Construction blasting has allegedly been the cause of property damage in the following situations: (1) When the detonation of the shot hurls rock and debris into the air that causes property damage upon impact; and (2) When property owners notice cracks in their walls and foundations after they experience the momentary vibrations that coincide with the detonation of the shot. The current state of the law for both these situations is firmly established. Blasting is classified as an abnormally dangerous activity, for which the blaster is held strictly liable, whether the damage is the result of flying debris or vibrations and concussions generated by the blast. It is when the alleged blasting damage is supposedly from concussions and vibrations, however, that the courts usually reach the wrong result. The typical scenario involves property owners that thoroughly investigate their property after feeling blast generated vibrations, and find cracks that they believe did not exist beforehand. Most often the truth is that the property owners have never noticed these cracks before because they have never looked that closely before. Any structure has a certain number of cracks due to a variety of causes, such as settlement overtime and temperature and humidity changes.

I want to explore whether it is valid or even useful to talk about sustainable corporations. After 20 years of focus on sustainable development, the concept of a sustainable corporation is not particularly helpful and it may in fact be profoundly misleading. Why? û because it obscures the need for corporations to be recognised as part of a sustainable society, rather than achieving some kind of corporate nirvana divorced from the social, political and environmental reality. It is more helpful to ask whether corporations are ready to recognise that they are one player among many within society û with the demands this would place on them in terms of transparency, accountability and social responsibility. The achievement of sustainable development has become the new corporate orthodoxy of many large corporations. It has become a clichT to argue that corporations must become æsustainableÆ. The achievement of æsustainabilityÆ is encouraged, as the ultimate step in some form of corporate evolution. We are failing to recognise that sustainability a process û not an end in itself. An enormous array of instruments is being developed to measure when sustainability is or is not being achieved. For example, corporate reporting has burgeoned into an art form, which describes æsustainabilityÆ in a variety of ways. There is no external standard applied to such reporting. These descriptions are quite partial and often place the best possible gloss on the companyÆs activities. I have become increasingly uneasy about this rhetoric and this paper has allowed me the luxury of sorting out my unease. I will discuss, largely in the Australian context, the current debate and literature and describe the way some global mining corporations are dealing with these questions, and finally, offer some suggestions which might be helpful at the operational level.

Mineral resource management (MRM) practice has developed in South Africa over the course of the last ten years, with the purpose of integrating previously isolated technical functions into a value chain aligned, process organization, responsible for mine planning and optimization. The implementation of MRM within various companies has met with varying degrees of success, often resulting in incremental improvements in the planning process and, conversely, often becoming the scapegoat for poor delivery on plans and projects. The reason for this has been, amongst others, a lack of a suitable metric to define the success rate of MRM in the business at hand, in terms of its contribution to the bottom line. This paper is the result of extensive research by the author into this subject, which has resulted in the conclusion that economic value added is an appropriate measure that will lead to real optimization and value creation in mining companies, if applied within a new, holistic model

The primary water supply system for the City of San Francisco and adjacent peninsula areas consists of aging and deteriorated pipelines crossing under the San Francisco Bay (the Bay). This system is highly vulnerable to seismic damage from the nearby San Andreas and Hayward fault zones. The Bay Tunnel Project will replace the existing system with a 8-km-long (5-mi-long) tunnel underneath the Bay. The tunnel will be constructed using earth pressure balance methods and will have a two-pass lining system of precast concrete bolted, gasketed segments for initial support, and a welded steel pipe final lining. The project challenges include tunneling through both soft ground and rock conditions without any intermediate shaft access over the entire alignment. Seismic performance criteria include maintaining service flows after a large earthquake.

Geologists in some underground gold mines collect grab samples from broken ore piles or trucks as a method of grade control. It is often known as muck sampling. Generally, the goal of grab sampling is to try and reconcile the mined grade at the ore source to the predicted grade and/or predict the mill feed grade. The mass of the sample collected is limited by health and safety issues, as well as by the capacity of the laboratory to process the samples within a given time frame. In general terms, grab sampling is known to be problematic because samplers tend to oversample the fines, and/or pick out high-grade fragments; surface sampling of piles does not test material within the pile; muck piles in development drives/faces are likely to be zoned due to the blasting sequence; high or low-grade material may preferentially segregate in the pile during mucking; the five per cent mass reject size of the material in muck piles is very large from underground blasting; some correlation usually exists whereby the larger fragments are enriched or depleted in the critical component of value; and the average error made in estimating the true stockpile grade is likely to be high. The method is prone to chronic fundamental sampling, grouping and segregation, delimitation, and extraction errors. Substantial warnings must be given about the use of grab sampling for grade control in gold mines. The method may appear to work sometimes, which can be attributed to a fine gold particle sizing and more disseminated distribution. As with all sampling methods, its appropriateness must be determined by ore characterization and heterogeneity testing to ensure the method suits the ore type.

