INTRODUCTION As part of a general project to simulate a concentrator, the Brenda Mines Limited secondary crushing plant, located near Peachland, B. C., was sampled during the summer/winter of 1975 and during the summer of 1978 to develop a digital crushing plant simulator specific to the Brenda operation. The purpose of this simulator was to study the influence of manipulable process variables on important responses, to permit study of alternative circuit configurations if desired and to perform off-line optimization. This chapter describes the methodology employed to develop the simulator (1,2) along with typical applications thereof. SECONDARY CRUSHING PLANT FLOWSHEET Figure 1 is a schematic diagram of the Brenda Mines Ltd. secondary crushing plant circuit. The 41,000 tonne coarse ore stockpile(a) is -17.8 cm oversize (3B belt) from two 2.4 m x 6.1 m double deck vibrating screens (not shown). The screens are fed by 2 conveyor belts operated in series with two 198 cm apron feeders that handle discharge from a 152 cm x 226 cm primary gyratory crusher(520 KW). The primary crusher (not shown) treats up to 2725 tonne/hr of run of mine ore. Minus 1.9 cm undersize from the primary screens (#19 belt), referred to as the primary fines, joins secondary screen undersize (#18 belt) for conveyance to fine ore bins (not shown). Feed from the coarse ore stockpile is transferred by means of vibrating feeders and two 120 cm conveyors (#6 and #7) to transfer belts #8 and #9 (Figure 1). The belts feed two secondary 2.1 m standard heavy duty cone crushers (bl and b2). Each crusher is equipped with a modified coarse mantle liner and a standard coarse bowl liner. Mantle throw is 9.2 cm; nominal close side set is 3.2 cm. Crusher .countershafts (443 rpm) are driven by single 260 KW synchronous motors (710 rpm). Discharge from the secondary cone crushers joins discharge from four 2.1 m tertiary heavy duty shorthead cone crushers (fl, f2, f3 and f4). With the exception of the cavity (modified medium mantle liner and standard coarse bowl liner; close side set is nominal .84 cm) and motor (224 KW), these machines are similar to the secondary crushers. The combined discharge is transferred from a 183 cm conveyor to #14 belt which empties into a 1452 tonne secondary screen surge bin (c). Vibrating feeders beneath the bins feed five 2.4 m x 6.1 m double deck vibrating screens (dl, d2, d3, d4 and d5) sloped at 200 from the horizontal. The magnetic reflux classifier, which utilizes the combined effects of magnetic fields and a hindered settling classifier, is a new tool for determining the quantity and quality of middlings in fine-sized magnetite concentrates. Results are given for processing a typical taconite ore, and a sketch of the apparatus is included. IN examining magnetite ores and beneficiated products it often becomes necessary to make critical studies of the amount of grinding necessary to produce the desired degree of magnetite liberation. In the past this has been accomplished by laboratory heavy-liquid tests, which provide a method for selectively removing middling particles and free magnetite from various-sized fractions. Examination of the various products under the microscope results in fairly accurate determination of the degree of liberation. The method is quite efficient on sizes coarser than 325 mesh. Thus the heavy-liquid method of middling separation was satisfactory until the advent of present day magnetic taconite studies. When magnetite concentrates ranging from 70 to 100 pct —325 mesh are studied it becomes apparent that older methods of determining liberation size are not satisfactory and that there is need for a new method. For example, some of the low-grade magnetite ores of the Wisconsin and Michigan iron ranges require grinding to 100 pct —325 mesh to produce a magnetic concentrate containing less than 12 pct silica. Examination of concentrates from such ores often reveals that many of the middling particles consist of only very minor proportions of iron mineral. Thus it becomes important to be able to determine the degree of grinding necessary not only for complete liberation, but also for liberation of only 80, 85, or 90 pct of the total iron mineral content. Actually, complete liberation is never attained, but is often used to designate that degree of liberation necessary for production of high-grade concentrates. A rougher concentrate, produced after elimination of a coarse-sized tailing, can usually be subjected to a second grinding stage and concentrated into a higher grade product than could be produced from the same crude ore with one stage of grinding resulting in the same overall size reduction. This fact adds to the importance of being able to determine partial degrees of liberation on any magnetite ore. Standard laboratory methods such as heavy-liquid separation, microscopic grain counts, Davis tube magnetic separation, magnetic flocculation, classification, flotation, and others often are not applicable, or are prohibitive because of time requirements when large numbers of fine-sized magnetite samples are investigated. The Davis tube magnetic separator is an efficient tool to use in rejecting the non-magnetic mineral particles from an ore sample. The middlings discarded by the tube separator usually are so low in iron content that they can be considered relatively unimportant in liberation studies. This condition is caused by the extremely high flux density used in the Davis tube. This flux density ranges from four to eight times the flux density produced by most of the powerful commercial machines in use today. Thus the problem resolves itself into a search for a method of selectively removing middlings from Davis tube magnetic concentrates which will be both rapid and efficient. Those methods showing most promise in the development of a process for isolating middlings from extremely fine-sized magnetic concentrates were flotation and magnetic flocculation. The use of flotation to remove middlings from magnetic concentrates is reported in the literature.'