The US Environmental Protection Agency (EPA) has tried many regional and laboratory efforts to develop measurement and monitoring techniques using environmental remote sensing technologies. In 1997, the agency established the Advanced Measurement Initiative (AMI): This is a eadquarters-level program, operating under the auspices of the EPA Office of Research and Development. The program is one result of the April 30,1996 White House Conference on Advanced Monitoring of the Environment. The EPA was encouraged to work with other federal agencies to leverage its remote sensing capabilities and use them to improve the efficiency, cost-effectiveness and flexibility of environmental measurement and monitoring for regulatory compliance and reinvention. During the fall of 1996, the EPA and the Department of Energy developed an interagency effort to broaden the use of governmental technologies for environmental measurement and monitoring. In addition, the EPA and the National Aeronautics and Space Administration (NASA) conducted joint workshops on the use of NASA remote sensing and other technologies for water quality and pollution applications. In the meantime, the EPA proceeded with an industry-proposed workshop to explore ways to cooperatively examine new research and to develop commercial remote sensing systems. It also examined how these systems might become accepted by the EPA in the regulatory and compliance processes. In particular, industry was interested in where new remote sensing capabilities might fit in with EPA's efforts at regulatory reinvention. Historically, the mining and petroleum industries have been reluctant to experiment with or use environmental remote sensing. They were concerned with the unknown liability from potential discovery of previously unknown environmental problems. Moreover, resource industries have been reluctant to use remote sensing for environmental applications where the EPA did not accept such data or information as part of the compliance process. Acceptance by the EPA of these advanced measurement and monitoring technologies (AMMT) will be a major reason for industry's increasedd use of remote sensing in environmental "applications for regulatory compliance. In July 1997, the EPA Office of Research and Development hosted at the Colorado School of Mines a stakeholders workshop on the AMI program and industry-government collaboration. The workshop's aim was to demonstrate the usefulness of AMMT technologies for environmental applications. Stakeholders included the mining and petroleum industries; environmental services companies; state environmental agencies and local governments; remote-sensing, value-added companies and data suppliers. The workshop used specific technologies and applications as a way to develop collaborative demonstration projects for several AMMT technologies covering different environmental problems. The workshop focused on the use of highly sensitive hyperspectral (very narrow spectral bands), geographic information systems and surface mapping to identify active acid-producing mine dumps and wastes from benign wastes at Leadville, CO. NASA's advance infrared imaging spectrometer (AVIRIS) was the instrument used. It was developed at California Technology's Jet Propulsion Laboratory. The EPA, the US Bureau of Land Managment (BLM), the US Geological Survey and several environmental service contractors sponsored the overflight and data evaluation. The AVIRIS study demonstrated reliability (95% correct surface mineral identification) and cost-effectiveness of this technology to accurately map and discriminate active acid-producing mine wastes from benign wastes. It could also predict which streams would be effected by acid and toxic mineral drainage. The BLM'said that the AVIRIS overflight could save it $500,000 a year in surface sampling costs at Leadville. The AMI workshop further outlined five 1997 funded AMI projects of potential interest to the mining industry. They were: ? Coal, which was discovered in Utah in 1849, covers about 18% of the total area. Production in 1981 vas more than 14 million tons. However, some Utah coal mines are quite gassy. If longwall face technology is applied, then a release of a high volume of methane may be expected during the mining process. Investigations on methane content have been made by use of an isothermic bubble desorbometer. The desorbable methane content of 5 m3 to 16 m3 of methane per ton of coal mined has been determined.

Surface mining accounts for most coal production in Indian geo-mining conditions compared with underground methods, whose implementations are in deeper coal reserves and for lower stripping ratio in a congested operating space. The bord-and-pillar method is the preferred underground method in India for reasons of flexibility and investment cost. While previous researchers conducted field investigations on intact overburden conditions, this study focuses on the strata control issues in a bord-and-pillar depillaring working under the influence of the dead-load condition of voluminous and fragmented softcover of overburden dump material. The modeling results helped in ascertaining the criticality of strata behavior and rib-pillar stability in actual mining conditions when compared with the conventional intact overburden.

