Pursuant to the Federal Surface Mining Act of 1977 and the Illinois Surface Mining Act of 1980, Illinois has adopted revegetation success standard regulations that include the Agricultural Land Productivity Formula. The Formula establishes yield goals and standards to measure the success of meeting yield goals for reclaimed prime farmlands. The formula compares the quality of the pre-mining soils in the permit area and the county, to the crop production achieved on the reclaimed permit area and the county crop yield in a given crop year. The regulations also specify acceptable crops, erosion control requirements and time frames for demonstrating success.

"Sometimes it’s the smallest things that make the biggest difference. In the world of mining, erosion can lead to small cracks, which can then lead to bigger problems that, over time, can eventually lead to a catastrophic event. However, when managed correctly, as in the case of the Manefey Slide at the Bingham Canyon Mine in Utah, the damage can be minimized.Numerous industry conferences, technical papers, studies and resources are dedicated to these issues each year, but what is sometimes overlooked is how the erosion of personal ethics can also have life-changing effects.At the 2019 SME Minnesota Conference, April 15-17 in Duluth, MN, two inmates serving their respective prison sentences at the U.S. Federal Prison Camp in Duluth spoke to the conference about how small cracks in their ethical foundations grew over time, eventually leading each man to his new address at the minimum-security facility.The men’s full names were not released and they were introduced as Jeff and Tony. Other than the matching green uniforms, both middle-aged men could have fit in with the rest of the crowd. They are well-educated and articulate whose career paths eroded thanks to greed and careless decisions.Tony, a licensed professional engineer, enjoyed a successful career working in contract oversight for the U.S. Department of Defense. Jeff is a former senior vice president of investments who ran a well-respected investment management team. Both spoke openly about the mistakes they made and emphasized that their crimes were not flagrant violations of the black and white rules but grew from ethical violations that live in the gray area between black and white, and right and wrong.Working in contract oversight for the U.S. Department of Defense (DOD), Tony said he was befriended by a wealthy man who was generous with his money. As Tony told it, a few meals with this man led to a few trips to casinos and eventually to gifts of money. The donor did not ask for anything in return, and at the time, Tony said he did not think that he was doing anything wrong. He admits now that the perception of a high-ranking officer in the DOD accepting gifts is not a good one, as it could be construed as the donor might have been trying to gain favor for future contracts; which is how it was presented in court by the prosecution team."

INTRODUCTION The Endako deposit was first explored in 1926, but development waited until the early nineteen sixties. It first came under the control of Placer Development in 1963, and early in 1964 a decision to bring it into production was reached. The deposit is located near the geographic center of British Columbia, and is served by an east-west communication system including a paved highway, mainline railway and good telephone, teletype, and computer facilities. The plant area is shown in Figure 1. The operation is known as the Endako Mines Division of Canex Placer Limited of Vancouver. First production was achieved in June, 1965, at a nominal rate of 10,000 tons per day, but it soon was closer to 15,000 tons per day. In 1967, two new grinding and flotation sections brought capacity to the present rate of approximately 27,000 tons per day. With mill heads of around 0.15 percent MoS2, production is about 14,000,000 pounds of molybdenum per year. A flowsheet of the operation is given in Figure 2. A legend for this flowsheet is given in Table 1. Published ore reserves are estimated at 214,500,000 tons at an average grade of 0.143 percent MoS2. PRIMARY CRUSHING The 85 or 100-ton haulage trucks dump over a grizzly into a 42 inch x 65 inch C.A.C. (Canadian Allis Chalmers) gyratory crusher.

