The library of the above-named Societies is open from 9 A. M. to 10 P. M. except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared, to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. We of the employer class represent labor in the social organization and in industry just as truly as do those who labor only with their hands, and, because our labor is chiefly with our brains, the duty is all the more imposed upon us to use those gifts in which we excel in helping steer a clear course through the turbulent waters in which we are now enmeshed. Only their selfish engrossment in the daily tasks they were employed to perform could possibly have permitted the great majority of the intelligent and industrious German people to become terrorized by a handful of the idle, the vicious, and the criminal, whom the elections to the National Assembly showed to be in as pitiful a minority as they are in Russia, in this, and in other countries. It is the leisure unemployment of the I.W.W.'s, the Bolsheviki, and the Sparticans that has enabled them to devote their whole time to a concerted and aggressive struggle against the great majority of those of the world's workers who are unorganized, and who are therefore even in opposition one to the other. In union there is strength, and this was never better illustrated than by these conditions. The great fallacy of our previous attitude toward social and industrial problems has been the belief that labor, by which we commonly mean organized or physical labor, is something antagonistic to and having a different object in life from that great body of unorganized laborers who work with their brains. Our difficulty has been our lack of will or opportunity to think. The hurry of our daily struggle to earn our livelihood under the nerve-racking pressure of modern civilization has left us no opportunity for quiet thought and study. The physical laborer, and above all the laborer in the mines, on the other hand, has all his hours of toil in which to think over, in all their varied aspects, those problems that concern his immediate, personal well-being. As a result he has arrived at perhaps a more true appreciation of the facts of life in their relation to social and industrial conditions than we. Have we not too readily adopted the view that, as the managers of industry under the direction of capital, it has been our duty to think and act in opposition to labor, rather than to realize that we also are laborers, have like aspirations, and should participate in a free and aggressive solution of these problems rather than leave their solution

SOME statements have already been made to the Institute in reference to the cost of other departments of the above-named works, and some details have been given in tabular form.* For the purpose of the present paper it may be sufficient to say that this converting works is made up of three buildings, a cupolahouse, an engine-house, and a converting-house. The machinery and fixtures comprise two blowing-engines, two pressure-pumps, two five-ton converters, five hydraulic cranes, three pig-iron cupolas, four spiegel cupolas, two lifts for the cupolas, together with the usual arrangements of smaller parts. Every effort was made in the construction to combine efficiency of operation with durability, and the general course of the operation of the works during two and a half years seems to warrant the belief that the large outlay has been fully justified. • In the accompanying tabular statement all items on vouchers less than ten dollars, and all freight items have been omitted. * See Transactions of the. GUILLAUME,* .Sèvres, France written discussion?).-Referring top. 2052, experiments made at the end of the year 1884showed a remarkable agreement between the indications of various verre dur thermometers of which all the corrections had been determined with the greatest possible precision. The maximum deviations not attributable to the comparisons themselves were then about 0.002 to 0.003 degree. Much later, greater differences began to show. They were caused by the fact that the glassmaker-had modified the composition by adding to it a small quantity of lead. Efforts are now being made in France to obtain a regular, supply of glass made according to the old formula. The determination of the boiling point of sulfur made by Chappuis,1 444.5°, accords very well with the value noted on p. 2054. The International Committee of Weights and Measures and the General Conference have already considered the future abandonment of the hydrogen scale in favor of the thermodynamic scale. The hydro-gen scale appears to be, in their estimation, a transitory one, happily so closely approaching the final scale that no correction should be necessary for all measurements of temperature made during the last 30 years.