.' The flotation process is effective in removing middlings from a magnetite concentrate, but physical entrapment of fine-sized free magnetite in the silica-bearing froth is an undesirable feature. The flotation method of removing middlings requires time, effort, and precise control of many variables, and does not meet the required degree of middling isolation. Magnetic Flocculation Magnetic flocculation has long been resorted to"-" in efforts to upgrade magnetite concentrates. One of the new magnetic taconite plants now under construction on the Mesabi Range includes magnetic flocculation in the flowsheet' as an accessory process to remove high-silica middlings and free silica which has been mechanically entrapped in magnetite flocs. The use of magnetic flocculation as a laboratory method of making precise separation of middlings was further investigated, since it offered a rapid, simple method of accomplishing the desired result. Magnetic flocculation involves the subjection of a magnetic concentrate to a strong magnetic field, passing the concentrate in a highly flocculated condition to a hydroseparator or other classifiers of various types, and removing free silica and middlings as overflow products. Experimental production of Al-Si alloys, containing from 33 to 55 pct Al, by direct reduction of aluminum silicates in a three-phase arc furnace is described. Advantages of a smelting technique utilizing hogged wood waste as part of the reductant and for temperature control are discussed. WORK on the problem of producing aluminum by smelting has been in progress since the middle of the eighteenth century. Early work met with little success and in 1782 Lavoisier, an eminent French chemist, expressed the belief that alumina could not be reduced by carbon. It was almost a century later when the Cowles brothers developed a process for the production of aluminum alloys by reducing alumina coincident with the reduction of other metal oxides. In practice, the other metal oxide was usually copper. In 1907 it was first shown that alumina alone could be reduced by carbon at a temperature of 2200°C. The metal produced was volatilized and lost or recombined with the oxides of carbon formed in the reaction.' For a number of years after the Cowles brothers abandoned production of Cu-A1 alloys because their product was not commercially competitive with the aluminum produced by the Hall process, there was little interest in thermal reduction processes. After World War I interest in such processes was renewed and a number of patents were issued on processes for the production of A1-Si alloys.' , "he function of the silicon in these processes was the same as the function of the copper in the Cowles brothers process, namely, to prevent the reduced aluminum from recombining with the oxides of carbon and to promote absorption of the aluminum vapors set free at the high temperature required for the reduction reaction. The advantage of using silicon in place of copper for this function is that silicon has a higher boiling point (2600"C) than copper (2310"C) and its oxides, combined with aluminum oxides, occur in nature in almost unlimited quantities. No A1-Si alloys have been produced commercially in the United States, as far as is known. However, considerable experimental smelting of aluminum silicate materials has been done by the TVA at Wilson Dam, Ala.' The Kolar gold field has been for a long time the most important gold-producing area of India. It is situated in the Skate of Mysore, southern India, and not far from the City of Bangalore. The productive field is about 3 miles long and in it a gold-bearing quartz vein varying in width from 1 in. to over 10 ft. is worked. The vein carries high values to great depths and many of the mines have paid large dividends. Geological Formations In KolaR Region The rocks of the Kolar region are pre-Cambrian in age and bear a close resemblance to some of the pre-Cambrian formations of America. The oldest rocks seen are basic lavas, now mostly altered to hornblende-schists, with which is associated some banded iron-formation; these rocks are similar to the Keewatin schists and iron-formation in the Lake Superior region. The schist is cut by the gold-bearing quartz vein. In certain parts of the area there is also a conglomerate containing pebbles of granite, jasper, and schist. The matrix resembles a hornblende-schist and is intruded by small granite dikes, which in some cases have been pinched off by squeezing of the rock. This has led Dr. W. I?. Smeeth, Chief Inspector of Mines of Mysore, to whom the writer is greatly indebted for information regarding this area and for his hospitality while visiting the field, to regard this conglomerate as a breccia due to crushing of granite dikes in the schist. Dr. J. W. Evans has regarded the conglomerate as probably a squeezed glacial boulder clay. From analogy with pre-Cambrian conglomerates in America, the writer regards it as a metamorphosed rock similar to our basal Huronian conglomerate. However, the main bearing which it has upon the problem under discussion is the apparent fact that it is younger than the schist and that it indicates the presence of a syncline in the rocks cut by the quartz vein. Surrounding the area of schist and conglomerate is a large mass of granite-gneiss resembling the Laurentian gneiss of the Lake Superior region. Still later than the rocks mentioned above are basic intrusions which cut the quartz and schists; in the mines these are known as trap. One dike of this type is 50 to 60 yd. wide.

