Valuations in the mineral industry differ from those of other enterprises because mines and oil wells have a definitive life so cannot be considered a perpetuity. This requires that in any mineral-property evaluation the recovery of invested capital is necessary during the life of the property. Capital writeoffs for nonextractive industries are assumed to be continuously plowed back to sustain the operation and produce yields on the capital invested. The extractive or mineral industry, however, generally attempts to return to the investor both interest and principal during the life of a property. Normally this is done currently and the dividend includes both items. Where the mineral properly possesses large reserves and the life factor approximates a perpetuity, the return on investment is generally comparable to that of industrial stocks. The valuation of a mineral property, at best, is based on educated estimates and judgment factors. This is particularly true as it relates to estimating selling prices over a long term or assessing the quality of management. Also, it is possible to make various assumptions as to rapidity of working out the deposit, varying time for start-up of operations, varying earning rates, so as to obtain different results with the same basic facts. Thus it is not surprising that two engineers, irrespective of their abilities, may not agree exactly even when given the same facts, but their results should be close enough to be used in establishing a fair value for trading purposes. The valuation is no better than the source of basic data and the soundness of judgment factors. Fundamentally the basic principles of mineral valuation are similar for base metals, sulphur, oil, or any other mineral. Each mineral, however, requires an engineer to have a knowledge of such factors as its occurrence, distribution, mining and processing methods, and marketing problems in order to gather and analyze all the facts and data that have a bearing on the earning potential of the property. FOLLOWING the end of hostilities of World War II, a resurgence of industrial and home building has given impetus to the use of many products of the stone industry. Shortage and high prices of some building materials such as lumber have aided wider acceptance of materials such as concrete products which have been relatively plentiful and which have not risen so rapidly in price. Ingredients for many of these substituting materials come from the stone industries, often from by-products of stone operations. Most of the tonnage of the stone industry in the State of Georgia comes from granite and marble. There are extensive dimension stone operations in granite in the Elberton and in the Lithonia areas. Building and monumental marble from the Tate area has been used throughout the country. Cutting operations in both types of stone have their by-products in faulty blocks and in spalls. In the State there are three large crushed-stone plants utilizing granite, one near Camak, one near Lithonia and one at Stockbridge. All have had excess fines or screenings in the past but this excess is largely disappearing with development of new uses. At times this "waste" has amounted to as much as 20 pct of the stone quarried. Handling of this large tonnage from point of screening out to storage piles presented a costly problem and large areas were taken up by the piles. Crushed stone is generally sold with a relatively narrow margin of price over cost, so any elimination of disposal cost or increase of income by marketing of by-products is highly desirable. BY-PRODUCTS OF GRANITE DIMENSION STONE It sometimes becomes difficult to differentiate between main product and by-product. In the cutting of granite dimension stone in the Lithonia district of Georgia, a considerable quantity of remnants of uneven shape and size is produced. The larger of these pieces have long found use as building rubble, particularly for retaining walls and building foundations (Fig I). They are broken down to one man size by plug drilling and wedging and by hammer. In recent times, demand for this former by-product has grown so that quarries have been opened for the production of rubble as a main product. Local masons have attained skill in using these irregular shapes to form economical and attractive walls. Areas such as Elberton, Georgia, which do not have a large building market nearby, tend to accumulate piles of large pieces of reject stone. When a road job or other local construction offers a quantity market for crushed stone, a portable crusher works this material down to crushed aggregate. Spalls and finer chips from granite stone-cutting operations have generally found their way into crushers and thence to the many uses for crushed aggregate. One company near Lithonia started marketing the smaller by-product crushed sizes for chicken grit about ten years ago. This use has grown to nation-wide distribution and the tonnage is now so great that they have opened a large quarry with

THE Geophysics Education Committee has devoted several years to a consideration of the problem of training geophysicists. Past reports have dealt largely with fact finding and with the discussion of particular aspects of geophysical education. In the present report it is proposed to review the subject more comprehensively. This involves the question of what educational qualifications the geophysicist of the highest professional standards should possess, and the related question of what changes must be effected in existing educational institutions in order that prospective professional geophysicists may obtain instruction of the desired quality. The type of geophysicist here contemplated is one familiar with what is known already in the several branches of earth physics, and capable not only of following contemporary progress in any of these branches, but of contributing to that progress in a research