MEASUREMENTS of gravity with gravimeters have come into increased use in this country and abroad in the past five years. Probably 100 to 125 gravimeter parties are working in the United States alone. In oil exploration, gravimeter methods have relegated the gravity pendulum definitely to second place, if not third, and now closely rival and possibly surpass the torsion balance in many applications. Gravimeters have lately been applied in mining, although it is doubtful whether they will ever replace electrical or magnetic methods in this work. Notwithstanding the widespread application of gravimeters, there has been no article covering the entire field in the domestic or foreign literature. The purpose of this paper is to meet the demand for com-prehensive engineering information on the subject. The working principles of a number of gravimeters will be, illustrated and treated in relation to the action of corresponding seismometers and astatization methods. The mathematical discussion of theory has been confined to the most necessary fundamentals and been given in as ele-mentary form as possible. A description of calibration methods con-stitutes the last part of the paper. The symbols shown at the top of page 2 will be used in equations throughout the paper.

Recently The Wall Street Journal featured a series of articles titled "The Dirty Work-Brutal, Mindless Labor Remains a Daily Reality for Millions in The US.-Mining Coal, Shoveling Slag, Gutting Hogs Pays Bills But Can Drain Spirit, Hope." The article was devoted to describing how tough and dangerous is mining (and some other jobs) and how rough life is for miners and their families. Similarly during the past few years some psychiatrists and sociologists have devoted increased attention to the attitudes and life styles of miners. Unfortunately most of their approaches have been neither scientific nor objective, and very little good clinical research has been done on the subject.

In June, 1893, while I was with the Old Dominion Copper Co. at Globe, Ariz., I received an offer to take charge, as manager, of the Baltimore Electric? Refining Co. which had recently built a plant at Baltimore, Md., having a capacity of about 1200 tons of electrolytic copper per month, using the Hayden series system. This was a very large output, for in those days the plants were small and the art was in its infancy. At the beginning of 1893 there were 11 electrolytic refineries in the United States, most of them using the multiple system. The Hayden series system was used at Baltimore and Bridgeport and the Smith series system was in operation at the Electrolytic Copper Co. at Ansonia, COM., and at the Pennsylvania Salt Co. at Philadelphia. In the latter system the plates were placed in a horizontal position, but the operating difficulties were so numerous it was soon discarded. The total production of these 11 plants in 1892 was very small; I have not been able to discover reliable figures of production. THE valuable mineral content of the current feed to the Miami concentrator is as follows: copper, 0.7 pct total; molybdenum, 0.01. Flotation of this ore yields a sulphide concentrate containing: chalcocite, 44 pct; molybdenite, 0.5; pyrite, 50.0; insol, 5.5. A combination of potassium ethyl xanthate and pentasol amyl xanthate as collectors, and pine oil, as frother, are used in this flotation. Rejection of pyrite is encouraged by holding the amount of collectors used to the minimum consistent with copper recovery and by operating at high alkalinity (equivalent to 0.35-0.40 lb CaO per ton solution of pH 11.0).

The Tintic mining districts of central Utah com- prise one of the major silver-lead producing areas in the United States. Ore valued at nearly $450 million has been produced from these districts since the initial discoveries, in 1869, of veins cutting the Silver City monzonite stock. Subsequent production from the famous manto-type "ore runs", which characterize the Main Tintic district, was followed during the past 40 years by discovery of the blind orebodies of the East Tintic district, including the famous Tintic Standard mine and the most recent discovery, the Burgin mine, currently being brought to full production by Kennecott Copper. The occurrence of blind orebodies of exceptional size and grade in both the Main and East Tintic districts has made this area a field laboratory of major importance for the study of geochemical dispersion halos and alteration features associated with known ore, and has led to the discovery of additional concealed orebodies. The larger share of the basic data-gathering and interpretation has been done by members of the U.S. Geological Survey who have been studying the Tintic mining areas since before the turn of the century. These studies have been supplemented and expanded by the geological staffs of the local operating mining companies, by exploration geologists and by students.

