I.- In order to keep pace feeding its fast growing population, Mexico with only about 20% of its surface suitable for intensive agriculture, will need the application of modern foodgrowing techniques. To assure greater crop yields it will be necessary to apply more fertilizers than used at present (yearly average of 29 Kgs/hectare)** For its fertilizers production Mexico still depends mostly on imports of phosphate concentrates from Florida, U.S.A., Morocco and Spain. To reduce or eliminate this dependence on foreign providers, the Consejo de Recursos Minerales -a Federal Government exploration Institute- started in 1974 an exhaustive exploration program for phosphate deposits more amenable to commercial exploitation than the phosphatic limestones contained within the La Caja Formation of Upper Jurassic, found along the Sierra Madre Oriental. After studying literature on the origin and deposition of marine phosphate and visits to deposits in Florida, U.S.A., the Baja California peninsula was selected as most favorable for starting this program because of its geologic and sedimentary history and also for its geographic location, where the cold California and warm Counterequatorial currents meet. Exploration activities executed by FORNOS, S. A. (1956) led to the disco very of low grade phosphate (3 to 5% P2O5) in the recent beach sands along the Bahia de Magdalena (Fig. # 1). In his doctoral thesis Bruno D'Anglejan Chatillon (1965) reports the presence of nodular phosphate on the continental shelf, between Isla Margarita and the Vizcaino peninsula. He estimated reserves of up to 1.5 million tons. A Mexican-American marine exploration company attempted in 1966 the evaluation of this deposit with negative results.

Results are reported of a study of the reactions occurringin the combustion of chaIcopyrite particles underconditions simulating those in the shaft of a flashsmelter.The reactions were studied using kinetic and mineralogicaltechniques. Reactions. rates above 500°C wererapid, most of the reaction taking place in less than 50ms. Final products were copper-iron ferrites with spineltype structures. Probable reaction mechanisms are discussed.

The 26th Peruvian Mining Convention (Convención de Ingeneieros de Minas del Perú) was held Sept. 15 through 19, 2003, in Arequipa. The convention was sponsored by the Peruvian Institute of Mining Engineers (Instituto de Ingeneiros de Minas del Peru). The Institute has been organizing these events since 1954. They are now held every other year. The conventions spotlight Peru’s mineral resources and have contributed to the tremendous growth of the Peruvian mining industry. This year’s meeting consisted of technical sessions, forums, field trips and social activities. It was held at the Tecsup Institute of Technology of Arequipa. More than 3,000 mining professionals attended. As always, the meeting was well organized, and participants expressed gratitude to the organizing committee for another successful meeting.

"In copper percolation-leaching plants the ore is usually crushed to a maximum size of about three-eighths inch. Ordinarily an ore is crushed as finely as feasible since the rate of extraction of copper is increased with decreasing size of particles owing to the greater surface exposed and. the shorter path required for solutions to come into contact with the minerals to be dissolved. However, greater degree of crushing also increases the amount of fines. When ores are charged into leaching vats the coarse and fine material tend to segregate, resulting in channeling of solutions and leaving the areas where fines predominate only partly leached. An improvement in the method of charging the ore into vats that would minimize the deleterious effects of the segregations of fines would increase the percentage extraction of copper.The Inspiration Consolidated Copper Co.4 recently installed classifiers to remove the primary slimes from the ore, before charging it into the leaching vats. This necessitates a separate agitation treatment for the slimes.Recent publications5 of the bureau have shown the advantages of agglomeration followed by trickle leaching to extract copper from concentrator tailings. It was shown that when equal parts of ore crushed to about 1/4-inch size and concentrator tailings were agglomerated with approximately 10 per cent of moisture, either in the form of water or leaching solution, and the mass was charred into a leaching vat the ore could be treated successfully by open-drainage trickle leaching. Even with 30 or 35 per cent of minus 200-mesh material present the ore could be leached, if it was not flooded with solution.The results obtained in agglomerating ores and slimes suggested the possible advantages to be gained by wetting the crushed ore for standard percolation-leaching plants before charging it into the vats. Wetting the ore whould make the fine material and slime cohere to the larger pieces of ore thus tend to prevent segregation when the ore is charged into the vats. The bureau, at its southwest Experiment Station and in cooperation with the Department of Mining and University of Arizona, Tucson Ariz., therefore made a study to work: out A way in which slimes could be handled in percolation leaching. The study showed that the method of charging ore into the leaching vats governed the distribution the fines and consequently the rate extraction of copper. The results of the study reported in this paper."