The ore deposits at Firmeza have been worked continuously since 1884; those at Daiquiri since 1895. It is surprising, therefore, that they have not been the object of careful geologic study until quite recently. It is true that considerable attention was paid to these deposits by A. C. Spencer, in 1901, in the report on the geology of Cuba, by Hayes, Vaughan, and Spencer,l but this was only incidental to a hasty general reconnaissance of the Island. As far as the Daiquiri deposits are concerned, this gap has been filled by the appearance of the two papers by Prof. James F. Kemp2 and by Prof. Waldemar Lind-gren and Clyde P. Ross respectively.3 Max Roesler, first holder of the Emmons fellowship, made a detailed study of the Firmeza deposits during the past summer, so that soon we can expect a full description of them. Consequently, there is no, demand at the present time for a description of the deposits from other sources, and that is not the purpose of this paper. The papers on Daiquiri, however, leave unsolved problems in regard to the age of the rocks of the district and certain phases of the genesis of the deposits, and it is with the hope of aiding in the solution of some of these problems that this contribution is offered. Kemp, and Lindgren and Ross agree in assigning these deposits to the type of contact metamorphic deposits. They disagree in part on the question of their localization. The deposits occur in an extensive area of diorite which includes numerous blocks of limestone, and sometimes are found in the contact zones between these blocks and the diorite, and in other instances are completely enveloped in the diorite, showing no apparent connection with the limestone. FOR many years it was considered quite the proper introduction to any discussion of zinc metallurgy to remark that the methods of extracting zinc from its ores were archaic. Often there was an added implication that the industry in every phase savored of the days of alchemy. On rare occasions comments of this sort may still he heard. Fortunately, not only for the zinc industry but for the world at large, there is today no longer a basis for considering zinc metallurgy unprogressive. Progress in any industry is possible along three distinct lines. The methods of production may be improved, thereby reducing costs. In the case of basic materials, this may also have the important effect of increasing potential supply. Second, quality may be improved. Finally, the product may be made more valuable to consumers through increased knowledge of its utilization, thus holding old markets or opening new.

By executive order of the President, dated June 25, 1918, the investigation of matters relating to gas warfare, which had been initiated by the Director of the U. S. Bureau of Mines early in 1917, and had been continuously maintained and improved since, that time, was transferred to the recently created Division of Gas Warfare of the War Department. On the occasion of this transfer, both the President and the Secretary of War took occasion to speak most highly of the efficient service that had been rendered by the Bureau of Mines. It gives us great pleasure to reproduce here a letter from the President and from the Secretary of War, bearing on this subject and also to append a brief review of the work of the Bureau of Mines, prepared by its Director, Mr. Van H. Manning. The White House, Washington. June 26, 1918. MY DEAR MR. MANNING: I have had before me for some days the-question presented by the Secretary of War involving the transfer of the chemical section established by you at the American University from the Bureau of Mines to the newly organized Division-of Gas Warfare in which the War Department is now concentrating all the various facilities for offensive and defensive gas operations. I am satisfied that a more efficient organization can he effected by having these various activities under one direction and control, and my hesitation about acting in the matter has grown only out of a reluctance to take away from the Bureau of Mines a piece of work which thus far it has so effectively performed. The Secretary of War has assured me of his own recognition of the splendid work you have been able to do, and I am taking the liberty of enclosing a letter which I have received from him, in order that you may-see how fully the War Department recognizes the value of the services. I am to-day signing the order directing the transfer. I want, however, to express to you my own-appreciation of the fine and helpful piece of work which you-have-done, and to. say that this sort of team work by the bureaus outside of the direct war-making agency is one of the cheering and gratifying evidences of the way our official forces are inspired by the presence of a great national task. In the early days of preparation and organization, Dr. Manning's contact with scientific men throughout the country was indispensably valuable. He was able to summon from the universities and the technical laboratories