The subject of this paper implies three questions: whether regulation is necessary; if so, what sort of regulation is wise; and, finally, by what government the power to regulate is to be exercised. In the year 1937 emphasis falls on the third of those questions. This contrasts with the situation prevailing a dozen years ago, when the question was whether regulation was necessary at all; and with the situation a few months ago, when the third question seemed answered by the Supreme Court decisions on the National Recovery Act, Agricultural Adjustment Act and Guffey Coal Control Act, and by the ratification of the Interstate Oil Compact. It then appeared settled that the State and not the Federal Government possessed the regulatory powers and, granting that conservation measures are a recognized necessity, the problem seemed to be to develop the wisest kind of regulation that the Constitution would permit. Today, by virtue of developments during the first months of 1937, the oil industry is faced again by the question of whether the Federal Government is to have power to control its operations, along with those of the other basic industries. Developments in Governmental Control There have been three recent developments. The dominating one is the President's proposal that he be authorized to increase the size of the Supreme Court to 15 members. The implications of that plan ought to be perfectly plain to the oil industry. This suggestion is made in lieu of offering an amendment to the Constitution, to reverse the Supreme Court decisions mentioned. In those decisions the Court held that production does not constitute commerce, and hence that the Federal power to regulate interstate commerce does not extend to the regulation of production. These holdings were contrary to the Government's contention that the stream of commerce begins in the factory and ends with the consumer and may be regulated at any point from beginning to end. That position was urged in the Government briefs in Amazon Petroleum Co. v. Ryan, defending the petroleum code, and repeated as late as Feb. 10, 1937, in the case of National Labor Relations

Late in 1944 a group of petroleum and coal technologists was organized in Washington under the sponsorship of the Petroleum Administration for War and the U. S. Bureau of Mines. This group, known as the Technical Oil Mission, was placed under the authority of the Technical Industrial Intelligence Committee of the Joint Chiefs of Staff, which was then promoting the organization of other missions to be sent to Germany to obtain technical information regarding various industries in that country. The objective of the Tehnical oil Mission was to obtain technical data on German production of synthetic oil from coal and all other commercial practices and research projects connected with the oil industry. The primary purpose was to obtain such data as were immediately essential to assist the war against Germany and Japan, with secondary emphasis on technical information that would assist American industry after the end of the war. since oil-production facilities in Germany and the occupied countries controlled by Germany were the top targets for strategic bombing, the Technical Oil Mission was the first group under the Technical Induslrial Intelligence Com,mittee to enter Germany. A few members of the group flew to London in February 1945 and the majority of the remainder followed in March. In London they were joined by an equal number of British investigators and the combined mission was then sent into Germany under the authority of the Combined Intelligence Objectives Subcommittee (CIOS). A summary of the more important information gained by this combined British and American mission is presented below. German Oil Production The oil available to Germany, both natural and synthetic, and including production from occupied countries, reached a peak in late 1943 and early 1944 Production at this time was at the rate of 1,200,000 metric tons Per month, equivalent to 100,000,000 bbl. per year, or about 7 per cent of the wartime production in the United States. Of this production, jo per cent was crude oil from Romania and Hungary, 12 Per cent was crude oil from Germany itself, including Austria, 9 per cent cumprised coal-carbonization products, that is, tar and light oil, and only the remaining 29 per cent was synthetic liquid fuel made from coal or tar. Synthetic liquid fuel made in Germany was equivalent therefore to less than 2 per cent of wartime production of crude oil in the United States. The success of the strategic bombing campaign against German oil-production facilities is demonstrated by the fact that by September 1944 the Ploesti fields of Romania and much of the syrlthetic oil production had been eliminated, so that the amount of oil available to the German war machine was only 25 per Cent of the peak qualltity mentioned above. ALTHOUGH there have been some developments during the last five years which have had far- reaching and important bearing on lead smelting, it cannot be said that any basic principles of pyrometal-lurgy have been discovered. Eighteen or twenty years ago the Dwight & Lloyd sintering machine was intro-duced and literally turned the roasting end of lead smelting upside down. There has been nothing com-parable to the advent of the sintering machine during recent years. Actual blast-furnace practice today is slightly, if any, better than it was five years ago ; although immeas-urably better than it was twenty to thirty years ago. Some tell us that as far as cleanness of slags is con-cerned, it is no better today than in the days of the old Romans. The metallurgist of a generation ago did very good work, considering the equipment he had available. It is true he was working with the cream of the ores, the clean oxides and carbonates and the low-zinc sul-fides. He was troubled very little with high zinc and selected his type of slag according to preference of -some authority such as Eilers, Iles, Raht, Hahn, etc. As these free-smelting ores were depleted the complex ores were encountered, and the metallurgist gradually discovered that he had to forget the old type slags and run a slag according to the percentage of zinc on the charge. I believe it is now universally agreed that SiO2 and CaO must be lowered and FeO raised in a slag as the ZnO increases. The ratio of these variations is practically uniform and can be relied upon over wide fluctuations of the determining element, zinc. These "bastard" slags, as they are sometimes inappropriately designated, are actually in daily use, and the metallurgist of today has been forced to adopt certain standards, as a guide to successful operation. These slags practically refute the old Eilers' theory that all good slags are chemical combinations of SiO2 with FeO and MnO, and CaO and MgO. Eilers' and the other type-slag theories were based upon the assumption that a good slag must con-form to a definite formula, such as 3 (FeO)2 SiO2 + 2 (CaO)2 SiO2 or 2 (FeO)2 SiO2 + 2 (CaO)2 SiO2 which respectively figure 31.3 and 36 per cent SiO2. The SiO2 was supposed to remain constant even with the entrance of impurities such as Zn and A1,0? into the slag. The increasing amount of impurities, espe-cially Zn, soon discredited the theory, for in actual practice the slag failed to run freely.