The Simon Silver Mine is located near Mina, Nevada, approximately 50 miles northwest of Tonopah and 40 miles east of Hawthorne. It is an old property which was last worked in 1932 and closed operations due to problems arising from low metal prices. Federal Resources Corp. acquired the property in 1963 and undertook a completely new development program since the old surface plant and underground workings were beyond feasible repair. The deposit of silver, lead, zinc and copper is predominantly replacement of limestone. In the summer of 1964, a new surface plant was constructed and on December 2, 1964, sinking of a three compartment vertical shaft started and was completed to a depth of 1088 feet in April of 1965. Following the sinking program an 850 foot crosscut was driven to intersect the mineral zone on the 1000 level after which drifting, crosscutting and raising totaling some additional 4280 feet has been completed along with considerable diamond drilling and long holing into the walls. To date, two ore bodies have been encountered and test stoping operations are underway together with development of the 800 level for servicing, ventilation and access. The present development of ore is directed towards substantiating sufficient reserves to warrant the construction of a flotation mill.

The expanded role which coal has been assigned in the energy future of the United States has raised numerous policy questions. The very complexity of these questions makes them suitable to analysis by econometric models. However, as the Wall Street Journal indicated in its recent article, business' success with such models have been mixed. I have been asked to present my views as to how coal producers can use such models and in what ways the industry is likely to be impacted by such models. I do not presume to speak for the whole coal industry, but only to share with you the personal observations of one who has worked "both sides of the street", having been employed' both by government and a consulting firm prior to joining the coal industry. In my opinion, the use of econometric models to analyze the coal industry will impact the coal producers in two main ways. First, their use by government will have a profound impact on future government policies related to the mining, transportation and utilization of coal. Second, such models, when properly calibrated and refined, may become useful tools for the coal producers in doing market research and long-range planning. While the former has already begun to impact on the operating environment or the coal industry, the latter is still in the embryo stage.

The discovery of the Prudhoe Bay field temporarily reduced interest in the development of coal conversion processes, but interest is being re¬newed by the current energy crisis. According to M.A. Wright, Chairman of the Board of Humble Oil and Refining Company(l), the reserve in the Prudhoe Bay bield has been confirmed to be about 10 billion barrels. At first glance this appears to be an extremely large reserve which will eliminate supply problems for the United States for some time. This feeling of security is lost when one realizes that by 1980 the world will consume the reserves of a Prudhoe Bay or a Libya, or Venezuela in less than a year, based on the recent predictions of U.S. and world reserves made by Eastman-Dillon, Union Securities Company(2). Recent forecasts of U.S. demand and source of supply made by Kenneth E. Hill of Eastman-Dillon are shown in Figure 1. This forecast shows a decline in domestic supplies (excluding Alaska) after 1973, with the total domestic supply leveling off in 1975 at about 13 million barrels per day. Since the predicted demand increases from about 14 million barrels per day in 1970 to about 20 million barrels per day in 1980, about 35% of domestic consumption must come from imports or non-conventional sources by 1980. More imminent is the shortage of low sulfur fuel oil which has been created by the new, tough air pollution regulations that are basically legis¬lating eastern coals out of the market. As an alternate to importing large quantities of low sulfur fuel oil or importing and desulfurizing regular fuel oil, one of two domestic solutions is possible: stack gas clean-up or solids fuel pretreatment. Stack gas clean-up may be the cheapest approach for old installations, but fuel pretreatment has real advantages for new installations. Sometimes in assessing where we are and where we are going it is informative to take a look at where we have been. Whether or not it adds to our understanding of the present, I think it may be interesting to review some of the past history of our industry. As a starting point I chose to use the famous Paley Commission Report, formally known as "The U. S. President's materials Policy Commission -Resources for Freedom."(l) The Paley Commission report said "Fluorspar is an essential raw material for the steel, aluminum, and chemical industries." Of course this statement is still true. It also said, "United States known reserves of fluorspar would be sufficient for some 15 years at present rates of consumption--about 426 000 short tons in 1960. Projected consumption for 1975, however, is several times as great, and reserves in other free countries do not appear adequate to supply United States deficiencies during the next 25 years." This simply demonstrates how even the most learned and competent people can observe all the facts avail-able to them at a given time and yet be unable to predict the future very accurately. We all know that reserves in other countries are more than adequate to supply the United States today, 25 years since the report was published. In fact, the report estimated free-world reserves at something over 36 million tonnes (40 million short tons). Contrast this with 246 million tonnes (271 million short tons) estimated as total world reserves from the section on fluorspar from Commodity Data Summaries of 1974, published by the Department of the Interior. (2) The Paley Report discusses other matters pertaining to fluorspar that are still of interest, such as improving mining methods. Furthermore, it certainly did a good forecasting job in noting that greater recycling should become possible in the aluminum industry in regard to fluorine lost in wastes and also concerning the substitution of fluorspar in the steel industry by other fluxing materials. It also suggested that non-fluorine containing propellants should be investigated as a replacement of those containing fluorine as a conservation matter. Some discussion was devoted to recovering the fluorine content of phosphate rock, which is being practiced today, but was in its infancy in 1950.

