February 2, 1999 marks a milestone in earth-moving technology at the San Miguel Lignite Mine. It was on that date that The North American Coal Corporation (NAC) took delivery of three Leica Dozer 2000 GPS grade control systems for use on its bulldozers. The primary reason for the purchase of these grade control systems was to prove that GPS technology could safely and economically be utilized on heavy equipment to assist operators in defining grades. If these properties were successfully demonstrated, the ultimate vision of the project was to expand the system to a point were GPS would become the primary means of providing grade control information to the mine’s heavy equipment operators. Twenty nine months and more than $500,000 later this vision was realized when the final bulldozer operating at the San Miguel Lignite Mine was equipped with Dozer 2000. Presently North American Coal has a total of nine Dozer 2000 GPS grade control systems at San Miguel providing cut and fill information to operators 24 hours a day. These grade control systems have allowed the San Miguel operation to increase safety, reduce costs, improve operator attitude, and better ensure environmental compliance. This article discusses both the nature of these benefits and some of the issues that had to be dealt with along the way.

I.- In order to keep pace feeding its fast growing population, Mexico with only about 20% of its surface suitable for intensive agriculture, will need the application of modern foodgrowing techniques. To assure greater crop yields it will be necessary to apply more fertilizers than used at present (yearly average of 29 Kgs/hectare)** For its fertilizers production Mexico still depends mostly on imports of phosphate concentrates from Florida, U.S.A., Morocco and Spain. To reduce or eliminate this dependence on foreign providers, the Consejo de Recursos Minerales -a Federal Government exploration Institute- started in 1974 an exhaustive exploration program for phosphate deposits more amenable to commercial exploitation than the phosphatic limestones contained within the La Caja Formation of Upper Jurassic, found along the Sierra Madre Oriental. After studying literature on the origin and deposition of marine phosphate and visits to deposits in Florida, U.S.A., the Baja California peninsula was selected as most favorable for starting this program because of its geologic and sedimentary history and also for its geographic location, where the cold California and warm Counterequatorial currents meet. Exploration activities executed by FORNOS, S. A. (1956) led to the disco very of low grade phosphate (3 to 5% P2O5) in the recent beach sands along the Bahia de Magdalena (Fig. # 1). In his doctoral thesis Bruno D'Anglejan Chatillon (1965) reports the presence of nodular phosphate on the continental shelf, between Isla Margarita and the Vizcaino peninsula. He estimated reserves of up to 1.5 million tons. A Mexican-American marine exploration company attempted in 1966 the evaluation of this deposit with negative results.

In 2006 McNally International Inc. in a Joint Venture partnership with Aecon Constructors was the successful bidder on two York Region Tunnel Projects: Bathurst Collector/Langstaff Trunk Sewers; and YDSS Interceptor Sewer 19th Avenue Project. These projects comprise a total of 13 kilometres of 2.74 meter finished diameter tunnels and are both part of the York Durham Sewer System (YDSS). Both contracts require the use of EPB tunnel boring machines with a precast concrete segmental liner. The following provides an overview the two projects.

Despite low commodity prices and mining industry cutbacks throughout the world, Peru remains one of the industry’s bright spots. The country’s remarkable economic turnaround during the 1990s remains a model for other developing nations to follow. And the Peruvian government has not forgotten the industry that was instrumental in that turnaround. True, the country has not been spared the effects of the mining industry’s retrenchment that has occurred in other parts of the world. However, foreign mining companies remain committed to doing business in Peru. And the government remains committed to attracting foreign investment and maintaining a strong mining industry. This commitment was evident in September 1999during the 24th Convention of the Institutos de Ingenieros de Minas del Peru in Arequipa, Peru. More than 3,000 mining industry professionals from around the world attended the convention. And Extemin, the accompanying exhibit, featured more than 450 companies, many from the United States, Canada, Australia, South Africa and other countries.

