INTRODUCTION Nuclear waste has been generated since the time of the Curie's and continues to be generated worldwide at an ever-increasing rate as the world will (and should) rely more and more upon fission (and hopefully fusion) for power. Also, the needs for strategic weapons will also generate so-called defense wastes. The largest class of high level nuclear waste (HLW) is spent fuel, the tail end of the nuclear reactor fuel cycle. At present, spent fuel is stored at the reactors producing it or at a few accepting places for away-from-reactor storage. All such storage facilities, as presently constructed, will begin to run out of usable storage space during the next decade or so. Congress enacted and President Reagan signed into law in early 1983 the National Nuclear Waste Policy Act of 1982. This law provides for the permanent isolation of nuclear waste in deep geologic repositories. The Act sets 1998 as the date at which the first repository should be operational. This date is extremely ambitious, and the Department of Energy (DOE), which is charged with the responsibility of constructing and operating repositories, admits that this date will slip by at least a few years. The Act also provides for licensing of repositories by the Nuclear Regulatory Commission (NRC) in a fashion very similar to nuclear power generating reactors. This requirement imposes a very special rigor on the analyses, investigations, designs, construction, and operation of repositories so as to assure the protection of the public and the environment from radioactive contamination. In addition the states and affected Indian Tribes must be consulted, especially concerning siting, and, needless to say, no one wants a HLW repository in their back yard.

CONSIDERING the importance of the steel trade and the strategic position occupied in it by the Birmingham District, it may be surprising to many to realize that even the first pig iron smelted with coke was made in Alabama on Feb. 28, 1876, although merchant pig iron had been produced in Rockwood, Tenn., in 1867, a plant which is still in active operation. The heavy deposit of Clinton ore extending from Pennsylvania into Alabama, varying greatly in accessibility on account of geological changes such as erosion or anticlinal upthrow, varies equally as much in thickness and in quality. The brown ores extensively scattered through the South also vary materially in quality, some being relatively low in phosphorus and high in manganese, and vice versa. The red ore varies materially in phosphorus, but the iron produced from these ores was always considered to be too high in phosphorus for treatment by acid Bessemer or open hearth and did not contain sufficient for the basic Bessemer process. Under these conditions there remained only the basic open hearth as a possibility, and for many years it appeared impossible to use it, because, with coke smelted iron, the silicon was too high to permit its use in basic lined furnaces.

THE nature of the decomposition reactions producing hardening in aluminum-rich A1-Ag alloys is now fairly well understood. The silver is not uniformly dispersed even at temperatures above the solvus line: rather, it is clustered into zones and associated with dislocations.' During quenching, nearly all of the silver segregates into zones' and some is attracted to dislocations, producing stacking faults. Growth of these faults produces the semicoherent y precipitate.1 During aging, the larger zones and the y precipitates grow at the expense of the smaller zones. The large zones persist up to about 350°C; where they redissolve in favor of the y' and y precipitates.' The equilibrium hcp y precipitate occurs both by a cellular reaction at the grain boundaries1 and by growth of the Y' plates to a critical size where incoherency results. Damask and Nowick 4 observed an internal friction peak in an A1-6 at. pct Ag alloy at about 140°C (0.25 cps). The peak was found to exhibit a systematic instability. After aging at successively higher temperatures between 155' and 23Z°C, the peak first migrated to higher temperatures while increasing in height, then returned to lower temperatures and decreased in height. After aging at temperatures above about 200°C, the peak position remained constant while the height decreased very slowly. In quenched specimens, elastic after-effect measurements inhcated a rapid initial transient in peak position from low temperatures up to 155°C. The authors concluded that a stress induced growth and resolution of the clusters and the 7' was the most reasonable mechanism to account for the behavior. It would seem, however, very unlikely that both the clusters and the y' precipitate would provide damping contributions whose relaxation time and activation energies were identical, which is required for them to produce the same internal friction peak. The present investigation was motivated by this apparent anomaly and the development of a very low thermal inertia torsion pendulum5 capable of monitoring transient behavior. Low frequency internal friction measurements were made on four binary A1-Ag alloys nominally containing 5, 10: 15, and 20 at. pct Ag. The results of measurements made on a 10 at. pct Ag alloy in the quenched condition are shown in Fig. 1. There are two peaks apparent in the spectrum, one centered at about 160°C, the second at about 210°C. The two peak spectrum was observed in each alloy, but it was best resolved in the 10 pct Ag specimens. Because of the instability in the internal friction, 4 it seemed possible that the second peak was not a peak at all, but simply a manifestation of a single, sharply