capacity. Geophysics in its broadest sense, as has been emphasized repeatedly by this Committee, is the study of the physics of the earth and of terrestrial processes. This includes both the static and the dynamic characteristics of the gaseous, the liquid, and the solid portions of the earth, as well as its gravitational, thermal, and magnetic and electrical manifestations. Some branches of earth physics have been cultivated but slightly; others have reached an advanced state of development. Those branches whose development is sufficient to warrant explicit recognition in the form of organized Sections of the American Geophysical Union are: geodesy, seismology, tectonophysics, and volcanology, dealing with the rock constituents of the earth; oceanography and hydrology with the aqueous constituents; meteorology with the atmospheric constituents; and terrestrial electricity and magnetism with the electromagnetic manifestations. At present, instruction on the professional level in any of these branches of earth physics can be obtained in but few universities in North America. In most institutions where such instruction is undertaken different subjects are given in different and independent departments. Geodesy and hydrology are taught, if at all, as a part of civil engineering. THIS report is the first of a series planned by The Mineral Inquiry, organized by the American Institute of Mining and Metallurgical Engineers to make factual studies of the world's mineral resources in their political and international relations. The efforts of The Inquiry are directed toward filling certain notable gaps in available information, without duplication of many other investigations touching this field which are being conducted by other organizations, public and private. Much of its work is indirect-suggesting topics for study by other individuals and organizations and aiding in their planning and correlation. The present report is designed to show the nationality of the commercial control of mineral resources, in addition to the geographic distribution of production by nation-in other words, the overlapping of political and commercial control. Detailed accuracy cannot be claimed for the figures presented. For some companies division of ownership by nationality has been very difficult to ascertain, as many companies are reluctant to dis-close the extent of their holdings in other corporations, and the impossi-bility of tracing all stock ownership is obvious. Also there are frequent changes in the distribution of stock control. The percentages given rep resent only the participation that has been identified definitely, even though it is known in some cases with fair certainty that larger interests exist, as, for instance, American participation in foreign chromite companies. In bringing together these figures we have had the cordial co-operation of the United States Bureau of Mines, the United States Geologi-cal, Survey, the Mineral Division of the Bureau of Foreign and Domestic Commerce, the Brookings Institution, and of many specialists connected with the mineral industries covered. The report does not cover the entire list of minerals: Coal, although it is one of the most important minerals, was omitted because not more than one or two per cent of the world's production comes from mines that are owned by companies foreign to the countries where the coal is produced. Others, such as gold, are omitted because sufficient data have not yet been accumulated. It is hoped that some of these may be covered in subsequent reports. It is not our purpose here to discuss the significance of the figures sub-mitted, but only to point out the general nature of the problems on which they have a bearing.

ROTARY kiln operators will agree that some of the most severe conditions a refractory must stand occur in the hot zone of a kiln burning Portland cement, dead burn dolomite, magnesite, peri-clase, and similar materials. Frequently the operator is faced with factors beyond his control which drastically shorten the life of refractories. Shutdown due to mechanical failure can be serious if the period is of sufficiently long duration to cause the dropping of coating or the loosening of the lining. A change in slurry can affect the coating and cause ring buildup. A change in type of fuel and its effect upon the flame can cause a shift in location of the hottest zone. Weekend shutdowns or any other interruption can cause the operator trouble and may damage the refractories, since stopping and starting a rotary kiln is certainly more difficult than stopping and starting a motor. Some operators have tried to set an estimate of damage for each shutdown in equivalent days of running time. Conditions affecting the refractory may be roughly grouped in four classes: chemical attack, mechanical stress, thermal shock, and abrasion. Chemical Attack: The drive to obtain maximum production through a kiln demands maximum operating temperatures, temperatures which are limited more by the ringing up or melting of the clinker. This can cause interface temperatures at the junction of coating and refractory which require the use of a basic kiln block to withstand the chemical attack. Chemical changes take place within the refractory itself, especially in chemically bonded or unburned kiln blocks. These changes cause the formation of the ceramic or burned bond. Migrating liquids or fluxes from the kiln charge have an effect within the refractory and lead to mineral or glass formation. The alkalies, sodium and potassium, migrate into the refractory as silicates, chlorides, sulphates or other salts. They may move under capillary action or may be caused to move by volatilization with condensation in the cooler portion. Mechanical Stress: Concentrated stress may be caused by several factors or combinations thereof. I—The rings of refractories must be kept tight and rigid within the kiln, and this alone demands considerable force to hold the blocks in place. So that the force will not be concentrated, the blocks should fit the circle as perfectly as possible, with the faces in contact overall. 