Effects of short-circuiting paths on observed diffusion behavior in real crystalline systems are considered. It is concluded that experimentally measured diffusion coefficients may vary widely from values associated with true lattice diffusion to those appropriate for short-circuiting paths alone depending upon the conditions of the experiment and the sensitivity and completeness of the data. IN 1961 Harrison1 classified experimentally observed diffusion behavior in systems involving both lattice and dislocation-enhanced atomic transport into three categories. His types A and C were limiting cases where the measured diffusion coefficients using the usual serial sectioning techniques were representative of lattice diffusion (with only slight effects of dislocations) and dislocation-network diffusion (with only slight effects from lattice diffusion), respectively. In both cases A and C for a sectioning experiment in which the diffusion couple has the semi-infinite geometry and unidirectional diffusion takes place from a plane source located at the origin of the coordinate system, he pointed out that Gaussian penetration behavior should be observed. For case A the lattice coefficient should be slightly enhanced by dislocation contributions, and the model of Hart2 can be used to predict the amount of this enhancement. For case C the observed coefficient should be that for the dislocation network and have little or nothing to do with lattice diffusion. Hart's model in its general form is still applicable, but the apparent diffusion coefficient for this case is virtually independent of dislocation density. Harrison's case B is that for which non-negligible contributions exist for transport by both mechanisms and "the concentration distribution does not approximate to any simple form." With the possible exception of very low temperatures where diffusion distances approach atomic dimensions, any real diffusion specimen will in general show non-Gaussian behavior provided the data are complete enough to uncover it. Thus, a "complete" set of data for any real system cannot be expected to be totally amenable to treatment by a simple mathematical model which does not take into account the relative distribution of transport by the various modes or submodes. For a particular sensitivity of specimen analysis and at a given temperature of annealing if the concentration profile could be observed as a function of time, "the behavior will initially be type C, and will develop into type B. and ultimately type A".1 Thus, it appears that the type of diffusion behavior which is experimentally observed in a given system depends very much upon the particular experimental conditions and the particular tools available to obtain the data. Interpreted in this fashion, Harrison's classification refers not to the diffusion behavior as a whole but to the relative sensitivity of the method of examination and completeness of the data. In the present paper we will: 1) assume that the measured penetration behavior follows the same general classification as that proposed by Harrison; 2) give, for diffusion in tungsten, examples of the range of diffusion coefficients that it is possible to obtain in a single experiment; and 3) speculate that some arguments which consider the possibility of short-circuiting effects being responsible for "anomalous" diffusion in several bcc metals may have been discarded prematurely.3 Both monocrystalline and polycrystalline tungsten were used in this work. The former was obtained as triple-pass, electron-beam zone-refined 6.0-mm-diam rod from Materials Research Corp.. Orange-burg. N.Y. The latter was swaged, high-purity bar stock which was annealed for 2 hr at 2200°C and 10-9 torr to yield an average grain diameter of about 25 /i. The tracer Nb95 was received in oxalate solution from the Isotopes Division, Oak Ridge National Laboratory. Experimental procedures of specimen preparation, isothermal diffusion annealing, serial sectioning by anodizing-and-stripping, and y counting of the individual sections to determine the tracer penetration profile after a given diffusion anneal have been described elsewhere.4 However, it should be noted that the anodizing-stripping sectioning technique has the particular advantage for this research of permitting sectioning to be accomplished over a wide range of