of the country men of the highest quality and to inspire them with enthusiastic zeal in attacking new and difficult problems which had to be solved with the utmost speed. I do not see how the work could have been better done than he did it, and the present suggestion that the section now pass under the direction and control of the War Department grows out of the fact that the whole subject of gas warfare has assumed a fresh pressure and intensity, and the director of it must have the widest control so as to be able to use the resources at his command in the most effective way possible. The proposal does not involve the disruption of the fine group of scientific men Dr. Manning has brought together, but merely their transfer to General Sibert's direction. In a previous publication from this laboratory1 the conclusion was drawn that the embrittling effect of occluded hydrogen on iron and steel must result from the precipitation of the gas within small openings through the crystal structure. A review of the literature then published indicated the real existence of crystal substructures of the mosaic type and gave presumptive evidence that the "rift openings" associated with hydrogen occlusion are the same as the L'disjunctions" of the mosaic theory. Inasmuch as no clear conception of the actual nature of the crystal fragments and openings inherent in these theories has been established, it was considered desirable to obtain direct micrographic evidence of their true configuration. In this direction the standard methods of metallographic attack have proved useless. Recourse was had, therefore, to the direct examination of the surfaces upon which failure by cleavage had resulted from the presence of hydrogen. It was expected that such a surface, unaffected by chemical attack and undis-torted by polishing, would reveal the fine openings penetrated by the gas and thus indicate the real nature of the substructures. Materials Studied In commercial steels, defects caused by hydrogen take various external forms according to such factors as structure and purity, and to the extent to which hydrogen either occludes or produces chemical changes. The present work relates only to the well-known transcrystalline hydrogen embrittlement—-"pickling brittleness "—in which elemental hydrogen occluded within the grain develops cleavage characteristics. For example, hydrogen embrittlement resulting from hydrogen reaction products is excluded from detailed study. It was also desirable, as far as possible, to have the study uncomplicated by other elements which themselves cause brittleness. Three types of iron were used. These included ingot iron, decarburized free-machining steel, and a specially prepared, aluminum-killed, electrolytic iron. This choice allowed a comprehensive selection of unavoidable minor impurities and inclusions, which could subsequently be shown to have no specific effects on the structures within the grains. Carbon, and any other impurities free to react with hydrogen, were first removed by a preliminary annealing treatment in hydrogen. Subsequent treatment in vacuo extracted much of this hydrogen and its gaseous reaction products. The resultant ductile iron was then embrittled either by a second anneal in hydrogen, followed by rapid cooling, or by cathodic electrolysis. Group 1: Prepared from Armco Ingot Iron As shown in Table 1, the principal impurity in this iron was oxygen, which survived the purifying treatment to a large extent. Two series were prepared. In 1959, the Duquesne Light Co. was faced with the problem of moving more than 40 million tons of bituminous coal in Greene County, Pa. The coal had to travel a distance of about 4 ½ miles from a new mine portal in Rocky Run Valley to the company preparation plant and loading facilities on the Monongahela River. After careful study of this immense transport problem, Duquesne decided that the belt conveyor system described in the following pages offered the best solution. This system, now in operation, is probably one of the four or five longest permanent overland conveyor systems in existence. The general layout of the entire system is shown in Fig. I. A detailed description of the salient features of the system is presented below. THE MINE The valley of Rocky Run where the system begins is very, very narrow and very steep. It was chosen as the site of Duquesne's new mine portal because it was the only place on this particular property where the Sewickley coal seam cropped out. The valley also had two other advantages. First, it fronted on a state road and, second, it offered a site where some 4 million gallons of water could be stored for use in dust-allaying sprays needed in the mine. The company elected to construct a drift mine in the valley because this would require neither the hoisting time of a shaft mine nor the walking time of a slope mine. As part of the mine construction project, the valley was leveled by relocating its stream and filling its center with material cut from each side.