2—As the kiln is heated, thermal expansion takes place at the hot end of the kiln block. Since this disturbs the plane face it too can cause a concentrated stress at the two ends of the block, and shearing stress can be set up within the brick itself because of the difference in expansion between the two ends. 3—If a lining becomes loose and moves in the shell very severe stress can be set up, and as the kiln rotates this load changes and gives the effect of repeated loading. Permanent expansion of the refractory can also cause severe loading. 4—Not least important, flexing of the kiln is frequently the cause of concentrated stresses. Thermal Shock: Thermal shock, the result of heating and cooling too rapidly, occurs on starting and stopping or when a large patch of coating drops, exposing the bricks. Again, its destructive effect is often the result of phase change, liquid to solid or the reverse; dense refractories loaded with glass-forming impurities are particularly susceptible. Thermal shock is a. problem with refractories set in the wall or roof of a stationary furnace, and becomes even more serious in a rotary kiln, the tendency to spa11 being magnified with movement and concentration of stress. Uniform rate of feed and loading insures both better coating and a more uniform stress. Abrasion: If the refractories do not take a coating, abrasion can become a most destructive factor. Movement of the lining in shell or movement of loose blocks causes abrasion, which is also most destructive if the refractories do not take a coating. An analysis of the problem of basic lining for the hot zone reveals, therefore, a number of desirable characteristics: high refractoriness, basic chemical reaction, resistance to spalling, good strength at all stages, ability to take coating, true sizing, volume stability, and abrasion resistance. The rate of crack Propagation thvough a solid meta1 in the presence of a liquid metal has been calculated. The crack is assumed to propagate by solution of the solid in the liquid under the influence of an applied stress, with volume diffusion of the dissolved solute through the liquid controlling the propagation. The calculated velocities can be tens of centimeters per second or higher. THE embrittlement of normally ductile solid metals by liquid metals has been the subject of extensive study, as summarized in the book by Rostoker, McCaughey, and arkuus.' In experimental studies of liquid-metal embrittlement it is usually concluded that the observed crack-propagation rates are too high to be accounted for by diffusion processes. Diffusion is considered to be an unimportant factor and various other mechanisms are invoked to account for the experimental observations. The similarities of liquid-metal embrittlement to stress-corrosion cracking, to hydrogen embrittlement of steel, and to low-temperature embrittlement of bcc metals are frequently used as analogies for these mechanisms.1"3 The present paper assesses how rapidly a crack could propagate by a mechanism of volume diffusion through the liquid metal. We assume that the crack propagates by solution of the solid in the liquid at the crack tip under the influence of the applied stress and diffusion of the dissolved solute away from the crack tip. The model uses only macroscopic thermodynamic, kinetic, and elastic concepts. The calculations indicate that this dissolution-diffusion mechanism can give high crack velocities. In some previous treatments4'' of crack propagation in a liquid-metal environment the fundamental step has been the breaking of atomic bonds at the crack tip. The liquid greatly decreases the energy necessary to break these bonds. The present model assumes the crack is filled with liquid metal; the presence of the liquid is essential because diffusion through the liquid is assumed to control the rate of propagation. With proper modification this model could also apply to stress corrosion in a liquid environment. THEORY Consider a crack in a homogeneous elastic continuum, ignoring all the structural details of the solid. This neglects a host of metallurgical details which can be significant in the problem of liquid-metal embrittlement;' but this simple assumption is a useful approach in evaluating the role of diffusion through the liquid. The stress distribution around the crack tip establishes a gradient in the chemical potential at the tip, which causes a diffusion flux through the liquid away from the tip. The solid-liquid interfacial tension works against crack propagation, since propagation requires creation of interfacial area. From these two considerations we derive the diffusion flux, which then yields an expression for the velocity of the crack tip. The concentration of the solute in the liquid, C, is equal to the equilibrium concentration in the presence of an unstressed, flat surface, Co, plus the excess concentration due to the stress, AC(a), plus the excess concentration due to capillarity, AC(y): We calculate AC(o) and AC(y) and then obtain the diffusion flux. Consider (Fig. 1) a long flat crack of length 2L, thickness 2r, and tip radius r, where r remains constant as the crack propagates in the positive x direction. There is no stress ay in the y direction across the flat surfaces of the crack. METHODS and equipment are subject to study in the Butte district at all times in order that advantage may be taken of any new developments that might serve to increase efficiency and lower costs. Detailed time studies of each operation involved in the entire mining process have been of invaluable assistance in analyzing the individual operation for possible improvement. In other words, the fact that a practice has been in vogue for