The performance of commercially available portable instrumentation for detecting nitrogen dioxide, sulfur dioxide, and hydrogen sulfide was evaluated. Length-of-stain detector tubes from several manufacturers were included in the study. The instruments were evaluated in atmospheres with 50-and 80-percent relative humidities at 75° F and containing test gas concentrations of 0.1, 0.25, 0.50, 1.0, 1.5, and 2.0 times the threshold limit values. The results from the gas analyzers were correlated with the known contaminant concentration by calculating and plotting an estimated line of regression, confidence limits, and correlation coefficient for each detector system. An increase in the relative humidity from 50 to 80 percent at /5° F changed the instrument response to the contaminants. The uncertainties in detection precision reported are for the observer-instrument system. The main difference or inconsistency in toxic gas concentrations determined with length-of-stain tubes resulted from the observer's interpretation of the results rather than from a predominant difference in the tubes.

The Bureau of Mines, as part of its minerals environmental technology research, conducted a study of mine waste tailings disposal. Part of the investigation evaluated the sand bed dewatering technique for disposal of alumina mini plant tailings as a means to increase consolidation rates and contain effluents. The technique employs a bed of sand resting on an impervious bottom. The tailings slurry is impounded over the sand layer and is dewatered through bottom drain piping. The study employed a single 10-ft-high, 6-in-diam, clear polyvinyl-chloride (PVC) column, and thickener wastes from the acid leaching of calcined kaolin clay. Results showed a consolidation rate of 41 in in 186 days for a total volume reduction of 37 pct. Sand bed dewatering was an efficient technique for solid consolidation and effluent containment when compared with data obtained from other dewatering studies.

The report provides a general description of DOM technology, sources for DOM technology, and identifies approaches and requirements for acquisition by the Enterprise of DOM technology by conventional means. The approaches identified assume the Enterprise enters into a contractual/ joint venture arrangement with an uncommitted and competent systems management firm at various stages of the DOM system acquisition process. The approaches provide for training through work/study as well as through direct participation in acquisition programs. The potential success of the alternatives are evaluated in terms of the likelihood of the acquisition of an ongoing Enterprise economic DOM operational capability. The study concludes that sources exist and that the Enterprise should under-take the development of its own technical capability through conceptual design prior to selecting its source for systems management expertise.

Significant advances in longwall mining technology and equipment have occurred over the last decade. By the late 1990s, longwall mine output accounted for 40 percent of all underground output in the U.S., and today longwall mines account for approximately 50 percent of coal produced underground in the United States. A 53 percent increase in average shift production rates has occurred over the last fifteen years. This increased longwall productivity has meant that far more dust is being produced and controlling respirable coal dust provides an ongoing challenge for coal mine operators. The National Institute for Occupational Safety and Health (NIOSH) has completed a series of benchmark surveys at longwall operations across the country to identify current operating practices and the types of controls being used. Gravimetric and instantaneous dust sampling was completed to quantify dust generation from major sources on the longwall section and to determine the relative effectiveness of the different control technologies in use today. Substantial reductions in dust levels were realized at sampling locations on the face when compared longwall surveys conduct in the 1990?s. This paper summarizes the results from the underground dust surveys and discusses current longwall dust control technology and operating practices.

This study was initiated by the Bureau of Land Management (BLM) to develop guidelines for determining the maximum economic recovery of resources in coal mines. The work was in response to a requirement in the Mineral Leasing Act of 1920 and Federal regulations. The intent was to address the economic rainability of small, irregular reserves in existing longwall mines. In particular, there was a need to determine if room-and-pillar mining using a continuous miner (CM method) was economically sound, or whether unconventional (short or odd-shaped) longwalls could be used to recover small coal reserves economically. Small reserves, called "widgets" are left in longwall mines on one side of the mains, near outcrops and adverse geological conditions, or near any other location where reserve geometry does not lend itself to mining with a rectangular longwall panel. The work included (1) analysis of the geologic, geo-technical, and economic factors that influence the recovery of small coal reserves, (2) analysis of historic changes in supply, demand, and coal prices, (3) development of typical cost models for room-and-pillar and longwall mines, and (4) development of a practical methodology for determining maximum economic recovery. The methodology included an evaluation of the ratio of coal mined during longwall mining to that mined for development (LDR) as well as costs of maintaining coal quality depending on market conditions. INTRODUCTION King County, Washington operates a regions wastewater treatment system that provides treatment to 18 cities and 16 sewer districts in the greater Seattle metropolitan area. The system serves 1.4 million people and currently includes two regional treatment plants. In 1999, a long-range planning study identified the need for a third regional treatment plant, now known as Brightwater. Prior to this project, the county has almost exclusively used the traditional design-bid-build delivery process for its capital projects. However, with the adoption of the RWSP, the county began to study the potential application of innovative project delivery methods. This paper looks at the project delivery methods used for the Brightwater project, based on the specific needs of this large, complex, and multi-faceted project. THE KING COUNTY WASTEWATER TREATMENT SYSTEM In 1958, voters approved the formation of a regional agency called the Municipality of Metropolitan Seattle, or Metro, to build and operate a regional wastewater collection and treatment system. Prior to the formation of Metro, there were no regional wastewater treatment facilities and pollution of Lake Washington and Puget Sound from untreated sewage was a concern for many residents. In 1994, King County merged with Metro. The county’s 1,087 square kilometer (420 square miles) wastewater service area covers most of urban King County and extends into portions of two neighboring counties. The system includes two regional treatment plants, a local plant, 61 pump and regulator stations, and 571 kilometers (355 miles) of conveyance pipeline which convey wastewater from local districts to the treatment plants. As with other areas, the greater Seattle/King County region has seen rapid population growth. The RWSP estimates that the current system would soon reach capacity, and called for the construction of a new third regional treatment plant, called Brightwater, to be operational by 2010.