transient, peak. The disseminated lead district of Southeast Missouri lies 70 miles south of St. Louis. The only metal of economic importance in the ore is lead, but minor amounts occur of iron, zinc, copper, cobalt, nickel, silver and cadmium. These minor metals, as might be expected, tend to concentrate in both the flotation and table middlings. In the past, some zinc has been recovered by differential flotation. The silver and cadmium tend to associate with the zinc, and some recovery is made of these two metals at the smelter. The lead occurs as galena, or lead sulphide. The minor metals are also present as sulphides. The presence of oxidized lead is suspected, but has not been definitely proved. The gangue is chiefly dolomitic limestone, with small amounts of sandstone and shaly glauconitic and chloritic minerals. The ore contains about 3.25 per cent lead, occurring as galena disseminated through the gangue. Some of the galena is very finely disseminated, and the mineral in the gravity tailings, or chat; is seldom or never in the free state. The method of treatment of the ore has been evolved over a period of 75 years; hence probably is not far from correct. The milling processes have tended toward simplification during the past 15 years, but recoveries have never been sacrificed for the sake of simplicity. In many cases, simplification of flowsheets has led to better recoveries and operating economies. A simplified flowsheet is shown in Fig. I. The St. Joseph Lead Co. operates four mills in the Flat River district, with a normal total capacity of about 21,000 tons per day, divided as follows: Federal mill, 11,000 tons; Leadwood mill, 4500 tons; Desloge mill, 3400 tons and Bonne Terre mill 2400 tons. The methods of concentration used at these plants are similar in principle; they differ mainly in details and in the type and size of the equipment used. The process of concentration may be divided into five main steps; i.e., dry crushing, wet grinding, classification with its attendant desliming, tabling and flotation. A brief description of these processes will be given, noting important differences in the various plants, and also noting the more important changes or developments of the past few years. Dry Crushing The run-of-mine ore is hoisted in skips, the capacity of these skips ranging from 23/4 tons to 81/4 tons. At the Desloge plant, the ore is hoisted in 2-ton mine cars on self-dumping cages. All ore is hoisted at shafts adjacent to the various crushing plants, no ore being transported on the surface. In 1930, Taggart, Taylor and Knoll1 found that addition of various electrolytes to suspensions of ground minerals resulted in the stopping or starting of Brownian movement of the suspended particles. On the basis of the many new facts found, they rejected the " classical"† theory of Brownian movement and proposed an "ioniza-tion " theory. This new theory was further supported in later publications by Taggart.3,4 The acceptance of the ionization theory by men in the field of flotation may be judged by the mention given this theory in Gaudin's "Principles of Mineral Dressing,'16 Wark's "Principles of Flotation,"8 as well as in a recent paper by Fitt, Thomas and Taggart.7 The proponents of the ionization theory have gone further than the mere statement of the new theory. A parallelism between the Brownian movement of mineral particles and their behavior in flotation was reported.1,3,4 Likewise, the correlation between flocculation-dispersion of mineral particles and the Brownian movement of these particles has been investigated.' Bankoffl5 has suggested that "slime-coating" can also be directly correlated with the Brownian movement of the slime particles. In each of the instances mentioned it is the ionization theory of Brownian movement that has been used to "explain" the correlations that were found. The essential conflict between the kinetic theory and the ionization theory can be understood best by a brief description of each. The kinetic theory* proposes that Brownian movement is caused by the impacts of liquid molecules against the solid particles. At any instant of time, the molecular impacts on all sides of the solid particle will not balance, and the particle will receive a push in some direction. According to this theory, dl particles suspended in a liquid are in Brownian movement. However, if the particle is very large, the impacts on all sides will very nearly balance and the motion will not be noticeable. Another factor, besides the size of the particle, that affects the magnitude of the Brownian movement is the viscosity of the liquid—the greater the viscosity, the less the displacement of particles by Brownian movement. This theory has been verified experimentally by measurement of the velocity of Brownian movement, and by measurement of the compacting of suspensoid particles under the influence of gravity.2 The originators of the ionization theory found that he addition of various electrolytes to slime pulps caused cessation or commencement of Brownian movement, depending upon the chemical nature of the particle and the electrolyte. The electric arc welding of cast iron has been studied by Braune Lamberton, Schimpke, Kenyon, Gale Manufacturing Co., Wedemeyer Candy, Neese, Miller, Carter, American Welding Society, Namack Lebrun, Achenbach, Jansson, Xochendorffer and others.' The write of this paper has been able to obtain a series of cast irons, from gray tc white, without using cast-iron electrodes but by coating on wrought-iron bars mixtures of carborundum (Sic) and graphite (C). In this work, he found the curious phenomenon of barium carbonate.