Mining of the Schefferville iron deposits began in 1954 on completion of the 574 km railway linking the mines and the St-Lawrence river port of Sept-Iles. Apart from crushing, no treatment of these ores was required before smelting. In the late 1950's, testwork began at Schefferville to develop a process for upgrading the extensive lower grade deposits containing 5l% iron with 15% silica (natural analysis). Engineering for 6.1 million tons per year Beneficiation Plant using cationic silica flotation and the A-C Grate kiln began in 1970 and the first pellets were produced in mid 1973. Production requirements and operating difficulties have restricted capacity to approximately 85% of design but ongoing improvements are being made continuously to attain design capacity.

The Cactus Gold Mine is a joint venture comprised of Middle Buttes Partners Ltd. (CoCa Mines, Inc.--operator, T. Congdon and W. Carey) and Compass Mining, Inc. The project includes 2.4 sq. miles of contiguous mining claims and leases in the Mojave Mining District, Kern County, California, approximately B5 miles northeast of Los Angeles. The property is readily accessible year round by all-weather roads and is within 6 miles of the main line of the Southern Pacific Railway.

It is common practice when thermally drying coal from wet coal preparation facilities that the coarse +0.5mm fractions and fine fractions (-0.5mm) are combined and fed to a thermal dryer. There are very good reasons for this concept. The coal feed is much easier to handle in this condition for it is not as likely to stick inside the dryer or hang up in the material handling equipment, and is easier to feed and discharge. However, it is generally only the -0.5mm fines that really need to be dried. The +9.5m fraction of the cleaned coal will leave the dewatering screens, or drain and rinse screens, at an acceptable surface moisture, probably 5 or 5 ½ percent. The 9.5m x 0.5mm mesh fraction can be centrifuged to about 8 percent. The -0.5m fines can range from 18 to 22 percent or more, depending upon the type of equipment employed to dewater, and upon the size distribution within this size range.

The international manufacturers of construction machinery are responding to these challenges, and they will be presenting their innovations in all these fields at bauma 2013. bauma, the international trade fair for mining and construction machinery, mining vehicles, and building material machines, takes place from April 15 to 21, 2013 at the Messe Munchen exhibition center in Munich, Germany. The last bauma, in 2010, attracted 3,256 exhibitors from 53 countries, and more than 420,000 visitors from more than 200 nations. Covering a total of 555,000 m2 (5.97 million sq ft) of exhibition space, bauma is one of the largest trade shows in the world. This year?s fair is expected to surpass the 2010 figures. Here are some examples of the new developments visitors can expect to see at the show.

