This section begins with an introduction to several key environmental laws. This is followed by a discussion of some of the issues raised by such environmental regulation. Finally the subject of regulatory reform is addressed. Overview of Selected Major Environmental Laws The number, type and complexity of environmental laws and regulations affecting mineral resources development have grown at an astonishing rate since the 1960s. The most significant laws and regulations are those addressing the use of the public lands; those concerned with air quality, water quality, and surface reclamation; and those defining government responsibility for its actions having important environmental consequences. The laws and regulations governing activities on the public lands will be taken up in the section 5.15C, "Minerals and Land Management." In this section we will concentrate on five primary laws: the Clean Air Act, the Clean Water Act, the Surface Mining Control and Reclamation Act, the Endangered Species Act, and the National Environmental Policy Act. The Clean Air Act: The legislative and regulatory framework for controlling air pollution has developed in a series of steps. Most important for present purposes are the Clean Air Act of 1970 (P.L. 9 1-604) and the 1977 Amendments (P.L. 95-95). The rather complex air quality control scheme includes four key elements-national ambient air quality standards, state implementation plans, the prevention of significant deterioration program, and the non- attainment program. National Air Quality Standards. The 1970 Clean Air Act is a landmark law because it contains the first explicit recognition that pollution is a nationwide problem requiring a national control program. The federal government through the Environmental Protection Agency (EPA) was to establish national air quality standards for at least the six pollutants named in the Act (sulfur dioxide, carbon monoxide, total suspended particulates, photochemical oxidants, hydrocarbons, and nitrogen dioxide). These standards were to be established so as to protect public health, "allowing an adequate margin of safety." The cost of achieving these standards is not to be considered. The 1970 Act unrealistically required that these standards be achieved in all areas of the country by 1975. As the program has developed, the air quality control regions are now to be designated as "attainment" or "nonattainment" with respect to each of the national standards. State Implementation Plans. Under the Act the states are given the primary role in achieving the ambient standards. States are to develop and implement control plans governing emissions from all existing and new sources. These plans can include emission limitations for existing stationary sources, transportation control plans to reduce emissions from mobile sources, and pre- construction review of new stationary sources to assure compliance with new source performance standards. The EPA must approve all state implementation plans. Sanctions are given to the EPA to be applied if states fail to submit acceptable

Roller Press grinding has become an accepted technology in the cement industry, and finds a growing application in iron ore processing. Its introduction to the gold industry will depend on anticipated benefits such as a reduction in power requirements, the increase in throughput, and higher gold recoveries from the ground ore. The presentation highlights some of the specific features of the KHD Humboldt Wedag Roller Press and the effects of various operating parameters on the grinding result. Based on recent experiences examples are given on the use of the Roller Press in mineral applications. The anticipated reduction of grinding energy when using the Roller Press is discussed, together with the reduction in Bond Work Index.

Atlantic Cement Company's new multimillion dollar, 10,000,000 barrel per year cement plant went into full operation in February, 1962, bringing into reality a new concept in the distribution of Portland cement. The Cerro and Newmont Mining Corporations, well established in the mineral extraction and dressing industry, backed the venture. To take advantage of the, economics inherent in single production units of large capacity, it was necessary to first find a market' capable of absorbing such large quantities. Cement can be economically shipped by rail and truck about 200 miles. Beyond' that radius from the producing facility the freight costs become prohibitive. No single marker area within that radius exists which could absorb such a large volume of cement. However, water transportation provides a relatively inexpensive method of transporting bulk products many times over such a distance. Thus, it was decided to locate the producing facility near a deep water port which had ready access both to the Atlantic Ocean and, just as important, a good source of raw material. An extensive feasibility study was made and the site at Ravena, New York on the Hudson River near Albany was chosen. Here, vast quantities of limestone in the foothills of the Catskill Mountains are found within a short distance of-the deep-water Hudson River.

