TAXATION has become a major item in the operation of Canadian mines, and, as such, merits our most serious consideration. I feel it was a splendid idea for the Institute to set aside this time for a frank discussion of this important subject, and believe great benefit will result from a better understanding of the methods and underlying principles involved. Mining, as a great national industry, may quite properly be called upon to pay its fair share of the cost of running the country; and there is no tendency on our part to avoid this responsibility. There is, however, a very definite demand that the proportion be just, and fairly and sensibly applied. I believe that Mr. C. G. Williams, Secretary of the Canadian Metal Mining Association, and others, are giving details of the various Provincial and Dominion regulati6ns, so I shall not touch on that phase of the situation. However, there are some important factors to which I should like very briefly to call your attention. The first is the vital need for stability. As you all know, a considerable period must elapse between the preliminary stages of any mining venture and the time when it comes to production-or is finally abandoned as un-profitable. These early days are fraught with many unavoidable uncertainties. If, to these natural hazards, the apprehension of instability of governmental action be added, the risk becomes so great that capital seeks other and safer fields for investment, and many otherwise promising projects are thus discarded. There probably never has been a time in recent years when so much money was seeking investment as now. Under favourable conditions, the development of our great mineral resources would be a natural and attractive outlet for this money. The amount of taxation which the mining industry can properly absorb is of the utmost importance at this time, and it might be well to consider this question in its relation to the economic stability of our country, for it cannot be too greatly emphasized that direct taxation is only one item in the net return which our governments derive from the mining industry. Indeed, the many indirect benefits are so manifest that it would seem almost unnecessary to enumerate them! We almost invariably think of mine taxation as a direct company tax-overlooking the fact that sales tax, customs duties, acreage tax, income tax on mine dividends, foreign shareholders' dividend tax, and others, must all be taken into consideration. It would seem that the economic value of non-ferrous metal mining in Canada is not sufficiently understood and appreciated.

Mining and metallurgy have had a long history in China, and resources there have always been considered promising. Under the People's Republic of China (PRC), a remarkable industrial renaissance is underway that should further gain momentum in the years ahead. Rapid development of minerals have not only brought the PRC prominence in industrialization, but also in world affairs. Chinese mineral developments, especially petroleum, have been increasingly in the news. Oil and gas may have great potential, but a very large coal industry is already in existence. The steel industry ranks fifth or sixth in the world. The PRC is also prominent in fertilizer, cement, and salt production. The export metals are well known. Also, the country is buying heavily in nonferrous base metals. The need to know and the intense interest in the subject have prompted this study. The world significance of Chinese minerals is pointed out. The history of growth and PRC's mineral supply position are reviewed. Evaluations are made of policy considerations and regional and technical factors affecting mineral development. PRC's mineral trade and efforts to obtain equipment, supplies, and know-how are assessed. Specific reviews are made of major mineral sectors, including coal and power, oil and gas, iron and steel, nonferrous metals, industrial minerals, and fertilizers and chemicals. The overall outlook is summarized.

During longwall mining in the Bowen Basin, open tension cracks formed by overburden subsidence occur to a height of about 175 m above the mining horizon. Within this zone, water in aquifers or inundated workings will flow into the mine.At the Oaky Creek mines Aquila seam, open cut pits containing pit water overlie German Creek seam longwall panels at a height of about 105 m. The highly saline water is classified as contaminated and cannot be discharged off-site. Because alternative water storage facilities were not available, innovative water management solutions were needed to allow longwall mining to proceed without underground flooding.Computer modelling and underground inflow measurements have been completed to accurately determine inflow rates into longwall mines from overlying water sources at increasing overburden heights. Research work has also included determining cost-effective blanket treatment of final voids and reshaping spoil piles to minimise downward seepage.Ponded water overlying the Aquila low, Grasstree south and A6 pits required remedial works prior to longwall undermining to prevent flooding. In the Aquila low pit it was necessary to partition the pit and remove water overlying longwall 32. Two in-pit bridges were constructed by dozing and track compacting low wall spoil. The final void above the longwall panel was kept dry during undermining. Maximum recorded underground inflow rate was 30.0 L/s.The Grasstree south pit final void, part of the ramp and much of the spoil piles were inundated prior to undermining of 308 panel. A bridge and blanket were required to prevent ponding above the longwall. Maximum recorded inflow during undermining was 23.2 L/s.The pit A6 south final void, which contained dumped, saturated rejects and inundated highwall mining entries was undermined by longwall 36 at the Oaky No 1 underground mine. Because mapping of highwall entries was not available, the maximum calculated inflow rate of 73.0 L/s was based on all design entries being fully inundated. The actual inflow rate during longwall mining ranged up to 20.0 L/s.Water management improvements that have been implemented include greater use of contaminated pit water to wash coal, use of evaporation fans, and installation of a 6 ML/day reverse osmosis plant for water purification.CITATION:Klenowski, G and Winter, S, 2017. The December 16, 1987 measures tabled by Finance Minister Michael Wilson represent one more step toward the objective of total reform of Canada's income and sales taxes. While the income tax changes are taking shape, much work still needs to be done on the sales tax side of the coin.IntroductionOn December 16, 1987 Finance Minister Michael Wilson tabled measures to implement the changes to Canada's income tax system that were proposed in the June 18, 1987 White Paper on Tax Reform. The measures were set out in a Notice of Ways and Means Motion; draft legislation relating to preferred shares, research and development expenditures; and draft regulations regarding capital cost allowance, certified films, flow-through shares, and the resource sector. The reaction of the government to the recommendations made by the Finance and Economic Affairs Committee Report on Tax Reform (the Blenkarn Committee), the Report of the Standing Senate Committee on Banking, Trade and Commerce and through consultations with interested groups and organizations, business, labour and individual Canadians is set out in a booklet of supplementary information.The basic features of the reformed income tax system set out in the White Paper remain. However, a number of significant changes have been incorporated in the Notice of Ways and Means Motion and other material. The following comments address those area s where changes have been made to the original White Paper proposals."

