Privately-owned companies considering investing in the resources sector can optimise their investment decisions by adopting a systematic technical assessment of acquisition assets, similar to the approach commonly adopted by public financial institutions and publicly-listed companies.Technical due diligence provides a process to identify key geological, mining, geotechnical, metallurgical, environmental and social risks and opportunities and determine the most likely business case and valuation of assets. Technical due diligence is commonly carried out in parallel with legal, commercial and financial due diligence, often involving the acquirer, to maximise the understanding of the investment.There are significant advantages in investors conducting a comprehensive technical due diligence, which typically involves site visits and project assessment to international standards by an independent, multidisciplinary team of experts. The outcomes provide the opportunity for the investor to make early, informed decisions and to understand and manage risks.Technical due diligence may be carried out at several stages: when considering and weighing up a number of investment options, prior to and during a transaction or immediately post-transaction. In the first stage, the outcomes will inform the choice of investment and, more particularly, whether there are any fundamental flaws in the projects being considered. In the second stage, due diligence outcomes can inform the level of investment and approach to risk management and planning. In most States of Australia it is a legislative requirement for underground mines to have a separate means of egress from the normal means of ingress to permit the safe evacuation of workers to the surface in event of an emergency. Such egress may be in the form of a ladderway equipped shaft/underlie or trafficable incline/decline. Additionally, there is a general requirement to have one or more airways, separate to the main shaft or other principal entrance of an underground mine, extending to the lowest level to permit ventilation to all parts of the mine. Fulfilling these requirement is difficult in the development phase of a mine when access underground is achievable by only a shaft or decline in the process by being sunk. What is frequently practiced in Australia is for production to then commence, sometimes in association with continuing development, in the same configuration without the establishment of this separate method of egress to the surface nor additional airway/s with reliance on refuge chambers to cater for back up in any emergency. Not only, could this jeopardise the health and safety of workers in case of an underground emergency it could be construed as a statutory breach of legislation. While recognising that refuge chambers are often used throughout underground operations nowadays their equipping and the criteria for their location needs to be bought into focus. This presentation discusses how such legislative requirement can be met alongside the use and appropriateness of refuge chambers.

The base of separation at Gol-e-Gohar iron ore plant (Sirjan in the south of Iran) is magnetic separation after milling. Magnetic separation in the plant is divided into two parts: dry magnetic separation and wet magnetic separation. Sixty-five per cent of the plant production belongs to the dry magnetic separator section. Therefore, investigation of this part of the plant is necessary. Prediction of plant production is one of the most important subjects in mineral processing plants. That means, before feed enters the plant, specification of production has been calculated with laboratory methods. The purpose of this paper is the prediction concentrate quality has achieved from the dry magnetic separator. The content of iron in the final dry concentrate will be predicted, with laboratory, pilot and modelling methods, before feed enters the plant. Different variables are used in this approach, which consist of: speed of the first dry magnetic separator (rougher), speed of the third dry magnetic separator (cleaner), iron content in plant feed, size of 80 per cent passing of feed, size of 20 per cent passing of feed and iron content in pilot dry magnetic separation concentrate that performs in a standard manner. The artificial neural network is used for modelling and one of its branches is the radial basis network (RBN). Iron content in magnetic separating concentrate in plant will be introduced as the target and will be calculated with the RBN method. In the RBN method, a set of data enters to neural network and they will be trained and simulated. Finally, the target will be predicted. Ultimately, the original target (actual iron content) and the predicted target (predicted iron content) compare and error of them will be calculated. The obtained result is acceptable and satisfactory.

