The theme of this paper is the development of-the project feasibility study which includes discussion of the work which is carried out in preparing the project feasibility study, the necessary evaluations and structures that are employed to ensure that not only does the feasibility study itself stand up to scrutiny and is sound, but also that the investment the company is proposing to develop, "the project", is an investment decision which will represent good returns to the company. This theme is particularly relevant when there are competing divisions within the company and only limited cash resources are available to make the correct investment decision. Thus various potential investments may be evaluated against each other to determine which project will be given the go ahead for development. This paper will particularly focus on the various investment analysis techniques that are used and discuss the work that is required in preparing the project feasibility study and specifically the interaction of the project team members and the thought process that must be undertaken to complete the project feasibility study. Finally comments will be made on tax planning issues particularly with respect to taxation of gold production to be introduced in January 1991. Some ideas are presented which may help and possibly improve the financial position of the projects being reviewed. Further, it is suggested that the thought process which goes with the financial engineering aspects of a resource project can be widened to take account of taxation issues and tax planning to ensure the rise of the project feasibility and hence the decision to proceed to development by the project sponsors.

During recent years there has been a marked increase in the use of explosives in Queensland coal mines. Delay detonators have been introduced and their use has extended with the wider application of mechanised methods of mining.The need for careful study of the characteristics of delay detonators is stressed so that the advantages of simultaneous firing, from the points of view of safety and efficiency, may be obtained. With their use new potential hazards are introduced. These hazardsare considered and means whereby the overall safety may be improved are discussed.The increase in the number of misfires since the introduction of delay detonators is shown and the examination of misfired detonators is described. Lessons to be learned! from these misfires are noted and details are given of the essential requirements for safe and efficient blasting using delay detonators.INTRonUCTIONOne of the aims of mechanization in coal mines is to reduce the physical effort applied to the winning of coal. Explosives play an important part in achieving this and, following the introduction of power borers for the drilling of shot-holes in Queensland coal mines, much of the arduous work associated with coal getting has been eased. During recent years there has been a marked increase in the consumption of explosives, as shown in Table 1, and it must be the aim of all to use these explosives safely and efficiently. Proper employment of numerical stress analysis design tools is based on the demonstrated ability of a model to capture key elements of the geologic site model and accurately simulate how these elements interact with a mine design. While these tools have progressed markedly, they are, at heart, a gross simplification of the abundant complexity of a natural setting and its response to mining. A generic deep longwall site model was developed that includes aspects of the geology of deep coal mines in the Wasatch Plateau and Book Cliffs coal fields of Utah. The site model contains a set of common features and observations of how these features typically respond to mining. This site model was the basis for evaluating use of empirical, boundary element and volume element stress analysis tools to analyze the distribution of stress around a deep longwall panel. More specifically, this evaluation examined shifting of stress to panel abutments and gob, distribution of stress in the abutment, and deformation and failure of bridging strata. Measurements of abutment stress changes at two sites in the Wasatch Plateau region were used to illustrate model calibration. Overall, these comparisons highlight the considerable differences between methods. Volume element tools can incorporate considerable detail and have fewer underlying assumptions, but this detail carries a considerable computational cost. Boundary element tools are much more efficient. But this efficiency also comes at a cost of added assumptions. These assumptions were challenged by the presence of a strong sandstone unit in the overburden, leading to boundary element results that depart significantly from volume element results. Empirical rules are the simplest, but are even more burdened by assumptions, many of which are implicit in underlying cases. Insight into the nature and impacts of underlying assumptions in each method is essential to proper use of results in mine design. Have you ever had a neighbor complain about a blast one day, but says the next day’s blast was better, even though the Peak Particle Velocity (PPV) increased? How about neighbors that complain about a small trimming shot, but don’t complain about a big production shot? Have you ever reduced the pounds/delay and gotten more complaints ? Mine operators are often bewildered when trying to correlate blast design parameters to homeowner complaints. When complaints come, standard practice is to set up a seismograph in the neighbor’s yard to monitor the blast. Immediately after the blast, the neighbor usually reappears from the house wanting to know the seismograph reading. When told that the PPV was 0.1 in/set, well below damage levels, the homeowner explodes saying “Your machine is wrong”. Perhaps he is right. Understanding why people complain about blasting is not about PPV, it’s all about structural response. People could care less about how much the ground vibrates; they only care about how much their house vibrates. In this paper we will examine the primary factors that control structural response. Through the use of a large array of digital seismographs, the effects of two production blasts on a community surrounding a quarry are studied. The predicted structural response resulting from each blast is calculated at 175 seismograph locations. The predicted response is then correlated to previous research on human perceptibility to vibrations. The results of this analysis and correlation give a better understanding of what the residents actually feel in their homes. The detonations of two single-hole signature blasts are also recorded by the array of seismographs revealing the dynamic characteristics of the geology ‘surrounding the quarry. Once the influence of the geology was understood, blasts were configured to disrupt the natural rhythm of the site through the use of millisecond delays.