An improved blotter model is described which makes use of a plastic sheet as base for the blotter field and pins to represent the input wells. The model is simple to construct and adapt and is particularly useful for demonstration purposes. Operational details are given. INTRODUCTION The blotter model was first applied to the investigation of oilfield problems by Wyckoff, Botset and Mus-kat,' primarily in order to demonstrate the flood patterns which could be expected from various arrangements of input and output wells in waterflooding projects. In recent years the model has been largely superseded for analog studies by the potentiometric and electric analog models which are more refined and versatile, since they can simulate the form, and, in certain cases, permeability variations which it is not possible to do with the blotter model. However, the latter is still used for analog studies where the reservoir can be represented as being uniform in thickness and permeability, and where a visual record of the flood advance is required. Ramey andNabor,2 for example, have applied the model to the investigation of areal sweeps in oil recovery by in-situ combustion. Because of its limitations, the blotter model can be used in general for only very simple arrangements of input and output wells, but within these limitations it has a definite advantage over all other types, in that it provides a picture of the advancing flood using the simplest and most easily constructed apparatus, by contrast with the gelatin model, for example, which requires more elaborate equipment. Moreover, the experiments can be quickly repeated and modified if necessary, whereas considerable time is required to prepare a gel field, compared with that required for the preparation of sheets of conducting blotting paper. For these reasons the blotter model can be very useful for demonstration and teaching purposes, enabling the student to experiment for himself with different arrangements of input and output wells. A model has been constructed for this purpose which is simple to operate and adapt. The model (Fig. 1) consists of a base platform or box, approximately 12-in. square, on top of which are screwed three lathes of 1/2 -in. square section to form three sides of a square 6 in. in length. This forms the support for a sheet of Cobex, transparent plastic, thickness .003 in., on which is carried the blotting paper representing the field. The plastic is flexible and relatively soft, and can be attached to the support by cellulose tape so that it can be easily removed when required. The input wells are represented by brass drawing pins pressed through the plastic sheet from the underside until the points are just projecting through the top; these are connected in the circuit as shown in Fig. 2. The sheet of blotting paper of required shape and size is saturated with a solution of 0.2 n-potassium sulfate to which has been added a saturated alcohol solution of phenol-phthalein at a strength of 10 cc/liter of stock solution. The surplus water is removed and the blotting paper placed in position on the plastic sheet making contact with the drawing pins and the sheet (which is an insulator). The anode consists of a second sheet of blotting paper cut as shown and saturated with the same solution. This is suspended from a laboratory stand, being connected to the conducting wire by means of a crocodile clip and making contact with the horizontal blotting paper at the projecting point. This is the method used by Ramey and Nabor and which permits the hydroxyl ions or colored front to reach the anode. As shown in Fig. 2, the electrical voltage used is 220-v DC and a shunt is placed across the terminals to step down the voltage as required. WHEN we began the study of blast furnace slags we limited our work at first to a study of those slags containing only lime, alumina and silica. On our paper1 on some of the results of this first work, the solubility of sulfur in slags containing no magnesia was reported and the question of sulfur solubility and slag viscosity discussed. There has been, for a long time, a very great difference of opinion among metallurgists as to he effect of magnesia in blast furnace slags, and the literature is full if expressions of the most contrary opinions on the subject. As a result, our next publication' developed the constitution of slags considered as a four-component system, silica-alumina-lime-magnesia, and advanced an explanation of slag structure which accorded with the facts and with scientific theory. The present paper continues our study of the general subject of slags. As blast furnace slags are included in the silica-alumina-lime-magnesia system, which is a particular case of four-component solutions, we have determined that there are 22 components Table 1), which may enter into the silica-alumina-lime-magnesia system and that 10 or 12 of these components may be present in blast furnace slags which are within the ordinary ranges of composition. To cave a very definite conception of the behavior of these components in a slag, we have developed the theory of the cooling of a four-component solution from the liquid state to the solid and the conclusions that we obtained have been made use of in this paper. On account of the importance of the four oxides and 18 compounds which enter into the silica-alumina-lime-magnesia system, some method of calculating the percentages of the various compounds that are present in the slag when the percentages of the oxides are given, seemed very desirable and we develop L method later herein for doing this, and finally we give illustrations of the composition of a wide series of blast furnace slags and show some applications of these composition data.

