Corporate managers are facing increasingly demanding challenges as they seek to ensure compliance with environmental laws. Management also must deal with new liabilities created by environmental laws. These laws provide both private groups and governmental agencies with access to the courts to seek penalties, compliance orders, cleanups, or to forestall developments that could affect ecosystems. Environmental laws and liabilities are also affecting commercial transactions, including the availability of financing. Corporate managers must develop new and innovative methods to address these challenges in order to assure both sustainable industrial growth and stewardship of the environment.

Mineral process engineering is a small but important part of the nation's raw material industry. Minerals are usually processed in large plants of high capacity, at low cost, using few engineers and operators, and at an ever-increasing level of plant sophistication. The magnitude of the mining industry is huge, with about 4 Gt (4.5 billion st) of ore, coal and industrial minerals mined annually in the United States. Industries such as construction, manufacturing and power generation rely heavily on a strong US resource base to maintain a competitive edge. Though rooted in classical chemistry, geology, physics and mathematics, a mineral process engineer must be trained in the science and engineering required to process raw materials. A modern mineral processing program still stresses the traditional aspects of the profession. But it also emphasizes particle technology, applied surface chemistry, chemical processing of ores, solid-fluid separations, process and equipment modeling and optimization, materials handling, personnel management, maintenance and environmental and health aspects. In such areas as particle technology and some aspects of applied surface chemistry, mineral processing academic programs have taken a leadership position in supplying specialists to a variety of other industries. The objectives of a mineral processing program are: • to furnish personnel to support the basic raw materials industries (undergraduate programs); • to provide a research and development base for industry (graduate programs); and • to provide expertise in particle technology, applied surface chemistry and environmental programs for other industries (undergraduate and graduate programs). In the United States, mineral process engineering programs have historically been associated with mining and metallurgy departments. The recent movement of metallurgy programs away from primary processing towards materials science has created the need for a new accommodation.

Existing process technologies for the production of soda ash from trona involves dissolution in hot brine, sedimentation and filtration for the removal of impurities, and subsequent crystallization for the recovery of soda ash. In this regard, mining and operating costs, particularly energy costs, are higher than desired. A preferred processing strategy might be to remove gangue mineral contaminants from the plant feed prior to dissolution in hot brine. Such a preprocessing strategy at ambient temperature and pressure has been limited by the lack of satisfactory process technology. Now based on recent results from laboratory research at the University of Utah it seems that the run-of-mine trona ore can be treated at ambient temperature and pressure using a special flotation procedure to separate the gangue minerals and make a trona concentrate with a purity of almost 99% trona at a recovery of more than 97%. The concept of such a new processing strategy is discussed with respect to current plant practice.

The post-apartheid South African government has instituted a new minerals policy. As part of the new policy, minerals rights are now held by the national government, not as private property. In addition, the national government desires to see a greater participation of all South Africans in the corporate mining arena. At the same time, the national government has adopted a policy of a strong monetary unit compared to the U.S. Dollar. The combination of these tow policies has led to changes within the platinum mining industry.