INTRODUCTION Dry concentration or pneumatic cleaning uses air currents as the separating medium. Pneumatic cleaning in the United States today is limited to three or four operations. In fact, the quantity of bituminous coal cleaned pneumatically has declined from its peak in 1965 of about 25.4 million tons (23.1 Mt) to its current level (1988) of less than 4 million tons (3.64 Mt) annually, as shown in Fig. 7-9 1. In 1940, pneumatic methods accounted for 15% of the bituminous coal and lignite cleaned in the United States as given in Table 7-32. Currently, pneumatic methods account for less than 2%. The largest air plant was built in Pennsylvania about 1968 with 14 units processing 1400 tph (1280 t/h) of 3/, in. X 0 (19 mm X 0) raw feed and two additional units retreating middlings. This same plant is one of only three or four plants still operating air-cleaning devices in the US. A wet plant was added in 1985 to increase the efficiency of cleaning the fines. The air plant is still used as a scalping operation for the coarse material. Five additional operations are either no longer in production or have discontinued the use of air tables within the last year. Wet cleaning methods are now being employed at the facilities that have discontinued air table operation. he advantage of dry cleaning techniques is the low moisture content of the clean coal product. However, to decrease respirable dust, mining operations must use water sprays on modem mining equipment. This water adds to the moisture content of the run-of-mine coal and decreases the effectiveness of dry cleaning processes that rely on low surface moistures in the feed to allow for good separations. Wet cleaning methods are preferred, especially since they also allow for much sharper separations. The advantage of dry cleaning techniques is the low moisture content of the clean coal product. However, to decrease respirable dust, mining operations must use water sprays on modem mining equipment. This water adds to the moisture content of the run-of-mine coal and decreases the effectiveness of dry cleaning processes that rely on low surface moistures in the feed to allow for good separations. Wet cleaning methods are preferred, especially since they also allow for much sharper separations. Despite dry concentration's drawbacks, research has continued into dry concentrating methods, including both electrostatic and magnetic separation techniques. The real application for future dry cleaning processes is probably at the power plant between the pulverizer and the boiler feed where particles are already dry and ground to fine sizes (- 200 mesh [ -0.075 mm]), increasing the effectiveness of the separation and also, possibly, increasing the liberation of clean coal from finely disseminated impurities. From a utility's viewpoint, pneumatic cleaning offers the best delivered Btu cost, based on the premise that a percent of moisture is just as detrimental as a percent of ash. Surface coal mine design has traditionally relied on graphic and analytic approaches for pit layout and equipment selection. A number of interactive graphic microcomputer programs have been written which aid in the design process in the academic arena and should also have industrial applications. The programs described include a dragline cut diagram and production index calculation program, a downslope load scraper cut diagram and volume program and an overburden volume and coal tonnage sequencing program.

The production of nickel coated mica composite powder by hydrogen reduction of a nickel ammine sulphate solution, followed by the production of molded plastic samples containing Ni/Mica is described. Sample preparation by injection or compression molding is outlined and the better results in compression molding are explained by the combination of better particle-to-particle contact, less particle breakage during processing, and more random particle distribution in the plastic. Three volume resistivity measurement techniques are described and compared. Two of them (conductive paint and silver-rubber electrodes) are found reliable and are used throughout the work. The influence of nickel content and particle size of Ni/Mica on volume resistivity is evaluated and the optimum product defined. One of the most important assets of Ni/Mica, its ease of injection molding, is demonstrated by the good electrical properties obtained with little optimization of the injection molding process. Surface roughness of molded plastics with and without Ni/Mica is briefly discussed. Shielding effectiveness of Ni/Mica in four plastics (PP, ABS, PBT and PC) is presented and correlated to volume resistivity data for the same materials. The addition of 15 to 50 weight % Ni/Mica (3 to 16 volume %) to plastics and subsequent injection or compression molding produces composite materials having low volume resistivities (0.03 to 1 ohm.cm) and high shielding effectiveness (40 to 70 dB).

The acoustic emission (AE) technology has a high potential for flow characterization in hydraulic transport processes. For instance, in deep-sea mining, there are applications where manganese nodules are transported from the bottom of the sea to the surface or a transport ship. Here, an AE-based flow characterization system plays an important role to avoid the transport of non-related objects. However, the structural materials for the components of this system must be carefully selected to ensure resistance against corrosion and a good AE signal transmission. Therefore, in this experimental study, we evaluated the AE attenuation behavior of four different materials that can be employed in marine environments due to their properties. The results were obtained using thin plates and they indicate which materials have the highest and lowest attenuations. Moreover, we provide insights regarding the different wave modes that propagate on the plates.