Improving upon the past understanding of the interaction between installed rock bolts, the immediate roof and sidewalls is vital for the implementation of sound support system design, as this has a direct impact on rock-related safety. This is the primary goal in rock-bolt-related research. The earliest research in this field concentrated on limited laboratory and in situ measurements accompanied by theoretical analyses, based on the Kirsch equations. This represented the initial insight into understanding relative ground movements and their impact on primary support. However, these studies were far from complete. More recently, major technological advances in computing power within the mining industry has changed the scope from theoretical analysis to computer simulation. Even with these advancements our understanding of rock bolts in situ and in the laboratory has not progressed, particularly concerning bending and shear. To measure the behavior of rock bolts, the widely accepted practice is to populate the bolts with an array of strain gauges. Historically, resistive foil strain gauges or long displacement sensors have been used. Additionally, all instrumented rock bolts have used only two diametrically opposed slots. Rock bolts instrumented with these methods have significant shortcomings, one of which is the inability to capture shear and bending. The shearing and bending of rock bolts are particularly common in tabular soft rock mining, such as coal mining. This paper discusses the use of three slotted rock bolts, cut diametrically 120º apart, and two new optical fiber technologies populated along the entire rock-bolt length.

The United States Forest Service, as a land managing agency, is responsible for the surface administration of National Forest lands. The basic objectives of management are protection and utilization of renewable resources such as water, forage, timber, wildlife, recreation, and clean air. Much of the National Forest land in this country is open to mineral prospecting and development. When large de-posits of minerals are extracted from the forest environment, especially by surface methods, there are oftentimes conflicts between accepted mining methods and the objectives of other resource management goals. Such is the situation in Southeast Idaho where several members of the phosphate industry are operating on and adjacent to the Caribou National Forest. In 1966, the phosphate industry and the Caribou National Forest became mutually concerned with the problems of rehabilitating mined areas and minimizing potential damage to adjacent forest areas. A Cooperative Administrative Study was initiated with industry supporting the Forest Service financially and with equipment, material, and manpower, as well as interest and enthusiasm. The objectives of the study are to provide basic, applicable information pertinent to: 1. Protecting the quality of water emanating from mined water-sheds. 2. Providing for soil stabilization on mined areas. 3. Returning mined areas to surface resource production. 4. The feasibility of making mined areas esthetically acceptable. It was concluded that the following separate--yet intergrated--fields should be studied in order to obtain the desired information:

The Montreal metro Blue Line Extension toward the northeast consists of the construction of five new underground stations. The project includes 6 kilometers of the tunnel which will be constructed using a Tunnel Boring Machine (TBM). In line with the commitment to integrating sustainability best practices, Envision verification is pursued this project. The Envision reference framework was developed to cover all the sustainable development aspects of an infrastructure project and each phase of its life cycle (planning, design, construction, operations and maintenance, and end-of-life). As a part of this endeavor, low-carbon concrete and shotcrete mixtures are proposed for the linings of TBM and SEM tunnels as well as stations and auxiliary structures. The CO2 emission of the low-carbon concrete and shotcrete mixtures were compared with their typical mixtures and the total CO2 emissions reduction related to the tunnel lining is determined. The study is of strategic significance for achieving emission reduction in the tunnel industry.

It is the responsibility of educators to look ahead and prepare young engineers and scientists to cope with industrial and social problems of the future. We are faced with a review of history as well as prophesy of the future. The mining industry exists in a "bubble" with little interaction or communication with the outside. This isolation must be broken down if the industry is to survive in the U.S. and Canada. The ability to communicate with the general public and public officials is essential. Many changes are occurring that will require readjustments in technology and staffing. Aging population will result in raising retirement and increasing available workforce. This may force shorter working weeks to supply additional jobs. Environmental concerns will likely direct more attention not only to these concerns during mining, but to planning for post-mining land usage. Retraining and up-dating educational programs are required to cope with these changes.