Many unique ventilation problems have been faced as Avery Island Mine's large openings have been mined. High humidity of outside air combines with the hygroscopic salt to create a corrosive atmosphere. Massive rooms preclude routine use of brattices to direct air flow to the working faces. Large amounts of explosives are consumed in single blasts. Resulting concussion pounds air control structures and ANFO ignition creates large amounts of nitrogen dioxide in single rooms. Geologic constraints confine new shafts and slopes to areas thought to be free of potential ground water hazards. Dust control techniques are limited by dry product demanded by customers. The Avery Island Mine's ventilation system has evolved to deal practically with the conditions and to dependably provide fresh air to the miners. International Salt Company's Avery Island Salt Mine, a multiple level room and pillar operation, has been mined steadily since about 1900. It is known as one of the "Five Island" salt dome mines of South Louisiana's Gulf Coast. Production from the area places Louisiana first in United States rock salt mined tonnage, according to the United States Bureau of Nines, 1982 (1). International Salt Company is a major force in U.S. salt production, as it also operates mines in Detroit, Michigan; Cleveland, Ohio; and Retsof, New York; a solar salt facility in Bonaire, Netherlands Antilles; and a solution mining plant at Watkins Glen, New York.

I'm really very pleased to be talking with you today about the environmental impacts of gold ore processing as part of this symposium on emerging process technologies for a cleaner environment. But before I talk about some of the newer developments that are coming, I would like to set the stage by reviewing some of the recent past. Over the last decade or so the U.S. gold mining industry has experienced remarkable growth, primarily in heap leaching operations, and not surprisingly there has been parallel growth of environmental regulations. At Homestake, we have had the excitement of bringing on-line a new mine embodying state-of-the-art technology and environmental planning, and during the same period the flagship of our company, the Homestake mine, has been brought into modern day compliance through the application of innovative environmental technology. This has been a learning process; in both cases we found that we had to develop new ways to meet our objectives. At our McLaughlin mine in California a major achievement was pioneering the use of pressure oxidation, or autoclaves, for refractory gold ores, and at the Homestake it was the development of a unique bio-treatment plant for wastewater. These projects were developed balancing operational goals, environmental concerns and costs, and I would submit that being cost-effective is our greatest challenge in the development of new, environmentally sound, process technology. In meeting that challenge, our job has not been made any easier by the myriad environmental laws and regulations that directly affect the design and operation of our facilities. Most of these constraints have evolved through the political process more or less independently, but in their application there often are over-lapping provisions. Adding to this complexity is the fact that action takes place in both state and federal arenas. As a result, state and federal roles sometimes become intertwined, and a good case in point is provided by various cyanide issues faced by gold producers. The vast majority of U.S. gold mining takes place in the so-called "mineral States," the western States that come under the Mining Law of 1872 as amended. This is the basic statute that provides for access and tenure to develop mineral resources on federal lands in those states. There is gold mining outside the defined mineral States, and there is also gold mining in the mineral States on private lands. Our own Homestake mine in South Dakota is one of the best examples of the latter category: located entirely on private land, it is nevertheless subject to at least 13 federal environmental statutes and some 29 federal regulatory requirements. There are also nine significant state statutory and regulatory requirements that apply. On federal lands in the mineral States there are numerous federal statutes and regulations which affect mining, over and above the current Mining Law. These, which are in addition to the laws applying to private land, include the National Environmental Protection Act and the Federal Land Policy and Management Act, among others. Still, those who advocate radical changes in the basic Mining Law would have us believe that sweeping environmental protection and reclamation provisions, not to mention new land use restrictions, are needed. Such changes could effectively prohibit mining on the federal public lands. Strict enforcement of our current Mining Law would have presented most of the abuses cited by the critics but if the Law is to be changed at all, I believe that, at a minimum, the principles of self-initiation and security of tenure embodied in the present statute should be maintained. These are critically important concepts, but there are other statutory and regulatory issues constantly before us as gold miners. Iron oxides are unique in that they are the only significant colored mineral found in a natural state suitable for use as a pigment after being pulverized to pigmentary size. The world production of iron oxide pigments is estimated by the authors to be between 350 and 400 kt. The fact that highly colored natural deposits of iron ore are found throughout the world accounts for its use in prehistoric man's artistic cave paintings. These early artists did not realize that they had established man's first paint test which now has some 20,000 years of exposure. In addition to abundance, iron oxides (about 7% of the earth's crust) have the advantage of low cost, permanency, and are non- toxic. Through the centuries, succeeding civilizations have utilized iron oxides as a major source for decoration and protection when these properties were desired. In the last century the chemical industry has improved on nature by developing a complete range of synthetic iron oxide pigments which surpass the pigments produced from natural iron ores in uniformity, color quality, and chemical purity. In the United States, the combined production of natural and synthetic iron oxides produced sales of over $97 million in 1980 (Spimad, Jr., 1980), increasing to $138 million by 1990 (Templeton, 1990) NOMENCLATURE With the increasing importance of the synthetic iron oxides it is necessary to make a distinction between the natural or mineral pigments and the synthetic pigments. Natural pigments are those products that are derived from selected ores and should not be confused with iron ores mined for steel production. Iron ores that are mined for steel must be capable of being mined and reduced to iron on a competitive commercial basis. These ores are selected on the basis of iron content and processing economics. It is therefore unusual when iron ores for steel production are suitable for use as mineral pigments. Natural pigment ore sources are selected for their special physical-chemical properties and are able to command a premium price over iron ores used for steel manufacturing. Synthetic pigments, and in this instance iron oxides, are those pigments produced from basic chemicals. Through chemical synthesis pigmentary particles are produced as opposed to the use of comminution, the major procedure common to all natural iron oxide pigments.