This paper reports on the results of several years of monitoring rehabilitation at a silica sand mine on the Swan Coastal Plain, south of Perth. Mining here occurs below the regional watertable and leaves a post-mine landscape of dredge pond voids (pit lakes) with surrounding battered slopes. The restoration we recommended was to develop the pit lakes as wetlands of regional analogue and value. Several different restoration techniques have been applied to re-vegetate pit lake slopes over many years which have enabled an evaluation of reasons for success/failure of different restoration approaches. Learning acquired clearly showed the benefits of using fresh topsoil for restoration over topsoil that has been stockpiled for several years. Most topsoil used in restoration was from seasonal wetlands and consequently restoration was most successful in the riparian zone from the edge of pit lakes to about 2 m vertically above the water table. Topsoil restored areas above this level remained poor in plant species and cover. Conversely, remedial seeding/planting proved largely unsuccessful. Permanently and seasonally flooded pit lake margins recolonised relatively quickly and successfully with native sedges and rushes. Development of rehabilitated upper slope plant communities over time was evident with loss of typical wetland species and greater growth and survivorship of upland and dampland plant species on mid to upper rehabilitated slopes. Plant communities of lower slopes showed a converse pattern of development, with a shift towards a more typical wetland composition. We believe matching topsoil to site and development of topographic profiles similar to natural wetlands of the region are the keys to optimising restoration success of sand mines with shallow water tables.

Traditionally pit optimisation and scheduling is carried out assuming that the resources, the commodity prices and production costs are all known. Once the pit contour and the mining schedule have been determined, geostatistical simulations can be used to assess the impact of the uncertainty in the resources on the pit design and the schedule, and likewise stochastic simulations can be used to test its robustness to fluctuations in costs and prices. But it would be more interesting to have a dynamic procedure for optimising the pit as the resources become better known and as economic factors such as commodity prices and costs evolve over time. This paper presents a novel approach for doing this. Rather than working with millions of small selective mining units, it was decided to work with large blocks, called macro-blocks. Mining sequences are defined as the quantities to be extracted from each macro-block in each time period. Feasible mining sequences are mining sequences that respect the accessibility constraints, and also the geometric constraints on the amounts that can be extracted from any one block over time, or from all the active blocks at a given time. Having defined feasible mining sequences, their mathematical properties were studied. It was found that natural breakpoints occur in the sequences when one set of blocks have been completely mined out, thereby opening up access to others. It was discovered that families of sequences exist, and that they are convex and closed under certain types of row permutation operations. Convexity is an advantage when optimising. The closure property opens up the possibility of mixing and matching subsequences of rows in the sequences. Another interesting property is that the sequences form branching families, rather like the binomial and trinomial trees used to model prices in finance and in real options.It is easy to generate large numbers of feasible mining sequences randomly. A two-step procedure is used to find the best one (or the best few) using three economic criteria: expected NPV,the probability of a negative NPV, and the percentage of years when the cash flow is negative. The procedure was tested on a synthetic gold mine based on the characteristics of the Essakane mine in Burkina Faso. The results were encouraging.