At the risk of detracting from the simplicity of the method, I would like to suggest a slight refinement to the equation as presented. As the authors noted, the Jacob-Lohman equation (1952) assumes confined-aquifer conditions. To use confined-aquifer equations in water-table aquifers, Jacob (1963) presented a correction to convert water-table aquifer drawdowns [Ahw] to equivalent confined aquifer drawdowns [Ah,: 2] [Ah Ah = Ah - w(1) Cw 2H where: Ah, = Drawdown in confined aquifer: Ahw = Drawdown in water-table aquifer and H = Original saturated thickness of aquifer] Substituting the above in equation ( I) of Hanna. Azrag and Atkinson [4nT Ah - 2H ) Qj2.25 T t(2) 1 nr2 S W] Since the above expression predicts lower pump rates, it causes the Jacob-Lohman equation to agree more closely with appropriate analytical and numerical models. Figure 1, adapted from Fig. 5 of Hanna. Azrag and Atkinson, illustrates the closer agreement of the modified equation to their numerical model, as reflected in Qm/QJL ratios closer to unity. The agreement improves particularly as drawdown [Ah] becomes large in relation to aquifer thickness H. An additional advantage of the modified equation is that Hanna, Azrag and Atkinson's correction factor C is much more stable as pit depth increases. "Mining has always played a key role in the improvement of the quality of life, but also, it has been a source of environmental and social conflict. Despite the great progress in social responsibility and sustainability experienced in recent decades, the public image of mining remains low and mining projects and operations must face growing difficulties and demands, which results in increasing capital and operating costs. In practice, the objective of a mining company is to create value for its shareholders and therefore, the best approach to Sustainability would be to foster those drivers aligning sustainability and shareholders value, this is, the “Business Case for Sustainability” (BCS). Only under this assumption, convergence of corporate strategy and sustainability may be assured. This paper discusses partial results of a Research Project being carried out at the Catholic University of Chile, aiming to develop a social and economic model for the effective integration of the values of sustainable development in the strategy of mining companies and their stakeholders. INTRODUCTION Mining is fundamental for the wellbeing of our everyday life. But as important as these benefits are for humanity, the mining Industry has had negative environmental and social impacts. For these reasons, a closer relationship between “Sustainable Development and Mining” is more necessary than ever. The Brundtland definition of Sustainable development does not have a clear relationship with mining, but it provides the context. Under a strict interpretation of the Bruntlandt definition, stating that “Sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs” [10], mining would not be sustainable because the minerals are non-renewable resources. However, this research focuses on how mining can contribute to the sustainable development in the territories where the projects take place. In other words, this research follows the publication titled “Berlin II Guidelines for Mining and Sustainable Development” [9], which stated that “A mining project that is developed, operated and closed in an environmentally and socially acceptable manner could contribute to sustainable development. Critical to this goal is ensuring that benefits of the project are employed to develop the region in a way that will survive long after the mine is closed”. The potential conflicts between mining stakeholders arises from the interpretation of the concept “developing, operating and closing a project in an environmentally and socially acceptable manner”, and the impact on the economic objectives of mining companies. Nevertheless, the ability of mining companies to control new demands and expectations of stakeholders has threatened the implementation and continuity of their projects and operations. To deal with these issues this research analyses the “Business Case for Sustainability” (BCS). It refers to the process leading to a business and social-economic environment whereby shareholders value may only be optimum under a business strategy which fully integrates the values of sustainability. In the model proposed, the Business Case will start when the benefits are higher than the costs. Benefits not only associated with efficient use of resources, also benefits associated with avoiding difficulties to continue with the mining projects such as strikes, heavy penalties, loss of investment, and so on."