"Ore grades are decreasing and ore deposits are becoming more complex. In order to make a sound economical decision about a mining project, metallurgical testwork must be carried out. A few large “representative” samples cannot represent the metallurgy of a large ore body and a large number of samples reflecting variation in ore head grades and in mineralization types must be obtained for proper metallurgical studies, including flowsheet development for a greenfield project. A relationship can be established between the recovery of valuable minerals and ore grade for each mineralization type. This relationship can be used to establish a correlation between values recoverable and values contained in the ore body that can include multiple pay metals. With this information, a sound economical decision can be made about the viability of a large mining development project.INTRODUCTIONThe demand for minerals today is historically high as many countries are being rapidly industrialized. The supply for these minerals is not necessarily running short. However, it is widely accepted that the world today is running short of the easy to mine and easy to process ore deposits. As ore grade is decreasing and ore mineralogy is becoming more complex, metallurgical testing must be fully conducted in order to make a sound economical decision about a mining project. For a high-grade and high-quality deposit, it is hard not to make a good profit even with low metal prices. For a low-grade and hard to process deposit, the profit margin is much lower and is dependent on the throughput and the recovery of valuable minerals. The recovery of valuable minerals is a function of ore grade and mineralogy and it must be experimentally determined for a given processing option.At Vale Base Metals Technology Development, metallurgical testing for an existing operation or brownfield project is termed as Ore Evaluation, while metallurgical testing for a greenfield project is termed as Flowsheet Development (Xu, 2011). In the past, metallurgical testing involved a few large composite samples for lab and pilot plant testwork. As ore deposit becomes less homogeneous and more variable, a few large composite samples cannot represent the metallurgy of a large ore body. In addition, useful information about the deposit such as zones of “impurities” or floatable rock minerals would not be obtained. Different processing strategies could have been developed if the locations and sizes of these zones were known in advance. For proper metallurgical studies, a large number of samples reflecting variation in ore head grades and in ore mineralization types must be used. A relationship can be established between the recovery of valuable minerals and ore grade for each mineralization type. This relationship can be used to estimate values recoverable in the ore body that can include multiple pay metals. Ultimately, the recovery verses ore grade relationship will be used in business decision-making."

Mine sealing programs for the alleviation of acid mine drainage were begun by the Federal Government in the '30's. As part of an acid mine research project to The Ohio State University, a field test was undertaken to determine the effectiveness of mine seals for reducing mine acid. Details of the tests made at the McDaniels mine show the feasibility of air-sealing and flooding an acid-producing drift coal mine. Work by the University continues. The Federal Government undertook in the early thirties an extensive mine sealing program for the alleviation of acid mine drainage. In the states of West Virginia, Ohio, and Pennsylvania many general summaries have been made on this program but no critical evaluation with supporting data has been found on the effectiveness of mine seals for reducing mine acid. Because of this it was decided to undertake a field testing program as part of an acid mine research project of the Engineering Experiment Station, The Ohio State University. The objective of this phase of the project was to develop and install a field research laboratory for acid mine drainage studies. Specifications for such a mine laboratory were developed and resulted from the following considerations: 1) Size and preservation—the test mine shou1d be of limited size to permit frequent and detailed examinations; it should be in a reasonably sound condition to permit safe entry. 2) Isolation—the mine should be physically separated from all other mines. 3) Openings—a minimum number would be desirable to reduce the sealing problem. 4) Structure—the mine especially near the openings should be structurally sound. 5) Acid production—the mine should be producing significant quantities of acid. After considerable searching, the McDaniels mine was selected in the Hocking coal field in Vinton County just above Lake Hope State Park in southeastern Ohio. The small drift mine in the middle Kittaning coal consisted of two small rooms with one mine opening about 6 ft above a seasonal stream bed. Before it was finally decided to seal the mine, a short study was made of the acid drainage over several months. Fig. 1 shows a plot of acidity (milligrams per liter), flow (gallons per minute), and acid production (pounds per day) vs time over the sampling period. The Bureau of Mines studied the costs of transporting fossil fuels, coal, and residual fuel oil from areas of production to consumer regions. Transportation data were stratified by type of carrier, size of shipment, and distance to determine what general effects these variables have upon transportation costs. Economics of haul for coal exist for longer versus shorter distances, and for larger versus smaller trainload sizes. Tanker and barge transportation of residual fuel oil does not show economies of haul for longer distances. It is shown that tanker size and seasonal variation are primary factors influencing the cost of shipping. Railroad transportation data show that coal from western coalfields could be competitive with foreign residual fuel oil in selected midwestern fossil fuel markets. However, the western coal would not be competitive in the New England and the eastern seaboard energy markets.