Investments in new technology are often intended to improve the production or cost performance of existing operations. The economics used to justify these projects can be flawed, however, if they do not adequately consider the potential benefits of the alterative: the fully optimized use of the facility's present equipment and personnel. While new technology can be effective, dramatic improvements in production performance can also be achieved through the rigorous application of standard industrial engineering and operations management practices. An intermediate approach may also be effective: many basic improvements In the mine or plant necessary to support new technology will be equally effective when implemented for the facility's present operators. Firms who optimize their present operations are able to save the capital and avoid the risk associated with new technology. These firms will also be able to capitalize more quickly on new technology when it is implemented.

The, principle purpose of applying control to any process is to improve -its profitability. Even when considering the impact of a plant on its surrounding ecology this is still, true, since the sanctions felt most immediately from violations of the regulations are the economic penalties or fines which result. 'Economic performance can be improved within a plant in several ways. Steps can be taken to cut the cost or quantity of resources (power, water, steam, reagents) consumed per ton of throughput. Alternatively the operation of the plant can be changed so as to increase product yield per ton of throughput. Or the cost of labor and plant overhead per ton of product can be reduced by raising the total 'throughput, assuming-that the increased amount of product can be sold for the same unit price. In designing a program to improve plant performance, all three routes should be borne in mind. To maximize the return on investment over a longer period, it is also desirable to set up a comprehensive plan of improvement, equipment being specified at each step in the implementation so as to ensure that it fits in with later requirements later implementation being either by means of modular additions or by having the necessary interfaces built into the original equipment. It is much cheaper in the long run to buy features which have been factory-installed, than to have to make provision for their later addition in the field. This paper examines some ways of improving plant performance by the application of various process control techniques using both analog and digital con¬trol equipment. A general philosophy of application is suggested and specific examples described.

"Ask an average non-industry person on the street “What is coal? What is coal mining? What is a coal miner?” The most common answers are coal is something Santa puts in your stocking for being naughty, coal mining is destroying the earth causing global warming, and a coal miner is a person that uses a pick and shovel to dig coal out of the earth. As farfetched as these answers seem, unfortunately this is the opinion of many Americans. Realizing the lack of educational opportunity regarding coal and coal mining, a first-of-its-kind grassroots coal education program known as CEDAR (Coal Education Development and Resource) was created. What started from a general conversation at the December 1992 North Carolina Coal Institute (NCCI) Winter Meeting at the Mid Pines Club in Southern Pines, North Carolina led to the creation, and later expansion of, CEDAR. NCCI President, Gene McBurney, challenged John Justice, NCCI Board Member from east Kentucky, to come up with an idea of how to improve the image of the coal industry, pledging $5,000 from the NCCI as seed money to assist in the development of any such program. John then met with the leaders of Coal Operators and Associates, Inc., (COA) in Pikeville, KY where they agreed to match the NCCI commitment, as well as to assist in the program’s development. After further meetings with representatives from industry, business, and the local school system, CEDAR, Inc. (of east KY) was born. The first year of implementation, the program offered coal education programs to public and private schools in one county in east Kentucky. Although it started in the coalfields of eastern Kentucky, it certainly did not end there. After an amazingly successful first year of the program, it didn’t take long for industry leaders in the western Kentucky coal-fields to learn about, and take note of this new, unique, and exciting program that provided opportunities for teachers and students to learn, “the rest of the story” about the coal industry. Through the joint efforts of Costain Coal, and the Western Kentucky Coal Association, CEDAR of West Kentucky, Inc. was formed in 1994, and has operated since that time, except for the two year period from 2004-2006. The program restarted in 2006 under the name of CEDAR West, Inc. and continues to be offered in six western Kentucky counties."

