In 1998 the Matanuska-Susitna Borough formed the new port district at Point MacKenzie, known as Port MacKenzie, located directly across the Knik Arm from Anchorage. In 1991 PND Engineers Inc. (PND), working with the Matanuska-Susitna Borough manager and port director, envisioned a fill structure at Port MacKenzie with a 500-foot-long Open Cell? sheet-pile bulkhead face extending to EL -20 feet Mean Lower Low Water (MLLW) at the face. Now under operation the fill created 5.5 acres of tideland property using local materials for fill. The fill is protected from 2- to-3 foot-thick ice pans and 9 feet per second (fps) tidal currents by an envelope of armor rock. Construction required working in water with 30 to 40 feet of tidal variation. Construction required placement of frozen fill in water depths possibly exceeding 50 feet, creating real concerns about soil consolidation and long-term maintenance issues. A plan was prepared to consolidate the soils using Vibracompaction. Soil Density and consolidation were monitored during the work. In 2003 the port district and NPI, a wood chip export company, formalized an agreement to construct a deep water port facility at Port MacKenzie for cape-class bulk carriers. PND provided planning, studies, geotechnical investigation, design documents and construction inspection for a 500-foot-long trestle with a platform dockhead and dolphins providing 1,100 feet of dock face in EL -70 MLLW as shown in Figure 1. Design included installation of large-diameter spin-fin piles driven on a 2V:1H batter. Also included was a 300-ton tension test of smaller spin-fin piles.

Although ASARCO Incorporated, the only domestic producer, had terminated copper smelting operations and associated recovery of byproduct arsenic trioxide at Tacoma, WA, in 1985, it shipped small quantities of both trioxide and metal from its remaining stocks in 1986. Imports for consumption of arsenic trioxide increased significantly, owing to increased demand for arsenical wood preservatives and the decrease in domestic shipments of trioxide. Prices remained unchanged throughout the year. Development of gallium arsenide integrated circuits, important in advanced military and commercial electronics circuitry, continued to gain momentum during 1986. Domestic Data Coverage.-Shipments of small amounts of arsenic trioxide and metal from remaining stocks by Asarco were reported voluntarily to the Bureau of Mines.

Despite observations of spalling and damage of mine excavation wall rock in the Bushveld Complex (BC) over the passage of time, there have been very few time-dependent or creep tests carried out in South Africa on rock, particularly on BC rock types. The research described in this paper deals with the investigation of stress and strain conditions influencing spalling of wall rock in BC mine excavations, and the influence of time on the tensile strength of several BC rock types. Time-dependent laboratory testing of BC rocks was carried out in indirect tension. The results show that the magnitude of the tensile strength of BC rock types is approximately 5% of their uniaxial compressive strength magnitudes. The average long-term uniaxial compressive strength of the BC rocks, interpreted from the axial stress-volumetric strain graphs, is 56% of the UCS value. The long-term tensile strength is shown to be less than 70% of the normal tensile strength. Extension strains at tensile strength failure ranged between 0.16 and 0.21 millistrain. Values corresponding with the long-term tensile strength are less than 70% of this range, namely, 0.11 to 0.15 millistrain. These results represent new knowledge, since such rock testing and analysis does not appear to have been carried out previously on BC rock types. Elastic numerical modelling was carried out to illustrate the extents of tensile stress zones and extension zones around of typical BC mine excavations. The models showed that large zones of extension strain can occur around BC excavations, and that the magnitudes of the extension strain can substantially exceed the critical values determined from the laboratory testing. The implication of this is that there are substantial zones surrounding BC mine excavations that will be prone to time-dependent spalling conditions and perhaps more significant failure.

