Intermittent coal mining has been conducted in Alaska for over a century. The first report of coal in Alaska was by the Veechy expedition of 1826 and 1827. Whaling ships used coal from Corwin Bluff near Cape Beaufort during the early and latter parts of the 19th century. The first coal mine in Alaska -- and probably the oldest in the Pacific coast of North America -- was opened by the Russians at Port Graham on the southwest tip of the Kenai Peninsula. The mine was operated from 1855 until 1867 when the United States took possession of Alaska. From 1880 to 1915 coal mining was carried on intermittently at several localities including Unga Island, Herendeen Bay, Chignik Bay, Kachemak Bay, and several points along the Yukon River. Small coal mines along the Yukon River provided fuel for the river steamers traveling from St. Michaels to Whitehorse. The area of sustained coal production began with the completion of the Alaskan Railroad from Anchorage to the Matanuska coal field in 1916 and to the Nenana field in 1918. Coal production continued to increase until 1953, at which time the oil and gas fields in Cook Inlet were developed. Oil and gas eventually replaced- the Matanuska coal as a means of providing heat and power. The military in the Anchorage area shifted from coal to oil in 1967 causing a decrease in production. The increased demand for electric power in the Fairbanks area offset the decline and coal production started to increase. In 1969-1970 the Golden Valley Electric Association constructed a mine-mouth power plant 70 miles southwest of Fairbanks near Healy and a power line to Fairbanks. LOCATION OF COALS IN ALASKA Coals are found in all geographical subdivisions of Alaska. Coal in Alaska ranges in age from Carboniferous to Tertiary, and grade from lignite through anthracite. Figure 1 shows the locations of Alaskan coal fields. The only fields that have been developed extensively are the Matanuska and Nenana. Figure 2

Measuring the specific gravity of a pulp in concentrating plants is a relative, y simple procedure, but the desired accuracy is often difficult to attain. Many plants use the system of weighing a known volume of the pulp on a scale. In many cases, this method is quite accurate, but obtaining a true sample presents quite a problem. This is especially true when the pulp tends to froth, the solids settle rapidly, or the flow is fast at the point of sampling. There is also the problem of the operator neglecting to take the sample because of duties elsewhere, or, if everything Is apparently running smoothly, he assumes the pulp density is also all right. In 1952, the Pine Creek plant of Union Carbide Nuclear Company began working on a better method for measuring and controlling pulp density. After an extensive investigation of different methods for measuring the specific gravity of moving pulps, the Research Department decided that the bubble tube method appeared to be the simplest and most promising for our applications. It consists of two bubble tubes, of different lengths, submersed in a pulp. Low pressure air is supplied to, the two tubes through sight bubblers to maintain approximately equal volume of air to each bubble tube. The bubble tubes are also connected to a differential manometer, one to each side. Therefore, knowing the vertical distance between the outlets of the bubble tubes, the manometere can be calibrated to measure directly the specific gravity of the pulp. Ore and waste haulage usually constitute one of the major cost items in the operation of an open pit mine. This has always been true at the Chino mine, one of Kennecott Copper Corporation's western mines, located in southwestern New Mexico. The Chino Mines Division is an integrated operation. The open pit mine, dump leaching operation, and a precipitating plant are located at Santa Rita, New Mexico, and a power plant, mill, smelter, and fire refinery are located in Hurley, New Mexico, about nine miles south of the mine. Approximately 22,000 tons of ore are mined and processed each day; in addition, approximately 42,000 tons of waste are removed from the pit. Originally the pit was located along the side of Santa Rita Creek but it has deepened and expanded so that at the present time, it could better be described as a nearly circular pit about one to 1.5 miles in diameter. The bottom is at an elevation of 5750 feet, the west rim near the ore gathering yard is at an elevation of 6230 feet, and the highest bench on the east side of the pit is at an elevation of 6750 feet, giving a vertical mining depth of 1000 feet. The train waste dumps reach a maximum elevation of 6580 feet. At the present time, Chino uses electric locomotives, off-the- highway trucks, and a skip system for mine haulage.