Environmental regulators are increasingly adopting risk-based approaches to protect aquatic ecosystems. The Australian and New Zealand Environment and Conservation Council (ANZECC) and the Agriculture and Resource Management Council of Australia and New Zealand (ARMCANZ) (2000) introduced a risk-based approach to water quality guidelines that use decision frameworks to adapt water quality guidelines to local environmental conditions. Environmental quality objectives are no longer a simple ‘pass or fail’ number such as restricting total suspended solids (TSS) concentration to a specified limit for a particular rainfall event. This approach ignores spatial and temporal variability and the complexity of aquatic ecosystems. The risk-based approach establishes levels where adverse effects may occur. If these objectives are not met, further risk-based investigation is undertaken to assess the potential impact to the ecosystem. Klohn Crippen Berger (KCB) developed a dynamic simulation to predict the variability of sediment discharges, which is applicable for risk-based impact assessment of aquatic ecosystems. The application of the methodology over the life of a mine site is illustrated using a proposed South Pacific mine.The site location is in extremely rugged terrain with a high annual rainfall of approximately 4.7 m. There were two major sediment ponds proposed to reduce sediment discharges. A sediment and hydrology model was developed in Goldsim to provide daily estimates of run-off flows and sediment concentrations. A modified algorithm based on the Australian water balance model was created and incorporated into the Goldsim model and calibrated using recorded field data.The sediment module was developed based on a Revised Universal Soil Loss Equation (RUSLE) assessment, an annual prediction of soil loss over a catchment. A land-use type erosion vector was developed for different land-use types and for each of the subcatchments, a subcatchment erodibility vector was calculated. This vector and the daily rainfall erosivity factor were used to estimate the daily soil loss. The estimated soil loss and the modelled run-off yielded predictions of daily sediment concentrations. Finally, a sediment settling module was used to predict the daily efficiency of the sediment ponds and hence discharged sediment concentrations.The results of this modelling form the first part of a quantitative risk-based assessment into suspended solids impacts. The second part is the assessment of the effects of these predicted TSS concentrations on aquatic ecology. As part of the feedback-loop required in a risk management framework, if the environmental quality objectives are not met then further management decisions and actions may be required to reduce the risks presented by suspended solids. This may include modifications to: the mine-development plan; construction techniques and scheduling; processing techniques; rehabilitation strategies; or hard-engineering solutions such as sediment basins or flocculation.The Goldsim water-balance model provides a quick and efficient method of testing potential remedial actions on predicted sediment loads and concentrations. In combination with a cost-benefit assessment, options for reducing sediment releases from the mine site can be effectively and quantitatively compared thereby providing mine operators with a basis for decision-making. Regulators can also be satisfied that potential impacts to aquatic ecology have been comprehensively assessed and the necessary management decisions have been initiated to limit risk to the environment.CITATION:Ind, M and Usher, B, ?2014. Whereas mine reconciliation is a well-established month-end process for most modern mining operations, the resource sector has yet to endorse uniform reporting factors against which model accuracy and metal recovery can be formally assessed. Logically, any comprehensive reconciliation framework should facilitate comparison between period reserve, mine and mill and production figures. Historically, Parker’s F Series ratios (Parker, 2012) are often used in some form by mine operators, although they are rarely shared externally, as formal definitions have yet to be accepted. This paper presents a structural extension to the reconciliation process, wherein resource ratios (R Series factors) are used to quantify the long-term impact of the information effect, together with dilution and ore loss. A case study from the El Limón Guajes (ELG) Mine Complex in Mexico is used to demonstrate how an R Factor Series can be implemented to facilitate operation optimisation, over and above conventional F Series reconciliation treatments. This approach is applicable to any mining operation.

The major technological advances of the last 30 years have profoundly reshaped mining practices. Machines keep getting bigger while productivity continues to increase and manning levels drop. These trends will continue and the introduction of breakthrough technologies will continue to accelerate, driven by a continued focus on lowering the cost of production, improving the productivity of workers and machines, and ensuring safer working environments. At the same time, global consolidation of mining companies has impacted on technology development in a range of ways. There are many potential technologies being proposed, some already operating in Australian mines. The automation of underground load-haul-dump (LHD) trucks for example, continues the process of removing workers from the most dangerous operating environments. Global positioning systems fitted to draglines, fibre optic communication channels, and 400 tonne trucks are only some examples of what lies ahead. However, where we need to return focus is to the technology of management û which is also one of the two key interrelated themes of this keynote address. Have we, as an industry, adequately been able to keep up with technological advances? Are our management systems as competent as the machinery we employ? The other key theme is the processes of globalisation and consolidation. What are the impacts on our industry? What are the implications of these processes, particularly for the ways in which we manage our people? My paper is divided into several components:some comments on the coal industry and the dramatic restructuring we have seen in recent years; in the context of this restructuring, an overview of my company and its evolution; my views on the role of contractors; some comments on the consolidation also occurring in the mining machinery and equipment, technology and services sectors; some observations on two major areas of technology û drill and blast; and trucks, shovels and excavators; the implications of consolidation and new technology for our employees and management; and finally some comments on research programs.