The State of California has instrumented numerous buildings, bridges, and dams throughout the state with earthquake recording devices. These accelerometers are strategically placed to measure the response of the structure to a specific seismic event. This comprehensive program enlightens the field of seismic engineering after each earthquake. The Office of Strong Motion Studies, California Strong Motion Instrumentation Program, a sub-branch of the Division of Mines and Geology, provides a professional service unequalled in the world. Within hours of a local earthquake, a preliminary report with the epicenter / hypocenter, structural damage, and time history records are available to all interested parties. The included partial report in the appendix, see section 5.1, is one of the reports that C.S.M.I.P. produced after the Loma Prieta Earthquake of October 17,1989. The diagram on the cover is even of interest. This is a small portion of San Francisco. The values on the diagram are the recorded maximum horizontal ground accelerations at that location in the city. For example, the acceleration at Yerba Buena Island was 0.06g. (The "g" refers to the acceleration of gravity. Thus, a 0.06g acceleration refers to the force, F=m*a, that the structure would experience. For this case, the force would be six percent, 6 % , of the mass of the structure.) Yet, directly on the other side of the Bay Bridge, at Treasure Island, the acceleration was 0.16g. Yerba Buena Island is a natural island composed of hard granular material. Whereas, Treasure Island is a man-made island of imported filled. Here one can see the absorption / transmission difference between hard material, which interact with short seismic wavelengths, and soft cohesive material, which interact with long seismic wavelengths.

Heavy mineral deposits are becoming more complex in terms of their compositional variation, particle mineralogy and size distributions, and present challenges for the operation of separation equipment to achieve the required grades and recoveries. Changes in equipment design and concepts potentially provide new opportunities for the beneficiation of heavy mineral sands deposits. The development of a framework for the fundamental understanding of separator performance issues is a first step to develop new machines. This paper will present a first step analysis of electro-static and magnetic separation machines with their application to real separation scenarios.

The economic advantages of large diameter ball mills can be compromised by unexpected capacity limiting conditions. These arise because media rotational flow to ore axial flow ratios, and the number of mill revolutions that ore is subjected to during residence, are both inversely proportional to mill diameter. Because of this, mixing efficiency and grinding kinetics may decrease and become capacity limiting when mill diameters reach a critical range. There are two possible scale-up problems involved in the design and use of mineral processing machinery: • Selecting the size and operating conditions for available larger equipment, to insure that operating results will match those obtained with smaller units; or •Extending the size ranges of equipment beyond existing limits. Previous research at Columbia University into flotation machine hydrodynamics has demonstrated the importance in scale-up of internal flow relationships; these perform a similar role in grinding (Arbiter and Harris, 1980).

The use of comparative sampling methods during the evaluation of the tin-copper deposits at Cleveland mine yielded closely checking average results from groove, channel, AXT split diamond drill core, and bulk sampling for both tin and copper content of the ore.The weighted mean tin and copper grades and values for the groove, channel, and split core samples showed small percentage differences from bulk sample results, and the F-ratio test for single population origin of the four types of samples was accepted at the 99· 5 per cent level of confidence.These results indicate that grade estimates based on the assays from AXT split diamond drill core and/or groove samples would be reliable within practical limits.

"This paper is intended to show that grinding media can effect flotation results, and in some instances the results are vastly different. I do not suggest that autogenous grinding is beneficial in the separation of all complex base metal ores, in fact I know of a case where autogenous grinding would be disastrous to any selective flotation. I do however contend that prospective flow sheets and reagent balances of any complex base metal ores should be tried with both types of grinding. I feel fortunate that the paper to be presented later in this meeting by Rene Klymouski will, I think, compliment and perhaps explain some of the results of my research.This paper will be in four parts. The first part deals with a literature survey on the subject. Surprisingly enough, very little information has been printed on the subject. The second part deals with results obtained in bench scale tests on an ore from Chester Mines Limited. It was in these tests that we realized that steel grinding was giving us serious problems. So bench scale tests are shown giving results with a stainless steel grind, a mild steel grind and a grind in a ceramic mill with ceramic billets.The third part of the paper deals with results obtained in the Mines Branch Pilot Plant, when again we ground the ore with three different types of grinding media. Incidentally, this has been the only pilot plant test made at the Mines Branch in which flotation products were made on both steel grinding and autogenous grinding on the same ore. The fourth part deals with two other New Brunswick ores and is intended to show that changing the grinding media effects ores other than that of Chester Mines Limited."