Excessive heat exposure is among the health and safety hazards for mine workers. The nature of the underground climate makes it a convenient avenue for heat generation and accumulation from several heat sources, including autocompression, equipment and heat from strata. This study investigates the effects of clothing insulation and acclimation on the thermal comfort of mine workers exposed to heat in underground working environments. Several clothing ensembles were considered to analyze the effect of the thermal resistance of clothing on the workers’ thermal comfort. To investigate the impact of clothing insulation, the thermal comfort limit of an underground miner was calculated in the form of maximum allowable exposure time for an eight-hour shift.

The mining industry faces many difficult challenges, for example, lower ore grades, smaller and deeper deposits, and longer transportation distances. In the past, there have been remarkable innovations in both equipment and the types of mining methods for which it is used, which have resulted in economies of scale. This has led to an increased use of bulk mining methods, like sublevel and block caving, which has increased productivity and reduced costs. Haulage alone plays a major role. Current haulage techniques are a significant cost driver, which account for between 15 and 30% of the overall capital investment (capex) in a mine and are an increasingly part of the operating costs (opex). The paper introduces a simulation tool of main haulage system in underground mining. Therefore, performances and the costs of the three most common underground main haulage systems, rail, truck, and conveyor, are calculated using a developed modeling tool. The tool was applied and validated in a case study carried out with the LKAB Kiruna Mine in northern Sweden.

This paper examines the computerization steps of United Coal Company of Bristol, Virginia. OVERVIEW Producing close to 7,000,000 tons per year, United Coal Company is one of the most interesting mining companies in the east. Their approach to mining reflects a dedication to modern technologies and extraction methodologies. With varying amounts of production coming from four divisions (a fair amount of production comes from contract operators) and over a billion tons in recoverable reserves, United rests heavily on the planning and engineering efforts of a centralized engineering group. Although each division relies on its own engineering personnel for day-to-day management and operations, long range planning and reserve management is conducted at the corporate engineering level. This group, while extremely competent and efficient, is relatively small (7 people), when compared to the needs of a large mining company.

This proposal, based on the CIEMAN Cajamarca - Hualgayoc initiative, focuses on “Transforming Abandoned Mine Lands’’ We aim to study and assess the feasibility of an innovative rehabilitation method. Contaminated soils will be moved from the upper to the lower site, encapsulated with geosynthetic barriers, and covered with topsoil. The decontaminated upper area will be used for planting trees and large-stemmed plants for hiking and tourism, while the lower encapsulated area will support livestock and short- stemmed crops. This study will evaluate the economic viability and multi-use potential of this technique, promoting sustainable land recovery in Cajamarca, Peru.

AMPS[. has completed a rationed grinding ball test in a 2.93 m x 2.93 m ball mill at Climax Molybdenum Company. The test consisted of purging the ball distribution formed by charging 100%, 76 mm carbon steel balls with a distribution formed by charging 50% 76 mm and 20% 51 mm alloy steel balls. The resulting change in ball surface area yielded improvements in both tons ground and fineness of grind with a significant reduction in total ball consumption. This paper summarizes preliminary studies leading to the plant test, grinding efficiency results, and future plans to optimize the ball charge.

