Concentrations of He, CO2, and O2 in soil gases were measured regularly for more than a year at a site near Golden, Colorado. Samples were collected from a hollow probe at 0.75-m depth and from a plastic hemisphere on the ground surface. Soil temperature, air temperature, percent humidity, And barometric pressure were also measured. Soil moisture was measured only indirectly as amount of rain or snowfall. Higher concentrations of CO2 in both the 0.75-m and surface samples correlated with higher soil and air temperatures, which suggests that CO2 was produced by bacteria. Lower concentrations of helium in both the 0.75-m and surface samples correlated with higher soil and air temperatures. Rain and snowfall appear to affect helium concentrations. Carbon dioxide concentrations were lowest when snow lay on the ground for extended periods of time. No correlation was seen between barometric pressure or percent humidity and concentrations of He, CO2, or O2 at 0.75-m depth or at the ground surface. No correlation, either positive or negative, was seen between concentrations of CO2 and O2.

Under the terms of the 1970 amendments to the Clean Air Act, the EPA established national ambient air quality standards for a number of pollutants. Sulfur dioxide (SO2) was one of these pollutants. These ambient air quality standards have had perhaps their biggest impact on the power utilities. In an effort to meet the air quality standards set forth by the EPA, utilities using high sulfur fuels have been forced to install flue gas desulfurization (FGD) systems. The majority of FGD systems in operation today are nonregenerable systems, that is the by-product of the system is disposed of, usually into settling ponds. Limestone slurry is the most common reagent used to remove SO from the flue gases. The calcium carbonate (limestone) slurry interacts with the flue gas, absorbing the SO2 and forming a by-product of calcium sulfate/sulfite which is disposed of.

Direct force measurements were conducted using an atomic force microscope (AFM) to study the mechanism of copper-activation of sphalerite. The force measurements were conducted between a sphalerite plate and a hydrophobic glass sphere in xanthate solutions of various pHs. The glass sphere may represent the hydrophobic air bubbles interacting with minerals during flotation. The force measurements conducted with unactivated sphalerite in 10') M KEX solutions did not show the presence of hydrophobic force. On the other hand, the results obtained with copper-activated sphalerite at pH 9.2 and 4.6 showed strong hydrophobic forces. However, the results obtained at pH 6.8 showed no evidence of hydrophobic force, which provides an explanation for the difficulty in floating sphalerite at neutral pH.

Fine coal is substantially more costly to process than coarse coal because of technical difficulties associated with separating fine particles and removing process water from both clean coal and refuse. Therefore, companies are often forced to discard coal fines to waste impoundments. According to a recent report published by National Research Council, the U.S. coal industry is discarding 70-90 million tons of coal fines annually to 713 active impoundments, most of which are located in Central Appalachia. On October 11, 2000, a 72-acre impoundment near Inez, Kentucky, accidentally released 250 million gallons of coal slurry into nearby underground mines, creeks, rivers, and schoolyards, thereby creating serious environ-mental concerns. Fortunately, recent advances in separation technologies make it possible to recover fine coal more efficiently from existing coal preparation plants and from waste streams previously discarded to impoundments. The availability of these new technologies allows companies to increase profitability and minimize environmental risks, which are conducive for achieving sustainable mining.

The Gulf Coast States ranging from South Texas to Alabama contain vast resources of lignite ranging in energy content from about 4000 to 7000 Btu/lb (as-received) with sulfur content ranging from about 0.5 to 2 percent. Currently, the strip mining rate is about 35 million tons per year in Texas and essentially zero in the other Gulf Coast states. Estimates of future mining rates are as high as 310 million tons per year by the year 2000 with 240 being in Texas. In this paper, we examine the life cycle of the surface mineable lignice based on the most recent estimates of surface mine recoverable resources with two scenarios. The first indicates that a 310 million tpy rate could be sustained for only 15 years while the second scenario suggests that the 310 million tpy could be sustained for 25 to 30 years. If lignite resources are required beyond those that are surface mineable, the deep basin lignite will be developed. Five strategies for developing deep basin lignite are discussed.

The Activox™ process is a new method for the pre­treatment of refractory gold ore concentrates prior to cyanidation. The process has been developed in Western Australia, and relies on a combination of fine grinding and pressure oxidation to achieve the destruction of sulphide minerals and the liberation of encapsulated gold. The process operates under much more moderate conditions than those that would typically be used for conventional pressure oxidation of similar concentrates. This results in significantly lower capital and operating costs being achievable.

