Inauguration of the new political dispensation in South Africa in 1994 initiated a dynamic shift in the ownership, management and development of the country’s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system, started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress’ Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since 1955 there have been important changes affecting the rules of mineral development. These are: •Firstly, a drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully •Secondly, the globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists; and •Thirdly, the introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its Regulations, the much-publicised Broad-Based Socio-Economic Empowerment Charter and its associated Scorecard.

The deformation mechanisms of a iron-phosphorus alloys were compared at 20oand —196°C. Alloying with phosphorus increases the resistance to slip, but has little effect on the resistance to twinning. The stress for onset of twinning is nearly independent of temperature, but there is an increasing tendency for cleavage along (112) twin boundaries with decreasing temperature and increasing phosphorus content. FIVE iron-phosphorus alloys and one high-purity iron (0.004 pct C, 0.004 pct N, 0.05 pct O) were vacuum melted and cast, then homogenized for 6 hr at 1100oC and water-quenched. Single crystals were cleaved from the coarse grains produced in this manner. The hardness was measured* on polished (100) surfaces of the crystals at 20" and -196°C. Laue back-reflection patterns indicated a deviation of not more than 3 deg from coincidence of the {100} plane with the surface. The deformation mechanisms were studied by relief effects on the polished surfaces. Yield points in compression (0.5 pct offset) were measured with polycrystalline material. At 20°C the addition of phosphorus to a iron leads to a change from slip to twinning as the main deformation mechanism, Figs. 1(a), (b). Between 2 and 4 at. pct P slip and twinning occur simultaneously. In alloys with more than 4 at. pct P twinning is the main deformation mechanism and slip was observed only in the neighborhood of twin intersections. All cracks at 20oC were on (100) planes, some initiated by twins.' From measurements made at-196oC, hardness and yield points of all the alloys were nearly constant and the same as the hardness of high phosphorus alloys that deformed by twinning at 20°C, Figs. 2 and 3. In the high-purity iron, plastic deformation at -196°C occurred by both slip and twinning, but deformation in the iron-phosphorus alloys appeared to be entirely by twinning. In the high phosphorus alloys a large number of cracks formed along the (112) twin boundaries and at intersections of twins, in addition to the (100) cleavage, Fig. 1(c). Mine planners are under pressure to evaluate the impact of changing economic times and newly acquired data on their mine plans. Incorporating changes such as commodity prices, customer sales, fluctuating cost assumptions and newly acquired geologic data requires quick turnaround for model building and planning to keep mine plans on pace with changes as they occur. Because of the length of time required to perform some of the geologic modeling and mine planning tasks, planning frequency may not be keeping pace with the frequency of change. To meet these challenges, one leading North American mining company successfully increased the frequency rate and accuracy of its mine plans to stay current with incoming data, ensuring its mine plans reflect the latest information, thereby minimizing or eliminating production cost variance.

The paper proposes two numerical models ot the mechanical behaviour of chalk. First, an elasto-plastic constitutive law reproduces the different plastic mechanisms of the chalk and the influence of pore fluids by introducing the concept of suction. Secondly, a model able to reproduce time dependence behaviour. Eventually, the paper gives a simulation of an academic reservoir during depletion and waterflooding phase. Der Artikel stellt zwei numerische Modelle des mechanischen Verhaltens der Kreide vor. Das erste ist ein elasto-plastisches Modell, das verschiedene plastische Mechanismen der Kreide und den Einfluss von Porenflüssigkeit, unter dem Begriff der Suktion, reproduziert. Das zweite Modell berücksichtigt darüberhinaus das zeitabhängige Verhalten. Schliesslich zeigt die Veröffentlichung eine Simulation einer theoretischen Lagerstätte während der Entleerung und der Wasserinjektion. L'article propose deux modèles numériques du comportement mécanique de la craie. Le premier est une loi élasto-plastique qui reproduit les différents mécanismes plastiques de la craie et l'influence du fluide interstitiel par l'introduction de la notion de succion. Le second est un modèle prenant en compte les effets différés. Enfin, l'article présente une simulation d'un réservoir académique durant les phases de déplétion et d'injection d'eau.