many years does not exempt it from change provided an easier and cheaper method can be found. EXPLORATION Ore occurs in the Butte district in such manner that structures must be drifted on, no matter how small or unimportant they appear when intersected by a crosscut. Parallel structures also add to the crosscut requirements. This prospecting work, which formerly was done entirely by drifting and crosscutting, is now being supplemented by diamond drilling, to aid in greatly decreasing the amount of waste. In long-shot prospecting, or in second or third class prospecting, where the chances of developing commercial ore are not very great, diamond drilling is of particular value. In prospecting where chances of encountering commercial ore are certain or where crosscuts can be used later for haulage or ventilation, drilling obviously is not applicable. Improvement in drilling machines and bits has contributed greatly to the present success of diamond drilling. STOPING For many years square-set filled sloping was the principal mining method used in the Butte district. Later timbered and untimbered rill stopes were used, also some horizontal cut-and-fill sloping where both ore and walls were particularly strong. Because of the amount of timber required for square-set stoping, and the relatively low production per scope unit, experiments with horizontal cut-and-fill scopes were begun in ore bodies of which many had fairly weak walls. It was felt that increase in the speed of the stoping operation, followed closely by filling, to avoid weight being produced by permitting ore and walls to remain insufficiently supported over comparatively long periods, would maintain the walls and backs in safe condition without the use of timber and without ore dilution from wall slough. Cycles of drilling, scraping ore, and filling were devised, which have materially increased stope production and decreased timber consumption, so that both stope labor and supply costs were lowered appreciably without materially affecting grade control. In the larger mines of the district, where wide veins favor this stoping method, half of the total production is now being mined by horizontal cut-and-fill stopes (Fig. I). The increase of the filling rate demanded by the increased stoping rate was the greatest obstacle encountered in the accelerated stoping operations. Finally this problem was solved by replacing the time-honored method of transferring filling waste by small cars, which were hoisted or lowered in the auxiliary shaft, by a transfer

The electrolytic copper refinery at Copper Cliff, Ont., is operated by the Ontario Refining Co., Ltd. The associated companies behind the enterprise are the International Nickel Co. of Canada, Ltd.; The American Metal Co.; The Consolidated Mining & Smelting Co. of Canada, Ltd.; and Ventures, Ltd. The plant was the outgrowth of the rapid development of copper resources in the nickel-copper ores of the Frood and other great mines in the Sudbury district, and of the desire to have all primary production units grouped together as closely as possible. The refinery is near the intersection of the Sault Ste. Marie to Sudbury highway and the Canadian Pacific Railway. It is about one mile south of The International Nickel Company's smelter at Copper Cliff. The standard-gage track systems of the refinery and of the smelter are connected by a standard-gage timber railroad trestle that crosses the railway and the highway by means of steel girder spans. The Canadian National Railway has access to the plant by means of this trestle and the nickel company's tracks, so that the refinery has connections with both the Canadian Pacific and the Canadian National railways, as well as a direct connection with The International Nickel Company's smelter, from which the bulk of the copper to be refined is hauled by the latter's electric locomotives. Buildings The refinery (Fig. 1) covers approximately 60 acres, enclosed by an unscalable chain-link fence. The main buildings have a content of 23,000,000 cu. ft., with a total roof area of approximately 600,000 sq. ft. and near them are the substation, cooling pond and main standard-gage track system (Fig. 2). A ladder track for car storage extends 1200 ft. south of the coal-pulverizer tracks and the scale house is on this spur. The intake and pumphouse for fresh water supply are at Kelly Lake, about 3000 ft. south of the plant. Owing to the severity of the winters, when temperatures of from 20" to 40' below zero are to be expected, the building of this refinery involved a number of problems in insulation, layout, ventilation, etc., which were

The writers have no new system and no new principle of taxation to propose. The general subject of taxation is as old as governments are and as familiar to taxpaying Americans as the general thesis on the inalienable rights of man. We believe, therefore, following the committee of the National Tax Association, that improvement in the general conditions of taxation, including mine taxation, maybe brought about mainly through a better adjustment of known and tried principles and methods of taxing to modern complex forms of property and income, and that not much is to be expected from abandonment of experience for new ways and means, methods and principles, should anything new be discovered, which in our opinion is very doubtful. The committee referred to has constructed the general framework of its Model System of State and Local Taxation1 on familiar forms of taxing, by eliminating some that ' have proved bad, suggesting improvements in others, and adopting the best, leaving plenty of room for the accommodation of the general plan to the varying conditions of taxation in the several states. Unfortunately, the taxation of mines is dismissed by the committee with the statement that the subject has been reassigned for further investigation and report by a special