Cooling tower design has not advanced significantly in the last decade. Recognising this, Outotec has developed an innovative horizontal outflow cooling tower with increased performance compared to conventional design cooling towers.Outotec® Cooling Towers operate today in applications such as spent electrolyte cooling in zinc plants and for gypsum removal before copper solvent extraction. In such applications the use of this latest design has enabled increased production and lower maintenance costs in the downstream operations.In actual operations, the cooling performance has been confirmed at start-up, and has demonstrated that the towers operate in accordance with the CFD modelling. In the last three years these towers have proven themselves in commercial operation to operate with high efficiency and availability.This case study will outline comparative data, collected over two years at a site where both Outotec and conventional cooling towers are operating. The data shows that Outotec cooling towers require less than half the maintenance time of conventional cooling towers, when adjusted to a total solution flow basis. A close partnership approach with the site has allowed continual development, ensuring high availability and high performance.Experience with previous cooling tower installations guided the development of maintenance philosophies and procedures; this resulted in a design where maintenance intensive components were accessible from the top of the cooling tower. "The Time of Flight Secondary Ion Mass Spectrometer (ToF-SIMS) is unique in that it measures the outermost atomic layers of any material. The technique is particularly suited for determining surface chemical composition of mineral particles. It is most commonly used as a diagnostic tool to measure mineral surface chemical variability in plant and bench top flotation separation processes. Recently, research towards understanding the full capability of the instrument has resulted in the development of new diagnostic applications related to various Au extraction technologies and the development of the ToF-SIMS as a predictive tool for assessing the chemical reactivity of the ore.In this paper we will present a brief review of the ToF-SIMS technique with recent advances in instrumentation and methodologies including:•,?recent developments and advances towards a semi-quantitative approach to the evaluation of mineral surface modifiers (ex. Cu),•,?flotation case studies investigating activator, depressant and collector loading variability within a flotation process,•,?the recently developed chemical reactivity test which we believe has the potential to predict the behaviour of minerals in a flotation test in response to chemical transfer during grinding,•,recent applications for determination of surface Au preg-robbed in carbonaceous materials.A portion of this material has been recently presented at the COM 2009 meeting and at SIMS XVII (see Dimov et al 2009 and Hart et al, 2009).INTRODUCTIONIn flotation seperation surface chemistry is the principal determinant for selective separation of the various mineral phases (Ralston, 1994, Smart et al, 2003). Determination of this hydrophobic/hydrophilic balance by particle therefore requires correct identification and selection of the particular mineral phase(s) followed by a statistical analysis of the surface chemical characteristics of the particles with an estimation of the spread of values (Smart et al, 2003)."