The mining industry has indeed gone global. International minerals producers are spending big money to move into countries that were off limits a few years ago. Due mostly to political reasons, these countries' huge mineral deposits - worth billions of dollars - were locked up and mining companies could only sit on the side and wonder "what if." Now much of the world is going the free market route. Once closed countries and developing nations are rewriting their mining and tax laws hoping to attract foreign investment to develop their natural resources. And big businesses - mining companies included - are lining up to get their share. But with new opportunities come new risks. While emerging nations are slowly accepting the free market concept and the privatization that goes along with it, many remain plagued with political instability and violence. Even developed nations carry their unique risks. Some of these include inadequate or contradictory legal and regulatory infrastructures, political patronage and outright corruption. So companies hoping to expand into new regions of the world must do more than examine the market. They must study the political stability and structure of a country, as well as its tax and environmental laws. And they must guarantee the safety of their employees. Control Risks Group is an international management consulting company that assists companies preparing to move into a new country. It employs about 225 people in 14 offices throughout the world. Control Risks personnel include lawyers, bankers and former law enforcement officers and intelligence people. The company held a one-day seminar in Washington, DC to update some of its clients on the state of affairs in various regions of the world. The seminar also covered extortion, corruption and product diversion. About 175 people attended the seminar. Speakers included Control Risks' operators, analysts and investigators. Here is a summary of what some of those people had to say.

Fundamental choices in flocculant selection often come down to the lower cost of solid grade products versus the convenience of liquids. The ideal product would be a low cost solid grade flocculant which requires minimal handling and no sophisticated dissolving equipment. Recent polymer developments have lead to the commercialization of a limited range of dry polymers that can be screw fed at controlled rates directly to process streams without the need for predissolving. Other developments include dry polymers that can be directly added to mix tanks without the need for sophisticated wetting systems. The latter will make dry flocculants especially attractive for smaller users. Examples of these new products and their application in industrial and municipal waste treatment will be provided.

The reforestation potential of bauxite mining spoils by seeding was examined on this research work. The experimental plot was established on the location Strofi Koukouvista 5, Ghiona Mountain. The experiment consists of 3 species (Pinus nigra, Robinia pseudoacacia, and Spartium junceum) with 4 sowing treatments and 2 sowing seasons (autumn and spring). The treatments were: (1) broadcasting; (2) broadcasting and soil cultivation; (3) broadcasting with straw mulching and straw binding with asphalt emulsion; (4) broadcasting with soil cultivation, straw mulching and straw binding with asphalt emulsion. Third year results show that spring is better than autumn as a sowing season. Only the Spartium junceum species were found to germinate and survive in autumn. The results are better for all the species on the spring seeding. The most effective treatments for Robinia pseudoacacia and Pinus nigra are 3 and 4 while for the Spartium junceum even simple broadcasting shows good results although the best ones are achieved with treatments 2, 3 and 4. The paper?s findings show that reforestation by sowing could be effective for some species but further experimentation with other species is recommended. Concerning Robinia pseudoacacia, testing of different seed preparation treatments is needed in order to maximize the germination of seeds.

