I. INTRODUCTION The challenge of moving the use of nuclear energy from military to civilian use was first issued by President Dwight Eisenhower in his December 8, 1953 “Atoms for Peace” speech delivered at the United Nations. Eisenhower stated: “The United States knows that if the fearful trend of atomic military build up can be reversed, this greatest of destructive forces can be developed into a great boon, for the benefit of all mankind. * * * * The more important responsibility of this Atomic Energy Agency would be to devise methods whereby this fissionable material would be allocated to serve the peaceful pursuits of mankind. Experts would be mobilized to apply atomic energy to the needs of agriculture, medicine, and other peaceful activities. A special purpose would be to provide abundant electrical energy in the power-starved areas of the world. In the 1950’s and 1960’s, the Atomic Energy Commission promoted the use of nuclear power as the answer to our nation’s energy problems. Nuclear power would provide energy too cheap to meter. The utility industry responded and numerous plants were planned with over one hundred constructed from the 1970’s to the 1990’s. Capital costs for nuclear power plants escalated due to permitting changes and public opposition, and the Three Mile Island incident caused new nuclear plant construction to cease. Today, we once again are experiencing a nuclear renaissance. Concerns over global warming and rapid projected increases in the demand for electricity have caused many nations to begin construction of new nuclear fleets. The price of uranium to fuel these reactors, which had dropped to an historical low of $7.10 in 2001, has surged to $56.00 as of October 2006. This paper will review some of the social, environmental, and government issues that are all playing a role in the resurgence of the nuclear fuel industry.

The ADS system was developed to reduce accidents related to haul trucks operating under low visibility conditions in surface mining and construction sites, which is based on the GPS, mesh-wireless networks, and the Google-Earth 3D graphic engine as the graphic interface and mine-mapping server. This system has the capability to pin-point and track vehicles in real time using a 3D interface, which is based on user-based AutoCAD mine maps using the Google-Earth graphics interface. All equipped vehicles are shown in a 3D mine map stored in a local server through a wireless network. When low visibility conditions are present, the system indicates available exit/escape routes for driver safety. The research results indicate that the ADS system potentially increases reliability and reduces uncertainty in open pit mining operations by customizing the local 3D digital mining map, constructing the truck 3D models, tracking vehicles in real time using a 3D interface and indicating available escape routes for driver safety.

The refraction seismic method has been used as an indirect means of exploring for fluorspar in southern Illinois by the Illinois State Geological Survey. Use of the method has been restricted to those areas where mineralization is associated with faults, a restriction necessitated by the operating principles of the refraction method. The seismic data enable the interpreter to locate fault zones in the subsurface and, under ideal circumstances, to make estimates of dip direction and magnitude and vertical displacement provided the local stratigraphic units are known and are geophysically recognizable. In this instance, refraction seismic exploration has been successful in the surface mapping of well-developed faults, both simple and complex with which fluorspar may or may not be associated. However, less clear results have been obtained where faulting has been less severe and where there are numerous accompanying mineralized joints.

Magnetic separator operation in the recovery of magnetite in heavy medium circuits was studied by conducting a series of tests on a full size wet drum magnetic separator.The significant operational variables were found to be feed pan clearance, squeeze pan clearance, dry magnetite feed rate and separator drum speed. With feed and squeeze pan clearances optimized for typical primary separator operation, magnetite loss and concentrate specific gravity were found to be related in a regular manner to dry magnetite feed rate at any drum speed.A two component model of magnetite loss is proposed, relating total magnetite loss to losses in the feed pan and squeeze pan zones. The experimental curves relating magnetite loss to dry magnetite feed rate at the various drum speeds are interpreted in terms of the two component model.The magnetite particle size distribution in the separator was also examined. The tailings magnetite was found to be finer than the feed magnetite only when the dry magnetite feed rate was low, or immediately following the introduction of a new charge of magnetite when the separator was fed at an intermediate dry magnetite feed rate.

Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame will be on Sept. 12, 2009 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The five inductees are: Paul A. Bailey, 82, Richard T. Moolick, 89, William Braden and Alonzo Pawling and Henry Harnischfeger. Paul A. Bailly was president of Bear Creek Mining Co., the U.S. exploration subsidiary of Kennecott Copper, from 1961 to 1967. In 1968, he joined Occidental Petroleum Corp. and was tasked with creating the company?s international mining division, Oxymin, which he led as president through 1983. During his distinguished career, Bailly participated in numerous significant mineral discoveries, developed a new exploration philosophy and made important additions to the mineral exploration literature. William Braden was the first to recognize the immense potential of the El Teniente orebody in Chile. He founded Braden Copper Co. and developed the El Teniente Mine which now, 100 years later, remains the world?s largest underground copper mine. Braden?s endeavor survives to-day as the El Teniente division of the Chilean state copper company, CODELCO. T. (Dick) Moolick established a lasting legacy in the mining industry, first during a 35 year career with Phelps Dodge Corp. and then as the driving force in establishing the National Mining Hall of Fame and Museum in Leadville. The Hall of Fame and Museum ? a monument to the memory of the men and women who pioneered the discovery and development of the United States? natural resources ? has become one of the fi nest museums in the western United States.