Pumpable roof supports provide an alternative approach to secondary support in underground mining. Unlike all other supports that are either partially or fully prefabricated prior to being transported into the mine, the pumpable support is fabricated in place in the mine entry. This reduces the underground material handling efforts and thus the injuries historically associated with in-mine support construction. On-site fabrication also facilitates application of the support in areas that are inaccessible to transportation equipment such as scoops or rail cars, making it ideal for many bleeder applications. One of the main advantages of the pumpable support is that it fully bridges from the mine floor to the roof, thereby eliminating the requirement of ?topping off? the support with wooden wedges or crib blocks that soften most other support responses. This report examines the development of modern pumpable roof support technology and provides a full description of the performance capabilities of each of the support products now on the market.

The 26th Peruvian Mining Convention (Convención de Ingeneieros de Minas del Perú) was held Sept. 15 through 19, 2003, in Arequipa. The convention was sponsored by the Peruvian Institute of Mining Engineers (Instituto de Ingeneiros de Minas del Peru). The Institute has been organizing these events since 1954. They are now held every other year. The conventions spotlight Peru’s mineral resources and have contributed to the tremendous growth of the Peruvian mining industry. This year’s meeting consisted of technical sessions, forums, field trips and social activities. It was held at the Tecsup Institute of Technology of Arequipa. More than 3,000 mining professionals attended. As always, the meeting was well organized, and participants expressed gratitude to the organizing committee for another successful meeting.

Introduction The issue of coal mining safety plays an important role in the United States' growing dependence on coal to supply its future needs. This article will address the federal government's role, principally the US Bureau of Mines, in meeting this challenging growth and demand while reducing the social and economic costs attributed to injuries and fatalities in underground mining. Some interesting facts and projections with respect to the nation's energy picture will be discussed. This includes the distribution of its reserves and the projected role of coal in the energy and economics of the nation's future. Underground mining will continue to be an important means of providing this coal. The author will discuss how the Bureau of Mines' research program addresses the problems of health and safety that grow out of the demand for more coal. Future projections First, a synopsis of salient facts and projections concerning the US's situation with respect to energy and the economy. Figure 1 depicts the relative quantities of recoverable energy reserves in the United States by their type. Most people are aware of the nation's use of oil. We hear a lot about natural gas. And we are aware of the controversy over the use of nuclear energy. But, while looking at Fig. 1, the question becomes, "Where will our fuel to meet the demand for energy in the future most certainly have to come from?" With 82% of the nation's recoverable fuel reserves being coal, the answer is irrefutable. Coal will be that source. Figure 2 is the present market for coal. It shows that 77% of the coal mined goes to supply electric utilities. Therefore, the coal industry as a whole is most sensitive to the trends and demands for electricity. It is less affected by what happens in other markets, such as export and direct industrial use. In fact, the coal industry is three times more sensitive to the electric utility market than to all other markets combined. Therefore, the trend in the demand for electricity must be examined. Electricity demand is expected to increase steadily over the next 15 years. It is projected to grow from its present 2.3 trillion kWh per year to 3.5 trillion kWh per year by the year 2000. The fuel to supply this increase in demand must come from somewhere. The question is "How much of this extra fuel will be coal?" Although the demand for electricity is predicted to increase, the demand for coal does not necessarily follow. Coal must maintain its fraction of the energy sources used for electricity generation if its demand is to increase at the same or greater rate as electricity. Except for a near-term dip in demand due to a slight increase in nuclear capacity, the domestic electric generation accruing to coal will go from 56% in 1985 to more than 60% in 2005. Thus, the predicted trend is for coal to become a larger part of the fuel mix for electric power generation. Similarly, looking at the most recent forecast for total coal consumption trends, it can be seen that for electric power generation alone, the coal industry must be able to supply an additional 316 Mt/a (348.5 million stpy) by the year 2000 (Fig. 3). It must be stressed here, though, that without significant improvements in mining safety, it can also be easily predicted that injuries and fatalities will increase in proportion to the increase in coal production. Will society consider that acceptable? This author does not believe so. Figure 4 examines the effect of coal prices on the price of electricity. The projections show that the already high proportion of fuel cost will become a greater fraction of the consumer price for electricity. Specifically in 1985, 36% of the price of electricity was the cost of the fuel. In 1995, 46% of the price of electricity will be the fuel cost. That implies that the price of coal will have an increasing influence on the consumer price for electricity. Thus, as coal is used more to generate electricity and as fuel becomes a greater