Metal producers are now suffering through a major downturn in prices for their products even though it has only been a few years since they were enjoying high prices. From an historical perspective, the current situation is another of the cyclical downturns that often occur every five to seven years. This paper uses time-trend decomposition techniques to identify the cycles and statistical methods to find the duration of these cycles for a variety of metal prices. Given some idea of how long and severe these cycles typically are, the mining industry can better plan to weather the downturns and take advantage of the upturns. For example, timing investments in new projects to take advantage of the cyclical upturns can dramatically improve project profitability.

New tunnels of significant alignment lengths such as mountain tunnels, base tunnels, as well as beneath urban centers pose unique environmental challenges. This paper highlights key environmental considerations for planning, design, construction, and operations by sharing lessons-learned from the authors' extensive project experience on these types of tunnels. Discussion of unique constraints include limited right-of- way, ventilation and emergency egress during the construction phase and revenue service, safety and security, and protection of existing structures. Practical approaches and applied innovative state-of-the-art solutions addressing distinct sustainability challenges and unique requirements are shared from US and international project examples.

The Hill is a cyanidation plant with flotation and roasting. The grinding and treatment have at the present time a capacity of 1400 tons of ore per day and the precipitation has a capacity of 6000 tons per day. The ore is delivered by a 36" conveyor belt and tripper to 8 mill bins having a capacity of 6000 tons. The ore from these bins is discharged onto 20" gathering conveyor belts which are regulated with p.i.v. speed changers to control the belt weight. A weightometer determines the tonnage milled. The feed enters the 8' x 12' rod mill through a rubber lined chute and the product is discharged through a launder to a 7' rake classifier in closed circuit with 10' by 6' hardinge ball mill. Lime slurry is added at the rake classifier to give a strength of .30#/ton. The classifier sand is fed into the ball mill with a scoop feeder and the mill discharge flows in a launder back to the classifier. The classifier overflow is pumped to a 24' by 12' bowl classifier in closed circuit with a 8' by 15' regrind mill. The bowl classifier sands are fed to this mill and the mill discharge is pumped back to the bowl. The bowl overflow at 8% - 200 mesh is the final product from the grinding circuit.

Mina Maria is a high-grade, underground copper mine located in the Cananea district of Sonora, Mexico. The ore body is a massive sulfide breccia located in mountainous terrain. A major highway and an electric transmission line pass directly over the near-surface ore body. The mine is operated by Minera Maria SA de CV, a joint venture company that is 51 % owned by Empresas Frisco SA de CV and 49% by Cominco Resources International Ltd. Empresas Frisco is the operating partner. Production began in October 1990. The mining method used is undercut and fill. A continuous miner and a single-boom, hydraulic jumbo mine the ore. Backfill is a weakly cemented sand-gravel mixture that is pneumatically placed. The ore is treated by conventional crushing, milling and flotation. The Maria deposit is located about 40 km (25 miles) south of the Sonora-Arizona border and 11km (7 miles) northwest the city of Cananea and the Cananea Mine. The mine portal, at an elevation of 1780m (5840 ft), is on the east side of an important drainage divide. The mill site is situated about 800 m (2625 ft) northwest of the mine on the northwest side of the drainage divide where the drainage is more favorable. Its elevation is 1860 m (6100 ft) (Fig. 1).

