Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

A method for the detection and analysis of tin in cassiterite ores is discussed. An empirical relationship was established between the tin content of an ore sample and the percentage absorption that this sample produced in a Mossbauer experiment. The time taken to complete an assay with this method is much less than with any of the methods currently in use. The equipment can be adapted readily for use in the field.

The emergence of China as a global economic power has not been without its birth pangs and the current coal market is testimony to this. Traditionally the coal market has been controlled by mature economies that functioned along balanced lines of supply and demand. The emergence of China and India as major forces in the international market has shifted this balance of power from mature economies to the developing economies of China and India. Of late Chinese Central Government policy has caused wide swings in the supply of Chinese coking coal and thermal coal to the international Asian markets. This has resulted in huge increases in demand for coal from producers in Australia, Canada, Indonesia, USA and Russia. Additionally since the late 1990s the liberalised Chinese economy has been growing by between nine to 12 per cent per annum. The corresponding rise in the standard of living of their 1.4 billion people has resulted in a strong demand for raw materials, initially met by domestic production and more recently met by the importation of raw materials including iron ore, oil, coking coal and thermal coal. Commensurate with this growth in China has been the emergence of India (pop one billion) as another major developing economy in the region. Whilst the Indian standard of living is lower than that of the Chinese, this subcontinent still has some 300 million people with middle class consumption demands. India is a major importer of oil, coking coal and thermal coal. It exports iron ore to China with growth parallel to China (seven to nine per cent per annum). These combined new demands from India and China have put unprecedented pressure on the global supply of coking and thermal coals. These pressures are reflected in the current world spot prices for coking and thermal coals which are at historically high levels. Whilst current demand from China and India is high it is anticipated that new projects will partially satisfy this increasing demand. Expectations are that overall thermal and coking coal prices will rise steadily. This paper seeks to identify the potential effects of Chinese and Indian economic growth on the international markets for coal.

"AustraliaÆs mining sector faces challenges to its competitiveness; operating costs are being adversely affected as a result of volatile commodity prices and growing international market pressures.Diesel fuel-generated power used in typical remote mining projects is generally reliable and quick-to-deploy; however it is ongoing expensive operating cost.Many mines and communities in remote locations source electricity from diesel generation, and often pay over $300/MWh in fuel and carbon only (i.e. excluding CAPEX). These costs are expected to rise over time and are vulnerable to price shock events or supply chain interruptions in international markets.Solar photovoltaic (PV) and other renewables can be integrated with existing diesel units to provide a highly reliable power supply. Such renewables now provide a cheaper source of electricity while maintaining the mining industryÆs stringent reliability requirements; some renewables are now cheaper than diesel power ù supplying electricity at approximately $226/MWh.Also, significant funding and concessional rate financing have recently become available to support the development of remote solar-diesel (or solar-wind-diesel) hybrid systems, including: up to $2.2 billion of as-yet uncommitted grants through the Australian Renewable Energy Agency (ARENA) and is now seeking mining industry partners, up to $10 billion of concessional financing for emerging renewable technologies through the Clean Energy Finance Corporation (CEFC) and this commences July 2013, ongoing revenue support through the Renewable Energy Target scheme, and other regional support programs administered by various governments.This paper explores: the business case for renewables - what applications and when to consider them, the potential operating cost savings if solar was integrated, the technical challenges and common pitfalls, and how to overcome them, and the upfront investment costs and whether the site is eligible for Government subsidy programs.CITATION:Chambers, C, 2013. The uptake of nickel into the lattice of pyrrhotite, Fe1 _1J S was studied experimentally in the temperature range 200°C to 760°C. Nickel from both aqueous solutions and salt melts diffuses rapidly into the sulphidelattice with an accompanying release of iron into the solution or melt. The rate of uptake of nickel and its diffusion into the sulphide lattice were followed by optical microscopy and by analysis with an electron probe microanalyser. Some geological consequences of this phenomenon affecting the distribution of nickel in rocks associated with nickel-iron sulphide ores are discussed.

In truck-based hauling systems, the mine haul road network is a critical and vital component of the production process. As such, underperformance of a haul road will impact immediately on mine productivity and costs. Operations safety, productivity and equipment longevity are all dependent on well-designed, constructed and maintained haul roads. With the advent of autonomous haul trucks, the haul road itself becomes all the more critical to the success of these type of operations; not only in relation to mine operators requirements for safer and more efficient and predictable haulage systems, but also in response to autonomous truck manufacturers’ requirements for a more predictable and controlled operating environment. This paper presents a brief summary of the state-of-the-art in surface mine road design and then proceeds to examine the design and technological challenges associated providing a safe, predictable and affordable road for autonomous mine haul trucks. The paper serves as a basis for evaluating the contributions that enhancements in road design and management can deliver to autonomous mining operations, an initiative that also has scope for adoption within the operating life of many mines, haul roads and haul trucks.