sub-committee, frankly recognizing that the peculiar difficulties of this phase of the subject require special study and investigation. Much may be hoped for from the labor of this sub-committee if the problem is approached from the viewpoint of recommendations already published. In this paper, the writers state their opinion on some of the broader aspects of mine taxation with too little attention to the grounds on which they rest. Contrary to inclination space requirements compel them to resort to summary statements without adequate discussion for a satisfactory presentation of the whole subject. All they can do is to qualify the witnesses and record the testimony. INTRODUCTION Underground coal mining has been practiced in the United States for over 200 years. Much early mining was not as efficient as today and unrecovered coal pillars, often of variable size and spacing, remain to support the overlying strata after mining has ceased. These conditions constitute a potential subsidence problem since the pillars will eventually fail. The possibility of subsidence above an abandoned mine must be anticipated except when total extraction has been achieved, permitting subsidence concurrent with mining, or when large coal pillars which have an adequate factor of safety for long-term support remain in the mine. Coal is found in 37 states and is mined under- ground in 22 states (HRB Singer, Inc. 1980). Underground mining produced 40 percent of the 7.5 x 10" kg. (830,000,000 tons) of U. S. coal mined in 1980 (Keystone, 1981). There are approximately 70,000 abandoned or inactive underground coal mines in the United States and approximately 2000 active underground coal mines (NAS/NAE, 1975). Underground coal mining in the United States will eventually extend beneath 162 x 109m2 (40 million acres). Thirty-two billion m2 (8 million acres) are already undermined (HRB Singer, 1977). Subsidence due to mining has affected more than 8 x 109m2 (2 million acres) in 30 states, 7.7 x 10 9m2 (1.9 million acres) from bituminous coal mining and the remainder primarily from anthracite mining (Johnson and Hiller, 1979). Subsidence from all other underground mines has affected only 6.9 x 10 7m2 (17,000 acres) (Johnson and Miller, 1979). Subsidence appears to be particularly widespread in two states, Pennsylvania and Illinois, although serious subsidence is found in localized areas of numerous other states (HRB- Singer, Inc. 1977). Host underground coal mining has occurred in the eastern United States, where the U. S. Bureau of Mines estimates 1.6 x 109m2 (398,600 acres) in urban areas in 18 states (out of a total 1.7 x 109m2 1418,400 acres]) are threatened by subsidence (Table 1) (Johnson and Miller, 1979). Pennsylvania and West Virginia contain 57 percent of the total threatened areas. The U.S. Bureau of Mines estimates the total cost to stabilize the estimated 1.7 x lo9m2 (418,400 acres) of subsidence prone urban land located above abandoned mines is over $12.5 billion (1978 costs).

THIS paper is limited primarily to a description of dry coal-cleaning processes in which air currents are used to effectuate a separation between coal and refuse. Processes depending mainly on differences in the coefficient of friction, resilience and shape are not described unless the use of air is necessary for the proper functioning of the process. The air cleaning of coal is of primary importance to the coal industry of the United States. From figures presented in the 1941 edition Mechannual,1 it is estimated that at least 12 million tons of bituminous coal was cleaned in the United States during 1940 by machines using air as the separating medium. One of the current problems confronting the coal-preparation engineer is the dry cleaning of small sizes and slacks. Progress in machine development for the cleaning of small sizes has been slow in recent years in the United States of America; it has been much more rapid in Britain and on the European continent. This paper does not attempt an exhaustive survey of all these developments, and only machines and processes that have found considerable commercial application are cited. Further, no critical analysis has been made of the theory involved in the separation of coal from refuse by processes using air as the separating medium other than that necessary for an understanding of particular machine designs and applications. HISTORICAL SUMMARY The possibility of using air for the separation of coal from refuse was recognized early by mining men and many attempts were made to develop commercial machines. The ingenuity of the early experimenters is to be marveled at in view of their lack of knowledge of the theoretical principles involved. As in other arts, practice has largely preceded theory. Yet, science and practice play a game of leap frog, now one ahead, then the other; the careful experimenter governs his efforts along practical lines by adapting his experiments to the limits prescribed by scientific laws. By first studying developments and the theory involved, it is not only possible to adapt processes to new uses but also to reduce materially operating cost and to build larger units without costly failures. Although many inventors have applied for patents for separating minerals by the use of air currents, the literature in regard to coal is meager. Berrisford2 describes briefly some of the early attempts to clean coal without the use of water. Several of the examples cited by him are reproduced herein. Fig. I shows a machine used for grinding and sizing, in which rollers running in a pan with a perforated bottom and fan opening on the side crushed the coal, which was then carried by the air currents to a settling chamber. The heaviest particles dropped out first and the light ones farthest away, as shown. In the year 1864, a machine was made that could be used as a sizer or to separate dirt from coal with a sized feed (Fig. 2).