For all the attention given to mining activities in Central and South America, Mexico, Indonesia and Papua New Guinea, it is sometimes easy to forget the activities taking place in one of North America's most important and largely untapped regions -Alaska. The Alaskan minerals industry employed about 3,406 people during 1995. That is a 23% increase from - - 1994. It also contributed about $719.8 million to the state's economy during 1995, a 10% increase. During the past few years, Alaska has seen significant increases in exploration and mining activity. Fairbanks Mining, an arm of Cyprus Amax, began producing gold during 1996 at its Fort Knox Mine, as did Nevada Goldfields' Nixon Fork gold mine. Kennecott's Greens Creek lead-silver-gold mine also reopened and USMX began operations at its Illinois Creek gold mine. In addition, several impressive exploration projects were under way in Alaska. Placer Dome reported good results at Donlin Creek project in southwest Alaska. Likewise, Newmont Exploration is getting serious about its True North gold project. And Nerox is nearing production at its Jonesville coal project in Alaska's interior. In November, about 400 miners gathered in Anchor- age for the Alaska Miners Convention. Throughout the conference and exhibition, attendees listened to updates on these precious- and base-metal and coal exploration and mining operations. They also learned that the state wants more miners to head north and help develop its natural resources. Alaska is ripe for a smelter The mining industry -Alaska's miners in particular - has a powerful ally in Sen. Frank Murkowski (R-AK). He is the chairman of the Senate Energy and Natural Resources Committee. During his luncheon address, Murkowski said it appears that it is economically feasible to extend the Alaska Railroad to northwest Alaska, taking advantage of the large coal and hard-rock mineral tracts in the Ambler mining district. He also renewed his push for building a major smelter in Alaska to process ore that would come from the Ambler mining district. Murkowski believes that Alaska's economy can be expanded by extending the railroad from Nenana to the Point Lay coal fields to open coal development. Along the way, the railroad would pass through the Ambler district, helping to develop the hard-rock deposits. An outgrowth of this additional mineral development, Murkowski said, could be a new smelter in Alaska. It could use power from the Tyee hydroelectric facility near Wrangell or from the Makushin geothermal project near Unalaska. Either site, he added, offers access to plentiful, relatively low-cost power, at tidewater to facilitate ore deliveries to the Pacific Rim. The Congressional Research Service has determined that there are enough mineral deposits and coal beds to make it possible to finance the extended railroad, he said. The 1,200-km (744- mile) rail extension would cost about $4.2 billion. The North Slope of Alaska contains up to 3.6 Tt (4 trillion st) of coal, Murkowski said, that contains less than 0.25% of sulfur and less than 4% moisture. It aver- ages 12,300 Btu in heat content. "That is a tremendous resource," he said. The Ambler mining district, meanwhile, has at least eight identifiable hard-rock deposits, Murkowski continued. These contain zinc, lead, copper, nickel, chromium, tin, barite, gold and silver. "All eight of these can generate ore concentrates at rates similar to Red Dog's cur- rent 725 ktla (800,000 stpy)" of zinc, he said.

In an effort to economically and efficiently enhance the erosion control aspects of present surface coal mine reclamation practices, the US Bureau of Mines has recently completed a two-phase research program wherein irrigation strategies and equipment developed under the first phase were field tested on three surface coal mine sites. The fundamental basis for the use of irrigation as a reclamation tool is to provide the plant moisture requirements as a supplement to prevailing natural precipitation, and thereby support the natural growth of drought-hardy native vegetation. Portable solid-set irrigation equipment and several irrigation strategies were tested on large 6-ha (15-acre) sites in Montana, Wyoming, and New Mexico. Results of these tests will be presented which include daily irrigations, precipitation levels, soil moistures, climatic data, and density cover and biomass of the native plants.