INTRODUCTION Virtually every sector of society in our country feels the impact of tunnels, either through the transportation of water, commodities, or people. The economic implications are staggering. The Committee on Rapid Excavation (1) reported that during the near future, 1968-1975, underground excavation activity will comprise 946 miles of tunnels (subways: 85 miles; underground urban highways: 123 miles; intercity highway tunnels: 210 miles; water supply tunnels: 528 miles) and 5,119 million tons of crude ore; metals: 874 million tons; nonmetals: 899 million tons; and coal: 3,346 million tons. It is estimated that the cumulative demand for underground excavation in the decade 1970-1979 will be 13 billion dollars for construction-oriented demand and 16 billion dollars for mining-oriented demand. The respective figures for the decade 1980-1989 are estimated at 22 billion dollars and 18 billion dollars. Of the many advantages claimed for tunnels (2, 3, 4, 5) the environmental considerations are becoming increasingly important. Transportation tunnels particularly for rapid transit systems, offer reductions in noise pollution and air pollution while improving aesthetics and optimizing land use (fewer problems of right-of-way and disruption of utilities). Considerable interest has been shown recently in sub-surface construction and mining (6, 7, 8). Recognizing the future demands for tunnels has led to considerable study of methods to improve rates of tunnel advance per day, safety, and the overall economics. The coal mining industry must be able to compete with alternate sources of fuel for the utility and industrial customers. If the industry is unable to control transportation costs, either due to government interference, or for other reasons, then mining costs must be kept down. Australia, South Africa, Canada, (and later Colombia) will take larger shares of the export market if mining costs are not kept competitive. The government's environmental regulations must be met without incremental increases in mining costs. Entrepreneurial instincts must be retained by the industry to provide for their investment in the future. What are the Problems with Existing Research? Government funding for coal mining research has been reduced or virtually eliminated. BCR (Bituminous Coal Research) is now a membership- supported organization, but its primary focus has been on health and safety-oriented research. BCR, however, is now attempting to widen its scope and conduct other types of research. There are almost no funds in EPRI's (Electric Power Research Institute) program for coal mining research. Large mining companies do some research for their own purposes and needs, but this is proprietary and therefore results are not shared with the remainder of the industry. The mining industry as a unit is not undertaking productivity (systems) oriented research in any common or cohesive manner.

The United States has abundant coal resources that could last at least another century. and probably longer at present consumption rates. Geographically, the coal resources are distributed over the entire nation including Alaska, although there are no coal deposits in the highly populated areas on the two coasts. This allows free access to the coal, but makes transportation more expensive. Not all coals can be utilized equally because they differ vastly in quality. The sulfur content of coals, considered as the most detrimental acid rain-causing element, varies from as low as 0.3 percent in some areas of the western U.S. to 5 percent or more in parts of the Midwest. The chlorine content, which causes corrosion of plant hardware, also varies regionally. The 1990 amendments of the Clean Air Act of 1963 (CAA) require that emissions of sulfur be restricted and rolled back in two stages by the year 2000. There have been a number of reports expressing concern about the future of the industry in the states where high sulfur coal is produced. The remedies devised by the federal government and many coal-producing states in the past to "se-cure" the future of the regional coal industries have focused on the physical task of removing sulfur rather than the economic challenge of doing so at a cost that will enable high-sulfur coals to survive and compete. The past remedies, generally, were not specific enough to account for the characteristics of regional coal deposits and did not look at the coal market as an integrated national and international entity. The State of Illinois has, in recent years, taken a more comprehensive approach to the solution of the problem.

The precise definition of an ultimate or economic pit has, over the years, received much attention in the literature on the subject of mine planning. Unfortunately, relatively little has been published in the area of pit sequencing and scheduling--an aspect which is typically of much greater economic significance both during the life of a mining operation, as well as in the evaluation of an exploration project. This paper discusses an overall mine planning methodology with emphasis on the design of an optimal sequence of pit expansions or phases. Although the concepts given are not new, it is hoped that some practical suggestions will be made. The paper will also describe graphical techniques which have been found useful in comparing the merits and impacts of alternate planning strategies and production schedules.

The leaching kinetic of mechanically activated sphalerite with acid FeCl3 solution was investigated. The result has shown that mechanical pre-treatment has greatly enhanced the leaching process. Comparing with the original concentrate, the activated one can be leached more completely at relatively lower temperature with diluter FeCl3 concentration within a shorter leaching time. The activation energy for the activated concentrate is 27 KJ/mol, while for the original one is 52 KJ/mol.