The oil industry in the Soviet Union closed the 1929-1930 operating year fulfilling its assigned program. During this period of time, however, no basic improvements were noted within the industry. A careful study of the conditions indicates that disorganization in most branches increased continually; that supply and transportation problems are approaching a state of breakdown; that labor problems become increasingly difficult and that the estimates for 1931-1933 period are too large. The production of all Russian fields increased by 27,200,000 bbl., as compared with the 1928-1929 operating year, while the next year's program anticipates a further increase of 46,000,000 bbl., and the 1933 plans call for an amazing total of 330,000,000 bbl., or over 150 per cent, more than the production of the operating year that has just closed. Table 1 shows petroleum production in Russia by individual areas and fields from 1916, and furnishes estimates for the three coming years, which constitute the balance of the Five-year plan. A brief analysis of Table 1 will show that the Soviet Planning Commission anticipates that the fully developed fields of the Apsheron-Baku will double their production by 1933, .as compared with 1929-1930, and that the old Grozny fields, which are already showing a tendency to decline, will increase their output from 44,110,000 bbl. in 1929-1930 to 68,000,000 bbl. in 1933. Furthermore, in 1933 new fields are slated to produce not less than 100,000,000 bbl., a figure which even under most favorable conditions in Russia would be hard to achieve. Of course, Russia could develop such production, because the country is not lacking in the prospective reserves, but the transportation in the country today (as in the past.) is in such poor shape that neither the supply of a gigantic oil industry nor the movement of its products is within the realm of possibility. Table 1 shows the future estimated crude oil production as required by the Five-year plan, and also as reasonably estimated by the author, taking into account natural declines in old fields, slow development of new areas and the deficiency of the transport. While in the 1929-1930 operating year only two major fields underproduced (Surakany and Maikop) and the plan was fulfilled to the extent of 97.4 per cent., the production of the last three months of 1930 ("Shock Quarter") indicated

Solutions to the diffusion equation for a line source located anywhere in a region bounded by a circular discontinuity are presented. Such solutions follow automatically from the Green&apos;s function presented by Jaeger.4 Petroleum industry applications of this problem would include transient compressible fluid flow in porous media bounded by a discontinuity. Since several recent papers have treated the subject in less general form, it would appear that many workers in this area of the petroleum industry are not aware of Jaeger&apos;s work. STATEMENT OF THE PROBLEM In several trearments1,2,3 of the transient flow of compressible fluids in porous media it was convenient to consider a region to be bounded by a circular discontinuity. In such a region (Fig. I), the properties in Region 1, r < a, are constant but different from the properties in Region 2, r > a. Hurst, l using the Laplace transform, obtained solutions for a line source located in the center of such a porous medium. The purpose of this work is to point out that a much earlier paper by Jaeger4 presents the solution for a line source located anywhere inside the discontinuity. The assumption is made that a line source may be used to approximate a well. In the following material it is convenient to use the terms source and well as being equivalent; however, the reader should remember the distinction in applications. SOLUTIONS Jaeger presented the Green&apos;s function for a line source, or well, in the composite region shown in Fig. 1. Interest in the corrosion problem seems to continue without abatement and is bringing practical results. At least four important conferences on this subject have been held during the last 5 months. Those interested in steel-frame structures are taking steps to study vulnerable points on account of the failure of some minor parts in certain buildings after 35 years of service. The steam power-plant group, including the railroads, realize the importance of a better knowledge of corrosion, especially under modern high-temperature boiler operations. The chemical and refrigerating industries have already conducted a systematic study of depreciation of metals by corrosion, for which they have spent considerable money and time during the last 2 years with encouraging results. More has probably been done to control corrosion in the atmosphere and in closed water systems, because the work on these phases of the problem started over 15 years ago and the important factors are now fairly well understood. As a result of all this work, there is now little excuse for corrosion in water conduits, recirculating condensers and cooling systems, since economical means of prevention have been worked out to meet nearly all situations where such corrosion occurs. The entire Baltimore water supply was treated with lime at a cost of only 35 c. per million gallons and the rate of attack on the pipes has been reduced to not over 20 per cent. of what it was before the treatment. Yearly damage to water mains in Baltimore is estimated at $300,000, and in New York City at $5,000,000, not including damage to water conduits in buildings. In some cities corrosion is now recognized by water works&apos; engineers as a major problem. In the oil industry, there are evidently three general classes of corrosion, relating to: (I) Production, (2) transportation, and (3) refining. (1) Production.