"In 1998, the Iron Ore Company of Canada initiated an aggressive program to improve the performance of its Carol Lake Concentrator located in Labrador City, Newfoundland. This program was termed the Concentrator Upgrade Program. The Concentrator Upgrade Program was a group of initiatives developed with the common goal of improving the overall process and operations of the IOCC Carol Lake Concentrator. The main goal of the program was to increase the annual production capacity of the concentrator from 18.0 million tomes to 21.6 million tomes. This gain in capacity was to be done mainly through improvements in process iron recovery. The target iron recovery value was 80+% versus a historical value of 70%. This improvement in iron recovery would translate to a natural weight recovery improvement from 44% to 50%.The Concentrator Upgrade Program provided the first opportunity in 30 years to make fimdamental changes to the concentrator flowsheet. To accomplish this, several pilot plants were built to evaluate new circuits. AAer 2 years, a new flowsheet was selected for the primary gravity separation circuit and the magnetite circuit. The centrepiece of the new flowsheet was the introduction of Hindered Settling Separators to the metallurgical process.The Concentrator Upgrade Program has since proceeded into detailed engineering and, as of February 2001, construction. The first one of IOCC’s 3 primary AG Mills (Mill 11) has been converted to the new flowsheet at the time of writing and is in the throes of commissioning. This paper will review the flowsheet development program in the pilot plant for the gravity separation circuit and examine the overall benefits to the operation of the IOCC Carol Lake Concentrator."

The deterioration of concrete, steel, and timber is a serious hindrance to construction in marine and corrosive environments. Composite materials such as fiber-reinforced polymers (FRP) can offer performance advantages for construction in these environments. In the last decade, piling made of FRP composites has been used experimentally throughout North America. However, composites face obstacles because they do not have a long track-record of use in civil engineering structures. A comprehensive review of the current experience in research, testing, design, and practice of composite piling is presented in this paper.

Close economic cooperation was established among the countries in western Europe during the seventies. As a consequence, among others, a need for harmonized technical specifications for civil engineering works arose. Technical specifications for design and execution of building and civil engineering structures exist in most of the European countries. In some countries such technical specifications are part of the building regulations and in other they are independent codes of practice and standards. The works on the Eurocodes was initiated by the Commission of the European Communities about 1976. The Eurocodes are intended as common unified design codes for different load bearing structures constructed from different materials. They are also intended to cover design of geotechnical structures. They are established with a view to promote the free movement of goods and services within the member states of the European Community - the so called Internal Market - and within the member countries of the European Free Trade Association, EFTA by removing obstacles arising from different rules for calculation and design.

Drilled shafts and precast concrete piles were installed for the foundation of several structures in a reconfiguration project of a refinery in Minatitlan, Veracruz, in the Gulf of Mexico. The soils are alluvial deposits of flat land from the Coatzacoalcos River, which are embedded with layers of sand, soft clay, and peat. As part of a QC/QA program, load tests, both static and dynamic, axial and lateral, were performed. In this paper results of 32 axial tests are presented, in which typical load-displacement curves were measured at the top of the foundation elements; from the interpretation of these plots, data were recorded for ultimate side shear and in some cases for end bearing capacities, which are compared with the theoretical results of the final stage of the foundation design. The comparison shows that under allowable loads, side shear determines the bearing capacity of piles, even when the tip is embedded in a hard layer. Underestimation of the side shear is evident; therefore design criteria, as well as the methods used for obtaining soil parameters, should be reviewed.

The significance of a massive sandstone unit in the immediate roof to longwall support weighting is well known. If the unit lies in the main roof above the zone of caving, its influence becomes more difficult to calculate using traditional methods. Much of the reserves at Cyprus Plateau's new, multi-seam Willow Creek Mine are located in the A Seam. The massive Kenilworth Sandstone is typically situated 21.3 m (70 ft) above the A Seam in the main roof and is on average 14.6-m (48-ft) thick, ranging to 29.0-m (95-ft) thick. This paper describes the application of distinct-element modeling to determination of the appropriate yield capacity for supports at Willow Creek. The modeling was determined to be useful for understanding support loading mechanisms and as an aid to engineering judgment in selecting supports.