The exclusion of coal fly ash from regulation as a hazardous waste has led to increased interest in returning ash to the coalfields for co-disposal. A multi-year column study used coal refuse with high potential acidity (4% total-S), and two alkaline ashes in various bulk-blends. The unamended refuse acidified rapidly, producing acidic (pH 1.7) leachates, high in dissolved metals. Treatments blended with sufficiently high amounts (20 to 33%) of alkaline ash produced alkaline (pH >8.4) leachates with low metal levels, while lower ash blending rates acidified over time to produce metalliferous leachates. Examination of solid materials indicated that pyrite oxidation was occurring to some extent in all treatments. A regression equation (r2 = 0.95) was developed to estimate time to net acid release for mixtures of these materials. Ash alkalinity and refuse potential acidity must be balanced to insure water quality for co-disposal environments, or the ash materials should be isolated away from acidic drainage waters.

Using powerful database management software, nested-field analysis and microanalysis of narratives have been made of West Virginia accident data, resulting in a new approach for targeting and prioritizing safety interventions by county, mine size, specific mine, job title, type injury, etc. and combinations of these parameters. The analyses have been useful in focusing training and discussion sessions on specific work problems, trends, conditions, and situations for targeted groups of miners. Application of the technique will be presented in this paper, along with comparisons of various mine performance measures.

Ground freezing was utilized to provide complete stability of the excavation face and complete groundwater cut-off for the jacking of the three tunnel boxes for the Interstate 90 / Interstate 93 approach to the Fort Point Channel crossing. Through a wide range of geological conditions and large buried obstructions, the freezing provided complete stability of the face so that a 11.5 m (38 ft) high free standing vertical face could be mined without the need for any additional face support. Obstructions were incorporated into the massive frozen ground matrix, and held in place so that they could be excavated with a minimum of disturbance. The freezing provided an absolute groundwater cut-off, and permitted the work to be done without disturbance to the active rail system immediately above. With the use of instrumentation such as borehole thermocouples, the effectiveness of the freezing was guaranteed and the jacking proceeded with complete confidence and assurance of the ground conditions ahead.

Microtunneling provides a necessary solution for multiple utility crossings associated with the New York Metropolitan Transportation Authority Capital Construction Company?s (MTACC) Eastside Access Project for the Long Island Rail Road. Construction of four TBM tunnels and their approach structures at the eastern end of the project in Sunnyside, Queens required significant modification and expansion of the railroad infrastructure at this location. Maintenance of railroad traffic during project construction is a principal requirement. As a consequence fourteen (14) utility crossing segments are being installed under active traffic by microtunneling methods. Microtunnels were installed in a variety of conditions including depths, types of soils and construction restraints.

This international symposium was convened to assess the current state of knowledge concerning the health hazards that might be associated with the ingestion and inhalation of fibrous particles produced from the processing of taconite ore. Concern about fibrous particles in taconite arose from their similarities to amphibole asbestos minerals that are known to be human carcinogens. The mineralogical characteristics of asbestos fibers are reviewed and compared with the fibrous particles known to be present in taconite ore from the eastern end of the Iron Range. The epidemiological and experimental animal studies for asbestos-related disease (including gastrointestinal cancer from asbestos in dinking water)were critically evaluated andcompared to those of the fibrous minerals in the taconite. The focus was on the amphiboles in the cummingtonite?grunerite and tremolite?ferroactinolite series and other fibrous particles in both the Iron Range and the Duluth Complex. This included examination of the reported occurrence of any asbestiform ferroactinolite, crocidolite asbestos, chrysotile asbestos, etc. In addition, an effort was made to provide a scientific framework to address fibrous minerals, which may be associated with nonferrous mineral deposits in the Duluth Complex. State-of-the-art risk assessment models for asbestos were presented. Risk assessment scenarios were developed for taconite-derived fibers at environmental exposure levels related to the operation of the Silver Bay taconite processing facility. These calculated risks were found to be trivial even after it was assumed that all mineral fibers were as carcinogenic as amphibole asbestos.