In most coal preparation processes, water is a necessary medium, but the presence of water in coal after it has been cleaned has a negative impact on transportation costs, handling and specific energy values. The utilization of super absorbent polymers (SAP) in the nappy application is well known. The concept of utilizing these polymers was investigated for the purposes of dewatering coal and other fines, generated by preparation processes such as flotation. SAPs are granular highly cross-linked synthetic copolymers with excellent water-absorbing properties. The dewatering process is characterized by three main stages: (a) contact of super absorbent polymer with high-moisture fine coal; (b) separation of dewatered fine coal from super absorbent polymer; and (c) regeneration of used super absorbent polymer, by exploiting its response to changes in conditions such as pH or temperature. Preliminary tests showed the separation step to be very difficult. The novel idea of encasing a given amount of polymer in a water permeable cloth solved this problem (of separating the swollen polymer from the dewatered coal). Preliminary tests investigating the effectiveness of the sachets of polymer showed a drastic decrease in the moisture contents of slurries. Furthermore, it was shown that it was possible to regenerate the polymer (still within the sachets) through thermal drying. A full-scale experimental programme was then followed to accurately determine the feasibility of using sachets of SAP. The experimental variables were initial slurry moisture content and polymer dosage. It was observed that the sachets seemed to work fastest and most effectively at high moistures and also at higher dosages of SAP. Regeneration of the polymer was also investigated, using two methods: thermal regeneration and pH-induced regeneration. The experimental variables, for investigating the regeneration process, were method of regeneration and grade of water used. Thermal regeneration at 70°C seemed to work successfully. Although the cost of using thermal energy is still a problem, the safety aspect (fire hazards) has been addressed since the polymer does not ignite when heated, unlike fine coal particles that may do so. The alternative method of regeneration, which exploits the pH-sensitivity of the polymer, was less successful, and further work needs to be conducted.

INTRODUCTION This contract is the most northerly portion of the Metropolitan Sanitary District of Greater Chicago's Tunnel and Reservoir Plan. (TARP) The project begins at Addison Street in Chicago and proceeds northerly approximately ten miles to end at Wilmette Harbor and Lake Michigan. The project which consists of 2 work shafts, 32 drop shafts, 7.322 km (24,020 ft.) of 6.7 m (22 ft.) diameter circular rock tunnel, 8.458 km (27,750 ft.) of 9.2 m (30 ft.) diameter circular rock tunnel and miscellaneous rock bolting and grouting, was bid for a total cost of $63,140,480. The tunnel invert elevation varies from 65.5 m (215 ft.) to 77.4 m (254 ft.) below the ground surface, which places the tunnel in a rock formation of dolomite limestone. At the tunnel invert, the unconfined compressive strength of the limestone varies from 96 MPa (14,000 psi) to 152 MPa (22,000 psi). The 6.7 (22 ft.) diameter tunnel required the mining of 10.9 cu m. (14.2 cu yd.) of rock per lineal foot of tunnel while the 9.2 m (30 ft.) diameter tunnel required the mining of 20.1 cu m (26.3 cu yd.) of rock per lineal foot of tunnel. The total cubic meters of rock required to be excavated from both tunnels was 818,821 cu m (1,070,978 cu yd.). All of this will be mined by tunnel boring machines (TBM). These tunnels were not to be lined with concrete. The thirty two drop shafts have upper portions that are cylindrical in the overburden and rock sections. The Bureau of Mines experimental blast furnace was blown with oxygen-enriched blast in combination with natural gas injected at the tuyeres. The air blast was augmented with oxygen to form an enriched blast containing 24,8 pct oxygen, and tests were run at natural gas injection rates of 4.5, 6.0, and 8.3 pct of the air blast. Similar enrichment to 26.8 pct oxygen was tested at natural gas rates of 7.2, 9.1, and 11,0 pct of the air blast. At intermediate proportions of natural gas to oxygen, (1) the fuel rate and the replacement ratio of coke by natural gas were unaffected by oxygen injections and (2) the productivity increased about 4 pct for each I pct oxygen added to the blast. The higher proportions of natural gas to oxygen were less efficient; in return for a lower coke rate, the fuel rate increased and productivity declined. A deficiency in reducing gas imposed a limit upon lower than normal proportions of natural gas to oxygen. Beyond this limit the formation of reducing gas was insufficient to support the rate of metal production. When this condition was encountered, the coke rate requirement for specification iron was abnormally high and production fell off badly. Adiabatic flame temperature is discussed as a means for proportioning oxygen and natural gas additions.