This report describes the design and implementation of UHF radio and closed-circuit television systems in the Black River room and pillar limestone mine near Butler, Pendleton County, Kentucky. Prior to designing the radio system, measurements of signal attenuation on 812 and 466 mHz were made in the slope tunnel and in the straight and level crosscuts in the mine. Two distributed antenna systems fed by two sets of base stations provide approximately 75o coverage of the mine. Passive reflectors are used for extending signals into intersecting crosscuts and two-way signal boosters will be used to extend signals to the perimeter and obstructed areas of the mine. Fourteen mine vehicles were equipped with mobile radios equipped with digital identification, alarm and status encoders. Fifteen portable transceivers also were used. Six closed-circuit television cameras provide surveillance of critical transfer points of the belt conveyor system, and the loading dock at the base of the slope and an ash disposal area in the mine. Two-way radio communication and closed-circuit television have saved considerable man. hours, increased production, reduced maintenance costs and enhanced safety. Innovative developments were the use of passive reflectors and two-way signal boosters for extending signals into intersecting crosscuts, development of lightweight signal margin measuring equipment, modifications of mobile digital encoders to automatically send status information from mine vehicles such as numbers of loads of ore delivered, hot engine, etc., and the use of CATV technology for multiplexing audio, digital and video signals onto coaxial cables from the surface to the mine.

At Ohio Creek, 3 km northwest of the Thames bonanza goldfield, porphyry Cu-Au mineralisation is hosted in a dacite porphyry associated with porphyry intrusion breccias and overlying andesites and dacites. The geological setting is a Jurassic greywacke basement overlain by Late Miocene andesite-dacite volcanics which are extensively altered to propylitic and argillic assemblages. Diamond drilling at Ohio Creek in 1978-1981 by Amoco Minerals intersected low grade Cu-Au (0.12-0.20% C~ 0.23-0.4 glt Au) mineralisation An advanced argillic 'alteration cap containing quartz-alunite¦dickite or pyrophyllite-dickite¦diaspore is centred on the adjacent Lookout Rocks and has potential for high sulfidation Au-Cu mineralisation. There is a zonation from potassic K-feldspar-magnetitealteration at depth in the dacite porphyry, through an overlying phyllic quartzsericite- pyrite zone which is overprinted by pyrophyllite in the overlying advanced argillic cap. Early quartz stockwork veinlets associated with the potassic alteration contain fluid inclusions that trapped a highly saline (50-80 wt% NaCI equiv) fluid at high temperatures (450 to >600¦C) indicative of a magmatic fluid. Some chalcopyrite is associated with slightly later quartz-magnetite veinlets, but the bulk of the copper occurs as disseminated chalcopyrite associated with the phyllic alteration. The potassic alteration is surrounded and overprinted by propylitic chlorite¦epidote alteration. Late polymetallic sulfide-quartz-anhydrite veins occur within and around the margins of the porphyry system as in the Kaiser Reef. Fluid inclusions associated with these late veins were formed at temperatures of about 250-320¦C from low salinity (1-3 wfl~ NaCI equiv) fluids. The spatial association between porphyry eu-Au mineralisation, advanced argillic alteration and polymetallic sulfide veins suggests that they are genetically part of the same hydrothennal system. This is consistent with reconnaissanceK-Ar dates of 11.6-10.7 Ma for the intrusive porphyry at Ohio Creek, alunite in the advanced argillic alteration zone at Lookout Rocks and sericite selvedges from the Waiotahi gold-quartz veins at Thames.

Next year marks the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). As the U.S. coal industry scrambles to cope with serious economic difficulties, it is appropriate to examine some other difficulties that have their origin in certain provisions of that ten year old law, and that bear directly on the economic viability of surface coal mining in the west. This paper focuses briefly on three technical issues in the reclamation of surface coal mines in arid regions, and suggests that innovation can resolve these issues. The coal industry operates within a narrow legal context, defined in 1977. In enacting SMCRA, Congress listed among the purposes of the Act ?... to...strike a balance between protection of the environment, agricultural productivity and the Nation's need for coal as an essential source of energy." I maintain that such a balance has never been struck, particularly with regard to the reclamation of mines in the west. One reason is that when SMCRA was enacted its supporters were aware of uncertainties about the potential for successful reclamation of western surface mines. Over the intervening years, as a recent Congressional study report (OTA, 1986) points out, "...the risks these uncertainties may pose to the long term success of western reclamation have been reduced significantly." Unfortunately, SMCRA's enforcement agency, the Office of Surface Mining (OSM) has not yet recognized this fact, and the western coal industry is paying the price.

