This publication summarizes, for potential contractors and other interested parties, the research, development, and demonstration contract projects programed by the Bureau of Mines for fiscal year 1979 (October 1, 1978-September 30, 1979) under its Mine Health and Safety Research program. The objective of these projects is to provide an ordered and sequenced series of advances toward the Bureau's overall goal of providing the system technology required to create a healthier and safer working environment for the Nation's miners.

On the ‘Majdan III’ open pit mine, supplying with brick clays the production plants of the industry of building material ‘Potisje-Kanjiza’ from Kanjiza, a modern ECS (excavator-conveyor-spreader) complex was built, integrating four bucket excavators, six conveyors and one spreader into a whole. This complex connects the mineral-exploitation unit with the final brick-products plant of the company. Monitoring and management of the ECS complex is carried out by modern computer-supported information-management system (IMS) implementing most modern measuring-regulation, computer and GPS equipment. It was concluded that, for safety reasons, the functions of the IMS should be developed by a component of active visual monitoring of the ECS complex. For this purpose, the task of making a project on intelligent system for visual monitoring of the ECS complex was entrusted to the Department of Computer Application at the Faculty of Mining and Geology, University of Belgrade. This paper gives a review of basic project solutions. "Mineral processing – the first technological stage of utilization of mineral – has a very long history. In particular, it revealed and reveals the continuous development and perfection of technological operations and process organization, comprising not only new design solutions and exploitation procedures but also, for example, perfected systems of control and automation as well as methods of process description and result evaluation. During the recent decades the attitude to mineral raw materials was clearly changed, both to the primary ones, i.e. minerals, and to the secondary ones, such as side products and waste, formerly considered useless and at present more commonly used. This results both from the appearance and growth of demand for more and more numerous components of mineral raw materials and also from the necessity of protection of natural resources, constituting the integral part of the system of sustained development of society.These circumstances, and especially the requirements concerning gaining some components which cannot be separated by means of “classical” (used for many years) technological processing operations and aiming at increasing the technological procedures, evoked the necessity of using new technological solutions, applying other basic operations, also the ones characteristic so far for other processing technologies, i.e. chemical, biotechnological and others.These development tendencies, in general commonly perceived, allow us to formulate an opinion that the former state of tasks and processes of mineral processing is being transformed into a qualitatively new form. It can be assumed that this process was signaled by a situation in which, due to the growing role of technological operations based on physicochemical phenomena (flotation and others), magnetic and electrical ones, etc., one should have observed that the former term of “mechanical processing” became inadequate for the real content of the notion determining the discussed stage of mineral utilization, so the adjective “mechanical” disappeared in most languages."

The roof of the Sishen cave is being mined in order to exploit 6.8Mt of high grade ore. The cavity is filled with quartzite backfill in order to support the roof in the event of collapse. The cave dips at approximately 37o, is 260m along dip and 70m along strike and has a total volume of 261,391m3. GPS and optical monitoring techniques were attempted to detect subsidence but proved to be impractical. The GroundProbe Slope Stability Radar (SSR) uses differential interferometry to measure sub millimetre movement in a rock face. The SSR was applied in a non production situation and detected subsidences of 38mm/day before visual signs of instability were detected. The rate of deformation detected was slowing as a result of the roof coming to rest on underlying backfill. Monitoring during production drilling detected a sudden subsidence of 18.6mm/hour which resulted in the evacuation of personnel from the area. Further inspection of data showed that the rate of deformation was slowing and production was allowed to continue without further incident. The SSR has helped dispel the fears of workers and has proven that subsidence can be accurately measured and delineated with the SSR.