THE Birmingham red iron ore district in Jefferson County, north central Alabama, Fig. 1, is bounded on the northwest by the Warrior and Plateau coal fields and on the southeast by the Cahaba and Coosa coal fields. The area of study includes the ridge and valley between Red Mountain and Shades Mountain, Fig. 2, approximately 70 square miles extending from Homewood in the northeast to Greenwood in the southwest. The district is one of the most important producers of hematite in the United States, with an annual production of about 7 million tons. The amount of hematite mined between 1870 and 1950 ranged from 6 to 16 pct of the nation's total annual production, and the iron and steel products from blast furnaces in the Birmingham district supply the entire southeastern section of the country.

As a result of Engineering Council's request to the Director of the Census, the National Service Committee has been successful in effecting a reclassification of engineers so that all technical men will be listed as such and they will be separate and distinct from the non-technical engi-neers. Thus, the next census will bring an enumeration of all technical engineers together as one unit under the main headings of civil, mech-anical, electrical and raining; architects also will be enumerated separately. This will enable the engineering profession, the Government or any other interested organization to know exactly how many technical men there are in the United States and in each state. The enumeration will also include non-technical engineers, except that there will be no such heading and in order to get the totals of non-technical men all of the various grades of this classification would have to be sorted out and added.

A large number of firms and institutions have evaluated possibilities of mining the manganese nodule source, beginning with a major effort in 1957-58. There have been as many as ten commercial firms actively engaged in major programs of engineering and development, including Deepsea Ventures/Tenneco, Hughes Tool Co., Kennecott Copper Corp. and Ocean Resources, Inc. Foreign firms active in the field are International Nickel CO., Sumitomo Group/MITI, AMR (a joint venture of three West German companies-Metallgesell- schaft AG, Preussag and Salzgitter AG), and Societe le Nickel (CNEXO). It is estimated that it will take from 11 to 19 years for the more successful ventures to reach operational levels. Investment Costs and Rates of Return Five different programs, all from public sources, have been studied to analyze dollar figures regarding investment costs and the possible return on these costs. All are based on a unit of production of a million tpy of dry nodules through the processing plant, which is considered the minimum likely capacity. The costs are not always comparable, and with some liberties, have been forced into two categories. The first covers mining and sea-related costs. The second will include the onshore processing and other costs such as administrative and distribution figures. The costs in all cases are for complete ventures extending from prospecting through mining, processing and distribution of several metals and other products derived from the nodules. All costs are joint product costs, making certain comparisons with land mining difficult.

Alunite [KA13(S04)2(OH)6] is a promising non-bauxitic aluminum resource, the domestic reserves of which are estimated to be 800 x 106 tons at 35 percent alunite. The major gangue mineral associated with alunite is quartz. The thermochemical process that has been developed for treatment of this ore does not provide for the initial removal of gangue prior to processing. In this regard, it may be desirable to concentrate the ore to gain significant technical and economic advantages. Experimental results indicate the effectiveness of an oleic acid flotation technique and exemplify the problems encountered in fine particles processing. These results show that the quality of separation studied as a function of temperature, collector addition, and depressant addition is dependent on the degree of liberation achieved during size reduction. At coarse grinds the quality of separation was limited by the presence of locked particles while for finer grinds where more extensive liberation is achieved, better separations were obtained. The degree of liberation for each size interval was determined by an SEM/energy dispersive x-ray technique and found to be independent of the extent of size reduction, suggesting that liberation occurs by indiscriminate fracture and not by detachment. Up to 89 percent liberation was realized for a minus 400 mesh grind. Under these circumstances, the quality of separation appears not only to be limited by the remaining locked particles, but, also, by contamination of the alunite concentrate with fine quartz gangue (< 2µm). The best separation for the minus 400 mesh grind was a rougher recovery of 88 percent with a grade of 65% alunite at 50°C.