This paper will discuss the design, construction, and performance of the support of excavation on the Dulles East and West Automated People Mover Tunnels and Station projects. The elements of the system included drilled soil nails and rock anchors with reinforced shotcrete to the excavated face. We will discuss the geotechnical characteristics, design and construction considerations, loading criteria, construction techniques, schedule constraints, and performance of the support of excavation system. In consideration of the conference theme, there will be a discussion of the application of the real-time instrumentation monitoring program. The project team worked to design and install approximately 710,000 square feet of shotcrete and 19,000 soil nails/rock anchors as well as excavate over 720,000 cubic yards of rock materials within 15 months and in such a manner as to minimize the disruption to airport passengers and operations.

Iron ore is normally sold in bulk at certain specifications. These include iron grade and specific contaminant grades, typically silica, alumina, phosphorous and sulfur. These target grades are normally agreed between the mining company (producer) and the steelmaking company (customer).This study presents an alternative to traditional cut-off grade calculation, using linear programming that maximises the total ore inventories within a predefined mining envelope while meeting the specified targets. Providing a feasible mining sequence that maintains the target grade is not covered in this study.The method was applied to Fortescue’s operations. The complexity arising from differing ore quality within each mining horizon, variable yields and upgrades and the need to control iron and contaminant grades provided a good opportunity to test an alternative method of ore selection. The new method significantly reduced the time spent in cut-off selection and sensitivity analysis, and provided an optimised solution.CITATION:Aros, M and Reilly, L, 2014. These volumes report on the study initiated by the U. S. Bureau of Mines to develop and apply a methodology to quantitatively assess the probability and potential benefits of technological innovation over the next twenty-five years. The potential was recognized for new technology to solve copper industry problems in the United States. Objectives of the study were to: (1) Develop a methodology to obtain the opinions of mineral experts about future events -their likelihood of occurrence, and, conditional on occurrence, when and to what extent they are likely to occur; (2) Identify, select, and describe potential technological innovations which would have significant impact on copper production; (3) Implement the methodology and obtain the opinions of the mineral experts regarding selected copper technologies; and (4) Analyze the expected future benefits of successful technological innovations :n the copper industry. Although individual technologies are continuously examined throughout the copper 'community', this study is the first known comprehensive forecast of future copper technology. This study is also believed to be unique 1n that it represents the consensus opinion of over sixty expert copper technologists on the expected use of innovative technology in the industry over the next 25 years. A geological model accounting for uncertainties possesses important advantages for resource estimation. Machine learning algorithms (MLAs) employed on multivariate geochemical datasets open up ways to new methodologies for such geological models with ease in comparison to traditional geostatistical methods. This article proposes a two-step MLA with an ensemble implementation to define geological domains and their uncertainties based on geochemical data. The proposed workflow is applied hierarchically on a dataset from a porphyry copper deposit to perform binary classification that can be attributed to alteration domains.

After a review of the progresses made on the liberation factor theory since its inception by Gy (1982), a new and surprising result of great practical importance is presented: the liberation factor. The association is a national organization and operates through local, sectional, or State chapters in mining, petroleum, and allied industries. The National Council of the Holmes Safety Association consists of representatives of State councils and local chapters, with the Director of the Bureau of Mines as president.

Although much talked about, social licence to operate (SLTO) is a relatively new concept that has been deemed as one of the four biggest business risks to a mining project over the life-of-mine. There is no accepted single definition of SLTO and this author understands SLTO to be stakeholder perception of the legitimacy of a project, a company or an industry. At a specific site, and across different sites within the same organisation, SLTO ranges through different levels according to stakeholders’ degrees of acceptance in time and space. Management of SLTO is vital for the mining sector but is difficult as it is informal and intangible. Although there are no key performance indicators, there are certain indicators that enable relative measurement of the ‘level’ of the SLTO. Because of the importance of the SLTO, information management during the entire life-of-mine, from exploration to rehabilitation, becomes crucial for the continued operation of a project. Acid mine drainage (AMD) is difficult to treat due to its physicochemical characteristics, such as high pH and high heavy metal concentrations, so it causes great harm to the environment and human health. If acid mine drainage is discharged arbitrarily without treatment, it will lead to a series of environmental problems and cause long-term environmental pollution. In this paper, the source and hazards of acid mine drainage are introduced in detail. And the principle, the mechanism, the application, and basic information of the current primary technology of the treatment for acid mine drainage are comprehensively introduced and summarized. The summarized treatment technologies for acid mine drainage mainly include neutralization, sulfidization, constructed wetland method, adsorption method, microbiological method, ion exchange method, membrane technology, and microbial fuel cell technology. Also, the primary technology of treatment for acid mine drainage is systematically compared and evaluated. Moreover, some suggestions on the development direction of water treatment technology in the future are put forward. This paper provides a scientific reference for scientific and technical works to treat acid mine drainage.