Large metallurgical complexes have more data than a small city and these data change as internal and external conditions evolve. Staffing turnover hinders experienced-based decisions especially with simple tools like spreadsheets. Lack of current information can contribute to decisions that result in significant deterioration in the quality of operation. Timely, unified information from sophisticated analyses presented to the broadest possible reach will improve operation. The major innovation is the addition of the web browser to the suite of software people will use with no training – the other two are spreadsheets and graphical presentations – and the consistent organization and transformation of the real time data to support broad access. This paper describes the data transformations and presentation methods necessary for a Web view, especially the special needs of real time data and analysis required for active operations decision-making. Many people inside and outside the complex, not just operators, need timely information that is abstracted, aggregated, organized and unified. Unification and aggregation of real time data presented via the Web opens a new paradigm for collaboration. The analysis tools are as important as the data. These rule-based tools add significantly to the operations database in the form of results stored for viewing with plant data. Mining and metallurgical plants already use many sophisticated analysis tools such as predictive maintenance policies based on statistical analysis vibration analysis, and oil and lube analysis for critical equipment. These add real time events, similar to an alarm package, and unified production information to the operational database. Simple models are used on line to create key indices that provide a real time indication of performance. Key indices include metrics for losses due to plant availability, performance efficiency, and overall process equipment effectiveness. These additional data in the operations database are used for early fault detection, increased production, better quality, higher availability of equipment and faster detection of process bottlenecks. An important feature is the ability for people to create their own key indices and store the results for use by anyone in the plant historian, but accessible by a browser. The Samira Hill gold mine represents the first commercial gold project for the landlocked country of Niger in West Africa. It began production in October 2004 as the result of over 10 years of exploration and development work. There were several administrative, social and technical challenges that had to be overcome to realize the successful development of the project. The Samira mine is located on the geological structure known as the ‘Samira Horizon’ which is developing as a promising district for additional discoveries and other mine developments.

Sulfur removal from high sulfur coal has several objectives including: a) reduction of the atmospheric load that contributes to the problem of acid precipitation; b) reduction of ash, which contributes to decreased energy transfer in boilers, as well as ash disposal; and c) alleviation of the social and economic dislocations reluted to uneven geographical distribution of sulfur in coal reserves. Cost in relation to the value of refined coal will govern the development of an emerging coal refining industry. Estimation of the premium paid by power companies for coal with a low sulfur content is a good estimate of the value that will be added as the result of refining. Estimates of premiums paid in 1984 are $28.65/t ($26 per st) for reduction of total sulfur from 3’% to 1% S and greater than $28.65/t ($26 per st) for removal below 1% sulfur.

Surface analysis by X-Ray Photoelectron Spectroscopy (XPS) of samples taken from the galena flotation section of the Hilton Concentrator of Mount Isa Mines Limited are presented. Flotation rate and pulp chemical data taken during the sampling period are also presented and discussed. Surface analysis suggested that, under normal operating conditions, an overlayer of precipitated calcium sulfate existed at the surface of the sulfide minerals. In particular, there was a decrease in the surface concentration of calcium sulfate for the concentrate samples relative to that occurring on the tailing samples. This suggests that the flotation process was selective against minerals which have calcium sulfate predominating at the surface. Heterocoagulation of hydrophilic calcium sulfate on to the galena surface considerably reduced galena flotation rate. Methods to control calcium sulfate precipitation, which include sodium carbonate treatment of the pulp, are also discussed. Sur- face analysis results of samples taken from the Hilton Concentrator during sodium carbonate addition to the grinding circuit are also presented. This shows clear evidence for the removal of calcium sulfate from the mineral surfaces without concomitant surface precipitation of calcium carbonate. Reasons for the apparent dispersion of precipitated calcium carbonate are discussed. Galena flotation rate was increased by the addition of sodium carbonate apparently due to the removal of interfering calcium sulfate.