For purposes of coal classification it is desirable to know the composition and calorific value of the pure coal substance; that is, of the coal free from its ash-forming minerals. Two methods suggest themselves: (1) To free the coal from most of the ash-forming material previous to the analysis; and (2) to analyze the coal as received and calculate the analysis, with certain more or less arbitrary corrections, to the pure-coal basis. Calculation methods are obviously more apt to give correct results with low-ash than high-ash coals. With coals of unusually high ash it would appear preferable to remove, previous to the analysis, as much of the inorganic matter as possible, by float-and-sink or acid-treating methods. Effect of Ignition on Inorganic Constituents of Coal The need of corrections in calculating analysis to the pure-coal basis is due to the fact that the ash, as determined by ignition, is not the same, in either weight or composition, as the inorganic mineral matter in the coal. On ignition a number of changes occur in the coal such as loss of water of hydration of the shaly material, conversion of pyrite (FeS2) to ferric oxide (Fe203) with evolution of the sulfur as sulfur dioxide or possible fixation of more or less of the sulfur in the ash as calcium sulfate (CaSO4), and decomposition of calcite (CaC03) to calcium oxide (CaO). The amount of sulfur from pyrite which remains in the ash as calcium sulfate depends on the amount of calcite and pyrite in the coal. Certain coals high in both calcite and pyrite show relatively large amounts of sulfate sulfur in the coal ash. The determination of total carbon and hydrogen in coal includes, besides the organic carbon and hydrogen, the carbon of inorganic carbonates such as calcite, and the hydrogen of the water of composition of some of the ash-forming minerals. The use of solid state detector and radioisotope x-ray source for x-ray fluorescence analysis is illustrated by analysis for iron, copper, zinc, tin, and lead in about 700 samples taken from Australian mineral process streams. Limits of detection based on counting statistics (3 standard deviations) range from 0·001 to 0·004 per cent by weight element. The analysis accuracy was usualIy between 2 to 10 per cent (rms) of the mean element concentration and was determined by comparison with assays supplied by mineral companies. In most cases the main cause of error appears to be due to this assay and not the x-ray fluorescence technique.Some potential fields of application of solid state detector and radioisotope x-ray source for analyses in the mineral industry are indicated.

