The Duchy of Luxemburg, which between 1735 and 1815 was French, adopted as its basic mining law the French Law of April 21, 1810, and an Imperial Decree of January 3, 1813. The Luxemburg Government later supplemented and modified this legislation by the laws of June 12, 1874, April 30, 1890, and May 10, 1898, which, with article 36 of the Constitution, are to be taken into consideration in a complete survey of mining legislation. Potassium, lithium, strontium, barium, and manganese are present in many oilfield brines, None of them except barium is determined routinely in brine analyses. Therefore, sensitive and accurate flame-spectrophotometric methods were developed. Potassium, lithium, and strontium were determined by a standard-addition technique in ethyl alcohol solutions. Barium and manganese were determined in ethyl alcohol and normal propyl solutions, respectively, after interfering substances were removed.

Gold mining in Australia and globally has a long and variable history. In recent years, due to ongoing public concern over long-term environmental impacts, the mining industry globally has been moving towards a more sustainable framework, presented as the æMining, Minerals and Sustainable DevelopmentÆ (MMSD) framework at the Johannesburg Earth Summit in 2002. There are a number of fundamental issues and concerns with assessing the sustainability of mining. Firstly, long-term trends show that ore grades for almost all metals and minerals will continue to decline (some rapidly so), increasing waste rock is being produced due to the trend towards large-scale open cut mining and more complex ores are now commonly being developed. The impact of these trends on the resource intensity, or unit cost, of gold production is of major concern as it could lead to an increase in energy, water and reagent consumption and greenhouse emissions per unit gold produced. A detailed compilation of these fundamental sustainability indices for gold mining has been undertaken, and is presented with respect to indices over time, ore grade and ore throughput. A clear observation is that the resource intensity of gold mining is extremely sensitive to the ore grade, with energy, water and cyanide consumption and greenhouse emissions rising significantly as ore grade decreases. Based on the gold ore resources at operating mines and other known gold deposits, it is most likely that the average gold ore grade will continue to decline, leading to increased resource intensity and consequent environmental impacts (assuming no breakthrough new technologies occur). These findings are of major importance to understanding the sustainability of gold mining. The final judgement of the sustainability of gold mining therefore must take into account the sensitivity of the ore grade in the resource intensity of gold production.

"Difficulties arise in implementing environmental technologies in the mining sector because important fundamental processes, which lead to the environmental degradation, are ignored. Weathering rates, the role of bacteria in the process and the incomplete application of the matching principle of accounting at the time the mining disturbance take place. Mining is a multi-stakeholder activity and the environmental problems have multivariate dimensions also effecting process.The limiting factors in the contaminant generation process are the transport of oxygen by advection, convection or diffusion in air or water and the associated microbial activity. Weathering products are transported from the mineral surface by atmospheric precipitation to surface and groundwater. This contamination takes place at different rates, requiring a long time to evaluate technological choices.Restoration efforts have to focus on slow reaction rates in the contaminant generating processes. Technology, which does not address the reaction rates and is selected based on inappropriate time scales, will not provide long-term solutions. Natural approaches to reduce acid generation, based on Ecological Engineering principles have required decades of research and field testing, but now show promise in addressing the cause of AMD and ameliorating its effects."

Accurate measurement and evaluation of hand-transmitted vibration from a power tool is an important issue for tool manufacturers, because they are obliged to develop low-hazard power tools for workers. The International Standard ISO 5349(1) dictates a systematic procedure for the measurement and evaluation of hand-transmitted vibration. However, the uncertainty in this measurement is too large for manufacturers to apply such data to the design and modification of power tools. There can be several sources of this uncertainty in such measurements; e.g., operator-dependent, power tool-dependent, and operational conditions (see Table 1). For a manufacturer to characterize the exposure of a power tool’s use to a given level of vibration, the relationship between these uncertainty factors and the measured vibration must be elucidated. In this study, we investigated the effect of several factors on the uncertainty in measurements. [ ] Methods In this study, some of the factors in Table 1 were selected for examination, and their effect on the measured variation was quantitatively investigated. Three tools from the same manufacturer were sampled at random in our experiments, and each of five of the same type of insert (disks or tips) was installed into each tool. Although each of the tools and inserts were of the same design and were made by the same production process, they differed from one to another, which can be a source of the variation in the measured vibration. Three human subjects participated in our experiments, which were carried out as stated in ISO 5349. The subjects were asked to maintain their posture, and the applied force was kept as constant as possible. The applied force was monitored using an indirect method, where vibration energy was displayed in real time during the experiment using a three-axis accelerometer attached to the work piece at a specified point. The appropriate range of the applied force was predetermined to cover the range of real work operations. The engineering tolerance between the inner diameter of a grit disk and the outer diameter of the tool shaft leads to an eccentricity of the mass at the center of the disk. The degree of eccentricity varies with installation, and this is another source of uncertainty. In our study, the effect of this eccentricity was investigated by carrying out repeated assembly and disassembly of an insert.