CHARLES P. BROOKS Charles P. Brooks, who had been identified with the mining industry in the West since 1874, having served at various times as mining and consulting engineer for most of the largest mining properties in Utah, died Dec. 11, at his home in Salt Lake City, of heart failure, after an illness of about one month. He was a very close business friend of the late Thomas Kearns and David Keith. In recent years he had been closely identified with the Silver King Coalition Mining Co., the Chief Consolidated Mining Co., the Grand Central Mining Co., the Prince Consolidated Mining & Smelting Co., and many other large properties. Mr. Brooks was born in Washingtonville, Orange County, New York, Aug. .21, 1851; he was the son of Charles Edward Brooks and Adeline Cannon Brooks. When 14 years of age he attended school at Chester, N. J., for one term, and accompanied the assistant principal of Chester Academy to New Paltz, N. Y., and finished the school year there. In 1866 he entered Dr. Stiles's school at Deckertown, N. J., and later the Sheffield School at Yale in 1867, where he received the degree of civil engineer with the class of 1870.

The main problem in tunneling without the use of explosives lies in the development of tools capable of continuous mechanical destruction of rock, resulting in a fragmentation which lends itself to a smooth, uninterrupted transportation of the broken rock away from the tunnel face. While all moles of U.S. design mainly achieve this by crushing the rock by means of "disk cutters" or "roller bits," a boring system based on the principle of cutting the rock came into being in Europe, whereby the rock is worked in a manner very similar to the milling of metals. For tunneling purposes, this principle was first developed by the late Austrian engineer Wohlmeyer. Between late 1962 and the spring of 1965, the first experimental machine was tested in a German coal mine, working in coal and shale over a distance of some 3000 ft, divided over two runs separated by a period of time to allow for equipment modifications. In 1964, a collaboration was started between Wohlmeyer and the Habegger engineering firm of Thun in Switzerland. The normal Habegger range of equipment consists of aerial ropeways, ski lifts, and certain tool machines, to which in later years have been added monorail passenger-transport systems. One of these was installed as the main mode of transport at the 1967 World Fair in Montreal. After taking over the Wohlmeyer patents, Habegger further developed the original cutting principle, aiming at more robust machines in order to be able to tackle harder rock. A first machine was built and tested at a site near Thun in sandstone averaging 17,000 psi compressive strength and limestone of 25,000 psi. In May 1966 this machine was delivered to Japan for the boring of a pilot tunnel for the Honshu-Hokkaido railway connection under the sea. A second machine, incorporating many improvements based on experience gained with this first mole, was built during 1966 and tested in the same limestone as mentioned previously (25,000 psi), before being installed to bore the head race tunnel of the Julia hydroelectric power scheme near St. Moritz, Switzerland, in the early summer of 1967 (Fig. 1 ) .

At the meeting after the dinner, the Chairman called attention to the work of Mr. Hoover in Belgium and spoke briefly of the assistance which' could be given him through the Belgian Kiddies, Ltd. Mr. Alonzo Kinyon read a paper on "Burring Powdered Coal" which so interested the members that many of them participated in the long discussion which followed. Prof. Harry B. Pulsifier then described the metallurgical plants about Chicago. He mentioned briefly the equipment and interesting features of 30 metallurgical plants of importance and stated that there were also 200 foundries in the district. He said that when number, size, quality and diversity of the plants are considered, the Chicago District is justified in calling itself the greatest metallurgical center on earth. THE South African Mining and Engineering Journal recently pointed out that no satisfactory solution of the question of compensation for silicosis can be arrived at by placing further liability of an inequitable nature upon the mines. There are at present 35 scheduled mines liable to contribute to the annual levy of $800,000 and provide for the net outstanding liability of $6,400,000. Several of these mines have, as yet, not been able to set aside sufficient funds against their out- standing liability to the Compensation Fund. The gold producers declare that the gold mining industry today is passing its zenith, and that the production of gold will decline, with a consequent lessening of the spending power of the mines, which in about ten years will be reduced to a great extent unless encouragement is given for the opening of new mines. It is during this period of decline that the mines will be required to meet the large burden already created by miners' phthisis. In England the Workmen's Compensation Act, 1925, was extended to industries involving exposure to asbestos dust.