Eight different oil zones have been identified and produced at Santa Fe Springs, of which three or four are in turn divided into two or three parts. These zones, from top to bottom, are the Foix, Bell, Meyer, Nordstrom, Buckbee, O&apos;Connell, Clark and Hathaway, or third Clark. While there has been some difference of opinion over this nomenclature with reference to the different zones referred to as Clark, it has no particular bearing on the water problems. Each of these oil zones has had waters of varying salinity associated with it, either within or at the bottom of the zone. Table 1 is a tabulation of the zones, their maximum thicknesses, salinity and heads of various waters. Surface waters are fresh, and of high head, giving artesian flow in some instances.

The raw materials used in the blast furnaces at the Geneva Works of U.S. Steel Corp. have a high degree of variability in size-consist and chemical content. To overcome the problems caused by the use of highly variable raw materials in the blast-furnace operation, large blending piles are used. An investigation of the blending system showed that variability was significantly reduced by the use of these blending piles. This paper describes the blending system, the method used to evaluate the effect of the blending system, and the results of the investigation. The remarkable improvement in blast-furnace performance since World War II has been in large measure due to the use of beneficiated burdens to reduce the variation of both chemical analysis and size consist. This practice allows the operator better control of his blast furnace, enabling him to operate more economically and to produce chemically uniform hot metal. Planning for uniformity usually begins during mining by extracting ore from several locations within a pit to produce a final product with a specified analysis. Another approach is to stockpile ores having widely varying analyses in individual piles and then drawing the required amounts from each stockpile to provide a blend with a predetermined analysis. A further improvement in blending procedures is to take ores from several sources, bedding them horizontally in layers and reclaiming by vertical slicing from the blended pile. The last procedure, when properly executed, is one of the best methods for achieving maximum uniformity with highly variable ores. U.S. Steel Corp.&apos;s Geneva Works initially obtained iron ore for their blast furnaces from the Cedar City area of southern Utah. These ores were formed primarily by the replacement of limestone and siltstone formations with solutions containing iron and several other elements. The original iron content of the ores in the ground varied from a high of 70% to practically zero with a minimum acceptable iron content for shipping of 37%. Substantial amounts of silica, calcium, magnesium and alumina were found in the ores along with minor amounts of copper, lead, zinc, nickel, titanium, manganese, phosphorus and sulfur which were sometimes present in detrimental amounts. In China all minerals are, theoretically at least, the property of the Emperor, and the Imperial permission must be got from him for the privilege of working them. A direct tax is levied on this privilege, and by simple command, the Emperor can close a mine at any time. Occult geomantic influences are a large factor in determining the opening or the arbitrary closing of a mine. The location with reference to points of the compass, graves and natural objects, may be really or professedly considered as indicating that those influences are favorable or unfavorable. The consequence, is, of course, that for the authorization and encouragement of any considerable enterprise, friends&apos; at court, practical politics, and more or less bribery, are required. As a result, most Chinese mining is illicit, and is carried on in a small way only. Often along a single vein, or over a small section of mining country, a few individuals obtain rights over all the openings, most probably by loaning money to the head-men of the operators and holding the mines as security for the debt. THE steel industry of the United States has depended in the past almost wholly upon imports for its supplies of manganese. Many of the important domestic sources yield ores leaner in their natural condition than the foreign ores the steel industry has been accustomed to use. To make them available, therefore, either&apos; the ores must be concentrated or the practice of the steel industry modified. Roughly 25,000 T. annually of high-grade manganese ores are used for dry batteries, for chemical purposes, and in other ways; while approximately 750,000 T. are required for making steel. By present practice, every ton of steel takes an average of about 14 lb. (1.8 kg.) of metallic manganese. This is generally added to the steel in the form of an alloy, the standard alloys being the 80-per cent. ferro-manganese and the 20-per cent. spiegeleisen. During the year 1917 286,000 T. of ferromanganese and 193,291 T. of spiegeleisen were made in this country, the former largely from imported ores; and 45,381 T.