Lead-zinc production at MIM, Mount Isa includes three mines, a lead concentrator, zinc filter plant and lead refinery. Lead production is vertically integrated with lead-silver bullion shipped from Australia to London for refining. Zinc is sold as a concentrate. All three mines have reached varying states of maturity mining a multitude of orebodies having significant variation in grades and metallurgical recovery for three metals. Based on current levels of measured resources, the remaining project life is at least ten years. The objective is to schedule production over the life of all three mines so as to maximize the present value of the complex. Additional scheduling complexity arises out of the implementation of long-term schedules, capital expansion projects for both mining and processing, the presence of substantial inferred reserves and interactions with MIM copper production. A large-scale, time-dynamic, life-of-complex Mixed Integer Program (MIP) production schedule was formulated to optimize lead/zinc cash flow based on a detailed life of project production scheduling study. The requirements for such a study are detailed herein. The operational feasibility of the MIP solution is compared against a non-optimal approach to strategic life-of-mine scheduling. The strategic planning emphasis placed on the MIP is compared to the implementation of a life-of-mine schedules at Mount Isa using spreadsheets and other popular commercial mine schedulers.

The Waterberg Coalfield has vast potential to become a significantmining and industrial centre in South Africa. Its future developmenthinges on a number of critical decisions that must be made jointly by government, power utilities and industry, and on some technical and economic challenges that must initially be overcome. Sufficient water is the primary key to enabling exploitation, together with an adequate market for the large volumes of low-grade coal. As the most likely consumer of this coal will be either a power station or a petrochemical complex, the need for additional energy will be a driving force in the development of this coalfield. Conventional mining methods can exploit the shallow coal resources in both the Grootegeluk and the Vryheid formations, but alternative technologies such as coalbed methane extraction and underground coal gasification are the only currently known technologies that may be able to exploit the deep Grootegeluk Formation resources. However, extensive research is still required into these procedures, particularly with respect to the Waterberg coals. Transport infrastructure to the region is currently not sufficiently well developed to support large-scale exploitation of the region?s coal resources. In particular, the railway line would have to be extensively upgraded to allow the increased export of coal. Alternative transport methods such as pipelines would also have to be pursued to serve a large Sasol-type petrochemical complex or coal gas extraction. The road network would also require improvement, as only the roads between the main commercial centres are currently tarred. Dr Con Fauconnier, Kumba CEO, concluded his presentation to the Investing in African Mining Conference 2004 with the words: Again, it?s all about infrastructure? when it?s there, it enables the development of bulk mining projects which attract the resultant economic benefits for the region and country as a whole. These words aptly sum up one of the stumbling blocks to the future development of the Waterberg Coalfield.

The purpose of this study was to evaluate the various techniques far mine roadway dust control. This evaluation included (a) the types of dust suppressants available, (b) the interaction of these products with the properties of the roadway surface, and (c) the costs and performance measures of the predominantly used dust suppressants. Over 30 products were identified having a wide range of effectiveness depending largely on the properties of the road base, subsurface, and wearing surface. The effectiveness of a dust suppressant was also found to depend on the application and maintenance procedures employed. As a result of this investigation five dust suppressants were identified s being predominant in the surface mining industry: Coherex, wetting agents, lignin sulfonate, water, and calcium chloride: An approximate cost-effectiveness analysis, limited by the lack of quantitative field performance data, showed that the five suppressants ranked in the order given above, with water being one of the least cost effective. This report also presents an analysis of applicable federal and state regulations.