INTRODUCTION Radcont is a program designed by the author of this paper for the industry to use as an instrument for radiation contamination evaluation and ventilation planning system. Radiation in mines are associated with the mining of gold and gold bearing minerals, as uranium and thorium is incorporated in the mining of these minerals. Radiation contamination in South African mines is not a new concept as it was investigated by the Chamber of Mines in the early 1960's and found not to be hazardous at the time. Since some of our mines export scrap metal to customers abroad, it came to light (1991) that some of the scrap metal was radioactive. The authority that oversees the nuclear aspects in South Africa is the Council for Nuclear Safety (CNS). They investigated these matters and found that the mines needed further information regarding radioactive material and the handling of these contaminated materials. As the various mines were licensed (with various conditions incorporated) thereafter, the mines had to do their own investigations as to what extent their properties (Surface and underground) were radioactively contaminated. Some mines were found to be highly contaminated over the years of operation and controlling conditions were installed and measures installed to reduce the contamination levels. One of the conditions when issuing a licence by the Council for Nuclear Safety (CNS), is that a screening survey be carried out to determine the radiation exposure levels and corrective action to be taken if necessary. These surveys must be done by a person trained in the required procedures for such a survey. The person must also measure the risk correctly and assess the results properly. In such a survey, the internal and external exposure levels must be determined to assess the total exposure of persons working in those conditions and take appropriate action if necessary. When doing such a survey, hundreds and more likely, thou- sands of data points are recorded. In order to assess the data recorded, various integrated and difficult calculations need to be made, and takes up enormous amounts of time. (This excludes the interpretation of the results ) The following explanation of the program shows the different parts of such a survey assessment calculations to be done. The paper details the program layout and the different sub- sections within the primary program. It must be stated that the program, as with any other program, is as accurate as the data inserted into the data base. The program and details thereof are given under the following headings: 1. TOTAL EFFECTIVE DOSAGE WITH REGARDS TO: • GME required gravimetric results obtained (mg/m3) • Thick layer or total contamination measured (Bq/m2) • Dry condition surveys with dust loads taken as a Standard l0mg/m3 • Wet conditions survey with dust loads taken as l mg/m3 • Airborne long lived alpha and beta activities as determined by analysis in Bg/m3 • LTD (Thermoluminescent Dosimeter). Results as obtained from the SABS (South African Buro of Standards) are recorded in this section for each month of the year for each individual worker. An average dose is then determined at the end of the year. • Bucket measurements as recorded. • Smear samples (Loose contamination). As determined by Electra or by analysis • Occupational factors for Metallurgical and Engineering occupations in and around the Metallurgical facilities of your mine. • All underground dosage determination and calculations. (Radon and Thoron) 2. INFORMATION REQUIRED WHEN PROGRAM IS INITIALISED: As the program is started, it opens up on the contents page. Here there are various options to choose from, but one is cautioned as a beginner in operating the program, not to perform any tasks before carefully reading these instructions. Firstly, one must go to the 'Information required" pushbutton. Press this button. The information required page is shown where the cursor can be moved to the block where one can enter the specific mines name. To enter a mines name, put the cursor in the block provided and just insert the mines name with the normal keyboard keys and press the enter button on the computer keyboard. To enter the other information required such as Alpha and Beta instrument efficiency, ALI (Annual limit of intake) and probe area, one can either press the 'Data required" button for a dialog box information or enter it manually by just putting the cursor in the block provided and entering as did above. In order to insert all the required information for the pro- gram to calculate the information required, one must proceed further by entering the area names surveyed in the spaces provided. There are 20 spaces to enter 20 different areas surveyed. One must further also provide the amount of days worked in each area (i.8. 250) in the block provided. The de- fault is 250 days. Since 2016, electromagnetic interference (EMI) of personal dust monitors (PDMs) with magnetic proximity detection systems (PDSs) has been observed in underground coal mines. The EMI causes the magnetic field measurements of a PDS to change, which, in turn, alters the calculated location of the miner relative to the machine. Any altered location calculation can potentially cause the PDS to fail to warn a worker who is at an unsafe distance from the machine, arousing a serious concern on safety hazard caused by EMI in underground mines. The search for EMI mitigation strategies led to the development and use of large shielding pouches and boxes to hold the entire PDM to reduce its magnetic emission. Research on these pouches and boxes found that although they were able to reduce the emitted radiation from the PDM, they also disturbed the magnetic field of the PDS, affecting its performance. Researchers from the National Institute for Occupational Safety and Health (NIOSH) have focused on shielding internal PDM components rather than shielding the entire PDM. The PDM air pump motor is one of the PDM components that has been identified as a major source of electromagnetic radiation and has been selected for further study and tests. The measurements show that a small copper or aluminum foil enclosure can effectively reduce the magnetic emission of the motor by between 50 and 85% at 73 kHz. This study compares the test results of the air pump motor with various cost-effective shielding materials. The data provided in this paper can serve as a reference for shielding enclosure design of the PDM air pump motor to reduce its electromagnetic emission as one form of EMI mitigation strategy.