Curtailment of production of crude oil, to the extent of effecting an approximate balance in supply and demand, was a problem confronting the oil industry in California throughout the year 1930. At the beginning of the year, with drilling operations only slightly checked, the California industry faced a steadily increasing potential production, an actual production in excess of market requirements and stocks of crude oil and refined products which had reached staggering proportions. During the year, the intensive development of the Playa Del Rey field and extensions to several oil fields, together with flush production from numerous large wells from both new and old fields, caused a steady increase in the state's potential production to a record peak in November of 1,186,000 bbl. daily. Despite the burden of this steady stream of flush production and the handicap of incomplete cooperation in several fields, curtailment successfully lowered the trend of crude oil production in California, except for the period of an open-flow test to determine actual potential production in several important fields in February. Under the curtailment programs in effect, the state's production of crude oil for the year was reduced 22 per cent. under the production of 1929 and even slightly under the production for the years 1927 and 1928. The total stocks of crude oil and refined products were reduced 2.7 per cent. during 1930, as compared to an increase of 30 per cent. in total stocks of all products during 1929. Drilling operations were reduced 28 per cent. as compared to drilling activities during 1929. Voluntary curtailment of drilling programs by many operators, particularly the major companies, accounts for the greatest portion of the reduction in drilling activity. The decline in drilling activity at Santa Fe Springs and in the east-side fields of the San Joaquin Valley was more than offset by development in new fields and extensions to deeper zones of old fields. There were 755 new wells completed during 1930, as compared to 910 completions in 1929. At the close of the year, 220 wells were drilling in the oil fields of California, 9 of which were being drilled in search of deeper producing horizons.

The effect of the transition elements in binary solid-solution additions upon the recrystallization temperature of iron has been investigated. All these elements immediately raised the temperature, the majority having their greatest effect in less than 0.10 at. pct. A correlation is noted between the rate of change of recrystallization temperature with atomic percent solute and the electron configuration of the solute element. THE work of Abrahamson and rant' on binary chromium-base alloys indicated that a correspondence existed between the effect of each solute element on the brittle-to-ductile transition temperature of chromium and the ground-state electron configuration of the element added. This was felt to be a bonding phenomenon and would be expected to be observed in measurements of other properties involving the breaking or exchange of atomic bonds. From this work it was postulated that a like correspondence should be found for other properties of binary alloys, such as recrystallization. This study is an effort to check this postulation using binary solid-solution iron-base alloys. Previously, the majority of recrystallization studies were carried out on steels. However, Tammann2 investigated the recrystallization of iron as effected by Co, Ni, Si, Mn, Mo, and Cr and stated that elements with the same crystal structure at room temperature as iron appeared to be more effective in raising the recrystallization temperature. Austin, Luini, and Lindsay3 studied the effects of Ni, Cr, Mn, Co, Si, and Mo on cold rolling and annealing, but noted no trend. Abrahamson and rant,' in their work on the effect of both substitutional and interstitial elements upon the brittle-to-ductile transition of chromium, have shown that the outer electron configuration in the ground state of the solute element appears to be the prime determinant of the transition temperature. PROCEDURE All alloys were made using 99.95 + pct Fe with 0.02 wt pct 0, 0.004 pct C, and 0.001 pct N. All alloying elements were 99.9 + percent pure. Metal-lographically the alloys, out to at least 0.1 at. pct, appeared to be in solid solution. Though several published phase diagrams tend to dispute this.4 All alloys were arc melted six times and cast into square 400-g ingots under an argon atmosphere.

T HE Tonopah Extension assay office is a two- story, concrete structure on a solid foundation of andesite, situated about 100 yd. from the company's mill, so that it will not be affected by the stamps or the tube-mills; also it will not be affected by under- ground blasting. On the second floor are the mine superintendent's office and drafting and blueprint rooms. On the ground floor are the assayer's office,' mixing room, furnace room, crusher room, chemical laboratory, parting room, store room, and change and shower room for the mine superintendent, assayers, and engineers. The crusher room is outside of the main building, and has four concrete walls, thus eliminating the jar of the crusher; it is so situated that the least possible amount of dust spreads through the main building. An 8 by 10-in. jaw crusher, which crushes to ¼ in., was made by a local foundry. Attached to the top is a small galvanized-iron hopper covered with a ¼ in. screen, on to which the sample is dumped. The fines-pass through the screen into the hopper, while the oversize is dumped into the crusher. The crushed sample and fines from the screen drop down to a set .of splits suspended from an iron rod below the crusher jaws. The small sample is caught below in a small pulp pan. The rejects drop from the splits through a 2-in. pipe on to a bucket conveyor, which dumps into a galvanized-iron hopper in an upper corner of the room. The rejects drop through a 2-in. pipe to a reject bin outside the build- ing. This bin is constructed high enough for a truck to be loaded from it by means of a chute door on the side.

