile and compressive strains. These features are in turn related to the underground extraction to give a description of surface subsidence and the development of subsidence with time.Subsidence investigations have been carried out over all or part of the workings of six collieries in the Southern Coalfield.Two case histories illustrate the procedure in the investigation of subsidence phenomena. The first example is the study of the subsidence over a series of longwall panels in one seam and the second is a study of subsidence over pillar extraction in two seams one above the other. From the results of the investigations the effects of panel widths on subsidence are determined.This and other information assists mine planning in areas where surface movement and deformation are important considerations.

This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

The status of remote sensing data availability in New Zealand is outlined and discussed. Currently, two multispectral remote sensing satellites are providing regular data over New Zealand; aircraft scanner services are available from Australia.; operational radar satellite services are yet to materialise. The advantages and disadvantages of the various data types are compared and contrasted. Some image processing considerations are outlined.

Orebodies are defined in economic terms in that they must satisfy conditions determined by costs of mining, extraction and marketing before being so described. Despite this they have an essential chemical character as specialized products resulting from geochemical differentiation, and it is surprising that so little basic geochemical research has been carried out with respect to ore occurrence and that prospecting methods based on geochemical principles are not more widely applied.Many exploration geologists associate geochemistry with analytical techniques applied to the detection of dispersed traces of metals from actual orebodies. Geochemical research, applied to economic geology, goes far beyond this limited field and the purpose of this paper is to discuss aspects of such research and its use in formulating exploration principles.THE GEOCHEMICAL BACKGROUND TO MINERAL OCCURRENCE AND EXPLORATIONThe three aspects of economic mineral deposits to which geochemical research can be of use in determining ore guides are genesis, control of deposition and mode of dispersion from orebodies after emplacement. Underground Mine Drainage may be conveniently divided into two operations:(a) Collecting and transporting drainage water to the pump eastern.(b) Elevating water to the surfacc by pumping.This short paper describes a system which automatically performs operation "a" and which has been developed on the South mine at Broken Hill, under the supervision of the mine foreman, Mr. F. McDonell. Owing to the number of chemical processes now in use for the separation of metals from their ores, and the consequent employment of chemicals at the mine, it is sometimes necessary to be able to produce them on the spot. This particularlyapplies to sulphuric acid which may be required for the manufacture of chlorine and of sulphate of copper, or for the treatment of'sulphides and other purposes. It can be made from brimstone for rather less than £3 per ton, but when delivered to any distance from the works, the cost of packages and other charges would amount to more than the value of the acid.I hope therefore, that to any of the members of the Institute who may find it necessary to make sulphuric acid for their own requirements an outline of the process, and some details of the plant etc may be useful, and perhaps lead to their devising improvements, mechanical or otherwise. Though acid can be made from pyrites in Europe for about 15/- per ton, it is probable that for most metaIIurgical purposes the quantity required. and the uncertainty as to how long it would be needed, would make it advisable to spend as little as possible on plant, and so use brimstone, though more expensive, I have therefore given no details of pyrites burning, which is very fully treated by Prof, Lunge in his work on " Sulphuric Acid and Alkali."

When perusing articles which treat of mining geology, and when talking with miners on the field, one is at times unable to follow the exact thoughts intended to be expressed, owing to the introduction of occasional technical words, the meanings of which are not thoroughly understood either by the speaker or by the hearer, or possibly by both and laymen at times accuse their technical brethren of attempting to confuse them by employing unusual words in their conversations and writings. Technical words are necessary adjuncts to all arts and sciences. They creep into our language, frequently unnoticed by those who employ them, as being more concise and convenient than longer sentences to explain frequently recurring expressions. In many cases these words give the finest shades of meaning, such as aglomerate and congzomerate, but in others they are extremely ambiguous, for instance black sand, which in some places means ilmenite, in others, chromite, tourmaline, cassiterite, in fact, any black mineral occurring in the form of sand. Then, again, much confusion is cansed by the same rock or mineral having different names, e.g, jlu01'spa'i', which is known as cand, cann, cauk, kawk, blue-John, Derbyshire spar, &c. The multiplicity of local names is of course chiefly found among the more common minerals, which are widely distributed some people have a propensity for using words the meanings of which they understand as little as' they do how to pronounce them. We have heard such persons speak 'of vughs as "bugs," and oxides as "ox hides," and to show that there was no mistake in their intentions, we have seen these and other words written in the same way as they were pronounced. Then, again, some persons, relying more on examples than definitions, get a very vague idea as to what the true meaning of a term may be the word dimite is an example in point, which we have frequently heard applied to any dyke rock that the miner was unable to recognise as granite in fact, he uses the word in a general sense, just as the field geologist provisionally employs the word " greenstone " for certain rocks, until he has an opportunity of thoroughly investigating their character.