The current version of the computer program ADINA/BM (Automatic Dynamic Incremental Nonlinear Analysis for the Bureau of Mines) for linear and nonlinear, static and dynamic finite element analysis of mine structures is described. The complete report is divided into four parts. In Part A the program solution capabilities, the finite element library, the logical construction of the program and storage allocations are discussed. In Part B the theory and numerical techniques used in the program are summarized. In Part C brief problem descriptions and solution results for some sample solutions that have been transmitted as data cases with the program are presented. In the last section of the report, Part D, the users? manual of the program is presented. Program ADINA/BM is a general effective tool for coal mine structural analysis. The program is an extension of the computer program NON SAP (which was developed under an earlier contract with the U.S. Bureau of Mines). The important additional capabilities of ADINA/BM are: (1) the occurrence of all elements is time dependent, (2) all elements can be used in geometric and material nonlinear analysis, (3) the truss element can be used in elastic-plastic analysis, (4) the three-dimensional element can be employed in orthotropic, elastic-plastic and cracking and crushing analysis, (5) the program executes an out-of-core solution and thus allows the analysis of very large and complex coal mine models, (6) the truss elements can be employed as 2-4 variable-number-nodes elements, (7) a rock material model has been implemented, (8) displacement constraint equations can be imposed in the solution, (9) more flexibility in specifying the incremental solution strategy and an acceleration procedure in the equilibrium iteration are available

Cameroon's mineral industry continued to be dominated by crude petroleum. The country's economic development depended on the production and export of crude oil. Oil output was estimated to be 56 million barrels in 1984 compared with 47 million barrels in 1983 and 39 million barrels in 1982. The country's only refinery processed approximately 16,000 barrels per day of crude oil in 1984, operating at slightly over 50% capacity. This volume, however, supplied the domestic need for motor fuel and heating oils. Cameroon's economy continued to expand despite problems and setbacks stemming from the attempted coup of April 6, 1984. Gross domestic product (GDP) growth in 1984 was 6.5%, the same rate as in 1983. Offshore crude petroleum production was the chief factor in the sustained economic growth. The country also maintained a relatively strong balance-of-payments position through oil exports. Investment, ranging up to 25% of the GDP, greatly contributed to sustained growth. The oil sector contributed approximately 14% to Cameroon's GDP in both 1983 and 1984.

"Bechtel has managed a number of test programs to establish autogenous grinding circuits and size mills for a variety of ores.This paper outlines the procedures whereby bench scale and pilot plant tests are used to select the most efficient circuit to grind the range of ore types likely in the mill feed.Five examples are given. One example traces the development of a pilot plant program; it shows how bench scale Work Indices provide a target for the grinding power requirement of an ore and relates how pilot circuits are changed as a result of interpreting the results from preceding tests. The other four examples relate the interpretation of the test results to provide design data; they illustrate a number of phenomena which have been observed.INTRODUCTIONConventional crushing and grinding circuits can be specified from bench scale test data such as Bond Work Indices. Bond Indices have been correlated to a large number of rod and ball mills and by applying appropriate factors, mills can be sized from the Work Index.For autogenous or semi-autogenous grinding circuits, bench scale tests are not sufficient to be able to specify the circuit and size of the mills for a commercial plant. It is necessary to run a series of pilot plant tests to determine how the ore behaves."

McLAUGHLIN, San Francisco, Cal.-It seems to me that Mr. Snelling's work, if it is what it appears to be, is one of the most important contributions to petroleum technology that has been brought out iii the last 25 years. If his end products are what they seem to be, he has made a discovery, which, in my judgment, will revolutionize the petroleum industry. As to industrially carrying out these processes I do not think there is the slightest difficulty, for I have had some work recently where crude oils were handled successfully at a temperature of 750°F. and pressure of 750 lb. per square inch. WILLIAM A. WILLIAMS, San Francisco, Cal.-What metal did you use, Mr. McLaughlin? - A. C. McLAUGHLIN.-Ordinary seamless tubing, extra strong. WILLIAM A. WILLIAMS.-Tests were made in Dr. Rittman's experimental plant at Pittsburgh, upon samples of residuum furnished by Mr. Bell, the residuum being the remainder of the crude oil after the lighter fractions had been removed. After the material had been run through Dr. Rittman's plant, yields of from 43 to 58 per cent. of material, boiling under 150°C. were obtained. The distillate had a peculiar odor, due to the presence of benzene, toluene, and other unsaturated hydrocarbons. W. N. BEST, New York, N. Y.-What is the difference between the Rittman and the Snelling process or system? WILLIAM A. WILLIAMs.-The fundamental difference is that reactions take place under relatively higher temperatures and pressures and with none of the oil present in its original or liquid state, while the reactions secured by Mr. Snelling and other investigators have been from the liquids in the presence of some vapors. Under such conditions as Mr. Snelling operates, the temperatures and pressures used are limited and the flexibility in the control of these variables is extremely limited when compared with the Rittman process.