On August 7, 1986, Barge 45, while being towed near the mouth of the Niagara River, was swept downstream and pinned against one of the central piers of the Peace Bridge. The barge rested against the pier with 125 feet overlying the Canadian border and 50 feet overlying the American border. The tug boat which was towing the barge was lost further downstream. Fortunately, the crew escaped and were rescued with no loss of life. There was serious concern about the potential erosion effects of the river currents on the foundation of the bridge pier as caused by the flow concentrations around the barge structure. Due to the time of year, with the approaching Fall and associated worsening weather conditions, it was imperative that the barge be removed as soon as possible. Donjon Marine of New Jersey, the United States Navy's Atlantic Zone Contractor, was called on to retrieve the barge. By this time the original owner had abandoned the wreck.

Workers exposed to vibrating hand tools are at risk of developing symptoms such as cold-induced vasospasms, loss of tactile sensitivity, and loss of grip strength in the fingers and hands. These symptoms are known collectively as vibration white finger (VWF) or hand-arm vibration syndrome (HAVS). Symptoms of VWF or HAVS are in part due to repeated and prolonged peripheral vasoconstriction[1, 2]. The reduction in blood flow that occurs with vasoconstriction can result in oxygen deprivation (hypoxia) in soft tissues, such as nerves and muscle, and lead to functional and structural changes in these tissues. The present study examined muscle tissue to determine if vibration-induced changes in transcript levels and protein concentrations result in enhanced vasoconstriction and hypoxia. Manual dexterity was also assessed intermittently to determine if vibration-induced changes in cellular factors are accompanied by performance deficits. Methods An animal model was developed to study the biological and functional changes that occur in response to repeated segmental vibration exposures. In this model, the right paw of intact rats was exposed to a platform vibrated at a frequency 250 Hz and amplitude of 49 m/s2 to simulate the vibration characteristics of hand-held grinders. Three groups of 8 rats each were studied: a vibration-exposed group, an exposure-control group, and a cage-control group. Exposure sessions, with or without vibration, were conducted 4 hr/day, 5 days/week for 5 weeks. Manual dexterity was assessed intermittently during the 5-week exposure period with the Montoya stair-case test[3], which quantifies the rat’s ability to reach for, grasp, and retrieve small food pellets placed below the rat on different levels or steps. Following the 5-week exposure period, the flexor muscles of the right forelimb were collected for analysis of gene expression, protein concentrations, and immunohistochemistry. Results Vibration-exposure resulted in an approximate 2-fold increase in the expression of a2C and a1D receptor transcripts in flexor muscles (Figure 1). These receptors mediate norepinephrine-induced vasoconstriction in smaller arteries. Vibration-exposure also resulted in an approximate 2-fold increase in hypoxia-induced factor-1a (HIF-1a), a transcription factor that is expressed in response to tissue hypoxia. Western analyses demonstrated that restraint caused a decrease in a1-receptor protein concentrations in the flexor, but vibration-exposure prevented the restraint-induced reduction (Figure 2). Immunohistochemistry performed on flexor muscles (not shown) demonstrated that a1 receptors are primarily located in arteries; maintained levels of these receptors could contribute to prolonged vasoconstriction following repeated vibration exposure. The staircase test showed some performance improvement, or a training effect, in manual dexterity for the control groups but not the vibration-exposed group (Figure 3).