Australian Coal Association Research Program (ACARP) project C25073 was proposed by industry stakeholders seeking a potential solution that improves underground air quality and reduces operational costs associated with technology used to control diesel particulate emissions in the underground coal mining environment.The need to protect workers from diesel particulate matter (DPM) has lead the underground coal mining industry to install disposable filter systems on their vehicles. While the disposable filters are efficient at removing significant amounts of DPM, the following major issues have arisen:- high cost of operations; disposable filters cost $A250–300 each and need to be changed at least once per shift resulting in an estimated cost of up to $A164 M/a, in filters alone, to the NSW underground coal mining industry- improper installation, damaged seals and lack of installing a new filter when the old filter is removed; workers are still being exposed to excessive amounts of DPM.The ACARP project successfully demonstrated significant DPM emissions reduction comparable to the incumbent disposable technology on a proof-of-concept wall-flow diesel particulate filter (DPF) system, as well as satisfactory system robustness when assessed using an industry representative test cycle representing operations of a load haul dump (LHD) vehicle typical of that used by the Australian underground coal industry. It was noted in testing that the technology increased modal NO2 formation, but was compliant over typical operational duty cycles.One of the key benefits with the use of a wall-flow DPF system is its tamper-proof design, mitigating the risk of operating unfiltered diesel plant in poorly ventilated areas. Elimination of the need for continual replacement of disposable filters provides significant operational savings estimated to be up to 80 per cent of the incumbent technology.In addition to the above, the project also delivered a number of significant contributions to the knowledgebase of the Australian and international coal industry with regard to the characterisation of operations and control of emissions.CITATION:Coplin, N, 2017. Introduction The issue of coal mining safety plays an important role in the United States' growing dependence on coal to supply its future needs. This article will address the federal government's role, principally the US Bureau of Mines, in meeting this challenging growth and demand while reducing the social and economic costs attributed to injuries and fatalities in underground mining. Some interesting facts and projections with respect to the nation's energy picture will be discussed. This includes the distribution of its reserves and the projected role of coal in the energy and economics of the nation's future. Underground mining will continue to be an important means of providing this coal. The author will discuss how the Bureau of Mines' research program addresses the problems of health and safety that grow out of the demand for more coal. Future projections First, a synopsis of salient facts and projections concerning the US's situation with respect to energy and the economy. Figure 1 depicts the relative quantities of recoverable energy reserves in the United States by their type. Most people are aware of the nation's use of oil. We hear a lot about natural gas. And we are aware of the controversy over the use of nuclear energy. But, while looking at Fig. 1, the question becomes, "Where will our fuel to meet the demand for energy in the future most certainly have to come from?" With 82% of the nation's recoverable fuel reserves being coal, the answer is irrefutable. Coal will be that source. Figure 2 is the present market for coal. It shows that 77% of the coal mined goes to supply electric utilities. Therefore, the coal industry as a whole is most sensitive to the trends and demands for electricity. It is less affected by what happens in other markets, such as export and direct industrial use. In fact, the coal industry is three times more sensitive to the electric utility market than to all other markets combined. Therefore, the trend in the demand for electricity must be examined. Electricity demand is expected to increase steadily over the next 15 years. It is projected to grow from its present 2.3 trillion kWh per year to 3.5 trillion kWh per year by the year 2000. The fuel to supply this increase in demand must come from somewhere. The question is "How much of this extra fuel will be coal?" Although the demand for electricity is predicted to increase, the demand for coal does not necessarily follow. Coal must maintain its fraction of the energy sources used for electricity generation if its demand is to increase at the same or greater rate as electricity. Except for a near-term dip in demand due to a slight increase in nuclear capacity, the domestic electric generation accruing to coal will go from 56% in 1985 to more than 60% in 2005. Thus, the predicted trend is for coal to become a larger part of the fuel mix for electric power generation. Similarly, looking at the most recent forecast for total coal consumption trends, it can be seen that for electric power generation alone, the coal industry must be able to supply an additional 316 Mt/a (348.5 million stpy) by the year 2000 (Fig. 3). It must be stressed here, though, that without significant improvements in mining safety, it can also be easily predicted that injuries and fatalities will increase in proportion to the increase in coal production. Will society consider that acceptable? This author does not believe so. Figure 4 examines the effect of coal prices on the price of electricity. The projections show that the already high proportion of fuel cost will become a greater fraction of the consumer price for electricity. Specifically in 1985, 36% of the price of electricity was the cost of the fuel. In 1995, 46% of the price of electricity will be the fuel cost. That implies that the price of coal will have an increasing influence on the consumer price for electricity. Thus, as coal is used more to generate electricity and as fuel becomes a greater

During the last two decades many research projects were conducted to study the load requirements for the powered supported longwall faces (1-6). Significant results had been achieved by these researches. Most of the previous studies were rarely designed to understand the mechanisms of interaction between the supports and the surrounding rock, or to correlate the stress conditions around longwall faces to the mining operations both in time and space. In case of the shield supported faces, the roof-to-floor convergence is very difficult to measure due to the high percentage of roof coverage. The external load on the supports can not be determined from the leg pressure data alone due to the existence of the lemniscate links. Therefore, there is a real need in that a simple engineering method be developed to monitor the variations of roof load on the shield supports, the roof-to-floor convergence and the roof stress restoration in the gob area as the mining proceeds. Only with the results of these measurements, a further understanding about the mechanisms of interaction between the supports and the surrounding rock can be achieved and a criterion of designing or selecting the optimum mechanical parameters of the shield supports can finally be developed.

The Bureau of Mines, United States Department of the Interior, has established a testing adit on the Government reservation at Mount Weather, Virginia, to facility to research on the fundamental tats of mining under actual metal-mining conditions. A number of sites in several Eastern States were investigated, out Mount Weather was selected because the rock seemed best suited for rock drilling and other mining tests and because the ground was already owned by the Federal Government, the site having been acquired in 1902 for use of the Weather Bureau. The testing edit has an advantage over en active metal mine for certain investigations because variable conditions affecting any particular research problem can be controlled and maintained in a fixed status, whereas in an operating mine this seldom is feasible. Operations were begin September 1935, with a crew of four laborers under a resident engineer. The laborers were recruited from, nearby farms, and. although they had no previous mining experience, they have developed into satisfactory miners.