AT the Pittsburg meeting of the Institute, in March, 1910, the death of Mr. Metcalf was announced, and Col. H. P. Bope, of Pittsburg, delivered in memory of him a brief but eloquent address, which, though expressing the sorrow of Mr. Metcalf's friends, and, in general terms,. the debt of gratitude which his country and his profession owed to him, was not intended to be a complete survey of his life and work. With Colonel Bope's permission, and with the aid of some of the statements in his address, I substitute for it, in our Transactions, this more detailed, yet still inadequate memorial. As Colonel Bope justly remarked, the men who could do justice to this theme-such men, as Jones, Chalfant, Bennett, Oliver, and Park-passed away before Metcalf, leaving him almost the last of the generation of great steel-makers who made Pittsburg the Sheffield of America, and who discharged a double function, as the rear-guard of the old metallurgical practice and the van-guard of the new. I knew many of them; would that I were better qualified to celebrate their achievements. William Metcalf was born Sept. 3, 1838, at Pittsburg, Pa., where his father, Orlando Metcalf, was an eminent member of the bar. At the age, of sixteen, he entered the Rensselaer Polytechnic Institute, at Troy, N. Y., from which he was graduated in June, 1858. Returning to his native city, he became an assistant engineer in the Fort Pitt Foundry, of which. he was made Superintendent in 1859. This famous establishment produced the largest castings and heaviest machinery then known in the United States;-and Mr. Metcalf's intense, intelligent and incessant study of his business prepared him as a manufacturer for a patriotic service to his country more valuable than, as a soldier, he could have rendered in the field. The call came in 1862, when the government needed, above all things, a supply of field, naval and siege artillery. The

EVERY producer of crude oil knows what is meant by the Rule or Law of Capture. It means that the ultimate ownership of a migratory substance such as oil is not determined until that substance is reduced to physical possession. Unless, therefore, the producer moves quickly to capture his share from the common pool, he may lose to any neighbor who is drilling and producing more rapidly than he a portion of the oil originally underlying his property. And there is no recourse open to him if his property is so drained. Under this rule it is obvious that the owner of an oil property, if he is to protect his' ownership, must be governed in his development and production policies by the activities of his neighbor rather than by his own business requirements. He must drill as densely and as fast as the other operators in the field or lose part of the oil to which he should be entitled.

On Aug. 25, 1911, a rail failed on the Lehigh Valley Railroad, causing a disastrous wreck. The surface of the fracture was in a plane at right angles to the length of the rail. There was a dark-colored, oval spot on this surface, located on the gage side of the head, representing the part of the rail which was the first to fracture. The nucleus of this spot showed that the fracture had an interior origin. Other fractures of this kind, the peripheries of which had not reached the surface of the rail, presented surfaces having a (silvery luster. The darkened surface of the present fracture was caused, doubtless, by the air having had access to it. This fracture was recognized as a fatigue fracture, of a modified type, its interior origin having been due to a component in the rail which is not usually present in cases of fatigue fractures. The metal next the running surface of the head of the rail was in a state of internal compression, this being the component not commonly met with in other cases, and which caused the fracture to have its interior origin. For the purpose of giving this modified type of fatigue fracture a specific name, for identification, the term "transverse fissure" was applied. No mystery was thought to attach to its formation, or to its development. The explanation of its occurrence seemed obvious in the light of common knowledge upon the behavior of steel under repeated alternate stresses.' By reason of the state of internal compression at the running surface, the maximum tensile stresses in the head, ander bending loads, were along an interior element. Here the tensile strains were higher than in the fibers more remote from the neutral axis. Under such conditions the fracture of the rail would be expected to have an interior origin. A discussion of the subject of transverse fissures essentially becomes a discussion of fatigue fractures, since they are believed to be identical. The descriptive term employed, merely for the identification of this type of fatigue fracture, had the appearance of creating alarm. THE coercimeter, as its name implies, is an instrument for measuring the coercive force[+] of magnetic substances. It was developed by Davis and Hartenheim in the Special Studies Section, Metallurgical Division. A detailed description of this apparatus may be found elsewhere.2 The coercive force determinations of magnetic materials are interesting because of the relationship established by Gottschalk,4 who showed a linear relationship between the magnetization coercive force and the specific surface of comminuted particles. The value of this relationship in determining grinding efficiency has been shown by Dean.3 The determination of the surface contained in the subsieve sizes has always been a difficult problem for investigators. They made approximate measurements of the surface of coarse materials by sizing on screens, but for the determination of the surface of the sub- sieve sizes it was necessary to make detailed grain counts or elutriation tests, or to study dissolution rates. The technical literature contains many references to other methods for determining these surfaces, either by some special apparatus or by mathematical calculations based on distribution lines. Many of the methods are long and tedious, and the results of some, at least, are questionable. The turbidimeter gives quick results on ground cement. By using magnetite as the material to be ground, a simple determination of its coercive force by the coercimeter, requiring 10 minutes or less, can be transposed directly and accurately into units of relative surface. This subject has been pursued further by the U. S. Bureau of Mines in cooperation with the Missouri School of Mines and Metallurgy, Rolla, Mo., and the following is a description of the results.