This article discusses four principal areas relevant to financing direct reduction facilities: (1) Lenders' differing requirements with respect to projected cash flows; (2) The impact of leveraging on project viability; (3) The importance of appropriate debt structure; (4) The significance of accurate and complete capital cost estimates. The overall findings emphasize the inseparable connection between the project economics and its financeability, and particularly how direcly intertwined they both are in the project planning.

"In Part I, Gibbs’ phase rule was applied to mass-balanced EH-pH diagrams for the Cu-As-S-H2O system. The diagrams were generated using the stoichiometry of enargite as a basis. In this study, the calculations were expanded to cover the stoichiometries of three other Cu-As-S minerals – tennantite, sinnerite and lautite – and compared with enargite. Stability regions within the resulting EH-pH diagrams were found to change with stoichiometry such that a particular mineral would predominate if its stoichiometry was used in the calculation. Solution speciation was also found to vary, with thioarsenate being the best example. This stoichiometric effect helps to explain results reported in the literature and would be difficult to realize if it were not for mass-balanced calculations. IntroductionA comprehensive thermodynamic review has been conducted on the aqueous copper-arsenic-sulfur (Cu- As-S) system (Gow et al., 2014, 2015a, 2016b; Gow, Huang and Young, 2016c). Data on the free energies of more than 100 species were collected from various authors, and thermodynamic databases collated to produce mass-balanced EH-pH diagrams using the thermodynamic equilibrium calculation software STABCAL (Huang, 2014). The full database is listed and discussed in Gow et al. (2015a). Diagrams were generated for enargite and confirmed with Raman spectroscopy using bulk mineral electrodes in order to identify reactions spectroelectrochemically. Theoretical calculations agreed well with the experimental results under alkaline conditions (Gow et al., 2015a), acid conditions (Gow et al., 2014) and alkaline sulfide leaching conditions (Gow et al., 2015b).In the present study, additional mass-balanced EH-pH diagrams were generated by changing the Cu-As-S stoichiometry from enargite (Cu3AsS4) to tennantite (Cu12As4S13), sinnerite (Cu6As4S9) and lautite (CuAsS). Regions for the thermodynamically stable species were shown to change with the four different mineral compositions. Potential leach conditions, both for co-dissolution and selective dissolution techniques, were examined for differences in predominant species according to changing copper-to-arsenic ratios, sulfur compositions and sulfur oxidation states."

Approximately 7 billion tons of soil, rock and ore are currently being excavated in open pit mines and quarries on the North American continent at the present time. As the depth of excavation increases and the grade of ore being mined reduces, the safety and economy of the stability of the pit slopes becomes increasingly important. The magnitude of the potential influence on economics can be appreciated from the results of recent full scale field studies by Kennecott Copper Corporation at the Kimbley pit near Ely Nevada (Merrill, 1968). This pit was originally excavated with an average wall slope of 45°. Based on detailed studies it appeared that a slope of 610 would be stable. Subsequent excavation to this slope proved the original pit could have been steepened by 16° during production.