APPROXIMATELY 26 percent of the total ore production to date from the largest single deposit of copper-bearing material in the world was mined during the war years, 1942 to 1945, at Chile Exporation Company's great open-pit mine at Chuquicamata, Chile. About 18 percent of the total waste removed during the life of the mine was handled in the same period. The total of ore and waste represents approximately 24 percent of the total material that has been excavated from the pit. This is more than was removed in the first fourteen years of operation from 1914 through 1927. In the synopsis, the author concludes that ?high levels of seismicity do not coincide with high rockburst rates?. Implicit to an appreciation of this statement is the necessity of a common understanding of what is understood by the terms: ?high level of seismicity? and ?high rockburst rates?. With respect to the former term there is no difficulty in that the level of seismicity is traditionally measured in terms of the Richter Scale. The latter term however presents a problem in that the author defines it as a particular sort of seismic event?viz: ?Rockburst? is understood as a seismic event that causes damage to an underground excavation with subsequent injury, loss of material/equipment or production shifts? (p. 322). No scale is given of the amount of: ?excavation damage ?level of injury ?material/equipment loss ?production shifts lost whether separate or cumulative, for a particular seismic event to be classified as a rockburst. A further difficulty arises in that in common usage the words ?rockburst?, ?seismic event? and ?earthquake? are all used to describe the same event.

Iron ore fines is an area of concern in India. A possible avenue is to use these fines for sponge ironmaking. Work has been carried out to pelletize these fines with coal and a suitable binder, and cure them in ambient atmosphere to retain in-situ reductant. Pellets were characterized for physical strength and metallisation. Critical factors were granulometry was percentage of coal & binder. In laboratory tests, pellets got metallized faster compared to lump ore. Large-scale trials were conducted in a 12-meter long rotary kiln plant. For 90% metallization, required residence time was only 60 minutes against 240 minutes for lump ore. Coal requirement also decreased. Investigations established the fast reduction nature of pellets. This is due to reduction-reactions occurring simultaneously at many sited within the composite pellets, in addition to the diffusion of reducing gases from the surface of the pellets to its core. The developed process is a value addition in the conventional pelletmaking and is environment-friendly also.

Copper oxide ores deposits in the Katanga province of the Democratic Republic of Congo (DRC) contain at variable level cobalt oxide minerals. In contrast to copper oxide minerals which readily dissolve in the sulphuric acid solution, the cobalt oxide bearings are difficult to dissolve, especially if cobalt is present in the third oxidation state (Co2O3). This species become soluble after reduction of Co+3in Co+2. In practice, the use of reducing agent is therefore necessary in order to transform the insoluble minerals into soluble cobalt sulphate species. The following reducing agents are currently used at the Shituru plant: ferrous ions, which are present in leach solutions, pulverised copper or sodium meta bisulphite (MBS). Due to the high consumption of reducing agents (0,8 t MBS/t of solubilized Co; 1,2 t Cu/t-Co), cobalt production is expensive. The use of sulphur dioxide as reducing agent was then investigated in order to reduce operating cost. This reagent also presents the advantage of sulphuric acid production during the leaching process. It has been added in the leaching vessel (tank). From the laboratory and industrial tests, selective leaching of cobalt (78%) has been performed. The cobalt leaching kinetic depend on sulphur dioxide dosage. Dissolution of copper, iron and manganese remained very low. No emanation of SO2 gas was observed during the process.

Mining can adversely affect water quality and poses a significant risk to South Africa?s water resources. Proactive management of environmental impacts is required from the outset of mining activities in order to reduce this risk. Major strides have been made over the last 7 to 8 years, by both the Department of Water Affairs & Forestry (DWAF) and the mining industry, in developing strategies and management plans for the effective management of water within the industry. This has largely been achieved through the development of joint structures where problems have been discussed and addressed through cooperation. This process, which was started around 1991, has continued through to the present time. The mining sector management strategy has been developed at a number of different levels as follows: ?A detailed Management Plan, that sets out strategic objectives, broad strategies and functional and organizational arrangements. ?Operational Guidelines, that define and document specific operational procedures. ?Technical Guidelines, that define and document best practices for pollution prevention and impact minimization from mining operations. The Technical Guidelines consist of Best Practice Guidelines (BPGs) and Regulations.