A homogeneous and uniform cylindrical reservoir containing oil and gas is fractured vertically on completion and is produced at a constant bottom-hole pressure. The fracture has an infinite flow capacity, is of limited lateral extent and is bounded above and below by the impermeable strata defining the vertical extent of the reservoir. Results show that such a fractured reservoir can be represented by a reservoir of circular symmetry having very nearly the same production history. The well radius of this circular reservoir is about 1/4 the fracture length and is essentially the same as that obtained previously for a single fluid of constant compressibility. At the same value of cumulative oil production, gas-oil ratios of fractured reservoirs producing at constant terzinal pressure are larger than those of reservoirs having no fractures. This leads to more inefficient use of the reservoir energy in fractured wells and results in lower reservoir pressures for the same cumulative oil production. The reduction in operating life due to fracturing a reservoir is not as great as that for a slightly compressible fluid. This diflerence can be accounted for by the lower reservoir pressure in the fractured reservoir and its adverse effect on the average mobility and compressibility of the oil. As anticipated, the reduction in operating life increases czs the reservoir permeability decreases. The type of results presented in this report can be used to determine the economic attractiveness of fracture treatments per se, to setect the initial spacing to be used in developing a field, and to compare the relative merits of fracturing available wells and infill drilling. INTRODUCTION The effect of vertical fractures on a reservoir producing either an incompressible or a compressible liquid has already been discussed in the 1iterature.l,2 Those results indicate that the production history of such a reservoir is essentially the same as that of a circular reservoir having an effective well radius of approximately one-fourth the fracture length. The present work reports on the effect of a vertical fracture on a reservoir producing two compressible fluids —oil and gas—by solution gas drive. Because of the empirical nature of the PVT and relative permeability data used to obtain the performance of such reservoirs, results can only be obtained numerically and with the aid of high-speed computers. Since reservoirs lose their radial symmetry when fractured vertically, pressure and saturation can no longer be given only in terms of distance from the well. Two coordinates (such as x and y) must now be used to describe the pressure and saturation within the reservoir, and, since we are dealing with compressible fluids, time is also a variable. Thus the solution of a vertically fractured reservoir requires finding two unknowns (pressure and saturation) in two space variables (say x and y) and in time (t). Since no means are readily and generally available for solving such problems at the present time, we have used the results of previous work1,2 to approximate the effect of a vertical fracture on a reservoir producing both oil and gas by depletion. The purpose of the present wmk, then, is to investigate the possibility of using available numerical techniques (limited at the moment to one space variable) to study the two-space-variable flow behavior resulting from a vertical fracture. Results obtained in the course of this investigation are also reported and discussed. Input and output data of the numerical methods used are given in practical units: BOPD, feet, psi, cp, and md. Results are discussed fist in terms of specific reservoir and crude properties and geometries. Later, dimensionless parameters are introduced in order to extend results to different values of some of the reservoir and fracture properties. IDEALIZATION AND DESCRIPTION OF THE FRACTURED SYSTEM It is assumed that a horizontal oil-producing layer of constant thickness and of uniform porosity and permeability is bounded above and below by impermeable strata. The reservoir has an impermeable, circular, cylindrical outer boundary of radius r,. The fracture system is represented by a single, plane, vertical fracture of limited radial extent, bounded by the impermeable matrix above and below&apos; the producing layer (reservoir). It is assumed that there is no pressure drop in the fracture due to fluid flow. 1 indicates the general three-dimensional geometry of the fractured reservoir. Gravity effects and the effects of differential depletion resulting from variations in hydrostatic head (pressure) will be neglected. THE subject of violent bumps in coal mines has been again brought to attention by a recent succession of such occurrences in the coal mines of the Cumberland field of eastern Kentucky and southern Virginia, which have caused fatalities and injuries to underground employees, a report on which is being issued by the United States Bureau of Mines1. The A.I.M.E. has had two valuable papers on bumps in the No. 2 Mine, Springhill, Nova Scotia, each followed by general discussion on bumps and their causes2. This paper gives a brief review of suggested causes and remedial measures given in English, Canadian and United States reports on bumps in coal mines, and then presents suggestions arising from the writer&apos;s recent investigation of the bumps in the Cumberland mines, made at the request of the mine operators, to determine the causes and remedies. These bumps, which occur under the simplest natural conditions, provide better opportunity for analysis of causes and effects than afforded under more complex conditions. The simple conditions in this field consist of relatively thin and level coal beds and uniform roof strata free&apos; from folding and faulting.