A constitutional diagram for the Ta-W-Re alloy system is presented. Rhenium dissolves in the complete range of solid solutions between tungsten and tantalum up to 48 wt pct in tantalum 'to about 30 wt pct in tungsten. Intermediate x and u phases only are found. X-ray diffraction and fluorescence, metallography and melting-point measurements were employed. THE constitution diagram of ternary alloys of tungsten, tantalum, and rhenium for temperatures above 1000°C is reported in this paper. Alloys in this system rich in tantalum and tungsten are of interest for high-temperature applications, and those rich in rhenium for electronic applications. No ternary phase diagram appears to be available in the literature. The three-component binary diagrams have been previously established1-3 and the present ternary data are consistent with these. EXPERIMENTAL TECHNIQUES Commercially pure tantalum (99.7 pct), rhenium (99.99 pet), and tungsten (99.9 or 99.95 pct) powders were purchased from Fansteel Metallurgical Corp., Chase Brass and Copper Co., and Fansteel or Westinghouse Electric Corp., respectively. These powders were pressed without binder and arc-melted under helium. The preparatory and analytical techniques employed were identical to those used for the Ta-Re system investigation carried out in this laboratory.324 These included X-ray diffraction and metallographic phase identification, X-ray fluorescent and wet chemical analyses, solidus determinations and heat treatments in a resistance-heated tantalum-filament vacuum furnace. For microstructural examinations standard mechanical polishing techniques were used through diamond laps. Polished speciments of all compositions were etched by swabbing with 4 parts HI?, 4 parts HNO3, and 1 part H20. Since the microstruc-tures of alloys containing one or two phases closely resembled their counterparts in the respective binary systems, typical examples are omitted in this presentation. In all the alloys examined, it was possible to observe the number of phases present. Particularly when there were small amounts of one phase involved, it was possible to identify it only by a combined conclusion based on X-ray diffraction, position of an alloy in a composition series, and the phase rule. A total of 100 different alloy compositions was arc-melted and studied in the as-cast condition metallographically and by X-ray diffraction. Specimens of each of these compositions were heat-treated at 2680, 2530, and 2020°C for 1, 2, and 4 hr, respectively. Those which were treated at 2020 were given a preliminary homogenization treatment at 2500°C for 1 hr. Specimens of 25 alloys were heat-treated at 1200o C for 168 hr. Solidus temperature measurements were made by the detection of incipient melting in eighteen alloy compositions. The metallographic and X-ray diffraction results are summarized in Table I. Graphically, this information appears in the isothermal plots of Figs. 2 and 3. Within the accuracy of the experimental methods, two such plots are sufficient to locate these data, since the results for 1200°C were similar to 2020 and those at 2530 resembled 2680

[A system of analysis for sulfur groups in petroleum distillates has been developed as one phase of the Bureau-of Mines investigation of the more economic utilization of the so-called "black oils" of Wyoming. This problem is being studied by the Bureau of Mines under a cooperative agreement with the University of Wyoming at the Bureau's Petroleum Experiment Station , Laramie, Wyo. Wyoming black oils have high sulfur and asphalt content and usually yield only small percentages of straight-run gasoline. A more detailed description of the properties of black oils has been given in a previous publication (3)3/. The preparation and properties of asphalts from those oils have been described (1, 2), and the effect of thermal cracking and the use of ordinary methods of treating wore discussed in one Bureau publication (4), Although these studies gave considerable insight into the properties and characteristics of black- oils; it was thought t that a more fundamental attack would assist-materially in, the problem of sulfur removal.]

While there is no specific obligation on the part of any applicant to consult directly with tangata whenua (people of the land), recent cases highlight the need to engage in active consultation in order to avoid serious objections and delay, particularly where a proposal may affect the matters referred to in section 6(e) (Waahi tapu/sacred places) and 7(a) (KaitiakitangaiGuardianship) of the RMA.   The Environment Court has shown some sympathy for tangata whenua where waahi tapu and other significant matters of cultural concern are at risk because of a proposed development. There are several practical steps that can be taken to minimise the potential for serious objection including: ò knowing who to contact and how to contact them; ò demonstrating empathy for the concerns of tangata whenua; ò engaging in proactive consultation, for example meeting at a time and a place that is suitable to tangata whenua, and a preparedness to meet the costs of tangata whenua etc; ò demonstrate an awareness of tangata whenua issues; being aware of the types of mechanisms that are available to remedy, avoid etc adverse effects on matters of concern to tangata whenua.

