The title of my paper today is "public relations challenges for the pending minerals crunch". There isn't anyone in this room who would dispute. That the minerals industry has always had public relations challenges . . . No matter what the circumstances, mineral shortage or abundance. The industry suffers from an image that is second to none in longevity. It defies all actuarial formulas of the past or the future. Never mind that such an image is outdated, distorted, overstated, and reiterated. I submit that the minerals industry had public relations challenges long before there was anything called public relations. This account of egyptian mining practices, recorded for posterity by Diodorus Suculus at the end of the second century, b.c., is indicative. "On the confines of Egypt . . . And Ethiopia is a place which has many great mines of gold, where the gold is got together with much suffering and expense. The kings of Egypt collect together and consign to the gold-mines those who have been combined for crime, and who have been made captive in way . . . Sometimes only themselves, but sometimes likewise their kindred. "Those who have been consigned to the mines, being maw in number and bound with fetters, toil their tasks continuously both by day and all night long, getting no rest and jealously kept from all escape.

The Ohio valley division of consolidation coal company has incorporated two new aspects within its coal mining concern. A new communication system, thru the cooperation of the c. & p. Telephone company, has been established in each of our mines with its central control in the general office building. In conjunction with this system, a Texas instruments 960 a computer has been incorporated into the system. The purpose for our computer is to provide modernization and improvement to our safety, production and maintenance programs. Thru proper use, the computer will help eliminate inaccuracies and inefficiences that have previously caused inaccurate analysis of problems. Due to federal requirements for more reliable communications in underground mines, Ohio valley division is making a concentrated effort to improve its communication systems. Systems such as the magneto phone and trolley phone have been looked at more critically. It was found that these systems are being used well beyond their limits. With these facts in mind, division personnel started looking for a system that would have these built in advantages: ease of maintenance and installation, increased reliability, low cost, and an inherent ability as a multiple use system.

Soda ash, anhydrous sodium carbonate, is produced from underground trona deposits occurring in the Green River Sasin of Southwestern Wyoming. Stauffer Chemical Company of Wyoming, a jointly owned subsidiary of Stauffer Chemical Company and Rocky Mountain Energy Company mines the trona and processes it into high-purity soda ash. Stauffer Wyoming has been in operation since 1962 with a current production capacity of approximately 2.2 million tonnes (2 million short tons) per year of soda ash. The Refinery has five parallel operating trains utilizing the monohydrate process which is a series of chemical processing unit operations described below. Screening and Crushing the Trona The mined trona is brought to the surface in two counterbalancing ore skips. The ore is initially screened with Refinery feed, less than peagravel size material, entering the process while the oversize is conveyed to an outdoor stockpile.

This paper provides a brief look at a proposed short-longwall for coal, development. The proposed method is an attempt to realize the advantages of longwall mining in deposits that, historically, would only be minable by continuous mining methods. An overview of the proposed layout, development requirements, production rate, ventilation scheme and other associated features is provided. This mining method could help operators in above-drainage seams where minable areas are smaller. It may also have application in areas that are peppered with gas wells and in environmentally sensitive areas which preclude the use of conventional longwalls.

A kinetic model for batch leaching of various metals with different lixiviants has been developed. Overall material balances for reactants and products at the solid/liquid interface were formulated with various types of heterogeneous reactions in place at the interface. The solutions to these mass balances have been identified analytically as well as numerically using a Runge-Kutta method. Applications of these numerical solutions to various leaching systems using the rotating disc or powders have been discussed. Examples of the metal dissolution systems considered in this study include cobalt, nickel, copper and gold in acid, cyanide or ammoniacal solutions.

Valuations can be molded, twisted and misinterpreted. Cases of spurious scope setting; limits to the information or access by the valuer; difficulties with the lack of comparative valuations; inappropriate valuation methods and outright speculations are described. None should be accepted by an experienced, independent minerals valuer. The Australasian Institute of Mining and Metallurgy (TheAusIMM) is working on a Valmin Code for which a Manual of Best Practice and Valuation Guidelines may be developed.