The problem of vein formation has been of particular interest to the writer for years. As his work for a long time was confined largely to districts showing large deposits of copper ore, it was natural that the efficiency of replacement, as one if not the chief control of the emplacement of the ore, seemed a particularly attractive hypothesis. Of late years, in almost daily underground work in the Guanajuato district, he has collected evidence which makes it certain that in a number of cases the ore solutions were under sufficient pressure to force the rock walls apart and to hold them apart, thus offering an open space for the deposition of vein and ore-bearing material. This paper will concern itself with conditions frequently met with in hypogene ore deposits of the vein type, and will deal in particular with ore occurrence in precious-metal veins of the type classified by Lindgrenl as epithermal deposits, or metalliferous deposits formed near the surface by ascending thermal waters2 and in genetic connection with igneous rocks. To account for the emplacement of this type of ore deposit various writers have suggested the following agencies: 1. Shattering of the wall rocks. 2. Pressure of growing crystals. 3. Magmation, as treated at length by Spurr3. 4. Replacement. 5. Openings produced by folding. 6. Shearing due to gravity. 7. Shrinkage produced by the passage of pre-ore solutions. 8. Contraction joints produced by lateral secretion. To this list there may be added another agency, a discussion of which forms the basis of this paper: 9. Pressure of the ore-bearing solutions.

WE have studied the gold-aluminum system by X-ray diffraction and by the microscope over the entire range of composition for temperatures between 300° and 500° C. Results obtained are shown in Fig. 1, combined with the work of Heycock and Neville1 at higher temperatures. The diagram differs in important details from that given by Hansen2 in his critical compilation of the literature of binary alloy systems. This work was undertaken both because of the intrinsic value of a knowledge of the phase diagram of this system and because of the need of theoretical metallurgy for precise and accurate data, particularly X-ray diffraction data. Systematic studies of equilibrium diagrams, particularly by Hume-Rothery,3 have shown regularities that yield a certain insight into the nature of alloying forces. It has been shown, for example, that solid solubility depends on the concentration of free electrons in the alloy, on the relative radii of solvent and solute atoms, on the forces of attraction between atoms, and on the relative stability of intermediate phases. The well-known Hume-Rothery rule states that the crystal structures and compositions of many intermediate phases depend on the electronto-atom ratio. This has been confirmed and extended by wave mechanical calculations.4 A knowledge of the forces between atoms in alloys, even an imperfectly developed empirical one, should be a valuable guide in the preparation of technological alloys of desirable properties. Furthermore, such information is basic in such problems as rate of diffusion, age-hardening, phase transformations, and others. INTRODUCTION The committee on Rock Mechanics, Japanese Society for Civil Engineers, has been discussing 'soft rock engineering in Japan' and presented several papers concerning dam, tunnel, bridge and slope constructions to International Symposium on Weak Rock, Tokyo 1981. This is the summarized paper based on References of Okamoto et a1 (1981), Iida et a1 (1981), Working Group on Tunneling-JSCE (1981), Working Group on Bridge Foundations-JSCE (1951) and Kikuchi et a1 (1981), which can convey general view on engineering experiences with weak rocks in Japan. From the point of view to the origin and/or distinctive physical properties, weak rocks in Japan may be classified into (1) sedimentary, (2) weathered, (3) low welded-pyroclastic and (4) fractured ones. Their typical characteristics are summarized in the following section. Concerning dam foundations on soft rock, several hundreds have already been constructed and, at present, nearly one hundred are under construction or at planning stage. These dams, almost without exception, have some problems such as site selection, material selection for fill-type and concrete dams, design of dam and its foundation, and construction procedures, requiring special ingeneous and cautious measures to cope with the local geotechnical difficult situations. In tunneling, for the decade of 1970s, the number of tunnels in soft rock either completed or under construction was at least 160, including Seikan Tunnel of 53.9 km long, Nakayama Tunnel of 14.8 km long and so on. THE effects of oxidation on the flotation behavior of sulphide minerals have been extensively studied 1-3 but no similar study has been made of coals. Coals of bituminous and lower rank undergo atmospheric oxidation during mining and storage, and their degree of oxidizing increases with temperature, 4,5 and time of exposure." The problem of recovering fine oxidized coal from culm piles, rivers, and streams by froth flotation has become increasingly important to the coal industry as well as to those concerned with air and stream pollution. This paper describes the flotation behavior of oxidized and unoxidized coals and carbons in the presence of oily collectors and presents the reagents found effective in the flotation of oxidized coals and carbons. Except where otherwise stated, flotation tests were performed in a 50-g Denver flotation cell. Solid feed for each test was 30 g, and the pulp dilution was kept at 8.5. The —65 mesh coal sample was wetted by agitation with water in the flotation cell for 6 min, then conditioned with a predetermined amount of collector for 2 min, and finally floated with pine oil as frother for 3 min. The oxidation of coals and carbons was performed in a vertical, electrically heated glass tube, shown in Fig. 1. One hundred grams of —65 mesh coal were fed into the glass tube and heated to 10° to 20 °C below the predetermined temperature of oxidation. Compressed air was admitted to the tube at a rate of 0.05 cu ft per min and the temperature was controlled by a variable voltage regulator. The oxi-