Increasing demands on quality of metallurgical grade alumina and for lower production costs led to the development of a new fluid bed calcining process. The process, jointly developed in Germany by Vereinigte Aluminium Werke A. G. and Lurgi Gesellschaften m.b.H., takes advantage of modern chemical engineering methods such as counter-current flow of combustion air and solids, direct heat-exchange between combustion air and fine solids, and near stoichiometric combustion of oil in a fluid bed. Using a two-stage Venturi-type suspension preheater for heat-recovery from combustion flue-gases, the circulating fluid bed technique with internal oil combustion at 220°F for the calcining step and a five-stage fluidized bed cooler for heat-recovery from calcines, the process gives an outstanding heat-efficiency. In a first industrial plant for 560 sh. tons/day of alumina heat consumption figures of less than 1·400 B.T.U./lb Al203 g were achieved.

Lacustrine sediments, hydrothermal explosion breccias and spring precipitates deposited 5200 - 1800 years BP as a result of geothermal activity at Lake Rotokaua, contain New Zealand's largest known sulphur reserves. Current drill indicated reserves are 2 600 000 tonnes of elemental sulphur, assuming a ten per cent (dry basis) cut-off, contained in some 17 000 000 tonnes of ore with an average grade of 214.0 per cent (dry basis) sulphur. Additional inferred ore containing 500 000 - 900 000 tonnes of sulphur has yet to be prospected by drilling. Geological factors will be important in exploitation of the deposit, particularly the extent and disposition of the orebody, sulphur grades and distribution, physical characteristics of the ore, permeability and stability of the overburden and the nature and extent of geothermal activity in the area. Trials to date indicate that Frasch mining and possibly opencutting are unlikely to be successful mining methods. Further mining feasibility studies will be required to ascertain the most likely mining system for the deposit.

Environmental incidents involving mine tailings and waste rock inevitably become highly publicised and serve to damage the credibility of the entire industry. The recent serious incident involving a spill from a Romanian mine, was blamed for triggering æone of the worst environmental catastrophes in Eastern EuropeÆ. It is important to clearly demonstrate to the general public that these incidents are not representative of the industry as a whole. Where such incidents have occurred, the causes are generally related to poor design and/or construction, inadequate supervision and/or monitoring and maintenance, lack of independent expertise, inadequate risk identification and treatment and no provision to ensure that rehabilitation and long term management of the site occurs. Many people are unaware that these issues have been considered and provided for at the Martha Mine. Despite the fact that the first tailings storage facility has performed very well over fifteen years of operation, the long term safety and security of the tailings storage facilities continues to be questioned and debated by the public. The best way to address this is to provide quality information to enable a better understanding amongst the general public.