INTRODUCTION Tens of deposits in' coal basins of Western and Eastern Siberia are being open-mined with the technology of overburden rehandling into the mined out space of pits by excavators - draglines. This technology is preferred due to the high productive Russian equipment, comparatively low cost, and relatively small Influence exerted on the environment. The basic tendency of the last decades is the aspiration for enlarging the sphere of the' technology application for development of gentle and steeply dipping seams with the use of blast destruction of overburden and with combined winning of loose alluviums and rock partings. Complex technological schemes with multiple rehandling are widely used. In addition to it, stripping workings, intermediate storage of mineral resources, placing of transport dumps, and engineering construction can be realized with the use of draglines. More than ten of dragline faces are simultaneously exploited in some pits, and the rehandling coefficient ranks from 0.1 to 8. Here, conditions of winning and placing (position of a face and existing dump) are varying in space and time; this leads to the necessity of reconsidering the order for conduction of works (schemes) within the current designing. By now, in order to this, it is required to realize complex engineering calculations by graph-analytical methods and definite experience. The need is available for automatization of this process by creation of the corresponding software. The software is to: • Orient on the active pits and use information on the existing geology, equipment, and situation in mine. • Calculate the existing schemes more operative and on a higher qualitative level to model their development in a pit space with parameter optimization. • Predict situations demanding to change the existing technology for mining operations and recommend optimal technological schemes. METHODOLOGICAL FOUNDATIONS FOR MODELING The problem is not new, it has more than fifty year-old history of creating mathematical models algorithms, and programs in Russia, Ukraine, USA, Canada. Australia and other countries with the developed mining branch. Conventionally, all population of programs can be divided into three groups depending on goal and interval of prediction: • Long-term programs used in designing and intended for substantiation of the nine capacity, selection of mining system, establishment of limits for applying the technology of overburden rehandling. In spite of the large annual expenditures and the vast field of activity covered, it cannot be said that many new grinding machines have actually come to light and modified the existing market for more than half a century. Manufacturers have mainly made advances in increasing machine sizes, efficiency and reliability, and in machine automation. The relatively recent emergence of roller presses is the only exception to this homogenisation of machine ranges. The development of roller presses in pregrinding has shown the advantages of compression grinding over the ball mill from the power consumption point of view. But classical roller presses still have maintenance problems due to the high grinding pressure. The FCB Research Centre has carried out much work in this field and in particular has studied the advantages of this process in pregrinding and integral grinding. These researches lead to the development of two new compression grinding machines. The first one, HOROMILL®, presented for the first time on the 8th European symposium on comminution at Stockholm, finds its application in the field of fine to very fine grinding in dry process. The second one, RHODAX®, presented at INTERMAT in Paris, covers the field of secondary and tertiary crushing and the first stage of grinding for most of the minerals in dry or wet process. Its high reduction factor permits to do with only one machine the work realised today with two or three crushing/milling stages. These two complementary machines offer a wide range of combination summarised on [Figure 1].

There has been greatly renewed interest throughout the gold mining industry over the last few years in cyanide recovery from gold and silver plant tailings. This interest has been spmred by two factors. Firstly, the increasing cost of destroying cyanide to levels that meet more and more stringent regulations for tailings impoundment or discharge to the environment. Secondly, many gold ore bodies suffer high cyanide consumption costs as a result of the presence of base metals (principally copper) that react with and consume cyanide during the gold leach. In most cases, the cost of recovering and recycling this cyanide from the tailings is signif­icantly lower than the cost of purchasing new cyanide. When this cost benefit is added to the lower costs of tailings detoxification, a compelling case can frequently be made for cyanide recove1y. A number of processes for recovering cyanide from gold plant barren solutions or pulps have been developed. Most of the processes require that the recoverable cyanide is first converted to the highly toxic hydrocyanic acid gas (HCN) and fears surrounding the handling of this compound have probably presented the great­est impediment to implementation of these processes.

INTRODUCTION This presentation will address changing trade patterns in lead and zinc from the mid 1980's to the early 1990's. Lead and zinc deposits are developed where they are found in many parts of the world. As many are not in major consuming areas, there is significant international trade in both lead and zinc concentrates and in refined metal. Forecasts of mine production have been analyzed, primary and secondary refining capacity and future consumption levels have been estimated, to arrive at the changes in trade patterns expected during the next half decade. This paper will first address concentrate and metal trade patterns for lead, then for zinc, and finally some remarks will be made on captive mine/smelter agreements, on regional trade agreements, and on barriers to trade. I would like to note that. there is only a small international trade in semi-fabricated products such as zinc die-cast alloy, zinc oxide, lead oxide or rolled lead and zinc. Most of the world's zinc and lead trade is in concentrates or refined metal. LEAD TRADE PATTERNS Lead Concentrates Six countries are exporters of lead concentrates. Three countries are in the Americas - Canada, Mexico and Peru, with two in Africa - Morocco and South Africa (including Namibia), and Australia. Due to the limited growth in lead consumption and consequent minimum investment in new production facilities expected, mine and metal production levels and future consumption levels are not forecast to change much between now and 1990. Accordingly, the tonnage of lead concentrates exported will remain essentially unchanged from these six countries. In total they have exports of 480,000 metric tonnes (metal content)* and by 1990 this figure is forecast to rise only slightly with the only increase taking place in Mexico. The concentrates are exported mainly to Western Europe & Japan. Apart from these six main lead concentrate exporting nations, a significant change is expected in the United States. INTRODUCTION The purpose of this paper is to assist explorationists and entrepreneurs in deciding whether to invest in gold mining concessions in lesser developed countries (LDCs) and, if so, in deciding which LDCs provide the best opportunity. The first decision is difficult in the face of common notions that foreigners are not welcome - only their money; that the best gold deposits were worked out long ago; that even if you survive the mal- aria, and in spite of 51% control by a national partner, you manage to profit from a new discovery, they will tax your operation to death, or worse yet, nationalize it. Close scrutiny of what happened to foreign investors in LDCs during the “Mexicanizationt” of the 1930's through the "Zambianization" of the 1970's shows that many of these concerns are well-founded historically. But the trend of knowledgeable writers over the past decade seems to be away from this gloomy foreboding, and towards a cautious optimism, based on recently perceptible metamorphoses in certain LDCs' conditions and attitudes. If the explorationist or entrepreneur decides to seize on this apparent opportunity, the second decision -- which of these certain LDCs to invest in -- is doubly difficult, because of the formidable tasks of coming up with a rating system to provide rational comparison, and then gathering enough current, reliable information to apply. To assist in these tasks, a suggested rating system and case studies, respectively, follow a brief review of recent writings on the subject