Lamb, Torres, Sonora, Mexico (communication to the Secretary*): I have read Mr. Merrill's paper with much interest, and cannot but accept his challenge as regards the cost of the clean-up at the Homestake mill. If I understand him correctly, the two men take the precipitates from the presses in about six hours, and do nothing towards refining them. If that is so, it would correspond to the work four men do here in about eight hours—that is, to clean the box and to place the precipitates in the driers. In order to make a fair comparison, the bullion in each case should be stated in ounces, since it is as diflicult to precipitate silver as gold, and our bullion is mostly silver. Bullion to the value of $50,000 is equivalent to a weight of about 2,500 oz. At our last clean-up eight standard bars, each 1,100 oz. in weight, were made, which equals a total weight of 8,800 oz'. Four men had the precipitates drying by 8 p.m. This plant, the Minas Prietas works of Charles Butters & Co., at Minas Prietas, has square-bottomed electrolytic vats, an arrangement which necessitates the handling of all the precipitates in buckets. The Butters plant at Virginia City, Nev., is equipped with conical vats, and probably could make a still better showing under similar conditions. Another point is that common labor only is required. (Ordinary laborer's wages at Minas Prietas are $0.70 gold.) I may say also that, except for the convenience of the refinery, the box could be cleaned monthly, instead of bi-monthly, at only a slight additional expense. The comparison, if made a few months ago, would have been much more in favor of the electrolytic process, as the tailings handled at that time contained a large quantity of copper, and the amount of zinc-dust required would have been enormous.