As a part of our study of how coal mine dusts injure the lung we have studied the effects of dusts and dust-exposed pulmonary alveolar macrophages (PAMs) on the growth of lung fibroblasts (LF). Fibroblasts were cultured near confluence in low-serum medium, either alone or in the presence of dusts, dusts plus PAMs, dust leachates or superriatants of dust-exposed PAM cultures. We report here provisional conclusions, based on initial observations. Rat LF were relatively unresponsive to direct effects of dusts, showing weak stimulation in only a few cultures, and there was no evidence that dust-exposed rat PAMs had released any growth-regulatory products. In contrast, guinea pig cells were more responsive to the dusts. The pattern of responses was quite complex. Three of the dusts stimulated LF directly (with no mediation by PAMs). Two dusts were essentially inert when added directly to fibroblast cultures, either with or without PAMs, but their leachates were active: 867 leachate was inhibitory and RF leachate was stimulatory. Dust 1361, either directly in the cultures or as an aqueous leachate, was stimulatory, and it activated cocultured PAMs to stimulate LF growth; however, supernatant products of 1361-stimulated PAMs were inhibitory. Direct exposure to 1192 stimulated LF, but its leachate was inert; cocultured PAMs exposed to 1192 had weak stimulatory effects, but supernatants of 1192-exposed PAMs were mildly inhibitory. MP3-3 had effects similar to 1192, except that the cocultured, dust-exposed PAMs had no effect on growth. We conclude 1) that guinea pig lung cells are more responsive to dusts than are rat lung cells, 2) that dusts can influence growth of LF by four kinds of interaction (by direct dust-cell interaction, by release of soluble dust components into the culture medium, by activating P AMs to exert direct cell-cell interactions, and by activating P AMs to release growth regulatory products into the culture medium), 3) that each kind of interaction may be neutral, inhibitory or stimulatory, depending on the dust tested, 4) that four of the dusts tested were neutral, inhibitory or stimulatory, depending on the assay (the fifth <lust was either neutral or stimulatory), and 5) that the effects of soluble mediators (leachates or products of activated PAMs) frequently did not correspond with the direct dust-cell or PAM-fibroblast effects. These results suggest that the nature of the dust-lung interaction at the level of cells and molecules is exceedingly complex. These observations need to be confirmed and extended to determine what characteristics of the dusts determine the nature of the cellular responses, and to determine which patterns of responses are detrimental and which are beneficial in the overall health of the dust-exposed lung.

Environmental reporting by mining firms takes many forms and change frequently. The objective of these reports is related to increasing the legitimacy of mining firms with their diverse stakeholders. This study, focusing on internet-based reports, shows that there are considerable variations in reporting. This phenomenon is interesting because it belies the efforts pursued by leading industry members under iniatives such as the Global Mining Initiative and the Mining, Minerals and Sustainable Development project. The observed variation, both internally among reports and between reports and other industry policy statements, suggests that the industry needs to explore the possibilities for more convergence in terms of reporting quality. Based on theoretical constructs from the management literature we present a series of arguments defining necessary and sufficient conditions for durable and well-institutionalized reporting practices and standards.

Mycobacterium phlei has very good potential as a hematite flotation collector. The flotation recovery of hematite is dependent upon the solution pH and concentration of the microorganism. The critical pH for maximum recovery of hematite is around three, which corresponds to the point of zero charge of the microorganism. An excellent correlation between the flotation recovery and bacterial adhesion on hematite is observed. The adhesion of Mycobacterium phlei on hematite can be described by the potential energy of interaction calculations using an extended DLVO theory.

It discusses fundamental theory and the vital aspects to be considered in planning and designing mine electrical power systems. The report is divided into three major sections. The first presents the history of electricity in mining and the fundamentals of electrical phenomena and components. The second focuses on power-system components: motors, grounding systems, cables, and protective equipment and devices. The final section includes mine power-center equipment, switchhouses and substations, batteries, and mine maintenance.