This paper presents an overview of work conducted over several years to investigate the continuous stope closure profiles recorded in tabular excavations and the use of this data as a hazard indicator. In spite of the brittle nature of the rock, measurements in gold mines and intermediate depth platinum mines revealed a significant time-dependent closure component. Various approaches to simulate the time-dependent closure have been investigated. Viscoelastic theory is able to simulate the time-dependent closure behaviour, but there are subtle problems with the use of this theory as it cannot simulate the failure processes in the rock. To overcome these problems, continuum and discontinuum elasto-viscoplastic models were developed by the authors. Discontinuum models have the advantage of being able to simulate the creep behaviour of prominent discontinuities. Development of these models has led to useful insights into rock mass deformation and has made the numerical simulation of parameters, such as rate of mining, possible for the first time. A number of practical applications for the mining industry have been developed from this study. A simulation model was used to study the performance of various types of screen cloth on industrial vibrating screens. The model takes into account the effect of loading upon screen performance and predicts both themass flow rate and size distribution of the screen products.It was found that the use of the simulation model allowed the reconstruction of data for identical conditions and hence has simplified the analysis of the comparative performance of the screens. The dependence of performance upon operating conditions was found to vary markedly with screen cloth type.

The only economically significant mineral exploited in Banglades - during 1981 was natural gas. Nitrogenous fertilizer production was important to the agricultural sector and was totally dependent on the natural gas for fuel and raw material. Domestic cement plants were also fu pled by natural gas. The flat river-delta terrain for most of Bangladesh makes the potential for discovering major mineral deposits poor. No large deposits of metal ores have been found and only in the small hilly southeastern section of the country is there even much chance of finding any. Heavy mineral sand deposits may eventually be exploited along the Chittagong coastline. There is a good potential for crude oil discoveries. The Bangladesh economy has been heavi¬ly subsidized by billions of dollars of foreign aid since the country's inception. A World Bank report recommended total aid needs of over $2.6 billion in fiscal year (FY) 1980-81. It received commitments for barely over one-half that amount.

The Leeville underground mine has been in operation since 2006 and currently produces 3,200 tons of ore per day with an average gold grade of 0.4 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. High density of joints occurs within the host rock. Based on Rock Mass Rating and field observation, the Leeville ground conditions are characterized as poor to very poor. As such, heavy ground support is required for the mining operation in Leeville. Ore zones with a height in excess of 10 m (35 feet) are considered for longhole stoping. A typical stope measures 6.0 m (20 feet) wide, 30 to 55 m (100 to 180 feet, depending on the ground conditions) long and 10 to 30 m (35 to 100 feet, depending the thickness of ore body) high, yielding 10,000 to 20,000 tons when completed. Narrow ore zones, less than 10 m (35 feet), are mined using cut and fill. These drifts are 4.6 m (15 feet) wide by 4.6 m (15 feet) high. Based on the afore-mentioned poor ground condition, the establishment of a ground control monitoring system is key to operating both safely and successfully. The ground control monitoring system is composed of comprehensive instrument design and installation. Instruments include Multi-Point Borehole eXtensometers (MPBX) and Stretch Measurement to Assess Reinforcement Tension (SMART) cables. The monitoring system covers the mining zones and infrastructure openings. After about two year?s applications and measurements, useful data has been and continues to be collected to use in future stope and infrastructure structure design. Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

Hargraves (1983) has reviewed the phenomenon of instantaneous outbursts of coal and gas with special attention to Australian occurrences. The purpose of this discussion is to highlight some problems and omissions in his review that reflect particularly on the authors' structural geological investigations of outburst-prone coal seams.It is surprising to find that much of the authors' reported work has either been glossed over or the results distorted by Hargraves (1983) and it is, therefore, important to clarify the contribution that structural analysis of coal seams can make.For many years it has been known that faults provided preferred loci for gas outbursts (for example, Briggs 1920-21) but the roie that faults played in outburstprone seams was unclear. The present authors reviewed the association of faults and outbursts drawing upon local investigations and the world-wide literature (Shepherd et aI., 1981), and discussed some wideranging aspects that result from the high coincidence of faults and outburst sites. Without repeating large segments of this article the authors will discuss four aspects of coal seam faulting and fracturing.