—Some fields, those of California for example, have little corrosion trouble in the wells. In others this is a major problem and should be a strong incentive to the development of more resistant metals at a reasonable cost. E. G. THE temperature of the ferrite to austenite re-action is established frequently by continuous heating experiments. However, equilibrium studies of this reaction have demonstrated that austenite may form at temperatures considerably below those at which the reaction is first observed during continuous heating. Because of this discrepancy, tempering is sometimes performed above the true critical temperature and in these cases austenite forms during tempering. The lowest temperature at which austenite forms and the kinetics of the reaction have been studied by Bain,&apos; Bleakney and Gros-venor,2 and Dube and Cunningham. This austenite can affect the properties either as austenite per se, if it is retained at room temperature, or as a decomposition product if it transforms. The effect of austenite formation during tempering on low temperature impact properties of an 8 1/2 pct nickel steel was reported by Brophy and Miller4 in work published after the present investigation was initiated. They concluded that the improvement in low-temperature notch toughness which followed tempering at certain temperatures could be attributed to the austenite formed during tempering. Kramer et al.5 found anomalous hardness increases and embrittlement after tempering of a low-carbon manganese-nickel steel. They concluded that austenite formed during tempering, and that the decomposition products were responsible for the increase in hardness and the embrittlement. Quan-titative correlations of the microconstituents and mechanical properties were not made by these investigators. The present study was undertaken in order to establish the kinetics of formation of austenite at various temperatures, the characteristics of the decomposition of this austenite, and the relationship between mechanical properties and the phases present. Experimental Procedure A low-carbon manganese-nickel steel was selected because of the sluggishness of its austenite decom-position reactions. The composition of this steel in percent was: C, 0.10; Mn, 3.52; Ni, 2.34; Mo, 0.52; Cr, 0.17; Si, 0.19; V, 0.15; P, 0.019; and S, 0.020. Samples were prepared by forging sections from a large ingot to 3/4 in. bars. Formation and decomposition of austenite were investigated by dilatometric techniques which were checked by X-ray measurements. Dilatometer specimens were hollow cylinders 1 in. long, 1/2 in. diam, with a 1/8 in. central hole. All specimens were aus-tenitized for 1 hr at 1650°F and quenched in water prior to insertion in the dilatometer. Oxidation was prevented by using an inert atmosphere of purified nitrogen. Dilation was measured with a dial gauge which could be read by interpolation to 0.00005 in. Temperature was maintained within ± 3°F by a Brown Electronik Controller. Chromel-alumel thermocouple leads were welded to opposite ends of the specimen with the specimen serving as the hot junction. As a check on temperature uniformity comparison was made of the specimen temperature as measured with the chromel-alumel leads and the temperature of the center of the specimen as measured with a calibrated platinum—platinum-rhodium thermocouple embedded in asbestos in the central hole of the specimen. During heating a 5°F temperature difference was noted below 1000°F, but none above, while in cooling, a 5°F difference was observed from 1300" to 735°F, but none below. Heating rates of 35°F per min and cooling rates of 60°F per min were employed for all dilatometric studies. For transformation studies below room temperature, the dilatometer was allowed to cool to 150°F and then was quenched into liquid nitrogen.

Prior tests by Dorn, where the strain rate in a tensile test was suddenly changed, have shown a small, but definite rate-history effect to exist. If this effect is neglected in the calculation of creep behavior from tensile results, an error should occur. This paper shows that this error is smaller than experimental scattering, and may be neglected. DORN1 has found a small but definite rate-history effect in the aluminum alloy 250 at liquid-nitrogen temperature using tensile tests with an abrupt rate change. Such an effect is to be expected from pre-viously known2-6 temperature-history effects, together with general experience that effects produced by changing the strain rate a large amount are simi-

The effects of hydrostatic pressures to 26 kbars on the micro structure of poly crystalline Cd, Zn, Bi, Sn, Zr, Mg, Cu, and Fe were examined. Pressure-induced microscopic plastic flow in the form of boundary migration, slip, multiple slip, or twinning has been observed either singly or in combination in cadmium, zinc, bismuth, and tin. No deformation was observed in zirconium, magnesium, copper, and iron. The occurrence of such deformation, in terms of its intensity and initiation pressure, relates directly to the degree of anisotropy in the linear compressibility. Pressure cycling does not significantly affect the residual tensile properties of a zinc alloy which exhibits pressure-induced deformation similar to that of Pure zinc. CLASSICAL elastic theory predicts that a superim-posed hydrostatic pressure will not induce shear stresses in an ideal material. Thus, in the case of homogeneous and isotropic materials plastic flow will not occur as a result of pressure exposure, regardless of the magnitude of the pressure, unless some form of phase transformation or permanent density change takes place. However, real materials, such as metals, often vary considerably from the condition of homogeneity and isotropy. For this reason, Vu and johannin&apos; examined and observed hydrostatic pressure-induced microscopic deformation in polycrystalline cadmium and, zinc, but not in aluminum, to pressures of 9 kbars and indicated that its occurrence is related to anisotropy in the linear compressibility. In addition, Davidson and omaan&apos; have reported pressure-induced deformation in polycrystalline bismuth below the 1-11 transformation pressure. It becomes apparent then that under certain conditions hydrostatic pressure can induce localized internal shear stresses in some metals of sufficient magnitude to cause plastic flow. In this work, eight pure single-phase metals of different lattice structures and degrees of elastic anisotropy were examined after pressure exposures of up to 26 kbars in order to establish the conditions under which such deformation occurs and the type of deformation as a function of pressure. One phase of Bureau of Mines research deals with reduction of primly respirable dust generated by bit cutting action at a coal seam face. This paper presents a summary of coal cutting technology addressing this problem. All aspects of the cutting system affecting miner health and safety are discussed. Cutting design concepts are considered that minimize dust generation, energy used, and Ignitions, while maintaining production. With present equipment, an operator can maintain production and minimize dust energy and conditions by cutting at maximum depth (maximum sumping or advance rate) at all times, at minimum rpm with fewest possible bits, and with lowest possible included bit tip angle, i.e., minimum bit wear.