Optimisation of a real-time at-line monitoring system for control of industrial granule coating quality is presented. The system is based on a fluorescence imaging system, because fluorescence originates in the interiors of enzyme granules but is significantly quenched by a polymer coating (which is needed due to environmental precautions). We have developed an image analytical system for direct prediction of coating quality, which is based on application of the Angle Measure Technique (AMT) for image complexity characterisation; AMT is briefly described. The first part of the presentation addresses pixel sampling strategies within a digital industrial image, inherent in application of AMT, in which the unfolded image is regarded as a one-dimensional object in analogy with 1D process sampling in Theory of Sampling (TOS). The effects of random, stratified and systematic pixel selections in the unfolded image are evaluated. Also factors such as the fraction of image pixels and the effects of specific unfolding strategies (there are three principal strategies, termed æchopÆ, æsnakeÆ and æspiralÆ respectively) are investigated. It turns out that unsuspected artifacts are sometimes produced, related to the specifics of the unfolding procedure, which interferes with a straightforward 1D TOS process sampling analogy. These artifacts have a wider interest û among others, for 2D sampling û and therefore receive special attention in this presentation. The optimal pixel selection strategy for the AMT algorithm is found to be systematic or stratified sampling (not surprising according to TOS) of 500+ initiating points, but need to be unfolded in the novel spiral- or snake-wise fashions in order to effectively counteract these artifacts. This also has a general impact on various suggested standard schemes for 2D grid-sampling, among others, from the geoscience realms. The second part of the presentation is directed towards optimal image analytical sampling of a continuous series of fluorescent images (imaging of conveyor belts of æinfinite lengthÆ), ie optimisation of process image sampling. The minimum number of images needed to uphold a sufficiently good on-line estimate of the quality control (QC) parameter in question is found to correspond to the relatively high sampling rate of 15 - 20 per cent, which can be shown to be related to an intrinsic very high measurement error level (25 per cent) of a mandated analytical reference method.

THIS paper is not intended to be a detailed description of the lead, smelting plant at Cockle Creek, as this has been covered in previous papers for the Institute in 1918, Proceedings No. 31, by other members of the staff; but the idea is to give some of the practices and conditions peculiar to these works, also to give some experiments carried out and the conclusions arrived at. Unfortunately, owing to the closing down of the smelting and refinery plant at these works, sone of the experiments could not be carried to a more definite and commercial basis, but they are given in the hope that they may be of interest to members, and may perhaps suggest further thought along the lines indicated.ROASTING AND SINTERINGThe greater part of the ore treated at these works came from the Central mine, Broken Hill, but, in addition, a large quantity was purchased from other parts of New South Wales and from Tasmania. This purchased ore was seldom received in the form of a concentrate, but initially in its crude state, and therefore had to be crushed. A review and summary of the results of 120 coal sampling system bias tests is presented. This review supports new methodology using multivariate statistics currently being considered by ISO TC27 SC4. The current difficulties with ISO 13909-8 are explained and the logic behind the current new working draft is discussed in detail. Bias was detected in nearly 36 per cent of tests reviewed, suggesting that much improvement is needed in designing, maintaining and monitoring the performance of sampling systems in order to avoid sampling bias.CITATION:Rose, C D, 2012. Flotation surveying can be an extremely powerful means of determining opportunities for circuit optimisation and benchmarking. The type of survey employed depends heavily on the nature of the information required from the survey. It follows then that the type of survey determines the type of samples required; however, regardless of the type, the success or failure of a survey is often dependent on the correct used of appropriate sampling techniques at each sampling point. For a successful flotation plant survey it is vital that the correct samples be collected at the correct time in respect to the feed and each other. This paper discusses the current best practice sampling methods used in flotation surveying and discusses in detail the ideal sample masses based on theoretical analysis. This paper discusses the implementation of a mixed integer linear programming model for a coal preparation plant. The plant considered consists of primary and secondary heavy media cyclones, hydrocyclones for intermediate fines and froth flotation for the very fine material. The model is designed to optimise the plant settings and product flows to maximise revenues for a given specification for two product outputs. The model can deal with bonus/penalty aspects of the product pricing for products that exceed or fail to meet specification. We report on a model with two separate coal feeds with parallel circuits for the oversize, intermediate and fines streams. The genesis of this model is more than 30 years old but recent improvements in mixed integer programming solvers make a full mixed integer formulation practical. The original model began as an enumeration of cut points with arbitrary rules for product allocation. The product allocation was improved in a linear programming formulation by Gunn (1982) and Sarker (1991 and 1995). Current mixed integer programming capabilities make it possible to replace the enumeration aspects and solve directly as a mixed integer programming problem. In many mineral processing operations, the reported production figures for an accounting period may not make the best use of available data. While most of the mathematical approaches, such as check-in/check-out, mass balancing, used in effective metallurgical accounting strategies are well understood, the sources and magnitude of measurement errors generally are not. As part of the æAMIRA P754-Metal Accounting and ReconciliationÆ project, a study was undertaken at the Northparkes copper/gold concentrator near Parkes, New South Wales to examine the data used in their concentrator metallurgical accounting system. This paper summarises the results of a detailed examination of the mass measurement systems around the concentrator as well as the primary sampling system used for grade estimation. The goal of this work was to develop practical techniques to quantify the error (ie both accuracy and precision) of the measured metal accounting information. With this information, statistical confidence levels for this data can then be calculated. If the errors are small, the effect of error in each piece of measured data can then be propagated to other calculated production figures such as recovery and feed grade using a statistical technique called æthe propagation of errorÆ.