The data base of failed pillar cases as used by Salamon and Munro (1967) in their original analysis to determine the strength of coal pillars empirically, has been updated for this study. It is shown that the Vaal Basin and Klip River coal fields exhibit similar behaviour that differs from the failures in other areas, i.e. failure at high safety factors within a short period of time. Those collapse cases have been omitted from the new data base. Failures in the other areas that occurred after 1967 have been added. Using a technique to minimize the area of overlap between the populations of safety factors of failed and intact pillar cases, the new data base was re-analysed in conjunction with the original Salamon-Munro data base of intact pillar cases, from which the cases in the areas of weak coal were likewise eliminated. It was found that a linear formula reduced the overlap area by22%. The new formula predicts higher strength for pillars with a width-to-height ratio greater than approximately 2.0 to 3.0 and a lower strength for smaller pillars. It was also found that in order to obtain the same relative measure of stability as with the Salamon-Munro formula, the strength constant in the new formula should be within a range of 2.8 to 3.5 MPa. For most current South African coal mining conditions, using the new formula for pillar strength will result in leaving smaller pillars without sacrificing stability. The reason for this is that the Salamon-Munro formula under-estimated the strength of larger pillars and over-estimated the strength of smaller pillars. The new formula will thus result in improved reserve utilization without sacrificing stability.

Mining companies have traditionally organized their structure around a scheme easy to manage: Mining Department and Mill Department. In a challenging landscape for mining, with decreasing grades, increasing rock hardness and more expensive energy, this way to organize departments has resulted in internal disputes and often contradictory targets between both mine and mill. These compete for individual, separated budgets whose Key Performance Indexes often damage each other’s output. The results are increased total production costs and reduction of profits. Some companies have completed the first step in eliminating these inefficiencies by creating Fragmentation Engineers and Fragmentation Superintendents. With all the knowledge available on the overall fragmentation process and costs, in this document an overhaul of the traditional management structure is proposed. Is a step further Mine-to-mill and mine-to-leach programs. Since comminution is the most expensive step of the mineral exploitation, it should be taken as a whole, not divided into competing departments. Thus, mining departments should be re-grouped into: transportation, fragmentation and flotation.

Critical to understanding and controlling phase mixing and separation in metallurgical processes, is the development of reliable experimental techniques to measure interfacial properties of melt systems. A series of experiments has been carried out to determine the effect of oxygen potential on the surface tension of liquid copper. Using an electromagnetic levitation method, a surface tension-oxygen chemical potential adsorption isotherm was produced for the Cu-O system at T 1400 K. The surface tension results show good agreement with the literature values e.g. within 3 per cent for pure copper. The Belton `ideal' adsorption isotherm was applied, and the following equation derived to best fit the experimental data ? =1251-77.5 1n41+ (2.79x105 . pO1/2)](mN.m Using this equation, the surface tension of copper was calculated/predicted as a function of oxygen potential at 1400 K, and showed excellent agreement with the experimental values. This confirmed that the adsorption behaviour of oxygen in liquid copper is ideal. The saturation coverage of oxygen on the surface of liquid copper was determined to be T0 = 6.65 µmoles.m,-2 corresponding to an area per adsorbed oxygen atom of ao ? 25 Å2. These values agree well with those cited in the literature, and our experimental data cover a very wide range of oxygen potential (10-5 to 10-17 atm). The injection of grouting compounds into the consolidated rock surrounding underground mine workings has long been practiced for the purpose of sealing against water flows. In more recent times however, grout injection has also found application for the purpose of rock mass reinforcement. Mines in Europe,America, Australia and elsewhere now make use of significant quantities of chemical grouts in both preventative and remedial strata control work.   Despite the increasing usage of grouting for these purposes, there is limited knowledge about the effects of grout injection on the rock mass, and acceptance of the method is by no means universal. In some cases grouting has been applied with little understanding of the factors that control its effectiveness, and disappointing results have been obtained.   This paper reviews the basic concepts of how grout injection may contribute to the control of rock surrounding underground mine excavations, and highlights the factors which may serve to limit the efficacy of the method and the uncertainties that complicate the appraisal of grouting as a method of strata control.

The new South African Mineral Policy has major implications on the way mineral rent will be collected and shared between the stakeholders in future. Although the policy does not supply details on how this will be done, drastic departures from practices under the previous dispensation require a new approach. For example, there introduction of the ?right to mine? principle implies that the repealed lease consideration concept will be expanded to all minerals. The new policy also makes provision for predetermined standard terms and conditions for all prospecting and mining permissions. It also states that, regardless of whether the mineral rights are state or privately-owned, all prospecting fees and mineral royalties will be determined by state officials after consultation with the registered holder of the mineral rights. This paper proposes a standard mineral royalty formula that complies with the principles mentioned in the White Paper and has been shown to be internationally competitive.