Metallurgical Accounting in the mineral processing industry transforms accumulated process data, including flow rates and assays, into a coherent information format. This is used to rapidly provide production reporting and key performance indications. A fully comprehensive and coherency of available data must be a component of any system expected to accomplish reconciliation in the mass balancing process. Quality issues are thus improved with such desired methods via a mass-balancing engine utilizing the results of measurements acquired by various on-line sensors, analyzers, and sophisticated laboratory equipment. Metallurgical Accounting, when accomplished through such an engine, provides high value information in a simple, straightforward, and simplified manner. Exceptional utility is then transparently available to authorized personnel for access to metallurgical accounting reports, production reports, mass balance results, performance indicators, and so on. This paper discusses how such information can be used to "drilldown" into each result set by consulting the data hierarchy to evaluate and validate calculations and input data used to produce the specific results being queried. The power of such a system resides in the full and true integration of all production and laboratory data. What is integrated are the data thus acquired via a single user interface, a single database, a single configuration tool, etc. From this comes the derivation of contextual information and its maintenance. It is possible to reduce metallurgical accounting and production reporting from possibly hours or even days to a matter of minutes. The result is maximization of information reliability and availability from masses of otherwise discrete and difficult to access key data.

The primary method of slope stabilization is ground water-control. Recent research has established the properties which slope materials must exhibit in order for stabilization measures to be feasible, but there is little guidance in the literature about suitable field tests to develop the parameters needed for this evaluation. This paper presents a proven method for large scale testing which allows an evaluation of the feasibility of ground water pressure control in a reasonable cost and time frame. Methods of performance and analysis of the test are presented, and the method is illustrated by reference to case examples.

As a follow-up to a laboratory study, a pilot scale column for the flotation of coarse particles was designed and then tested in two different applications. In the first test, the concentration of a coarse phosphate ore (normally beneficiated by skin flotation in spirals) was carried out in a flotation plant in Florida. In the second pilot test, the column was used as a scavenger cell in the coarse flotation section of a potash beneficiation plant in Saskatchewan, Canada. Particle size of the phosphate feed was of the order of 0.6-1.0 mm and the potash feed 1-3 mm. The column was 1 feet diameter and was fed at rates between 0.5 to 1.4 tph. The effect of operating variables such as air and water flow rates, bubble size, frother concentration, residence time, sparger, etc were evaluated. The most important factors in column performance were found to be bubble size, air flow rate and the thickness of the froth bed. Best results were obtained in the absence of a froth bed, with low air flow rates and with small bubbles. The paper presents comparative performance and discusses details of the column design. Phosphate recoveries in the column were better than 90% whereas the conventional skin flotation circuit normally yields about 60% recovery for a comparable concentrate grade. Potash recovery from the tailings of the conventional flotation circuit was as high as 42% recovery. Particle size distribution of the potash concentrate was coarse enough to meet requirements for potash fertilizer.

The research laboratory of B.U.S Engitec has identified and patented a new process for electrolytic production of lead from lead sulphide concentrates with simultaneous production of elementary sulphur. The process occurs in an aqueous solution, at atmospheric pressure, utilizing a solution of ferric fluoroborate in fluoroboric acid as the oxidizing and solubilizing medium for lead sulphide. After the filtration and separation of a residue composed of elementary sulphur and the gangue which accompanied the concentrate, the solution containing lead as fluoroborate and iron reduced to a ferrous state is sent to a diaphragm electrolytic cell where, in the cathode compartment, the lead is deposited in a compact form on the stainless steel permanent blank. The exhaust solution stripped of lead is sent to the anode compartment where the oxidation of ferrous fluoroborate into ferric fluoroboratetakes place, reproducing the oxidizing solution for new leaching. Depending on operating conditions, it is possible to selectively solubilize the lead from the other metal values present in the concentrate. The sulphur produced from the reaction may be separated from the gangue by extraction with solvent or by flotation.

To be competitive in automotive applications, polymer composites must be processable by high production rate processes like injection molding (IM), reaction injection molding (RIM), structural rim (SRIM) and compression molding. With current fiber reinforced composite materials, performance properties are sometimes compromised to make them compatible with these processes. This is done by decreasing the amount and length of the reinforcing fiber and the viscosity and molecular weight of the polymer matrix. Sheet molding composite (SMC) and thermoplastic polymer blends are examples of polymer composites which are cost effective in many applications and meet the high speed processing requirements for automotive parts.