Introduction Newmont Mining Corp.'s Carlin Gold Mining Co. mines gold ore and waste material from four open-pit mines in Northeastern Nevada. Combined production rate is 24.5 Mt/a (27 million stpy). The company is producing gold bullion from the 2.4 kt/d (2600 stpd) Carlin Mill No. 1. and the 2.3 kt/d (2600 stpd) Maggie Creek heap leaching plant. In August 1985, the 6.3 kt/d (7000 stpd) Carlin Mill No. 2 at Gold Quarry came on-line. The total combined throughput of 11.2 kt/d (12,000 stpd) will make Carlin Gold Mining one of the largest US gold producers. Feasibility studies are underway to increase the total gold out-put from Gold Quarry. This will be done by adding a continuous dump-leaching process that will recover gold from lower grade ore. History In 1961, Newmont exploration geologists located claims in the Lynn Creek mining district near Carlin, NV. An exploration drilling program revealed significant gold mineralization. A stepped-up drilling program revealed an ore body with an estimated 10 Mt (11 million st) of ore containing 109 t (3.5 million oz) of gold. Test results in 1963 allowed metallurgists to develop the flowsheet and design for a 1.8-kt/d (2000-stpd) countercurrent decantation (CCD) cyanide plant. Carlin Gold Mining Co. was formed to operate the property. Carlin purchased its first mining equipment in 1965. This consisted of two Bucyrus-Erie 2.7 m3 (3.5 cu yd) shovels and nine 27.2 t (30 st) Wabco Haulpak trucks, two Inger¬soll-Rand track-mounted drills, one Chicago Pneumatic T-650 rotary drill, one rubber tired Michigan 280 dozer, one Caterpillar D-8 36A track dozer, one Caterpillar 16 motor grader, and the necessary ancillary equipment. The fleet was capable of mining 3.2 Mt/a (3.5 mil¬lion stpy) working two eight-hour shifts, five days a week. In 1967, one P&H 1500 3.8 m3(5 cu yd) diesel electrical shovel and three 59 t (65 st) Dart trucks were added to the fleet, along with a Chicago Pneumatic rubber tire mounted rotary drill. This equipment addition increased the mining capabilities to 5.7 Mt/a (6.3 million stpy). Three separate pits, the Main, East, and West, within a 1.6-km (1-mile) radius of the Carlin mill were being mined. The crew consisted of 46 hourly men and three supervisors. This equals 497 t/ total hourly manshift (548 st) or 407 t/total manshift (515 st). Rising gold prices in the early 1970s allowed lower grade deposits to be mined at greater distances from the mill. The Boot-strap pit, 19.3 km (12 miles) north of Carlin, was started in 1973. The desire for dry passageways promotes the NATM as it provides a final support system most suitable for the installation of a waterproofing membrane. Waterproofing during construction is a cost effective way to enhance safety and function as well as increasing the life of an underground structure. The NATM approach utilizes the surrounding mass as an integral element of the "ringlike" support system. At the Pennsylvania Turnpike Commission Lehigh Tunnel No. 2 various rock classifications were determined to require support measures ranging from 2 to 12 inches of shotcrete along with spiling, wire mesh, deformed bar, lattice girders and rock bolts as needed. Field instrumentation and monitoring programmes are a key factor for the success of the NATM. When the support "shell" stabilizes smoothing shotcrete, waterproofing and a final liner can be placed.

The U.S. Geological Survey has completed a dig-ital coal resource assessment of six of the top-producing coal beds and coal zones in the northern and central Appalachian Basin coal regions. These include the Pennsylvanian-aged Pittsburgh, Upper Freeport, Lower Kittanning, Fire Clay, Pond Creek, and Pocahontas No. 3 coal beds and coal zones. Resources were calculated on all of the coalbeds/zones, with the exception of the Lower Kittanning coal bed. Preliminary original resources are estimated at about 93 billion short tons (84 billion tonnes), of which about 66 billion short tons (60billion tonnes) remain. Much of the remaining coal in all five coal beds/zones is thinner [<3.5 ft (1.07m)] and deeper [>1,000 ft (305 m)] than the coal that has been mined, but economic resources are still available and mining in each coal bed/zones will continue throughout this decade and into the next given current market conditions.