"Syncrude Canada operates the largest oil sands crude oil production facility in the world and produces over 13% of Canada’s total oil requirements. To achieve this, Syncrude mines the oil sands in open pits, extracts the raw oil known as bitumen from the sand using water-based processes and upgrades it into sweet light crude oil by fluid coking, hydroprocessing, hydrotreating and reblending. The final product, Syncrude Sweet Blend (SSB), is sent by pipeline to three Edmonton area refineries and then to pipeline terminals which ship the SSB to refineries in Canada and the United States.As parts of the Mildred Lake base mine reached their economic life, they were replaced with new facilities at the Aurora Satellite mine. Aurora is situated on Oilsand Leases 10, 12 and 34, 35 km northeast of the Mildred Lake facility (Fig. 1).In 2000, the first hydrotransport low-energy extraction production train started up at Aurora. A second production train is scheduled for start-up in 2003. Open pit mining at Aurora occurs using two hydraulic shovels, two cable shovels, and trucks ranging from 320-ton to 380-ton payload capacities (Fig. 2).Once the oil sands is excavated, the trucks dump the ore into a crusher designed to break up the big lumps of oil sands and rock at peak rates of 11 000 t/hr. The ore is then transferred by conveyor to a surge pile and then to a mixing box which combines the oil sands with hot water. Following bitumen separation in the primary separation vessel, froth is delivered to Mildred Lake for processing via the intersite pipeline (Fig. 3).The goal of this paper is to illustrate how high precision shovel GPS (HPGPS) is being used at the Aurora mine to aid in mine planning. This can be accomplished by first describing the function of the mine planning department, describing the Aurora orebody, and finally explaining how the HPGPS system functions and how it is employed at Aurora.The short range mine planning department ensures a steady supply of ore is delivered to the plant at the desired grade in a sequenced and economical manner. This is done by creating a mine plan that consists of shovel dig locations that require the shovels to mine in a specified area at a specified elevation."

In the study of clays and related minerals, the analytical techniques commonly employed in mineral analysis are not always applicable. The X-ray examination of a clay sample usually will show the major constituents, but often minor· clay impurities will not be detected because of line broadening and the similarity of the main lines of clay· mineral diffraction patterns, The petrographic analysis of clay minerals with clay particles as small as a few microns is usually difficult. With still smaller particles, a gross effect often is noted in which a mixture of several constituents gives the appearance of a single constituent with the mean optical-characteristics of the mixture. 3/ The electron microscope has recently been used to study clay particle shapes of various aluminosilicates. 4/ However, this method has not yet been sufficiently explored. The Chemical method in which a mineralogical analysis is calculated from the oxide chemical analysis has been discussed by Wilson 5/ and others, and many of the shortcomings have been pointed out. It should also be recognized that the variable alkali and alkaline earth content of bentonites makes it inaccurate to assign these basic elements arbitrarily to feldspar or mica in any clay that contains appreciable bentonite.

"INTRODUCTIONPine Point Mines, operated by Cominco Ltd., is located approximately 65 miles east of Hay River, N.W.T. on the south shore of Great Slave Lake.The milling operation started in the fall of 1965 with a capacity of 5,000 tpd. An addition was put into operation late in 1968 to bring the nominal capacity up to 8,000 tpd. The present milling rate is 11,000 tpd.With a feed grade of approximately 2.9% Pb and 6.0% Zn the annual concentrate production amounts to roughly 130,000 SDT of lead concentrate and 370,000 SDT of zinc concentrate for a total of 1/2 million tons of product.This tonnage is moved by railroad. Pine Point is served by the Great Slave Lake Division (G.S.L.) of the Canadian National Railways which connects to the Northern Alberta Railway System (N.A.R.) at Roma Junction, at Peace River, Alberta. The system in turn connects to the CNR and the CPR in Edmonton, Alberta. From here the concentrates move inland chiefly to Trail, B.C., with some shipment to other Canadian and U.S. smelters, and to the port facilities of Pacific Coast Terminals at New Westminster, B.C. for offshore export.This paper will focus on the problems associated with the movement of lead and zinc concentrates from Pine Point to port facilities on the west coast."