In the event of fire underground, it is essential that all miners be warned as quickly as possible. With mine air, rapidly depleted of oxygen and contaminated with smoke and toxic fire gases, any delay in the warning signal could have disastrous consequences. Unfortunately, present mine, fire warning systems, such as stench, audible or visual alarms, telephones, and messengers, are often slow, unreliable, and limited in coverage.

The development of the mineral industry of Jamaica has been guided by an unwritten policy which has nevertheless been reflected in various pieces of mining legislation and by case-by-case approvals of incentive packages for non-bauxite minerals. An effort has now been made to bring together in one minerals policy document, all the policy elements that have guided our laws and actions thus far and to upgrade the final version to meet the challenges of the next century. In this regard, industrial minerals will be placed on a more equal footing with bauxite, especially in terms of investment incentives.

Before the development of the underground stoping and mining costs can be considered, certain facts about the ore body, the proposed mine, markets, etc., must be known or determined. In the case to be studied, the zinc-lead mineralization occurred with a narrow vertically dipping structure of undetermined length and vertical extent. Exploration completed to date has revealed 6.5 mil¬lion st t of proven reserves. A further 820,000 st of in¬dicated reserves has been outlined and this tonnage is considered capable of being expanded by a factor of approximately four after more detailed drilling. After studying the market conditions and completing a very preliminary feasibility study, it was decided that production would be 730,000 stpy (or 2000 stpd) of ore. First year production would be at the rate of 1500 stpd. The main design criteria for the selection of the min¬ing methods are minimizing surface subsidence, maxi¬mum recovery of the ore body, maximum degree of grade control, maximum productivity, and safe working conditions. Two basic extraction systems are considered capable of meeting these requirements: mechanized cut¬and-fill stoping and sublevel long-hole stoping with filling. The primary development system of the mine has been designed to give maximum flexibility in stoping systems and layout and to permit changes if considered necessary as a consequence of actual production ex¬perience. At the present time, access to the mine is by a circu¬lar concrete lined vertical shaft, 16 ft diam, sunk to a depth of 1380 ft. Two exploration levels have been driven within the ore zone at depths of 165 and 1246 ft below the surface outcrop. The development to date had the objective of sampling the mineralization and produc¬ing detailed information on the outline of the ore body and the distribution and controls of zinc and lead values. In an attempt to satisfy the basic design criteria for the mine, it was decided that production would be best achieved by a combination of 40% sublevel long-hole stoping and 60% cut-and-fill mining. Costs of exploration and capital development of per¬manent underground facilities are normally written off over the life of a mine. Production expenditures, on the other hand, are of a temporary nature and are normally charged as and when incurred as an operating expense. Reasonably accurate predictions of mine production costs can be built up from engineering design and estimates of individual mine activities for ultimate inclusion in the comprehen¬sive data required for financial decision making. The simulated operations can be costed on a detailed basis in the form of a monthly operating budget. The budget format can be generalized or detailed, depending upon the scope of the project. However, ex¬perience suggests that a fairly detailed format has the advantage of assuring that all significant cost items are included. For underground costing it is suggested that the budget structure include five major cost centers (i.e. development, diamond drilling, ore extraction, hoisting/ transportation, and general mine expense). These in turn are detailed under numerous subheadings. The mechanism for compiling an operating budget will be illustrated. Because of its relative simplicity, ore extraction under sublevel long-hole stoping has been chosen for illustration. All other activities, simple or complex, can be estimated in similar fashion. BLOCK AND STOPE DEVELOPMENT Long-hole blocks, used where advantageous, will be up to 250 ft in height, depending upon the vertical con¬tinuity of the mineralization, and approximately 300 ft long. Drawpoints will be at 36-ft intervals and serviced by loading crosscuts driven from a footwall drift parallel to and close to the ore zone. Pillars between the stopes will be 50 ft wide. Stopes will be drilled off with vertical rings of blastholes drilled from sublevels approximately 60 ft apart vertically. This drilling will be done by percussion drilling machines (31/2 in.) mounted on a trackless drilling rig. Load¬haul-dump (LHD) equipment will be used to move broken ore from the drawpoints to the orepass connecting to rail haulage systems. On completion, long-hole stopes will be backfilled to prevent caving and to facili¬tate later pillar removal. From a planned stope layout, a forecast of produc¬tion and development is made in Table 1. Table 1. Fluxes are used to promote pyrometallurgical processes that rely on adhesion (soldering or brazing) or fusion (gas and arc welding) to join metallic surfaces. In the adhesive processes, the metal surfaces to be joined are not melted; the join is formed using a filler metal with lower melting point than the base metal. Fusion welding involves use of heat in excess of the melting point of the base metal. The fused joint may be achieved either by simply fusing together metal surfaces brought in contact with each other or by introducing additional molten metal of similar composition to form a fused joint. ADHESIVE PROCESSES--SOLDERING AND BRAZING In order for molten filler metal, solder or braze, to spread in a manner that creates