The solubilities of oxygen in liquid Ag-Au, Ag-Pt, and Ag-Pd alloys have been determined in the range of 940° to 1200°C at 1 atm pressure of oxygen using an improved Sieverts technique. The additions of gold (0 to 57 pct), platinum (0 to 27 pct), and palladium (0 to 22 pct) to liquid silver continuously decrease the solubility of oxygen in liquid silver. Activity coefficients and interaction coefficients of oxygen in these alloys and have been calculated. The interaction coefficientscan be described by the following equations: Approximate second-order interaction coefficients (pM have been calculated. The contribution of the product, pMxNM, to In yo only becomes significant at high alloy concentrations. RECENTLY several investigators1"3 have redeter-mined the solubility of oxygen in liquid silver. In general the recent findings1" for Po, = 1 atm are in good agreement with the equation:4 log %O = 695.4/T + 1.086 [1] It is established1, 2 that the solubility of oxygen follows Sieverts&apos; law reasonably well, at least up to 1 atm partial pressure of oxygen. It should be noted that a very slight deviation from Sieverts&apos; law has been reported by Lupis and Elliott.3 Only recently has the solubility of oxygen in Ag-X binary liquid systems received much attention, and only the Ag-Cu, Ag-Au, Ag-Pt, and Ag-Pd systems have been studied. Par lee, Sacris, and zoellners reported that the solubility of oxygen in liquid silver increases progressively with the small additions of copper (0 to 0.5 pct) up to the point where the copper oxide phase appears. Lupis and ~lliott~ have reported that the solubilities of oxygen in liquid silver decrease progressively with the additions of gold, platinum, and palladium. However, their investigation was limited to 0 to 5 pct of these alloying elements, a range too limited to satisfy the requirements of the research program of this laboratory, where the solubilities of oxygen in the range of 0 to 30 pct were required for the calculation of chemical diffusion coefficients of oxygen in these alloys. The present paper deals only with the solubilities of oxygen in these alloys while another paper will deal with the diffusion of oxygen in these alloys. EXPERIMENTAL METHOD A Sieverts technique was employed which involved an improved design of the reaction tube, Fig. 1, as described briefly in a previous communication.4 Liquid melts (70 to 100 g) were held in Norton Alun-dum crucibles. The induction furnace used had a maximum output of 2.5 kw with very fine control. This induction system had excellent stability and the final equilibrium temperatures measured by calibrated Pt-Pt, 10 pct Rh thermocouples are believed to be within ±2C. These thermocouples were checked against the melting point of pure gold wire, and the results agreed with standard tables (±l°C). Each run involved a careful sequence of operations. The sample was heated to and held at about 900°C in vacuum for 3 to 4 hr with the thermocouple in a retracted position. After melting, the melts were usually exposed to a small amount of oxygen (0.5 to 2.0 cu cm) and then degassed slowly for 1 to 2 min to remove any oxidizable volatile impurities such as carbon and sulfur as CO, CO2, SO2, and SO forth.