Surface organic microanalysis of platinum (Pt) and palladium (Pd) minerals by TOF MS1 is an attractive complement and potential alternative to conventional collector screening methods. Its attractiveness lies on its ability to focus on individual Pt and Pd mineral particulates, therefore providing a more targeted approach. The only requirement is knowledge of the occurrence (mineral composition, grain size and association) of Pt/Pd in the feed sample. This newly developed technique can detect, and identify collectors and quantitate loadings on individual Pt/Pd mineral particulates at plant concentration levels. Using this technology, collector loadings were measured on Pt and Pd metal plates and on PtS2 and PdS particulates which had been exposed together to aqueous solutions of different collectors. Thus, data were obtained on collector selectivity, the effect of sulphur; and of depressants, the latter in combination with TOF-LIMS2 results. Staged rougher tests on North American and UG-2 ores linked Pt/Pd flotation kinetics with collector loadings and ultimately grade/recovery.

The process of flotation separation and recycling of spent potlining (SPL) was described. On the basis of the laboratory investigations, the effects of influencing factors in froth flotation process, such as grain size, flotation agent dosage, pH value, pulp density, and dissolved components concentration, etc, were carefully studied. And the influence on environment of the process was also discussed. It was found that flotation separation can be used as an environment-friendly method for treatment of SPL residue. Carbon and other compounds (include cryolite, sodium fluoride, calcium fluoride and diaoyudaonite, etc.) from SPL were separated and recycled as flotation products respectively.

The geochemical properties of Kaiata Mudstone and Brunner Coal Measures are evaluated in order to determine their suitability for placement at the proposed Cypress and existing Stockton mines. Correct scheduling of this waste material is needed in order to prevent sulfide oxidation and the generation of acid rock drainage. The Kaiata Mudstone has both acid generating and acid neutralizing properties. Results from this study and previous research from Kingett Mitchell Ltd (2003), indicate that within the Kaiata Mudstone sulphur content decreases with distance away from the Brunner Coal Measure/Kaiata Mudstone contact, while calcium carbonate content increases; sulphur values range from 0.33 to 4.23 wt %; and the acid neutralizing capacity ranges from 0 to 10.4 wt %. The Brunner Coal Measures have a low capacity to neutralize acid and sulphur content is variable ranging from 0.25 to 3.5 wt %. Appropriate control measures are therefore needed for the Brunner Coal Measures and any Kaiata Mudstone within close proximity to its contact. Tests have been undertaken to develop a rapid field or laboratory procedure to define the potentially acid-forming from the non-acid-forming Kaiata material. Results indicate that paste pH, Net Acid Generation (NAG) and Carbonate Bomb tests are suitable. Results from the Carbonate Bomb Test show a strong relationship with the Acid Neutralizing Capacity (ANC) and the Net Acid Production Potential (NAPP), indicating that this method may efficiently determine non-acid forming material in the field within fifteen minutes. Ongoing research includes kinetic column and shake extraction tests. These tests will quantify what trace elements could be leached from the waste rock and provide information on the usefulness of alkaline producing products such as Bauxsol, Limestone and Cement Kiln Dust.

The sudden, violent collapse of large areas of room-and-pillar mines poses a special hazard for miners and mine operators. This type of failure, termed a cascading pillar failure, occurs when one pillar in the mine layout fails, transferring its load to neighbouring pillars and causing them to fail in succession. Recent examples of this kind of failure in coal, metal and non-metal mines in the USA are documented. Mining engineers can limit the danger presented by these failures through improved design practice. Whether failure occurs in a slow, non-violent manner or in a rapid, violent manner is governed by the local mine stiffness stability criterion. This is used as a basis for three design approaches to control cascading pillar failure: containment with barrier pillars during pillar splitting; prevention with panel pillars of high width-to-height ratio and small-centre mining; and full extraction by retreat mining