Current spontaneous combustion index parameters such as SHT, CPT/RIT and R70 self-heating rate all have deficiencies that need clarifying from a risk management perspective. In some instances they can produce a false negative evaluation and in others they can produce a false positive evaluation. These tests all use a relative rating scheme that does not provide any indication of the time it takes for a spontaneous combustion event to develop, nor do they consider the moderating influence of moisture present in the coal on self-heating rate in the low temperature oxidation region. This is viewed as a major deficiency since the true self-heating behaviour of broken coal is primarily a function of time that is governed by the interaction of the initial boundary conditions (initial ambient temperature and moisture state) with the reactivity of the coal (both intrinsic coal reactivity and accelerated self-heating from reactive pyrite if present). The current index tests are also not appropriate for assessment of coalmine immediate roof and floor rocks.CITATION:Beamish, B B and Theiler, J, 2017. Plant operators in the mineral processing industry have been implementing expert systems for several years now, with the intent to increase production and reduce costs. Most systems have been installed on grinding circuits of some type and have proven that the technology is viable in that application. However, few applications on other processes have been attempted for various reasons, such as lack of reference sites, complexity of the process, lack of suitable measurements and lack of confidence in the technology. The successful application of an expert system on an Alumina Calcining kiln is the first such application in the West Indies Alumina Company (Windalco), and demonstrates how this technology can be successfully applied to other processes. The key objective of an expert system is to optimize the process. To achieve this the process must first be stabilized, followed by optimization of the operating parameters. The steps taken by this expert system to optimize the process are: • Check for abnormal conditions and deal with them using a prioritized set of special actions. • Use a selection of rule blocks to stabilize the process. • Once the process is stable, achieve additional benefits through further optimization of the process. The potential benefits that a user can expect to achieve through installing an expert system can be assessed on the basis that performance will improve from that of an "average operator" to that of the "best operator" performing at his optimum for 24 hours a day, every day. The quantifiable process benefits include: • Increased production • More consistent product quality • Reduced operating costs • Reduced standard deviation of key variables • Consistent plant operation The success of this project was measured in several ways: project implementation, realised economic benefits, and realised non-economic benefits. With a commitment to maintain the system over the long term, the longevity of the system is assured and will become an important part of the Alumina Calcining control strategy at Windalco. This paper discusses the various phases of implementing the ABB Expert Optimizer expert system, what the benefits were and the procedure that is in place to maintain the system to ensure continued long term success.

I was confronted with a profound dilemma as an undergraduate engineering student at the University of New South Wales in Australia in 1992. I had been taught that our planetary life-support systems were in a state of alarming decline by an institution that operated as if what the faculty was teaching was irrelevant. Lights were left on in empty overcooled classrooms, recycling bins were nonexistent, lawns were maintained using pesticides and herbicides, diesel trucks spewed fumes as they passed on their way to drop off chlorine-bleached virgin paper. This disconnect was very alarming to me. While it was obvious that universities should play a leading role in teaching and researching sustainability issues, I wondered how it could be possible to make widespread institutional changes to meet the demands of environmental sustainability when it was not even being done in the very university sector where these ideas were being promulgated. If universities would not change, then who can and who will, I wondered? To a growing number of people, the idea of teaching sustainability without demonstrating it is highly problematic. It is also widely believed that the ability of the higher education sector to reform its own practices is an important indicator of humankind?s ability to address the global environmental imperative across all sectors of society. These sentiments have helped fuel what is now referred to as the campus sustainability movement, a movement dedicated to transforming our campuses into living laboratories for the demonstration and practice of environmental sustainability.