This work presents: 1.) the results obtained from measurements of temperature profiles in pillars and at working faces of three coal mines located in Colorado and New Mexico, 2) a comparison of the experimental results with theoretical predictors based on linear heat flow models, and 3) temperature profile predictions based on a two dimensional coal mine model with an inclined crack located in the roof or wall of the opening. The thermal properties of the coal and shale samples taken from the mines were used as input data for the computer model. Good agreement was found between the measured profiles and the theoretical values obtained with the one dimensional model. The two dimensional model results show that a visible crack (0.01-0.07-ft thick) in a coal roof causes a surface temperature difference from 0.2 to 1°F at the edge of the crack for rock exposed to air from 1 hr to 288 hrs and with the air to rock temperature differences from 2°-6°F. A temperature difference of 0.3 °F was found between solid and broken rock in a shale roof with a 0.03-ft thick crack inclined 45° to the horizontal after a ventilating time of 48 hrs and the air to rock temperature difference of 2.1°F.

Column Bioleaching of a Low-Grade Nickel-Bearing Sulfide Ore Yellow Mountain Deposit belonging to GobiMin Inc is located in the Chinese Tianshan and Altay orogenic belts, Hami, Xinjiang Province, NW China. Indicated Mineral Resources of its reserve are estimated at 12 million tonnes averaging 0.40 per cent nickel. Mineralogical examination and chemical analysis indicated that the Yellow Mountain ore is a type of high Fe, low Mg and low Ni sulfide ore: the main sulfide minerals are ~8.0 per cent pyrrhotite (Fe1-xS), ~1.0 per cent pentlandite ((Fe, Ni)9S8), ~0.6 per cent chalcopyrite (CuFeS2), ~0.5 per cent pyrite (FeS2), and ~0.2 per cent violarite((Fe, Ni)3S4); the main gangue minerals are ~48 per cent olivine, ~28 per cent antigorite, ~3 per cent chlorite, ~2 per cent talc, ~2 per cent tremolite, and~1.5 per cent magnetite; the chemical analysis of the ore sample are Ni 0.40 per cent, Co 0.016 per cent, Cu 0.24 per cent, Fe 12.4 per cent, S 5.6 per cent, MgO 9.6 per cent, CaO 1.80 per cent, SiO2 48.5 per cent and Al2O3 10.3 per cent. Preliminary results of the shake flask test showed that pyrrhotite is easily leached and the high concentration of ferric iron would hamper the growth of bacteria which will bring a negative impact on the bioleaching conversely. This work aims to set up a method to prevent the negative impact of the ferric ion on the bioleaching of the ore. Two method were combined to prevent the negative impact of the ferric ion, they are adaptation of the mixed bacteria to iron ion and bleeding the off-solution periodically to control the levels of iron ion (depending on the tolerance of the microorganisms to the ferric ion) in the leaching solution. Using a mixed mesophiles composed of Acidithiobacillus ferrooxidans, Acidithiobacillus thiooxidans and Leptospirillum ferrooxidans under room temperature, a nickel recovery of 93 per cent and a cobalt recovery of 85 per cent were achieved in 280 days column bioleaching process with an average nickel concentration in the leaching solution of 2.6 g/L. The results showed that the negative effect of the ferric ion can be successfully controlled and the nickel can be bioleached successfully from theYellow Mountain ore.

In line with the Bureau of Mines' goal of providing technology to maintain a supply of minerals adequate to meet national economic and strategic needs, a method for recovering chromite from lateritic materials was investigated. Laterites are a large resource of Ni, Co, and Cr, critical metals of which the United States has insufficient domestic sources. A roast-leach method was developed by the Bureau to extract nickel and cobalt from domestic laterites. A concurrent effort was made to recover chromium from either unprocessed laterites or the leach residues. This report characterizes laterites and laterite leach residues. It describes a chromite recovery procedure using conventional industrial beneficiation equipment for sizing, low-intensity magnetic separation, and gravity concentration. Concentrates containing 20.0 to 22.4 pct Cr (29.0 to 32.7 pct Cr203) and with a 1.6:1 to 1.9:1 Cr-Fe ratio were recovered from laterites and residues containing 1.3 to 2.5 pct Cr with recoveries exceeding 50 pct. Because of their low grade and fine size, these concentrates would be suitable for preparing chromium chemicals. The direct beneficiation of laterites for chromite recovery resulted in the minerals containing nickel and cobalt concentrating in slime products. No iron oxide coproducts of acceptable grade were recovered from either laterites or residues.