INTRODUCTION The decontamination of a uranium mill site is principally an earth moving task. The task can be completed effectively and efficiently by selecting the proper earth moving equipment and using that equipment within its particular constraints for decontamination work. A considerable backlog of experience concerning earth moving equipment selection and use was acquired during the decontamination work conducted at the former Shiprock, New Mexico, uranium mill site. This experience was acquired by trial and error while decontaminating over a wide range of depths and different types of terrain. Many different types of excavation equipment were available to the Shiprock decontamination project because the Navajo Engineering and Construction Authority (NECA) heavy equipment operator's school was doing the decontamination work and a variety of equipment was needed for training. The equipment is described and its general use for decontamination is discussed. Its on-the-job use for decontaminating the Shiprock millsite is presented. [EARTH MOVING/ANCILLARY EQUIPMENT DESCRIPTION AND DECONTAMINATION CONSTRAINTS] Tractor-Scrapers The most commonly used scraper is the bottom-dump type because it is highly mobile and can dig, carry, and spread loads. In this type a tractor is connected with a yoke to a scraper bowl (Figure 1). The bowl is essentially a rigid box that pivots around the rear axle, opening to the front. A hardened steel knife, or bit, is attached to the leading edge of the bowl. When scraping, the bit penetrates and forces the earth overlying the bit edge into the scraper bowl as the scraper moves forward. When the bowl is full, it is closed by lowering a closure or apron against the cutting bit. The load is dumped while moving, by raising the apron and forcing the load from the bowl with a crowd, or ejector. The height of the dumped load is controlled by adjusting the bit height when dumping. Scrapers of this type generally do not have enough power to scrape up loads unassisted. Loading assistance is generally provided by a crawler tractor that pushes from the rear against the scraper's push block. Some scrapers are made self-loading by adding an additional engine for the extra power needed for the load pick up. Another commonly used self-loading scraper uses a loading elevator (Figure 2). The elevator consists of two roller chains carrying crossbars. The elevator is rotated when scraping and the crossbars cut the earth above or in front of the bowl bit, forcing the load into the scraper bowl. No apron is used on elevating scrapers. The load is dumped by partially retracting the bowl floor and pushing with an ejector. Scrapers have some undesirable characteristics when used for decontamination work. In three recent publications, Klimpel et al (1988) and Klimpel and Hansen (1988, 89), the theory and invention process behind the identification of two new classes of sulfide mineral collectors were summarized. These two new families can be represented by the 111 generalized formulate: R1-S-R1 -NRI III (denoted as the F-series chelation family) and R-S-R or R -CHSCH-R (denoted as the S-series redox family). The influence of systematic changes in the various R groupings on laboratory batch flotation cell tests has been covered in the above references and will not be repeated in this paper. In particular, the recent article by Klimpel and Hansen (1989) should be studied as a research introduction to this paper.

In April of 1990, Homestake Mining Company began a 5,100 m (16,700 ft.) exploration drift from the Homestake Mine in Lead, South Dakota. The drift starts from the mine's 6800 level, nearly 2,100 m below the surface, and extends north to further explore occurrences of gold discovered by surface drilling. Access to the North Drift for men and materials and for disposal of waste rock is limited to the Homestake Mine's #6 Winze, which serves as the major production shaft for the deep levels of the mine. This paper will discuss the successes and challenges encountered while managing a tunneling project 2,100 m below the surface and from an active mine.