Fracture grouting is a particular technique which can be used in soils and rocks with low permeability to increase groutability and penetration rates and to solve some special foundation problems by inducing limited and controlled zones of hydrofracture surrounding the injection source. The present paper describes the basic principles of hydrofracture and its application to grouting in deep foundations, and indicates some recognitions about the mechanisms and effects of fracture grouting.

TURBO blowers for blast-furnace blowing have now been in use for some years, and a review of the experience gained and the present state of progress may be interesting. FIG. 1.-STEAM TURBINE DIRECT CONNECTED TO AIR COMPRESSOR. The first blast-furnace blowing engine of this type to be installed in America was built by the General Electric Co. and is installed at the oxford Furnace of the Empire Iron & Steel Co. This machine was put into operation March 8, 191.0. A duplicate unit is situated at the furnace of the Northern Iron Co. at Port Henry, N. Y., which unit was put into opera ion June 30, 1910 (Fig. 1).

A hypothetical economic model has been developed for diamond projects in the Canadian Arctic using data from recent exploration and mining projects. The model reflects economic conditions applicable to the diamond mining industry in the Canadian Arctic at the present time. The economic model captures pre-production expenditures, production data, and post-production costs. Before- and after-tax cash flows are derived from the data along with the relevant economic criteria. From the corporate perspective, the model provides guidance concerning the minimum size and/or in situ value per tonne requirements of targets being sought in order to ensure economic success and predict exploration and development expenditures. From the government perspective, the model provides an indication of income and mining tax revenues that can be expected from a particular diamond project. The model shows, on average, diamond projects in the Canadian Arctic are expensive to explore for and develop, but are economically robust under the present conditions. They generate great economic return for mining companies and significant amounts of tax revenue for governments. The fact that diamonds can be transported directly from the minesite by air makes them particularly attractive targets for mining companies that operate in the Canadian Arctic.

As we look back through the Proceedings of our Institute, we find few papers dealing directly with education and recruitment. Apart from papers prepared in the earlier decades of this century, there was little written discussion on the subject until the 1950s, and mostly this was by the professionals, the professors and lecturers who staff the various mining schools of Australia and New Zealand.I use the term "mining school" in its fullest and widest meaning, to cover all aspects from ore to metal, and not in the narrow meaning that the word might imply. At the same time, in restricting the parameters of this address to "ore to metal" I recognize that I am excluding the very important fields of physical metallurgy and materials science; this I do because there is a limit to the quantum of any paper, and in fact these subjects are more closely allied to the use rather than the production of metals.However, the lack of education papers does not mean that education has been regarded lightly by The Institute. Sir Maurice Mawby in his presidential address in 1968, reminded us of the original objectives of The Institute, one 'of which was, "To promote the arts and sciences connected with the economical production of the useful minerals and metals ...". Our present Royal Charter is more specific when it says that one of the objects of The Institute is, ". . . to encourage the study of engineering with special reference to mining and metallurgy ...". If we recognize that in itself membership of our Institute is one means of continuing our education, it is true that education has been a concern of The Institute since it was first founded.Occasionally in recent years, an intrepid president has ventured to tell the academics what the industry needs, and he generally does this in a "no-question" situation! However it is encouraging that those entrusted with mineral education have always accepted this; they keep coming back for more and ask us to tell them what we want, and they will provide it.In 1948 a considerable dialogue on education was initiated when a standing committee was established by the Council of The Institute. The exclusion of coal fly ash from regulation as a hazardous waste has led to increased interest in returning ash to the coalfields for co-disposal. A multi-year column study used coal refuse with high potential acidity (4% total-S), and two alkaline ashes in various bulk-blends. The unamended refuse acidified rapidly, producing acidic (pH 1.7) leachates, high in dissolved metals. Treatments blended with sufficiently high amounts (20 to 33%) of alkaline ash produced alkaline (pH >8.4) leachates with low metal levels, while lower ash blending rates acidified over time to produce metalliferous leachates. Examination of solid materials indicated that pyrite oxidation was occurring to some extent in all treatments. A regression equation (r2 = 0.95) was developed to estimate time to net acid release for mixtures of these materials. Ash alkalinity and refuse potential acidity must be balanced to insure water quality for co-disposal environments, or the ash materials should be isolated away from acidic drainage waters.