a successful join; the work surfaces on the base metal must be thoroughly cleansed. Fluxes remove stubborn oxide films and other surface contaminants, promote wetting of the work surfaces, add fluidity to the solder or braze, and enhance workability and ease of spreading. Brazing processes involve higher temperatures than those reached in soldering. Brazing fluxes, which must remain active and effective at the higher temperatures, differ from those employed in soldering. Some common fluxes used in adhesive processes are rosin for soldering tin and electrical connections, hydrochloric acid for use in soldering galvanized iron and other zinc surfaces, and borax for brazing. Soldering and brazing are similar processes, the primary difference being the temperature at which the joining operation is carried out. Soldered joints, produced with low-melting-point fillers (solders) that melt and flow at temperature less that 450°C (Althouse et al., 1988) can sustain loads of 1 to 1.7 MPa for extended periods of time (Anon., 1966). Brazing involves the use of filler materials with melting points commonly above 500°C and generally provides stronger joints than those obtained with solder. Both processes require local application of heat to melt and spread the filler so that the molten filler can wet (adhere to) the base metals by alloying and diffusion. Soldering Soldering is a means of joining metals by adhesion using a metallic bonding alloy as the filler, commonly a mixture of lead and tin. However, the adhesion of solder depends more on its ability to be keyed into minute surface irregularities than on alloying. The most familiar application is to provide and secure electrical connections. Soft solders can range from 1 to 70% tin with the remainder mostly lead. However, for general-purpose, soft-solder work, the alloy is commonly 50% lead-50% tin. Higher lead contents provide a wider range in the melting temperature and, for this reason, a 60% lead-40% tin alloy, which yields a mushy mixture, is used for wiped joints in lead sheet and pipe work. Conversely, 40% lead-60% tin alloys are used in soldering tin and other low- melting-point materials for which a narrower range of melting temperature is required. There are numerous other solder compositions such as tin-silver, 95% tin-5% silver and antimony-tin, 95% tin and 5% antimony (Carlin, Jr., 1992). Heat needed to melt and spread the solders is commonly provided by electrically heated, copper-tipped soldering irons or by means of torches; the solder is applied by hand, usually face-fed by means of wire. For wiped joints in plumbing and lead-cable splicing, the solder is manipulated with cloth pads. The molten solder wets the joint surfaces and is drawn, by surface tension, into minute fissures and capillary openings. Other applications involve use of induction heaters and furnaces with pre-shaped solder appropriately placed prior to fluxing and heating. In some processes, the joints are immersed in molten solder. Constituents and Role of Soldering Fluxes: Soldering fluxes generally fall into one of three categories: highly corrosive fluxes, intermediate fluxes, and noncorrosive fluxes. These same categories are sometimes designated inorganic, organic and rosin-based respectively (Althouse et al., 1988). Common constituents of each group are discussed briefly below. Corrosive Fluxes (Inorganic). Work with aluminum, magnesium, stainless steel, high alloy steel, aluminum bronzes, and silicon bronzes is carried out at temperatures in the upper portion of the range for solder operations. Soldering these materials requires use of highly active, corrosive fluxes to remove and prevent the formation of the especially stubborn, hard, oxide films that form on these materials upon exposure to the atmosphere. The corrosive fluxes consist of inorganic acids and salts that are applied either as pastes or dry. They are active at elevated temperatures and, since they remain active after the soldering is completed, must be completely removed. The main constituent of most corrosive fluxes is zinc chloride with a melting temperature well above the solidus temperature of most commercial tin-lead solders. It is made by the action of hydrochloric acid on zinc. When zinc chloride is used alone, un- melted particles of this corrosive salt get caught up in the joint and weaken it. For this reason, other inorganic salts such as ammonium chloride (NH4Cl) or sodium chloride (NaCl) may be added to lower the melting temperature. A mixture of zinc chloride and ammonium chloride is very effective because the excellent oxide reducing properties of ammonium chloride and the protective action of the molten zinc chloride combine to produce a fluxing action superior to that achieved when either is used alone. The word "line" has been used loosely for many forms of the common steel plant flux. For example, many people use the word "lime" for nigh calcium and dolomitic limestone, for high calcium and dolomitic quicklime (also called caustic lime, calcined lime; burnt lime, pulverized and pebble lime) and ;van for clinkered dolomite. Calcium hydroxide, also called slaked lime and hydrated lime, is called "lime" but is seldom used as a flux except when the quicklime air slakes in open boxes or bins. All of the above forms of "lime" are used in the steel plant. Calcium hydroxide is used for water treatment, acid neutralizing, and as a lubricant for wire drawing. All the other limes are used as fluxes in the sintering plant, blast furnace or steel producing furnaces. In the production of self-flux or super-flux sinter, high calcium and dolomitic limestone fines are used. Where quicklime fines are available, they may be added to the sinter mix also. The blast furnace uses both high calcium and/or dolomitic limestone. A few trials have been made using iron oxide stabilized dolomitic lime in an attempt to reduce coke consumption and to increase the production rate. The trials were very successful but would' not be economical, except in periods of coke shortages, with resulting extremely high coke cost and exceptionally high hot metal demand.