Three types of reference gold catalysts, i.e., 3wt%Au/TiO2 (Au-Ti: Type A), and 0.3wt%Au/Fe2O3 on alumina beads (AUS: Type B), and 5wt%Au/Fe2O3 (Au-Fe: Type C), were produced in a test plant scale by Sud-Chemie Catalysts Japan, INC. under the licensing of AIST. To evaluate the validity of the preparation methods and conditions used for the reference samples, elemental analyses by ICP, particle size measurements by TEM, and catalytic activity measurements for the oxidation of CO and H2 over these catalysts were made. Gold catalysts can be prepared in a large scale of ca 400g for the Au-Ti and Au-Fe catalysts, 5 kg for the AUS catalyst with good reproducibility. It was confirmed that they were available for useful as the reference gold catalysts of World Gold Council.

The effect of transition elements which form binary solid solution upon the recrystallization temperature of zirconium has been investigated. All additions raised the recrystallization temperature. A correlation is obtained between the logarithm of the rate of change of recrystallization temperature with atomic percent solute and the free atom ground state electron configuration of the solute element. ThE work of Abrahamson, et al., on dilute binary solid-solution alloys indicated a correlation between the free-atom ground state electron configuration of the solute and either the brittle-ductile transition or recrystallization temperature. These studies were carried out on bcc base materials. The implication is that the outer s and d electrons of the solute are the prime determinant of the absolute rate of change of recrystallization or transition temperature. Furthermore, the limit of linearity has been shown to be a function of solute electron configuration for recrystallization in iron and vanadium. To date no Complete systematic recrystallization study of dilute binary zirconium base alloys has been made. It is the purpose of this study to note whether the change in solvent structure from bcc to hcp will influence the correlation. It was also desired to learn more of the role of the electron configuration of the solvent on recrystallization temperature. PROCEDURE All alloys were made using 99.87 pct Zr with 0.01 Cr, 0.04 Fe, 0.006 Hf, 0.003 Mg, 0.003 Mn, 0.003 N, and 0.080 0 (132 BHN). The solute elements were 99.9 pct pure. According to the published binary phase diagrams6 and metallographic examinations at X750, all alloys used were solid solutions. The alloys were arc melted and remelted six times in the form of cubic 200-g buttons under an argon atmosphere. They were then hot pressed at 950°C to 0.450 in., upset pressed to 0.350 in., and annealed at 800°C for 1 hr. The specimens were then Blanchard ground to 0.250 in., removing 0.050 in. from each side. The grain size of the material at this stage was found to be 8000 100 grains per sq mm. The specimens were then cold rolled to 0.130 in. and cold pressed to 0.125 in., yielding 50 1 pct cold work. All alloys were then chemically analyzed for the principal addition. The interstitial contents remained at the values of the starting material when checked on random alloy specimens. The rolled sheet was cut into 6.75 by 0.25-in. lengths and heat treated in a gradient furnace for 1 hr. The gradient was 250o to 900°C over the 6-in. length, recorded continuously by six thermocouples resting on each specimen. Control was 3oC, accomplished at the hot end. The recrystallization temperature was determined metallographically using polarized light. The criterion chosen was the point on the specimen showing the first recrystallized grain at a constant magnification, X200. Specimens were repeated, and the agreement was found to be 3°C. Mr Colin M. Spence took office as President of The Federation of Societies of Professional Engineers on 1st July, 1984. Colin Maynard Spence was born in November 1921, and was educated at the Durban Preparatory and High Schools, in both of which he was a Dux Scholar. He graduated from the University of Natal in 1942 with a B.Sc. degree in civil engineering. In 1958 he received a Diploma in Town Planning from the same university. To improve communications between mine workings and surface locations during emergency situations and for administrative purposes. The Approach: Development of a device for interconnecting phone systems which permits two-way communication between a public telephone and a mine pagerphone by authorized personnel. How It Works: The system, developed by personnel at the Bureau's Pittsburgh (Pa.) Mining and Safety Research Center, makes connections between the public phone line and mine pagerphone line. As shown in Fig. 1., incoming calls are sensed by the ring detector (4) and the system "answers" the call electronically. To reach the pagerphone system, the caller inserts an audible tone of fixed frequency through the microphone of his telephone. This tone is produced by a miniature, pocket-carried tone generator and is detected by a tone recognition circuit (5). When this hap-pens, relay, switching, and logic circuitry (6) closes the connections between the two phone systems. Simultaneously, a page activator (9) places a DC paging voltage on the mine phone line.

The rail road encounters 75 tunnels through the Western Ghats of India with a total length of 78.35 kms, the longest tunnel being 6.5 kms long.