Introduction Trying to synthesize innovations occurring in gold processing is not simple. At present, this technology is exploding, brought about by the high price of gold. This price has compelled the mining industry, as a matter of survival, to produce gold. The frantic search for gold deposits continues, from glacial areas to tropical jungles. The search has been fruitful. New exploration techniques have helped to locate deposits. Some are amenable to conventional processing techniques. Others are in unusual settings that challenge the ingenuity of extractive metallurgists. Ore deposits containing traces of invisible gold, refractory mineralization, and impurities and deleterious materials that previously defied treatment are now being profitably processed. Metallurgists have developed various processing methods and equipment for gold ore treatment that reflect differences in ore characteristics, grade, mineralogy, reserves, topography, climate, and location. These processes can be categorized as: • For nonrefractory or readily leachable gold ores - vat leaching, heap leaching, and agitation leaching. • For ores containing free gold - gravity concentration methods, followed by mercury amalgamation, and • For refractory gold ores - flotation, roasting, pressure oxidation, followed by cyanidation leaching. In actual practice, a combination of these processes may be required. This is because gold mineralization, although usually simple, may be associated with other mineral species or with clays that make the ore difficult to treat. Furthermore, after the gold has been solubilized to form a cyanide complex, one of two important processes must be applied to recover the gold. These ore zinc cementation (Merrill-Crow process) and Carbon adsorption, desorption, and electrowinning. New techniques for leaching and recovery are also advancing. These will become the bases for the next generation of gold processing plants. Nonrefractory Gold Ores Nonrefractory ores with readily leachable gold are among the .easiest to treat. Even so, non-refractory ores from epithermal deposits are likely to contain too much clay. When these ores are damp, they may clog the screens and cone crushers. Depending on the type of process, scrubbing the crushed ore is very effective in overcoming clay problems. After dewatering, the slimes enter the cyanidation process and the thickener overflow is stripped of gold values and recycled. Semiautogenous (SAG) mills are also gaining popularity due to lower capital costs and ability to treat wet, sticky ores. If properly sized, the secondary crushing and screening plants, together with a secondary ball mill, can be eliminated. When the ore is of such a low grade that it can not support fine grinding, vat or heap 'teaching may be applicable. These systems are being actively applied in the US and elsewhere. Rapid construction and low capital costs are important features of these plants. Vat leaching is ideally suited for fast leaching ores and small tonnage deposits located in areas with harsh winters or wet tropical climates. For effective vat leaching, the ore is crushed to less than 25 mm (1 in.), agglomerated with lime or cement to control fines, and leached with sodium cyanide solution (upflow or downflow). Proposals have been made by two organizations, the International Standards Organization (150) and the American Conference of Governmental Industrial Hygienists (ACGIH) for a revised respirable dust criteria and criteria for thoracic and inspirable dust. These criteria yield different results than criteria based on lung deposition patterns in assessing the hazards due to dust exposure. Since these differences are a function of the size distribution of the dust an analysis of dust size distributions from various mining operations was performed to determine the amount of difference that could occur. The dust size distributions available for this analysis were taken from U.S. coal mines and from Chinese metal mines. The mass of mechanically generated dust that will deposit in the alveoli was found to be in direct proportion to the ISO/ACGIH criteria estimates in the mines studied. Therefore, respirable dust estimates for substances such as coal and silica are not a problem. Estimates of exposure to diesel exhaust in these mines, however, were not always in the same proportion to the estimated alveolar deposition. Also, concern with an excess of bronchitis among miners may not be adequately addressed by the use of samplers conforming to the ISO and ACGIH criteria. The cascade impactors used to acquire the data for this analysis require four to eight substrates per sampler. For daily dust exposure assessment this method is cumbersome and time consuming. Therefore, two new samplers have been designed to meet the need for determination of deposited dust mass. These samplers follow the lung deposition curve rather than the penetration curves proposed by the ACGIH and ISO and require analysis of only two substrates per sample.

As a followup to a USBM-sponsored research project, the authors utilized the knowledge-base structure and system concepts from a Sun Sparcstation-based worker-scheduling system of the mine-management support system to develop a PC-based application. The new software adopts the nested-window concept to facilitate data collection and modification on personnel, including their availability and work priorities during a shift. The system can optimally allocate manpower on a work shift and can delineate supervisory training responsibilities. The various components of the software, including enhancements made to the original system, are described in detail.