The paper describes a mineral potential mapping of gold and other base metals in Mahneshan area, Iran, using geographical information system (GIS), in which, the method of weights of evidence is used to combine spatial data obtained from different sources to make prediction for mineral potential. This is a quantitative tool for mineral resource mapping that can be used to delineate and predict favorable areas for further exploration by using the characteristics of known and similar mineral deposits. In accord with the descriptive model for gold and other base metal deposits, the spatial distribution of 20 known mineral occurrences was used. In addition, digital evidential maps were used in this study. The maps include maps of lithological units, faults and first derivative of total aeromagnetic data, remotely-sensing data of alteration and also geochemical evidential maps produced on the basis of the results of chemical analyses of samples taken from the stream sediments in the area, and analysed for Cu, Pb, Zn, Sb, As, Ag, Au, Ba and Hg elements. The binary maps were produced and then combined with the model of weights of evidence using 20 known mineral occurrences to obtain a final map of the favourable areas for further exploration of gold and other base metals in the study area. The final map is a predictive GIS model of the mineral deposits in the area. An interesting matter about the final predictive GIS model is that the faults are mainly located in favorable areas which possesses the most probability of mineralisation. Therefore, the faults in these areas have priority for further exploration of gold and others base metals.

Assmang Khumani Iron Ore Mine is exploiting the iron ore deposits that can be found in the Bruce-King-Mokaning farm areas in the Northern Cape, South Africa. The Bruce, King and Mokaning (Khumani) deposits are approximately 10 km south of the town Kathu, adjacent to the Sishen Mine. Assmang Limited is jointly owned and controlled by African Rainbow Minerals Limited and Assore Limited.Measurement, calculation and trending of plant throughput and chemical ore properties are critical in maintaining a successful beneficiation operation due to these values forming the basis of decision-making and thus promotion of efficient ore extraction. The Khumani management and engineering information system (MEIS) supplies information on key process parameters to an operational team and is required to do so within an optimal time frame, for maximum impact.Diverse data is put into the MEIS from multiple specialist systems, with interfaces that require manual intervention. Manual intervention is resource and time intensive to the point which limits the effect on the process and decreases the potential for value addition.Automation of interfaces decreases resource and time requirements, standardising plant wide data sources and providing the opportunity to provide specialist system data to decision-makers in a timely fashion, resulting in maximum impact on the process output.Engineering and metallurgical management systems were interfaced at Khumani Iron Mine by means of an automated table which facilitates the transfer of production data validated within the engineering system as input to the metal accounting system. This interface effectively assigns a master to each specialist data set employed for decision-making and delivers accurate process parameters to the production team within an optimal time frame, resulting in increased potential to improve beneficiation efficiency.CITATION:Nel, H M, Nassis, T and du Toit, T, 2013. Alluvial gold grades are typically highly erratic. It is very often difficult to establish with confidence the in situ grades of reserve blocks due to the small number of pit or drill hole samples available, and their erratic values. Trends in grade are often obscure. Geostatical methods are inappropriate due to the extreme nugget effect found in alluvial gold field data. Classical statistics appear more suited to such data but require assumptions to be made regarding the nature of the population sampled. Recent developments in computer intensive non-parametric statistical methods provide a new approach to dealing with some of the above problems. These methods avoid making assumptions about the type of population distribution, usually through some kind of re-sampling scheme. The bootstrap procedure involves taking the estimate of interest and synthesising its population of by re-sampling the original data a large number of times (1000+), at random and with replacement. The synthetic population is then used to draw conclusions about the likely behaviour of the true population.