Basic parameters affecting the stability of foams have been studied. We used the thin film pressure balance (TFPB) technique of Scheludko and Exerowa (1959) to measure the surface forces in foam films stabilized with various frothers such as pentanol, octanol, MIBC, and PPG. The results were compared with the froth stabilities measured using the shake tests and the film elasticity calculated using the model developed by Wang and Yoon (2006). It was found that the froth stability is controlled by both film elasticity and surface forces (or disjoining pressure), the relative contributions from each changing with frother concentration and type.

Metals are well suited to sustainable development goals. They are not biodegradable and have virtually an unlimited lifespan and the potential for unlimited recyclability. Thus metals can be considered as renewable materials. However mineral resources, the source of primary metals, are ænon-renewableÆ as their supply is finite, but this does not necessarily mean scarcity. In this paper the results from a series of Life Cycle Assessments of primary metal production processes for copper, nickel, lead, zinc, aluminium and steel have been used to examine how metals may contribute to societyÆs transition to sustainable development. Particular issues considered include:current metal reserves and how these may change in the future; some of the environmental impacts (Total Energy, Global Warming Potential and Acidification Potential) associated with primary metal production and how they will be exacerbated by declining ore grades; new processing technologies with lower energy consumptions and improved metal extraction efficiencies that will reduce reserve depletion and environmental impacts; increasing the utilisation of æmetals in useÆ by recycling, with particular reference to aluminium; and the potential impact of a carbon tax on metal prices and how this may influence the ways in which metals are used in the future.

Experiments were carried out using the cyclone to treat coal in the size range -2.0+0 mm. The diameters of the cyclone outlets (vortex finder and spigot) were varied to study their effects on cyclone performance. The cyclone products were deslimed over a screen with an aperture of 0.075 mm. The performance of the separator was studied for washing coarse coal (-2.0+0.075 mm) and fines (-0.075 mm). Performance curves were plotted for the separation of -2.0+0.075 mm coal. The concept of a generalised distribution curve was adopted to predict cyclone performance. A mathematical representation was derived from the generalised distribution curve. The specific gravity of separation for individual size fractions showed a decreasing trend with decreasing particle size down to 0.85 mm, beyond which a reverse trend was noted. It was also found that the fine size fraction (-0.075 mm) does not separate on the basis of size or specific gravity but follows the water distribution

The recent drop in the value of the South African Rand has resulted in an increased export value for South African coal and has lead to new coal reserves becoming available for mining. Very often these reserves are in close proximity to existing structures and utilities thus calling for stringent blast control measures to keep the risk of vibration, air blast and fly rock damage to a minimum.

At the 25th Annual B.C. Mine Reclamation Symposium in September 2001, Huckleberry Mines Limited received the Jake MacDonald Reclamation Award for its exemplary mine waste management plan, conceived to prevent the onset of acid rock drainage (ARD) and facilitate reclamation of the site. The mine is an excellent example of a total mine waste management plan, with all materials scheduled in detail for the life of the mine. The filling plan for the waste management facility takes into consideration the requirement for permanently flooding the potentially acid-generating rock. From an acid generation point of view, the tailings fall in the zone of potentially acid-generating material. To avoid long-term ARD concerns, it is planned to float pyrite out of the tailings toward the end of the mine life, thereby generating a non-potentially acid-generating tailings stream which will be used to cap the deposited mine waste. The pyrite-rich tailings will be discharged into the deeper portion of the impoundment. On closure, a permanent water cover will be maintained over the mine waste. Only beaches of non-potentially acid-generating tailings will remain exposed. Mining will be phased to also allow one of the pits to provide storage for potentially acid-generating rock and to be flooded at the end of mine life.

The recovery of manganese from lower grade resources has been studied for a number of years. Of key importance of prior work, was the discovery that higher valent manganese resource can be readily leached with sulfurous acid. This eliminates the need for high temperature reduction roasting that is conventionally used in processing high grade material. High temperature roasting is energy intensive, emits a large amount of carbon dioxide, and would not be economical for processing lower grade material. While the prior work provides important information to extract manganese from lower grade resources, the production of unwanted by-products, and high water and energy usage has limited its commercial use. This paper describes the results from laboratory work that demonstrate solutions to problems, which to this point preclude commercial development. Preliminary mass and energy balances show that a significant opportunity exists in producing manganese with this hydrometallurgical scheme in a low cost, environmentally friendly manner. Emphasis of the work is on low water use, low overall energy use and economic destruction of unwanted by-products.