Not long ago a few acres of coal-land in the Connellsville region of Pennsylvania were sold at the rate of $1500 per acre. While this was doubtless a " fancy " price, affected by some consideration other than that of the simple value of the coal in the tract. it may fairly be taken as an indication of a progressive and already perceptible diminution in the economically available coal-resources of that famous region. This piesent and prospective development emphasizes the cominercial importance of producing, from the inferior coals of other districts, coke suitable for use in the blast-furnace. Many of the bituminous coals of the United States would meet this requirement if sufficiently freed, before coking, from slate and sulphur, and, so far as the removal of slate is concerned, the problem is not specially difficult. There are many forms of trough-, jig- and gravity-washers which easily and cheaply reduce the slate from as much as 20 per cent. in the coal to as little as 8 per cent. in the coke. But to reduce the sulphur from 4 per cent. in the coal (a proportion sometimes encountered) to 1 per cent. or less in the coke (the proportion demanded by the furnace-manager) is not so easy. It may be safely assumed as familiarly known to members of the Institute interested in this subject that, of the three forms in which sulphur usually exists in coal (hydrogen sulphide, calcium sulphate and pyrite), the pyrite is the one to be removed, RS far as possible, by mechanical treatment before coking. This was a year of realization. Some years are for planning and development, some for designing and building, others for fulfillment. With greater hopes and plans for the future than ever before, the year 1954, nevertheless, will be remembered principally because of project completion. Among copper mines, for example, there were Silver Bell, Copper Cities, Bisbee, Yerington, and White Pine. In iron, there were the Humboldt, Coleraine, Cerro Bolivar, and Eagle Mountain. In asbestos, Johns-Manville's new mill at Asbestos, Que. In uranium, completion of the ninth mill on the Colorado Plateau-Kerr-McGee's at Shiprock, N. M. In research, 1954 marked the completion of Kennecott's Research Center in Salt Lake City, one of the historic forward strides in the science of minerals beneficiation. The year was fruitful in other directions as well. Investigations of a fundamental nature were on the upswing, and pilot plant projects have also increased in size and number. Progress in new reagents and equipment was greater than normal. It can already be conservatively predicted-from the technological point of view-that 1955 and 1956 will be tremendous years.

In a previous paper1 in which one of the authors collaborated, it was postulated that All dissolved reagents which, in flotation pulps, either by action on the to-be-floated or on the not-to-be-floated particles affect their floatability, junction by reason of chemical reactions of well recognized types between the reagent and the particle affected. This generalization, apparently, like many pioneer structures, had for certain observers a flimsy appearance, and these, judging its stability rather by the number than by the character of its foundation posts, have attempted variously to overthrow it, either by the frontal attack of general denial, or by the flanking movement involved in assuming that those cases in which the facts were unknown or unproved were, therefore, discordant. But as time has passed and further evidence on the question has accumulated, it has become apparent that the results of verifiable experiments add stone by stone to the substructure of the hypothesis, and that the super-tructure has lost nothing in weathering. The present paper constitutes an examination of the opposing positions in the light of the more recent evidence developed. It will clarify the discussion if, at this point, we state more fully the implications of the disputed hypothesis. In the first place, it is explicitly limited to reagents that are dissolved in the water of the flotation pulp. Next, it refers only to such of these dissolved reagents as act on the solid particles in the pulp to affect their floatability. This includes the collectors, activators, and certain depressors and gangue-control reagrnts, but not the pure frothers, and not, necessarily, conditioners whose function seems to be merely that of pH control, although in certain cases it has been demonstrated that such control has the effect of regulating the primary reaction of the collector, depressor, or the like. Finally, there is no limitation as to the nature of the chemical reaction postulated.

The laws here referred to are those which define the status of the prospector for mineral deposits in the soil or beneath it, establish his methods of procedure, protect him in his possession while searching for the subterranean treasures, and give him assurance of title when all required conditions have been fulfilled and valuable minerals discovered. Regulations for the operation of mines and the safety and health of mine employees are likewise subjects of Federal and State legislation, but are not within the scope of the present program. Various features of our present laws will be discussed in detail by able students of the subject, and specific remedies will be proposed for the most glaring defects. It is my purpose to present in this paper a summary review of the reasons why revision is needed and demanded by the great majority of those in daily contact with the industry. Reason Number One The first objection to the continuance of the present law is that it was not planned by its framers and the Congress which passed it to apply to many of the kinds of mineral deposits, nor to the mining conditions, which are controlled by it to-day. In 1866, under the title, "An Act granting the right of way to ditch and canal owners over the public lands, and for other purposes," was surreptitiously smuggled into existence our first mining law (14 Stats. at Large, Chap. 262, p. 251). This law provided that "whenever any person or association of persons claim a vein or lode of quartz or other rock in place, bearing gold, silver, cinnabar or copper, having previously occupied and improved the same according to the local customs or rules of miners in the district where the same is situated," etc., a patent might be granted an certain conditions.