R. U. Jackson (Conveyor vs. Track Haulage, P. 866) is the author of a previous work on conveyor systems, which was presented at the Annual Meeting of the Arizona Section of the AIME in December 1951. He has worked for the Carnegie Steel Co., Koppers Co., Fairmont Mining Machinery Co., and the Hewitt-Robins, Inc., the Robins Conveyor Div., for the past 30 years, as engineer, district manager, and manager of the mining div. Jackson is a graduate of Carnegie Institute of Technology, and was born in Steelton; Pa. His present residence is in Clifton, N. J., where in his spare time he devotes himself to hiking and photography interests. F. S. White (Co-author, Solids Fluidization Applied to Lime Burning, P. 903) is a Washington University, St. Louis, Graduate, who now lives in Stockbridge, Mass. He served as a technical apprentice at Mobile, Ala., for the Aluminum Ore Co., and after four years went to Bauxite, Ark, as technical superintendent of calcination and precipitation. After a year and a half, he became technical and operating superintendent of the sintering plant. White also worked for the Dorr Co., and is now with the New England Lime Co. serving as assistant to the president. For relaxation he collects stamps and plays the piano.

D. C. Ralston—The fact that none of the organizations that have worked on these ammoniacal leaching processes have contributed discussion of Mr. Caron's papers today is a matter of some disappointment. Adaptations, modifications and improvements have been made by several organizations or individuals and to complete the record I want to document a number of them. The Nicaro Nickel Co. operated a Government owned plant at Nicaro, Oriente, Cuba, during the past war. A report on the project was written for Reconstruction Finance Corp. and is in the document file collected by the Office of Technical Services, Commerce Department and filed with the Library of Congress, where it can be consulted or bibliofilm or photostat copies obtained by asking for copies of PB 97271. Nicaro Nickel Co. has obtained a series of U.S. Patents, my list (probably incomplete) of which bears the following numbers: 2,400,098; 2,400,114; 2,400,115; 2,400,461; 2,400,612; 2,458,902 and 2,473,795. International Nickel Co. has also studied the problem and U.S. Patent 2,478,942 shows that some of the complications involving occasional low extractions have been unraveled. Forward, Samis, and Kudryk, of the University of British Columbia, have also published a study of copper-nickel sulphide concentrate.' Others are interested and it is evident that this type of hydrometallurgy is likely to find a happy application in the not-too-far distant future. Caron's two papers practically amount to a summation of his life's work on the important subject of nickeliferous iron ores and the American Institute of Mining and Metallurgical Engineers is fortunate to have been chosen the medium of publication. M. Rey—The ammonia leaching process has been the subject of certain studies in New Caledonia, but at the present time, the conditions are not very favorable to its adoption. The process is a combination of a thermal and a hydrometallurgical process. As a result, the first costs and the operative costs are rather high. To counteract this unfavorable situation, it would be necessary to make a very high extraction. But unfortunately, the process is delicate and in spite of all of Caron's valuable work, there are still many unknown factors. It is difficult to obtain regularly a high extraction, exceeding 75 to 80 pct. It would be interesting to have the opinion of Inter-national Nickel on the process and to know what the Dutch are doing in Celebes. M. H. Caron (author's reply)—I am quite familiar with the different types of nickel and cobalt ores as found on New Caledonia, and it may be pointed out that the Celebes ores are quite the same in their properties. Their behavior when treating the ores by the ammonia-leaching process is also alike and in my opinion, there is no reason why a high extraction of the New Caledonian ores could not be obtained if the process is properly applied. For the sake of completeness I may add that one of my patents has not been discussed in the papers. This patent deals particularly with the treatment of serpentine nickel ores. FOR more than 25 years evaluations of coal cleaning units have appeared in many publications, and during this time considerable progress has been made in developing the theory and techniques of calculating washery results. A variety of characteristics have been defined over the years, many receiving general recognition during the first post-war Coal Preparation Conference in Paris in 1950. Coal preparation has become a science, and the approach to preparation problems is being revolutionized. Formerly, for example, if a coal operator wanted to know the performance of a given cleaning unit for a particular grade of his run-of-mine, he either shipped a carload to the manufacturer for a test run or relied on a report of a test carried out on a coal similar to the one he intended to clean. In modern practice the expensive, time-consuming test work generally can be avoided if the washability curves of the coal in question and the error curve of the cleaner are known. Normally a guarantee can be given on the strength of this information. General acceptance of modern standards has thus reduced the need for pilot-scale models of existing types of coal cleaners. Needless to say, the method requires exhaustive and accurate information on the cleaning unit and on all the additional circumstances affecting its results, in- formation that ultimately can be secured only from actual tests made in the laboratory or in the washery.