A full-length paper was not prepared for this presentation.Low-sulfidation epithermal gold mineralisation at Ridge Mountain occurs within the Oligocene to Miocene volcanic rocks comprising andesite, porphyritic dacite and diatreme breccia. A diatreme breccia complex with a NE–SW elongated orientation covers an area of 3.0 × 1.7 km. Four main stages of mineralisation were identified, comprising: E–W- to NW–SE-trending quartz-chalcedony veins with disseminated pyrite, chalcopyrite and gold. N–S- to NNE–SSW-trending breccia veins with quartz matrix and disseminated pyrite and accessory sphalerite, galena, chalcopyrite and gold. NE–SW-trending quartz and calcite veins with disseminated pyrite and accessory sphalerite, galena, chalcopyrite and gold. ESE–WNW- to ENE–WSW-trending quartz veins with disseminated pyrite. This stage is only mineralisation that is hosted by diatreme breccia and clearly postdates.Quartz veins of the first, third and fourth stage are less than 2 m wide. Only breccia veins of the second stage are up to 10 m wide. Gold is present in all stages as microscopic inclusions in quartz and sporadically in pyrite. Macroscopic gold can be seen in the first and second mineralisation stages. Gold commonly occurs in association with sphalerite, galena and chalcopyrite in the second and third mineralisation stages.CITATION:Kucera, J, 2015. At Reefton, mesothermal gold deposits occur in the Ordovician Greenland Group basement and bituminous coal deposits occur in overlying Eocene Brunner Coal Measures. These different resource types occur in close proximity to one another in the same topography, vegetation and climate. Both types of resources have been mined for many years and as a result historic mining areas discharge water with chemistry reflecting the mineralogy of the deposits. Coal measures release natural acid rock drainage throughout the region due to oxidation of pyrite in coal and associated sediments. Levels of acidity are increased in mining areas, and pH near three is common. Gold mines contain pyrite, arsenopyrite and stibnite. Discharge waters from these sites have pH near seven because of the high acid neutralising capacity of the basement rocks. Both coal and gold mining sites have iron oxyhydroxide precipitates in drainage waters. These precipitates are more abundant at gold mining sites, and one deposit is up to 5 m thick. Iron oxyhydroxide at coal mine sites contain Zn (up to 89 ppm), Ni (up to 10 ppm), As (up to 163 ppm), Cr (up to 23 ppm), Pb (up to 16), and Cu (up to 11 ppm). Jarosite group minerals have been identified in the coalmine iron oxyhydroxide, although most of the material is amorphous. Gold mine iron oxyhydroxide contains Zn (up to 353 ppm), Ni (up to 592 ppm), Cr (up to 17 ppm), Cu (up to 72 ppm), Pb (up to 29 ppm), Sb (up to 230 ppm), and this material is particularly high in As (up to 20 wt per cent). Most of the material is amorphous but distinctive zones (mm scale) are As rich (up to 30 wt per cent As oxide). Pharmacosiderite, K2Fe4(As04)3 (OH)5.6.3H20, is a secondary mineral in one deposit. These iron oxyhydroxide deposits are useful indicators for the metals mobilised into the environment by oxidation in the historic workings.

The Nokomai Gold Mining Project commenced production in January 1992. The Project continues a history of mining in theNokomai Valley which extended from 1863 to 1942. L & M Mining Limited have held interests in the valley since 1980. In 1990 the Nokomai Joint Venture was formed with the Hore family, the owners of Nokomai Station, to mine a large alluvial gold resource in the valley. The mine is located adjacent to the Mataura Brown Trout fishery and required extensive environmental studies prior to granting of permits. The mine is budgeted to work for 20 months, processing 460 000 m3 of wash material. During this period, contract miners, Downer Mining Limited, will move in excess of seven million cubic metres of overburden from the deposit.

As part or a programme to raise lead smelter capacity from 65.000 to 140.000 tons bullion per annum. one new 1000 sq. ft. updraught area sintering machine replaced eight small downdraught machines.The metallurgical specifications were based on and laboratory tests at Mount Isa. Existing practice filtering concentrate as part of the charge preparation system and discharging wet filter cake to mixing was retained. This dictated a hot return fines circuit to maintain the required feed moisture content at low return sinter ratios.The engineering specifications provided for cenlralized control of plant and process, minimum operating labour, high plant availabi;lity and highest standardsof hygeine. Crushing and conveying capacity was set to cater for the most optimistic level of sintering capacity.On start-up a number of major engineering and hygiene problems became apparent, in addition to normal teething troubles. These problems have largely been overcome and reliable operation. at less than optimum production rate is now being achieved.