LOCATION AND EXTENT OF BART TUNNELS The San Francisco Bay Area Rapid Transit District (BART) during the past six years has become the Owner of 23.5 miles of single-bore tunnels. The tunneling experience gained while working closely with our Engineer and Contractors in the design and construction of these major transit facilities provides a basis for our "Owners" viewpoint. The 23.5 miles of tunnels are divided into two categories. Fifteen and one-half (15-1/2) miles of tunnels were constructed in soft ground underlaying the downtown areas of San Francisco, Oakland and Berkeley. Eight (8) miles of tunnels were built in "hard ground" in the hills separating Oakland and Berkeley from Contra Costa County and in the San Francisco hills on the Mission Line. Location of tunnels within the BART system are shown on Figure 1. The tunnels comprise 15.7% of BART's 75-mile dual track system. Their 176 million dollar costs (excluding rail, electrification or ventilation features) are 12.4% of the system's total estimated cost of $1.4 billion. The tunnels constructed in soft ground were shield and boring machine driven with ground support provided by steel liner rings. The exterior diameter is 17 foot, 6 inches in the majority of tunnels; however, on two tunnels with a 500 foot radius of curvature, the diameter was 18 feet. BART awarded 14 contracts for soft ground tunneling. The work was accomplished under free air or compressed air depending upon the ground water and soil conditions, safety requirements, and considerations for protecting adjoining property from damage either from the de-watering operations or settlements due to excavation. INTRODUCTION Nonfuel mineral markets have always tended to be volatile due to the cyclical nature of demand and the difficulty of fine-tuning capacity and output levels. Experiences over the past two decades, however, have been especially perverse. This short volume attempts to provide insights into this era and some guidance for the future. The papers are linked together by their focus on issues of productive capacity. At the same time, they provide a useful description, explanation and evaluation of the industry's evolution and its implications for the near-term. The regnant pessimism of the 1980s was very much alive during the early months of 1987 when the theme of this symposium was formalized. Indices of real metal prices had only inched-up from all-time lows in 1986. The hemorrhage of corporate red-ink was still a powerful memory. Frustration with the apparent inability of closures and reduced capacity utilization to re-establish market balance was strong. To the more pessimistic, the industry appeared destined to a quarter century of persistent excess capacity and nonremunerative prices. The conditions to support this pessimism were readily apparent. Economic literature tells us that surplus capacity is a complex, usually unexpected and often long-lived phenomenon caused by the interaction of at least three factors. The first is a rising capital-intensity of production. The second is the presence of aggressive new entrants whose capacity additions are typically (1) trade- dedicated because local market absorption is low; (2) cost-competitive for natural or policy-support reasons; (3) heavily burdened by debt-repayment obligations; and (4) viewed as important sources of employment, regional development and foreign exchange. The third, and often decisive, factor is an unanticipated decline or stagnation in demand growth for the sector's output. The first two factors combine to increase competitive pressures and to raise the actual or perceived cost of idle capacity. Market rigidity reduces responsiveness to price signals and distorts the burden of adjustment. Demand atrophy exacerbates these pressures especially on unprotected producers in the higher quadrants of the global supply function. In the mid-1980s, evidence of the existence of all these factors were easy to cite. Culprits were often identified. Claims for protection, global sharing of adjustment burdens, and imposition of disincentives to new capacity regardless of inherent economic status were co-dominant themes with the buzz-words of "competitiveness" and "level playing fields." This, notwithstanding the suggestions of the same economic literature that excess capacity persists longest when interventionist remedies permit it to continue. Today, only eighteen months later, the mood is decidedly more buoyant and most analysts are cautiously optimistic about the next few years. Many informed analysts have concluded that the excess capacity of the recent past has disappeared. For the present, the marketplace seems to have restored a balance between supply and demand. That the adjustment took five or six years longer than anticipated attests to the dramatic structural changes which have characterized the industry. The implications of these changes for the future are unclear. Were the macroeconomic shocks, coupled with industry transitions, so extraordinary in magnitude and timing that experiences were unique? If so, the next years may hold more stable and cautious times for the industry. Alternatively, is the inherently volatile metals industry facing a future of cycles equally perverse in terms of amplitude and duration due to economic uncertainities and inflexible industry response capabilities?

Recent major floods have inundated Historic Ellicott City, Maryland, resulting in loss of life and property damage. Howard County, Maryland, has developed the Ellicott City Safe and Sound Plan to mitigate the risk of flash flooding in the Historic District, including a proposed stormwater conveyance tunnel. Challenges to overcome include thick zones of saprolite along the alignment, multiple near-surface structures, and minimal rock cover under an active railroad, while minimizing impacts to the public and historic structures. The project will also pursue recognition through the ISI Envision verification process.