The first order of business this morning is remarks by the Honorable Russell Train, Under Secretary of the Department of Interior. Mr. Train. MR. TRAIN: Thank you, Mr. Rigg. Lest you think that Hollis Dole is not interested in this symposium, let me just say that fie is flying back from Australia just to be here. He is heading up a United States delegation in Australia meeting on resource problems in the Pacific. And I believe he will be here about noon.

Successful hydraulic pressure treatment of oil and gas wells that have long producing intervals, multiple pay zones, fluid thief zones, or natural or induced fractures has long been a serious problem plaguing the petroleum industry. High fluid-injection rates, straddle packers, ball sealers, and either liquid or solid additives to the treating fluids are being used to cope with this difficult and costly problem.l-6 The use of ball sealers and straddle packers is limited, in practice, to wells that have been completed with perforated cemented casings or liners. Well stimulation with ball sealers and straddle packers is usually successful as long as the cement remains competent. The other techniques of diverting are used with all types of completions. However, there are two significant disadvantages of the high rate method: excessive horsepower requirements, and the need of large treating-fluid volume. Consequently, most well stimulation techniques that involve diverting depend upon ball sealers or granular materials. Liquid diverting agents, and some of the solid ones in use today, frequently will cause formation damage. On the other hand, the most popular particulate diverting agents often are so soluble in the treating fluid that they become largely ineffective; their particle size is severely reduced as they dissolve while being transported through thousands of feet of pipe to the formation face down hole. In our attempts to deal with the shortcomings of these diverting agents, we experimented with a large variety of potentially suitable deformable materials the solubility of which could be controlled. Following are the criteria for the diverting agent sought: 1. The material must be effective in reducing fluid loss to thief zones, including existing fractures and very high permeability layers in the formation to be pressure treated. 2. The material must have enough strength to bridge under the treating pressure. 3. The material must be insoluble or slowly soluble in the treating fluids so that the particles retain sufficient size to be effective after they reach the formation face. 4. The material must be completely soluble in the produced oil or condensate liquid so that it can be removed readily; it must not cause formation damage. A number of products consisting of various polymers blended with waxes and other solid hydrocarbons were examined. All these materials satisfied the criteria for a diverting agent and also exhibited some degree of plastic deformability. On the basis of initial tests of strength and hardness, several blends of wax and polymer were selected for extensive testing in the laboratory and the field. These compounds have congealing temperatures ranging from 140 to 190F; they are insoluble in water and soluble in oil. They conformed, therefore, to the criteria specified for a theoretically superior diverting agent. Laboratory and field tests were conducted using these wax-polymer materials to demonstrate that the use of a deformable diverting agent can significantly improve fluid diverting performance. Numerical simulations using the discrete element method (DEM) were carried out to investigate the flow patterns and stress field redistribution at the hopper and feeder interface. The influences of different filling heights, belt speeds and clearances between the hopper bottom and feeder surface on feeder loads were studied. Meanwhile, experiments were conducted by utilising wedged plane-flow hoppers with different configurations and horizontal feeders with various clearances. The simulation results were compared with theoretical values and experimental measurements. In terms of the cases presented in this study, simulation results reveal good agreements with experimental observations regarding the flow pattern. Being similar to the theoretical values, the simulations provide close predictions on vertical feeder loads for steady flow states, but they may show significant overestimations for initial states. Magnetite cenospheres 40-270 I/m in diameter have been found during the combustion of pyrite concentrate.Micrographs of the surface and internal structures are presented together with comment on the mechanism of forrnation.The similarity to cenospheres found during the combustion of pulverized fuel was noted and speculation raised to their contribution to the dust and fume load in flash smelters.