Multielement reconnaissance geochemistry coupled with ground scintillation gamma ray measurements has been used to investigate the dispersion patterns of uranium and other major and trace elements in the arid Palmyrides region of central Syria. This region occupies an interplatform depression in the northern part of the Arabia Plate, upon which sediments up to 10 km thick have accumulated. Outcrops of strongly fractured Mesozoic and Cenozoic rocks form two major mountain belts, the northern and southern Palmyrides, between which is located the closed Ad-Daww basin, with a thick Neogene and Quaternary clastic cover. Among the various lithologies, phosphorites are well represented. Uranium and associated elements have been incorporated into the Upper Cretaceous and Lower Palaeogene sediments, especially the phosphorites, which are well represented in the region. These elements are derived from three possible sources, namely, sea water, Lower Cretaceous volcanism and metalliferous fluids leaking along taphrogenic lineaments. In and around the phosphorites, numerous traces of secondary uranium mineralization occur. Over 500 geochemical samples of outcropping rock, wadi and playa sediments, overburden and groundwaters were taken over an area of approximately 9000 sq km. Most samples were analyzed for 25 major and trace elements by nebulization ICPAES; for As, Sb, Bi and Se by hydride generation and ICPAES; and for U, Th and La and other REE by neutron activation analysis.

The first record of coal discovery in Australia dates back to 1791 when escaping convicts found coal in the banks of a creek just south of Newcastle. Development in the Newcastle Coalfield was the sole source of supply for the colony and for export until the 1850s when mines were established in the Southern & Western Coalfields. The important Hunter Coalfield was not discovered until 1873 when coal was found at Rixs Creek near Singleton: The first exploration drillholes were commenced in 1799 using drilling equipment obtained by Sir Joseph Banks. From 1820 to 1850 several famous geologists (naturalists), including the Rev W. B. Clarke, J. D. Dana and Strzelecki, wrote reports on the coal measures in New South Wales. The first Government Geo- logist, Samuel Stutchbury, was appointed in 1850. The major coal deposits of the State are contained in Permian Coal Measures in the Sydney-Gunnedah and Oaklands Basins. Coal quality ranges from high volatile, high moisture thermal coal at Oaklands to low volatile hard coking coal in the Southern Coalfield. Most coalfields can provide a range of steaming and coking coals.