The viscosities and the infrared spectra of the CaO-SiO2-MgO-CaF2(or Al2O3) slags were measured to enhance our understanding of the interrelationship among the thermophysical property, microscopic structure, and chemical thermodynamics of molten slags. The structural role of CaF2and Al2O3in the calcium silicate melts can be explained by a change of the degree of polymerization (DOP). The effect of CaF2on the viscous flow of molten slags is based on a decrease in the DOP by F-as well as by O2-ions and this was confirmed by the infrared (IR)spectra of the quenched slags. The effect of Al2O3on viscosity increase can be understood from an increase in the DOP by the incorporation of the [AlO4]-tetrahedra into the [SiO4]-tetrahedral units and this was also confirmed by the IR spectra. An amphoteric behaviour of Al2O3in the aluminosilicate melts could be correlated to the effect of ionic species of alumina, that is [AlO4]-tetrahedra and [AlO6]-octahedra, on the stability of silicate polyanions by taking the activity coefficients of slag components into account. G.F. Learning The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation's mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Leaming for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Leaming's desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Leaming is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed.

The Summitville Mine, located in the mountains of Southwest Colorado, is an abandoned gold mine. From 1984 to 1992, Summitville was mined for gold using an open pit heap leaching technology. During this period, the volume of acid mine drainage released from the mine significantly increased. This was attributed to the development of the mine pits, the waste rock piles, the heap leach pad, and increased discharges from the drainage adit. The release of this acid mine drainage resulted in the destruction of the aquatic ecosystem for more than twenty miles downstream of the mine. Beginning in 1993, plans were implemented to reduce the amount of acid mine drainage released from the mine. The majority of this work has been completed at the mine. This work includes removal of the Cropsy Waste Pile, closure of the Heap Leach Pad, and revegetation of disturbed areas. Significant improvements to water quality downstream of the mine have occurred resulting from mine reclamation. Aquatic life has returned to portions of the previously mining impacted areas. This study discusses the actions taken to reduce the amount of acid mine drainage generated at the Summitville Mine, the costs of these actions and the resulting reduction in metal loadings. Over 250 samples taken at over 10 locations since 1993 form the basis of this evaluation. Copper loading is analyzed as an indicator of the effectiveness of the actions taken.

An overall summary and the individual reports of eight workshops to determine research and development needs in western mining ore presented. Problem areas are identified, and recommendations regarding priorities, funding sources, and prime movers are made. The objective of this contract was to identify research and development needs for advancing mining technology as well as health and safety measures for western U.S. Surface and underground mining. This was accomplished by convening a series of workshops where problems could be thrashed out by producers of trona, uranium, open pit copper, underground salt (from the Midwest and New York), underground metal and nonmetal, etc. In addition to problems, future priorities, funding, and the desicion as to who should be the prime mover on R & D were discussed.

(l)The direct economic costs to this nation resulting from a decision to embargo South African strategic and critical minerals imports are estimated at $1.85 billion per year.2,3 About 94 percent of these estimated costs are for two platinum-group metals (PGM's), platinum and rhodium. The estimated costs of a 5-year embargo beginning in 1988 for the strategic and critical minerals analyzed are presented in Table 1.4 (2)There are sufficient alternative world sources to South Africa for manganese, chromium, palladium, titanium, and vanadium to meet U.S. industrial demand in the event of an embargo. (3)Alternative world sources to South Africa for platinum and rhodium cannot meet U.S. industrial demand. Non-South African world supply sources can meet about 40 percent of domestic platinum consumption requirements and 50 percent of rhodium requirements. (4)As a result of the increase in prices for platinum and rhodium during the embargo, expansion of domestic platinum-group metals mining and secondary production is expected. During a five year embargo, domestic primary and secondary production expand and together satisfy about one-third of U.S. platinum requirements, one-third of U.S. rhodium requirements, and over one-half of domestic palladium requirements.