Gilpin County, the cradle of mining in Colorado and the Cornwall of North America, is too well known to need much introduction; get, for the benefit of those not familiar with the district, it may be well to premise that it comprises a tract of country of about 122 square miles, lying between the counties of Jefferson, Boulder and Clear Creek, and hounded on the west by the main range of the Colorado Rockies. It is located centrally in the State, 40 miles west from the city of Denver. During the 38 years since the first gold-discovery, Gilpin county has contributed about eighty million dollars in gold and silver to the world's supply of these metals. Many mining districts have had their rise and decline in half this time; but, very far from being exhausted, this mining district is still in the ascendant; its output is increasing (it was $3,600,000 for the year just closed), and it was never more prosperous nor productive than to-day. Taken generally, there does not exist anywhere in the world so great a number of permanent veins within so small an area as in this district. Gilpin is practically a " poor man's camp." Its veins, with few exceptions, outcrop at the surface. In the oarlier---days of the camp these outcrops were worked in many instances by sluice-mining; particularly is this the case with regard to the veins of the Russell gulch. Discoveries are still made in the heart of this district, and the productive area is every year extending its limits. The districts of Yankee Hill, Hawkeye and Pine Creek, which used to be isolated, are now part and portion of the one gold-field of Gilpin county. A general method for determining the geometric properties of structures composed of particles which are all the same shape and size is presented. The application of the method requires a knowledge of' the qualitative shape of the particles in the structure, ad a maximum of three simple counting measurenzents, which are made on a representative plane section taken through the structure. It is also shown that the number of different kinds of measurements necessary JOY the complete description of the structure can be decreased if some independent information about individual particles is available. The geometric properties that can be determined quantitatiz~ely from counting measurements for susch structures are size, shape, number, surface area, vlolume, ad such extensive properties as volume Mction and surface area per unit volume. THE simplest kinds of measurements that may be made on a metallographic section are counting measurements. There are three such simple counting measurements, which are determined by sampling the microstructure with a point, a line, and an area. The first of these, the point count, is probably the most familiar among metallographers. The second count, the number of intersections a test line makes with particle outline, is somewhat more recent in its origin and application. The third counting measurement, the number of particle sections observed in unit area of the plane of polish, has long been used in the estimation of grain sizes. The real utility of these three counting measurements lies in the fact that they are rigorously and unambiguously related to certain extensive geometric properties of the three-dimensional structure of which the metallographic section is a sample. These relationships will be reviewed briefly below. Of somewhat secondary importance to the fundamental relationships is the observation that, if some simplifying assumptions about the geometry of the three-dimensional structure are introduced, manipulation of the counting measurements gives a more complete description of the structure. Specifically, in addition to the extensive properties which these measurements rigorously estimate, the number of particles, their size, and their shape may be determined. The purpose of the present paper is to explore the consequences of introducing the assumption of constant size and shape. A later paper will deal with the estimation of geometric properties of structures which may be characterized by a two-parameter size distribution. It should be mentioned that the introduction of this simplest of assumptions, while clearly not generally justified in metallurgical structures, is not without precedent. For example, many estimates of the number of particles per unit volume of structure, based upon a single counting measurement, are scattered throughout the literature.13 Virtually all of these developments assume a constant particle shape, e.g., spherical or polyhydral, and constant size. That such