Keywords: Kyoto Protocol, carbon credits, global warming, energy, auditing Climate change is nowadays being taken increasingly seriously, and the link between global warming and the carbon dioxide released in the generation of energy is coming under increasing scrutiny. The Kyoto Protocol was signed in 1997, after five years of negotiation. So far, about 84 countries have ratified this agreement, under which terms developed countries have strict targets linked to their 1990 level of emissions. However, ?greenhouse gas? (such as carbon dioxide) emissions continue to rise alarmingly. According to the World Resources Institute, greenhouse gas emissions in the USA increased 13% from 1990-2002, while Australia recorded a 22% increase. In contrast, the European Union, a Kyoto signatory, has seen a small decline in its emissions during the same period. This is led by the UK and Germany, who reduced their emissions by 15% and 19% respectively. The concept of ?carbon credits? provides a funding mechanism for companies in the developed world to compensate for some of their CO2 emissions by paying companies (trading credits) elsewhere in the world to undertake projects to bring about reductions in emissions. In the southern African mining industry, it will be possible to get refunded for undertaking voluntary emission-reduction projects. Concern about the environment is creating business opportunities. A preliminary calculation has shown that various projects in South Africa (those in the pipeline, with quite a high likelihood of coming off) could earn a combined total of about R2.5-billion, under the initial phase of the Kyoto Protocol's carbon-credit scheme, which allows developed-country companies to trade credits with developing countries. A number of local companies are planning projects that could comply with the Clean Development Mechanism (CDM), in which they will implement techniques to achieve certified emission reductions (CERs) of greenhouse gases. In order to prevent abuse of such a system involving vast sums of money, vigorous audits need to be carried out. A company has to prove it has made real changes and is not simply conducting business as usual under a cloak of claimed environmental improvements. PricewaterhouseCoopers has applied to become one of only a few international agencies that will be accredited to conduct validation and verification of the credits, by auditing what is called the ?designated operational entity?. An independent validator needs to confirm that the project meets the strict requirements of the Kyoto Protocol. The company has to demonstrate that it?s not business as usual. So, if you refurbished every five years, the next refurbishment is not a good CDM project, unless you can demonstrate that you will do something beyond the maintenance - that is what can be registered. So, Kyoto intends to get additional projects going, and the money for that is actually quite good - prices of 14 euros per ton of carbon dioxide not emitted have been seen. The price depends on who takes the risk for non-delivery if a project doesn?t deliver the emission reductions on time. The highly energy-intensive South African mining industry is heavily dependent on coal. There should be many opportunities for the pyrometallurgical industry to come up with creative ideas to reduce emissions, and there is now an additional financial incentive to encourage this. Companies can actually get money in return for doing these types of projects, in addition to the contribution to corporate social responsibility.

The goal of this program was to produce a set of baseline health and safety training materials that could be used by the metal/nonmetal mining industry to reduce injuries and to comply with federal training requirements. The materials developed are arranged in a two level outline format. The first level provides the title, course goals, background and topical outline while the second level provides a detailed outline of the course content. Visuals, designed to portray miners in a positive, attractive fashion, were done in simple line drawing so they would reproduce for handouts without loss of quality. Each of the required units in the Baseline Guides have one or more self-checks. These are designed to be suggestive of evaluation techniques the users can develop for themselves. An instructors guide and a mining terms glossary are included. In a second phase the program developed performance based training guides for Annual Retraining and Experienced New Hires in the Underground Salt Industry.

The extraction of quartz from siliceous iron ores by dissolution in sodium hydroxide solution has been described in detail in AIME Transactions. l923 data reported covered the temperature range from 230-416°F, where a continuous increase in the amount of silica extracted with increase in temperature was found. It is the purpose of this paper to describe some unexpected results of more recent work exploring principally the range of 500600°F where higher rates and greater amounts of silica extraction were antici-p ted. In brief, the experimental procedure consists in digesting the ore under pressure in solutions of sodium hydroxide, filtering the suspension and weighing and analyzing the dried residue for iron content. The amount of extraction is calculated from the weight loss or from the iron analysis of the residue and that of the original ore.

Abstract: In order to develop non-destructive methods in studying physical and mechanical properties of rock and replacing them with difficult and expensive static methods, several ultrasonic tests were carried out on cylindrical rock specimens in accordance with the ISRM suggested methods and velocity of P and S waves were determined. Also, density, porosity, water absorption, uniaxial compressive strength and indirect tensile strength were determined for each specimen in accordance with ISRM suggested methods. According to above tests static and dynamic elastic constants were calculated After statistical analysis of data obtained from tests, the relationships between velocity of elastic waves and physical or mechanical parameters were determined and some equations were obtained. Also similar analyses were performed on static and dynamic constants and some equations were extracted. Using these equations, the physical and mechanical parameters of rock and also static elastic constants can be estimated by conducting simple and quick tests (i.e. ultrasonic tests). Nachdem statistische Analyse die Korrelation der Ergebnisse zwischen der Geschwindigkeit elastischer Wellen und mechanischer und physischer Eigentümer der Steine erhalten worden ist, und mehrere Verhältnisse sind vorgeschlagen worden. Eine ähnliche Analyse ist auf atmosphärischer Aufladung und dynamischen Faktoren durchgeführt worden und einige Verhältnisse sind erhalten worden. Mit Hilfe dieser Verhältnisse die physischen und mathematischen Eigentümer von Steinen und auch können die Statistik Faktoren durch einfachen und schnellen altrasonic Prüfungen erhalten werden.