Calcium carbonate is one of the highest volume industrial mineral products in North America. It is used in filler and extender applications, roofing products, floor tile, glass manufacture, etc. Calcium carbonate has over a dozen major filler and extender applications plus a host of minor uses. North American consumption of calcium carbonate fillers and extenders in 1991 is estimated at over 5,000,000 tons valued in excess of $400,000,000. There were five major suppliers of calcium carbonate fillers in the Middle Atlantic region in 1988 :?Bestone, Genstar, National Gypsum, Thomasville Stone and Lime, and White Pigment. With the exception of Genstar's Maryland operation, all of these operations are within a few miles of York, Pennsylvania. The Millington Group (TMG) purchased the assets of Bestone Corporation in February of 1989. TMG then seized the opportunity to strengthen its business position by acquiring National Gypsum's and White Pigment's Pennsylvania filler businesses in December, 1989 and July, 1990, respectively. By July of 1990 TMG's filler business acquisitions included six quarries and one underground mine, totaling over 1,200 acres and three processing facilities. The assets were restructured into two new companies - Delta Carbonate, Inc. and Penroc, Inc. (hereafter collectively referred to as Delta). Delta identified the assets of the three predecessor companies as undervalued from the outset. The initial phase of Delta's turnaround strategy was to reassess the combined mineral. mining, processing, transportation and marketing assets. The second phase was to effectively integrate these resources in order to exploit their inherent synergy.

The Electroslurry TM electrowinning concept has been incorporated into a process flowsheet for recovering copper from smelter flue dusts. The process has averaged 96% recovery of the copper as high-grade electrowon while at the same time removing a majority of the impurities that degrade drawn copper as a result of recycling flue dust and liberator cathodes: The dust is processed through several stages consisting of leaching, copper precipitation, Electroslurry TM electrowinning and waste liquor treatment. The process may be integrated into a smelter operation and become an effective and feasible means of maintaining good product purity.

One of the primary areas of computer application in mine ventilation has been the analysis of mine ventilation networks. A variety of network analyzers that are aimed toward the solution of flows in a given network has been developed. These programs typically use the Hardy Cross or other iterative algorithm for solution of any network, even those that are complex. The computer software has become more efficient and sophisticated over time and has thus been widely adopted for ventilation network analysis. One of the shortcomings of these programs is that they have been developed with the idea of analyzing the ventilation requirements at a single point in the lifetime of a mine. This provides the ventilation engineer with an important tool for analysis but falls somewhat short of providing a convenient means to economically com- pare alternative methods for ventilating a mine. The program described in this paper provides such a tool. The principal concepts that were necessary for the completion of a computer program that analyzes ventilation alternatives is the capability of efficiently determining the ventilation requirements at a variety of times during the lifetime of the ventilation system and some method of analyzing the costs of the alternatives on a realistic comparative basis. To accomplish this task, the authors began using Penn State's mine ventilation simulator designated as PSU/MVS, Didyk et al. (1977a, 1977b) and added the necessary additional software to accommodate the need for multi-period, time-dependent analysis of the net- work. The software was then tested on a coal mine ventilation problem with a 23-year life. The problem points out the value of such a program for ventilation analysis.

Although grinding mill liner life has been the subject of extensive studies, evaluation of the effect of liner design on power consumption, a far more significant part of total grinding costs, has been less comprehensive. The factors that effect ball mill energy efficiency are reviewed, and attention is then focused on the mechanisms of grinding. The trajectory of the outer row of balls, with different lifting face angles, is derived, and basic recommendations for mill speed and liner configuration are presented.