Abstract The process of stress-induced fracturing around underground excavations in brittle rock is associated with dilation or volume increase of the failed, fractured rock. Different attempts to account analytically for this dilation have been made within the framework of plasticity theory. This theory has been developed mostly for metals, strain-hardening materials or soils, but brittle failure of rock-like materials is characterized by strain-softening behaviour and the volume change is dominated by geometric factors, which may violate stability principles of plasticity. In this work a semi-empirical Rock Mass Bulking Model (RMBM) was developed, using as starting concepts: dilation angle, plastic strain rates, effective deformation modulus, effective Poisson&apos;s ratio, Griffith locus, and the definition of a bulking factor BF introduced by Kaiser et al. (1996). The model was calibrated in order to obtain bulking factors that are consistent with experimental data and case studies of measured bulking around underground excavations. Résumé La fracturation provoquée par le stress autour des excavations souterraines dans le minéral friable est associée à la dilatation ou à l’augmentation du volume de la roche en rupture. Dans le cadre de la théorie de la plasticité, différents essais ont été faits dans le but de trouver une justification analytique pour cette dilatation. Cette théorie a d’abord été élaborée pour les métaux, les matériaux ou les sols d’écrouissage, mais la rupture fragile de matériaux d’aspect rocheux est caractérisée par un comportement d’amollissement et le changement de volume est dominé par des facteurs géométriques, ce qui pourrait ne pas être conforme aux principes de stabilité de la plasticité. Dans le présent ouvrage, un Modèle semi-empirique de masse rocheuse a été élaboré, dont les concepts initiaux sont les suivants : angle de dilatation, vitesse de fluage plastique, module effectif de déformation, coefficient effectif de Poisson, locus de Griffith, et la définition d’un facteur de foisonnement FF apportée par Kaiser et al. (1996). Le modèle a été calibré afin d’obtenir des facteurs de foisonnement qui soient conformes aux données expérimentales et aux études de cas sur le foisonnement mesuré autour des excavations souterraines. Verschiedene Versuche im Rahmen der Verformbarkeitstheorie haben versucht, diese Ausweitung analytisch festzustellen. Die Verformbarkeitstheorie wurde hauptsächlich für Metalle, kalthärtende Werkstoffe oder Böden entwickelt, da sprödes Versagen von Gestein ähnlichen Werkstoffen von kaltenhärtendem Materialverhalten gekennzeichtnet ist, und die Volumenveränderung von geometrischen Faktoren beherrscht wird, die die Stabilitätsprinzipien der Plastizität übertreten. In dieser Arbeit wurde ein halbempirisches Rock Mass Bulking Model (RMBM) (Modell für das Aufgehen der Gesteinsmasse), entwickelt, für das die folgenden Anfangsprinzipien benutzt wurden: Ausweitungswinkel, plastische Fliessensätze, wirksames Verformungsmodul, leistungsfähiges Poissons Verhältnis, die Griffith Ortskurve und die Bestimmung eines Aufgehensfaktor BF1 der von Kaiser et al. (1996) eingefürt wurde. The thermodynamic data presented in the literature for zirconium compounds are incomplete. Among the compounds for which adequate data are Zacking are zirconium fluoride and sulfate. This paper reports experimental heat-content values determined by the Bureau of Mines for these two zirconium salts throughout the temperature range of 273° to 1,200° K. No crystalline transformations were found in the two compounds investigated, and neither of the compounds melted over the temperature range studied. MATERIALS TESTED The Oak Ridge National Laboratories, Oak Ridge, Tenn., supplied the two zirconium salts used in this investigation. The zirconium fluoride was high- purity reactor grade material. The zirconium sulfate contained between 0.01 and 0.10 percent hafnium and calcium, and other elements in concentrations below 0.01 percent, A spectrographic analysis of the two compounds is given in table 1. Before use the compounds were dried at 400° C. for several hours to removed adsorbed moisture.

In deposits of the John Muir Wilderness, tungsten is the principal metallic element. Gold, silver, copper, and molybdenum could be recovered as by-products from most of the tungsten deposits. More than 1 million tons (0.9 million t) of tungsten resources are estimated to be along the fringes of metasedimentary roof pendants. Gold-silver deposits and silver-copper-lead-zinc deposits with small resources are found at several localities. The association of metal deposits with the intrusive-metasedimentary rock contacts and the widespread existence of these contacts, suggests additional resources exist. The area has no known potential for coal, oil, gas, or geothermal energy.

For more than 15 years after the Northparkes orebodies were first discovered in 1976, the project was delayed by the need to find an economic way of mining the low-grade E26 deposit. The decision to use a low-cost block caving method to mine the orebody was made in the early-1990s; but the project&apos;s future did not solidify until 1993 when a radical new approach was adopted which sought to integrate business imperatives with technology and organisation strategies. The approach led to the establishment of a strategic vision which tied together all the components that could have a major impact on the project, to provide a framework for guiding strategic choices. The strategic vision strived to break away from the old rules of how mines are organised and operated; and involved finding imaginative new ways to radically redesign mining processes to achieve quantum leaps in performance.