"Artificial Intelligence includes excellent tools for the control and supervision of industrial processes. Several thousand industrial applications have been reported worldwide. Recently, the designers of the A1 systems have begun to hybridize the intelligent techniques, expert systems, fuzzy logic and neural networks, to enhance the capability of the A1 systems. Expert systems have proved to be ideal candidates especially for the control of mineral processes.As successful case projects, an expert system based on on-line classification of the feed type using neural data analysis is described in this paper. The essential feature of this expert system is the classification of different feed types and their distinct control strategies at the plant. In addition to the classification, the expert system has a database containing information about how to handle the determined feed type. This self-leaming database scans historical process data to suggest the best treatment for the ore type under processing. The system has been tested in the Outokumpu Finnmines Oy, Hitura mine. Other projects have been reported to be in progress.INTRODUCTIONIn the past ten years considerable researches have been done in the application of artificial intelligent methods in process industry. The technologies of fuzzy logic, neural networks and expert systems have received several thousand applications worldwide: monitoring and analysis of process operations, fault diagnosis, supervisory control, feedback control and scheduling and planning of operations. Recently, the designers of these systems have begun to hybridize these intelligent techniques to enhance the current capability of expert system. Complex signal processing, neural networks, fuzzy logic and rule-based systems are also implemented to develop new so-called smart or intelligent sensors, actuators or components. Field buses are playing a more and more important role in automation systems and in imbedded systems. The development of field buses has allowed the distribution of smart components over networks."

This report describes the approach, procedures, and results of a program to develop training materials for roof bolter operators. The objective of the program was to design and produce a training sequence which would prepare roof bolter trainees for job performance. Data was collected and analyzed using the general procedures of Instructional Systems Development (ISD). Input data came from a previous roof bolter training analysis program. This data was expanded and structured through a series of ISD steps: objectives hierarchies, media selection, syllabus, lesson specifications, and train¬ing materials development. The resulting program consisted of an ordered sequence of 15 lessons. The media mix for the 15 lessons included lectures, slide-tape lessons, and hands-on instruction using operational roof bolters. Contents of all lessons were reviewed and approved by the Bureau. The key recommendations were to (1) validate the materials and measure relative effectiveness of media formats; (2) survey mines for training resources and conditions - match materials to user capabilities, rather than selection state of the art technology/media; (3) develop job performance aids (JPAs) rather than simulators; (4) create a style/media/JPA development guide for use in future projects of this kind.

"Viceroy Resource Corporation of Vancouver, B.C. has recently developed the Brewery Creek Mine, an open pit heap leach gold mine 55km East of Dawson City in Yukon, Canada. Mineable reserves are 17.1 million tonnes of ore grading 1.45 grams/tonne, containing 24.8 tonnes (797000oz) of gold. Ore processing employs the heap leach technology using run of mine ore. 1996 highlights included construction of 158,000 m2 of leach pad, placing 1.9 million tonnes of ore at a grade of 1.46 gpt on to the leach pad, construction and successful commissioning of the ADR plant, and pouring of the first gold bar on November 15th.Permitting this mine has drawn significant attention because the heap leach technology, while proven in other jurisdictions, has not been used in Yukon where winter site temperatures routinely reach -45 C for extended periods.IntroductionFollowing a comprehensive governmental and public review of the proposed project, a Class A Yukon Water license was issued in August, 1995. Construction started in 1995 and leaching commenced in October 1996. The Brewery Creek Mine is in Yukon, the home of the Klondike Gold Rush nearly 100 years ago. This is the only part of Canada not glaciated in the Wisconsin advance so there is oxide ore resulting from about 80,000 years of weathering -unique in Canada. Discontinuous permafrost is present on site and has required special consideration in the design. Winter temperatures dip below minus 50 C, demanding an approach to mining and leaching that is different than in more temperate climates.Project DescriptionThe mine comprises 8 shallow, largely oxidized gold deposits along a 7km corridor. An 8 year mining program will extract 17.1 million tonnes of ore grading 1.45 grams/tonne, containing 24.8 tonnes (797,000 oz) of gold. The strip ratio will be 1.35: 1. Overall gold recovery is projected at 78%. There will be 2.3 million tonnes of ore placed on the pad annually, with an average of 2.57 tonnes (83, 000 oz) of gold recovered per year. Because of the cold winters, the mine will operate approximately 210 days per year, while the leaching process will operate on a year round basis. Run of mine ore is placed on the heap 150 days per year. The recovery process utilizes conventional sodium cyanide leaching , carbon adsorption, caustic desorption, and on-site smelting. Peak employment during mining is 145 and winter staff is reduced to 45."