"INTRODUCTION Mines are filled with a mixture of gases, some of which are toxic, flammable, explosive. Others can be early reporters of potential problems. It has previously been shown that analysis by gas chromatograph can the most accurate conventional analytical tool for common mine gas mixtures when used correctly. There are some other detection methods (e.g hand held sensors), but they do not detect many situations which are immediately dangerous to life or health (IDLH). Examples include explosive hydrogen mixtures, toxic carbon dioxide levels, and some explosive mixtures of methane with oxygen. (Reference our previous paper). There are several reasons for mines to consider onsite GC analysis. (1) Timeliness of results. Samples can be taken and analyzed immediately. Samples do not have to be shipped to a lab and wait for results. (2) Ability to run greater number of samples a lower for the same cost. This allows mine to increase the number of samples taken to be more informed about the gases/conditions of the mine without the worry of financial constraints. (3) Fewer sample media needed, and there is no wear and tear or cost from shipping them offsite. When samples are shipped offsite, those sample media cannot be used to take until the lab returns them when the analysis is done onsite, the sample media can be used again almost immediately. However there are several challenges associated with using GC to analyze mine gas samples onsite. To date there has been a clash of the requirements for a successful analysis, the capabilities of the technology, and the practicalities of implementation. The purpose of this paper is to discuss some of the difficulties in getting accurate reliable data and doing so in an economic way. This whole measurement activity is a cost center for a mine, so there are economic concerns for the mine to address. These concerns are mainly staffing costs, capital costs, maintenance, and consumables costs. A properly staffed and equipped analysis lab, including burdened overhead, costs about $500K per year. At a sampling rate of 10 per day, this is about $140 per measurement for a proper onsite lab."

Experiments conducted with a 75-mm-diem hydroryclone have shown it is possible to obtain an iron ore concentrate containing 60% Fe. 2.65% SiO2, and 4.0% Al2O3 from Barsua iron-ore washing-plant slimes. About 60% of the iron values are recovered from slimes containing approximately 49% Fe, 8.9% A1203 and 11% SiO2. The obtained products can be used in the sinter feed for iron and steel making. The key to achieving process success lies in establishing the correct cut point (d50) of the hydrocyclone through the manipulation of operating and design variables, such as spigot and vortex finder diameter, solids concentration and operating pressure. The cyclone efficiency is represented by the partition curve. The cyclone performance, evaluated mathematically from the reduced efficiency curve, is represented by the equation Y = 100[1 -exp(-axb)], where: •X = did 50, •Y = corrected of efficiency (%) and •a and b are constants.