An epithermal gold-silver deposit is presently being developed at the Golden Cross Mine in the Waitekauri Valley, 8 km northwest of Waihi, New Zealand. Highest grade mineralisation underground is mainly confined to an elongate zone of strongly banded quartz veining on the hangingwall. Footwall veining is irregular, flatter lying, and of lower grade. Hydrothermal breccias in the ore zone may have economic grades where clasts of vein quartz are present. Jigsaw breccias, shingle breccias, and layered breccias with sedimentary type structures such as layering, crossbedding, and graded bedding have been identified proximal to, and within, quartz veins. Mineralisation in the open pit occurs in and adjacent to stockwork quartz veining.   Three alteration zones are recognised: a central silicic zone enclosing Au-Ag bearing quartz veins, an argillic zone above the stockwork zone and in the footwall of the underground ore zone, and a propylitic zone which is gradational with argillic zone. Intense shearing is confined to the less competent argillic zone.   Precious metal mineralogy consists of electrum (65% Au; 35% Ag) and argentiferous tetrahedrite, polybasite, pyrargyrite, argentite, and native silver. Pyrite is the dominant sulphide mineral. Marcasite, arsenopyrite, and rare chalcopyrite and sphalerite also occur. Oxidation ranges from a few metres in the argillic western stockwork zone to 100 m in fractured rock in the footwall of the stockwork.   The open pit contains a proved and probable reserve of 2.1 million tonne grading 3.5 g/t Au and 17 g/t Ag. The underground mine will produce 2.7 million tonne grading 7.8g/t Au and 27g/t Ag.

The projection of operating costs for mining, processing, and other site operating costs is an exercise which can be fraught with considerable peril. Not only are the physical characteristics of each mineral property unique, but a range of other factors will influence the consultant's approach to compiling cash flow estimates. This paper details some of the techniques used in estimating operating costs for use in order-of-magnitude cost studies and feasibility studies, and describes how to avoid common areas of difficulty. A series of examples relating to open pit gold mining and processing cost estimates illustrate these problems, and various corrective methods are described. The mining and treatment processes, and their associated cost elements, are followed in sequence of operation from on-going ore delineation through to disposal of the product. In addition the problem of assigning management, administration and overhead costs along with taxation allowances is addressed. Of critical importance is the application or possible misapplication of accrual procedures to the cost elements. In many cases such misapplication can introduce more pronounced errors with projects of short duration, such as the typical open pit/C.I.P. gold operation commenced in the last decade. The importance of providing verification of estimates depending upon the standard of the cost study is also investigated, and opinion is provided upon the minimum levels of verification necessary at various stages. Finally, the amalgamation of the various individual cost elements into a coherent whole is reviewed.

Human-caused global warming has become the environmental cause celebre of the early 21st century. The strong warming alarmist camp currently includes the United Nations, most Western governments, most of the free press, many large corporations (including Enron, before it failed), the major churches, most scientific organisations and a large portion of general public opinion. This phalanx of support notwithstanding there is no scientific consensus as to the danger of human-induced climate change. There is, therefore, a strong conflict between the level of public alarm and its scientific justification. How can this be? In a democracy, the media serve to convey to the public the facts and hypotheses of climate change as provided by individual scientists, governmental and international research agencies, and NGO and other lobby groups. In general, the media have promulgated an alarmist cause for climate change; they have certainly failed to convey the degree of uncertainty that is characteristic of climate science, or a balanced summary of the many essential facts that are relevant to human causation. Climate change is as much a geological as it is a meteorological issue. Natural climate changes, both warmings and coolings, are indeed a societal hazard. We usually deal with geological hazards by providing civil defence authorities and the public with accurate, evidence-based, general information about events like earthquakes, volcanic eruptions, tsunamis and floods, and then by adapting to the effects when a damaging event occurs. As for other major natural disasters, the appropriate preparation for extreme climate events is to mitigate and manage the negative effects when they occur, and especially so for dangerous coolings. Attempting instead to æstop climate changeÆ by reducing human carbon dioxide emissions is a costly exercise of utter futility. Rational climate policies must be based on adaptation to dangerous change as and when it occurs, and irrespective of its sign or causation. The issue now is no longer climate change as such, the reality of which will always be with us. Rather, the issues are, first, the failure of the free press to inform the public about the true facts of human-caused climate change and of the dangers posed by natural climate change. And, second, the vested interests held by many of the groups of warming alarmists. These interests include not only the obvious commercial ones, but also the many scientists and science managers who have discounted or remained silent about the huge uncertainties of the human-caused global warming hypothesis because it suited them to do so. Public opinion will soon demand an explanation as to why experienced editors and hardened investigative journalists, worldwide, have melted before the blowtorch of self-induced guilt, political correctness and special interest expediency that marks the sophisms of global warming alarmists.