"INTRODUCTIONThis is not a technical paper in the normal sense. It is an informal document which is intended to share the results of some recent cyclone research with our colleagues both in operations and in research.PILOT PLANT FACILITIESFigure 1 is a schematic of the closed circuit hydrocyclone pilot plant testing facility at the University of Alberta. In this figure the system is configured for some experimental work on wide angle cyclones which was recently completed. The rig is designed to study cyclones in the approximate range of 10 cm to 20 cm diameter. Notable features include the variable speed feed pump, the magnetic flowmeter and pressure sensors on the cyclone feed line and the travelling launder which permits simultaneous sampling of both product streams.ORGANIZATIONFor organizational convenience the subject matter has been divided into three parts:(1) Peculiar Partition Curves(2) Wide Angle Cyclones(3) Rope DischargePECULIAR PARTITION CURVESMuch of the initial empirical mathematical modelling work on cyclone classifiers dealt with homogeneous ores. A homogeneous ore is one in which all particles have substantially the same apparent density, or where one phase is very clearly predominant. In contrast, a heterogeneous ore is one in which there are at least two different density classes, each making a significant contribution to the ore composition. (Particle shape similarity is always assumed.)One of the problems which can arise when analysing the overall solids partition (selectivity, Tromp, etc ... ) curve for a heterogeneous ore is the peculiar shape which may be observed, when compared to partition curves for homogeneous ores. This is not an unusual occurrence and it has been documented by Lynch and Rao, Finch and Laplante and Larsen and Spring. The purpose of this section is to identify those operating conditions which may give rise to peculiar partition curves."

Reverse osmosis (RO) and nanofiltration (NF) are widely regarded as being best available technologies (BATs) for removing contaminants of concern from water. In recent years, NF or RO treatment has increasingly gained more acceptance in the mining industry for treating mine water to remove a wide assortment of contaminants, either for meeting discharge standards or for internal re-use in mining processes. Consequently, the number of NF or RO membrane mine water treatment facilities has steadily increased. Although NF or RO membrane filtration can be a powerful tool in mine water treatment, especially when multiple contaminant removal is required, it also has many potential disadvantages. Besides the generally higher capital and operational costs for the high pressure membrane processes, organic constituents in mine water may foul the membranes, while inorganic compounds such as gypsum, calcite, or silica are liable to scale the expensive membranes if proper pre-treatment processes are not implemented. Additionally, because these membrane treatment processes generate a substantial reject or brine waste stream in addition to the clean treated water or permeate stream, brine management also needs to be considered carefully when deciding upon the viability of an NF or RO mine water treatment process. Because of these issues, it is important to conduct detailed analyses of the trade-off between selecting NF or RO vs. using chemical treatment processes when designing a mine water treatment facility.

This paper analyzes the opinion in Bragg v. Robertson, 72 F.Supp. 2d 642 (S.D. W.Va. 1999), a case which threatens the future of surface mining in West Virginia and which will almost certainly result in new policies or rules that will affect surface mining everywhere. This paper addresses: (1) the jurisdictional bases of the action which relies on the federal surface mining laws to enforce a state mining program; (2) settlement agreements reached in the case that threaten to alter federal policies beyond West Virginia borders; (3) a programmatic environmental impact statement on mountaintop mining being undertaken by the federal government; and (4) an opinion by the Court outlawing excess spoil disposal in intermittent and perennial streams.