Mining is most vital to our civilization. The current model of extraction technologies was designed without an expiration date and therefore generates environmental effects that are severe. Mining results-effects have been traditionally accepted and promoted around the world since Agricola described mining. Mining’s extractive technology is outmoded and standardized and inflicts negative results-effects on nature. Those results are liabilities dimensioned in legacy and type of nature able to provide to the next generation. In order to design, build, and transform mining effectively we must ask: What is the vision of mining? Mining has exhausted its antiquated mindset of over 200 years. Now it merely pilots us into crisis. The challenge today is to resolve the socio-environmental conflicts globally with a radical transformation of the mining business at its core. This paper illustrates that old mindsets must be radically updated or the concept of mining will continue to be trapped. Changing the mindset will enable discourse toward a new destiny. These changes will change mining for the better. We are able to evolve and get different results than in the past by pursuing a new legacy to live in harmony with nature for many more years. INTRODUCTION Minerals are supported by the law of conservation of mass. They have the unique characteristics of being finite, exhaustible, unsustainable, and have an unlimited recycling. Minerals are also hard to find because we have explored and virtually exhausted the whole crust of this planet. Orebodies that used to be considered world class are almost exhausted. In the short-term, it would be almost impossible to find new world class orebodies unless they could be extracted from the ocean, the moon or other planets like Mars. Mining is designed to extract minerals for profit and to keep civilizations functioning. Subsequently, mining has a social issue that is an economic issue. Thus, mining must be seen as a real and urgent subject matter that must be protected in thought and in fact. The actual mining extractive technologies produce disequilibrium in nature that has unknowable effects in the course of time. History is filled with the negative consequences to nature due to the model of mining. The evidence of these effects from mining’s model is apparent in repetitive liabilities around the world. The effects negatively impact nature without any consideration to how these impacts will manifest themselves in the future. This model of mining is widespread and extolled in every corner of the planet because it is old and familiar and although wasteful and outdated, we do not want to expend financial resources from profit or elsewhere to explore newer ideas, methods, or technologies that would help us keep a sustainable harmony between extraction and nature. We need a new vision for mining today and to explore in what way academia can and must play a social role in the teaching of mining methods. We need to question why we continue to support the old model of mining and to ask ourselves what prevents us from updating and modernizing the method of mining to meet the current needs not just of civilization but the urgent needs to undo some of the damage to the earth. This paper hopes to develop a method to change our minds about how we conduct the business of mining in order to control the destiny of it.

In order to improve the thermal environment in deep coal mines, two principles can be applied: firstly, the reduction of heat flow into the air stream, and secondly, cooling of the air current. First of all one should try to minimize the heat-flow rate into the air stream underground by the mining method itself. German coal mines prefer the caving system of advance longwall mining simultaneously on several levels with ascensional ventilation. The effects of descensional ventilation and different face ventilation layouts on the thermal environment are discussed, besides the effects of pneumatic and hydraulic stowing. Application of all mentioned possibilities together instead of today's common mining method would reduce the Basis Effective Temperature considerably. In the future, hydraulic haulage of the raw coal underground substituting belt conveying may be a mean to improve the thermal environment further on. If the working depth of a coal mine exceeds about 1 000 m, cooling of the air stream under-ground will be necessary in addition to the above- mentioned measures. Generally, in German coal mines different types of indirect-contact air coolers located nearby the face are used. Besides such so-called cooling coils, large-capacity spray coolers are used because they work more efficiently if a great cooling duty is demanded. Common designs of both air cooler types and their possible utilizations are demonstrated. Deep coal mines in the Federal Republic of Germany need up to 30 MW of total cooling capacity. Mostly, the needed chilled water is cooled by large-capacity refrigeration plants placed on surface, underground or in combination of the above locations nearby the shaft. Due to the increasing underground cooling demand, the distribution of the chilled water and the control of the air coolers become more important. The conception of a control system is discussed, which is based on the control of the single air coolers. All air coolers of a mine are controlled so as to optimize the supply water-flow rate with regard to the demanded cooling duty of the coolers. On the next upper level of the control system the whole chilled water network and finally the refrigeration plant is regulated. Present research work deals with the use of ice for cooling mines. There are some unsolved problems in this new cooling concept. Some aspects of making, transporting and storing ice are described. The use of ice may probably reduce the cooling costs of German collieries, which are at present approximately 4 DM per ton of saleable coal.

Concrete pump is commonly used to transport paste and high-density backfill over relatively long horizontal distances. However, since the investment in concrete-pump and its operating cost are quite high, the application of paste backfill is limited in China. For seeking an alternative paste backfill technology, squeezed-transport technique and equipment has been developed. The new technology has been adopted at Tonglushan Copper Mine of Daye Nonferrous Metals Corp for overcoming a difficulty of long-distance transportation of high-density cemented tailings fill. It proved to be an alternative paste backfill method with simple backfill system, saving investment and low operating costs.

The use of medium-to-high sulfur coals has been negatively impacted by the 1990 Clean Air Act Amendment (CAAA). In this article, a method is demonstrated that can render these coals competitive and yet compliant with Phase II of CAAA. The method uses strategic mining and optimized preparation plant operation to minimize production costs, and it utilizes advanced coal-cleaning technology and an SO2 allowance to produce a compliant coal. The method is illustrated through an example from southern Illinois. For an annual production of 3.2 Mt (3.5 million st) and with a $150/st SO2 allowance cost, it was possible to produce a competitive coal for $0.84/million Btu. The production and allowance costs were $0.608/million Btu and $0.232/million Btu, respectively.