The abundances and abundance relationships of lead, zinc, copper and silver in the major sulphide lenses at Broken Hill are examined, and their possible geochemical significance discussed.When expressed as atoms per cent, zinc is the most abundant base metal throughout the whole .group of orebodies, the highest average lead: zinc ratio (No. 2 lens) being about 0·45, the lowest (No. 1 lensZinc Lode group) being in the 0·12-0 ·14 range. Lead and silver are clearly higher in the lower two orebodies, but the abundance of zinc shows no apparent relationship with stratigraphical position. Among the base metals copper is conspicuously low and remarkably uniform, a feature noted in other conformable orebodies.Although, as has been recognised for many years, abundances of silver and lead, and lead and zinc, are sympathetically related, correlation within the pairs is variable and generally of low degree. Silver and lead show distinctly the better correlation, particularly in No. 3 lens. On the basis of lead: zinc ratios, No. 2' and No. 3· lenses, on the one hand, and the No. 1 lenses, Rhodonitic and Siliceous Zinc Lodes on the other, constitute two groups. However on the basis of silver : lead ratios, No. 3 lens stands alone, No. 2 lens showing clear affinities with the higher layers. Ternary relationships between copper-zinc-Iead and silver-zinc-Iead emphasize the very close constitutional relationship between the No. 1 lenses and the two "zinc lodes".The possible implications of these relationships are then discussed in the light of the' two principal theories-hydrothermal replacement or chemical sedimentation-held for the formation of the Broken Hill ores. It is pointed out that the ratios of the four metals in the ores are rather different from those found in most igneous and sedimentary rocks, and in seawater. For 'example, whereas copper and zinc are present in almost equal amounts in most terrestrial materials, copper in the ores is only about one-hundredth of the amount of zinc. Lead has increased somewhat, but the ratio of silver to lead has fallen; in spite of its recognition as a source of silver, the Broken Hill lode is impoverished in silver with respect to lead as compared with most common terrestrial materials.No solutions are offered to these prob'lems of abundance. Patterns of quartz veining in epithermal gold-silver deposits at Wharekirauponga, Neavesville and Ohui in the Hauraki Goldfield, have been analysed to determine the effects of different lithologies on vein distributions. At Wharekirauponga, quartz veins are hosted in rhyolite and minor andesite, with the andesite containing slightly higher gold grades. Local basement andesite, rhyolitic tuff and silicified black shale host gold-bearing quartz veins at Neavesville. At Ohui, quartz veins are hosted in rhyolite, rhyolitic tuff and andesite. Fractal analysis was used to quantitatively describe the distribution of veining. The fractal dimension (D) of veining in silicified tuff is 0.25, moderately silicified rhyolite has D = 0.23 - 0.26, clay-altered andesite has D = 0.3, strongly silicified rhyolite has D = 0.3 - 0.39, silicified andesite has D = 0.4, and silicified black shale has D = 0.43. The D values are related to the composition of the host rock, and appear to be controlled by its competency. Hydrothermal silicification results in increased competency and higher D values. Vein thickness frequency plots for different lithologies show that andesite at Ohui, and to a much lesser degree at Wharekirauponga, contains more thick veins than rhyolite and tuff. Gold grades show a strong to fair correlation with higher vein density in three drillholes at Wharekirauponga. The fractal dimension of veining is an important control on fluid flow and gold deposition within an active epithermal system. Vein systems with higher D have a greater density of veining which would have favoured increased fluid-rock interaction. Lower D vein systems have more clustered arrays. The increased fluid-rock interaction induced by a high D vein system, when combined with a reactive host rock, results in an environment which is highly favourable for gold deposition. This situation is seen in the andesite at Wharekirauponga.