Introduction On June 20, 1986, the Occupational Safety and Health Administration (OSHA) published revised asbestos exposure standards for general industry and construction. The standards reflect OSHA's attempt to adequately control workplace exposures to minerals it considers carcinogenic - minerals capable of causing or contributing to cancer. These standards specifically identify asbestos as: chrysotile, an asbestiform serpentine mineral; and the amphibole minerals amosite, crocidolite, tremolite asbestos, actinolite asbestos, and anthophyllite asbestos. Each of these has a more common nonasbestos mineral analog that exists in nature in a crystalline, blocky shape rather than the hair-like or fibrous shape of asbestos. The mineralogical names for three of these nonasbestos minerals are unique: antigorite for chrysotile, cummingtonite-grunerite for amosite, and riebeckite for crocidolite. The other three nonasbestos analogs do not have unique mineralogical names. They are simply designated as actinolite, tremolite, and anthophyllite without the word asbestos following their names. The 1986 OSHA standards not only cover exposure to the six asbestos minerals, they also cover specifically the nonasbestos forms of actinolite, tremolite, and anthophyllite (AT&A). The new standards regulate these minerals exactly like asbestos (OSHA, 1986). The construction aggregate industry views this as a major problem because these nonasbestos minerals are common amphibole rock-forming minerals in the earth's crust. They exist in small quantities over large areas of the United States (Kuryvial et al., 1974). These minerals, unlike asbestos, are not mined for a specific commercial purpose. They are unavoidable components in much of the aggregate used for construction throughout the US. They are also common in the gangue material of metallic ores. There are areas of the US where amphibole-bearing bed¬rock is common. Not every rock mass in these areas contain amphiboles, however. It does mean, though, that amphiboles are physically compatible with many of the rocks in those areas. And given the correct geochemical conditions, they will be present primarily in the nonasbestiform variety. In addition, these amphiboles will probably exist in the natural drainage system, sand and gravel deposits, stream sediments, lake shores, valley basins, or ordinary beach sand within these areas. There has been little quantification of nonasbestiform AT&A in dusts and soils in the US. This is not surprising since these nonasbestiform minerals are not commercially valuable. However, an example of the pervasive nature of these minerals can be found in a 1981 Geological Society of America publication where about 0.7% tremolite-actinolite was found in the desert dust in and around Tempe, AZ (Pewe, 1981). Since OSHA standards treat these common nonasbestos minerals as carcinogens in the same way as asbestos, large natural areas in the US are implicitly being labeled as hazardous by OSHA. When a substance is identified as a carcinogen, another OSHA standard comes into play, the Hazard Communication standard. There are also right-to-know laws in 9 states that essentially duplicate this federal standard. These standards require that a product containing 0.1% or more of an OSHA-designated carcinogen be labeled as such (OSHA, 1983). This means that much of the stone and sand gravel products occurring naturally and mined in the US could be labeled a carcinogen when, in fact, they are not. The National Stone Association (NSA) and the domestic construction and mining industries believe that OSHA has seriously erred. The NSA has studied the health, mineralogical, technical, economic, and legal basis for OSHA's action. These studies concluded that there is no justification for the agency regulating nonasbestos minerals as if they were asbestos. Health issues The preamble to OSHA's 1986 asbestos standard states that evidence for asbestos-like health effects from exposure to nonasbestiform varieties of AT&A is inconclusive (OSHA, 1986). The fact is, not only are the data inconclusive, they are nonexistent. During 1986-1987, NSA's occupational health and epidemiology consultant, Environmental Health Associates (EHA), reviewed all available health studies related to AT&A. EHA found evidence that malignancies in both experimental animals and humans are associated with the asbestos forms of these minerals. No experimental or epidemiological evidence was found that indicated such pathogenic effects occur from exposure to nonasbestiform varieties of these minerals. There are relatively few scientific studies of the health effects of exposure to nonasbestiform varieties of AT&A. "INTRODUCTION Industries around the globe have been making significant advancements in recent years due to innovations in automation technology. With the implementation of modern automation technology, professionals in process automation or plant operations can expect significant and exciting change, and the mining and mineral processing industries are no exception. From 2000 to 2010, the International Council on Mining & Metals (ICMM) reported that an increased output and increased value of most metals has resulted in a rise in global metal and mineral process industries from $214 billion to $644 billion. [1] Since most productivity increases in mining and mineral process industries have been achieved through the ability to process lower grade ores with improved efficiency and larger equipment, these industries have begun to adopt advanced automation and control technologies. Despite a growth slow-down, the mining and mineral processing industries are poised for continued and sustainable growth and development due to an increasing demand for energy minerals and emerging technologies requiring minerals and metals previously not demand. However, as these industries becomes more automated, new challenges are arising on the horizon. DEMOGRAPHIC TIME BOMB John Payne from BP is credited with first using the term Demographic Time Bomb to describe the upcoming crisis in the process industry in finding experienced operations personnel. From a survey of 912 mining professionals, Stratum International found that a mere 0.4% of senior level candidates were between the ages of 25 and 34 and a similar proportion aged over 75 years. This indicates that there is both a deficiency of young skilled workers and a skilled workforce that is retiring earlier than the previous generation. Combined with data published by the US Department of Labor stating that the median age of the mining workforce is approaching 50 years old, this implies that these skilled mining and mineral process professionals are an aging population with irreplaceable knowledge and experience that are expected to retire in the next 5-10 years. While it is projected that the labor pool will be sufficient to fill open positions, the real question is if this young workforce will have necessary skill sets and experiences."