an assumption is necessary is evident from the fact that, for more general structures, more than a single parameter is required to describe the three-dimensional structure, so that the determination of a single parameter on a section would be insufficient to specify the structure. Similar developments for the estimation of particle size from a single counting measurement, e.g., routine grain-size determinations, make the same very limiting assumption,435 but have nonetheless proven of practical value. The present paper embodies a generalized approach to the development of relationships among the two-dimensional counting measurements and the three-dimensional geometry of the structure, subject to the assumption of constant particle size and shape. It is the hope of the author that by presenting the relationships and the assumptions involved in dealing with this approximation, in a single, unified treatment, the reader may be impressed with the usefulness of the counting measurements, may be guided in their application to the estimation of details of the geometry in specific structures in which he may be interested, and may be moved to apply the results, with understanding, to new structural problems. Two papers have been written, previously concerning operations at the Montreal East plant of Canadian Copper Refiners Limited. The first one,' written in 1932, described silver-refinery operations at the time for producing silver and gold bullion from tankhouse anode slimes; the second,Z published in 1933, consisted of a description of the entire plant. Since publication of these papers the refinery has become the world's largest producer of refined selenium. The first selenium was produced in August 1934. Tellurium production on a commercial scale followed in October 1935. This paper will deal with selenium and tellurium production and also with present operations in the silver refinery. Blister cakes from Hudson Bay Mining and Smelting Co., Flin Flon, Manitoba, and commercial anodes from Noranda Mines Limited, Noranda, Quebec, are refined at Montreal East. Both these bullions have unusually high gold, selenium and tellurium content. The average assay of raw slimes produced from domestic and Noranda anodes is about 40 per cent Cu, 3600 oz. per ton Ag, 800 ox. per ton Au, 22 per cent Se and 3.7 per cent Te. Early Silver-refinery Operations From the start of operations in 1931 until July 1934, the raw slimes were oxidiae-roasted at 700' F. in a Nichols-Herreshoff furnace, acid-leached with tankhouse discarded foul electrolyte (20 per cent HzSOa), filtered and charged directly to the dor6 furnace for refining to dore metal. This is the customary method for treating tankhouse anode slimes but was not suitable at the Montreal East plant because of the high selenium and tellurium content of our slimes. The solubility of nitrogen in liquid Fe-18 pct Cr-8 pct Ni-0. 7 to 2.3 pct A1 alloys has been measured up to the solubility limit for the formation of aluminum nitride in the temperature range 1600° to 1700°C uszng the Sieverts' method. The solubility of nitrogen in 18-8 stainless steel increases with increasing aluminum content. Based on a nitride composition, AlN, the standard free energy of formation of aluminum nitride from the elements dissolved in liquid 18-8 stainless-steel alloys has been determined to be: ?G° = -42,500 + 20. IT in the range from 1600° to 1700° C. EVANS and pehlke1 have measured the equilibrium conditions for the formation of aluminum nitride, AlN, in liquid Fe-A1 alloys. The present study extends that work to the more complex solvent, liquid 18 pct Cr-8 pct Ni (18-8) stainless steel. Recent work by Small and pehlke2 has dealt with the effect of fourth-element additions on the solubility of nitrogen in 18-8 base alloys. They found the effect of aluminum additions, up to 0.74 pct, on the solubility of nitrogen to be small. The present study covered the range from 0.74 to 2.28 pct aluminum, and by extending the composition range may be used to better define the effect of aluminum on the nitrogen solubility in these alloys. EXPERIMENTAL PROCEDURE The Sieverts' method was used to measure the equilibrium solubility of nitrogen gas in liquid 18-8 stainless steel alloys containing 0.74, 1.49, 1.93, and 2.28 pct Al. The solubility was measured as a function of the nitrogen gas pressure at temperatures of 1600°, 1650°, and 1700°C. The apparatus used is the same as described by Small and Pehlke.2 The 100-g melts were made from Ferrovac-E high-purity iron, Crucible Steel Co.; 99.95 pct Cr, Union Carbide Corp.; 99.9 pct