Amongst the unavoidable studies of the mining engineer who desires to reach the maximum efficiency, is the subject of patents. With the fundamental principles of the patent laws of this and other leading countries he should of course befamiliar, but still more should he keep abreast of that practical knowledge which will enable him to act or advise wisely when the patenting of a new invention, or the sale, purchasing, or adoption of a new patented machine or process becomes amatter for consideration. As every engineer worthy of the name is an inventor and more particularly every mining engineer he has a direct interest in watching the progress of legislation and administration concerning patent monopolies.His worldly prospects may indeed, to a considerable extent, depend upon the defeat of bad patent laws and the removal of incompetent officials, or the appointment of better ones. Better patent administration is always in Australia a valid requirement, and until engineers generally take up and press the demand, bad administration is likely to continue. Even though every engineer is not a patentee, nevertheless his interests in patents must always be direct and powerful, and ignorance or apathy in regard thereto must inevitably injure either his own interests or those of his employer. Two structurally and mineralogically distinct sulphiderich veins cross-cutting the disseminated sulphides of the Nairne Pyrite Member appear to be products of local remobilization of sulphides under fracture-induced free energy gradients during regional metamorphism and tectonic deformation.The contrasting mineralogy of the two vein types may have arisen as a result of differences in the structural orientation of the veins and!or the relative ages of the veins.

Air tabling of zircon-rich non-conductor products containing quartz enables most of the fine quartz present to be rejected without a markedloss of zircon. The coarser quartz in the air table feed can be separated from the zircon by screening one or more air table products, the oversize products containing most of the quartz and little of the zircon. Air tabling, with or without screening, is more efficient than wet tabling alone for the removal of fine quartz, but not for the removal of coarse quartz. Practically all of the quartz can be separated from the zircon by using wet tabling in conjunction with hydraulic classification, or by using air tabling in conjunction with dry launder treatment, in which a degree of sizing takes place that is advantageous for subsequent air tabling.INTRODUCTIONBack-dune and inland beach sand deposits usually contain fine wind-blown quartz, and neither spiral nor wet table concentration, alone or in conjunction, makes a clean separation of heavy minerals from quartz. Many rutile plants recover rutile and zircon from a low-quartz, wet-table concentrates by means of magnetic and electrostatic separation; some rutile and zircon are lost in the table tailings. Other rutile plants, and two of the ilmenite plants in Western Australia, recover rutile or ilmenite respectively, from a spiral concentrate containing several per cent of quartz, and then subject the non-conductor product to an additionalgravity concentration process to separate the zircon from the quartz. Some zircon is lost in the additional gravity process, but all of the rutile or ilmenite in the spiral concentrate is, or should be, recovered as high-grade concentrate. The higher recovery of rutile or ilmenite by this treatment method is offset by the expense of drying part of the feed twice, as a wet process is usually used to separate the quartz...

Up until 1990 CoalCorp North Island's accident record was six times that considered acceptable in those NSW operations with good accident prevention programmes. This was an obvious avoidable burden on the company in both human and cost terms.   Late in 1989 an accident prevention programme was implemented with the objective of achieving a 50 per cent reduction in the lost time accident frequency rate within 12 months. The key to achieving this objective was recognised as being an attitude change in the total workforce from General Manager downward. Management commitment and action were seen to be critical to the success of the programme.   Through very basic and simple training programmes in accident investigation, analysis and reporting, communication, on-the-job coaching and in focusing on improving supervision skills, the original objective was achieved.   During 1991 the application of methods improvement and hazard recognition techniques are seen as the logical step to achieving a further 50 per cent reduction in the accident frequency rate.

For a large scale open pit mining and concentrating operation, on a low-grade disseminated ore body, it is possible to set an approximate lower bound on economically feasible operating scales and an approximate upper bound on economically desirable scales in a relatively straight forward manner. The optimum scale ofplanned operations, with respect to the objective ofmaximisation ofthe net value ofthe orebody, will have to be arrived at by iterative planning runs, but it may be expected to lie close to this upper bound. The effects of infrastructural costs and of the addition of a risk premium to the cost of capital, to form the discount rate for planning purposes, are considered theoretically and by worked example. It is concluded that a perceived special, unsystematic, risk should not be accounted for by the use of such a risk premium as this is inducive to placing a greater amount of investment capital at risk, for no greater return-rate to investment.