Development of the Twin Buttes mine entailed the largest known preproduction stripping job in the history of mining. It linked earthmovers and conveyor belts in a new approach to development of a pit that may reach, or even exceed, dimensions of 1 x 1-1/2 miles at the surface and go as deep as 1800 feet. The orebody to be stripped was covered by an average of 460 feet of alluvial gravels, which presented an initial stripping job of great magnitude. The initial pit layout and the original time schedule established early in 1965 called for the excavation and disposal of about 250,000,000 tons of alluvial overburden before the end of 1969. Allowing about a year for equipment delivery, this schedule left four years to do the job averaging about 62-1/2 million tons per year. In 1964 when The Anaconda Company undertook the development of Twin Buttes, it was recognized that special planning was necessary for the disposal of waste material and tailings. Environ- mental control was a prime consideration and is particularly sensitive in the Twin Buttes area due to the proximity to residential developments. Disposal of the 250,000,000 tons of alluvium, as well as future rock and tailing waste material, presented a problem which Anaconda engineers resolved by designing a plan to spread out much of the alluvium over an extended area, including a massive 11- 1/2 mile dike system which will impound mill tailing in three basins. Diatomite or diatomaceous earth is composed of innumerable microscopic opaline skeletons of single-celled aquatic plants called diatoms. The unique properties of this material enable it to be used as an important filtration medium and filler. The Circumpacific contains several economic deposits of diatomite. The largest of these is located in Lompoc, Ca. This deposit is the world's largest, purest, and most uniform marine deposit currently being mined. The other Circumpacific deposits are of fresh water origin. These deposits and Lompoc's unique marine deposit are significant sources of the world's diatomite supply.

The Piney Branch CSO 049 Storage Tunnel (PBST) will be the last major project for the DC Clean Rivers Program. The project includes construction of a 2,200-foot-long, 18-foot-internal-diameter storage tunnel; two connections to combined sewer infrastructure; and two shafts. Major challenges include excavation underneath an existing live outfall that must remain in service; excavation of the tunnel through several areas of low rock cover and mixed-face conditions; and negotiations with a variety of federal, regional, and local stakeholders to address project impacts. This paper describes the overall project scope; geotechnical conditions along the alignment; design and construction challenges; and construction procurement.

The prolonged exposure of equipment operators to shock and whole-body vibration (WBY) is linked to cumulative back, neck, and abdominal disorders. In low-coal mines, space restrictions make seat suspensions difficult to use in isolating operators from shock and WBY. Researchers at NIOSH, Pittsburgh Research Laboratory, are responding to these issues by investigating viscoelastic foams. For the full-load case. an ergonomic seat with viscoelastic foams isolated the shuttle car operator from shock at 15Hz. Researchers used results from additional foam testing with an analytical model to identify viscoelastic foams that provide shock isolation at a frequency below 5 Hz.

The high pressure grinding rolls (HPGR) is a relatively new technology which offers the potential benefits in energy savings, circuit simplicity and improved product characteristics in minerals processing applications. Over 300 machines are now operating world-wide, but most of these are used for grinding cement clinker, and relatively few are used in conventional mineral processing. One of the rea- sons for its current limited use in the minerals processing industry is that design, scale-up and flowsheet assessment procedures are seen to be relatively immature and untested. This has reduced confidence in the potential application of the technology. To help rectify this situation an industry funded research project was undertaken, one of whose aims was to develop and prove a mathematical model of the HPGR and a scale-up procedure. Data were collected from tests using laboratory, pilot and in one case a full scale unit (2.2m diameter). A range of feed types were tested including quartz, limestone, kimberlite, bauxite, iron ore and gold ore. These data were then used to develop models of the size reduction performance, power draw, throughput and operating gap for a wide range of pressures, feed sizes, and roll speeds. This paper describes the models that have been initially developed and illustrates their accuracy using some of these data.