Ni, International Nickel Co.; and 99.99+ pct Al, Aluminum Co. of America. The aluminum was charged at the bottom of the crucible, surrounded by nickel and iron. The chromium was packed into the interstices to minimize vapor transport of the aluminum during initial melting. The hot volume of the system, measured for each melt with argon, ranged from 45 to 55 standard cu cm with a temperature coefficient of —8 x 10-3 cu cm per °C. The melt temperature was measured with a Leeds and Northrup disappearing-filament type optical pyrometer sighted vertically downward on the center of the melt surface. The temperature calibration of the system by Small and pehlke2 was assumed. Two problems are involved in determining the solubility product of a solid, metal nitride phase in liquid iron alloys. These are: 1) establishing the point of departure from Henrian behavior at the solubility limit of the metal nitride phase; and 2) determining the composition of the solid nitride which is precipitated. Determination of the solubility product of AlN was made by admitting small amounts of nitrogen into the reaction bulb until the deviation from Sieverts' law was clearly evident in the form of a pressure halt. To obtain the solubility product at several temperatures during one run the following procedure was used: 1) add increments of nitrogen to determine the Sieverts' law line at the lowest desired temperature; 2) continue to add nitrogen to precipitate a small amount of the nitride phase; 3) increase the melt temperature 50°C to dissolve the precipitated nitride; 4) repeat step 2 until either a nitride formed or the system reached ambient pressure; if a nitride formed at 1650°C, the sequence was repeated at 1700°C. The composition of the precipitated phase was checked by an X-ray diffraction pattern obtained from powder scraped from the surface of the solidified 1.93 pct A1 melt. RESULTS AND DISCUSSlON Solubility Measurements. Fig. 1 is a typical nitrogen-absorption curve obtained from measurements on a 1.93 pct A1 alloy. Since the initial absorption of nitrogen follows Sieverts' law the nitrogen solubility is plotted as a function of the square root of the pressure of nitrogen gas in the reaction bulb. The results of the solubility measurements for all alloys studied are summarized in Table I. The slope of the Sieverts' law line for each alloy was determined. Since this is also the solubility of nitrogen at 1 atm pressure of nitrogen gas, the latter designation is used for the data. It should be noted. however, that in most cases the value lies above the solubility limit for AlN. Fig. 2 shows the effect of aluminum on the solubility of nitrogen at this reference pressure and as a function of melt temperature. The solid portions of the lines represent attainable solutions; the dashed regions lie above the limit for precipitation of AlN.

PENNSYLVANIA's anthracite region lies in the heart of the richest and most densely populated area of the U. S. Nearly 70 million people live within a radius of 500 miles, in which 130,000 manufacturing plants employ more than 8 million workers. The region comprises some 3000 sq miles and contains 484 sq miles of coal measures, which folding and erosion have divided into four separate and distinct fields, known as the Northern, Eastern Middle, Western Middle, and Southern. One million people live in the anthracite region proper, and their prosperity depends to a great extent on the anthracite industry, which produces more than $200 million in new wealth for the U. S. each year. Nearly 80 pct of the tonnage shipped out of the region is handled by nine railroads, which depend on this traffic for a large part of their revenue. It follows that the economic health and the very existence 0: this industry is of real concern not only to the region itself but also to the state of Pennsylvania and the country as a whole. Anthracite mining is one of the oldest mineral industries in America. About 1760 burning rock or stone coal was discovered on the hillsides of northeastern Pennsylvania. Within a few years a systematic search for coal bed outcrops was under way, and hand mining was begun. At first production was very limited, since anthracite was difficult to burn and was not readily accepted as a fuel. Pennsylvania anthracite is one of the densest and hardest of all coals, and its content of volatile matter is low. Consequently it does not ignite easily and it burns without smoke. About 1808 Judge Fell of Wilkes-Barre burned anthracite in an open grate fireplace and demonstrated proper handling of an anthracite fire. From