Conservation and environmental issues are raising their profile with respect to both demand restraint and electricity supply options. In New Zealand, conservation pressures and energy efficiency need to be seen in relation to the supply system currently in place which has capacity for economic supply of electricity in quantities substantially in excess of the current market. Consequently, energy efficiency and conservation need to be interpreted in relation to the supply system as well as in relation to end use. The relationship between the environment and conservation is strongest when new generation is required. New Zealand's electricity supply system consists of a large proportion of hydro production and this has significant environmental benefits when considered in relation to concerns of global wanning and the greenhouse effect. However, environmental trade-offs in supply options need to take account of both the efficiency of electricity end use, the trade-off between hydro and thermal generation and the inter-regional effects of shifting development options from one region to another. The Electricity Corporation has a high level of consciousness with respect to environmental and conservation issues and this paper demonstrates its own moves to maximise energy efficiency and illustrate the environmental trade-offs for supply.

A method for the analysis and prediction of single pile displacement behaviour is described. It is the displacement in time, under constant load, based on the use of hyperbolic functions to characterise individual constituents of the displacement-time behaviour. Extensive use of this technique has confirmed its validity in a variety of soils and that consolidation and creep settlement appear to be indistinguishable. The algorithms employed are suitable to model the displacement behaviour from the onset of load to infinite time for all types of piles and surface foundations. Until the advent of computer controlled static load testing, analysis of the displacement-time characteristic during pile load tests has been hindered by the quality of the data recorded and inconsistency of loading. This has hitherto made the development of suitable behavioural models very difficult. Understanding the soil deformation within a proper time framework allows the subject of pile instrumentation and testing to be developed. The equipment required is basically a computer controlled loading and pile head displacement measuring system which allows accurate analysis of the settlement characteristic in almost every situation.

IT will be recalled that when educational instruction for the mineral industry began at Freiberg, at the beginning of the eighteenth century, the original aim was to organize and systematize the procedures previously followed by young men in gaining -familiarity with the technology then in use. There must have been many other ideas current, even then, as to just what a young man needed to learn in order to become capable of assuming 'responsibility for the supervision and direction of such technical work. The problem in Europe was decidedly different .from that in nineteenth-century America, because some of the European mines were actually owned and operated by the governing authority and the others were supervised, regulated, and taxed by it. The American problem was the e5cient performance of technical operations; the European one was regulatory supervision. It was natural, therefore, that in the development of educational processes in Europe stress was laid on those factors which conserved and protected the interests of the state. The study of mineralogy and geology, leading to correct judgments as to the workability and value of mineral deposits; assaying, which gave the means of quantitative measurements, as did surveying; chemistry, which furnished a better basis of understanding for assaying, mineralogy, and geology; and physics and mathematics, which are the bases for the understanding and efficient use of mechanical appliances, became the core of systematic instruction, for the mineral industry. It was early recognized that men could learn more than was already known about all of these subjects and education took on that dichotomy which still characterizes it; the teaching of established knowledge to the unlearned, and that of extending of the bounds of knowledge, now loosely termed research, which after two and a half centuries of work still shows

Through the hearty cooperation of the State coal-mine inspectors, the bureau is able to present in this paper a a complete statement of the coal-mine fatalities occurring throughout the United States during the calendar year 1919. The reports received from the inspectors for the year just closed show a reduction of 10.58 per cent in coal-mine fatalities as compared. with 1918, while in 1918 the reduction was 4.3 per cent from 1917 figures. The total number killed was 2,307 in 1919 and 2,580 in 1918, a reduction of 273. There was a decrease of 128, or 25 per cent, in fa tali ties resulting from mine cars and locomotives, and a decrease of 198, or 15 per cent, in the fa tali ties due to fall of coal or rock. Surface accidents show a decline of about 25 per cent as compared with the previous year. There were, however, increases in accidents due to gas and dust explosions and also explosives. There occurred during the year nine disasters in which five or more men were killed, representing a total of 201 fatalities. The worst disaster of the year was the one occurring at the Baltimore Tunnel No. 2, Wilkes-Barre, Pa., resulting from the explosion or burning of a number of kegs of powder, by which 92 lives were lost. This disaster emphasizes the need for stricter regulations relating to hauling men and explosives into the mine at the same time. The question of whether electricity was responsible or not does not affect the consideration of the various dangers which arise in underground transportation and handling of explosiveB. At best the handling and hauling of explo.sives is hazardous and such being the case, no one, other than the necessary attendants, should be permitted to ride in cars or cages transporting explosives. As a result of this disaster, the report b of the coroner's jury to the governor of Pennsylvania brings out some important dangers to be avoided in the use and transportation of explosives.