Introduction The mining industry has a poor public image. It is often perceived as a despoiler of the landscape and a polluter of the environment, and there is little recognition of societal needs for the raw materials and fuels that this industry produces. There are many reasons for this poor image, but an important one is that a substantial number of mining operations have caused significant damage to the environment. Many of these operations, particularly those that now are abandoned, continue to have an adverse impact, principally in the form of water pollution.1 In some cases, the damage caused by this pollution extends well beyond the immediate region around the mine. Chemical contamination of ground and surface waters can, and does, occur in nature when these waters flow through or over undisturbed, mineralized rock masses. However, the problem is greatly exacerbated by mining because the mining activities increase, by several orders of magnitude, the permeability and the surface area of rock that can be contacted by percolating water. Water flowing through either the mine workings or the waste rock dumps becomes contaminated. Pollution can also arise if leachate from tailings ponds enters either groundwater or surface waters. This leachate may contain chemicals used in processing the ore. The magnitude of the threat posed by mining wastes depends on the type of minerals in the deposit, and on the chemicals used to process the ore. The magnitude of the threat also depends on two other, site-specific factors. One is the volume of water flowing into the mine and through the dumps, which depends on rainfall patterns, topography, and whether the mine workings are surface or underground. The other is the proximity of the pollution source to groundwater or surface waters, which depends on both the climate and geology. These factors influence the concentration and the quantity of polluted water forming and reaching the receiving water. Mining activities present a potential problem of enormous scale. Vast amounts of rock are mined each year2 and, as noted above, substantial problems have arisen at some mine sites. These problems are usually exceedingly costly to address, and it is imperative that these mistakes not be repeated. There are indications that we can accomplish this goal; we now better understand the processes that cause pollution and have methods to prevent or contain it. In addition, in the past few decades society has started to recognize the need for all industries to operate in a manner that maximizes the health and safety of workers and the public and minimizes adverse environmental impacts. A variety of recently enacted federal and state laws regulating public health and environmental hazards reflect the increasing concern over these issues. Many statutes, such as the federal Clean Air Act and the Clean Water Act, encompass activities undertaken by the mining industry. Other laws, such as the Surface Mining Control and Reclamation Act, have been written to regulate specific hazards posed by this industry. At the present time, the federal government. through the Environmental Protection Agency (EPA), and several state governments, are preparing new regulations specifically tailored to control the disposal of mining wastes. Given the magnitude of the potential environmental and health risks posed by disposal of mining wastes and the regulatory costs to the mining industry (both of which are due to the tremendous volume of waste generated), it is especially important that regulators have a good understanding of the different types of mining wastes and the risks they are likely to pose in various geographic and climatic circumstances. Only then can a regulatory program be designed with suitable procedures and substantive criteria to protect the environment and ensure compliance, while avoiding unnecessary or wasteful expenditures. California has long enjoyed a large, active mining industry. Today it produces a wide range of mineral commodities. The revenue from production of non-fuel minerals in California ($2.85 billion in 1988) greatly exceeds that of any other state. About a third of this revenue is from the production of inert sand, gravel and crushed stone. However, the remainder is from the production of a wide range of materials. These include boron minerals, rare earths, asbestos, talc and pyrophyllite, and gold. In earlier decades, an even broader range of minerals was produced, including mercury, copper, lead, zinc, and barite. There are acute environmental problems at some of these early mine sites. Because in 1987 the state of California was engaged in a revision of its regulations for mining waste disposal, the legislature commissioned a study by researchers at the University of California at Berkeley to investigate and review: the magnitude of the problem posed by these wastes, • the best feasible control measures available for waste management and disposal, • the problems of abatement and cleanup at so-called "problem" mine sites, • the current regulations imposed on mining waste disposal by various federal, state, and local agencies and the effectiveness of these regulations. This paper summarizes the principal findings from this study (Mining Waste Study, 1988). The lessons from this investigation are likely to be of general interest because of the diversity of mineral products produced, and the wide range of geographic and climatic conditions encountered. The acute problems seen at some of the older mines are typical of the western United States, and teach useful lessons on strategies that should be implemented at new mines to prevent recurrences of these problems.