The Truong Son fold-thrust belt (TSFTB) is a prominent tectonic component of mainland Indochina that occurs as a north-west–south-east-trending tectonic entity that extends from north-eastern Laos, straddles the Laos-Vietnam border area and is submerged under the sea basin in east central Vietnam. The TSFTB hosts numerous regional-scale gold and polymetallic base metal deposits, and the mineralisation occurs along the strike of the belt; however, the potential of many of these deposits are inadequately evaluated. The ore mineralisation is hosted by different rock assemblages, including highly metamorphosed Late Proterozoic metasedimentary rocks and Palaeozoic sedimentary and/or volcanic packages, which were intruded by several phases of magma and underwent a number of tectonic events. Several ore-forming styles – including porphyry, Carlin-type and sediment-hosted orogenic Au – were formed during at least two phases of regional thermotectonism that have been identified in the TSFTB. However, all of the major gold deposits/mineralisations are closely related to region-wide structural breaks and many of them are controlled by large-scale, high-strain zones. Studies by Tennent, Isokangas Pty Ltd (TIP) have indicated that underground quarrying of backfill may be a cost competitive option for providing backfill for specialised situations in underground mining. Situations where suitable bulk fill material may not be available on the surface, and where the total cost of setting up a fill distribution system are prohibitive, could favour the mining of fill material underground adjacent to the stopes being mined. Considerations include environmental impact, scheduling, surface constraints and total costs. The examples quoted in this paper, and the case studies are based on the authors' personal observations and experience.

The Fimiston Open Pit (commonly referred to as the æSuper PitÆ) is a part of the Kalgoorlie Consolidated Gold Mines Pty Ltd (KCGM) operation in Kalgoorlie-Boulder. KCGM manages the Fimiston Open Pit, the Mt Charlotte underground mine, the Fimiston Mill and the Gidji Roaster for its Joint Venture Owners, Newmont and Barrick Australia. KCGM produces up to 850 000 ounces of gold per year. The KCGM operations are located on the historical Golden Mile on the outskirts of the City of Kalgoorlie-Boulder, about 600 kilometres east of Perth Western Australia. This traditionally underground mining centre has been worked since 1893, yielding in excess of 50 Moz of gold from ore with an average head grade of 10 g/t. This represents approximately ten per cent of the gold produced in Australia and one per cent of the gold produced in the world. The Fimiston Open Pit is essentially an aggregation of what were known as the Judd, South, Paringa, Croesus/Eclipse, Central, Brownhill, Drysdale, Morrison, North and Horseshoe pits into one continuous large-scale operation. The old Fimiston Underground Operations (included the Main, Croesus, Chaffers, Lake View, and Perseverance shafts) were also located within the area of the Fimiston Open Pit. The underground operations closed in 1992 due to high mining costs.

High purity alumina (HPA) is a processed, premium non-metallurgical alumina product characterised by its purity level ie 99.99 per cent (4N) or 99.999 per cent (5N). The market price, application, and performance of HPA varies widely according to its degree of purity. High purity alumina is a form of aluminium oxide (Al2O3) with growing use in LED lighting and coating on the ceramic cathode separator sheets in lithium ion batteries. This paper describes a study on producing high purity alumina from feldspar to produce HPA and potash for use as a fertiliser. The project was positive for a number of reasons. High potassium extraction (>99 per cent) was achieved in the alkali leach using sodium hydroxide as the leaching agent and full dissolution of the alkali leach residue was achieved using hydrochloric and sulfuric acid. The potential to produce a high purity alumina product via a complex but promising emerging process was assessed. The potential to extract potassium as potassium sulfate to add value to the project was also demonstrated with the test work.