INTRODUCTUCTICN The coal seams at Bobov dol basin are highly prone to spontaneous combustion in Bulgaria. The risks of endogenous fires (SPONCOM) exist mainly in gob area. During the last 15 years three different technologies for preventing and fighting SPONCOM have been applied in underground mines of this basin: pulp from hard material and water, foam and inerting with nitrogen. On the basis of experimental application of these technologies as well as theoretical and experimental research a new technology - Foam Pulp Technology (FPT) was worked out. It is very effective in difficult to reach places in a gob. BACKGROUND AND THE NEED OF FPT Application of the three methods mentioned above showed advantages as well as some disadvantages, allowing determination of their effective application scope depending on geological and working conditions. Their advantages can be summarized as follows: - Foaming: high viscosity at low density, which allows forming a thick layer; good surfactant wetting properties; excellent effective cooling during evaporation in high temperature zones. - Pulping with mixture of solid particles (e.g., fly ash) and water from surface installation: easy to apply in a mine; low operational and energy costs due to gravity transport from the surface to the gob: good ecological results because the waste material is returned back underground. - Inerting with nitrogen: volumetric action which doesn't restrict the thickness of treated coal pile; easy to apply in a mine; controllable nitrogen delivery depending on fire hazard conditions. Main disadvantages of the same three methods are: - Foaming: rapid disintegration due to intrusion into heterogeneous and porous media and high costs due to the need of frequent large volume foam flows (short foam's life); - Pulping: inapplicable for coal piles with high thickness which is of great importance in the cases of seams with ununiform hypsometry (rapid and frequent changes in a seam configuration) and/or great volumes of coal or ore piles particularly heated to a high temperature; strong dependence on gob floor declination; water draining of the working face area which impedes the movement of supports and chain conveyor's. - Inerting: relatively high costs hardly depending on the rate of face advance (fig.1) in comparison with the other methods; it is difficult to ensure sufficient oxygen at the exit end of the face. This problem is crucial in faces with a high level of methane emissions; accelerating of the oxidation and spontaneous heating of the pile after turning off the nitrogen supply. Conventional underground mapping methods and diamond drilling are being applied in a study to determine the nature of the copper ore occurrences near the footwall of the Osceola lava flow top, commonly referred to as the Osceola Amygdaloid. Our work to date suggests that structures formed by relatively impermeable barriers, created by flowage and injection of still-molten lava from the interior of the flow into the solidified, brecciated crust, acted as the ore receptacles. Ascending hydrothermal fluids traveling near the footwall contact were trapped and confined in these barriers which retarded the direct upward movement of the ore fluids and caused deposition of copper. Oreshoots located near the footwall appear to have been formed spatially' independently from the hanging-wall oreshoots by fluids traveling simultaneously, but along different channelways. The barrier concept as advanced by earlier writers to explain the concentration of the ore-bearing, fluids into broad shoots con¬stituting entire ore bodies is found to be equally as applicable for the localization of smaller oreshoots within the Osceola ore body.

This paper proposes a new approach for calibration of dual gamma-energy transmission (DU-ET) ash analyser for improved online analysis of run-of-mine lignite. An adaptive neuro-fuzzy inference system (ANFIS) was developed to model the relationship between the intensities measured by the scintillation counter of the analyzer and the measured ash. Samples collected from Megalopolis lignite mines were measured for their ash content by using standard laboratory methods as well as by DUET. Obtained data was divided into training, testing and validation sets. A first order Sugeno type ANFIS was used in conjunction with early stop training. The calibration performance obtained by this approach was significantly better compared with that obtained by standard calibration methods based on multiple linear regression analysis.

Geochemical characteristics, shapes and surface textures of manganese nodules from two blocks located in the southern (9°N~11°N) (KR5) and northern parts (16°N~17°N) (KR2) of the Clarion-Clipperton fracture zone between 130°W and 133°W were investigated in terms of sediment distribution and metal contents for better understanding of controlling factors of seabed manganese nodule genesis. Two blocks, ~700 km away, are dominated by the nodules with different origins, each of which has distinctive chemical compositions and shapes. KR2 block is dominated by irregular and poly-type nodules of hydrogenetic origin with low Mn/Fe, Cu, and Ni contents and high Fe and Co contents, while KR5 block is dominated by discoidal and ellipsoidal nodules of diagenetic origin with high Mn/Fe, Cu, and Ni contents and low Fe and Co contents. In addition, nodules from two blocks show different surface textures: smooth and transitional in KR2 and dimorphic and rough in KR5. Sediment distribution is also distinctly different in two blocks. The study area consists of three sediment types: Unit 1 ? dark brown mud with an intermediate metal content, Unit 2 - yellowish brown mud with poor metal content, and Unit 3 ? black metalliferous mud. KR2 is characterized by the thick occurrences (<250 cm) of Unit 1 at the surface while Unit 1 distributes thin (<12 cm) in KR5. Higher primary production rate in the southern block proximal to equator and resulting high supply rate of metals to the sediment might be the cause for the dominance of diagenetic nodules in the southern block, but potential controls of different sediment distribution on the nodule genesis can not be excluded. If it is the case, Unit 1 with an intermediate metal content likely has been acting as a sink for metals by precipitating micro-nodules within the sediment column. Within the KR5, the hydrogenetic nodules occur preferentially on the seabed where Unit 3 distributes at shallower depth (<50 cm). Unit 3 has 2 or 3 times higher metal contents than other types of sediments. It might play the same role as Unit 1 in the northern block that prevents the supply of metals to the sediment surface.