Mr. Chairman, distinguished guests, ladies and gentlemen. Thank you for asking me to your conference, with its most fundamental and appropriate topic of 'Investment in Mining'. I must confess at the outset that I am one of those Australians who has rarely visited your fair land of New Zealand. This is in fact only my third visit, with all three related to Institute Conferences, and all much too brief. In so many ways your country provides a counterpoise to ours, despite the obvious disparities in size and population. And I am not only referring to the Bledisloe Cup! We would certainly each be much more lonely without the other, in this strange long-lost corner of the globe û if globes can have corners. Such an important factor in common in our shared heritages has been the mineral industry we have won from our alluvials and our rocks û especially for gold. So much of the major mineral developments which have supplied the world's appetite for metals and fuels in the past two hundred years has come from the countries settled in that period by people from Europe, especially those from the British Isles. So much of the technology for mineral and metal extraction has come from the skills of those people in New Zealand and Australia. And so much of the further development of metal processing and manufacturing of productive equipment has come from those people and from their cousins throughout the world. It is, I believe, a fair question to ask why we have failed to build on those early and considerable successes, and why we have in so many ways apparently been so content to allow others to add value to our raw materials, and to take our technological developments on to levels far beyond those that our domestic markets could sustain.

This paper uses the results of research trials by Landcare Research and Forest Research Institute and assessments of reclamation plantings at mines and other drastically disturbed sites to describe methods of enhancing restoration of native forests. The characteristics of mine and forest environments are compared to highlight the difficulties facing restoration and techniques which result in successful restoration are described. Selection of the most appropriate technique is illustrated by describing restoration of lowland beech-podocarp forest at a West Coast coal mine. The key to successful reclamation is to understand the factors controlling and limiting plant establishment and growth, then to design rooting media, surfaces and management regimes to create a favourable environment. This paper concludes with a summary of the planning and technical factors which are critical for successful restoration of native forest.

Once the draw process has begun in a block cave, it is very difficult to identify which regions of the cave have successfully propagated, where the caved material is flowing from and where it is flowing to. The uncertainty around cave flow increases as the cave is drawn and can be further compounded by poor draw control practices. These uncertainties make it difficult to plan effective draw strategies to control dilution, as flow model predictions tend to gradually diverge from the actual state of the cave. There have been documented occasions where observed caving phenomena, such as muck pile surface rilling, could not be reproduced with the cave flow models of the time. The ultimate consequence of cave flow uncertainty is generally manifest as higher dilution and lower grades.In order to measure the real-time flow of caved material within an active block cave, CRC Mining and Elexon have developed, together with Rio Tinto, a cave flow monitoring system called Cave Tracker, which is being trialled at Argyle Diamond Mine (ADM) in Western Australia. The Cave Tracker system at ADM comprises electronic ‘beacons’ that have been installed down long HQ diameter drill holes located above the extraction level. As the cave-back propagates and the rock mass fragments, beacons are released into the muck pile and flow along with the caved material to the drawpoints below. At Argyle, the beacons are configured to emit a signal every three days. These signals are picked up by detectors installed on the extraction and undercut levels, allowing the positions of the beacons to be determined.By examining the real-time material flow in different regions of the cave, flow mechanisms can be better defined. Draw control strategies can then be actively tailored to manage the current state of the cave. Thus, previously undetectable indications of excessive rilling, rapid cave propagation, cave stall, air gaps and dilution entry can now be identified early and assessed continuously as the cave progresses. The combustion of brown coals in Latrobe Valley power stations produces approximately 500 000 tonnes of solid wastes each year. This material, which includes precipitator ash, char and furnace ash, is hydraulically sluiced to large ashing ponds and the supernatant solution is ultimately discharged to the sea. There are significant operational and capital costs associated with the current ashing system. The ash produced from the Latrobe Valley coals is unique and has a wide variety of potential applications including soil conditioning, concrete and cement extenders, fillers in non-metallic materials, components of building products. In addition, with the application of appropriate technology, it is possible to extract char, sodium sulphate, calcium carbonate and magnesium metal (as the chloride) in substantial quantities from the ash. Research has been carried out to explore the prospects of these various options for ash utilisation. The research has focused on detailed characterisation of the ash material and the potential extraction efficiency for various species under various conditions. From this work a conceptual process has been developed and subsequent studies have been directed towards understanding variables and optimising operating regimes for product extraction. Currently, the work is concentrating on the separation of char, the development of high-grade carbon products and the extraction of sodium sulphate.

THE following really forms the second part of, or a sequel to, a paper, " Ventilating Metalliferous Mines: a Method of Attack," read before the Broken Hill Branch of the Australasian Institute of Mining and Metallurgy in May, 1920. In that paper the writer advocated a consideration of the question of ventilation in metal mines from a different aspect to that 'which had hitherto prevailed locally. Various factors regarded as having an important bearing on the subject were set forth, together with the results of observations made during ventilation tests carried out at the mining department of the Zinc Corporation.During the subsequent discussion the question was raised of the possibility of any practical application of the method of attack described, and also whether the theoretical considerations mentioned were likely to be of any real utility to the mining engineer engaged in ventilation work in a metalliferous mine.