Analytical expressions are derived from empirical data relating the basic physical device parameters to the radiation dose. To put in perspective and justify the approach taken, the overall problem and methods of attempted solution of radiation damage to transistors in a missile or satellite environment is briefly examined. The main emphasis is on a new criteria for neutron radiation hardness and the device design implications resulting from using this criteria. Contrary to other derived criteria, the derived bipolar hardness relation depends mainly on the initial lifetime rather than the base transit time. It is shown, that contrary to previously accepted beliefs, the inherent attainable radiation tolerance of JFET's is at least a factor of ten greater than the radiation tolerance ofbipolars. Experimental results on JFET's designed for maximum neutron radiation tolerance are presented. The accuracy, utility, and range of possible validity of various published lifetime and carrier removal damage constants are discussed. It is well known that transistors are subject to damage due to radiation at much lower radiation levels than those which would cause structural damage to a missile or satellite. The three principal categories of radiation damage to transistors are displacement, ionization, and thermomechanical. The main cause of displacement damage is fast neutrons, and the main effects which permanently degrade transistor operation are minority carrier lifetime reduction and carrier removal. A second-order effect is mobility reduction. The main cause of ionization damage is gamma radiation which results in permanent effects due to charge build-up in the oxide and transient effects due to photo-current generation. The transient effects are usually handled by using circumvention techniques in the electronics system. The extent of the transistor degradation due to displacement and ionization damage depends strongly on the transistor type, whereas the extent of thermomechanical damage does not depend on the transistor type, but depends mainly on packaging and metallization which are common to all transistor types. The standard transistor types are categorized in Fig. 1 and typical cross-sections are shown in Fig. 2. The original reason for the designation of the two classes of transistors was that the unipolar operation depends on only one carrier (majority) and the bipolar operation depends on both minority and majority car- riers. The bipolar is then seriously degraded by minority carrier lifetime reduction, whereas the unipolar or field effect transistor is not. One of the two principle classes of field effect transistors, the junction field effect transistor (JFET), depends strongly on carrier removal. However, the insulated gate (MIS) is little affected by either carrier removal or lifetime changes, but is virtually eliminated as a radiation resistant device because of permanent charge build-up in the insulator caused by ionizing radiation. The bipolar and JFET suffer only minor effects due to charge build-up in the oxide passivation when compared1 to the MOS. This is because the active region of the MOS is adjacent to or part of the oxide layer. It is then the bipolar and JFET which are potentially resistant to permanent radiation damage. Various grades of synthetic mullite have been developed in recent years to replace or supplement natural sources of mullite deriued from the mullite group of minerals consisting of sillimanite, kyanite, and andalusite. Raw materials and heat treating processes used in making synthetic mullite are described. Chemical and physical data are given for typical grades and crystalline structure is illustrated with micrographs. Use of synthetic mullite as a refractory material in the glass and metallurgical industries is discussed. Mullite (3A12O3.2siO2), the only stable compound formed in the alumina-silica system, is usually present to some degree in all aluminum silicate ceramic products. The formation of mullite is considered beneficial to give rigidity to the structure and is dependent upon the ratio of Al2O3 to SiO2 in the original composition, particle size, degree of mixing, firing temperature, cooling rate, and the presence of auxiliary glass-forming fluxes. Mullite may also be formed at the reaction interface of fire clay or alumina-type refractories in contact with glass or slag melts. The term synthetic mullite is commonly used today to identify a class of sintered and fused aggregates or grains in the alumina-silica system having a highly developed mullite structure but derived mainly from raw materials other than the sillimanite group of minerals. Within the past 15 years extensive research has been done to develop economical processes to form sintered synthetic mullite aggregate to replace calcined Indian kyanite in super-refractories. Severa1 brands of such mullite are now being produced in commerical quantity and finding extensive use in refractories. Based on the service results of such refractories in many applications throughout the metallurgical, ceramic, and glass industry these developments have been considered successful and suitable substitutes for Indian kyanite now appear assured. EARLY DEVELOPMENT The conversion of kyanite, sillimanite and anda-lusite minerals of the sillimanite group to mullite and their use in refractories and porcelain have been discussed quite extensively in the literature by peck,' Grieg,' Riddle and Foster,3 Bowen and Grieg,4 and others and will only be mentioned here for reference to compare properties with synthetic mullite. In 1928, curtis5 reported on the development of a high temperature