(written discussion).-The experience of users of pulverized fuel in metallurgical work, particularly for open-hearth furnaces, has demonstrated that high ash and sulfur in pulverized fuel are a detriment, the sulfur in the coal entering into the finished product; hence, in this class of work it is extremely important, when pulverized coal is to be used, that the coal be selected with care, and only those having low percentages of sulfur be used, in combination with proper means for combustion. I have found that no general statement can be made as to the cost of pulverized coal, each installation being an individual engineering problem and necessitating a varying capital expenditure; as each installation has its own power cost, the actual cost of pulverizing varies between wide margins. It has been found that no general rule can he laid down as to either fineness or dryness; for some uses a wide range is permissible in both factors, while some classes of fuel require different treatment from others. Anthracite, coke breeze, and lignite ash will, under certain conditions, form slag, the melting point of the ash from fuel of this character being practically the same as of that from bituminous coal; furnace temperatures above the melting point of ash must therefore cause the formation of slag. However, it should he noted that furnace temperatures attainable with this class of fuel are not usually so high as those from bituminous coal, which probably explains the statement that the former do not slag. In a well designed furnace, temperatures above 2250° F. (1235° C.) will be obtained with that class of fuel, and slags will be formed. Too much attention apparently has been centered on high CO2 contents of stack gases. A high percentage of C02 is frequently obtained at the expense of the brickwork, the furnace temperature being increased by diminishing the excess air; a high percentage of C02 thus simply means a small proportion of 02.

A career in the coal mining industry today offers students one of the most interesting and challenging opportunities available in the industrialized world. As reserves of other fossil fuels dwindle in face of the world&apos;s demand for energy, it has become apparent that coal, once the king of energy sources, must be relied upon again as the major fuel for powering industrial growth in developed and developing nations. Centuries of coal supplies lie beneath the earth&apos;s surface, assuring the world of a steady, plentiful supply of energy until science and technology can produce a way to harness and efficiently use renewable sources, such as solar. The need to increase our use of coal during the last two decades of the 20th century is reason enough to believe that the future growth of the coal industry is assured. A major impediment to that growth might be backward national public policies that could restrict the full utilization of our coal reserves. These policies could result from overregulation and a failure of the public to recognize that coal use, with proper techno- logical safeguards, is compatible with our society&apos;s environmental-quality objectives. Communication of this problem and its solution is a major undertaking of the coal industry in the 1980s. At the end of the 1970s7 the American coal industry was producing approximately 635 Mt/a (700 million stpy) of coal. To meet the nation&apos;s projected energy needs by 1985, the annual tonnage must be doubled. A similar scenario is predicted for the rest of the world. Such growth in the modern international business world will require huge additional amounts of capital, equipment, and people who know how to wisely raise and apply the capital; use the equipment productively; and deal with the many community, public, and governmental problems such expansion will create. The problem of eliminating the hazards of hoisting in mines has been with us since the industry passed its earliest stages, when coal and ore could be won from surface working and tunnels. At first, safety devices were introduced as means of decreasing the amount of labor necessary to produce the mineral, or to increase the amount that could be obtained from a certain opening. For example, crude ladders replaced winding footpaths or steps cut into the walls of the pit or shaft, decreasing the distance it was necessary to carry the product to the surface and eliminating, to some extent, the hazard introduced by the precarious footing afforded by such paths and steps. Latcr, instead of being carried from the pit on the backs of men, the product was hoisted in buckets or baskets on a rope passing over a pulley or around a windlass. Thus the capacity of the pit was considerably increased, and the hazard due to making many trips up and down the shaft was eliminated. From such beginnings accident prevention in mine hoisting advanced with the importance of the industry, until at present hoisting compares favorably with other branches of the mining industry with reference to safe practices. As in the other branches, this progress has been accomplished along two general lines—by legislation, rules, and education, and by the installation of safety devices. Though due credit must be given the former, it is not so satisfactory as the latter. Legislation, to be effective, requires a policing and inspection system to guarantee enforcement, such as we cannot hope to inaugurate. Rules may be satisfactory so long as the employer controls the labor market, and dismissal or some other form of discipline is an effective means of insuring obedience to the rules; but where labor demand is in excess of the supply, or where labor organizations are in control, such measures are not effective. An educational campaign will draw attention to hazards and may awaken a desire to avoid accidents by exercising the proper care. It is necessary, therefore, to place our reliance mainly on mechanical devices to prevent accidents, and to depend as little as possible on laws,