The phenomenon of sympathetic detonations in blastholes is investigated by comparing experimental observations and numerical modelling results. Numerical modelling using the TDL computer code and Forest Fire decomposition rates for commercial explosives has shown the importance of blasthole diameter, impedance of the stemming and host rock. Comparison with experimental observations has also shown that sympathetic detonations cannot always be treated as shock to detonation transition. Examination of previous results which have been obtained from calibrated low amplitude shock experiments reveal that there is an ignition threshold prior to the detonation threshold. The difference between the two thresholds is more pronounced in the case of air bubble sensitized products. The ignition threshold can be very important under the confinement provided by the blasthole and the conditions of application. It also correlates well with the pressures expected at the gap distances of interest in the practical application. It is suggested that critical energies are used as the criterion for cross initiation in blastholes. Practical suggestions based on the numerical calculations and experiments based on these calculations are also given and discussed.

This paper will discuss the design, construction, and performance of the support of excavation on the San Diego State University LRT Station. The vertical elements of the system include drilled secant piles and drilled soldier piles. We will discuss the geo-technical characteristics, design and construction considerations, loading criteria, construction techniques, schedule constraints, and performance of the pile and support of excavation systems. In consideration of the conference theme, there will be a discussion of the successful accomplishment of meeting the interim milestone dates of the Contract. The project team cooperatively worked to design and install approximately 1,100 drilled secant and soldier piles as well as excavate and install the balance of the support of excavation elements in such a manner as to minimize the disruption to campus students and operations.

After completing a feasibility study in 1987, Niugini Mining Limited (NML) obtained five Gold Mining Leases within PA 632, covering the Mount Victor and Clarkes Ridge gold deposits. Reserves prior to mining were 260 000t at 3.63g/t Au for Mount Victor and 40 000t at 2.8g/t Au for Clarkes Ridge. Ore was mined from the two deposits by NML from November 1987 to January 1990. A total of 645kg of gold and 346kg of silver were produced from 198 000 tonnes of ore pro- cessed. Mining and milling operations ceased in February 1990. Since then, there has been significant progress in rehabilitating and revegetating the site. Plant and workshop facilities have been dismantled and removed from site, exposed parts of the pit have been landscaped and replanted, tailings water has been neutralised and discharged, and the dam filled. All remaining personnel and equipment left the site in November 1990. It is envisaged that the replanted areas will be rapidly revegetated, leaving little evidence of mining. Niugini Mining did not recoup the initial investment for Mount Victor, but the mine produced a positive cash flow and made a significant' financial contribution to the local communities and Papua New Guinea as a Whole.

"With the increasing demand for minerals, technologies to maximize mineral recovery are paramount to a mine’s economic success. Many mining process waters have the potential to form calcium-based inorganic scales, which inhibit effective mineral recovery. Often, the solution to inhibit these deposits is the implementation of a chemical antiscalant program. This paper examines the application of a fouling analyzer to continuously monitor the formation of inorganic scale in mining process streams. The fouling data can be used to compare antiscalant programs and to optimize antiscalant feedrates. Case studies validate the ability of this technology to help optimize mineral recovery processes.INTRODUCTION The mining industry uses significant quantities of water. From quarrying, to crushing, to flotation, leaching, and refining, water is often the integral motive force to move slurries, separate or agglomerate fines, and extract and purify minerals. As well, water is used in a number of ancillary applications at mines, including dust suppression, gas scrubbing, and utility processes such as boiler, cooling, and waste water operations. For many processes, the quality of water being used is inconsequential. However, for certain processes, such as flotation, leaching, and desorption / stripping, water quality plays a key role in the ability of the operation to economically recover the target minerals. Dissolved solids such as calcium and magnesium salts can concentrate in process waters, exceed their solubility limits, and precipitate as scale on metal surfaces such as feed and transfer pumps, piping, and equipment. Some of the more common scales that form in mining operations include calcium carbonate (CaCO3, or calcite) and calcium sulfate (CaSO4, or gypsum), and to a lesser extent, calcium and magnesium silicate compounds. Any scale that deposits in a process stream will negatively impact mineral recovery, and increase the operational costs of the mine site. Whether it is acid washing a scaled heat exchanger in a carbon strip at a gold operation, replacing plugged emitter tubes in a leaching operation, or hydroblasting process lines in a scrubber unit, there are costs associated with labor, cleaning chemicals, repairs, and replacement parts. These costs pale in comparison to the potential costs of downtime and lost production, should the scale deposits occur in a process that is critical to the recovery of the target mineral."