gas-converter process for forming synthetic mullite. The raw materials were derived mainly from lumps of high alumina clay of the correct natural composition or blends of clays and alumina that was interground and briquetted to form a suitable charge to maintain a surface combustion firing within the converter. Curtis was, no doubt, the first to illustrate by micrographs in natural color the crystalline structure of mullite derived from kyanite and mullite derived by sintering clay and alumina mixtures at temperatures above cone 32 (3123°F) and by electric fusion. In 1937, sei16 was issued a patent covering the use of a mixture of alumina-silica minerals and alumina in the proportion to form a mullite-yielding material at temperatures in excess of 3100' F. During the period from 1930 to 1940, economic conditions were not favorable for the production of synthetic mullite mainly due to an adequate supply of good grades of Indian kyanite ore suitable for conversion to mullite. Uncertain conditions on availability of the Indian kyanite during the early stages of World War II fostered further study on the development of synthetic substitutes. In 1943, McVay and wilson7 reported on an extensive investigation of domestic substitute materials. Their work covered essentially the use of mixtures of electric furnace mullite, calcined topaz, and calcined domestic kyanite. Compositions were found that gave equivalent or better hot load strength than Indian kyanite in mullite-type brick compositions; however, the calcining of the topaz presented certain physical and chemical problems on the disposition of silicofluoride and hydrofluoric acid while the high cost of electric furnace mullite was a limiting factor. In this work it was pointed out that water-quenched fused mullite was found to be unstable on reheat and gave poor hot load strength due to excessive glass present whereas the slow cooled or annealed mullite contained large crystals of mullite and corundum with little glass and gave superior results.

AT THE annual meeting of the American Institute of Mining and Metallurgical Engineers in February, 1923, the Chairman of the Committee on Ground Movement and Subsidence appointed a subcommittee to work out a form of questionnaire and to collect data on subsidence and ground movement resulting from underground metal- and coal-mining operations, and on ground movement and safe slopes in connection with open-cut metal-mining operations. The author was requested to take charge of the collection of data and the preparation of a questionnaire in connection with the Committee's studies of open-cut metal-mining operations, this paper is a summary of the work carried on and information received therefrom up to February, 1924. The first approach to the problem of safe slopes is to gather all information that pertains to finished slopes; in other words, the steepest economic angle from the horizontal that will stand in order to uncover the ores to be mined and be safe while the extraction of the ore at the base of these slopes is in progress. Whether or not this angle is 35° or 45° depends on many factors. The number of benches maintained to take care of falling rock and their height and width are direct functions of this overall slope. The slope is here taken to mean the angle from the top edge of the pit through the edges of the respective lower benches to the bottom of the pit. If we accept this definition of the slope, it might save some confusion as there would be a difference if one took the line from the top edge of excavation to the toe of the bottom slope. This latter slope would not be constant, but would vary with the number of benches. The depth of the various ore faces will vary, of course, depending on the deposit; Table 1 shows this to range from 50 ft. to 1100 ft. The geology is an important factor, as are the climatic conditions under which one is operating. A saturated condition in some rock structure causes rock flows; in the Panama Canal excavation, slides have run on a ratio of as low as one on ten, which is a 10 per cent. grade, or a slope of less than 6° with the horizontal. This paper discusses some of the fundamental physical and chemical characteristics of coal in Illinois that affect its preparation for the market. At the present time preparation consists almost entirely of sizing and hand-picking. The washing of coal has almost entirely disappeared from the state. This is a rather startling fact when one considers that in the year 1908 Illinois outranked all other states in the quantity of coal washed and a few years later, in 1912, 85 washing plants were reported. Two reasons are apparent for this change. One, which is probably the most important, is that immense areas of comparatively clean coal were opened; the other is that many of the early washing plants were inefficient, so that washed coal was looked upon with disfavor in many trade centers. Objectives of Operators Some of the outstanding preparation aims being given due consideration by operating men are: 1. The greatest possible production of lump and domestic sizes which bring in the market at least $1 per ton more than the fine sizes or screenings. 2. Efficient screen sizing with as little breakage as is consistent with economical operation. 3. The removal of extraneous ash and sulfur. 4. Utilization of low-priced screenings. 5. Suppression of dust in domestic coal shipments. Preparation Underground To get the greatest possible production of the larger sizes, preparation must start at the face. Improvements in blasting and loading have increased the sizes larger than 2 in. by as much as 20 per cent. at some mines.