Detailed description of the development of the FIOR process1 and, subsequently, other technical papers relating to the operation and start up of the FIOR plant2,3 are available in the technical literature. The Fluidized Iron Ore Reduction (FIOR) process plant constructed in the Matanzas region of Venezuela represents the first commercial application of this technology. The FIOR process was developed by Exxon Company during the 1950's and 1960's; and the facility in Venezuela was designed and constructed by Davy McKee with the plant start up in 1976. While there is a minority government ownership in the company, FIOR de Venezuela operates as a private sector company with the majority of the ownership being private capital.

Good morning, ladies and gentlemen: It is a pleasure to be here this morning as a representative of Dean Witter Reynolds; one of the foremost international investment firms in North America. My colleague, Hugh Wilmer (who will be speaking to you a little later), and I are involved as research analysts in the research and writing of published reports containing recommendations on the buying or selling of North American and South African gold and silver mining shares. Our talk this morning will focus on the gold mining operating costs of North American and South African gold producers. However, I am not going to bore you with reams of statistics on the operating costs of large numbers of gold mining operations; how meaningful would this data be to you? Instead, I will discuss what the investor should look for, and how he should use this knowledge in making his investment decision.

Currently, there are several methodologies to assess ground vibrations from blasting. Of all available methodologies, one that is becoming more important is the waveform superposition or signature hole technique. This technique is based on a signature waveform assigned to each hole to build the complete waveform for the whole production blast, using the convolution between the time initiation sequence and the signature hole waveform. In the basic methodology of the signature hole technique, the waveform hole-to-hole is assumed to be the same. Several studies and field tests have proven that the waveform hole-to-hole, even in ideal rock mass conditions (rock mass with little or no joint system), changes. In addition to distance or confinement, other factors that could change the waveform hole-to-hole include different geologic paths from the source to the monitoring point and a different energy output of each hole, due to hole loading, explosive composition and/or contamination, priming, etc. These factors result in varying waveforms generated for each hole, making the waveform produced by each hole a somewhat random process. There is available in the literature some proposals to include variability in the waveform hole-to-hole, but the parameters involved are complex and difficult to estimate. In this paper, the variability in the signature waveform hole-to-hole in a blast event was recorded through a field test, and a proposal to include signature waveform variability to develop an equation based on the Fourier series is presented. This methodology is the basis for a future signature hole analysis using a Monte Carlo scheme, taking into account the variation of the amplitude and the frequency content of the waveform hole-to-hole in a production blast event.

The use of conventional tailings deposition methods has been the standard for decades. With the need to reduce the impact of mining, alternative methods are considered when expanding or upgrading tailings handling systems. Converting an existing tailings management system to a more sustainable deposition method during the operation of a mine may incur considerable operational and financial risk, and when assessed more traditionally, does not provide significant advantages. As a result, most mines choose to continue their current technology and add an additional pumping stage or pumpstation to their tailings line in case of a pipeline extension or Tailings Storage Facility (TSF) expansion. This also often involves raising embankments. Changing pumping technology is traditionally assessed by comparing the energy efficiency of current and prospective pumping technology. Despite a reduction in absorbed power, this traditional assessment does not include possible savings in water and the carbon footprint. With the consideration of all these three aspects, alternative pump technologies, such as Positive Displacement (PD) technology, become more economically feasible, providing increased sustainability and enable a site to future-proof their operations. Project feasibility may be affected by the high capital investment required for PD pumps. The benefit of applying PD pumping technology could be enhanced by reducing the volumetric throughput of the pipeline by dewatering the tailings to 65% solids concentration by weight. It was found that despite increasing capital expenditure, the improved reclamation of water will have a positive effect on the direct and indirect cost of fresh water intake to mine operations. This paper seeks to illustrate that in many applications the long-term benefits of investing in sustainable tailings management are optimized when more efficient PD pumping technology is combined with tailings dewatering when upgrading or expanding the tailings handling system.