National Grid needs to maintain a connection between two existing electricity sub-stations (Beddington & Rowdown) in the Croydon (south London) area, and allow the replacement of two 275 kV cable circuits that are buried under roads. This is to be achieved using a single 400 kV cable circuit within a 10 km (6.25 mile) long, 3 m (9.8 ft) diameter high voltage cable tunnel which is being driven through water bearing Chalk, at depths ranging from 5 m (15 ft) to 80 m (262 ft), with four access shafts(12.5 m (41 ft) in diameter) ranging in depth from 10 m (31 ft) to 40 m (131 ft). The Chalk in this area acts as a source of public drinking water supply (PWS) and is protected by areas designated Groundwater Source Protection Zones. To minimise the groundwater risk the design and construction of the cable tunnel and shafts has paid particular attention to the construction materials used, including testing of these construction materials prior to use, developing construction methods (including the design of the Earth Pressure Balance TBM) and maintaining a groundwater monitoring & testing programme prior to and during construction to ensure the integrity of the Chalk aquifer is maintained as a drinking water source. This paper describes the tunnel &shaft design and construction in relation to these particular groundwater environmental issues which set new precedents for tunnel assessment, design and construction requirements in the United Kingdom.

The Tyrrhenian micro-nodules, findable at low depths (200/600 m under s l) are a reasonable reserve of manganese. They can be easily and cheaply recovered but do not contain valuable metals as in the case of oceanic nodules. In this work a hydrometallurgical process for manganese recovery from Tyrrhenian nodules is presented. The studied treatment includes the following operations: magnetic enrichment, reducing leaching, leach liquor purification and electrowinning . The study shows that the most important step in the process is the preliminary manganese enrichment. It can be done directly on the platform reducing not only the transport cost, but also the residue mud in the metallurgical plant. The leaching parameters such as status and size of nodules, temperature, composition of leaching solution and S/L ratio have been investigated. After purifying the leach liquor by iron precipitation as ammonium jarosite , the conditions to electrowin manganese have been investigated. The yields of both manganese leaching and iron precipitation together with current efficiency and specific energy consumption in the electrowinning step are given.

"The large Yandi channel iron deposit (CID) is located in the north-west of Western Australia and is currently mined via open pit methods. Drilling at Yandi is widely spaced and current estimates are mostly linear averages of the surrounding local samples. Linear estimates such as ordinary kriging (OK) based on block sizes that are significantly smaller than the dimensions of the drilling grid are less variable than the unknown reality (Armstrong and Champigny, 1989).Conditional simulation (CS) provides a series of plausible realisations that represent the actual grade variability at a small scale (eg 1 m + 1 m + 1 m). These simulations are very useful for a number of purposes, eg: optimising grade control, stockpiling and blending selection of optimal drill hole spacing assessing resource risk on contained tonnage and metal.At Yandi the major constituents of the ore (Fe, P2O5, SiO2, Al2O3 and LOI) are correlated to varying degrees. Independent CS of each assay variable will not reproduce these correlations. Reproducing the correlations (and the shape of scatterplots) is important if the simulations are used for the abovementioned purposes. This paper examines and compares various methods of CS that aim to reproduce the correlations between the assay variables.The CS methods evaluated in this paper are conditional co-simulation (CCS) using the linear model of co-regionalisation and two other, alternative multivariate simulation methods, which use min/max autocorrelation factors (MAF) or the stepwise conditional transform (SCT) to de-correlate assay variables before performing independent CS. It was found that CCS best reproduced the characteristics (histograms, variogram, scatterplots, etc) of the declustered drill hole data (Figure 1). Whilst simulation using MAF generally produced acceptable results, the method did not adequately reproduce the variance of the assay variables. The univariate statistics, histograms and experimental variograms were acceptable for simulations generated from the SCT. Bivariate statistics, cross-variograms and scatterplot reproduction for the SCT were unacceptable. The latter method produced inferior results because there were insufficient samples to obtain a reliable transform of the third assay variable in the transformation sequence.None of the abovementioned simulation methods provides good reproduction of all the scatterplots. This is due to the presence of clay pods, which cause some scatterplots to display two trends. These clay pods contain higher percentages of SiO2 and Al2O3 than the surrounding CID. The clay pods are generally smaller than the drill-grid dimensions. Thus their locations are typically unknown and they cannot be defined by manual interpretation, eg via wireframes. The locations of the clay pods were simulated via indicator CS. CCS was then performed separately for the clay pods and the CID. This significantly improved the reproduction of the correlation coefficients, the scatterplots and visually the simulation was more geologically realistic. Simulating the location of clay pods followed by CCS of assay variables is the recommended approach for simulation at the Yandi CID.CITATION:De-Vitry, C, 2013.