The 79th Street Water Tunnel Extension Project was initially designed by the City of Chicago, Department of Public Works, to increase the capacity of the City’s south side water distribution system. MWH preformed a design review, prepared the final design and provided construction management for the City of Chicago Department of Water. Construction commenced in September 1995 and was completed in October 1999. The Project connected two existing water tunnels with a new 5.8 km (19,044 ft.) long, 4.9 m (16.08 ft.) finished diameter concrete lined rock tunnel utilizing TBM, drill-blast and mechanical hoe-ramming methods. In addition, approximately 61 meters(200 feet) of concrete lined variable cross section tunnel, a new gate shaft and a temporary construction shaft were constructed. This paper describes the construction of these features and the geological conditions encountered.

A quality assurance program consists of all those activities aimed at providing confidence to the purchaser that the suppliers quality system will provide a product that will satisfy the purchaser's stated quality requirement. An organizing principle is necessary for prioritizing the quality control activities of quality personnel in the face of a myriad of technical possibilities, data-analytic applications, and an overwhelming number of possible activities promoted in the literature and by quality "gurus". The organizing principle I like is that quality assurance exists when those involved in the quality process: (1) know what they are supposed to do, (2) can tell if they are doing it and are set up to continue doing it and, (3) if they are not, they can remedy the situation in a timely fashion. Any incremental activity which facilitates this organizing principle is a continuous improvement activity. That activity which has the chance to facilitate this principle to the greatest extent is the next one to work on. In these days of lean corporate and regional staffs it is as important to know what not to work on as it is to know what to work on. In this paper I shall discuss in general terms the implications of this organizing principle for the design of Quality Assurance (QA) Programs for coal mines and also provide some comments about the application of Statistical Process Control (SPC) methodologies in the coal industry.

"The future of mining will be characterized not only by the application of modern technology, but also by the harmonization of economic, environmental and social issues. These areas set major future challenges which are complex and demand extensive knowledge. As an example, mining of highly complex orebodies for the supply of often critical raw materials, needs to consider technically demanding and cost-intensive extraction issues. The amount of tailings, which need to be stored, increases with the amount of ore mined. Therefore, the negative impact on environment and society increases. Hence mining becomes expensive with regard to all three aspects: economy, environment and society. In view of a sustainable mining practice this challenge should be used as an opportunity. The positive impact should be maximized for present and future generations. The objective is to create and use the mining openings in an optimum way related to sustainability. The approach of Blue Mining, which focuses on energy and ergonomics in the field of Sustainable Development, enhances the closure planning by recommending subsequent usage of such openings for energy storage. The approach fosters among others the implementation of the 7th Goal for Sustainable Development defined by the United Nations with the assurance of access to affordable, reliable, sustainable and modern energy for all. The usage of underground storage increases the stability of solar and water power usage, which are otherwise unreliable. Blue Mining embeds these issues in the main planning effort long before groundbreaking. This approach involves experience from past and current projects. This paper introduces the concept of Blue Mining with respect to post-mining utilization of a mine for energy storage. Methods and perspectives are presented with examples covering best-practices and lessons-learned."

The expert system for coal preparation plant design mainly solves the crux--separation flowsheet design and optimization of product structure. There are twelve basic flowsheets available in the system which are representative of financial plants. The system can select better flowsheets automatically according to the property of feed and scale of plant. Then, it can choose the best flowsheet and product model from the better flowsheets through analysis and optimum calculation. The expert system is made up in Turbo Pascal 6.0 and consists of three sub-systems: Lump and grain coal system, coal slimes processing system, and raw coal system. Several representation methods, such as production rule, procedure, and object-oriented programming, are used to express the expert's knowledge in the system. To decide the optimum product structure, Zangwill's method is used to make an advance product model. The expert system has the performance of interpretation strategy, by 'tracer" technology and pre-arrangement text, and of learning new expert's knowledge.

During the past fifteen years considerable progress has been made in the technology of slope design. It is possible to design rational slope angles if suitable data on geology, hydrology, and rock properties are available. It is of course preferable to conduct a full scale slope design study, but there are those situations where a full scale study is not feasible because of time and budget constraints. In this paper we will treat two situations: (1) choosing slope angles for a preliminary feasibility study at the exploration stage; and (2) dealing with a slope failure in an operating pit. In these instances slope angles must often be chosen on the basis of available or readily obtained data. In an exploration program all too often a feasibility study is initiates just a few months prior to the decision deadline to drop the property or to exercise an expensive purchase option. If all that is available at this point are a few cross sections at odd angles showing ore and waste contacts and a dog-earred map of the surface geology there may not be time to collect and organize enough information for design of slope angles. On the other hand if during the drilling program geologic cross sections are constructed and the structural data is presented in tabular form, rational slope angles can be determined within the allotted time. Certain types of data can be collected only at specific times during a project. Two prime examples are logging fracture intensity and collecting samples for rock testing before the core is split.