Recent developments in diamond drilling practice have been chiefly 'concerned with modifications in drill design and 'operating technique whereby an increase in daily footage rates and reduced footage costs have been achieved without any marked improvements in the recovery of core. This trend is perhaps due to the general acceptance by the mining and drilling engineer alike of the belief that diamond drilling has definite limitations in exploratory work on mineral deposits characterized by irregularities in continuity and grade, such a belief arising from the fact that drilling technique has not yet evolved coring devices to ensure the full recovery of the rock and mineral formations penetrated.Current diamond drilling operations at Moonta and Wallaroo Mines, carried out by the South Australian Department of Mines, have attained remarkable results in completely eliminating core-loss by the use of a special double-tube core barreI.It is considered that assays of borehole samples taken with this special barrel have a reliability comparable, if not superior to that of similarly situated mine samples and, provided they are spaced satisfactorily, can be used as, a basis for calculating tonnage and grade. Formerly, with only partial core-recoveries, positive borehole results on narrow irregular lodes, such as those in the Moonta and Wallaroo Mines, could be accepted mainly as indications of the presence of mineralization, and could have only a limited bearing on estimates of ore reserves.The value of this special double-tube core-barrel lies In the fact that it guarantees good core recovery and, therefore, good samples, and eliminates the need for sludge-sampling, which is prone to give unreliable assay results from several causes, such as gravity concentration in the bottom of the hole and return water losses which cannot be overcome.In view of the increasing demand for minerals and the probability that the search for them will be carried on largely by boring, it is felt that it would be of interest and value to direct the attention of mining engineers to core-recovery results obtained by diamond drilling plants in South Australia and the features of the special core-barrel, designed by the writer, which has made this possible. Also, the writer is desirous of placing on record two other core-recovery devices designed to extract accurate samples in relatively soft or unconsolidated formations. The latter are used with percussion and calyx plants, respectively and their value has been proven on phosphate rock and coal deposits in South Australia.

New Zealand China Clays produces a unique halloysite clay product at Matauri Bay, Northland.   The company has licences over four deposits that were derived from the weathering of rhyodacite domes. Clay is mined and processed from two of the four deposits and is refined using a complex process based on gravity separation.   The product is almost entirely exported to niche markets in 24 countries. The main market is the fine ceramic industry where the product is used as a component in the manufacture of high quality porcelain and bone china bodies. The use of halloysite in these bodies gives the manufacturer the ability to achieve high whiteness and translucency. The other major market is for use in technical ceramics, where the product is sought after due to its high purity, fine particle size and stability at high temperatures.

Palabora Mining Company operates a low grade underground copper mine situated in the Limpopo Province, South Africa. Full production was first reached in May 2005 after a successful transition from an open pit operation to an underground block cave operation. The operation faces a number of technical and operational challenges, not the least being fragmentation of a competent rock mass and external dilution. The cave is subdivided into three main sectors being the east, the west and the central sectors. Caving was initiated from the weaker central sector, which has the majority of its drawpoints located directly under the open pit bottom currently filled with about 130 million tons of waste material from the pit wall failure incurred in 2004. About 48% of the ore reserve has to be extracted from the western sector, which has a much courser fragmentation compared to the other two sectors and only 25% from the central sector with the finest fragmentation. The main constraint during the ramp-up stage has been secondary breaking of drawpoint blockages. Ground-breaking secondary breaking and cave management initiatives and practices have made it possible for Palabora to realize and sustain high production rates.