The advantage of using a clean coal as a feedstock in a direct liquefaction plant is improved performance of the plant by several factors e.g., increased throughput of coal; reduced wear and tear of valves, pipes, and pumps; increased liquid yields, etc. This paper examines the technical feasibility for cleaning Illinois #6 coal as a feedstock to a direct coal liquefaction plant via selective agglomeration using a coal-derived heavy distillate, Wilsonville V-1074 as agglomerant. Effects of addition of Kerosene or coal-derived Naphtha as conditioner, coal particle size, slurry pH, oil to coal ratio, and operating temperature on ash reduction and clean coal weight recovery have been studied. Results show that about 70% of the ash can be removed from this coal and the clean coal weight recovery over 85% can be achieved by using this technique with suitable selection of coal particle size, slurry pH, mixing intensity and oil to coal ratio.

Shortcut methods are commonly employed for estimating mining costs for prefeasibility studies. Most of these methods, however, are suitable for earliest stage studies or for internal discussion purposes only. The experts at InfoMine?s CostMine division recommend that any cost estimate completed for purposes of significant decisionmaking or for compliance with Canada?s NI 43-101 requirements be completed using a determinative itemized method. The same basic principles apply for an early stage, intermediate stage, or advanced stage estimate. The only difference is in the level of detail and effort employed. ? Based on the results of a completed resource estimate, an itemized cost estimate begins with development of a conceptual mine plan. Using a surface mine as an example, four elements are crucial no matter what level of study is initiated. Basic geometry of the ore deposit and waste material, with a determination of the expected ratio of waste to ore, a reasonable pit slope angle, possibly requiring the completion of geotechnical studies to predict the waste-to-ore ratio with certainty. ? Determination of the assumed ore and waste production rates. ? Locations of all ore stockpiles and waste dumps. ? Segmental haulage distances and gradients for ore and waste.

The process of selecting a building site for a major structure is a complex procedure involving the consideration of a multitude of factors. The approximate geographic location for a structure is usually fixed by its intended function, though often there may be several site alternatives. Socio-economic, logistic, marketing and political factors are the primary site determinants. Also critical in site planning, however, are the environmental factors, both natural and man-made. These factors will influence the precise siting location within the limits allowed by the primary determinants and will dictate some of the basic design criteria. This paper discusses environmental factors, principally those which are natural conditions, that must be analyzed for five different groups of structures. The importance of thorough site environmental analysis based upon the principles of applied earth science is described. Significant elements to be considered in an appraisal of the geology, hydrology, seismology and meteorology are outlined.
